Plain Language in Government Communications Act of 2007 - Requires each executive agency, within one year, to use plain language in any covered document issued or substantially revised after the date of the enactment of this Act. Authorizes agencies to: (1) use plain language in any revision of a covered document issued on or before such date; and (2) follow the guidance of the Plain English Handbook published by the Securities and Exchange Commission, the Federal Plain Language Guidelines, or their own plain language guidance as long as it is consistent with such Guidelines. Defines "covered document" to include: (1) any document relevant to obtaining a benefit or service; and (2) a letter, publication, form, notice, or instruction, but not a regulation. Requires each agency head to report to specified congressional committees on how it intends to: (1) communicate the requirements of this Act to employees; (2) train employees to write in plain language; (3) meet the one year deadline; (4) ensure ongoing compliance with this Act; and (5) designate a senior official to be responsible for implementing this Act.

Gender Bias Elimination Act of 2007 - Requires the Director of the National Institutes of Health (NIH), the Secretary of Energy, the Secretary of Defense, and the Director of the National Science Foundation (NSF) and the Administrator of the National Aeronautics and Space Administration (NASA) to separately host mandatory national meetings that educate members of review panels, university department chairs, and agency program officers about methods that minimize the effects of gender bias in evaluation. Requires that such meetings be held biennially for each major discipline. Instructs such agencies to enforce the federal anti-discrimination laws at universities and other higher education institutions through regular compliance reviews and prompt and thorough investigation of discrimination complaints. Requires enforcement efforts to evaluate whether universities have engaged in any discrimination banned under such laws. Requires the collection storage, and publication of specified grant data composite information. Requires submission by each agency of specified reports on: (1) workshop content and attendance, along with data on the participation of women in science, technology, engineering, and mathematics; and (2) the impact of such program to reduce gender bias towards women engaged in research funded by the agency.

Pulmonary Hypertension Research and Education Act of 2007 - Amends the Public Health Service Act to require the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate the Institute's pulmonary hypertension research activities. Requires the Director to establish a Pulmonary Hypertension Clinical Research Network to conduct clinical trials to evaluate new treatment approaches for pulmonary hypertension and facilitate collaboration among investigators with expertise in pulmonary hypertension. Directs the network to include: (1) a steering committee; and (2) an Institute project scientist. Provides for the establishment of a national Pulmonary Hypertension Preceptorship and Training Program to facilitate the direct education and training of medical professionals by experienced pulmonary hypertension specialists in clinical settings. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop and disseminate to the public information regarding pulmonary hypertension. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA) and the Director of CDC, to develop and disseminate to health care providers information on pulmonary hypertension to ensure that providers remain informed about the disease, its presenting symptoms, and current treatment options. Requires the Comptroller General to conduct a study on the coverage standards that apply to individuals with pulmonary hypertension under Medicare and Medicaid.

Improving Foreign Intelligence Surveillance to Defend the Nation and the Constitution Act of 2007 - Amends the Foreign Intelligence Surveillance Act of 1978 (FISA) to provide that a court order is not required for the acquisition of communication between non-U.S. persons who are not located within the United States for collecting foreign intelligence information, whether or not the communication passes through the United States or the surveillance device is located within the United States. Allows the Attorney General (AG), upon authorization of the President, to apply to the Foreign Intelligence Surveillance Court (Court) for an order, or the extension of an order, authorizing for up to one year the acquisition of communications of persons outside the United States who are non-U.S. persons. Allows the AG to authorize such surveillance without a court order for up to 15 days if the AG determines that an emergency situation exists with respect to obtaining such information before an order authorizing the surveillance can be obtained. Authorizes the AG, in either case, to direct a communications service provider, custodian, or other person who has access to such information to furnish the AG with the required information and to maintain appropriate records concerning acquisition of the information.

