Reservist Pay Security Act of 2001 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated.

Help America Vote Act of 2001 - Directs the Administrator of General Services to establish programs under which the Administrator makes payments to each eligible State or local government to: (1) replace a punch card voting system with a voting system which does not use punch cards; or (2) make technical enhancements to the performance of its punch card voting system. Establishes: (1) an independent Election Assistance Commission to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections; and (2) the Election Assistance Commission Standards Board and the Election Assistance Commission Board of Advisors to review any of the voluntary standards for engineering and procedural performance, for maintenance and enhancement of the accessibility and privacy of registration facilities, polling places, and voting methods, and for election management practices recommended by the Commission. Establishes the Technical Standards Development Committee to assist the Executive Director of the Commission by recommending standards to ensure the usability, accuracy, security, accessibility, and integrity of voting systems and voting equipment. Directs the Commission to: (1) provide for the testing, certification, decertification, and recertification of voting system hardware and software by accredited laboratories; (2) make payments to States for voting system improvements, grants to entities for voting equipment and technology research and development, and grants for pilot programs to try out new voting systems and equipment technologies; and (3) develop the Help America Vote College Program to encourage college students to assist State and local governments in election administration. Amends Federal law to create the Help America Vote Foundation as a nonprofit charitable corporation to mobilize secondary school students to participate in the election process in a nonpartisan manner as poll workers or assistants. Outlines minimum standards for State election systems. Sets forth provisions regarding voting rights of military members and overseas citizens. Amends Federal postal service law to replace reduced rates for voter registration purposes with reduced rates for official election mail.

Medicare Cholesterol Screening Coverage Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for coverage of cholesterol and other blood lipid screening tests.

Bioterrorism Protection Act (BioPAct) of 2001 - Amends the Public Health Service Act to provide for grants, scholarships, and loans in order to strengthen the nursing profession. Establishes the National Nursing Service Corps Scholarship Program. Authorizes appropriations to: (1) increase hospital and provider capacity, training, and resources for treating bioterrorism victims; (2) increase and improve vaccine and antibiotic supplies for attack victims; and (3) provide for the coordination, training, and equipping of bioterrorism emergency responders. Authorizes appropriations for Department of Agriculture activities to: (1) reduce agricultural pathogen and insect pest threats; and (2) increase Department information systems security. Directs the Secretary of Health and Human Services to expand the Food and Drug Administration's capacity to ensure the safety of the food supply system, including imported food, and protect against the threat of bioterrorism. Amends the Federal Food, Drug, and Cosmetic Act to: (1) permit debarment for repeated or serious food import violations; (2) deem as misbranded imported food without country-of-origin labeling; (3) deem as adulterated a food item imported by a debarred person; and (4) require registration of food manufacturing, processing, and handling facilities. Directs the Administrator of the Environmental Protection Agency to: (1) undertake public water systems vulnerability assessments and review related emergency response plans; and (2) provide such systems with assistance for basic security enhancements and information systems protection. Amends the Federal criminal code to set penalties for possessing a select agent known to be a biological agent, with reckless disregard for the public health and safety. Authorizes appropriations for neutron scanner technology and technology to detect biological or chemical agents and for increased numbers of border patrol and immigration officers. Directs the Attorney General to develop or carry out various programs, including programs to improve identification of those appearing on law enforcement "watch lists" and to mandate better tracking of visas. Requires the Assistant to the President for Homeland Security to: (1) assess terrorist threats within the United States and its territories and possible responses to such threats; (2) implement a public education campaign concerning appropriate response to a terrorist attack; and (3) coordinate the deployment of chemical and biological detection capabilities. Requires the President to: (1) establish a database of information concerning terrorist activity; and (2) reduce barriers to the sharing of such information among Federal law enforcement agencies and the intelligence community. Requires the Secretary of Defense to: (1) increase military capability to respond to domestic crises involving chemical or biological weapons; (2) implement interagency crisis response and consequence management; and (3) accelerate response research and development. Requires the Secretary of Energy to increase efforts relating to nonproliferation verification of chemical and biological materials in countries other than the United States. Urges the President to seek to establish a United States-Russian Federation Biological-Chemical Working Group.

