Reforming CFPB Indirect Auto Financing Guidance Act - Declares without force or effect Consumer Financial Protection Bureau (CFPB) Bulletin 2013-02 (Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act), published March 21, 2013. Amends the Consumer Financial Protection Act of 2010 to direct the CFPB, when proposing and issuing guidance primarily related to indirect auto financing, to: provide for a public notice and comment period before issuing the guidance in final form; make publicly available all information relied on by the CFPB; redact any information exempt from disclosure under the Freedom of Information Act; consult with the Board of Governors of the Federal Reserve System, the Federal Trade Commission (FTC), and the Department of Justice (DOJ); and study the costs and impacts of the guidance to consumers and women-owned, minority-owned, and small businesses.

Amends the S.A.F.E. Mortgage Licensing Act of 2008 to direct the Attorney General to provide appropriate state officials responsible for regulating financial service providers or related businesses (in addition to state officials responsible for regulating state-licensed loan originators) with access to criminal history information to the extent that criminal history background checks are required under state law for the licensing of such parties.

Child Welfare Provider Inclusion Act of 2014 - Prohibits the federal government, and any state that receives federal funding for any program that provides child welfare services under part B (Child and Family Services) or part E (Federal Payments for Foster Care and Adoption Assistance) of title IV (Grants to States for Aid and Services to Needy Families with Children and for Child-Welfare Services) of the Social Security Act (SSA), from discriminating or taking an adverse action against a child welfare service provider that declines to provide, facilitate, or refer for a child welfare service that conflicts with the provider's sincerely held religious beliefs or moral convictions. Bars such prohibition from applying to SSA requirements that forbid state entities from denying or delaying adoption or foster care placements on the basis of an adoptive parent's or a child's race, color, or national origin. Requires the Secretary of Health and Human Services (HHS) to withhold 15% of the federal funds that a state receives for such programs if the state violates this Act. Allows an aggrieved child welfare service provider to assert such an adverse action violation as a claim or defense in a judicial proceeding and to obtain all appropriate relief (including declaratory relief, injunctive relief, compensatory damages, and reasonable attorney fees and costs).

Reaffirms the commitments of the House of Representatives to promoting and protecting religious freedom around the world and providing relief to minority groups facing persecution. Calls on the Department of State to work with the Kurdistan Regional Government, the Iraqi central government, neighboring countries, the diaspora community in the United States, the United Nations (U.N.) High Commissioner for Refugees, and other key stakeholders to help secure safe havens for those claiming amnesty in Iraq. Requests the addition of a Special Representative for Religious Minorities to be included in Prime Minister al-Maliki's newly reconstructed government.

Condemns the religious bigotry, property destruction, and violent attacks on, and intimidation of, Iraqi civilians by armed extremists. Calls upon the government of Iraq to protect the safety and constitutional rights of all Iraqi citizens. Calls on the President, Secretary of State, and the U.S. Permanent Representative to the United Nations (U.N.) to implement a humanitarian intervention to protect civilians, stabilize the security situation in the Nineveh Plain region of Iraq, and facilitate humanitarian assistance in the Kurdistan region to help absorb the influx of refugees. Calls on the U.S. Permanent Representative to the United Nations to work with the United Nations High Commissioner for Refugees to document human rights abuses against Iraqi civilians and develop a plan to facilitate access to potable water, health care, fuel, electricity, and basic security for the most vulnerable civilian populations. Calls on the United Nations High Commissioner for Refugees to coordinate with international humanitarian organizations working in Iraq to develop an effective strategy for resettlement assistance and mechanisms to ensure that assistance reaches the intended recipients.

Protecting Seniors' Medicare Choices from Obamacare Act of 2014 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to eliminate the increased Medicaid federal medical assistance percentage (FMAP, or federal matching amount) for prisoners with respect to their hospital care under the Patient Protection and Affordable Care Act. Amends SSA title XVIII (Medicare) part C (Medicare+Choice) to establish a Medicare Advantage (MA) stabilization program under which the Secretary of Health and Human Services (HHS) shall distribute a stabilization funding amount to each eligible MA plan for plan year 2015 to address any beneficiary plan inadequacies.

Ensuring Medicaid and Medicare Access to Providers Act - Amends the Internal Revenue Code to exempt from the employer health insurance mandate under the Patient Protection and Affordable Care Act in 2014 and 2015 employers whose Medicare and Medicaid payments comprise 60% of their total gross receipts during a preceding three-year period.

Coal Jobs Protection Act of 2014 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to revise the National Pollutant Discharge Elimination System (NPDES) to require the Environmental Protection Agency (EPA) or a state acting pursuant to an equivalent approved state program (permitting authority) to base a determination on approving a new or renewed permit covering discharges from a point source only on compliance with regulations issued by the permitting authority. Prohibits the permitting authority from basing a determination on the extent of the permit applicant's adherence to guidance issued by the EPA. Authorizes an applicant, if the permitting authority does not approve or deny a substantially complete application for a new permit within 270 days after the date of receipt of an application, to discharge as if the application were approved. Revises requirements for the administration of state permit programs, including by making optional a statement by an attorney general or chief legal officer that state laws or an interstate compact provide adequate authority to conduct the program. Establishes deadlines for environmental review under the National Environmental Policy Act of 1969 (NEPA) for approval of permits to discharge dredged or fill material into navigable waters. Requires a state to concur with the EPA's determination that a discharge will result in an unacceptable adverse effect in order for the EPA to deny or restrict the specification of any defined area as a disposal site or the use of defined areas as disposal sites. Requires the EPA, before issuing a regulation, policy statement, guidance, response to a petition, or other requirement, or implementing a new or substantially altered program under the Clean Water Act, to analyze the impact of such action on employment levels or economic activity in each state. Authorizes states to disregard, accept, or modify the EPA's disagreement with, and recommendations for, a state's identification of: (1) waters as areas with insufficient controls, and (2) pollutants suitable for maximum daily load measurement. Exempts trash and garbage from requirements governing the discharge of fill material into waters of the United States.

