Security and Opportunity for Vulnerable Migrant Children Act of 2014 - Directs the Secretary of State to submit to Congress a strategy to address the economic, social, and security factors driving large numbers of unaccompanied alien children from El Salvador, Honduras, and Guatemala to the United States. Directs the Administrator of the U.S. Agency for International Development (USAID) to: (1) coordinate with the heads of federal agencies and the governments of El Salvador, Honduras, and Guatemala to promote public policies which prioritize growth, poverty reduction, and sustainable alternatives to emigration; and (2) incorporate such programming with assistance to communities and economic sectors in such countries. Amends the the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to remove pilot program status from (and so make permanent) the program to repatriate unaccompanied alien children. Directs the Secretary to designate an Ambassador-at-Large for unaccompanied alien children.

Water in the 21st Century Act or W21 - Establishes within the Environmental Protection Agency (EPA) a WaterSense program to identify and promote water efficient products, buildings, landscapes, facilities, processes, and services. Requires the EPA to identify other voluntary approaches to encourage recycling and reuse technologies to improve water efficiency or lower water use and to implement those approaches, if appropriate. Establishes a State Residential Water Efficiency and Conservation Incentives Program to provide financial incentives for consumers to purchase and install products, buildings, landscapes, facilities, processes, and services labeled under the WaterSense program. Requires the EPA to make grants to owners or operators of water systems to address, mitigate, and adapt to any ongoing or forecasted impact of climate change on a region's water quality or quantity. Authorizes the Department of the Interior to provide financial assistance for water recycling, water infrastructure, enhanced energy efficiency in water systems, desalination projects, permanent water storage, and integrated water management in specified states. Authorizes the transfer of title to nonfederal entities of reclamation projects in need of rehabilitation that are authorized before enactment of this Act under certain conditions. Requires the U.S. Geological Survey (USGS) to establish an open water data system. Reauthorizes the Water Resources Research Act of 1984 and the Water Desalination Act of 1996 through FY2020. Requires the U.S. Army Corps of Engineers, after receiving a request from a nonfederal sponsor, to review the operation of a reservoir and update the water control manual to incorporate improved weather and runoff forecasting methods, if appropriate. Directs the EPA to develop voluntary national drought resilience guidelines relating to preparedness planning and investments for water users and providers. Requires the U.S. Fish and Wildlife Service to prepare a salmon drought plan for California.

Put a Registered Nurse in the Nursing Home Act of 2014 - Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act with respect to coverage of nursing care services in skilled nursing facilities and nursing facilities, respectively, to revise the standards for 24-hour licensed nursing service care which a professional registered nurse is required to provide at least 8 consecutive hours a day, 7 days a week. Requires such facilities, instead, to use the services of at least one registered professional nurse to provide assessment, surveillance, and direct care to residents 24 hours a day, 7 days a week.

Condemns: (1) all forms of anti-Semitism and rejects attempts to justify anti-Jewish hatred or violent attacks as an acceptable expression of disapproval over political events, and (2) the comparison of Israel to Nazis perpetrating a Holocaust or genocide. Applauds those foreign leaders, especially in France, Italy, and Germany, who have condemned anti-Semitic acts, and calls on those who have yet to take firm action against anti-Semitism in their countries to do so. Reaffirms support for the mandate of the United States Special Envoy to Monitor and Combat Anti-Semitism. Supports Holocaust educational programs at home and abroad. Urges the Secretary of State to: maintain the fight against anti-Semitism as a U.S. foreign policy priority, urge governments to ensure that adequate laws are in place to punish anti-Semitic violence and hate crimes as well as establish mechanisms to investigate and punish perpetrators, continue U.S. reporting on anti-Semitism as a human rights and religious freedom issue, provide training for diplomatic and law enforcement personnel posted abroad to report on anti-Semitic incidents, deepen engagement with the Organization for Security and Cooperation in Europe and support its specialized efforts to monitor and address anti-Semitism, and oppose efforts to prevent any individual from exercising his or her religion without fear of prosecution or violence.

