Automobile Dealers Fair Competition Act of 2009 - Makes it unlawful for any new automobile manufacturer to unreasonably discriminate against or deny a franchise to an automobile dealer who applies for the retention of its franchise. Permits an automobile dealer to file an expedited action in a U.S. district court to restore its franchise. Defines: (1) "new automobile manufacturer" as an automobile manufacturing company established in 2009 that is the successor to another automobile manufacturing company and acquires the assets of the predecessor company in an transaction governed by federal bankruptcy law; and (2) "automobile dealer" as any automobile dealer in the United States that, on January 1, 2009, held a franchise granted by an automobile manufacturing company that was the predecessor company to a new automobile manufacturer to sell that company's automobiles, but has not entered into an agreement with the new manufacturer to continue serving as a franchisee.

Recognizes the contributions of U.S. automobile dealerships. Expresses the sense of the House of Representatives that a quantifiable number of automobile dealerships that have been successful and are being closed not of their own doing, but as a function of the auto market as a whole, should be given an opportunity to obtain a dealership franchise when auto manufacturers seek new partners to open dealerships in their respective geographic areas.

Medical Debt Relief Act of 2009 - Amends the Fair Credit Reporting Act to prohibit a consumer reporting agency from making any report containing information related to a fully paid or settled medical debt that had been characterized as debt in collection for credit reporting purposes, which, from the date of payment or settlement, antedates the report by more than 30 calendar days.

Amends the National Flood Insurance Act of 1968 to prohibit the Director of the Federal Emergency Management Agency (FEMA) from updating a flood plain area or a flood risk zone in a geographic area that meets the following conditions: (1) the area is intended to be protected by a levee that the Army Corps of Engineers determines has a design deficiency; (2) the entity responsible for the repair of such levee has implemented a repair plan that has been developed by the Corps or a professional licensed engineer and approved by the Corps or FEMA, that is based on sufficient and reasonably current design data that accurately reflects the condition of such levee and other flood protection facilities in the area, that will provide protection from the 1% annual chance flood for the area, and that includes an adequate financing mechanism; and (3) each state or local government with jurisdiction over any portion of the geographic area has implemented a surveillance and operations plan to provide for timely alerts and immediate remedial action when significant underseepage or potential failure occurs, has an evacuation plan, and has implemented an outreach and communication plan to advise occupants of potential flood risks, the opportunity to purchase flood insurance, and the consequences of failure to purchase insurance. Exempts a geographic area if the Director: (1) determines that the area is protected by a system that provides protection from the 1% annual chance flood; or (2) has suspended the updating of flood plain areas or flood risk zones in such area in accordance with this Act for seven consecutive years.

Supports an international park between Big Bend National Park in Texas and the protected areas of the Coahuila and Chihuahua States across the border in Mexico. Requests the President, in conjunction with the Secretaries of Homeland Security, the Interior, and State, to discuss with Mexico, and study the probability of, designating an international park.

US and the World Education Act - Amends the Department of Education Organization Act to require the Deputy Assistant Secretary for International and Foreign Language Education to: (1) assist the Secretary of Education in administering this Act's grant program; and (2) develop an international education research repository and make it available to states and local educational agencies (LEAs). Directs the Secretary, acting through the Deputy Assistant Secretary, to award competitive grants to LEAs, or partnerships between LEAs and private organizations or institutions of higher education that provide their LEA partners with funding, to promote international education in elementary and secondary schools. Requires each grantee to use: (1) one-half of its grant on enhancing international education within core curricula, such as by increasing teacher competency; and (2) the other half on providing supplemental international education services outside of normal instruction hours. Directs the Secretary to conduct a biennial independent evaluation of such international education programs.

Amends the North American Free Trade Agreement Implementation Act to authorize the President agree to amendments to the Border Environment Cooperation Agreement between the United States and Mexico to expand the purposes and functions of the Border Environment Cooperation Commission to certify, and the North American Development Bank to finance, any infrastructure in the border region between the two countries.