Mental Health in Schools Act of 2007 - Amends the Public Health Service Act to make changes to the program to apply a public health approach to mental health services, including by revising eligibility requirements for a grant, contract, or cooperative agreement. Makes only a consortium that includes at least one educational agency eligible for such funding. Allows such a consortium to: (1) include a community program, an agency that is involved in mental health, or a school; and (2) consist of a consortium in which the members select an agent (such as a local educational agency or community health care entity) to act on the consortium's behalf. Sets forth assurances required for eligibility, including assurances that: (1) the local education agency will enter into a memorandum of understanding with relevant community-based entities that clearly states the responsibilities of each consortium member; (2) the program will include comprehensive staff development for school and community service personnel working in the school and training for children with mental health disorders, for family members of such children, and for concerned members of the community; and (3) the program will demonstrate the measures to be taken to sustain the program after funding terminates. Requires the Administrator of the Substance Abuse and Mental Health Services Administration to develop a process for evaluating grant program activities, including: (1) the development of guidelines for the submission of program data by recipients; and (2) the development of measures of outcomes to be applied by recipients in evaluating programs, to include student and family measures and local educational measures.

Minority Health Improvement and Health Disparity Elimination Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) develop an Internet Clearinghouse within the Office of Minority Health; (2) provide for programs of excellence in health professions education for underrepresented minorities; and (3) support demonstration projects designed to improve the health and health care of racial and ethnic minority groups through improved access to health care, patient navigators, primary prevention activities, health promotion and disease prevention activities, and health literacy education and services. Provides for grants to: (1) promote positive health behaviors; (2) implement culturally and linguistically appropriate, evidence-based, and community-driven sustainable strategies to eliminate racial and ethnic health and health care disparities; (3) implement systems of primary care practices to eliminate disparities in the delivery of health care and improve the health care provided to all patients; and (4) address long-standing unmet health needs in the Mississippi Delta. Requires the Secretary to establish the Health Action Zone Initiative demonstration program to support comprehensive state, tribal, or local initiatives to improve the health of racial and ethnic minority groups. Provides for research to improve the health of racial and ethnic minority groups. Requires the Secretary to ensure the collection of data from federally conducted or supported health programs by race, ethnicity, geographic location, socioeconomic position, primary language, and, when practicable, health literacy. Sets forth duties for the Office of Minority Health. Requires the Secretary to establish the Advisory Committee on Minority Health.

Provides penalties against anyone who: (1) holds property or funds of a person in military service who lawfully terminates a contract; or (2) violates the 6% limit on interest rates charged to servicemembers during a period of military service.

Providing Resources Early for Kids Act of 2007 or the PRE-K Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award matching grants to states to enhance or improve state-funded preschool programs. Sets forth a grant formula favoring states that: (1) have curricula aligned with state early learning standards; (2) follow nationally-established best practices for class size and teacher-to-student ratios; (3) require each teacher to hold at least an associate degree in early childhood education or a related field; and (4) have a plan for meeting the requirement, within five years of receiving such grant, that teachers hold at least a baccalaureate degree in early childhood education. Directs the Secretary to establish a competitive process for awarding grants to other states that demonstrate that they will meet such requirements within two fiscal years. Prohibits state grantees from reducing their preschool or child care expenditures. Includes among grant uses: (1) increasing the qualifications of, and benefits provided to, teachers, teacher aides, and program directors; (2) decreasing class size and improving teacher-to-student ratios; (3) providing certain comprehensive services that support healthy child development; (4) extending program hours per day and weeks per year; and (5) improving program monitoring and learning environments. Reserves funds for competitive grants to Indians for their preschool programs.

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions in other countries regarding U.S. entry policies, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Amends the International Travel Act of 1961 to replace references to the United States National Tourism Organization with references to the Corporation. Modifies various requirements applicable to the Tourism Policy Council. Amends the Department of Commerce and Related Agencies Appropriations Act, 2003 to remove provisions establishing the United States Travel and Tourism Promotion Advisory Board.