Expresses the sense of the House of Representatives that the current outbreak of Ebola in Guinea, Sierra Leone, and Liberia is an international health crisis and is the largest and most widespread outbreak of the disease ever recorded. Calls on all nations to immediately provide additional resources to help affected nations address current and future public health crises. Requests development of a global health security plan to respond to disease outbreaks. Urges the prioritization of the elimination of Ebola as a public health threat.

Health Equity and Accountability Act of 2014 - Amends the Public Health Service Act and the Social Security Act to expand the collection and analysis of data in programs of the Department of Health and Human Services (HHS). Sets forth provisions to improve cultural competence in federal health care programs and services, including by establishing the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Requires the Secretary of HHS (Secretary) to engage in activities to improve health workforce diversity, including by: (1) establishing a working group and a technical clearinghouse; (2) awarding grants to academic institutions; (3) establishing a health and health care disparities education program; and (4) providing for scholarships, student loan repayment and loan forgiveness, and research fellowships. Health Empowerment Zone Act of 2014 - Provides for the establishment of health empowerment zones in communities that experience disproportionate disparities in health status and health care. Requires the Secretary to engage in activities to improve the quality of and access to health care, including by expanding access to health care and health care insurance for immigrants, designating centers of excellence at public hospitals and other health systems serving minority patients, increasing Medicaid payments to territories and to Native Hawaiian health centers, and providing for border health grants. Sets forth programs to reduce health disparities affecting minorities and rural residents. Establishes an Office of Minority Health in the Department of Veterans Affairs (VA). Sets forth provisions to improve health for women and children, including by expanding access to federal programs for immigrant women and children, creating public awareness campaigns, engaging in activities to eliminate disparities in maternal health outcomes, and establishing programs to reduce teenage pregnancies, including contraception education and information programs, programs to support healthy adolescent development, maintaining a database of systematic reviews of maternity care, designating maternity care health professional shortage areas, and establishing a research center on optimal maternity outcomes. Directs the Secretary to develop a multisite gestational diabetes research project within the diabetes program of the Centers for Disease Control and Prevention (CDC). Requires pharmacies to provide in stock contraceptives to customers without delay. Expands Medicare coverage of marriage and family therapist services, mental health counselor services, and substance abuse counselor services. Lung Cancer Mortality Reduction Act of 2014 - Requires the Secretary to implement the Lung Cancer Mortality Reduction Program to achieve a reduction of at least 25% in the mortality rate of lung cancer by 2020. Prostate Research, Outreach, Screening, Testing, Access, and Treatment Effectiveness Act of 2014 or the PROSTATE Act - Requires the Secretary of Veterans Affairs (VA) to take action to address prostate cancer, including by establishing the Interagency Prostate Cancer Coordination and Education Task Force. Viral Hepatitis and Liver Cancer Control and Prevention Act of 2014 - Requires the Secretary to implement programs to address hepatitis B and hepatitis C. Bone Marrow Failure Disease Research and Treatment Act of 2014 - Requires the Director of CDC to establish the National Acquired Bone Marrow Failure Disease Registry. Requires the Director of the Agency for Healthcare Research and Quality to develop guidelines to screen minority patient populations which have a higher than average risk for many chronic diseases and cancers. Expands Medicaid to cover a beneficiary's routine medical costs when they are in an approved clinical trial. Requires the Secretary to expand HIV/AIDS treatment and prevention activities, including: (1) identification of issues that impede disease status awareness and retention in appropriate care, (2) research into treatment adherence strategies, (3) grants to public health agencies and faith-based organizations, (4) the Minority HIV/AIDS Initiative, and (5) health workforce training for culturally competent care. Directs the Secretary to award grants for comprehensive sex education programs for adolescents. Eliminates a program that supports abstinence education. Permits community organizations to distribute sexual barrier protection devices (e.g., condoms) and to engage in sexually transmitted infection counseling and prevention education in federal correctional facilities. Stop AIDS in Prison Act - Requires the Bureau of Prisons to develop a comprehensive policy to provide HIV testing, treatment, and prevention for inmates. Requires the Secretary to conduct research and other activities with respect to diabetes in minority populations and the prevention of lung disease. Sleep and Circadian Rhythm Disorders Health Disparities Act - Requires the Director of the National Institutes of Health (NIH) to expand research addressing sleep health disparities. Requires the Director of CDC to expand activities regarding sleep disorders. Sets forth provisions regarding the use of health information technology to reduce health disparities, particularly in racial and ethnic minority communities. Prohibits discrimination in federal health care programs or research activities. Requires the Secretary to establish the Office of Health Disparities in the Office for Civil Rights and to establish civil rights compliance offices in each HHS agency that administers health programs. Directs the Secretary to establish a program at the National Center for Environmental Health on health impact assessment (the process of determining the potential effects of a policy, program, or project on health). Directs the Comptroller General (GAO) to study the type and scope of health care services provided to racial and ethnic minorities affected by the explosion of the Deepwater Horizon drilling unit on April 20, 2010.