Adult Education and Economic Growth Act of 2009 - Amends the Workforce Investment Act of 1988 to revise requirements for statewide and local workforce investment systems to include adult education activities. Revises member composition of: (1) state workforce investment boards to include state representatives responsible for implementing adult education, literacy, and workplace skills programs under the Adult Education and Family Literacy Act (AEFLA); and (2) youth councils established by local workforce investment boards to include representatives of adult education. Revises requirements for five-year state and local worker investment plans. Authorizes the use of funds for: (1) statewide and local youth activities to provide opportunities for career pathways for eligible youth as well as dual enrollment opportunities; and (2) training services for local adult and dislocated workers to include integration of adult education and training. Requires the Secretary to carry out specified employment and training demonstration and pilot projects. Amends the AEFLA to include among adult education and literacy services programs activities to assist adults with limited English proficiency through postsecondary education and training to improve their English and mathematical skills and to acquire an understanding of the American system of government and responsibilities of citizenship. Revises requirements for the allocation and reservation of AEFLA funds. Revises state distribution requirements with respect to grants and contracts to eligible providers of activities for adult education and literacy and corrections education of institutionalized individuals. Expands an eligible agency's use of funds for corrections education and education for other institutionalized individuals to include academic programs for: (1) integrated education and training; (2) career pathways; (3) dual enrollment; and (4) preparation for postsecondary education and training. Replaces the National Institute for Literacy with the National Institute for Adult Education, Literacy, and Workplace Skills (Institute). Requires national leadership activities to include activties to improve workplace skills programs nationwide. Requires the Secretary of Education to allocate grants to states for integrated English literacy and civics education programs. Requires the Secretary to award grants to assist states in developing a 21st century delivery system for adult education, literacy, and workplace skills services as well as adults in developing technology literacy. Requires the Institute to establish the National Adult Learning and Technology Resource Center. Requires the Secretary of Education to direct the Commissioner for Education Research of the National Center for Education Research to establish a national research and development center for adult education, literacy, and workplace skills. Amends the Internal Revenue Code to allow an employer educational assistance program credit for 50% of the qualified educational assistance expenses (up to $5,250) paid per taxable year on behalf of an employee.

Young Adults Financial Literacy Act - Authorizes the Secretary of the Treasury to make competitive grants to, and enter contracts with, eligible institutions to establish centers of excellence to support research, development and planning, implementation, and evaluation of effective programs in financial literacy education for young adults and families ages 15-24 years old. Defines "eligible institution" as any partnership consisting of an institution of higher education and any of the following: (1) one or more local educational agencies; (2) a nonprofit agency, organization, or association; (3) a community-based organization; or (4) a financial institution.

Health Access and Health Professions Supply Act of 2009 or HAHPSA 2009 - Establishes the National Health Care Workforce Commission to: (1) review current and projected health care workforce supply and demand; and (2) make recommendations to Congress and the Administration concerning national health care workforce priorities, goals, and policies. Requires the Secretary of Health and Human Services (HHS) to make matching grants to states for the operation of State Health Workforce Centers to improve the training, deployment, and retention of critical health professionals in underserved areas and for underserved populations. Revises provisions related to payments for direct graduate medical education costs and for the indirect costs of medical education, including to: (1) support the implementation of community-based training and innovative training models; and (2) require the Secretary to revise policies that constrain the Secretary's ability to respond to emergency situations and situations involving institutional and program closure. Amends title XVIII (Medicare) of the Social Security Act to provide coverage of geriatric assessments and chronic care management and coordination services. Amends the Public Health Service Act to require the Secretary to use excess amounts appropriated to address shortages of health professionals in rural, frontier, and urban underserved areas. Expands loan repayment programs and training programs for health professionals. Requires the Secretary to: (1) establish the National Health Service Corps Scholarship Program for Medical, Dental, Physician Assistant, Pharmacy, Behavioral and Mental Health, Public Health, and Nursing Students in the United States Public Health Sciences Track in Affiliated Schools; and (2) award grants to increase health professions training in high-needs specialties.

