National Right-to-Carry Reciprocity Act of 2011 - Amends the federal criminal code to authorize a person who is carrying a government-issued photographic identification document and a valid permit to carry a concealed firearm in one state, and who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, to carry a concealed handgun (other than a machinegun or destructive device) in another state in accordance with the restrictions of that state.

Provider Shield Act of 2011 - Declares that the development, recognition, or implementation of any guideline or other standard under specified Patient Protection and Affordable Care Act (PPACA) provisions related to health care quality shall not be construed to establish the standard of care or duty of care owed by a health care provider to a patient in any medical malpractice or medical product liability case. Repeals a PPACA provision requiring the Comptroller General to study whether the development, recognition, or implementation of any such guideline or other standard would result in the establishment of a new cause of action or claim.

No Social Security for Illegal Immigrants Act of 2011 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to exclude from creditable wages and self-employment income any wages earned for services by aliens performed in the United States, and self-employment income derived from a trade or business conducted in the United States, while the alien was not authorized to be so employed or to perform a function or service in such a trade or business.

Amends the Internal Revenue Code to exclude from the gross income of an employee: (1) shares of employer securities received in a qualified employee stock distribution as compensation for services that do not exceed the lowest number of employer securities received by any employee in such distribution; (2) any gain on such securities if held by an employee for not less than 10 years; and (3) in the case of any qualified disposition of an employer security that meets such 10-year holding requirement, any gain on so much stock acquired during the 60-day period beginning on the date of such disposition as does not exceed the fair market value of the employer security so disposed. Allows employers a tax deduction for the fair market value of securities transferred in a stock distribution. Requires an employee to recapture in gross income the amount of employer securities excluded from gross income if such securities are disposed of within five years after receipt.

Davis-Bacon Repeal Act - Repeals the Davis-Bacon Act (which requires that the locally prevailing wage rate be paid to various classes of laborers and mechanics working under federally-financed or federally-assisted contracts for construction, alteration, and repair of public buildings or public works). States that references in any law to a wage requirement of the Davis-Bacon Act after the enactment of this Act shall be null and void.

Government Neutrality in Contracting Act - Directs the head of any federal agency that awards or obligates funds for any construction contract, or that awards grants, provides financial assistance, or enters into cooperative agreements for construction projects, to ensure that bid specifications, project agreements, or other controlling documents do not: (1) require or prohibit a bidder, offeror, contractor, or subcontractor from entering into, or adhering to, agreements with a labor organization, with respect to that construction project or another related construction project; or (2) otherwise discriminate against or give preference to such a party because it did or did not become a signatory or otherwise adhere to such an agreement. Allows exemptions to avert an imminent threat to public health or safety or to serve national security. Allows additional exemptions for certain projects. Directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation to implement this Act with respect to the applicable federal contracts.

Repeals the provision of the Internal Revenue Code, added by the Health Care and Education Reconciliation Act of 2010, that imposes an excise tax on medical devices. Rescinds $39 billion of appropriated but unobligated discretionary funds. Exempts unobligated funds of the Department of Defense (DOD) or the Department of Veterans Affairs (VA). Requires the Director of the Office of Management and Budget (OMB) to determine and identify from which appropriation accounts such recissions shall apply and report to the Secretary of the Treasury and Congress on such recissions.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single Congressional Gold Medal to honor collectively the World War II members of the Civil Air Patrol (CAP) in recognition of their military service and exemplary record during World War II. Requires the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the CAP. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Huntington's Disease Parity Act of 2011 - Directs the Commissioner of Social Security, for purposes of determining cognitive, behavioral, and physical disability under titles II (Old Age, Survivors, and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act (SSA), to amend specified Listings of Impairments by providing medical and evaluation criteria for Huntington's Disease. Amends SSA title II to waive the 24-month waiting period for coverage under the Medicare program for individuals diagnosed with Huntington's Disease.

Nuclear Family Priority Act - Amends the Immigration and Nationality Act to replace existing family-sponsored immigrant categories with a single preference allocation for spouses and children of permanent resident aliens. Reduces the number of, and revises the calculation for, fiscal year family-sponsored immigrant entrants. Establishes a nonimmigrant visa category for an alien who is a parent of a U.S. citizen at least 21 years old.

