DoD Suicide Tracking Act of 2014 - Requires the the Secretary of Defense (DOD) to prescribe, and the Secretaries of the military departments and the Chief of the National Guard Bureau and the adjutants general to implement, a policy for the development of a standard method for collecting, reporting, and assessing suicide data and suicide-attempt data involving members of the National Guard and Reserves. Requires the DOD Secretary to direct the Secretary of each military department to develop and implement a program to track, retain, and analyze information regarding suicides involving dependents of members of the regular and reserve components of the Armed Forces.

Protecting Educational Loans for Underserved Students Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to establish criteria for the Secretary of Education to use in determining whether the credit history of applicants for William D. Ford Federal Direct PLUS loans renders them ineligible for such loans. (Federal Direct PLUS loans are provided to graduate or professional degree students and the parents of dependent undergraduate students.) Directs the Secretary to consider an applicant to have an adverse credit history on the basis of his or her credit report, absent a determination that the applicant has extenuating circumstances, if : (1) the applicant is 90 or more days delinquent on the repayment of a debt exceeding $2,000; or (2) during the three years before the credit report date, the applicant has been subject to a default determination, bankruptcy discharge, foreclosure, repossession, tax lien, wage garnishment, or write-off of a title IV debt. Requires applicants that have been subject to such actions to participate in loan counseling provided by the applicable institution of higher education before becoming eligible for Federal Direct PLUS loans. Prohibits the Secretary from: (1) denying a Federal Direct PLUS loan to an applicant for having debt that is unrelated to title IV loans and is in collection or has been charged off, provided the applicant participates in such loan counseling; or (2) using the applicant's lack of a credit history as a reason to deny a Federal Direct PLUS loan to such applicant. Requires the Secretary to retain a record of the Secretary's basis for determining that an applicant has extenuating circumstances that make the applicant eligible for a Federal Direct PLUS loan despite having an adverse credit history. Makes the Secretary's determination that an applicant does not have an adverse credit history effective for the two years following such determination.

Renters Tax Credit Act of 2014 - Amends the Internal Revenue Code to allow a business-related tax credit for a portion of the rent paid by a qualified renter. Defines "qualified renter" as a family unit with income not greater than the higher of 60% of local median income or 150% of the federal poverty line. Establishes the amount of such credit as the rent reduction amount, which: (1) is the amount by which the fair market rent for a rental unit exceeds the rent charged to the qualified renter; and (2) shall not exceed the excess of the rent charged to the qualified renter (or, if lower, specified modest rent) over 30% of the qualified renter's income (prorated monthly).

Learning Opportunities With Creation of Open Source Textbooks (LOW COST) Act of 2014 - Requires the Director of the National Science Foundation (NSF) to develop high quality, college freshman-level, open source materials that: (1) contain, at minimum, a comprehensive set of textbooks or other educational materials covering topics in physics, chemistry, and calculus; (2) are posted on the Federal Open Source Material Website (Website); and (3) are free of copyright violations. Requires the Director to establish and maintain the Website. Requires materials on the Website to be made available free of charge. Allows those materials to be downloaded, redistributed, or revised by the public. Directs the head of each federal agency that spends more than a specified amount in a fiscal year on scientific education or research to use at least 2% of those funds to collaborate with the heads of other such agencies or any federally funded research and development center to develop and implement procedures for checking the veracity, accuracy, and educational effectiveness of open source materials that are posted on the Website.

Improving Care for Vulnerable Older Citizens through Workforce Advancement Act of 2014 - Amends the Older Americans Act of 1965 to direct the Assistant Secretary of Aging to carry out a program awarding grants to eligible entities to carry out six separate demonstration projects that focus on care coordination and service delivery for older individuals with chronic illness or at risk of institutional placement by: (1) designing and testing new models of care coordination and service delivery that thoughtfully and effectively deploy advanced aides to improve efficiency and quality of care for frail older individuals; and (2) giving direct-care workers opportunities for career advancement through additional training, an expanded role, and increased compensation.

Democracy Restoration Act of 2014 - Declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence in a correctional institution or facility. Provides for enforcement of, and remedies for violations of, this Act. Sets forth requirements for state and federal notification of individuals of the restoration of their voting rights pursuant to this Act. Prohibits any state, local government, or other person from receiving or using any federal grant amounts to construct or improve a place of incarceration unless that person has in effect a program to notify each U.S. citizen incarcerated in that person's jurisdiction, upon release from such incarceration, of that individual's rights under this Act. Prohibits this Act from being construed to prohibit a state from enacting any state law that affords the right to vote in any election for federal office on terms less restrictive than those terms established by this Act. Declares that the rights and remedies established by this Act shall be in addition to all other rights and remedies provided by law and shall not supersede, restrict, or limit the application of the Voting Rights Act of 1965 or the National Voter Registration Act of 1993.