Medicare DMEPOS Audit Improvement and Reform (AIR) Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to establish a Medicare Administrative Contractor Payment Outreach and Education Program for DMEPOS (durable medical equipment, prosthetics, orthotics, and supplies) suppliers. Requires each Medicare administrative contractor responsible for DMEPOS payments, in order to reduce improper payments to DMEPOS suppliers under Medicare part B (Supplementary Medical Insurance), to provide suppliers, physicians and practitioners who prescribe DMEPOS, and discharge planners and case managers who coordinate DMEPOS for individuals in the contractor's area with error rate reduction training as well as: a list of suppliers' most frequent payment errors and the most expensive payment errors over the last quarter, specific instructions regarding how to correct or avoid such errors in the future as well as to prevent future issues related to new audits, and a notice of all new topics that have been approved by the Secretary of Health and Human Services (HHS) for audits. Sets forth the structure for audits of DMEPOS suppliers, requiring a contractor to give priority to activities under the DMEPOS payment outreach and education program that will reduce improper Medicare payments based on technical errors, medical necessity, and fraud. Requires annual reports to Congress on the use of recovery audit contractors under the Medicare Integrity Program to include certain information on the results of audit appeals related to DMEPOS. Requires the Secretary to: (1) increase the maximum record requests made by Medicare DMEPOS contractors in auditing claims of suppliers with a relatively high audited claims error rate for DMEPOS payments, and (2) decrease the maximum record requests for suppliers with a relatively low error rate. Directs the Secretary to limit the audit documentation review period for Medicare administrative contractors to three years.

Clay Hunt Suicide Prevention for American Veterans Act or the Clay Hunt SAV Act - Requires the Secretary of Veterans Affairs (VA) and the Secretary of Defense (DOD), at least annually, to each arrange for an independent third party evaluation of, respectively, the VA and DOD mental health care and suicide prevention programs. Requires a board reviewing the discharge or dismissal of a former member of the Armed Forces whose application for relief is based at least in part on post-traumatic stress disorder or traumatic brain injury related to military operations or sexual trauma, to: (1) review the medical evidence from the VA or a civilian health provider that is presented by the former member; and (2) review the case, with a presumption of administrative irregularity, and place the burden on the VA or DOD to prove, by a preponderance of the evidence, that no error or injustice occurred. Directs the VA Secretary to publish an Internet website that serves as a centralized source to provide veterans with regularly updated information regarding all of the VA's mental health care services. Requires the VA Secretary and the DOD Secretary to enter into certain strategic relationships to facilitate: the mental health referrals of members of the reserve components who have a service-connected disability and are being discharged or released from the Armed Forces, timely behavioral health services for such members, communication when such members are at risk for behavioral health reasons, and the transfer of documentation for line-of-duty and fitness-for-duty determinations. Requires the VA Secretary to carry out a three-year pilot program to repay the education loans relating to psychiatric medicine that are incurred by individuals who: are eligible to practice psychiatric medicine in the Veterans Health Administration (VHA) or are enrolled in the final year of a residency program leading to a specialty qualification in psychiatric medicine, demonstrate a commitment to a long-term career as a psychiatrist in the VHA, and agree to a period of obligated service with the VHA in the field of psychiatric medicine. Directs the VA Secretary to carry out a program, as part of the Yellow Ribbon G.I. Education Enhancement Program, under which the VA Secretary and an institution of higher education (IHE) agree to cover the full cost of charges not covered by post-9/11 educational assistance that are incurred by veterans who: (1) are pursuing an advanced degree in mental health at the IHE, and (2) intend to seek employment as a mental health professional in the VA. Allows the VA Secretary to cover up to 64% of those charges, if the school covers the remainder. Requires the DOD Secretary to submit to Congress a zero-based review of the staffing requirements for individual State National Guard Commands with respect to Directors of Psychological Health. Directs the VA Secretary to establish a pilot program at not less than five Veterans Integrated Service Networks (VISNs) to assist veterans transitioning from active duty and to improve the access of veterans to mental health services. Requires the pilot program at each VISN to include: (1) a community oriented veteran peer support network, and (2) a community outreach team for each medical center in such VISN.

Agricultural Conservation Flexibility Act of 2014 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) to withdraw the interpretive rule issued on March 25, 2014, entitled, "U.S. Environmental Protection Agency and U.S. Department of the Army Interpretive Rule Regarding the Applicability of the Clean Water Act Section 404(f)(1)(A)." Prohibits the Corps and the EPA from using the interpretive rule, or any substantially similar rule or guidance, as the basis for any rulemaking, decision, or action regarding the scope or enforcement of the Clean Water Act. Provides that the use of rule or a substantially similar rule or guidance as the basis for any rule, decision, or action is grounds for vacating the rule, decision, or action. Requires soil and water conservation practices to be treated as normal farming, silviculture, and ranching activities under permits for non-prohibited discharges of dredged or fill material. Prohibits such practices from being treated as a new use of an area of navigable waters, an impairment of the flow or circulation of navigable waters, or a reduction in the reach of such waters under those permits. Applies this Act to activities occurring on or after March 25, 2014.