National Care Corps Act of 2014 - Establishes in the Department of Health and Human Services (HHS) the National Care Corps through which Corps Members provide certain services to individuals in need who are age 65 or older or have a disability and have difficulty with self-care.

Survivor Outreach and Support Campus Act or the SOS Campus Act - Amends the Higher Education Act of 1965 to require each institution of higher education (IHE) that participates in the programs under title IV (Student Assistance) to designate an independent advocate for campus sexual assault prevention and response (Advocate) with experience in providing sexual assault victim services. Directs the Secretary of Education to prescribe regulations for IHEs to follow in appointing Advocates. Requires each Advocate to: (1) report to an individual outside the body responsible for investigating and adjudicating sexual assault complaints at the IHE, (2) submit to such individual an annual report summarizing how the resources supplied to the Advocate were used, and (3) represent the interests of each student victim even when they conflict with the IHE's interests. Directs each Advocate to: ensure that sexual assault victims at the IHE receive, with their consent, specified information and services; guide sexual assault victims who request assistance through the reporting, counseling, administrative, medical and health, academic accommodations, or legal processes of the IHE or local law enforcement; attend, at the request of a sexual assault victim, any administrative or IHE-based adjudication proceeding related to such assault as an advocate for the victim; maintain the privacy and confidentiality of the victim and any witness to such sexual assault, without notifying the IHE or any other authority of the identity of the victim or of any such witness or the alleged circumstances surrounding the reported sexual assault, unless otherwise required to do so by state law; and conduct a public information campaign to inform the students enrolled at the IHE of the existence of, contact information for, and services provided by the Advocate.

Pet and Women Safety Act of 2014 - Amends the federal criminal code to prohibit threats or acts of violence against a person's pet under the offenses of stalking and interstate violation of a protection order. Defines "pet" to mean a domesticated animal that is kept for pleasure rather than for commercial purposes. Requires the "full amount of the victim's losses" for purposes of restitution in domestic violence and stalking offenses to include any costs incurred for veterinary services relating to physical care for the victim's pet. Directs the Secretary of Agriculture (USDA) to award grants to eligible entities to carry out programs to provide specified housing assistance, support services, and training of relevant stakeholders to victims of domestic violence, dating violence, sexual assault, or stalking and their pets. Expresses the sense of Congress that states should encourage the inclusion of protections against violent or threatening acts against the pet of the person in domestic violence protection orders.

Stop Child Summer Hunger Act of 2014 - Amends the Richard B. Russell National School Lunch Act to require the Secretary of Agriculture (USDA) to establish a program providing eligible households with summer Electronic Benefits Transfer (EBT) cards that give children access to food during the summer months to: (1) reduce or eliminate children's food insecurity and hunger, and (2) improve their nutritional status. Defines an "eligible household" as a household that includes one or more children who are eligible to receive free or reduced price meals under the school lunch or breakfast programs. Sets the amount on each summer EBT card at $150 per child in 2016, with adjustments thereafter reflecting changes in reimbursement rates for school meals under the school lunch program. Requires children to be enrolled in the program without further application if they are enrolled to receive free or reduced price meals under the school lunch or breakfast programs. Requires summer EBT cards to be used only to purchase food from retail food stores that have been approved for participation in the supplemental nutrition assistance program (SNAP, formerly known as the food stamp program). Amends the Internal Revenue Code to limit the amount of a taxpayer's foreign-related interest expense that is allowed as a deduction for any taxable year. Sets that limit pursuant to a formula that takes into account a domestic corporation's undistributed foreign earnings.