Health Equity and Accountability Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Agency for Healthcare Research and Quality, to establish the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Provides for health care workforce diversity activities, including the establishment of: (1) a national working group on workforce diversity; (2) an aggregated database on health professional students; and (3) the Advisory Committee on Health Professions Training for Diversity. Requires health-related programs of the Department of Health and Human Services (HHS) to collect data on race, ethnicity, primary language, and sexual orientation. Directs each federal health agency to implement a strategic plan to eliminate disparities on the basis of race, ethnicity, and primary language and improve the health and health care of minority populations. Prohibits discrimination under any health care service or research program or activity receiving federal financial assistance on the basis of sex, race, color, national origin, sexual orientation, gender identity, or disability status. Requires the establishment of: (1) an Office of Health Disparities within the Office of Civil Rights; (2) civil rights compliance offices in HHS agencies that administer health programs; and (3) an Office of Minority Health within specified agencies. Reestablishes the Indian Health Service within the Public Health Service of HHS to be administered by the Assistant Secretary of Indian Health. Directs the President to execute, administer, and enforce provisions to address environmental justice in minority and low-income populations. Health Empowerment Zone Act of 2009 - Provides for the establishment of health empowerment zones in communities that experience disproportionate disparities in health status and health care. Sets forth programs to reduce health disparities, including by: (1) expanding the Minority HIV/AIDS initiative; (2) establishing the Rural Health Quality Advisory Commission; and (3) revising eligibility requirements for federal assistance programs with respect to individuals lawfully present in the United States. Lung Cancer Mortality Reduction Act of 2009 - Requires the Secretary to implement the Lung Cancer Mortality Reduction Program to achieve a reduction of at least 25% in the mortality rate of lung cancer by 2015. Provides for research and other activities with respect to diabetes in minority populations.

Employment Non-Discrimination Act of 2009 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations; and (2) the relationship between the United States and members of the Armed Forces. Declares that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Provides for the construction of this Act regarding: (1) enforcement by employers of rules and policies; (2) sexual harassment; (3) certain shared facilities such as showers or dressing facilities; (4) construction of new or additional facilities; (5) dress and grooming standards; and (6) provision of employee benefits to married vs. unmarried couples. Declares that, in this Act, "married" refers to a legal union between one man and one woman. Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress, the Attorney General, and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings, subject to exception, against the United States and the states.

Cure and Understanding through Research for Alzheimer's Act of 2009 or La Cura Act of 2009 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to ensure sufficient resources for activities relating to Alzheimer's disease and Hispanic communities, including by: (1) increasing efforts in epidemiological work in Hispanic subgroups; (2) allocating resources to the National Institute on Aging Alzheimer's disease research centers and other academic centers involved in such research to increase participation of Hispanics and other underrepresented ethnic groups in research and clinical trials in sufficient numbers to draw valid conclusions; and (3) conducting social, behavioral, and health services research to understand the underlying reasons why Hispanic individuals delay diagnosis and underutilize services, to identify culturally and linguistically appropriate approaches to address such delays and underutilization, and to identify approaches for providing, and improving the quality of, culturally competent care. Requires the Director to expand and intensify NIH efforts to educate communities about the importance of research relating to Alzheimer's disease and to respond effectively to cultural concerns about participation in such research. Authorizes appropriations for a program of grants to states to carry out demonstration programs related to Alzheimer's disease. Requires the Secretary of Health and Human Services (HHS), acting through the Centers for Disease Control and Prevention (CDC), to conduct an aggressive, evidence-based education and outreach program to promote public awareness and risk reduction with respect to Alzheimer's disease, particularly to Hispanic populations.

