Permits any party to an agreement entered into with the United States pursuant to the Program to commence a civil action in U.S. district court to enforce the agreement or to declare the rights and obligations of the parties under the program documents. Grants the district court jurisdiction over any such action.

Expanding American Homeownership Act of 2006 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal loan obligation; (2) extend the mortgage term; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Authorizes the Secretary of Housing and Urban Development (Secretary) to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term as long as the basis for determining the variable rate is established before the execution of the mortgage. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain blanket mortgage insured by the Secretary. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Sets limitations upon the Secretary's authority to enter into commitments for loan guarantees. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the General Insurance Fund). Eliminates the limitation placed upon the aggregate number of home equity conversion mortgages insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage when its primary purpose is to enable an elderly mortgagor to purchase a 1-to 4 family dwelling in which the mortgagor will occupy one of the units. Authorizes the Secretary to enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area.

Medicare Rural Health Provider Payment Extension Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by the Deficit Reduction Act of 2005, to extend through calendar 2009 the Medicare rural hospital hold harmless provision under the prospective payment system for hospital outpatient department services. Amends SSA title XVIII to extend through calendar 2010: (1) the Medicare incentive payment program for physician scarcity areas; (2) Medicare increased payments for ground ambulance services in rural areas; and (3) the floor on Medicare work adjustment. Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend through July 1, 2011, Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas. Amends the Medicare Prescription Drug Improvement, and Modernization Act of 2003, as amended by the Deficit Reduction Act of 2005, to extend through calendar 2011 the temporary Medicare payment increase for home health services furnished in a rural area.

Independent Pharmacy Protection Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require each prescription drug plan contract entered into with a plan sponsor to provide for: (1) the availability of direct deposit payments; (2) an increased dispensing fee for generic drugs; and (3) payments within 10 days for certain pharmacies. Requires the dispensing fee paid to a participating pharmacy for a generic covered part D drug therapeutically equivalent and bioequivalent to a brand name covered part D drug dispensed through the pharmacy to be at least 50% greater than the dispensing fee for the brand name drug. Limits to $10 the dispensing fee paid to a participating pharmacy for a generic covered part D drug. Prohibits a prescription drug plan, subject to exception by the Secretary of Health and Human Services, from decreasing the dispensing fee paid to a participating pharmacy for a brand name drug to an amount less than the dispensing fee paid for it on the date of enactment of this Act. Applies this Act to contracts with a Medicare Advantage organization in the same manner as they apply to those with a prescription drug plan sponsor.

Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE) Modernization and Reform Act of 2006 - Amends the firearms provisions of the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Requires the Attorney General to make a preliminary determination on federal firearms license applications and to notify applicants in writing of intent to deny an application. Grants applicants the right to a hearing for license denials. Directs the Attorney General to establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) investigations of firearms violations. Requires the Inspector General of the Department of Justice to review the operations of ATF relating to the gun show enforcement program and blanket residency checks of prospective and actual firearms purchasers. Limits the authority of federal agencies to disclose information on firearms purchasers. Amends the Homeland Security Act of 2002 to repeal the authority of the Attorney General to delegate to ATF responsibility for investigating violent crimes and acts of domestic terrorism. Grants a firearm licensee whose license has expired or has been suspended or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses.

Homeless Assistance Consolidation Act of 2006 - Amends the McKinney Vento Homeless Assistance Act to include faith-based organizations among the community-based organizations eligible to receive assistance under the Act. Requires establishment of a continuum of care board for a geographic area for one or more units of general local government as a private nonprofit organization to lead a collaborative planning process to design, implement and evaluate programs, policies and practices to prevent and help end homelessness. Directs the Secretary of Housing and Urban Development (HUD) to make: (1) technical assistance available to such boards and project sponsors or potential project sponsors; and (2) grants to continuum of care boards to implement homeless assistance and prevention projects. Prohibits termination of tenancy in either permanent housing or transitional housing, except for serious or repeated violations of the lease, violation of significant program requirements, violation of federal, state, or local law, or other good cause. Directs the Secretary to provide incentives to promote the creation of new permanent housing units for chronically homeless persons (Samaritan Chronic Homelessness Initiative) through the construction, acquisition and rehabilitation, leasing, or provision of rental assistance of permanent housing units owned or leased by a project sponsor or other independent entity contracting with a project sponsor.