Dignified Interment of Our Veterans Act of 2014 - Requires the Secretary of Veterans Affairs (VA) to conduct a study on matters relating to the identification, claiming, and interring of unclaimed remains of veterans, including: (1) estimating the number of unclaimed remains; (2) assessing the effectiveness of VA procedures for claiming and interring unclaimed remains of veterans; (3) assessing state and local laws that affect the ability of the Secretary to identify, claim, and inter such remains; and (4) recommending appropriate legislative or administrative action. .

Housing Financial Literacy Act of 2014 - Amends the National Housing Act to revise the single insurance premium payment for a mortgage (secured by a one- to four-family dwelling that is an obligation of the Mutual Mortgage Insurance Fund) of a first-time homebuyer who completes a program of counseling on the responsibilities and financial management involved in homeownership that is approved by the Secretary of Housing and Urban Development (HUD). Repeals the current maximum premium payment of 2.75% of the amount of the mortgage's original insured principal obligation. Sets the single mortgage insurance premium payment at 25 basis points lower than the premium payment amount otherwise established.

Hezbollah International Financing Prevention Act of 2014 - States that it shall be U.S. policy to: (1) prevent Hezbollah's global logistics and financial network from operating in order to curtail funding of its domestic and international activities; and (2) utilize diplomatic, legislative, and executive avenues to combat Hezbollah's criminal activities in order to block that organization's ability to fund its global terrorist activities. Directs the President to report to Congress: (1) a list of satellite, broadcast, or other providers that knowingly transmit the content of al-Manar TV; and (2) the identity of those providers that have or have not been sanctioned pursuant to Executive Order 13224. Directs the Secretary of the Treasury to prohibit or impose strict conditions on the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly: (1) facilitates the activities of Hezbollah or its agents, instrumentalities, affiliates, or successors; (2) facilitates the activities of a person acting on behalf of or owned or controlled by an agent, instrumentality, affiliate, or successor; (3) engages in money laundering to carry out such an activity; (4) facilitates a significant transaction or provides significant financial services to carry out such an activity, including services that involve a transaction of gold, silver, platinum, or other precious metals; or (5) facilitates any of these activities, conspires to facilitate or participate in such an activity, or is owned or controlled by a foreign financial institution that knowingly engages in such an activity. Directs the Secretary of the Treasury to prescribe reporting, information sharing, and due diligence requirements for domestic financial institutions that maintain a correspondent account or payable-through account in the United States for a foreign financial institution. Authorizes the Secretary to waive such requirements if in the U.S. national security interests, and with congressional notification. Directs the Secretary of the Treasury to identify to Congress every 180 days each foreign central bank that carries out an activity prohibited under this Act. Sets forth penalty requirements for specified violations under this Act. Directs the President to designate Hezbollah as: (1) a significant foreign narcotics trafficker if Hezbollah meets meets the criteria set forth under the Foreign Narcotics Kingpin Designation Act, and (2) a significant transnational criminal organization if Hezbollah meets the criteria set forth under specified executive orders and statutes. Requires the President to report to Congress which of these criteria the President determines that Hezbollah has not met, if it does not. Directs the Secretary of State to report to Congress regarding Hezbollah's involvement in the trade in rough diamonds outside of the Kimberly Process Certification Scheme. Declares that nothing in this Act shall apply to authorized U.S. intelligence activities. States that any requirement of this Act shall cease to be in effect 30 days after the President certifies to Congress that Hezbollah: (1) is no longer designated as a foreign terrorist organization; (2) is no longer listed in the Annex to Executive Order 13224 (blocking property and prohibiting transactions with persons who commit or support terrorism); and (3) poses no significant threat to U.S. national security, interests, or allies.

