Medicare Beneficiary Preservation of Choice Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Patient Protection and Affordable Care Act, to repeal the allowance for disenrollment, between January 1 and March 15 of each year, only from an MedicareAdvantage plan to elect enrollment in the original Medicare fee-for-service program. Restores the option under previous law to elect to change from a MedicareAdvantage to the original Medicare fee-for-service plan, or from the original Medicare fee-for-service to a MedicareAdvantage plan, once a year during the first three months.

War Powers Reform Act of 2011 - Amends the War Powers Resolution to repeal an existing framework under which the President is required to terminate, within 60 days, subject to a possible 30-day extension, any use of Armed Forces with respect to which the President has submitted (or is required to submit) a report concerning the introduction of Armed Forces into hostilities in the absence of a declaration of war, unless: (1) Congress declares war or enacts specific authorization, (2) extends the 60-day period, or (3) is physically unable to meet as a result of an armed attack upon the United States. Strikes provisions concerning congressional action to remove Armed Forces engaged in hostilities without a declaration of war or specific statutory authorization. Replaces such framework with a process that prohibits funds available for the Armed Forces from being obligated or expended for introducing the Armed Forces into hostilities, or into situations where imminent involvement in hostilities is clearly indicated, in the absence of: (1) a declaration of war; (2) specific statutory authorization or obligation under a treaty; or (3) a national emergency created by an attack or imminent threat of attack upon the United States, its territories or possessions, or the Armed Forces. Provides that such prohibition shall not be construed to prohibit the use of such funds to provide for the defense of Israel created by an attack upon Israel.

Hunting, Fishing, and Recreational Shooting Protection Act - Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "chemical substance" for purposes of such Act: (1) any component of any pistol, revolver, firearm, shell, or cartridge the sale of which is subject to federal excise tax, including shot, bullets and other projectiles, propellants, and primers; and (2) any sport fishing equipment the sale of which is subject to federal excise tax and sport fishing equipment components.

Guarantee Paychecks for America's Military Families Act - Prioritizes, in the event that the public debt of the U.S. government reaches the statutory limit, the following obligations over all other obligations: (1) the Secretary of the Treasury to pay with legal tender the principal and interest on debt held by the public; (2) the Secretary of Defense (DOD) and the Secretary of Homeland Security (DHS) to pay members of the Armed Forces the earned pay, allowances, and other compensation paid from military personnel accounts; and (3) the Secretary of Defense and the Secretary of Homeland Security to carry out a contingency operation (as defined in existing provisions of federal military law), including the pay earned by civilian employees of the DOD and the Coast Guard serving in a combat zone (as defined in existing provisions of the Internal Revenue Code of 1986). Appropriates to the Secretary of Defense and the Secretary of Homeland Security, for any period of lapsed appropriations, such amounts as may be necessary to allow such Secretaries to provide, during the period of lapsed appropriations and without interruption: (1) pay and allowances to members of Armed Forces, including reserve components thereof, who perform active service during the period of lapsed appropriations; and (2) pay to civilian employees of the DOD and the Coast Guard serving in a combat zone. Defines "period of lapsed appropriations" as any period during which appropriations are not available due to the absence of the timely enactment of any Act or joint resolution (whether a general appropriations Act or an Act or joint resolution making continuing appropriations) appropriating funds for the payment of the pay and allowances of members of the Armed Forces or civilian employees of the DOD and Coast Guard.

Calls for: (1) the immediate extradition or rendering to the United States of convicted felon William Morales and all other fugitives who are receiving safe harbor in Cuba to escape prosecution or confinement for criminal offenses committed in the United States, and (2) the Secretary of State and the Attorney General to continue to press for the immediate extradition or rendering of all fugitives from U.S. justice. Urges the international community to continue to press for the immediate extradition or rendering of all fugitives from justice who are receiving safe harbor in Cuba.

Expresses the sense of Congress that: (1) grave concerns exist concerning the ballistic missile deployment by the People's Republic of China (PRC) directed toward Taiwan which threatens security and stability in the Taiwan Strait, (2) the President should seek a renunciation from the PRC of any threat or use of force against Taiwan and the region, (3) Taiwan's future should be determined peacefully by its people and free from PRC coercion, and (4) the President should move forward with the sale to Taiwan of new and upgraded F-16s.