Constitutional Amendment - Requires the election of an Alternate Representative along with a Representative, selected by him or her, as well as an Alternate Senator along with a Senator, selected by the latter. Provides that upon the death, resignation, expulsion, failure to qualify, or inability to discharge the appropriate powers and duties of a person elected as Representative or Senator, such duties and powers shall be discharged by his or her designated successor as Acting Representative or Acting Senator until the Representative-elect or Senator-elect qualifies or a new Representative or Senator is elected. Authorizes each chamber, in the absence of a quorum for three days or more, to declare all of its members who have not recorded their presence during such period to be unable to discharge the powers and duties of their offices. Requires such powers and duties, in that circumstance, to be discharged by the member's Alternate until such member records his or her presence.

States that the House of Representatives: (1) stands in solidarity with the people of Egypt in their democratic aspirations; (2) condemns the use of violence against unarmed protestors by the Egyptian security services and hired gangs of thugs, urges the release of any peaceful protestors who remain in custody, and calls for an end to the imposition of emergency or martial law; (3) deplores the targeted beatings and arrests of Egyptian and international journalists, as well as human rights and democracy advocates; (4) expresses its gratitude to the Egyptian army for its restraint and for remembering that its mission is to safeguard the Egyptian people; and (5) calls upon the government of Egypt and the political opposition to work together to transition Egypt to a credible democracy and a new era for the Egyptian people.

Broadcaster Freedom Act of 2011 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC) from having the authority to require broadcasters to present opposing viewpoints on controversial issues of public importance, commonly referred to as the Fairness Doctrine.

Currency Reform for Fair Trade Act - Amends the Tariff Act of 1930 to include as a "countervailable subsidy" requiring action under a countervailing duty or antidumping duty proceeding the benefit conferred on merchandise imported into the United States from foreign countries with fundamentally undervalued currency. Defines "benefit conferred," in cases where the currency of a foreign country is exchanged for foreign currency (i.e., U.S. dollars) obtained from export transactions, as the difference between: (1) the amount of currency provided by a foreign country in which the subject merchandise is produced; and (2) the amount of currency such country would have provided if the real effective exchange rate of its currency were not fundamentally undervalued. Declares that the fact that such a subsidy is also provided in circumstances not involving export shall not, for that reason alone, mean it cannot be considered export contingent and actionable under a countervailing duty and antidumping duty proceeding. Requires the administering authority to determine that the currency of a foreign country is fundamentally undervalued if for an 18-month period: (1) the government of the country engages in protracted, large-scale intervention in one or more foreign exchange markets; (2) the country's real effective exchange rate is undervalued by at least 5%; (3) the country has experienced significant and persistent global current account surpluses; and (4) the country's government has foreign asset reserves exceeding the amount necessary to repay all its debt obligations falling due within the coming 12 months, 20% percent of the country's money supply, and the value of the country's imports during the previous 4 months. Requires the use, for calculating a country's "real effective exchange rate undervaluation," of certain guidelines of the Consultative Group on Exchange Rate Issues of the International Monetary Fund (IMF) or, if those guidelines are not available, generally accepted economic and econometric techniques and methodologies. Requires the use, also, of inflation-adjusted, trade-weighted exchange rates. Applies the amendments made by this Act to goods from Canada and Mexico.

Patients' Freedom to Choose Act - Repeals provisions of the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010 that: (1) restrict payments from health savings accounts, medical savings accounts, and health flexible spending arrangements for medications to prescription drugs and insulin only; and (2) impose a $2,500 limitation on salary reduction contributions to a health flexible spending arrangement under a cafeteria plan.

Collectible Firearms Protection Act - Amends the Arms Export Control Act to allow the importation of certain firearms listed as curios or relics into the United States by a licensed importer without the requirement of an authorization from or payment to the Department of State or the Department of Defense (DOD) upon certification to the Attorney General that such firearms are lawfully possessed under the laws of the exporting country.

District of Columbia Voting Rights Restoration Act of 2011 - Restores the right of District of Columbia residents to participate as Maryland residents in congressional elections and presidential elections. Repeals provisions of: (1) the District of Columbia Delegate Act that establishes the office of District of Columbia Delegate to the House of Representatives; and (2) the District of Columbia Statehood Constitution Convention Initiative of 1979 that provides for electing a Senator and Representative for the District.

Belarus Democracy Reauthorization Act of 2011 - Amends the Belarus Democracy Act of 2004 to authorize assistance to promote democracy and civil society in Belarus. Includes Internet broadcasting within the scope of increased support and funding for U.S. government and surrogate broadcasting to Belarus. Expresses the sense of Congress that the President should continue to support radio, television, and Internet broadcasting to the people of Belarus in languages spoken in Belarus by Radio Free Europe/Radio Liberty, the Voice of America, European Radio for Belarus, and Belsat. Includes among the criteria that the government of Belarus must meet in order to end U.S. sanctions the release of individuals who were jailed based on political beliefs or human rights violations in connection with the repression that attended the December 2010 presidential election. Authorizes the denial of U.S. entry to members of the security or law enforcement services who have participated in the crackdown on opposition leaders, journalists, and peaceful protestors or in the persecution of religious groups or human rights defenders.