Emergency Unemployment Compensation Extension Act of 2014 - Amends the Supplemental Appropriations Act, 2008 (SAA, 2008) to extend emergency unemployment compensation (EUC) payments for eligible individuals to weeks of employment ending on or before June 1, 2014. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until May 31, 2014, requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and November 30, 2014, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA of 1970) against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the FSEUCA of 1970 to postpone similarly from December 31, 2013, to May 31, 2014, termination of the period during which a state may determine its "on" and "off" indicators according to specified temporary substitutions in its formula. Amends the SAA, 2008 to appropriate funds out of the employment security administration account through the first five months of FY2015 to assist states in providing reemployment and eligibility assessment activities. Requires the provision of such activities to an individual, at a minimum, within a time period after he or she begins to receive Tier-1 EUC benefits, and if applicable, again within a time period after he or she begins to receive Tier-3 EUC benefits. Requires the Secretary of Labor to determine appropriate time periods. Specifies the purposes of the activities, namely to: better link the unemployed with the overall workforce system by bringing individuals receiving unemployment insurance benefits in for personalized assessments and referrals to reemployment services; and provide them with early access to specific strategies that can help get them back into the workforce faster, including through: (1) the development of a reemployment plan, (2) provision of access to relevant labor market information, (3) provision of access to information about industry-recognized credentials that are regionally relevant or nationally portable, (4) provision of referrals to reemployment services and training, and (5) an assessment of the individual's on-going eligibility for unemployment insurance benefits. Amends the Railroad Unemployment Insurance Act to extend through May 31, 2014, the temporary increase in extended unemployment benefits. Makes a change in application of a certain requirement (nonreduction rule) to a state that has entered a federal-state EUC agreement, under which the federal government would reimburse the state's unemployment compensation agency making EUC payments to individuals who have exhausted all rights to regular unemployment compensation under state or federal law and meet specified other criteria. (Under the nonreduction rule such an agreement does not apply with respect to a state whose method for computing regular unemployment compensation under state law has been modified to make the average weekly unemployment compensation benefit paid on or after June 2, 2010, less than what would have been paid before June 2, 2010.) Declares that the nonreduction rule shall not apply to a state which has enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. Allows a state whose agreement was terminated, however, to enter into a subsequent federal-state EUC agreement on or after enactment of this Act if, taking into account this inapplicability of the nonreduction rule, it would otherwise meet the requirements for an EUC agreement. (Thus allows such a subsequent EUC agreement to permit payment of less than the average weekly unemployment compensation benefit paid on or after June 2, 2010.) Prohibits the use of federal funds to: (1) make payments of unemployment compensation to any individual whose adjusted gross income in the preceding year was at least $1 million, or (2) determine whether or not this prohibition applies to an individual. Requires the Comptroller General (GAO) to: study the use of work suitability requirements to strengthen them to ensure that unemployment insurance benefits are being provided to individuals who are actively looking for work and truly want to return to the labor force; and brief Congress on the ongoing study, including preliminary recommendations for appropriate legislation and administrative action. Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to revise the applicable percentages for determining minimum funding standards for single-employer defined benefit pension plans (funding stabilization). Exempts plans providing accelerated benefit distributions from the application of such standards. Amends ERISA, with respect to pension insurance premiums paid by a designated payor (i.e., the contributing sponsor or plan administrator for a single employer pension plan and the plan administrator for the multiemployer plan) to the Pension Benefit Guaranty Corporation (PBGC). Allows a designated payor to elect to prepay, during any plan year, the applicable PBGC flat dollar insurance premium due for up to five consecutive subsequent plan years specified in the election. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend through FY2024 the authority of the Secretary of the Treasury to collect customs user fees for the processing of certain merchandise. Amends the Internal Revenue Code to provide that a bona fide volunteer providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or tax-exempt organization shall not be counted in determining the number of full-time employees of an employer for purposes of the employer mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act. Excludes services rendered as a bona fide volunteer to any governmental entity and any tax-exempt organization (specified employer) from the determination of the number of full-time employees of an employer for purposes of such mandate. Defines "bona fide volunteer" as an employee whose only compensation from a specified employer is in the form of: (1) reimbursement for (or reasonable allowance for) reasonable expenses incurred in the performances of volunteer services; or (2) reasonable benefits and nominal fees, customarily paid in connection with the performance of volunteer services.

Homeowner Disaster Relief Act of 2014 - Amends the Internal Revenue Code to exempt any qualified natural disaster distribution from the 10% penalty on premature distributions from tax-exempt retirement plans. Defines "qualified natural diasaster distribution" as a distribution from a retirement plan to an individual if: (1) such individual sustained an economic loss due to a federally-declared disaster, (2) the principal place of abode of such individual on the disaster declaration date is in the disaster area, and (3) such distribution is made during the one-year period beginning on the disaster declaration date.

American Indian Trust Responsibility Review Act of 2014 - Establishes the American Indian Trust Review Commission to: (1) conduct a comprehensive review of the unique trust relationship between the United States and federally recognized Indian tribes, and (2) report to Congress within two years of this Act's enactment. Requires the study to analyze: the attributes of that relationship; the policies, practices, structure, and effectiveness of the federal agencies that have trust responsibilities toward Indian tribes; the feasibility of authorizing willing Indian tribes to assume duties currently performed by the federal government; the data necessary for the Commission to get a better understanding of tribal needs; the feasibility of creating high-level federal positions to increase tribal participation in policy formation and program development; the viability of a mechanism to ensure the continuation of critical programs for Indian tribes; the appropriate role of state and local governments in federal activities affecting Indian tribes; and modifications to laws, procedures, regulations, policies, and practices that might further the federal government's trust relationship with Indian tribes.