Water System Adaptation Partnerships Act of 2009 - Directs the Administrator of the Environmental Protection Agency (EPA) to make grants to water systems to assist in planning, designing, constructing, implementing, or maintaining any program, strategy, or infrastructure improvement to: (1) conserve water or increase water use efficiency; (2) carry out water metering to measure water efficiency effectiveness of a water efficiency program; (3) preserve or improve water quality; (4) enhance water management by increasing source water preservation and protection, or natural or engineered green infrastructure, in the management, conveyance, or treatment of water, wastewater, or stormwater; (5) increase energy efficiency or the use and generation of renewable energy in the management, conveyance, or treatment of water, wastewater, or stormwater; (6) support the adoption and use of advanced water treatment, water supply management, or water demand management technologies or processes that maintain or increase water supply or improve water quality; (7) complete studies or assessments to project how climate change may impact the future operations and sustainability of the water system; or (8) carry out any other activity or project to address any ongoing or forecasted climate-related impact on the water quality or quantity of a region of the United States that increases the resiliency of a water system to the impacts of climate change. Sets forth grant application requirements. Requires the Administrator to conduct a competitive process to select and fund applications, giving priority to applications that: (1) are submitted by water systems that are at the greatest and most immediate risk of facing significant climate-related negative impacts; (2) will impact the largest numbers of water users; and (3) will provide the greatest benefit per dollar expended. Limits the federal share to 50% of the cost.

Health Care Professional Pipeline Act of 2009 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to make a grant to a qualified youth serving organization to establish and expand emergency preparedness pipelines consisting of: (1) health science curricula in secondary schools, institutions of higher education, and continuing education programs that prepare students for careers as future health care professionals; and (2) school-based emergency preparedness chapters to recruit and prepare students for public health emergencies. Defines a "qualified youth serving organization" as a nonprofit organization that prepares youth exclusively for career entry and advancement opportunities in the health professions, offers a national recognition and competitive events program in which students can demonstrate their knowledge and skills in responding to public health emergencies, and operates at least 2,500 chapters in at least 40 states. Requires the Secretary to make a grant each year to such an organization to conduct a national leadership conference that includes representatives of health science programs, emergency preparedness chapters, and the Medical Reserve Corps.

Encourages: (1) identification by schools, teachers, researchers, universities, and policymakers of mechanisms for teachers to receive cutting edge professional development so that they can provide sustainable learning experiences in computer science; (2) exposure of students to computer science concepts; and (3) opportunities for females and underrepresented minorities in computer science. Supports research in computer science to address what would motivate increased participation in such field.

Statutory Pay-As-You-Go Act of 2009 - Requires the Congressional Budget Office (CBO), as soon as practicable after Congress completes action on any Pay-As-You-Go (PAYGO) legislation, to provide an estimate of its budgetary effects to the Office of Management and Budget (OMB). Requires OMB to maintain and make publicly available a document containing a PAYGO ledger and, within seven days (excluding weekends and legal holidays) after the enactment of any PAYGO legislation, record on such ledger its estimate of the legislation's budgetary effects in each fiscal year, applying the look-back and averaging requirements of this Act. Exempts from the requirements of this Act any PAYGO legislation designated as an emergency requirement by the President and enacted by Congress. (Requires OMB to display the budgetary effects of such legislation as an addendum in the document containing the PAYGO ledger but not record the budgetary effects in it.) Requires OMB: (1) to make publicly available an annual PAYGO report and publish a notice of it in the Federal Register, including information on how it can be obtained; and (2) if such report shows a debit on the PAYGO ledger for the budget year, to prepare and the President to issue a sequestration order for submission to Congress. Prescribes requirements for calculating a sequestration for certain nonexempt and Medicare mandatory programs. Sets forth a special temporary rule to address the scoring of legislation affecting current policy for: (1) payments made under title XVIII (Medicare) of the Social Security Act for physician services; (2) the Estate and Gift Tax and the Alternative Minimum Tax (AMT) under the Internal Revenue Code; and (3) provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 or the Jobs and Growth Tax Relief and Reconciliation Act of 2003 that amended the Code extending middle-class tax cuts for individuals (or provisions in later statutes further amending such amendments). Makes such rule effective through December 31, 2010, or, in specified circumstances, until December 31, 2011. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to modify the assumptions used to calculate the baseline. Requires: (1) temporary mandatory funding and tax provisions related to major natural or man-made disasters to be assumed to expire on schedule, and discretionary funding for them to not be projected; and (2) the baseline to include a disaster allowance that is not designated as mandatory or discretionary and is not allocated to any congressional committee. Amends the Gramm-Rudman-Hollings Act to specify additional Social Security, veterans, Tier I Railroad Retirement benefits and other programs and activities exempt from a sequestration order as well as certain economic recovery programs.