Freedom from Government Competition Act of 2011 - Requires each executive or military department or independent establishment to obtain all goods and services necessary for or beneficial to the accomplishment of its authorized functions by procurement from private sources, except if: (1) such goods or services are required by law to be produced or performed by such agency; or (2) the head of the agency determines and certifies that federal production or performance is necessary for the national defense or homeland security, that a good or service is so inherently governmental in nature that it is in the public interest to require production or performance by government employees, or that there is no private source capable of providing the good or service. Requires such private sector provision of goods and services to be performed through: (1) the divestiture of federal involvement, (2) the award of a contract using competitive procedures, or (3) conducting a public-private competitive sourcing analysis in accordance with Office of Management and Budget (OMB) procedures and determining that using the private sector is in the best interest of the United States and provides the best value to the taxpayer. Authorizes an agency head to utilize federal employees to provide goods or services previously provided by a private sector entity upon completion of a public-private competitive sourcing analysis and after determining that provision by federal employees provides the best value. Requires the Director to carry out a study, in conjunction with the Comptroller General, to evaluate the activities carried out in each agency.

Expresses the sense of Congress that now that evidence is available that nullifies the most controversial aspects of the United Nations Fact Finding Mission on the Gaza Conflict (the Goldstone Report) the United Nations (U.N.) should formally retract the Report. Directs the Secretary of State to withhold U.S. contributions to the regularly assessed U.N. biennial budget until the U.N. formally retracts the Report. Defines "formally retracts" as a U.N.-adopted resolution stating that insufficient information relating to the Report's subject matter was available before its release and that the Report is annulled.

Requires the probationary period before an appointment in the competitive civil service or an initial appointment as a supervisor or manager becomes final to be at least two years. Applies the same probationary period to a new position to which an employee is transferred, promoted, demoted, reassigned, or otherwise appointed. Requires the head of each agency to ensure that: (1) announcements of vacant positions and offers of appointment clearly state the terms and conditions of the probationary period; (2) individuals who are required to complete probationary periods receive timely notice of performance requirements; and (3) certification of successful completion of a probationary period is made. Revises the definition of "employee" for purposes of adverse action provisions to mean: (1) an individual who has completed not less than two years (currently, one year) of competitive federal service, or (2) a preference eligible or individual in the excepted service who has completed not less that two years of current continuous service in the same or similar positions in an executive agency. Applies this Act to any individual whose period of continuous service commences on or after 180 days after this Act's enactment.

Private Property Rights Protection Act of 2011 - Prohibits a state or political subdivision from exercising its power of eminent domain, or allowing the exercise of such power by delegation, over property to be used for economic development or over property that is used for economic development within seven years after that exercise, if the state or political subdivision receives federal economic development funds during any fiscal year in which the property is so used or intended to be used. Prohibits the federal government from exercising its power of eminent domain for economic development. Establishes a private cause of action for any private property owner or tenant who suffers injury as a result of a violation of this Act. Prohibits state immunity in federal or state court. Sets the statute of limitations at seven years. Requires the Attorney General (DOJ) to bring an action to enforce this Act in certain circumstances, but prohibits an action brought later than seven years following the conclusion of any condemnation proceedings. Requires the Attorney General to disseminate information on: (1) the rights of property owners and tenants under this Act, and (2) the federal laws under which federal economic development funds are distributed. Prohibits a state or political subdivision from exercising its power of eminent domain over property of a religious or other nonprofit organization because of the organization's nonprofit or tax-exempt status or any related quality if that state or political subdivision receives federal economic development funds during any fiscal year. Prohibits the federal government from exercising its power of eminent domain over property of a religious or other nonprofit organization because of the organization's nonprofit or tax-exempt status or any related quality.