Action for Dental Health Act 2014 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to award grants to or enter into contracts with eligible entities to obtain portable or mobile dental equipment and to pay for appropriate operational costs for the provision of free dental services to underserved populations that are delivered in a manner consistent with state licensing laws. Directs the Secretary to award grants to or enter into contracts with eligible entities to collaborate with state, county, or local public officials and other stakeholders in order to develop and implement initiatives to: (1) improve oral health education and dental disease prevention; (2) reduce barriers in a manner that increases dental provider participation in Medicaid and the Children's Health Insurance Program (CHIP); (3) make the health care delivery system providing dental services under Medicaid or CHIP more accessible and efficient by taking actions necessary to facilitate the establishment of dental homes; (4) address geographic, language, cultural, and similar barriers in the provision of dental services; and (5) reduce the use of emergency departments for dental services more appropriately delivered in a dental primary care setting.

At-Risk Youth Medicaid Protection Act of 2014 - Amends title XIX (Medicaid) of the Social Security Act to require state Medicaid plans to: (1) prohibit the state from terminating (but allow it to suspend) enrollment under the state plan for medical assistance for an eligible juvenile because he or she is an inmate of a public institution; (2) require the state to restore enrollment automatically to such an individual upon his or her release, and take all steps necessary to ensure the enrollment is effective immediately upon release, unless the individual no longer meets eligibility requirements; and (3) require the state to process any application for medical assistance submitted by, or on behalf of, a juvenile inmate notwithstanding that he or she is an inmate.

Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to designate maternity care health professional shortage areas and review such designations at least annually. Requires the Secretary to collect and publish data on health care professional shortage areas based on professional category of maternal health professionals providing full scope maternity health care by provider type as well as geographic region. Includes, in the criteria for designation of health professional shortage areas, consideration of health professionals other than physicians who provide full scope maternity care and are eligible for National Health Service Corps loan repayment. Defines "maternity care health professional shortage area" to mean: (1) an area determined to have a shortage of providers of full scope maternity care health services or of hospital or birth center labor and delivery units, or (2) a population group determined to have a shortage of such providers or facilities. Defines "full scope maternity care health services" to include care during labor, birthing, prenatal care, and postpartum care.

New Markets Tax Credit Extension Act of 2014 - Amends the Internal Revenue Code to: (1) make permanent the new markets tax credit, (2) provide for an inflation adjustment to the limitation amount for such credit after 2013, and (3) allow an offset against the alternative minimum tax (AMT) for such credit (determined with respect to qualified equity investments initially made after the enactment of this Act).

Work for Warriors Act of 2014 - Directs the Chief of the National Guard to carry out a pilot program, to be known as the Work for Warriors Program, to enhance Department of Defense (DOD) efforts to provide job placement assistance and related employment services to members of the reserve components. Requires each participating state to provide at least 30% in matching funds. Requires the Program to follow a direct employment program model, with one-on-one job placement and follow-up services to such individuals. Requires the Chief to: (1) develop outcome measures to evaluate the success of the Program in each state, and (2) report to the congressional defense committees on Program results. Grants the Chief authority to carry out the Program during FY2015-FY2018, with an authorized extension for up to two additional years.

Alzheimer's Accountability Act of 2014 - Amends the National Alzheimer's Project Act to require the Director of the National Institutes of Health (NIH), for each fiscal year through FY2025, to submit to the President for review and transmittal to Congress, after reasonable opportunity for comment (but without change) by the Secretary of Health and Human Services (HHS) and the Advisory Council on Alzheimer's Research, Care, and Services, an annual budget estimate (including regarding personnel needs) for the NIH initiatives under the Act.

Pipeline Revolving Fund and Job Creation Act - Directs the Administrator of the Pipeline and Hazardous Materials Safety Administration to offer to enter into agreements to make capitalization grants, including letters of credit, to eligible states for the repair or replacement of natural gas distribution pipelines. Requires grant funds to be deposited into state revolving loan funds to provide loans or loan guarantees to: (1) facilitate compliance with an intended use plan, or (2) repair or replace those pipelines that have been identified as leak-prone. Prohibits the use of funds from loans or loan guarantees made by a state to repair or replace natural gas distribution pipelines unless all of the iron, steel, plastic, and manufactured goods used in the repair or replacement are produced in the United States (Buy America).