Empowering Students Through Enhanced Financial Counseling Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require institutions of higher education (IHEs) to provide annual (currently, entrance) counseling to student borrowers under the William D. Ford Federal Direct Loan program, beginning at or prior to the student's acceptance of the loan. Requires that counseling to be conducted in person, online, or through the use of an online counseling tool maintained by the Secretary of Education. Adds to the information such counseling shall provide: an explanation that the borrower is not required to accept the full amount of the loan; an explanation that the borrower should consider accepting any grant, scholarship, or state or federal work-study jobs for which the borrower is eligible before accepting federal student loans; a recommendation to exhaust the borrower's federal student loan options prior to taking out private loans which may not offer as favorable terms and repayment options as federal student loans; an explanation of the educational expenses Direct Loans cover; information on the annual and aggregate limits on such loans; and information regarding the borrower's outstanding balance and anticipated monthly payment amount. Requires the exit counseling IHEs provide to student borrowers of loans under the Federal Family Education Loan (FFEL), Direct Loan, and Federal Perkins Loan programs to be conducted through: (1) the use of an interactive program, (2) during an in-person or online session, or (3) through the use of an online counseling tool maintained by the Secretary. Adds to the information such counseling shall provide: the outstanding principal and interest due on the loans; an explanation of the grace period preceding repayment and the expected date the borrower will enter repayment; an explanation that the borrower has the option to pay any interest that accrued while the borrower was in school or that may accrue during grace, deferment, or forbearance periods, prior to the capitalization of the interest; information showing the borrower's anticipated monthly payments under different repayment plans; and contact information for the loan servicer and a link to such servicer's website. Requires IHEs to provide annual counseling to Federal Pell Grant recipients that is conducted in person, online, or through the use of an online counseling tool maintained by the Secretary. Requires such counseling to include an explanation of: the Pell Grant; the educational expenses such Grants cover; why the student may have to repay the Grant; the maximum number of semesters or equivalent periods for which the student may be eligible for the Grant and the amount of time remaining on such eligibility; how the student may budget for typical educational expenses; and how the student may seek additional financial assistance from the IHE's financial aid office due to changes in the student's financial circumstances, including contact information for that office. Directs the Secretary to maintain consumer tested online counseling tools that provide recipients of assistance under title IV with the annual counseling and exit counseling this Act requires.

Strengthening Transparency in Higher Education Act - Amends the Higher Education Act of 1965 (HEA) to eliminate the restriction of college cost calculations to those costs incurred by first-time students. Eliminates the requirement that the Secretary of Education make publicly available on the College Navigator website: (1) college affordability and transparency lists, (2) state higher education spending charts, and (3) the multi-year tuition calculator. Requires that the Secretary develop, annually update, and make publicly available a College Dashboard website that displays the following information regarding each institution of higher education (IHE) participating in the programs under title IV (Student Assistance) of the HEA: a link to the IHE's website; an identification of the IHE's type; the number of students enrolled at the IHE; the student-faculty ratio; the percentage of degree- or certificate-seeking undergraduate students at the IHE who obtain a certificate within the normal time for completing their program, within 150% of that time period, and within 200% of that time period; the average net price per year for undergraduate students at the IHE and a link to the net price calculator for the IHE; the average federal student loan debt incurred by undergraduate students who borrowed federal student loans in the course of obtaining a certificate or degree from the IHE; the IHE's cohort default rate; and a link to national and regional data from the Bureau of Labor Statistics (BLS) on starting salaries in all major occupations. Directs the Secretary to publish more detailed and disaggregated IHE information regarding student enrollment, completion rates, costs, and use of financial aid on Internet web pages that are linked to through the College Dashboard website. Requires the Secretary to: (1) include on the College Dashboard website a function enabling users to easily compare information between IHEs, and (2) provide each student who submits a Free Application for Federal Student Aid (FAFSA) with a link to the web page of the College Dashboard website that contains information for each IHE on the student's FAFSA.

Amy and Vicky Child Pornography Victim Restitution Improvement Act of 2014 - Amends the federal criminal code to expand the definition of "full amount of the victim's losses" for purposes of provisions governing mandatory restitution of victims of offenses involving sexual exploitation and other abuse of children to include medical services, physical and occupational therapy or rehabilitation, and lost income for the victim's lifetime, as well as any losses suffered by the victim from any sexual act or conduct in preparation for or during the production of child pornography depicting the victim involved in the offense. Sets forth guidelines for determining restitution where the victim of of a specified child pornography offense was harmed by one defendant (requiring restitution for not less than the full amount of the victim's losses) or by more than one defendant (requiring restitution for not more than the full amount of the victim's losses and not less than specified minimum amounts for certain offenses). Requires joint and several liability where there are multiple defendants and allows each defendant who is ordered to pay restitution and who has made full payment to the victim equal to or exceeding the specified minimum amount to recover contribution from any other defendant ordered to pay. Sets forth contribution claim procedures. Requires the Attorney General to report to Congress within one year after enactment of this Act on any progress of the Department of Justice (DOJ) in obtaining restitution for victims of such offenses.