English Learning and Innovation Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award renewable, competitive grants to states, local educational agencies (LEAs), and public charter schools or charter school management organizations to carry out activities that result in English learners becoming proficient in English so that they can access the knowledge needed to meet state academic content standards and be ready for postsecondary education and careers (innovation grants). Includes among those activities: (1) improving instructional programs, including through the use of dual-language or bilingual education; (2) ensuring that English learners are taught by effective teachers at schools administered by effective principals; (3) increasing the ability of the families of English learners to engage in their child's education and development; and (4) expanding best practices to other schools or LEAs. Authorizes the Secretary to award competitive capacity building grants to states and LEAs that have experienced a significant increase in English learners for use in building their capacity to provide quality instruction to English learners and their parents and become competitive in applying for an innovation grant. Directs the Secretary to establish indicators to measure the success of this Act's grant programs. Requires this Act's grantees to: (1) develop, and submit for the Secretary's approval, quantifiable benchmarks for evaluating their grant activities; and (2) provide the Secretary with an annual report on their progress toward those benchmarks.

Notario Victim Relief Act - Amends the Immigration and Nationality Act to eliminate the time limit on the filing of a motion to reopen a removal proceeding if the basis of the motion is fraud, negligence, misrepresentation, or extortion by, or the attempted, promised, or actual practice of law without authorization on the part of, a representative.

Commends the GAVI Alliance, the Bill and Melinda Gates Foundation, the United Nations Children's Emergency Fund (UNICEF), the World Health Organization (WHO), the World Bank, civil society, the private sector, faith-based organizations, and the international community on the progress made in reducing child mortality through the increased availability of vaccines. Supports the ideals and goals of the GAVI Alliance. Recognizes that the United States, in addition to being an important donor, is a critical technical partner to the GAVI Alliance. Encourages the continued use of U.S. Agency for International Development (USAID) and Centers for Disease Control and Prevention (CDC) global immunization resources. Encourages continued U.S. and international commitment and investment, through the GAVI Alliance, to the global effort to ensure that children in developing nations have access to vaccines and immunizations.

EARLY Act Reauthorization of 2014 - Amends the Public Health Service Act to reauthorize through FY2019 the Young Women's Breast Health Education and Awareness Requires Learning Young Act of 2009, which supports: (1) campaigns to educate the public and health care professionals about young women's breast health, (2) research into prevention of breast cancer in young women, and (3) support for young women with breast cancer.

Care Coordination for Older Americans Act of 2014 - Amends the Older Americans Act of 1965 to make it a duty and function of the Administration on Aging (AOA) in the Department of Health and Human Services (HHS) to provide technical assistance to, and share best practices with, states, area agencies on aging, Aging and Disability Resource Centers, and service providers to carry out outreach and coordinate activities with health care entities in order to assure better care coordination for individuals with multiple chronic illnesses. Requires AOA also to coordinate activities with other federal agencies working to improve care coordination and developing new models and best practices. Requires the designated state agency to promote the development and implementation of a state system to: (1) address the care coordination needs of older individuals with multiple chronic illnesses; and (2) work with acute care providers, area agencies on aging, service providers, and federal agencies to ensure that the system uses best practices. Requires area and state plans to provide assurances that the area agencies on aging will facilitate the area-wide development and implementation of an area-wide system to address the care coordination needs of older individuals with multiple chronic illnesses.

Full-Service Community Schools Act of 2014 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award matching grants to: (1) consortia composed of one or more local educational agencies (LEAs) and one or more community-based, nonprofit, or other public or private entities to assist public elementary or secondary schools to function as full-service community schools; and (2) state collaboratives to support the development of full-service community school programs. Requires such schools to: (1) participate in community-based efforts to coordinate and integrate educational, developmental, family, health, and other comprehensive services through community-based organizations and public and private partnerships; and (2) provide access to such services to students, families, and the community. Gives local grant priority to: (1) entities that will serve at least two full-service community schools eligible for a schoolwide program under the Act or that include an LEA serving only small or rural schools; and (2) entities that will be connected to a consortium that is comprised of a broad representation of stakeholders or that demonstrates a history of effectiveness. Establishes a Full-Service Community Schools Advisory Committee.