Pipeline Modernization and Consumer Protection Act - Requires each operator of a gas pipeline facility, in accordance with an integrity management program, if applicable, to accelerate the repair, rehabilitation, and replacement of gas piping or equipment that is leaking or may pose high risk of leaking. Requires each state regulatory authority and each nonregulated gas utility, in complying with such requirements, to: (1) develop prioritized timelines to repair or replace all leaking or high-risk piping or equipment, and (2) require use of best available technology to detect gas leaks. Directs the Administrator of the Pipeline and Hazardous Materials Safety Administration to issue non-binding best practices guidelines for identifying and classifying high-risk pipeline infrastructure and leaks for repair or replacement. Directs the Administrator and the heads of other applicable federal agencies to work jointly to establish and publish forms that adopt a standard definition and methodology for calculating and reporting information on the causes of unaccounted-for gas.

Protecting Children from Electronic Cigarette Advertising Act of 2014 - Prohibits advertisement, promotion, or marketing in commerce of electronic cigarettes in a manner that is known, or should be known, to increase the use of electronic cigarettes by children under the age of 18. Defines "electronic cigarette" as a battery-operated product designed to: (1) deliver nicotine, flavor, or other chemicals; and (2) turn chemicals, such as nicotine, into an aerosol that is inhaled by the user. Sets forth authority for: (1) the Federal Trade Commission (FTC) to enforce violations as an unfair or deceptive act or practice, and (2) states to bring civil actions on behalf of residents threatened or adversely affected by such a violation. Establishes a civil penalty to be available in state actions that is calculated by multiplying the number of days that a person is not in compliance with such prohibition by an amount up to $16,000, adjusted annually for inflation. Allows the FTC to intervene and appeal in state actions.

NATO Alliance Recognition and Promotion Act - Expresses the sense of Congress that: (1) the United States should remain committed to maintaining a military presence in Europe to promote allied interoperability and provide assurance to North American Treaty Alliance (NATO) allies in the region; and (2) at the September 2014 NATO Summit in Wales, the United States, along with NATO allies, should continue to pursue enlargement initiatives for the aspirant countries.

National Jazz Preservation, Education, and Promulgation Act of 2014 - Establishes a National Jazz Preservation Program, to be carried out by the Secretary of the Smithsonian Institution through the Director of the National Museum of American History and in collaboration with other Smithsonian museums, to preserve knowledge and promote education about jazz. Requires the Secretary to: (1) record audio and video interviews with leading jazz artists; (2) acquire, preserve, and interpret jazz artifacts; (3) continue to recognize Jazz Appreciation Month; (4) establish collaborative agreements with specified entities for the sharing of such artifacts; and (5) encourage, consult with, and engage in capacity building with community-based and regional organizations with the potential to establish jazz archival collections. Amends the Elementary and Secondary Education Act of 1965 to allow certain funds to be made available under the Act for programs to promote jazz education, which may include: (1) a Jazz Artists in the Schools program; (2) a program for the development of lesson plans and other educational materials about jazz, the distribution of such materials, and teacher training on jazz education; and (3) an Ambassadors of Jazz program. Establishes a National Jazz Appreciation Program to be carried by the Secretary through the Director of the National Museum of American History and in collaboration with other Smithsonian museums and affiliates, the National Endowment for the Arts (NEA), and the National Endowment for the Humanities (NEH), to further the appreciation of jazz music throughout the nation. Requires the Secretary to establish a series of jazz performances at Smithsonian affiliates throughout the nation that provides broad geographic access to jazz and supports public appreciation for the diversity of jazz music.

Ryan White Patient Equity and Choice Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to report to Congress on whether the allocation of funding under the HIV Health Care Services Program enables areas where the HIV epidemic is growing to meet the need for medical services. Restricts approval of a waiver allowing use of less than 75% of emergency relief, care grant, and early intervention funds for core medical services unless approval of the waiver will positively contribute to all eligible individuals being identified and retained in care. Includes as core medical services HIV care continuum services consisting of early intervention HIV and sexually transmitted disease testing, referral, and case management services. Requires HHS to ensure that: (1) individuals receiving such core medical services have an identified medical home that includes a primary care team led by an experienced HIV medical provider, and (2) those receiving HIV primary care and case management services obtain the care and coordination through the medical home approach. Includes testing for other sexually transmitted diseases among early intervention services. Expands early intervention linkage-to-care services to include the following: education of those with HIV/AIDS at the time of diagnosis about the benefits of HIV care, ensuring attendance at first doctor visits, coordination with medical case managers, assistance to re-engage for those who have dropped out of care, and ensuring the identification of a medical home. Requires states providing drug assistance to offer pharmaceutical services through extensive pharmacy networks, including specialty pharmacies and pharmacies that focus on the HIV population. Adds as a criterion for award of grants for HIV care the degree to which funding will promote the incorporation of principles of patient-centered care into providing support services. Describes "patient-centered care" as care adhering to principles of customization to reflect patient needs, values, and choices; patient safety; transparency; patient control; and caregiver cooperation. Provides guidelines for funding patient-centered model of care projects, to be carried out through individual savings accounts known as Ryan White Savings Accounts.