Saving America's Rural Housing Act of 2006

Saving America's Rural Housing Act of 2006 - Amends the Housing Act of 1949 to direct the Secretary of Agriculture to implement a revitalization program to provide financial incentives and other assistance to owners of eligible projects through voluntary long-term use agreements entered into between the project owners and the Secretary. Prescribes implementation guidelines, including requirements for a long-term viability plan, a financial restructuring plan, and revitalization incentives. Revises the authority of the Secretary to make loans to private nonprofit corporations, consumer cooperatives, and Indian tribes to provide rental or cooperative housing and related facilities for elderly or handicapped persons, families of low or moderate income, or other persons and families of low income in rural areas (Section 515 financing). Authorizes the Secretary, when entering into contracts involving Section 515 financing for new construction, to grant priority to projects in areas with a need for affordable low-income rental housing due to prepayment of Section 515 loans or insured loans. Repeals certain restrictions on the prepayment of Section 515 loans or insured loans; but specifies new conditions on prepayment of such loans. Directs the Secretary to: (1) develop a plan to administer requests to prepay Section 515 multifamily housing loans; and (2) make voucher assistance available to each low-income family who on the date of prepayment is residing in a dwelling unit if the owner prepays certain multifamily housing loans made under the Act. Prescribes uses for such vouchers, including rental assistance, right to use an available rental dwelling unit, and homeownership. Sets forth prepayment standards for pre-1989 loans. Instructs the Secretary to establish and maintain a database of potential buyers of projects with specified loans. Restricts such database to persons who have expressed an interest in purchasing the projects at fair market value and maintaining them as affordable housing.

Disaster Recovery Personal Protection Act of 2006 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to prohibit any U.S. officer or employee, or person operating under color of federal law, under control of a federal official, or providing services to such person, while acting in support of relief from a major disaster or emergency, from: (1) seizing or authorizing seizure of any firearm the possession of which is not prohibited under federal or state law, other than for forfeiture in compliance with federal law or as evidence in a criminal investigation; (2) requiring registration of any firearm for which registration is not required by federal or state law; (3) prohibiting possession of any firearm in any place or by any person where such possession is not otherwise prohibited; or (4) prohibiting the carrying of firearms by any person otherwise authorized to carry firearms, solely because such person is operating under the direction, control, or supervision of a federal agency in support of relief from a major disaster or emergency. Authorizes any individual aggrieved by a violation of this Act to seek relief by bringing an action for redress and by bringing a civil action in U.S. district court for return of a confiscated firearm.

Firearms Corrections and Improvements Act - Amends firearms provisions of the federal criminal code to: (1) lift restrictions on the possession, transfer, and importation of machineguns, and certain other shotguns and rifles, for contractors providing national security services for the United States and training related to such services, and for manufacturers for testing, research, design, or development purposes; (2) prohibit the Attorney General from charging any tax or fee for any background check by the national instant criminal background check system; (3) permit juveniles to possess and use a handgun or ammunition for certain activities without written parental consent if the parent is present when the juvenile is using the handgun; (4) eliminate certain reporting requirements for multiple handgun sales (more than one sale within five days) by dealers to state police and law enforcement agencies; (5) prohibit the Attorney General from electronically retrieving records of gun dealers who have gone out of business by name or any personal identification code; (6) limit disclosure of trace records; and (7) allow importation of barrels, frames, and receivers for firearms other than handguns for repair or replacement purposes.

Military Retirees' Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after December 31, 2005, in: (1) a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) after December 31, 2005, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve.

