NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

FARM 21 Act of 2007

Food and Agriculture Risk Management for the 21st Century Act of 2007 or FARM 21 Act of 2007 - Prohibits, after 2007, any direct, counter-cyclical or transition payment to an individual or entity whose adjusted gross income exceeds $200,000. Directs the Secretary of Agriculture to offer to enter into a risk management account with a qualifying farm or ranch operator. Extends direct payments and reduces payment amounts. Requires specified payment percentages, and 100% for FY2012, to be deposited into a risk management account. Links such payments to environmental stewardship. Extends counter-cyclical payments. Repeals: (1) the milk price support program; (2) specified commodity support programs; and (3) the sugar tariff quota. Directs the Secretary to establish a recourse loan program for all commodities, including sugar, for which marketing loans were available. Reduces the crop insurance administrative and operating reimbursement rate. Extends: (1) the environmental quality incentives program; (2) the conservation innovation grants program; (3) the wetlands reserve program; (4) the grasslands reserve program; (5) the wildlife habitat incentives program; (6) the farm and ranchland protection program; and (7) the healthy forests reserve program. Extends: (1) the fruit and vegetables in school program; (2) the farm to school program; and (3) the farmers market promotion program. Directs the Secretary to assist eligible trade organizations increase the consumption of fruits and vegetables in the United States to meet federal health guidelines. Extends the McGovern-Dole international food for education and child nutrition program. Extends: (1) the biorefinery grant and loan program; (2) the renewable energy systems and energy efficiency improvements program; and (3) the biomass research and development program. Sets forth specified rural development project eligibility criteria. Extends: (1) the value-added producer grant program; (2) the rural broadband access program; (3) the rural business opportunity grant program; and (4) the farmworker training grant program. Directs the Secretary to establish a rural entrepreneurship and microenterprise program to provide low- and moderate-income individuals with skills and technical and financial assistance to establish new small businesses in rural areas. Authorizes the Secretary to provide grants and carry out a rural microloan program. Directs the Secretary to use specified Commodity Credit Corporation funds for: (1) water or waste disposal grants or loans; (2) emergency community water assistance grants; (3) community facilities grants and loans that support projects that assist rural first responders; (4) broadband access loans; and (5) distance learning and telemedicine grants. Amends the Food Stamp Act of 1977 with respect to: (1) combat pay and retirement account exclusions; (2) standard deduction increases; (3) child care deduction limits; (4) state cost-sharing during natural disasters; (5) minimum benefits; (6) program reauthorization; (7) program administration; (8) cash payment pilot projects; (9) block grants for Puerto Rico and American Samoa; (10) the commodity distribution program; (11) outreach grants; (12) the emergency food assistance program; and (13) community food projects. Directs the Secretary to offer to enter into a contract or grant agreement with a primary nongovernmental organization to establish the National Food for the Hungry Transportation Fund to track, collect, and deliver time-sensitive food products.

Children's Act for Responsible Employment of 2007 or the CARE Act of 2007 - Amends the Fair Labor Standards Act of 1938 (FLSA) to repeal certain exemptions from child labor prohibitions for agricultural employment. Allows an exemption only if: (1) the agricultural employment of an individual under 16 occurs outside of school hours; and (2) such individual is employed by a parent or a person standing in place of a parent on a farm owned or operated by such parent or person. Raises from 16 to 18 years old the minimum age for engaging in hazardous agricultural employment. Eliminates a waiver for hand-harvesting of certain crops. Increases civil and criminal penalties for child labor violations. Directs the Secretary of Labor to analyze data and report to Congress on work-related injuries to children and related matters. Requires employers to report on work-related serious injuries and illnesses, and deaths, of agricultural employees under 18 years of age. Incorporates into FLSA child labor requirements certain federal standards for protecting workers exposed to pesticides. Reconciles civil penalties for violations of such standards affecting child workers imposed by the Secretary under FLSA and by the Administrator of the Environmental Protection Agency under the Federal Insecticide, Fungicide, and Rodenticide Act.