Stop Foreclosures Due to Congressional Dysfunction Act of 2014 - Requires the Director of the Federal Housing Finance Agency (FHFA) to prohibit mortgagees of certain eligible mortgages from initiating a foreclosure during a specified six-month moratorium with respect to any of those mortgages owned, held, securitized, or guaranteed by the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac). Tolls the term of such mortgages during the moratorium, and requires deferral of any principal and interest payments due. Qualifies for this mortatorium only Fannie Mae or Freddie Mac mortgages on a 1- to 4-family residence that is the principal residence of a mortgagor who: (1) was current on principal, interest, tax, and insurance payments at the start of the moratorium; (2) has received unemployment compensation during a certain period but exhausted all rights to it; and (3) as of the beginning of the moratorium has a ratio of debt to income on the mortgage greater than 40%.

Veterans Higher Education Opportunity Act - Amend title IV (Student Assistance) of the Higher Education Act of 1965 to establish what is to be considered a year of service for determining the percentage of an individual's Federal Perkins Loan that is to be cancelled for military service that qualifies for special pay for occurring in an area of hostilities. Defines such individual's "year of service" as a qualified tour of duty that: (1) lasted at least six months, or (2) lasted less than six months because the member was discharged or released from active duty due to an injury or disability incurred in or aggravated by the member's military service.

Fair Employment Protection Act of 2014 - Sets forth employer liability standards to be applied in employee harassment claims under specified provisions of the Civil Rights Act of 1964, the Age Discrimination in Employment Act of 1967, the Americans with Disabilities Act, the Rehabilitation Act of 1973, the Revised Statutes, the Genetic Information Nondiscrimination Act of 2008, the Government Employee Rights Act of 1991, employment discrimination laws relating to certain executive branch employees, and the Congressional Accountability Act of 1995. Declares employers under such Acts liable for the acts of any individual whose harassment of an employee has created or continued an unlawful hostile work environment if, at the time of the harassment: (1) such individual was authorized by that employer to undertake or recommend tangible employment actions affecting the employee or to direct the employee's daily work activities, or (2) the negligence of the employer led to the creation or continuation of that hostile work environment (thus modifies the liability standards provided by the Supreme Court in Vance v. Ball State University , which limited the category of supervisors for whom an employer may be held vicariously liable to those individuals who have authority to take tangible employment actions).

Health Equity and Access under the Law for Immigrant Women and Families Act of 2014 or the HEAL Immigrant Women and Families Act of 2014 - Amends titles XIX (Medicaid) and XXI (Children's Health Insurance) (CHIP) of the Social Security Act to extend Medicaid and CHIP coverage to aliens lawfully present in the United States. Makes individuals granted deferred action under the Deferred Action for Childhood Arrivals process eligible for: (1) health care exchanges and reduced cost sharing under the Patient Protection and Affordable Care Act, (2) premium subsidies under the Internal Revenue Code, and (3) Medicaid and CHIP.

Military Commissary Sustainment Act - Prohibits reducing the monthly amount of funds made available by the Department of Defense (DOD) for the defense commissary system during FY2015 below the average monthly amount made available during FY2014 until the date of the report of the Military Compensation and Retirement Modernization Commission.

Collaborative Academic Research Efforts for Tourette Syndrome Act of 2014 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to expand, intensify, and coordinate NIH programs and activities regarding scientific and clinical research on Tourette syndrome. Requires the Director to develop a system to collect data on Tourette syndrome, including epidemiological information regarding its incidence, prevalence, and impact in the United States, primary data, and data on the availability of medical and social services for individuals with Tourette syndrome and their families. Requires the Director to award grants and contracts to public or nonprofit private entities to pay costs of planning, establishing, improving, and providing basic operating support for between four and six Collaborative Research Centers for Tourette Syndrome in different regions of the United States to conduct basic and clinical research on Tourette syndrome. Requires the Director to designate a portion of the amounts made available to carry out NIH programs and activities for a fiscal year to carry out programs and activities with respect to Tourette syndrome.