Small Business Lending Enhancement Act of 2011 - Amends the Federal Credit Union Act to prohibit an insured credit union from making any member business loan that would result in the total amount of such loans outstanding at that credit union at any one time exceeding either: (1) 1.75 times the actual net worth of the credit union, or (2) 12.25% of the total assets of the credit union. Authorizes the National Credit Union Administration Board to approve an application by an insured credit union to make one or more member business loans that would result in a total amount of such loans outstanding at any one time of up to 27.5 % of the total assets of the credit union, if the credit union meets specified safety and soundness criteria. Prohibits an insured credit union that has made such a member business loan but that is not well capitalized from making any new member business loans until it becomes well capitalized and obtains Board approval. Directs the Board to develop a tiered approval process, including lending standards, under which an insured credit union gradually increases the amount of member business lending in a manner that is consistent with safe and sound operations. Directs the Comptroller General to study the status of member business lending by insured credit unions.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess of outlays over receipts. Prohibits total outlays for any fiscal year from exceeding 18% of the gross domestic product (GDP) for the preceding calendar year unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess over such 18%. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill from becoming law that imposes a new tax or increases the statutory rate of any tax or the aggregate amount of revenue, unless approved by a two-thirds roll call vote of each chamber. Requires a three-fifths roll call vote of each chamber to increase the federal debt limit. Authorizes waivers of these requirements: (1) when a declaration of war is in effect against a nation-state and Congress, by a majority roll call vote of each chamber, authorizes a specific excess; or (2) under other specified circumstances involving military conflict, if Congress, by a three-fifths roll call vote of each chamber, authorizes such waiver. Prohibits a federal or state court from ordering any increase in revenue to enforce this article.

Recycling Coal Combustion Residuals Accessibility Act of 2011 or the RCCRA Act of 2011 - Amends the Solid Waste Disposal Act to exempt fly ash waste, bottom ash waste, slag waste, and flue gas emission control waste generated primarily from the combustion of coal or other fossil fuels from regulation as hazardous waste under such Act.

Capital Access for Main Street Act of 2011 - Authorizes an insured depository institution with assets of less than $10 billion, for purposes of capital calculation under the Financial Institutions Examination Council's Consolidated Reports of Condition and Income, to choose to amortize any loss or write-down, on a quarterly straight-line basis over a seven-year period, which it has incurred with respect to: (1) a loan secured by commercial real estate, or (2) other real estate owned.

End Unnecessary Costs Caused by Report Mailing Act of 2011 - Amends the Safe Drinking Water Act to give public water systems for which there were no violations of the maximum contaminant level for any regulated contaminant during the year the option to: (1) mail the annual report on the level of contaminants in the drinking water purveyed by that system to each customer (required under current law); or (2) make such report available on the system's website and, upon request, by mail. Requires such report to include for any regulated contaminant in such water system for which there has been a violation: (1) a description in plain language of the specific contaminant measurements, the possible effects on health and welfare, and the actions being taken to correct the violation; and (2) the date by which compliance will be attained.

Repeals provisions of the Patient Protection and Affordable Care Act (PPACA) and the Health Care and Education Reconciliation Act of 2010 related to: (1) the disproportionate share hospital (DSH) allotment for Tennessee and Hawaii; (2) an adjustment to the federal medical assistance percentage (FMAP) for qualifying disaster-recovery states; (3) the establishment of a floor on the area wage index for a frontier state for purposes of a geographic adjustment to Medicare payments to hospitals for inpatient services; (4) the eligibility for Medicare coverage of certain individuals exposed to environmental health hazards; and (5) the appropriation of funds for debt service on, or direct construction or renovation of, a health care facility that provides research, inpatient, tertiary care, or outpatient clinical service. Amends PPACA to eliminate revisions to the formula for determining the wage index applicable to Section 508 hospitals. (Section 508 of the Medicare Modernization Act of 2003 allows the temporary reclassification of a hospital with a low Medicare area wage index to a nearby location with a higher index so that the hospital will receive the higher Medicare reimbursement rate.) Makes this Act effective as if it were included in PPACA or, if applicable, the Health Care and Education Reconciliation Act of 2010.

Amends the Internal Revenue Code to exempt a qualified emergency medical device from the excise tax on medical devices. Defines "qualified emergency medical device" as a medical device furnished by first responders or ambulance services in providing out-of-hospital or pre-hospital care, or transport to a medical care facility, for individuals with illnesses, injuries, or other medical emergencies or in need of medical transport, extrication, or evacuation.

Ensuring Pay for Our Military Act of 2011 - Requires the Secretary of the Treasury, during a federal funding gap impacting the Armed Forces, to transfer to the Secretary of Defense (DOD), and the Secretary of Homeland Security (DHS) in the case of the Coast Guard, amounts necessary to continue to provide pay and allowances to members of the Armed Forces, including the reserves, who perform active service during the funding gap. Prohibits any such transfer after December 31, 2011.