Directs the Secretary of Veterans Affairs to establish a program to provide to veterans of Operations Iraqi Freedom and Enduring Freedom, particularly veterans who served in such Operations while in the National Guard and reserves: (1) peer outreach and support services; (2) readjustment counseling and related services; and (3) mental health services. Directs the Secretary to also provide to immediate family members of such veterans, during the three-year period following the return of the veterans from such a deployment, education, support, counseling, and mental health services to assist in: (1) readjustment to civilian life; (2) recovery from an injury or illness incurred during such deployment; and (3) readjustment of the family following the veteran's return. Authorizes the Secretary to contract with community health centers and other qualified entities to provide such services in areas not adequately served by health care facilities of the Department of Veterans Affairs (VA). Requires the Secretary to: (1) contract for a program to train veterans to provide the peer outreach and support services; and (2) conduct a training program for clinicians of community health centers and entities contracted to provide such services. Extends the eligibility for hospital care, medical services, and nursing home care for veterans who served on active duty in a theater of combat operations from two to five years after their discharge or release from such duty.

Borderlands Conservation and Security Act of 2007 - Requires: (1) not later than May 30, 2008, development of a border protection strategy that supports U.S. border security needs in the manner that best protects units of the National Park System, National Forest System land, Bureau of Land Management (BLM) land, U.S. Fish and Wildlife Service (USFWS) land, and other relevant land under the jurisdiction of the Department of the Interior or the Department of Agriculture; and (2) development of a border protection strategy for tribal lands along the U.S.-Mexico border. Requires provision of: (1) federal land resource training for Customs and Border Protection agents assigned to patrol protected land; and (2) cultural resource training for such agents assigned to patrol tribal lands. Requires: (1) the Secretaries of Agriculture and Interior to submit to the Secretary of Homeland Security an inventory of costs incurred related to illegal border activity and border enforcement activities, including the cost of identified items; and (2) the development of recommendations for a cost recovery mechanism related to such items. Establishes a program for: (1) providing financial assistance for projects to improve management of ecologically sensitive or listed species, improving wildlife habitat to aid in their management, and mitigating the impacts of border enforcement, human and drug smuggling, and unauthorized immigration on them; and (2) awarding grants to eligible organizations to promote conservation of such species. Establishes the Borderland Conservation Fund to carry out projects under this Act.

Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of state home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

Establishes a national limitation on the issuance of such bonds and provides for the allocation of bond amounts among the states according to a specified formula. Terminates the authority for issuance of such bonds after 2009. Amends the General Education Provisions Act to apply certain labor standards to public school construction projects financed by this Act. Amends the Workforce Investment Act of 1998 to require states to establish employment and training programs relating to the construction or reconstruction of public school facilities.

Clean Water Restoration Act of 2007 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to replace the term "navigable waters," throughout the Act, with the term "waters of the United States," defined to mean all waters subject to the ebb and flow of the tide, the territorial seas, and all interstate and intrastate waters and their tributaries, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, natural ponds, and all impoundments of the foregoing, to the fullest extent that these waters, or activities affecting them, are subject to the legislative power of Congress under the Constitution. Declares that nothing in such Act shall be construed as affecting the authority of the Secretary of the Army or the Administrator of the Environmental Protection Agency (EPA) under the provisions of the Federal Water Pollution Control Act related to discharges: (1) composed entirely of agricultural return flows; (2) of stormwater runoff from oil, gas, and mining operations; or (3) of dredged or fill materials resulting from normal farming, silviculture, and ranching activities or from activities with respect to which a state has an approved program, or for the purposes of maintenance of currently serviceable structures or drainage ditches, construction or maintenance of farm or stock ponds, irrigation ditches, or farm, forest, or temporary roads for moving mining equipment, or construction of temporary sedimentation basins on construction sites.