Western Hemisphere Travel Initiative Improvement Act of 2009 - Directs the Secretary of State to adjudicate U.S. passport applications in an individualized, evidence-based manner. Requires the passport application adjudicatory process to be based on an assessment of individual circumstances and evidence. Prohibits an applicant's race, ethnicity, or ancestry from being taken into account in the passport application adjudicatory process. Requires: (1) an applicant to establish by a preponderance of the evidence that the applicant is a U.S. citizen or national; (2) the preponderance of the evidence standard to be applied in a uniform and consistent manner to all passport applications; and (3) any determination that an applicant has not met the burden of proving U.S. citizenship or nationality by a preponderance of the evidence to be made in writing, state the reasons for the determination, and be provided to the applicant in a timely manner. States that a birth certificate signed by a person authorized under state law to sign such a document, or a previously-issued U.S. passport, shall constitute prima facie evidence of U.S. citizenship or nationality and, absent individualized evidence that a birth did not take place in the United States, shall satisfy the preponderance of the evidence standard.

Intelligence Authorization Act for Fiscal Year 2010 - Authorizes appropriations for FY2010 for the conduct of intelligence and intelligence-related activities of the: (1) Office of the Director of National Intelligence; (2) Central Intelligence Agency (CIA); (3) Department of Defense (DOD); (4) Defense Intelligence Agency (DIA); (5) National Security Agency (NSA); (6) Departments of the Army, Navy, and Air Force; (7) Coast Guard; (8) Departments of State, the Treasury, Energy, and Justice; (9) Federal Bureau of Investigation (FBI); (10) Drug Enforcement Administration (DEA); (11) National Reconnaissance Office; (12) National Geospatial-Intelligence Agency; and (13) Department of Homeland Security. Specifies that the amounts authorized and the authorized personnel ceilings as of September 30, 2010, for such activities are those specified in the classified Schedule of Authorizations, which shall be made available to the congressional appropriations committees and the President. Allows the Director of National Intelligence, with the approval of the Director of the Office of Management and Budget, to authorize employment of civilian personnel in excess of the number authorized for FY2010 when necessary for the performance of important intelligence functions. Requires notification of the intelligence committees on the use of such authority. Authorizes appropriations for the Intelligence Community Management Account for FY2010, as well as for full-time personnel for elements within such Account. Authorizes appropriations for FY2010 for the Central Intelligence Agency Retirement and Disability Fund. Permits appropriations authorized by this Act for salary, pay, retirement, and other benefits for federal employees to be increased by such additional or supplemental amounts as necessary for increases in such compensation or benefits authorized by law. Prohibits the authorization of appropriations by this Act from being deemed to constitute authority to conduct any intelligence activity not otherwise authorized by the Constitution or laws of the United States.

Enhancing Science, Technology, Engineering, and Mathematics Education Act of 2009 - Requires the President to establish, in the Office of Science and Technology Policy, a Committee on Science, Technology, Engineering, and Mathematics Education (STEM education) within the National Science and Technology Council. Establishes an Office of Science, Technology, Engineering, and Mathematics Education in the Department of Education, to be administered by an Assistant Secretary. Requires the Assistant Secretary to conduct at least every five years an evaluation of the STEM education programs administered by the department. Requires the Secretary of Education to award a grant to establish a voluntary State Consortium on STEM Education and a grant to the National Science Digital Library to establish the STEM Education Resource Alliance.