Bottled Water Quality Information Act - Amends the Federal Food, Drug, and Cosmetic Act to direct the Secretary of Health and Human Services (HHS) to issue regulations requiring each bottled water manufacturer or distributor to annually prepare a report that includes the following: the manufacturer’s or distributor’s name and contact information; type of water source; a plainly worded definition of “Standard of Identity” and “Standard of Quality” as prescribed in current bottled water regulations; a brief description of primary treatment methods used; and test results for the water’s microbiological, physical, chemical, and radiological quality. Requires the Secretary to issue regulations requiring each bottled water label to include the following: the manufacturer’s or distributor’s name and contact information, a statement notifying consumers how to obtain the quality report required by this Act, and type of water source. Prescribes means by which refillable and reusable multiservice containers may fulfill this Act’s requirements. Preempts inconsistent state or local reporting or labeling requirements. Prohibits the distribution of bottled water products not in compliance with this Act.

Charitable Automobile Red-Tape Simplification Act of 2014 or the CARS Act of 2014 - Amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Medicare DMEPOS Competitive Bidding Improvement Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to require state licensure and a bid and surety bond of at least $50,000 for each area for bidding entities under the Medicare durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) competitive acquisition program.

Protection and Accountability Regulatory Act of 2014 - Nullifies the following proposed rules of the Environmental Protection Agency (EPA): (1) Emission Guidelines for Existing Stationary Sources: Electric Utility Generating Units, (2) Standards of Performance for Greenhouse Gas Emissions from New Stationary Sources: Electric Utility Generating Units, and (3) Carbon Pollution Standards for Modified and Reconstructed Stationary Sources: Electric Utility Generating Units. Prohibits the Administrator of the EPA from issuing or implementing for five years any rule that is substantially similar to the proposed rules unless a federal law is enacted specifically authorizing such a rule.

Veteran Access to Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to enter into contracts with such non-VA facilities as may be necessary to furnish hospital care and medical services to veterans who: have waited longer than the wait-time goals of the Veterans Health Administration (VHA) (as of June 1, 2014) for an appointment for hospital care or medical services in a VA facility; have been notified by a VA facility that an appointment for hospital care or medical services is not available within such wait-time goals; or reside more than 40 miles from the VA medical facility, including a community-based outpatient clinic, that is closest to their residence. Allows eligible veterans who opt for hospital care or medical services in a non-VA facility to receive such care or services through the completion of the episode of care, but for no longer than 60 days. Directs the Secretary, to the extent that appropriations are available to the VHA for medical services, to reimburse non-VA facilities with which the VA does not have such a contract for providing hospital care and medical services to such veterans, if such care and services cannot be provided within the VHA's wait-time goals in a facility with which the VA has a contract. Sets the reimbursement rate for such care or services at the greatest of the VA, Medicare, or TRICARE (a Department of Defense [DOD] managed care program) payment rate for such care or services. Terminates the Secretary's authority to contract with or reimburse non-VA facilities for the provision of such care and services two years after this Act's enactment. Directs the Secretary to enter into a contract or contracts with a private entity or entities with experience in VHA and private delivery systems and in health care management to conduct an independent assessment of the hospital care and medical services furnished in VA facilities. Prohibits the Secretary from paying awards and bonuses to VA employees for FY2014-FY2016.

Coal Country Protection Act or the Protecting Jobs, Families, and the Economy From EPA Overreach Act - Amends the Clean Air Act to prohibit the Administrator of the Environmental Protection Agency (EPA) from promulgating any regulation or guidance that limits or prohibits new carbon dioxide emissions from a fossil fuel-fired power plant until it is certified: (1) by the Secretary of Labor that the regulation or guidance will not generate a loss of employment, (2) by the Director of the Congressional Budget Office (CBO) that it will not result in a loss in the gross domestic product, (3) by the Administrator of the Energy Information Administration that it will not generate an increase in electricity rates, and (4) by the Chairperson of the Federal Energy Regulatory Commission (FERC) and the President of the North American Electric Reliability Corporation that it will not effect the reliability of electricity delivery.

Condemns the charge of apostasy and adultery of Meriam Yahia Ibrahim Ishag in Sudan and her sentence of 100 lashes and the death penalty. Calls for the release from prison of Ibrahim, her 20-month-old son, and newborn daughter. Urges the Department of State and the Department of Homeland Security (DHS) to prioritize granting Ibrahim asylum or refugee status. Encourages U.S. efforts to support religious freedom within Sudan, including by requiring before normalizing relations or lifting certain sanctions that Sudan abide by international standards of freedom of religion or belief. Recognizes that every individual should have the opportunity to practice his or her religion without fear of discrimination. Reaffirms the commitment of the United State to end religious discrimination and to pursue policies that guarantee the basic human rights of all individuals. Encourages the Department of State and the U.S. Agency for International Development (USAID) to continue their support for religious freedom initiatives.

Every Child is a Blessing Act of 2014 - Prohibits recovery of damages in certain civil actions based on a claim that, but for the conduct of the defendant, a child, once conceived, would not or should not have been born. Makes such prohibition applicable to claims based on a child's disability, defect, abnormality, race, sex, or other inborn characteristic. Bars such prohibition from being construed to: (1) provide a defense against charges of intentional misrepresentation in state proceedings regulating the professional practices of health care providers and practitioners; (2) provide a defense in any criminal action, including cases of rape or incest; or (3) limit damages in cases where the conduct of the defendant caused personal injury or death to the child or gestational mother.