ADA Restoration Act of 2007 - Amends the Americans with Disabilities Act of 1990 to remove from the definition of "disability" a reference to substantially limiting one or more major life activities. Prohibits, in determining whether an individual has an impairment, considering the impact of any mitigating measures the individual may be using or whether any impairment manifestations are episodic, in remission, or latent. Considers actions taken because of an individual's use of a mitigating measure to be actions taken on the basis of a disability. Defines "record of physical or mental impairment" as having a history of, or having been misclassified as having, a physical or mental impairment. Defines "regarded as having a physical or mental impairment" as being perceived or treated as having a physical or mental impairment whether or not the individual has an impairment. Prohibits employment discrimination on the basis of disability (under current law, against a qualified individual with a disability because of the disability). Allows, as a defense to a charge of discrimination, that the individual alleging discrimination is not a qualified individual with a disability. Requires that the Act's provisions be broadly construed. Empowers: (1) the Attorney General to promulgate regulations and guidance to provide for consistent and effective standards among enforcing agencies; and (2) the Equal Employment Opportunity Commission (EEOC) and Secretary of Transportation to then issue implementing regulations or policy guidance consistent with the Attorney General's requirements. Entitles duly issued federal regulations and guidance to deference by administrative bodies or officers and courts.

Expresses the sense of Congress that the optimal minimum period between such deployments should be equal to or longer than twice the period of the previous deployment. Prohibits units and members of the reserves from being deployed for such Operations (including such NATO participation) if the unit or member has been deployed within three preceding years. Expresses the sense of Congress that units and members of the reserves should not be mobilized continuously for more than one year, and that the optimal minimum period between such deployments should be five years. Authorizes the: (1) President to waive such limitations after certifying to Congress that the deployment is necessary to meet an operational emergency posing a threat to vital national security interests; or (2) chief of staff of the military department concerned (including the Coast Guard) to waive such limitations with respect to a member who has voluntarily requested mobilization.

Social Security Number Privacy and Identity Theft Prevention Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) specify restrictions on the sale and display to the general public of Social Security account numbers (SSNs) by governmental entities; (2) prohibit the display of SSNs (or any derivatives) on checks issued for payment by such entities; (3) prohibit governmental entity display of SSNs (or any derivatives) on employee identification cards or tags (IDs); (4) prohibit access to the SSNs of other individuals by prisoners employed by governmental entities; (5) prohibit the selling, purchasing, or displaying of SSNs (with certain exceptions) to the general public, or the acquisition or use of any individual's SSN to locate or identify such individual with the intent to physically injure or harm him or her, or to use the individual's ID for any illegal purpose by any person; (6) provide for uniform standards for truncation of an SSN; and (7) establish new criminal penalties for the misuse of SSNs. Amends SSA title XI to provide for the application of civil monetary penalty to specified offenses involving SSNs or Social Security cards. Establishes: (1) new criminal penalties for employees of the Social Security Administration who knowingly and fraudulently issue Social Security cards or SSNs; and (2) enhanced penalties in cases of terrorism, drug trafficking, crimes of violence, or prior offenses. Amends SSA title XI with respect to regulatory and enforcement authority with respect to misuse of SSNs. Directs the Commissioner of Social Security to enter into an arrangement with the National Research Council to study and report to the Commissioner and Congress on: (1) the extent of the use of SSNs as a primary means of authenticating identity or for verification in commercial transactions; and (2) the feasibility of a prohibition on such use. Requires the study also to examine possible alternatives to SSNs for such uses.

No Child Left Inside Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 to authorize states to use federal funds for the development of kindergarten through grade 12 (K-12) plans for environmental education and teacher training to ensure that high school graduates are environmentally literate. Authorizes the Secretary to award competitive grants to partnerships that include a local educational agency (LEA), and may include institutions of higher education (IHE) and other educational or business entities, for activities that include the development of teacher training programs and more rigorous environmental education curricula. Authorizes the Secretary to award competitive matching grants to nonprofit organizations, states, LEAs, or IHEs for activities to improve and support environmental education that include: (1) advancing content and achievement standards; (2) developing or disseminating innovations or model programs; (3) research; and (4) creating new funding sources. Requires the Secretary to give priority in providing magnet school assistance to LEAs creating or enhancing environmental magnet school programs. Includes environmental education in the current program providing grants to states and LEAs for teacher training. Amends the Department of Education Organization Act to create an Office of Environmental Literary to advance K-12 environmental education and administer the new grant programs. Amends the National Assessment of Educational Progress Authorization Act to authorize the Commissioner for Education Statistics to include environmental education in any additional national assessment of student achievement.