Nutrition and Opportunities for the Underserved and Rural Incentives to Secure the Heartland Act of 2007 or NOURISH Act of 2007 - Directs the Secretary of Agriculture to: (1) establish a program through FY2013 to provide greater access and opportunities for minority and socially disadvantaged farmers and ranchers to Department of Agriculture programs and services; and (2) establish the USDA Minority Producer Land Preservation Commission (to terminate nine years after enactment of this Act) to review pending Department foreclosure proceedings. Amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to extend authorization of appropriations for education grants for Hispanic-serving institutions. Amends the Food, Agriculture, Conservation, and Trade Act of 1990 to revise pesticide recordkeeping provisions. Amends the Federal Insecticide, Fungicide, and Rodenticide Act to provide for the inclusion of long-term health effects in labeling requirements. Directs the Secretary to: (1) establish, within the Department's Office of Civil Rights and Community Outreach of the Risk Management Agency, an office of Farmworker Coordination; (2) establish a conservation initiative for socially disadvantaged farmers and ranchers; (3) provide cost-share payments and incentive payments to individual producers to address air quality concerns associated with agriculture; (4) implement an integrated pest management initiative in priority areas; and (5) establish the rural regional entrepreneurship program. Authorizes the Secretary to make emergency grants to assist low-income migrant and seasonal farmworkers. Revises the Agricultural Fair Practices Act of 1967. Establishes within the Department the Office of Special Counsel for Competition Matters which shall: (1) investigate and prosecute violations of this Act and the Packers and Stockyards Act, 1921; and (2) serve as a liaison between, and act in consultation with, the Department and the Department of Justice and the Federal Trade Commission (FTC) with respect to competition and trade practices in the food and agricultural sector. Provides for Department and Department of Defense procurement of locally produced agricultural products. Establishes the national organic certification and transition cost share program (in lieu of the current national organic certification cost share program). Extends the: (1) conservation reserve program; (2) grassland reserve program; (3) environmental quality incentives program; (4) conservation innovation grant program; (5) wildlife habitat incentive program; (6) Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) farmers' market nutrition program; (7) senior farmers nutrition program; (8) the community food project competitive grant program; (9) fresh fruit and vegetable program; and (10) farmers' market promotion program. Amends the Food Stamp Act of 1977 to rename the food stamp program as the secure nutrition access program (program). Revises program provisions with respect to: (1) standard deduction increases; (2) combat pay, retirement account, and education account exclusions; (3) minimum benefit increases; (4) countable resource increases; (5) legal immigrant eligibility; (6) work requirements; (7) program administration; (8) cash payment pilot projects; (9) program reauthorization; (10) block grants for Puerto Rico and American Samoa; (11) outreach; (12) natural disasters; (13) Puerto Rico; (14) farmers' markets; and (15) the emergency food assistance program.

Cancer Screening, Treatment, and Survivorship Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make matching grants to states or Indian tribes for: (1) cancer screening and referrals; (2) developing and disseminating public information and education programs for the detection and control of certain cancers; (3) improving the education, training and skills of health professionals in detecting certain cancers; and (4) establishing mechanisms to monitor the quality of screening procedures. Amends title XIX (Medicaid) of the Social Security Act to allow states to provide coverage under Medicaid for individuals not otherwise eligible who are under the age 65 and who: (1) have been screened for cancer and have been referred for treatment; or (2) have been diagnosed or treated for cancer. Requires the Director of the National Institutes of Health (NIH), acting through the Director of the National Cancer Institute (NCI), to expand research programs to identify and improve cancer screening and testing protocols and tools, with particular emphasis on those cancers with the highest incidence of mortality and disability. Directs the Secretary to award grants for activities to raise public awareness to ensure widespread use of cancer screening programs and access to the best available screening and testing services. Requires the Director of NIH to: (1) expand cancer survivorship research activities at NCI-designated cancer centers; and (2) provide assistance to such centers for research to evaluate models of survivorship care.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Amends the Elementary and Secondary Education Act of 1965 to reauthorize appropriations for Even Start Family Literacy Programs for FY2008 and each of the five succeeding fiscal years. Amends the Education Sciences Reform Act of 2002 to require the establishment of a national research and development center that includes research in adult education. Amends the Internal Revenue Code to allow a tax credit for employer-provided adult education and literacy programs.

Mental Health Security for America's Families in Education Act of 2007 - Amends the Family Educational Rights and Privacy Act of 1974 to allow an educational agency or institution of higher education to disclose to a parent or legal guardian of a student who is a dependent (as defined in the Internal Revenue Code) information related to any conduct of, or expression by, the student that demonstrates that the student poses a significant risk of harm to himself or herself or to others, including a significant risk of suicide, homicide, or assault. Requires, for the disclosure of any such information not otherwise authorized to be disclosed: (1) consultation with an approved mental health professional; and (2) a written certification from such professional that the student poses a significant risk of harm to himself or herself or to others, including a significant risk of suicide, homicide, or assault and that possession of such information by the parent or legal guardian my protect the student's, or others', health or safety. Permits disclosure under this Act as long as the student is a dependent, regardless of whether the student has attained 18 years of age or is attending an institution of postsecondary education. Provides protections of educational agencies and institutions from liability for disclosure.