Help Efficient, Accessible, Low Cost, Timely Healthcare (HEALTH) Act of 2011 - Sets conditions for lawsuits arising from health care liability claims regarding health care goods or services or any medical product affecting interstate commerce. Sets a statute of limitations of three years after the date of manifestation of injury or one year after the claimant discovers the injury, with certain exceptions. Limits noneconomic damages to $250,000. Makes each party liable only for the amount of damages directly proportional to such party's percentage of responsibility. Allows the court to restrict the payment of attorney contingency fees. Limits the fees to a decreasing percentage based on the increasing value of the amount awarded. Allows the introduction of collateral source benefits and the amount paid to secure such benefits as evidence. Prohibits a provider of such benefits from recovering any amount from an award in a health care lawsuit involving injury or wrongful death. Authorizes the award of punitive damages only where: (1) it is proven by clear and convincing evidence that a person acted with malicious intent to injure the claimant or deliberately failed to avoid unnecessary injury the claimant was substantially certain to suffer; and (2) compensatory damages are awarded. Limits punitive damages to the greater of two times the amount of economic damages or $250,000. Denies punitive damages in the case of products approved, cleared, or licensed by the Food and Drug Administration (FDA), or otherwise considered in compliance with FDA standards. Provides for periodic payments of future damages.

Preserve Land Freedom For Americans Act of 2011 - Requires the President, prior to designating a national monument, to obtain a state's approval for a monument located on federal land within the state. Bars the Secretary of the Interior from implementing any restrictions on the public use of a national monument until the expiration of an appropriate review period providing for public input and state approval.

Amends the the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to require federal contractors and subcontractors to participate in the E-Verify Program. Directs the Secretary of Homeland Security (DHS) to ensure that the Program is applied to all of the contractor's or subcontractor's employees and not just to those performing the contract or subcontract.

Secure the Capitol Act - Prohibits an office of the legislative branch from entering into a contract for goods or services within the Capitol Complex with any contractor employing individuals unless the contractor: (1) elects to participate in the E-Verify Program; (2) is in compliance with the terms and conditions of such election; and (3) certifies that each of its subcontractors providing goods or services has elected to participate in, and is in compliance with, such election with respect to all of its employees as well as those providing goods or services under the subcontract.

Vietnam Human Rights Sanctions Act - Directs the President to: (1) impose financial and immigration/entry sanctions on listed nationals of Vietnam who are complicit in human rights abuses committed against nationals of Vietnam or their family members, regardless of whether such abuses occurred in Vietnam; and (2) submit to Congress a publicly available list of individuals determined to be complicit in such human rights abuses. Authorizes the President to waive sanctions to comply with international agreements. Terminates sanctions if the President certifies to Congress that the government of Vietnam has: (1) released all political prisoners; (2) ceased its practices of violence, detention, and abuse of citizens of Vietnam engaging in peaceful political activity; and (3) conducted a transparent investigation into the killings, arrest, and abuse of such political activists and prosecuted those responsible.

American Energy Independence and Price Reduction Act - Directs the Secretary of the Interior to implement a competitive leasing program for the exploration, development, and production of the oil and gas resources on the Coastal Plain of Alaska. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Deems any oil and gas leasing programs and activities authorized by this Act to be in compliance with ANWR purposes. Authorizes the Secretary to designate up to 45,000 acres of the Coastal Plain as a Special Area, after consultation with the state of Alaska, the city of Kaktovik, and the North Slope Borough. Permits directional drilling in the Special Area. Prescribes procedures governing Coastal Plain lease sales, as well as terms and conditions, including: (1) environmental protection; (2) federal and state distribution of revenues; (3) rights-of-way; and (4) local government impact aid and community service assistance. Sets forth: (1) a "no significant adverse effect" standard to govern Coastal Plain activities; and (2) guidelines for expedited judicial review of complaints. Establishes the ANWR Alternative Energy Trust Fund.

Health Care Choices for Seniors Act - Amends title II (Old Age, Survivor's and Disability Insurance) (OASDI) of the Social Security Act (SSA) to require the Secretary of Health and Human Services to establish a procedure under which an individual otherwise entitled to benefits under part A (Hospital Insurance) of SSA title XVIII (Medicare) may waive such entitlement and be automatically enrolled in the Medicare Alternative Voucher Program (MAV Program). Directs the Secretary to establish the MAV Program, under which a voucher may be used as a contribution into a health savings account and for the payment of enrollment premiums under a high deductible health plan. Amends the Internal Revenue Code to increase the amount of the itemized deduction for health savings accounts by the amount of the MAV that is contributed to an individual's health savings account. Suspends Medicare late enrollment penalties for an individual between ages 65 and 70.