Veterans TRICARE Choice Act - Allows an individual who is eligible to participate in the TRICARE program (a Department of Defense [DOD] managed health care program) to: (1) elect to be ineligible to enroll in such program, (2) make tax deductible contributions to a health savings account during the period such individual elects to be ineligible for TRICARE coverage, and (3) enroll in the TRICARE program at a later date during a special enrollment period.

Fossil Energy Encouragement and Accountability Act of 2014 - Authorizes appropriations to the Secretary of Energy (DOE) for FY2015 for coal, natural gas, and oil research and development. Prohibits the use of such funds, however, to: (1) transform any element of the National Energy Technology Laboratory into a government-owned, contractor-operated laboratory, or to consider or plan for any such transformation; (2) consolidate or close any element of the Laboratory; or (3) transfer the Laboratory's human resources functions from any laboratory.

Reaffirms that it is U.S. policy to support the Republic of Moldova's sovereignty, independence, and territorial integrity. Supports the Strategic Dialogue as a means to strengthen relations between the Republic of Moldova and the United States and enhance the democratic, economic, rule of law, and security reforms being implemented by the Republic of Moldova. Encourages the President and the Department of State to enhance U.S. cooperation with the government of Moldova and civil society organizations. Affirms the Republic of Moldova's sovereign right to determine its own partnerships free of external coercion and affirms Moldova's right to associate with the European Union (EU) or any regional organization. Calls upon the Government of Russia to: (1) withdraw its military forces from within the internationally recognized territory of the Republic of Moldova, (2) refrain from economic threats, and (3) cease actions that support separatist movements in Moldova. Supports confidence-building measures between the government of Moldova and the authorities in the Transnistria region in order to secure a peaceful resolution to the conflict. Affirms that lasting stability and security in Europe is a key U.S. priority that can only be achieved if the territorial integrity and sovereignty of all European countries is respected.

Insurance Capital Standards Clarification Act of 2014 - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act concerning establishment of minimum leverage and minimum risk-based capital requirements on a consolidated basis for a depository institution holding company or a nonbank financial company supervised by the Board of Governors of the Federal Reserve System (Board). States that federal banking agencies shall not be required to subject any person to such minimum capital requirements, to the extent that such person either: (1) acts in its capacity as a regulated insurance entity regulated by a state insurance regulator, or (2) is a regulated foreign subsidiary engaged in the business of insurance (including a regulated foreign affiliate of such subsidiary). Exempts from any requirement to prepare holding company financial statements in accordance with Generally Accepted Accounting Principles any Board-supervised depository institution holding company or nonbank financial company that is also a person regulated by a state insurance regulator or a regulated foreign subsidiary (or a regulated foreign affiliate) that files its holding company financial statements using only Statutory Accounting Principles in accordance with state law.

Dignified Interment of Our Veterans Act of 2014 - Requires the Secretary of Veterans Affairs (VA) to conduct a study on matters relating to the identification, claiming, and interring of unclaimed remains of veterans, including: (1) estimating the number of unclaimed remains; (2) assessing the effectiveness of VA procedures for claiming and interring unclaimed remains of veterans; (3) assessing state and local laws that affect the ability of the Secretary to identify, claim, and inter such remains; and (4) recommending appropriate legislative or administrative action. .

Hezbollah International Financing Prevention Act of 2014 - States that it shall be U.S. policy to: (1) prevent Hezbollah's global logistics and financial network from operating in order to curtail funding of its domestic and international activities; and (2) utilize diplomatic, legislative, and executive avenues to combat Hezbollah's criminal activities in order to block that organization's ability to fund its global terrorist activities. Directs the President to report to Congress: (1) a list of satellite, broadcast, or other providers that knowingly transmit the content of al-Manar TV; and (2) the identity of those providers that have or have not been sanctioned pursuant to Executive Order 13224. Directs the Secretary of the Treasury to prohibit or impose strict conditions on the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly: (1) facilitates the activities of Hezbollah or its agents, instrumentalities, affiliates, or successors; (2) facilitates the activities of a person acting on behalf of or owned or controlled by an agent, instrumentality, affiliate, or successor; (3) engages in money laundering to carry out such an activity; (4) facilitates a significant transaction or provides significant financial services to carry out such an activity, including services that involve a transaction of gold, silver, platinum, or other precious metals; or (5) facilitates any of these activities, conspires to facilitate or participate in such an activity, or is owned or controlled by a foreign financial institution that knowingly engages in such an activity. Directs the Secretary of the Treasury to prescribe reporting, information sharing, and due diligence requirements for domestic financial institutions that maintain a correspondent account or payable-through account in the United States for a foreign financial institution. Authorizes the Secretary to waive such requirements if in the U.S. national security interests, and with congressional notification. Directs the Secretary of the Treasury to identify to Congress every 180 days each foreign central bank that carries out an activity prohibited under this Act. Sets forth penalty requirements for specified violations under this Act. Directs the President to designate Hezbollah as: (1) a significant foreign narcotics trafficker if Hezbollah meets meets the criteria set forth under the Foreign Narcotics Kingpin Designation Act, and (2) a significant transnational criminal organization if Hezbollah meets the criteria set forth under specified executive orders and statutes. Requires the President to report to Congress which of these criteria the President determines that Hezbollah has not met, if it does not. Directs the Secretary of State to report to Congress regarding Hezbollah's involvement in the trade in rough diamonds outside of the Kimberly Process Certification Scheme. Declares that nothing in this Act shall apply to authorized U.S. intelligence activities. States that any requirement of this Act shall cease to be in effect 30 days after the President certifies to Congress that Hezbollah: (1) is no longer designated as a foreign terrorist organization; (2) is no longer listed in the Annex to Executive Order 13224 (blocking property and prohibiting transactions with persons who commit or support terrorism); and (3) poses no significant threat to U.S. national security, interests, or allies.