Military Health Care Affordability Act - Expresses the sense of Congress that: (1) so long as the United States sends men and women into battle, the United States will be faithful to care for them upon their return; (2) as the veteran answered the call of duty, so too, is the United States duty-bound to answer the call of the veteran; and (3) the Department of Defense (DOD) and the Department of Veterans Affairs (VA) have the tools and ingenuity to provide continued excellent health care without increasing TRICARE payments from the veteran before fiscal year 2014. Extends through FY2013 (under current law, through FY2011) the prohibition on increases in certain health care costs and restrictions on health benefit adjustments for members of the Armed Forces, retirees, and their dependents, including charges and premiums under TRICARE (a DOD managed care program) and cost-sharing requirements under the DOD pharmacy benefits program.

World War II Merchant Mariner Service Act - Directs the Secretary of Homeland Security (DHS) to consider certain methods for verifying that an individual performed honorable service as a member of the merchant marine during the period beginning on December 7, 1941, and ending on December 31, 1946, for purposes of eligibility for veterans' benefits under the GI Bill Improvement Act of 1977. Requires such methods to include Social Security Administration (SSA) records and validated testimony in the case of the absence of Coast Guard shipping or discharge forms, ship logbooks, or other official employment records. Requires the Secretary to recognize masters of seagoing vessels or other command officers who were authorized to document an individual for purposes of hiring for the merchant marine or discharge therefrom, when determining whether to recognize service allegedly performed during such period.

Healthcare Fiscal Accountability Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to convert specified funding under such Act from a direct appropriation to an authorization of appropriations or from a transfer to an authorization of such transfer, including funding for: (1) the establishment of a temporary high-risk pool for uninsured individuals with preexisting conditions, (2) the establishment of a temporary reinsurance program for early retirees, (3) health insurance exchanges, and (4) the Prevention and Public Health Fund. Rescinds or restores the unobligated balances of funds available pursuant to such direct appropriations or transfers, respectively. Repeals provisions of PPACA, as if such provisions had not been enacted, that appropriate funds to the Children's Health Insurance Program (CHIP, formerly known as SCHIP) for allotments to states, the Child Enrollment Contingency Fund, and outreach and enrollment grants. Repeals provisions of PPACA appropriating funds, except with respect to FY2010 or FY2011, for: (1) allotments to states for abstinence education, (2) special projects of regional and national significance for the development and support of family-to-family health information centers for families of children with disabilities or special health care needs, and (3) the National Clearinghouse for Long-Term Care Information. Rescinds the unobligated portion of funds available pursuant to such provisions for FY2010-FY2011.

Government Shutdown Prevention Act of 2011 - Enacts into law the provisions of H.R. 1 (Full-Year Continuing Appropriations Act, 2011), as passed by the House on February 19, 2011, if the House has not received a message from the Senate before April 6, 2011, stating that it has passed a measure providing for the appropriations for the federal departments and agencies for the remainder of FY2011. Prohibits the Secretary of the Senate and the Chief Administrative Officer of the House, respectively, from disbursing to each Member or Delegate the amount of his or her salary for each day that: (1) there is more than a 24-hour lapse in appropriations for any federal agency or department for failure to enact a regular appropriations bill or continuing resolution, or (2) the federal government is unable to make payments or meet obligations because the public debt limit has been reached. Imposes the same restrictions on the President with respect to receiving a disbursement of basic pay during such period.

Death Tax Repeal Permanency Act of 2011 - Amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and a $5 million lifetime gift tax exemption.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding receipts for that fiscal year (except those derived from borrowing). Prohibits outlays from exceeding 18% of the gross domestic product (GDP) for the calendar year ending before the beginning of such fiscal year. Authorizes Congress to provide for suspension of the imposed limitations for any fiscal year for which two-thirds of each chamber shall provide, by a roll call vote, for a specific excess of outlays over receipts or over 18% of such GDP for such calendar year. Prohibits any bill to levy a new tax or increase the rate of any tax from becoming law unless approved by a two-thirds roll call vote of each chamber. Requires a two-thirds roll call vote of each chamber to increase the public debt limit. Grants Members of Congress standing and a cause of action to seek judicial enforcement of this article when authorized to do so by a petition signed by one-third of the Members of either chamber. Prohibits a federal or state court from ordering any increase in revenue to enforce this article. Authorizes Congress to waive these provisions when a declaration of war is in effect.