Reservists Education Protection Act of 2001 - Restores, as of September 11, 2001, veterans' basic educational and vocational assistance eligibility for retired or reserve military personnel ordered to active duty as part of Operation Enduring Freedom (the war on terrorism).

Immigration Reform and Accountability Act of 2001 - Replaces (in the Department of Justice) the Immigration and Naturalization Service with the Agency for Immigration Affairs, to be headed by the Associate Attorney General for Immigration Affairs. Establishes within the Agency: (1) the Bureau of Immigration Services and Adjudications; and (2) the Bureau of Immigration Enforcement. Sets forth Agency and Bureau offices and authorities. Provides for the transfer of all necessary personnel and allocation of appropriations. Establishes in the Treasury the Immigration Reorganization Transition Account. Expresses the sense of Congress that: (1) the Bureaus are equally important and should be adequately funded; and (2) adjudication and enforcement functions should operate at levels not below those in existence prior to enactment of this Act. Directs the Attorney General to: (1) establish an Internet-based system for accessing Immigration and Nationality Act benefit filings; (2) conduct an on-line filing and improved processing feasibility study; and (3) establish a Technology Advisory Committee.

Anthrax Victims Assistance Act - Directs the Attorney General to expand the September 11th Victim Compensation Fund of 2001 (title IV of the Air Transportation Safety and System Stabilization Act) to include individuals diagnosed with anthrax between September 11, 2001, and December 31, 2001.

Staffing for Adequate Fire and Emergency Response Act of 2001 - SAFER Act of 2001 - Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to make matching grants for up to 75 percent of the costs of projects to hire firefighters to eligible States, local governments, tribal organizations, or other public entities, or multi-jurisdictional or regional consortia of such entities.

Military Widows Equity Act - Repeals, as of October 1, 2002, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund.

Municipal Preparation and Strategic Response Act - Requires the Director of the Federal Emergency Management Agency (FEMA) to make grants to local governments and emergency response units for use for: (1) developing strategic response plans that provide for a unified, coordinated response to a terrorist attack or other catastrophe; (2) preparing and issuing reports to local governments, State legislatures, and Congress; and (3) conducting public forums or other appropriate activities to educate the public about potential threats and steps they can take to prepare for them, the contents of such plans, how to communicate with authorities in an emergency; and emergency shelters. Requires the Director to designate for each State a FEMA representative to: (1) assist local governments with the development of strategic response plans; (2) act as a liaison between such governments and the Federal Government; and (3) coordinate the sharing of information about Government initiatives and protocol. Amends the Federal Fire Prevention and Control Act of 1974 to authorize the Director to make grants to fire departments, and amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to make grants to States, local governments, Indian tribal governments, other public and private entities, and multi-jurisdictional or regional consortia thereof, to fund counterterrorism training and provide related equipment. Exempts such grants from matching requirements.

Technology Talent Act of 2001 - Authorizes the Director of the National Science Foundation to award competitive grants to institutions of higher education to increase the number of students studying and receiving associate's or bachelor's degrees in established or emerging fields within science, mathematics, engineering, and technology. Provides that an institution receiving such a grant shall be known as a National Science Foundation Science and Engineering Talent Expansion Center.