FSOC Transparency and Accountability Act - Amends the Financial Stability Act of 2010 to repeal the nonapplicability of the Federal Advisory Committee Act (FACA) to the Financial Stability Oversight Council (thus applying FACA to the Council). Declares the Council an agency for purposes of the "Government in the Sunshine Act" (and its open meeting requirements). Revises the voting profile of Council members to single out the following member agencies as each having collectively one vote: (1) the Board of Governors of the Federal Reserve System, (2) the Securities and Exchange Commission (SEC), (3) the Federal Deposit Insurance Corporation (FDIC), (4) the Commodity Futures Trading Commission (CFTC), and (5) the National Credit Union Administration (NCUA) Board. Directs such member agencies to: (1) determine their Council vote by using the voting process normally applicable to votes by their members, and (2) cast the one collective Council vote by the agency head. Permits any Council member to select to have one or more individuals on the member's staff attend a meeting of the Council, including any meeting of representatives of the member agencies other than the members themselves. Requires all Council meetings to be open to attendance and participation by members of specified congressional committees, including any meeting of representatives of the member agencies other than the members themselves.

Bureau of Consumer Financial Protection Small Business Advisory Board Act - Amends the Consumer Financial Protection Act of 2010 to direct the Director of the Consumer Financial Protection Bureau (CFPB) to establish a Small Business Advisory Board to: (1) advise and consult with the Bureau in the exercise of the Bureau's functions under the federal consumer financial laws applicable to eligible financial products or services; and (2) provide information on emerging practices of small businesses that provide eligible financial products or services, including regional trends, concerns, and other relevant information. Requires the Director to appoint at least 12 members to such Board.

Alzheimer's Accountability Act of 2014 - Amends the National Alzheimer's Project Act to require the Director of the National Institutes of Health (NIH), for each fiscal year through FY2025, to submit to the President for review and transmittal to Congress, after reasonable opportunity for comment (but without change) by the Secretary of Health and Human Services (HHS) and the Advisory Council on Alzheimer's Research, Care, and Services, an annual budget estimate (including regarding personnel needs) for the NIH initiatives under the Act.

Amends the Internal Revenue Code, with respect to tax-exempt qualified tuition programs (529 plans), to: (1) make permanent the allowance for computer technology and equipment expenses and require that such technology and equipment be used primarily by the plan beneficiary (formerly, beneficiary and beneficiary's family); (2) allow contributors to a 529 plan or a plan beneficiary to direct plan investments, but not more frequently than four times per calendar year; (3) permit a recontribution to a 529 plan of amounts refunded to a student who withdraws from an educational institution if the recontribution is made not later than 60 days after the date of such refund and does not exceed the refunded amount; and (4) allow tax-free rollovers to a Roth individual retirement account (Roth IRA) of distributions from a qualified tuition program which has been maintained by the account holder for a 10-year period.

Mutual Bank Choice and Continuity Act of 2014 - Amends the Federal Deposit Insurance Act to authorize a mutual depository to issue mutual capital certificates that qualify as common equity Tier 1 capital for purposes of capital requirements mandated by federal law or regulation. Defines "mutual capital certificate" as a financial instrument issued by a mutual depository that entitles the holder to a payment of fixed, variable, or participating dividends but no voting or member rights, nor is it redeemable until five years after issuance. Defines "mutual depository" as an insured depository institution operating in a non-stock form, including a federal non-stock depository and any form of non-stock depository provided for under state law, whose deposits are insured by an instrumentality of the federal government. Amends the Revised Statutes of the United States to authorize the Comptroller of the Currency to charter mutual national banks either de novo or through conversion of an insured depository institution or insured credit union, in order to establish mutual institutions operating in non-stock form for the deposit of funds, the extension of credit, and other services. Prescribes procedures for voluntary conversion of: (1) a mutual depository to a mutual national bank, (2) a mutual national bank to a stock national bank, or (3) a mutual national bank to a state national bank operating in stock form. Prescribes procedures for: (1) a mutual national bank to reorganize as a federal mutual bank holding company, and (2) a mutual bank holding company organized under state law to convert to a federal mutual bank holding company. Permits a mutual national bank to retain capital at the holding company level in order to comply with the capital requirements of the Board of Governors of the Federal Reserve System. Grants a tax liable depositor in a savings, demand, or other authorized depository account in a depository institution subsidiary the same rights regarding the federal mutual bank holding company as that depositor would have had if the depository institution subsidiary had been a mutual national bank. Subjects a federal mutual bank holding company to Federal Reserve Board regulation and supervision. Prescribes procedures for a federal mutual bank holding company governing: (1) capital improvement, and (2) insolvency and liquidation. Permits a mutual holding company, including any form of mutual depository holding company under state law, to convert to federal mutual bank holding company status.