Establishing Beneficiary Equity in the Hospital Readmission Program Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to the hospital readmission reduction program to exclude from the program admissions related to transplants, end-stage renal disease (ESRD), burns, trauma, psychosis, or substance abuse. Requires the Secretary of Health and Human Services (HHS), in applying requirements for the excess readmission ratio, to provide for a risk adjustment that will take into account a hospital's proportion of inpatients who are full-benefit dual eligible individuals (eligible for both Medicare and Medicaid under SSA title XIX) in order to ensure that hospitals that treat the most vulnerable populations are not unfairly penalized. Directs the Medicare Payment Advisory Commission (MEDPAC) to study the appropriateness of using a threshold of 30 days for readmissions under the program. Directs the Secretary, in promulgating regulations for the hospital readmission reduction program, to consider the use of V codes for potential exclusions of cases involving noncompliant patients in promulgating applicable regulations.

Lake Berryessa Recreation Enhancement Act of 2014 - Transfers the administrative jurisdiction over specified water and land that is within or adjacent to Lake Berryessa in California from the Bureau of Reclamation to the Bureau of Land Management (BLM) for administration as the Lake Berryessa Recreation Area. Directs the Secretary of the Interior to act in accordance with any existing agreement with any organization for the management of campgrounds and marinas located in the Area. Authorizes the Secretary to develop a management plan for the Area as a new document or by adopting the recreational use plan adopted by the Bureau of Reclamation on June 2, 2006. Declares that, nothing in this Act or any subsequent management plan shall impair the ability of the Bureau of Reclamation and its managing partners to operate, maintain, or manage Monticello Dam, Lake Berryessa, and other Solano Project facilities in accordance with that project's authorized purposes. Requires the Commissioner of Reclamation to continue to administer and operate the Dam and any power facility related to it. Authorizes the Secretary to establish, modify, charge, and collect recreation or concession fees at the Area in accordance with the Federal Lands Recreation Enhancement Act. Permits the Secretary to retain such fees for purposes of managing the Area.

Stop Overdose Stat Act or the S.O.S. Act - Requires the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) award grants or enter into cooperative agreements to enable eligible entities to reduce deaths occurring from drug overdoses, and (2) give priority to eligible public health agencies or community-based organizations that have expertise in preventing deaths occurring from overdoses in high risk populations. Conditions receipt of a grant or agreement on an entity agreeing to: (1) use it for purchasing and distributing the drug naloxone, (2) report to the Secretary and the coordinating center (established under this Act) on the results of the activities supported, and (3) make available non-federal contributions of at least 50% of the federal funds provided. Requires a recipient to use such grant or agreement for: (1) educating prescribers and pharmacists about overdose prevention and naloxone prescription; (2) training first responders, other individuals in a position to respond to an overdose, and law enforcement and corrections officials on the effective response to individuals who have overdosed on drugs; (3) implementing and enhancing programs to provide overdose prevention, recognition, treatment, and response; and/or (4) expanding such activities. Requires the Director to establish and provide for the operation of a coordinating center responsible for: (1) collecting, compiling, disseminating, and evaluating data on such activities; (2) developing best practices for preventing deaths occurring from drug overdoses; and (3) making such best practices specific to the type of community involved. Requires the Director to award grants or cooperative agreements to improve drug overdose surveillance and reporting capabilities. Amends the Public Health Service Act to require the Secretary to develop and submit to Congress a plan to reduce the number of deaths occurring from overdoses, to include implementation of a campaign to educate prescribers and the public about overdose prevention and naloxone prescription. Requires the Director of the National Institute on Drug Abuse to: (1) prioritize and conduct or support research on drug overdose and overdose prevention, and (2) support research on the development of formulations of naloxone and dosage delivery devices specifically intended to be used for the prehospital treatment of unintentional drug overdose.