Safe Highways and Infrastructure Preservation Act - Amends Federal transportation law to prohibit a State from prescribing or enforcing any regulation that allows a restricted property-carrying unit (any trailer, semi-trailer, container, or other property-carrying unit longer than 53 feet, except for a fire-fighting unit) to operate on the National Highway System (including the Interstate System), unless the operation of such unit is authorized by the State on August 1, 2001, and in actual and lawful operation on a regular or periodic basis (including seasonal operations) on or before that date. Prohibits a State from allowing the operation of a commercial motor vehicle combination on the National Highway System (except a vehicle or load that cannot be dismantled or divided easily, and that has been issued a special permit under State law) with more than one property-carrying unit (excluding the truck tractor) whose property-carrying units are more than: (1) the maximum combination trailer, semi-trailer, or other type of length limitation allowed by State law on August 1, 2001; or (2) the length of the property-carrying units of those commercial motor vehicle combinations, by specific configuration, in actual and lawful operation on a regular or periodic basis (including continual seasonal operation) in such State on or before August 1, 2001. Permits a commercial motor vehicle combination authorized in a State to continue to operate on System highways provided it is in compliance with State law, including routing-specific and configuration-specific designations and all other restrictions in force in the State on August 1, 2001. Amends Federal highway law to prohibit a State from allowing the operation of a vehicle or combination (other than a longer combination vehicle) exceeding Interstate weight limits on the Interstate System unless its operation was lawful: (1) on July 1, 1956; (2) in the case of the overall gross weight of any group of two or more consecutive axles, on the date of enactment of the Federal-Aid Highway Amendments of 1974; or (3) under a special permit pursuant to State (grandfather) law. Subjects such vehicles and combinations to all routing-specific, commodity-specific, and weight-specific designations in force in such State on August 1, 2001. Sets forth requirements with respect to: (1) the operation of vehicles and loads which cannot be easily dismantled or divided (nondivisible loads) on the Federal-aid highway system as they relate to Interstate weight limitations; and (2) waiver of weight limitations for vehicles that operate on the Federal-aid highway system during periods of national emergency. Declares that Interstate weight limitations on vehicles and combinations (other than longer combination vehicles) that operate on the Interstate System shall also apply to such vehicles and combinations that operate on non-Interstate segments of the National Highway System, unless: (1) such segments are subject to lower State weight limits; or (2) a State allows the operation of any vehicle or combination on an existing non-Interstate segment of the National Highway System that could be so operated lawfully on August 1, 2001. Requires establishment of a model schedule of fines for violations of this Act.

TANF Reauthorization Act of 2001 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) to revise and extend the TANF program through FY 2008, with changes made to: (1) work and various other specified requirements and prohibitions; (2) penalties; (3) studies and reports; (4) minimum benefit rules; and (5) child care.

Veterans' Pension Improvement Act of 2001 - Makes veterans of a period of war who are 65 or older eligible for the same pension as those from such a period who are permanently and totally disabled from a non-service connected disability.

Directs the Secretary of Transportation to issue regulations directing the Department of Transportation (DOT), agencies within DOT, and private companies contracted to provide aviation-related security to give first priority in hiring airport and aircraft security employees to individuals who: (1) were employed before September 11, 2001, in a security-related position at an airport, by an air carrier, at a facility near to an airport, in providing transportation to or from an airport, or in other employment directly related to commercial aviation; (2) have been laid off, terminated, released, or otherwise lost their jobs as a result of the terrorist attacks of September 11, 2001; and (3) are qualified for those positions or for training programs needed to qualify for such positions.

Condemns the terrorists who planned and carried out the September 11, 2001, attacks against the United States, as well as their sponsors. Reaffirms the importance of joint efforts between the United States and the Russian Federation to provide the fullest possible level of cooperation on antiterrorism activities. Directs the Speaker of the House of Representatives and the Majority Leader of the Senate to seek to enter into negotiations with appropriate officials of the State Duma and the Federation Council of the Russian Federation for the establishment of a joint task force on antiterrorism to provide for increased cooperation between the U.S. Congress and the Russian Federation Parliament on issues relating to antiterrorism.

Declares that, in the quest to identify, locate, and bring to justice the perpetrators and sponsors of the September 11, 2001 terrorist attacks on the United States, the civil rights and liberties of all Americans, including Sikh-Americans, should be protected. Condemns bigotry and acts of violence or discrimination against any Americans, including Sikh-Americans. Calls upon local and Federal law enforcement authorities to: (1) work to prevent hate crimes against all Americans; and (2) prosecute to the fullest extent of the law all those who commit hate crimes.

Lower Rio Grande Valley Water Resources Conservation and Improvement Act of 2001 - Amends the Lower Rio Grande Valley Water Resources Conservation and Improvement Act of 2000 to: (1) authorize the construction of 20 additional specified projects in Texas; (2) require the Secretary of the Interior, acting through the Bureau of Reclamation, to undertake the Lower Rio Grande Water Conservation and Improvement Program through cooperative agreements; (3) require that project proposals be reviewed and evaluated under the guidelines set forth in a specified Bureau of Reclamation document; (4) require the Secretary to determine that a non-Federal project sponsor is financially capable of funding the non-Federal share of the project's costs, including operation, maintenance, repair, and replacement, and whether the project meets the guidelines; (5) permit project sponsors to contract with the Secretary to have the Secretary prepare the reports required under the Act (at a Federal cost share not to exceed 50 percent); (6) increase the authorization of appropriations for carrying out the Program; and (7) limit the non-Federal share of the total cost of any project carried out under or with assistance provided under the Act to 50 percent.