Regulation Moratorium Act of 2011 - Prohibits any federal department or agency from putting into force any rule until January 31, 2013, except a rule which involves U.S. military or foreign affairs functions or matters relating to agency management or personnel or to public property, loans, grants, benefits, or contracts or for which notice of proposed rulemaking is not otherwise required.

Student Visa Security Improvement Act - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security (DHS) to: (1) require DHS employees to review the applications, conduct in-person interviews where appropriate, and conduct on-site reviews of applications and supporting documentation with respect to student and exchange program visa applicants prior to final visa adjudication, with emphasis on determining whether an applicant is inadmissible for terrorist-related activities; (2) require an institution or exchange visitor program participating in the Student and Exchange Visitor Program to ensure that each covered student or exchange visitor is an active program participant, is observed, and is reported to DHS if he or she transfers institutions or academic majors; (3) provide Student and Exchange Visitor Information System (SEVIS) access to appropriate employees of a SEVIS program sponsor under specified circumstances; and (4) require a SEVIS upgrade to add data fields that include verification that students are meeting minimum academic standards.

Reversing President Obama's Offshore Moratorium Act - Amends the Outer Continental Shelf Lands Act to direct the Secretary of the Interior to make available for leasing and to conduct lease sales including: (1) at least 50% of the available unleased acreage within each outer Continental Shelf (OCS) planning area considered to have the largest undiscovered, technically recoverable oil and gas resources (on a total btu basis) based upon the most recent national geologic assessment of the OCS, with an emphasis on offering the most geologically prospective parts of the planning area; and (2) any state subdivision of an OCS planning area that the governor of such state requests be made available for leasing. Directs the Secretary, in the 2012-2017 5-year oil and gas leasing program, to make available for leasing OCS planning areas that are estimated to contain more than 2.5 billion barrels of oil or more than 7.5 trillion cubic feet of natural gas. Directs the Secretary, in developing a 5-year oil and gas leasing program, to determine a domestic strategic production goal for the development of oil and natural gas. Makes the production goal for the 2012-2017 5-year oil and gas leasing program an increase by 2027 in daily production of at least 3 million barrels of oil and 10 billion cubic feet of natural gas. Directs the Secretary to issue regulations providing for: (1) issuance of seismic surveying cost credits for the provision of data from seismic surveying of the OCS; and (2) use of such credits for payment of bonus bids owed for oil and gas lease sales in the planning area where the seismic survey was conducted.

Putting the Gulf of Mexico Back to Work Act - Amends the Outer Continental Shelf Lands Act to direct the Secretary of the Interior (who currently is only authorized) to require that any lessee operating under an approved exploration plan obtain: (1) a permit before drilling any well in accordance with such plan, and (2) a new permit before drilling any well of a design significantly different from the design for which an existing permit was issued. Prohibits the Secretary from issuing a permit without ensuring that the proposed drilling operations meet all: (1) critical safety system requirements including blowout prevention, and (2) oil spill response and containment requirements. Requires the Secretary to decide whether to issue a permit within 30 days after receiving an application. Allows up to two 15-day extensions of such deadline. Prescribes implementation procedures. Imposes a deadline for certain permit applications under existing leases. Establishes any district court within the 5th circuit as the exclusive venue for certain civil actions relating to covered energy projects in the Gulf of Mexico unless there is no proper venue within any 5th circuit court. Defines a covered action as one seeking relief (other than money damages) and stating a claim that an agency or an agency officer or employee acted or failed to act in an official capacity or under color of legal authority regarding such a project. Sets forth a time limitation governing: (1) filing a covered civil action, (2) judicial granting or approval of prospective relief, and (3) attorneys’ fees and other court costs. Specifies limitations upon: (1) prospective relief; and (2) attorneys' fees, expenses, and other court costs.

Restarting American Offshore Leasing Now Act - Directs the Secretary of the Interior to conduct specified proposed offshore oil and gas lease sales as follows: (1) lease sale 216 in the Central Gulf of Mexico within four months after enactment of this Act; (2) lease sale 218 in the Western Gulf of Mexico within eight months after enactment of this Act; (3) lease sale 220 on the Outer Continental Shelf offshore Virginia within one year after enactment of this Act; and (4) lease sale 222 in the Central Gulf of Mexico no later than June 1, 2012. Prohibits the Secretary from making any Offshore Virginia tract available for leasing if it would conflict with military operations. Declares that, for purposes of such proposed lease sales, specified Environmental Impact Statements are deemed to satisfy the requirements of the National Environmental Policy Act of 1969.