Stop Advertising Victims of Exploitation Act of 2014 or the SAVE Act of 2014 - Prohibits knowingly benefitting financially from, receiving anything of value from, or distributing advertising that offers a commercial sex act in a manner that violates federal criminal code prohibitions against sex trafficking of children or of any person by force, fraud, or coercion. Subjects violators to a fine, imprisonment of up to five years, or both. Grants U.S. courts extra-territorial jurisdiction over such an offense if an alleged offender is a U.S. national or an alien lawfully admitted for permanent residence or if an alleged offender is present in the United States, irrespective of the offender's nationality.

SBIC Advisers Relief Act of 2014 - Amends the Investment Advisers Act of 1940 to exempt specified advisers of small business investment companies (SBICs) from certain: (1) Securities and Exchange Commission (SEC) registration requirements with respect to the provision of investment advice relating to venture capital funds, and (2) SEC registration and reporting requirements with respect to assets under management of private funds. Provides the same exemption with respect to any state or local law requiring the registration, licensing, or qualifications of investment advisers.

Home Heating Emergency Assistance Through Transportation Act of 2014 or HHEATT Act of 2014 - Declares that a covered emergency exemption from federal motor carrier safety regulations issued by the Federal Motor Carrier Safety Administration (FMCSA) shall remain in effect until May 31, 2014, unless the Secretary of Transportation (DOT) determines that the emergency for which the exemption was provided ends before that date. Defines "covered emergency exemption" as one issued or extended between February 5, 2014, and the date of enactment of this Act to effect regulatory relief for commercial motor vehicle operations directly assisting the delivery of propane and home heating fuels. States that nothing in this Act may be construed to prohibit the FMCSA from issuing or extending a covered emergency exemption beyond May 31, 2014, under other federal law.

Systemic Risk Designation Improvement Act of 2014 - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act to authorize the Financial Stability Oversight Council to determine that a bank holding company shall be subject to enhanced supervision and prudential standards by the Board of Governors of the Federal Reserve System, if the Council makes a final determination that material financial distress at the bank holding company, or the nature, scope, size, scale, concentration, interconnectedness, or mix of its activities, could threaten the financial stability of the United States. Requires that final determination to be based upon specified factors using an indicator-based measurement approach established by the Basel Committee on Banking Supervision to determine systemic importance. Exempts from any Council determination to subject a bank holding company to enhanced supervision and prudential standards a bank holding company with total consolidated assets of $50 billion or less. Prohibits the Council, before the effective date of this Act, from making a final determination concerning any material financial distress of a bank holding company identified by the Financial Stability Board as a Global Systemically Important Financial Institution.

Department of Veterans Affairs Management Accountability Act of 2014 - Authorizes the Secretary of Veterans Affairs (VA) to: (1) remove any individual from the Senior Executive Service upon determining that such individual's performance warrants such removal, and (2) remove such individual from federal service or transfer the individual to a General Schedule position at any grade the Secretary deems appropriate. Requires: (1) the Secretary to notify the House and Senate Veterans' Affairs committees within 30 days after removing such an individual, and (2) such removal to be done in the same manner as the removal of a professional staff member employed by a Member of Congress. .

Getting Government to Work Act of 2014 - Suspends the public debt limit for the period beginning on the date of enactment of this Act and ending on February 2, 2015. Revises the special rule relating to obligations issued during the suspension period to provide for an increase in the debt limit, effective February 3, 2015, to the extent that: (1) the face amount of obligations issued and the face amount of obligations whose principal and interest are guaranteed by the federal government (except guaranteed obligations held by the Secretary of the Treasury) that are outstanding on February 3, 2015, exceeds (2) the face amount of such obligations outstanding on the date of enactment of this Act. Prohibits an obligation from being taken into account unless its issuance was necessary to fund a commitment incurred by the federal government that required payment before February 3, 2015. Requires the appropriate payroll administrator of each house of Congress to deposit in an escrow account all mandatory payments for compensation of Members of Congress serving in that house if by April 15 of any calendar year, beginning with 2015, that house has not agreed to a concurrent budget resolution for the fiscal year beginning on October 1 of that year. Requires release of such payments to those Members after April 16 of that calendar year only upon the earlier of: (1) the day on which that house agrees to a concurrent budget resolution for the fiscal year beginning on October 1 of that year, or (2) the last day of the Congress during which that calendar year occurs. Sets forth similar suspension of pay requirements if by July 31 of a calendar year, beginning with 2014, a house of Congress has not passed each of the regular appropriation bills for the fiscal year beginning on October 1 of that year. Requires release of salary payments to the appropriate Members after August 1 of the calendar year only upon the earlier of: (1) the day on which that house has passed each of the regular appropriation bills for the fiscal year beginning on October 1 of that year, or (2) the last day of the Congress during which that calendar year occurs. Requires the payroll administrator of a house of Congress, in order to ensure that this Act is carried out in a manner consistent with the Constitution, to release for payments to Members of that house any amounts remaining in any escrow account under this Act on the last day of the Congress during which the amounts were deposited in such account.

Expresses the sense of the House of Representatives that: states and local educational agencies should maintain the right and responsibility of determining educational curricula, programs of instruction, and assessments for elementary and secondary education; the federal government should not incentivize the adoption of common education standards or the creation of a national assessment to align with such standards; and no application process for any federal grant funds or waivers issued by the Secretary of Education under the Elementary and Secondary Education Act of 1965 should award any additional points, or provide any preference, for the adoption of the Common Core State Standards or any other national common education standards.