Trade Adjustment Assistance Act of 2014 - Amends the Trade Adjustment Assistance Extension Act of 2011 to repeal the declaration that trade adjustment assistance (TAA) program requirements in effect as of February 13, 2011, under the Trade Act of 1974 shall apply to petitions for certification to apply for TAA for workers, firms, and farmers that are filed before January 1, 2014. Amends the Trade Act of 1974 to extend through December 31, 2020: (1) the TAA program, and (2) the reemployment trade adjustment assistance (RTAA) program. Makes funds available through FY2020, and for the period beginning October 1-December 31, 2020 (first quarter of FY2021), for training of adversely affected workers, employment and case management services, and job search expenses and relocation expenses. Reauthorizes appropriations: (1) through December 31, 2020, for the TAA program for workers; and (2) through FY2020, and for the first quarter of FY2021, for the TAA program for firms, communities, and farmers. Prescribes TAA eligibility requirements for adversely affected workers in public agencies. Revises trade readjustment allowance (TRA) program requirements. Limits to 130 weeks the length of TRA payments for an adversely affected worker who requires a program of remedial education or of prerequisite education in order to complete approved training. Increases from 65 to 78 additional weeks of TRA payments in a 78-week period the length of additional time permissible to complete training. Repeals the authority of a state to use funds for employment and case management services and relocation allowances to allow an adversely affected worker who is certified to file an application for a job search allowance and relocation allowance. (Continues to authorize adversely affected workers to apply for the job search allowance as well as the relocation allowance.) Revises the reemployment trade adjustment assistance (RTAA) program. Increases from: (1) $50,000 to $55,000 the maximum amount an RTAA-eligible worker may earn in wages from reemployment, and (2) $10,000 to $12,000 the maximum payment of RTAA (or wage subsidy) to an eligible older worker. Specifies criteria the Secretary must use to determine the eligibility of workers to apply for TAA if no determination has been made, upon enactment of this Act, as to whether to certify a group of workers or firms as eligible pursuant to a petition filed between January 1, 2014, and enactment of this Act. Requires the Secretary to reconsider any determination made before enactment of this Act not to certify such workers or firms, and to certify them as eligible if they meet the specified requirements. Amends the Internal Revenue Code to extend through calendar 2021, and increase from 72.5% to 80%, the tax credit for the health insurance coverage costs of Pension Benefit Guaranty Corporation (PBGC) pension and TAA recipients and their dependents.

Women's Economic Bill of Rights Resolution of 2014 - Expresses the sense of the House of Representatives that Congress should support efforts that guarantee: (1) equal pay for equal work; and (2) fair treatment in the workplace, including reasonable accommodations for pregnant workers. Declares that Congress should support efforts that guarantee, for women and men: (1) access to paid family and medical leave; (2) economic and retirement security; and (3) fair access to business capital, federal contracts, and a marketplace conducive to small business growth.

Humane Cosmetics Act - Prohibits: (1) any entity from conducting or contracting for cosmetic animal testing in the United States, in or affecting interstate commerce, effective on the date that is one year after enactment of this Act; and (2) selling, offering for sale, or transporting in interstate commerce any cosmetic if the final product or any component was developed or manufactured using cosmetic animal testing conducted or contracted for after such date, effective three years after this Act's enactment.

West Hunter Street Baptist Church Study Act - Directs the Secretary of the Interior to conduct a special resource study of the historic West Hunter Street Baptist Church located at 775 Martin Luther King Jr. Drive, S.W., Atlanta, Georgia, to evaluate the national significance of the Church and to determine the suitability and feasibility of designating such area as a unit of the National Park System.

IDEA Full Funding Act - Amends the Individuals with Disabilities Education Act (IDEA) to reauthorize and make appropriations for the grant program to assist states and outlying areas in providing special education and related services to children with disabilities. Sets the amount to be authorized and the amount to be appropriated for each fiscal year from FY2015-FY2023 as the greater of: (1) a specified amount, or (2) a specified percentage of an amount determined pursuant to a formula that multiplies the number of children receiving special education services by the average per-pupil expenditure in public elementary and secondary schools. Authorizes and appropriates funds for FY2024 and each subsequent fiscal year equal to the greater of a specified amount or 40% of the amount determined using such formula. Requires amounts appropriated to be expended consistent with pay-as-you-go requirements.

Prohibiting Detention of Youth Status Offenders Act of 2014 - Amends the Juvenile Justice and Delinquency Prevention Act of 1974, with respect to the detention of a juvenile status offender (a juvenile arrested for an offense that would not be a crime if committed by an adult) who violates a valid court order, to require the court placing such juvenile in detention to issue a written order that: (1) identifies the valid court order that has been violated; (2) specifies the factual basis for determining that there is reasonable cause to believe that the juvenile has violated such order; (3) includes findings of fact to support a determination that there is no appropriate less restrictive alternative available to placing the juvenile in a secure detention or correctional facility, with due consideration to the best interest of the juvenile; (4) specifies the length of time, not to exceed three days, that the juvenile may remain in such facility and includes a plan for the juvenile's release; and (5) may not be renewed or extended. Provides that a juvenile status offender may only be detained once in any six-month period. Eliminates, not later than one year after the enactment of this Act, the use of valid court orders to provide secure lockup of juvenile status offenders.