National Defense Critical Infrastructure Protection Act of 2006 - Prohibits a corporation from owning, or being authorized to manage or operate, any system or asset that is included on the national defense critical infrastructure list (list) unless the corporation meets specified critical infrastructure national security management requirements, including: (1) being organized under the laws of the United States; (2) having a board of directors the majority of whom are U.S. citizens; (3) having a chief executive officer and board chairman who are U.S. citizens; (4) having a majority of voting shares and nonvoting shares being owned by U.S. citizens; and (5) having more than 50 percent of the board members approved by the Secretary of Defense (Secretary), in consultation with the Secretary of Homeland Security. Requires any such corporation to promptly notify the Secretary of certain corporation acquisition, ownership or other control obtained by a foreign person. Requires the Secretary to: (1) maintain such list; and (2) notify the congressional defense committees of any list revisions. Amends the Defense Production Act of 1950 to provide for the confidentiality of information obtained during an investigation of corporate mergers, acquisitions, and takeovers (transactions) that may affect U.S. national security. Allows the President to suspend or prohibit a transaction if there is credible evidence that a foreign interest exercising control might take action that threatens to impair the national security or affect the ability of domestic industries to meet existing production requirements for defense or homeland security. Provides additional national security factors to be considered by the President when reviewing a proposed transaction, including defense production and potential effects on the control of critical infrastructure and access to strategic natural resources. Requires the President to be notified of a proposed transaction that may affect U.S. national security. Prohibits any cargo transported by commercial motor vehicle from Canada or Mexico, and any cargo transported by vessel, from entering, or being unloaded in, the United States unless the appropriate officer or employee has inspected the cargo to ensure compliance with all U.S. laws.

Foreign Investment Security Improvement Act of 2006

Foreign Investment Security Improvement Act of 2006 - Directs the President (or the President's designee) to investigate, under the Defense Production Act of 1950, the acquisition by Dubai Ports World (DP World), an entity owned or controlled by the Emirate of Dubai, of the Peninsular and Oriental (P&O) Steam Navigation Company, a national of the United Kingdom. Requires such investigation to be completed within 45 days after enactment of this Act. Directs the President to suspend any decision, under provisions of the Defense Production Act of 1950 permitting the President to stop the acquisition because it will impair national security, with respect to such acquisition made before the completion of the investigation, including any decision made before enactment of this Act. Specifies requirements for the investigation. Requires the Secretary of Homeland Security to provide information for the investigation, including: (1) relevant information on DP World from the Automated Targeting System maintained by U.S. Customs and Border Protection; and (2) port assessments at foreign seaports where DP World operates. Requires the President to: (1) report to Congress within 15 days after completion of the investigation; and (2) provide certain Members of Congress a detailed briefing on the contents of the report. Requires the President to take action necessary to prohibit the acquisition if the President does not stop the acquisition under the provisions of the Defense Production Act of 1950 permitting the President to stop the acquisition because it will impair national security if a joint resolution of disapproval is enacted into law within 30 days after Congress receives a report from the President that an acquisition will not be stopped. Requires, if such acquisition has been already been completed, the President to direct the Attorney General to seek divestment or other appropriate relief in US district courts.

Native American Languages Preservation Act of 2006 - Amends the Native American Languages Act to require the Secretary of Education to make grants to, or enter into contracts with, Native American language educational organizations, Native American language colleges, Indian tribal governments, organizations that demonstrate the potential to become Native American language educational organizations, or consortia of such entities to establish Native American nests that meet specified requirements for students under the age of seven and families of the students. Requires the Secretary to make grants to, or enter into contracts with, Native American language educational organizations, Native American language colleges or universities where such languages are taught, Indian tribal governments, or consortia of such entities, to operate, expand, and increase the number of Native American language survival schools throughout the United States and its territories for Native American children and Native American language-speaking children. Specifies eligibility requirements for recipients of such funds. Requires the Secretary to make grants, or enter into contracts, to establish one demonstration programs that will provide assistance to Native American language survival schools and Native American languages nests located at a certain Carnegie Research-Extensive University.

(Current law does not require congressional action.) Requires the Administrator and FAA employee bargaining representatives to submit the proposed change to binding arbitration if Congress does not enact a bill into law within the 60-day period.