Directs the Secretary to carry out: (1) education and awareness programs designed to increase participation of minority populations in clinical trials; and (2) mentorship programs for minority researchers who are conducting research on diabetes in minority populations. Directs the Secretary to: (1) develop and carry out a plan to inform disabled veterans at least twice a year of technological advances in the field of prosthetics; (2) review all VA orthotic-prosthetic laboratories and clinics to ensure that the VA is capable of servicing and repairing the most technologically advanced prosthetic devices; and (3) review VA prosthetists and orthotists to determine the level and kinds of education required to ensure their qualification to provide the most technologically advanced prosthetic devices.

Requires such partnerships to establish, improve, or expand model programs of foreign language learning from kindergarten through grade 12 that increase the number of high school graduates who attain advanced proficiency in at least one foreign language. Requires each model program to have a dimension allowing the student to gain an understanding of the historic, geographic, cultural, economic, and other contextual factors of countries whose people speak the language studied. Conditions a partnership's continued funding, for an initial four-year period and two additional five-year periods, on its demonstrating its program effectiveness based on nationally recognized standardized foreign language assessments. Directs the Secretary to collect annually and analyze data on such programs and disseminate aggregated program data nationally, as well as information on successful programs and practices.

Railroad Safety Enhancement Act of 2008

Federal Railroad Safety Improvement Act of 2007 - Establishes the Federal Railroad Safety Administration within the Department of Transportation (effectively replacing the Federal Railroad Administration). Directs the Secretary of Transportation to develop a long-term strategy for improving railroad safety. Redefines "signal employee" to eliminate the requirement that such individual be employed by a railroad carrier. Revises hours of service requirements for a signal employee and a train employee to prohibit, except in an emergency, a railroad carrier from requiring or allowing such employee to remain or go on duty: (1) unless the employee has had at least 10 consecutive hours off duty during the prior 24 hours; (2) for a period in excess of 12 consecutive hours; or (3) unless the employee has had at least one period of at least 24 consecutive hours off duty in the past seven consecutive days. Requires each railroad carrier to submit to the Secretary a fatigue management plan to reduce accidents and injuries caused by fatigue. Sets forth additional whistleblower protections for those who provide notification of a work-related injury or illness, who cooperate with a safety investigation, who furnish rail accident information, who accurately report hours of duty, or who refuse to authorize the use of safety equipment, track, or structures that are in a hazardous condition. Entitles a prevailing employee who alleges discrimination to damages. Sets forth criminal penalties for violations of such requirements. Revises emergency notification of grade crossing problems provisions to require each railroad carrier to establish a toll-free telephone service for the public to report malfunctions of signals and disabled vehicles blocking railroad tracks at grade crossings. Increases penalties for violations of rail safety regulations prescribed or orders issued by the Secretary, including violations related to rail accident reporting and hours of service. Makes it unlawful for a person to knowingly interfere with a rail accident investigation. Sets forth rail safety requirements concerning: (1) positive train control systems; (2) warnings in nonsignaled areas; (3) track management; (4) conductor certification; (5) employee training; (6) treatment of employee injuries; (7) emergency breathing apparatus; and (8) the locomotive cab environment. Rail Passenger Disaster Family Assistance Act of 2007 - Directs the National Transportation Safety Board (NTSB) to provide certain assistance to families of passengers involved in a rail passenger accident that results in a major loss of life. Requires each rail passenger carrier to submit to the Secretary and the NTSB a plan for addressing the needs of such families.

Allows the Director of Central Intelligence, with the approval of the Director of the Office of Management and Budget, to authorize employment of civilian personnel in excess of the number authorized for FY2008 when necessary for the performance of important intelligence functions. Requires notification of the congressional intelligence committees on the use of such authority. Authorizes appropriations for the Intelligence Community Management Account for FY2008, as well as for full-time personnel for elements within such Account. Authorizes appropriations for FY2008 for the Central Intelligence Agency Retirement and Disability Fund. Specifies that the authorization of appropriations by this Act shall not be deemed to constitute authority for the conduct of any intelligence activity which is not otherwise authorized by the Constitution or laws of the United States.

Amends title XVIII (Medicare) of the Social Security Act to adjust the graduate medical education program to: (1) exclude a reasonable number of residents or fellows in child and adolescent psychiatry when calculating the maximum number of residents in the field of allopathic or osteopathic medicine for which the hospital may be paid; and (2) extend the period of board eligibility for residents and fellows in child and adolescent psychiatry. Directs the Administrator to study and report to Congress on the distribution of, and need for, child mental health service professionals and on a comparison of such distribution and need on a state-by-state basis.