Displaced Workers Assistance Act - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

Home Equity Loss Prevention and Economic Recovery Act of 2001 - Amends the Internal Revenue Code of 1986 to allow a personal interest deduction (up to $10,000, adjustable for inflation) for individuals. Repeals restrictions on the deduction for education loans.

Ancillary Airline Industry Relief Act of 2001 - Directs the Secretary of Transportation to make grants to a travel agency, car rental company, or other business in the ancillary airline industry to provide compensation for losses incurred by them as a result of the terrorist attacks on the United States that occurred on September 11, 2001. Sets forth certain grant eligibility requirements.

Safe Skies Act of 2001 - Amends Federal aviation law to direct the Administrator of the Federal Aviation Administration to ensure that each individual who is enrolled or to be enrolled in a civilian school for instruction in flying single-engine or multi-engine aircraft or helicopter, or who has commenced flight training (other than ground training) from an authorized flight instructor of such aircraft or helicopter, has had a background review conducted by the Administrator and paid for by such individual. Expresses the sense of Congress that the Administrator, the Director of the Federal Bureau of Investigation, and the Director of the Central Intelligence Agency should ensure that such reviews be completed not more than 28 days after the effective date of this Act, or in the case of an individual to be enrolled for instruction after such effective date, 28 days after the date of application for such enrollment.

September 11th Families Stamp Act - Directs the U.S. Postal Service to issue a semipostal (first-class postage stamp sold at a premium) with the proceeds from its sale going to the September 11th Families Fund to provide assistance, through the Office for Victims of Crime, Department of Justice, to the families of individuals who were killed in the terrorist attacks against the United States on September 11, 2001. Establishes the September 11th Families Fund.

Alaska Rainforest Conservation Act of 2001 - Designates: (1) specified public lands in the Chugach National Forest, Alaska, as National Wilderness Preservation System components; and (2) specified public lands in the Tongass National Forest, Alaska, as wilderness areas or System components. Provides with respect to specified public lands in the Tongass National Forest, Alaska, for: (1) a wilderness designation study; (2) designation as Land Use Designation II lands; (3) designation as restoration lands; and (4) designation as special management areas. Amends the Wild and Scenic Rivers Act to designate, or study for designation, as wild, scenic, and recreational rivers specified waters in the Chugach and Tongass National Forests, Alaska.

Expresses the sense of Congress that: (1) on September 11, 2001, the passengers and crew of hijacked United Airlines Flight 93 possibly averted the use of such aircraft in a further terrorist attack on the United States by attempting to overpower the hijackers; (2) the United States owes its gratitude to the passengers and crew of Flight 93 and extends its condolences to the victims' families and friends; and (3) a memorial plaque to the victims should be placed on the grounds of the Capitol, and a copy of the plaque and this resolution sent to a designated survivor of each victim.

Expresses the sorrow of Congress for the death and injuries suffered by first responders as they tried to save innocent people in the aftermath of the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001. Honors and commends the first responders who participated in evacuating and rescuing the innocent people in the World Trade Center and the Pentagon after the terrorist attacks. Encourages all levels of government to continue to work together to coordinate emergency preparedness effectively by providing the infrastructure, funding, and interagency communication and cooperation necessary to ensure that when another terrorist attack occurs, first responders will be as prepared as possible to respond to the attack effectively.

Directs the Attorney General to provide for the granting of posthumous citizenship, as of September 12, 2001, to certain nonculpable aliens or noncitizen nationals otherwise eligible for naturalization who died as a result of the hijackings of four airliners, the attacks on the World Trade Center and the Pentagon, or as a result of injuries sustained while assisting in the emergency response to the events of September 11, 2001.