Fiscal Responsibility and Retirement Security Act of 2011 - Repeals provisions of the Public Health Service Act enacted under the Patient Protection and Affordable Care Act (entitled the Community Living Assistance Services and Supports Act or the CLASS Act) which establish a national, voluntary insurance program for purchasing community living assistance services and supports in order to provide individuals with functional limitations with tools that will allow them to maintain their personal and financial independence and live in the community. Amends the Deficit Reduction Act of 2005 to repeal provisions providing appropriations for the National Clearinghouse for Long-Term Care Information through FY2015.

Stop Trading on Congressional Knowledge Act - Amends the Securities Exchange Act of 1934 and the Commodity Exchange Act to direct both the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) to prohibit purchase or sale of either securities, security-based swaps, or commodities for future delivery or swap by a person in possession of material nonpublic information regarding pending or prospective legislative action if the information was obtained: (1) knowingly from a Member or employee of Congress, (2) by reason of being a Member or employee of Congress, or (3) from other federal employees and derived from their federal employment. Amends the Code of Official Conduct of the Rules of the House of Representatives to prohibit any Member, officer, or employee of the House from disclosing material nonpublic information relating to any pending or prospective legislative action relating to any publicly-traded company or to any commodity if such person has reason to believe that the information will be used to buy or sell the securities of that publicly traded company or that commodity for future delivery based on such information. Directs both the Committee on Agriculture and the Committee on Financial Services of the House of Representatives to hold hearings on the implementation by the CFTC and the SEC of such financial transaction prohibitions. Amends the Ethics in Government Act of 1978 to require formal disclosure of certain securities and commodities futures transactions to either the Clerk of the House of Representatives or the Secretary of the Senate. Amends the Lobbying Disclosure Act of 1995 to subject to its registration, reporting, and disclosure requirements, as well as requirements for identification of clients and covered legislative and executive officials, all political intelligence activities, contacts, firms, and consultants. Requires the Comptroller General to include political intelligence activities, contacts, firms, and consultants in its annual compliance audits and reports.

Veterans Equal Treatment for Service Dogs Act or VETS Dogs Act - Prohibits the Secretary of Veterans Affairs (VA) from prohibiting the use of service dogs in or on any VA facility or property or any facility or property that receives VA funding.

Holocaust Rail Justice Act - Grants U.S. district courts original jurisdiction over any civil action for damages for personal injury or death that: (1) arose from the deportation of persons to Nazi concentration camps between January 1, 1942, and December 31, 1944; and (2) is brought by or on behalf of such person against a railroad that owned or operated the trains on which the persons were deported and that was organized as a separate legal entity. Declares that: (1) no law limiting the jurisdiction of the U.S. courts shall preclude any such action; and (2) no such action shall be barred because a statute of limitations has expired. Makes this Act applicable to any action pending on or commenced after January 1, 2002. Directs the Secretary of State to report to Congress on the extent to which the public has access to records, including archived information, with respect to the deportation of such persons to Nazi concentration camps on such trains.

No Stolen Trademarks Honored in America Act - Amends the Department of Commerce and Related Agencies Appropriations Act, 1999 to prohibit U.S. courts from recognizing, enforcing, or otherwise validating any assertion of rights by an individual (under current law, by a designated Cuban national) of a mark, trade name, or commercial name that was used in connection with a business or assets that were confiscated by the Cuban government unless the original owner of such mark or name, or such owner's bona fide successor, has expressly consented. Applies such prohibition only if the individual asserting the rights knew or had reason to know at the time of acquiring the rights asserted that the mark or name was the same or substantially similar to the mark or name used in connection with the business or assets that were confiscated.

Community Alcohol Regulatory Effectiveness Act of 2011 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress to recognize and reaffirm that alcohol is different from other consumer products and that it should continue to be regulated by the states, and (2) prohibit states or territories from discriminating against out-of-state producers of alcoholic beverages in favor of in-state or in-territory producers unless such states or territories can demonstrate that that such discrimination advances a legitimate local purpose that cannot be adequately served by reasonable nondiscriminatory alternatives. Amends the Wilson Act to eliminate the requirement that a state or territory regulate all fermented, distilled, or other intoxicating liquors or liquids transported into such jurisdiction to the same extent and in the same manner as such liquors or liquids produced in such jurisdiction.