Military Children’s School Investment Act - Amends the Impact Aid program (which compensates local educational agencies [LEAs] for the financial burden of federal activities affecting their areas) of the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to LEAs that: (1) were eligible for Impact Aid in the prior fiscal year due to federally-connected children; and (2) are experiencing an enrollment increase of at least 250 or 10% consisting of certain federally-connected children whose arrival is due to military base closures and realignments or global rebasing, force structure changes or reductions, or actions initiated by the Secretary of Defense. Requires such grants to be used: (1) to construct new schools or expand existing schools to accommodate the influx of students; (2) repair or upgrade academic facilities; or (3) lease, with the Secretary's approval, buildings or portions of buildings from a private entity for additional school space.

Authorizes the award of a single Congressional Gold Medal to collectively honor the American soldiers who were prisoners of war at Bataan/Corregidor/Luzon during World War II, in recognition of their personal sacrifice and service to their country. Provides for the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with those who fought in defense of Bataan/Corregidor/Luzon and the prisoners of war.

Mental Health in Schools Act of 2009 - Amends the Public Health Service Act to revise a community children and violence program to assist local communities and schools in applying a public health approach to mental health services, including by: (1) revising eligibility requirements for a grant, contract, or cooperative agreement; and (2) providing for comprehensive school mental health programs that are culturally and linguistically appropriate and age appropriate. Makes only a partnership between a local educational agency and at least one community program or agency that is involved in mental health eligible for such funding. Sets forth assurances required for eligibility, including that: (1) the local education agency will enter into a memorandum of understanding with relevant community-based entities that clearly states the responsibilities of each partner; (2) the program will include training of all school personnel, family members of children with mental health disorders, and concerned members of the community; and (3) the program will demonstrate the measures to be taken to sustain the program after funding terminates. Requires the Administrator of the Substance Abuse and Mental Health Services Administration to develop a process for evaluating grant program activities, including: (1) the development of guidelines for the submission of program data by recipients; and (2) the development of measures of outcomes to be applied by recipients in evaluating programs, to include student and family measures and local educational measures.

Puerto Rico Democracy Act of 2009 - Authorizes the government of Puerto Rico: (1) to conduct a plebiscite giving voters the option to vote to continue Puerto Rico's present political status or to have a different political status; (2) if a majority of ballots favor continuing the present status, to conduct additional such plebiscites every eight years; and (3) if a majority of ballots favor having a different status, to conduct a plebiscite on the options of becoming fully independent from the United States, forming with the United States a political association between sovereign nations that will not be subject to the Territorial Clause of the Constitution, or being admitted as a state of the Union. Prescribes the eligibility requirements for voting in the plebiscite. Requires the Puerto Rico State Elections Commission to certify plebiscite results to the President and Congress.

Veterans Communication Improvement Act - Directs the Secretary of Defense to modify the Certificate of Release or Discharge from Active Duty (DD Form 214) to permit a member of the Armed Forces, upon discharge or release from active duty, to include an e-mail address on the form.

Scleroderma Research and Awareness Act - Requires the Director of the National Institute of Arthritis and Musculoskeletal and Skin Diseases to expand, intensify, and coordinate the research and training activities with respect to scleroderma. Directs the Centers for Disease Control and Prevention (CDC) to carry out an educational campaign to increase public awareness of scleroderma.