Matsui Center for Cultural and Linguistic Competence in Health Care. Provides for health care workforce diversity activities, including the establishment of: (1) a technical clearinghouse on health workforce diversity; and (2) Regional Minority Centers of Excellence Programs. Requires health-related programs of the Department of Health and Human Services (HHS) to collect data on race, ethnicity, and primary language. Directs each federal health agency to implement a strategic plan to eliminate disparities and improve the health and health care of minority populations. Requires the Secretary to establish: (1) an Office of Health Disparities within the Office of Civil Rights; and (2) civil rights compliance offices in each HHS agency that administers health programs. Reestablishes the Indian Health Service as an agency within the Public Health Service of HHS to be administered by an Assistant Secretary of Indian Health. Requires the establishment of an Office of Minority Health within specified agencies. Directs the President to execute, administer, and enforce provisions to address environmental justice in minority and low-income populations. Provides for the establishment of health empowerment zone programs in communities that disproportionately experience disparities in health status and health care. Glaucoma Screening Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to expand coverage of screening for glaucoma to include individuals who are both older than 49 years of age and Hispanic. Directs the Secretary of Health and Human Services to establish a program to award a grant to an eligible entity to provide glaucoma screenings to individuals determined to be at high risk. Requires such an entity to: (1) utilize mobile screening units to test for glaucoma and other eye diseases; (2) target screening activities to populations primarily consisting of high-risk individuals; (3) form partnerships with federally-qualified health centers to increase awareness of the need for glaucoma screenings and to provide screenings for high-risk individuals; and (4) provide grants to approved medical residency training programs to permit participating students to conduct such screenings.

Graduation Promise Act of 2007 - Authorizes the Secretary of Education to make grants to states and, through them, subgrants to local educational agencies (LEAs) for differentiated high school improvement systems targeting support to schools with low student achievement and graduation rates after the school fails for two consecutive years to make adequate yearly progress (AYP) pursuant to state academic performance standards. Requires LEAs also to use funds to: (1) improve feeder middle schools; and (2) identify and support struggling students before they reach high school. Requires state grantees to establish comprehensive school performance indicators and minimum annual improvement benchmarks for use, in addition to current AYP measures, in analyzing school performance and determining the improvement category into which a school is placed. Directs LEA subgrantees to convene a local school improvement team for each school placed in an improvement category that will use performance indicators to conduct a school needs assessment and develop a multiyear school improvement plan tailored to the school's need categorization. Authorizes the Secretary to award competitive grants to: (1) LEAs, nonprofit organizations, and institutions of higher education to develop and implement, or replicate, effective school models for struggling students and dropouts; and (2) states to adjust their policies to allow for educational innovations that improve high school graduation rates while ensuring rigorous education content standards and assessments, if such states implement differentiated high school improvement systems and statewide longitudinal student data systems.

National Environment and Energy Development Act - Declares without force or effect all federal prohibitions against the expenditure of appropriated funds to conduct natural gas leasing and preleasing activities for any area of the Outer Continental Shelf (OCS). Revokes all withdrawals of federal submerged lands from leasing for natural gas exploration and production. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from: (1) granting a natural gas lease for any OCS located within 25 miles of a state coastline; or (2) issuing any lease for natural gas exploration or development in any OCS area located within 50 miles of a state coastline unless the state has enacted a law approving such lease. Prohibits the Secretary from issuing a lease for natural gas exploration or development in any OCS area located more than 50 miles and less than 100 miles from the coastline of a state if the state has enacted a law disapproving such lease issuance. Sets forth an allocation schedule (including designated reserve accounts) for revenues derived from bonus bids and royalties under qualified gas leases on submerged lands located within the seaward boundaries of a state. Modifies requirements for deeming state seaward boundaries. Authorizes the Secretary to issue leases for development and production of natural gas and associated condensate. Expresses the intent of Congress that this Act result in a healthy and growing American industrial, manufacturing, transportation, and service sector employing America's workforce to assist in the development of affordable energy from the OCS.