Ensuring the Collection of Critical Intelligence Act of 2011 - Requires the Attorney General, Deputy Attorney General, or the Assistant Attorney General for the Criminal Division of the Department of Justice (DOJ) to consult with the Director of National Intelligence and the Secretary of Defense (DOD) before allowing any DOJ officer or employee to institute a prosecution of an alien in a United States District Court for a terrorist offense or to interrogate any such alien in a criminal investigation or prosecution of a terrorist offense.

GSE Bailout Elimination and Taxpayer Protection Act - Sets a deadline for the Director of the Federal Housing Finance Agency (FHFA) to terminate the conservatorship of either the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac) if the Director determines that it is financially viable. (Refers to both Fannie Mae and Freddie Mac as enterprises [government-sponsored enterprises, or GSEs].) Requires the Director to appoint the FHFA immediately as receiver of either enterprise if it is found not to be financially viable. Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (FHEFSSA) to repeal: (1) its housing goals, and (2) the housing trust fund. Amends the Housing and Community Development Act of 1992 to restrict the authority of an enterprise to acquire mortgage assets following its emergence from conservatorship. Repeals certain temporary, general, and permanent high-cost area increases to conforming loan limits. Establishes new conforming loan limits. Amends FHEFSSA to require the Director to require each enterprise to charge a guarantee fee, in connection with any mortrgage guaranteed after a specified three-year period, in an amount equivalent to that which the enterprise would charge if it were held to the same capital standards as private banks or financial institutions. Amends the Federal National Mortgage Association Charter Act (FNMACA) and the Federal Home Loan Mortgage Corporation Act (FHLMCA) to prohibit reduction in the rate of dividends paid on each enterprise's Variable Liquidation Preference Senior Preferred Stock. Amends FHEFSSA to require the Director to establish minimum levels of capital for the enterprises, including levels in excess of such minimums as necessary or appropriate in light of an enterprise's particular circumstances. Authorizes the Director to deem failure of an enterprise to maintain revised minimum capital levels to constitute an unsafe and unsound condition. Amends FNMACA and FHLMCA to: (1) prohibit the enterprises from purchasing mortgages if the mortgagor has paid less than the specified minimum downpayment; and (2) require the enterprises to pay state and local taxes. Repeals the exemption of mortgage-backed securities and subordinate obligations of Fannie Mae, as well as mortgage-backed securities of Freddie Mac, from regulation by the Securities and Exchange Commission (SEC), thus subjecting such securities and obligations to SEC regulation. Prescribes a deadline and procedures for the wind down of operations and dissolution of an enterprise three years after enactment of this Act.

Welfare Reform Act of 2011 - Welfare Reform Restoration Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to revise the TANF program by: (1) eliminating the temporary modification of the caseload reduction credit, and (2) reducing funding of state family assistance grants. Amends the Food and Nutrition Act of 2008 to: (1) restore its former name, the Food Stamp Act of 1977, and restore its text as if the Food, Conservation, and Energy Act of 2008 had not been enacted; (2) rename supplemental nutrition assistance program benefits as the food stamp program; (3) revise work requirements for the food stamp program; and (4) require able-bodied work eligible adult members of a family unit to participate in a work activation program during a full month of participation in the food stamp program, fulfilling specified levels of work activity during that month. (Work activation means, not employment, but supervised job search, community service activities, education and job training, workfare, or drug and alcohol treatment.) Specifies a financial reward for any state that reduces its food stamp caseload below calendar 2006 levels. Requires the President to include means-tested welfare spending in every budget submission. Amends the Congressional Budget and Impoundment Control Act of 1974 and the Congressional Budget Act of 1974 to define and establish an aggregate cap for means-tested welfare spending. Directs the Secretary of Health and Human Services (HHS) to provide grants to states to reward reductions in poverty and government dependence and increases in self-sufficiency. Prohibits the expenditure for abortions, with certain exceptions, of any funds authorized or appropriated by federal law, and funds in any trust fund to which funds are authorized or appropriated by federal law. Prohibits funding for health benefits plans that cover abortion. Prohibits the allowance of any tax credit with respect to amounts paid or incurred for an abortion or with respect to amounts paid or incurred for a health benefits plan (including premium assistance) that includes coverage of abortion.