Protecting Volunteer Firefighters and Emergency Responders Act - Amends the Internal Revenue Code to provide that a bona fide volunteer providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or a tax-exempt organization shall not be counted in determining the number of full-time employees of an employer for purposes of the employer mandate to provide health care coverage under the Patient Protection and Affordable Care Act.

National Commission on the Structure of the Army Act of 2014 - Establishes the National Commission on the Structure of the Army to undertake a comprehensive study of the structure of the Army to determine: (1) the proper force mixture of the active component and reserve component, and (2) how the structure should be modified to best fulfill mission requirements in a manner consistent with available resources. Directs the Commission to give particular consideration to evaluating a structure that: (1) meets current and anticipated requirements of the combatant commands; (3) achieves a cost-efficiency balance between the regular and reserve components, with a focus on fully burdened and lifecycle cost of Army personnel; (3) ensures that the regular and reserve components have the capacity needed to support homeland defense and disaster assistance missions in the United States; (4) provides for sufficient numbers of regular members of the Army to provide a base of trained personnel from which the personnel of the reserve components could be recruited; (5) maintains a peacetime rotation force to support operational tempo goals of 1:2 for regular members and 1:5 for members of the reserve components; and (6) maximizes and appropriately balances affordability, efficiency, effectiveness, capability, and readiness. Prohibits the use of any funds made available for FY2015 for the Army to: (1) divest, retire, or transfer, or prepare to divest, retire, or transfer, any aircraft of the Army assigned to units of the Army National Guard as of January 15, 2014; or (2) reduce personnel below the authorized end strength levels of 350,000 for the Army National Guard as of September 30, 2014.

Children's Health Insurance Protection (CHIP) Act - Amends XIX (Medicaid) of the Social Security Act with respect to the income level of certain children born after September 30, 1983 (or, at the option of a state, after any earlier date), who are between 6 and 19 years of age. Maintains the income level at 100% of the income official poverty line applicable to a family of the size involved by repealing the increase to 113% of the poverty line scheduled to begin January 1, 2014.

Congressional Pay for Performance Act of 2014 - Requires the appropriate payroll administrator of each house of Congress to deposit in an escrow account all mandatory payments for compensation of Members of Congress serving in that house if by April 15 of any calendar year, beginning with 2015, that house has not agreed to a concurrent budget resolution for the fiscal year that begins on October 1 of the calendar year. Requires release to those Members of such payments after April 16 of the calendar year, only upon the earlier of: (1) the day on which that house agrees to a concurrent budget resolution for the fiscal year which begins on October 1 of that calendar year, or (2) the last day of Congress during which that calendar year occurs. Sets forth similar requirements if by July 31 of a calendar year, beginning with 2014, a house of Congress has not passed each of the regular appropriation bills for the fiscal year which begins on October 1 of that calendar year. Clean Water Affordability Act of 2014 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the Administrator of the Environmental Protection Agency (EPA) to establish a comprehensive and integrated planning approach to the obligations concerning permits for pollutant discharges of a publicly owned permittee. Defines such a permittee as a treatment works that is publicly owned or a municipal separate storm sewer system. Requires the approach to such obligations to: (1) include requirements for a schedule under which they may be implemented, and (2) account for changed circumstances in the obligations of the publicly owned permittee. Allows approval of a permit under a state-administered program with a term of more than 5 but no more than 25 years if the permittee has an integrated plan approved under this Act. Requires the Administrator to update the guidance entitled "Combined Sewer Overflows--Guidance for Financial Capability Assessment and Schedule Development," dated February 1997, to ensure that the evaluations by the Administrator of financial capability assessment and schedule development meet specified criteria, including criteria used in: (1) assessing financial capability of a community to make investments necessary to make water quality-related improvements, and (2) implementing water quality-related improvements. Revises requirements for capitalization grant agreements with states for establishing water pollution control revolving funds. Requires states to set aside 15% of funds for assistance to municipalities of fewer than 10,000 individuals that meet specified affordability criteria. Authorizes the fund to be used to make loans at terms not to exceed 30 years or the design life of the project to be financed with the proceeds of the loan (currently 20 years). Authorizes a state to provide additional subsidization, including forgiveness of principal, negative interest loans, and grants to benefit a municipality that: (1) meets affordability criteria, or (2) does not meet such criteria if the recipient seeks the additional subsidization to benefit ratepayers that will experience a significant hardship from the increase in rates necessary to finance the project or activity for which assistance is sought. Establishes affordability criteria to assist in identifying municipalities that would experience a significant hardship raising the revenue necessary to finance a project or activity eligible for assistance.

Enforce the Take Care Clause Act of 2014 - Authorizes the House of Representatives or the Senate to bring an action seeking declaratory and injunctive relief to compel the President to execute a law faithfully upon the adoption of a resolution declaring that, on the basis of any of certain actions, the President has failed to meet the requirement of the Constitution to take care that such law be faithfully executed. Requires approval by at least 60% of the members in either chamber for adoption of the resolution. Describes the presidential actions involved as: the promulgation of a regulation or agency administrative guidance; the issuance of an executive order, including an order to not defend a challenge to the constitutionality of a law and an order to not enforce a law; and the issuance of a signing statement with respect to enactment of a law. Prescribes special rules with respect to any such action brought by the House or the Senate.