Palestinian Anti-Terrorism Act of 2006

Palestinian Anti-Terrorism Act of 2006 - States that it shall be U.S. policy to promote the emergence of a democratic Palestinian governing authority that denounces and combats terrorism, upholds human rights for all people, and has agreed to recognize Israel as an independent Jewish state. Amends the the Foreign Assistance Act of 1961 to provide assistance under such Act or any other provision of law to the Palestinian Authority (PA) only during a period for which a presidential certification has determined: (1) that no PA ministry, agency, or instrumentality is controlled by a foreign terrorist organization and no member of a foreign terrorist organization serves in a PA ministry, agency, or instrumentality; (2) that the PA has publicly acknowledged Israel's right to exist as a Jewish state, and is adhering to all previous agreements and understandings with the government of the United States, the government of Israel, and the international community; and (3) that the PA has made demonstrable progress toward purging from its security services individuals with ties to terrorism, dismantling all terrorist infrastructure and cooperating with Israel's security services, halting anti-Israel incitement, and ensuring democracy and financial transparency. Directs the President to make and transmit such certifications to Congress every six months. Prohibits during a period in which a certification is is not in effect with respect to the PA.: (1) assistance to nongovernmental organizations for the West Bank and Gaza (exempts assistance for basic human health needs from such limitation.); (2) U.S. contributions to the United Nations intended for U.N. agencies providing assistance directly to the PA; (3) visa issuance to any PA official or affiliated person (with a case-by-case exemption for U.S. security needs); (4) travel outside of a 25-mile radius of the U.N. headquarters building for officials and representatives of the PA and of the Palestine Liberation Organization (PLO) who are stationed at the United Nations in New York City; and (5) establishment of an office, headquarters, premises, or other facilities within U.S. jurisdiction at the direction of, or with funds provided by, the PA or the PLO. Requires the President to direct the executive director at each international financial institution to use U.S. influence to prohibit assistance to the PA during any such period. Directs the Secretary of State to audit and report respecting duplicative entities and functions of: (1) the United Nations Division for Palestinian Rights; (2) the Committee on the Exercise of the Inalienable Rights of the Palestinian People; (3) the United Nations Special Coordinator for the Middle East Peace Process and Personal Representative to the Palestine Liberation Organization and the Palestinian Authority; (4) the NGO Network on the Question of Palestine; (5) the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories; and (6) any other entity the Secretary determines results in duplicative efforts or funding or fails to ensure balance in the approach to Israeli-Palestinian issues. Withholds specified U.S. contributions to the United Nations for such entities until the report's recommendations are implemented. Expresses the sense of Congress that during any such period the territory controlled by the PA should be deemed to be in use as a terrorist sanctuary for purposes of the Export Administration Act of 1979, and of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989. Prohibits funds to be used by any U.S. officer or employee to negotiate, attend official meetings, or have official contacts with members or official representatives of Hamas, Palestinian Islamic Jihad, the Popular Front for the Liberation of Palestine, al-Aqsa Martyrs Brigade, or any other Palestinian terrorist organization, until such organization: (1) recognizes Israel's right to exist; (2) renounces terrorism; (3) dismantles the terrorist infrastructure; and (4) recognizes all previous agreements and understandings between Israel and the PA.