Respect for Rights of Conscience Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to permit a health plan to decline coverage of specific items and services that are contrary to the religious beliefs of the sponsor, issuer, or other entity offering the plan or the purchaser or beneficiary (in the case of individual coverage) without penalty. Declares that such plans are still considered to: (1) be providing the essential health benefits package or preventive health services, (2) be a qualified health plan, and (3) have fulfilled other requirements under PPACA. Declares that nothing in PPACA shall be construed to authorize a health plan to require a provider to provide, participate in, or refer for a specific item or service contrary to the provider's religious beliefs or moral convictions. Prohibits a health plan from being considered to have failed to provide timely or other access to items or services or to fulfill any other requirement under PPACA because it has respected the rights of conscience of such a provider. Prohibits an American Health Benefit Exchange (a state health insurance exchange) or other official or entity acting in a governmental capacity in the course of implementing PPACA from discriminating against a health plan, plan sponsor, health care provider, or other person because of an unwillingness to provide coverage of, participate in, or refer for, specific items or services. Creates a private cause of action for the protection of individual rights created under this Act. Authorizes any person or entity to assert a violation of this Act as a claim or defense in a judicial proceeding. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive and investigate complaints of discrimination based on this Act. Makes this Act effective as if it were included in PPACA.

Global Combat Zone Recognition Act - Treats a member of the Armed Forces (member) or civilian employee of the Department of Defense (DOD) (employee) who is killed or wounded in an attack outside a combat zone as a member killed or wounded in a combat zone or an employee killed or wounded while serving with the Armed Forces in a contingency operation, respectively, for purposes of all applicable federal laws, regulations, and policies. Excludes from such consideration any member or employee whose death or injury is the result of misconduct, as determined by the Secretary of Defense. Provides retroactive coverage under this Act with respect to victims of attacks at: (1) Fort Hood, Texas, on November 5, 2009; (2) a recruiting station in Little Rock, Arkansas, on June 1, 2009; and (3) the Frankfurt Airport, Germany, on March 2, 2011. Directs the Secretary to notify appropriate members and employees or their next-of-kin of the availability of benefits as the result of this Act.

Senior Citizens Income Security Act of 2011 - Amends the Internal Revenue Code to: (1) to replace the formula for including social security benefits in gross income for income tax purposes with the formula in existence prior to the enactment of the Omnibus Budget Reconciliation Act of 1993; (2) eliminate mandatory withdrawals from retirement accounts after age 70-1/2; (3) eliminate employment taxes on individuals receiving social security retirement and Medicare benefits; and (4) allow an exclusion from gross income, up to $250 ($500 for joint returns), for dividends, interest, and capital gains. Appropriates additional amounts to the Hospital Insurance Trust Fund to compensate for losses in revenue resulting from the revision of the formula for including social security benefits in gross income. Amends title II (Old-Age, Survivors, and Disability Insurance Benefits) of the Social Security Act to require the Secretary of Health and Human Services (HHS) to establish a procedure for allowing Medicare beneficiaries to waive Medicare entitlements and be automatically enrolled in the Medicare Alternative Voucher Program established by this Act. Requires the authority of the Department of the Treasury to pay the principal and interest on debt held by the public, and the authority of the Commissioner of Social Security to pay monthly old-age, survivors', and disability insurance benefits under title II of the Social Security Act, to take priority over all other obligations incurred by the government in the event the federal debt reaches the statutory limit.

Responsible Consumer Financial Protection Regulations Act of 2011 - Amends the Consumer Financial Protection Act of 2010, title X of the Dodd-Frank Wall Street Reform and Consumer Protection Act, to replace the position of Director of the Bureau of Consumer Financial Protection with a five-member Commission whose members are appointed by the President, by and with the advice and consent of the Senate. Prohibits the Chair of the Commission from making requests for estimates related to appropriations without the prior approval of the Commission.

Enforce the Law for Sanctuary Cities Act - Amends the Immigration and Nationality Act to make a state or local subdivision ineligible for state criminal alien assistance program (SCAAP) funding if such state or subdivision: (1) has in effect any law, policy, or procedure prohibiting or restricting communication with the Immigration and Naturalization Service or other government entity regarding an individual's citizenship or immigration status; or (2) prohibits state or local law enforcement officials from gathering information regarding an individual's citizenship or immigration status.