Free Industry Act - Amends the Clean Air Act to: (1) exclude from the definition of the term "air pollutant" carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, or sulfur hexafluoride; and (2) declare that nothing in the Act shall be treated as authorizing or requiring the regulation of climate change or global warming.

Congressional Budget Accountability Act - Requires any amounts remaining of House Members' Representational Allowances after all payments are made for the year to be deposited in the Treasury and used for deficit reduction or, in fiscal years for which there is no federal budget deficit, to reduce the federal debt.

Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Encourages the Department of State to place Vietnam on the list of "Countries of Particular Concern" for particularly severe violations of religious freedom. Condemns the ongoing and egregious violations of religious freedom in Vietnam, including the detention of religious leaders and the long-term imprisonment of individuals engaged in peaceful advocacy. Calls on Vietnam to lift restrictions on religious freedom and implement necessary legal and political reforms to protect religious freedom.

National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations. Requires the budgetary effects of this Act to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act, provided that such statement has been submitted prior to the vote on passage.

Expresses the sense of the House of Representatives that: (1) the U.S. government should broaden the regional dialogue on Afghanistan, support constitutional reform, oppose the inclusion of the Taliban in the government of Afghanistan, and support the establishment of trained regional militias as well as a national army to fight the Taliban insurgency; and (2) the United States should abandon its support for the present failed centralized system of government in Afghanistan.

International Prevention of Child Marriage Act of 2010 - Directs the President, through the Secretary of State, to establish a multi-year strategy to prevent child marriage in developing countries and to promote the empowerment of girls at risk of child marriage. Amends the Foreign Assistance Act of 1961 to require that Department of State country reports on human rights practices include a description of the status of child marriage for countries with specified rates of child marriage. Defines "child marriage" as the marriage of a girl or boy not yet the minimum age for marriage stipulated in law in the country in which the girl or boy is a resident, or where there is no such law, under the age of 18.

Recognizes the deep ties between the United States and the Republic of the Philippines and the United States and the Republic of China (Taiwan) and expresses continued solidarity during this time of crisis. Expresses gratitude to the people of the United States who have supported the humanitarian aid agencies working to assist the people of Taiwan and the Philippines in this time of need.

Gold Medal of Remembrance for the Sons and Daughters of Our Fallen Act of 2010 - Directs that a medal, to be known as the Gold Medal of Remembrance, be presented to the child of a member of the Armed Forces who dies: (1) while serving on active duty in support of Operations Enduring Freedom, Iraqi Freedom, or New Dawn; or (2) as a result of wounds, injuries, or illness incurred during such service. Expresses the sense of Congress that such Medal should be presented by military commanders in ceremonies recognizing the support and sacrifice of children of members of the Armed Forces. Makes the Medal presentation requirement applicable retroactively with respect to covered deaths of members occurring after September 11, 2001.

No Health Care Subsidies for Illegal Aliens Act of 2010 - Amends the Patient Protection and Affordable Care Act, with respect to procedures for determining eligibility for participation in a state health care insurance exchange (Exchange), to: (1) require an applicant for enrollment in a qualified health plan (enrollee) to appear in person at an Exchange and submit a sworn statement, under penalty of perjury, that the enrollee is a citizen or national of the United States or an eligible alien; (2) require enrollees to provide satisfactory documentary evidence of citizenship or nationality or satisfactory immigration status; (3) require Exchanges to verify citizenship or immigration status of enrollees based on satisfactory documentary evidence and (4) eliminate the authority of the Secretary of Health and Human Services (HHS) to modify the methods used by Exchanges to verify enrollee eligibility.

Expresses the sense of the House of Representatives that the U.S. government should: (1) denounce violence and human rights violations committed against vulnerable religious communities in Iraq; (2) assist Iraq in developing and implementing a comprehensive plan to secure places of worship and religious congregation and increase the representation of such religious communities in the Iraqi government and security forces, and in the economic, social, and political aspects of its society; (3) assist in funding, training, and deploying police units; (4) urge Iraq to investigate and prosecute allegations of such human rights violations; and (5) continue processing Iraqi refugees for resettlement to the United States taking into account the ongoing targeted violence and the Refugee Crisis in Iraq Act of 2007.