National Defense Emergency Authorization Act for Fiscal Year 2002 - Authorizes appropriations for FY 2002 to the Secretary of Defense for Department of Defense (DOD): (1) infrastructure sustainment and restoration; and (2) acquisition of spare and repair parts. Treats such authorization as an additional authorization for DOD for FY 2002. States that amounts appropriated pursuant to such authorization: (1) may be designated as an emergency requirement for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act); and (2) shall be available only if an official budget request for the entire amount, that includes such emergency designation, is transmitted by the President to Congress. Authorizes the Secretary to transfer amounts appropriated pursuant to such authorization among the various service branches and defense-wide activities as specified.

General Shelton Congressional Gold Medal Act - Authorizes the President, on behalf of Congress, to present a congressional gold medal to General Henry H. Shelton in recognition of his exemplary performance as Chairman of the Joint Chiefs of Staff in coordinating the planning, strategy, and execution of the United States and NATO combat action and his invaluable contributions to the United States and to the successful return to peace in the Balkans.

Amends the Immigration and Nationality Act with respect nonimmigrant H-1C visa alien nurses to: (1) increase the number of annual entrants; and (2) increase the number of entrants available for employment in larger States. Exempts from certain H-1B visa (specialty occupation) numerical limitations nonimmigrant aliens employed as physicians, or registered or licensed practical nurses in a locally-owned hospital situated in a health professional shortage area.

Amends the Trade Act of 1974 to extend the North American Free Trade Agreement (NAFTA) Transitional Adjustment Assistance Program through September 30, 2006. Sets the maximum amount of payments for training of workers adversely affected by imports from NAFTA countries (Mexico and Canada) at no more than $60 million for any fiscal year. Extends trade adjustment reallowances for adversely affected workers (including during training period) for an additional 26 weeks. Authorizes trade adjustment reallowances in order to assist an adversely affected worker who has limited English proficiency to complete his or her training, or to assist such worker to complete a program of remedial education. Extends such reallowances for additional specified periods.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Victims' Economic Security and Safety Act - Sets forth entitlement standards and implementation guidelines for employee use of emergency leave to address domestic or sexual violence. Permits victims of domestic or sexual violence to substitute existing leave in lieu of emergency leave. Authorizes State use of funds under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families) (TANF) to provide nonrecurrent short-term emergency benefits for emergency leave precipitated by domestic or sexual violence . Amends the Internal Revenue Code relating to approval of State unemployment compensation laws to prohibit denial of compensation where an individual is separated from employment due to circumstances resulting from the individual's experience of domestic or sexual violence. Amends the Social Security Act to include training under this Act for unemployment compensation and TANF personnel. Authorizes the Secretary of Health and Human Services to award a grant to a national victim services organization to develop and disseminate a model program for domestic and sexual violence training. Victims' Employment Sustainability Act - Prohibits certain discriminatory employer practices relating to terms or conditions of employment in connection with victims of domestic or sexual violence. Victims of Abuse Insurance Protection Act - Prohibits denial or restriction of insurance coverage based on the status of the applicant or insured regarding abuse or abuse-related claims. Amends the Internal Revenue Code to allow a business related credit for 40 percent of an employer's costs for implementing workplace safety and education programs relating to domestic and sexual violence. Authorizes the Attorney General to provide a grant for a clearinghouse and resource center to provide information and assistance to employers, labor organizations, and advocates on behalf of victims of domestic or sexual violence.

Recruit and Reward Future Math and Science Teachers of America Act of 2001 - Amends the Higher Education Act of 1965 to establish the National Math and Science Teacher Scholarships pilot program to recruit and train future secondary school mathematics and science teachers. Authorizes the Secretary of Education to award competitive grants to higher education institutions with graduate programs in teacher training to make such scholarships to outstanding students enrolled in such programs who are committed to pursuing careers in secondary school mathematics and science teaching. Makes institutions eligible only if they are ranked by the Secretary in the top 25 percent of schools in their States with the highest percentage of graduates passing the State teacher qualification assessment for new teachers. Gives priority to institutions with one or more of the following: (1) a year-long internship program in a professional development school; (2) mentoring programs for novice teachers in their first three years; (3) a history of placing graduates in rural and urban schools; and (4) a high retention rate of teachers that the institution places in teaching positions. Requires scholarship recipients to agree to teach in an urban or rural public secondary school for at least three full academic years, or repay the pro rata amount of awards received, plus interest, for any failure to fulfill such obligation, with specified exceptions.