Agricultural Job Opportunities, Benefits, and Security Act of 2009 or the AgJOBS Act of 2009 - Directs the Secretary of Homeland Security (DHS) to confer "blue card status" upon an alien who: (1) has performed agricultural employment in the United States for at least 863 hours or 150 work days during the 24-month period ending on December 31, 2008, or earned at least $7,500 from U.S. agricultural employment; (2) applied for such status during the 18-month application period beginning on the first day of the seventh month that begins after the date of enactment of this Act; (3) is otherwise admissible to the United States; and (4) has not been convicted of any felony or a misdemeanor, an element of which involves bodily injury, threat of serious bodily injury, or harm to property in excess of $500. Limits the number of blue cards that may be issued during the five-year period beginning on the date of the enactment of this Act. Directs the Secretary to adjust a blue card alien (and spouse and minor children) to permanent resident status if the alien has fulfilled specified periods of agricultural employment. Amends the Social Security Act to exempt blue card aliens from prosecution for social security-related identity or payment false statements if such conduct occurred prior to the granting of blue card status. Amends the Immigration and Nationality Act to revise H-2A visa (agricultural labor or temporary or seasonal services) provisions. Replaces the existing labor certification requirement with a labor attestation requirement containing: (1) a description of the nature and location of the job; (2) the job's expected beginning and ending dates; (3) the number of jobs; and (4) specified labor assurances respecting job opportunities covered by collective bargaining agreements and non-covered job opportunities.

Autism Treatment Acceleration Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to implement an Autism Care Center Program to provide grants and other assistance to improve the effectiveness and efficiency in providing comprehensive care to individuals diagnosed with autism spectrum disorders and their families. Directs the Secretary to award grants for: (1) services to enable adults with autism spectrum disorders to be as independent as possible; and (2) multimedia campaigns to increase public education and awareness and reduce stigma concerning such disorders. Establishes the Interdepartmental Autism Coordinating Committee to coordinate all federal efforts concerning autism spectrum disorders. Repeals provisions establishing the Interagency Autism Coordinating Committee to coordinate all efforts within the Department of Health and Human Services (HHS) concerning autism spectrum disorders. Requires the Secretary to establish: (1) the National Network for Autism Spectrum Disorders Research and Services to provide resources for, and facilitate communication between, autism spectrum disorder researchers and service providers; and (2) a National Data Repository for Autism Spectrum Disorders Research and Services to facilitate the development and rapid dissemination of research into best practices that improve care. Requires the Secretary to award national training initiative supplemental grants to address the unmet needs of individuals with autism spectrum disorders and their families. Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to require group health plans to provide coverage for the diagnosis and treatment of autism spectrum disorders. Applies such requirement to coverage offered in the individual market, under the Federal Employees Health Benefits Program, and under Department of Defense (DOD) health benefit plans.

Southwestern Transit Corridor Planning and Fuel Use Reduction Act - Directs the Secretary of Transportation to make a grant to: (1) the New Mexico Mid Region Council of Governments to study the feasibility of extending the New Mexico rail runner express commuter rail service south from Belen, New Mexico, to El Paso, Texas, or to intermediate points; and (2) the city of Las Cruces, New Mexico, and the city of El Paso, Texas, to study the feasibility for a public transit system, including the option of commuter rail, that would connect Las Cruces and El Paso.

Agent Orange Equity Act of 2009 - Includes as part of the Republic of Vietnam, for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam, such Republic's inland waterways, ports, and harbors, waters offshore, and airspace above. Includes as veterans eligible for such presumption those who: (1) served on Johnston Island during the period beginning on April 1, 1972, and ending on September 30, 1977; or (2) received the Vietnam Service Medal or the Vietnam Campaign Medal.

Safe Schools Improvement Act of 2009 - Amends the Safe and Drug-Free Schools and Communities Act to require: (1) states to use grants for safe and drug-free schools to collect and report information on the incidence of bullying and harassment; and (2) local educational agencies (LEAs) and schools to use subgrants to prevent and respond to incidents of bullying and harassment. Requires such LEAs or schools to: (1) notify parents and students annually of conduct prohibited in their school discipline policies, that now must include bullying and harassment; and (2) establish grievance procedures for students and parents to register complaints regarding such conduct. Includes bullying and harassment within the Act's definition of violence.