Requires the head of each federal agency to establish an oil usage baseline and develop a specified plan to reduce oil consumption. Directs the Postmaster General to report to Congress on annual fleetwide fuel savings and cost savings associated with eliminating Saturday mail delivery. Directs the Secretary of Energy to conduct a national media campaign to decrease domestic oil consumption. Amends federal transportation law to set forth a national tire efficiency program. Amends the Internal Revenue Code (IRC) to establish an idling reduction tax credit. Directs the Secretary of Transportation to conduct a research and development program for electric drive transportation technology. Directs the Secretary of Energy (Secretary) to establish a lightweight material research and development program. Amends the Energy Policy Act of 2005 to direct the Secretary to accelerate hybrid technology improvements by using loan guarantees that target automobile manufacturers and suppliers. Amends the IRC to allow: (1) an advanced technology motor vehicles manufacturing credit; and (2) a qualified flexible fuel hybrid and plug-in hybrid motor vehicle credit. Terminates the limitation on the number of qualified hybrid and advanced lean burn technology vehicles eligible for alternative motor vehicle credit. Directs the Secretary to issue regulations requiring each federal agency to achieve by FY2015 at least a 20% reduction in its fleet petroleum consumption. Amends the IRC to: (1) establish a fuel-efficient tax credit for private fleets; and (2) subject heavy vehicles to the depreciation limitation imposed upon certain luxury automobiles. Prescribes: (1) a production schedule for passenger cars that are either fuel choice enabling motor vehicles, or alternative fuel automobiles; and (2) calculations for flexible fuel vehicle economy. Requires the Secretary to transmit an action plan to Congress to ensure: (1) an increasing supply by non-oil fuels of the total domestic ground transportation fuel demand; and (2) nationwide inclusion of at least 10 % ethanol in the domestic ground transportation fuel supply by December 31, 2015. Amends the IRC to increase the alternative fuel vehicle refueling property credit. Amends federal transportation law to establish the Alternative Fueling Infrastructure Trust Fund. Amends the Clean Air Act to prescribe the minimum quantity of renewable fuel derived from cellulosic biomass for specified calendar years. Amends federal transportation law to direct the Secretary of Transportation to designate Transit-Oriented Development Corridors in certain urbanized areas. Amends the Energy Policy Act of 2005 to: (1) repeal the geographical limitation on the Sugar Cane Ethanol Program; (2) authorize preprocessing and harvesting demonstration grants for transportation fuel produced from biomass (in lieu of ethanol production); (3) direct the Secretary to establish a loan guarantee program for conversion of municipal solid waste into transportation fuel produced from biomass (in lieu of ethanol); and (4) instruct the Administrator to fund demonstration projects for producing transportation fuel produced from biomass (in lieu of ethanol).

States such withdrawals are no longer in effect with respect to the leasing of areas for natural gas exploration, development, and production. Prohibits granting a gas lease for any area of the Outer Continental Shelf located within 20 miles of a state's coastline unless the Governor grants state approval. Directs the Secretary of Energy, in each five-year oil and gas leasing program, to include lease sales that when viewed as a whole propose to offer for gas leasing at least 75% of the available unleased acreage within each Outer Continental Shelf planning area. Sets forth a scheme for bonus bids and royalties that affects: (1) new and existing gas leases; and (2) leased tracts lying partially within the seaward boundaries of a state. Permits leases that authorize development and production solely of natural gas and associated condensate, including leases for program years 2002-2007, and for program years 2007-2012.

Provides for Additional Program Years following Program Year 4. Repeals the $5 million minimum for an act to be certified by the Secretary of the Treasury as an act of terrorism. Redefines casualty insurance. Prescribes a formula for insurer deductibles for Program Year 4 and additional Program Years. Revises mandatory availability guidelines to include terrorism involving nuclear, biological, chemical and/or radiological reactions, releases, or contaminations, to the extent any insured losses are caused by any such reactions, releases, or contaminations. Revamps guidelines governing the federal share of compensation covering insured losses of an insurer. Establishes a Program trigger for such federal share. Prescribes guidelines under which an insurer may establish a TRIA Capital Reserve Fund (CRF) in which it may hold funds in a fiduciary capacity on behalf of the Secretary. Directs the Secretary to collect and use CRF funds to offset the federal share of compensation. States that this Act does not prohibit insurers from developing risk-sharing mechanisms (including mutual reinsurance facilities and agreements) to voluntarily reinsure certain terrorism losses among themselves. Requires the Secretary to appoint an Advisory Committee to encourage the creation and development of such mechanisms. Provides for full recoupment of federal financial assistance provided in connection with acts of terrorism. Establishes the Commission on Terrorism Risk Insurance (Commission). Sets limitations upon state regulatory authority with respect to mandatory availability of terrorism risk insurance. Declares that Congress intends that all states implement streamlined procedures for rate and form filing and for streamlined surplus lines policies in any covered line of insurance that includes coverage for acts of terrorism. Revises the termination date of the Program to December 31, 2008, unless the Commission has not satisfied its obligations, in which case the termination date is December 31, 2007.