Authorizes the Authority to increase the federal share to up to 90% of a project's total cost (to aid communities that could not otherwise meet matching funds requirements). Requires the Authority to make grants to local development districts for administrative expenses. Directs: (1) the Authority to designate distressed counties, economically strong counties, attainment counties, competitive counties, and isolated areas of distress within the region; and (2) each affected state to submit to the Authority an annual development plan for the appropriate state area within the region.

Replaces standards for determining reasonable rates and terms of royalty payments for public performances of sound recordings by means of eligible nonsubscription transmission services and new subscription services with a requirement that such rates and terms be established in accordance with stated objectives of the Copyright Royalty Judges. (Currently, rates and terms are required to distinguish among different types of eligible nonsubscription transmission services and include a minimum fee for each type.) Allows a minimum annual royalty for each provider subject to such rates and terms. Provides a transition rule for payment of royalties by providers of digital audio transmissions that would have been subject to the rates and terms nullified by this Act. Revises royalty payment provisions concerning the use of certain works in noncommercial broadcasting to include: (1) sound recordings; and (2) performance or display by nonprofit organizations and public broadcasting entities. Provides a transition rule for the payment by a public broadcasting entity to owners of copyrights in sound recordings. Requires a report to the Copyright Royalty Judges by the Assistant Secretary of Commerce for Communications and Information on the competitiveness of the Internet radio marketplace and the effect on Internet radio providers of proposed rate determinations in proceedings concerning: (1) public performances of sound recordings by means of the services described above; or (2) the use of certain works in noncommercial broadcasting. Requires the Federal Communications Commission (FCC), upon publication of the commencement of proceedings of the Copyright Royalty Judges to determine rates and terms under the statutory license described in this Act, to report on the effect of such proposals on localism, diversity, and competition in the Internet radio marketplace (including in rural areas). Requires a report to Congress and the Copyright Royalty Judges by the Corporation for Public Broadcasting (CPB) on the effect of such proposals upon public broadcasting licensees and permittees.

Directs the Secretary of Education to establish a year-round Pell grant pilot program. Authorizes a demonstration program to create a holistic approach to addressing the needs of part-time students. Allows such program to: (1) be at up to 150 associate's and bachelor's degree-granting institutions; and (2) include grants, leveraging funds from nonfederal sources, comprehensive child care, and better tailored remedial course programs.

Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress, the Attorney General, and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings against state governments and, subject to limitation, the federal government.

Grants the President, for reasons of national interest, authority to recommend waiver of the applications set forth in this Act in connection with the goods of any country with respect to one or more of the principles and rights defined in this Act as a core labor standard. Sets forth procedures for consideration of such a waiver. Makes it unlawful for persons to introduce into commerce, sell, trade, or advertise in commerce, offer to sell or transport or distribute in commerce any sweatshop good. Requires the Federal Trade Commission (FTC) to enforce this prohibition as if it were an unfair or deceptive act or practice proscribed under the Federal Trade Commission Act. Allows specified persons with standing to bring a civil action in U.S. district courts against sellers of goods, wares, articles, or merchandise on grounds of a violation of such prohibition. Prohibits executive agencies and the Armed Forces from entering into procurement contracts for sweatshop goods. Prohibits anything in this Act from being construed to preempt a state from regulating labor standards required in the mining, production, or manufacture of merchandise purchased by the state.

Permits such funds to be used to support community health workers to: (1) educate and provide outreach regarding enrollment in health insurance; (2) educate, guide, and provide outreach regarding health problems among women and children, especially among racial and ethnic minority women and children; (3) educate, guide, and provide experiential learning opportunities that target behavioral risk factors, including poor nutrition and tobacco use; (4) educate and guide regarding effective strategies to promote positive health behaviors within the family; (5) promote community wellness and awareness; and (6) educate and refer target populations to appropriate health care agencies and community based programs and organizations. Requires the Secretary to give priority to experienced applicants who propose to target geographic areas: (1) with a high percentage of uninsured or underinsured residents who are eligible for health insurance; and (2) with a high percentage of families for whom English is not their primary language. Requires the Secretary to: (1) encourage community health worker programs to collaborate with academic institutions; and (2) establish guidelines for assuring the quality of the training and supervision of community health workers under programs funded under this Act and for assuring the cost-effectiveness of such programs.