Social Security and Medicare Parity Act of 2014 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act with respect to the determination of a valid marriage to account for marriages in jurisdictions other than a state. Authorizes the courts of any state to find that an OASDI benefit applicant and an insured individual were validly married in a jurisdiction other than a state at the time the applicant files a benefit application or, if the insured individual is dead, at the time the individual died. Waives the nine-month marriage requirement to make eligible for widow or widower benefits certain widows or widowers whose marriage to a deceased individual would not have been treated as a marriage for federal law purposes before June 26, 2013. Waives the same requirement for anyone who became a stepchild of the deceased individual as a result of such a marriage. Waives the one-year marriage requirement to make eligible for husband's or wife's OASDI benefits certain husbands and wives whose marriage to an individual would not have been treated as a marriage for federal law purposes before June 26, 2013. Waives the same requirement for anyone who became a stepchild of the individual as a result of such a marriage. Directs the Commissioner of Social Security to conduct a comprehensive and effective three-year outreach campaign to encourage benefit applications by individuals newly eligible for OASDI benefits as a result of changes in law relating to same-sex marriage and occurring on or after June 26, 2013.

Constitutional Amendment - Authorizes Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. Grants Congress and the states the power to implement and enforce this amendment by appropriate legislation. Allows them to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections. Declares that nothing in this amendment shall be construed to grant Congress or the states the power to abridge the freedom of the press.

Protect Women's Health From Corporate Interference Act of 2014 - Affirms requirements, notwithstanding the Religious Freedom Restoration Act of 1993, that: (1) an employer that establishes or maintains a group health plan for its employees must provide coverage of a specific item or service for the employees or their dependents where the coverage is required under federal provisions or regulations pursuant to those provisions; and (2) group health plans sponsored by an employer or employee organization, and any health insurance coverage, must provide coverage required under the Public Health Service Act, including preventive health services. Authorizes the Departments of Labor, Health and Human Services (HHS), and the Treasury to modify regulations concerning coverage of contraceptive services by group health plans of religious employers consistent with the purposes and findings (regarding coverage of birth control services and the Supreme Court decisions in Burwell v. Hobby Lobby Stores, Inc. and Conestoga Wood Specialties Corp. v. Burwell ) of this Act.

Summer Meals Act of 2014 - Amends the Richard B. Russell National School Lunch Act to redefine "areas in which poor economic conditions exist," where the summer food service program for children may operate, as areas in which at least 40% (currently, 50%) of the children have been determined to be eligible for free or reduced price school meals under the school lunch and breakfast programs. Reimburses service institutions (other than school food authorities) for up to one meal and one snack per child each day during after-school hours, weekends, and school holidays during the regular school calendar. (Currently, such institutions are reimbursed for meals and snacks served to children over the summer months or to children who are on vacation under a continuous school calendar.) Authorizes the Secretary of Agriculture (USDA) to award competitive grants to service institutions to increase participation in the summer food service program for children at congregate feeding sites through innovative approaches to limited transportation and mobile meal trucks. Allows service institutions that are participating in the summer food service program for children to serve up to three meals, or two meals and one snack, during each day of operation. (Currently, this option is reserved for camps and service institutions that serve meals primarily to migrant children.)

Stop Corporate Expatriation and Invest in America's Infrastructure Act of 2014 - Amends the Internal Revenue Code to revise rules for the taxation of inverted corporations (i.e., U.S. corporations that acquire foreign companies to reincorporate in a foreign jurisdiction with income tax rates lower than the United States) to provide that a foreign corporation that acquires the properties of a U.S. corporation or partnership after May 8, 2014, shall be treated as an inverted corporation and thus subject to U.S. taxation if, after such acquisition: (1) it holds more than 50% of the stock of the new entity (expanded affiliated group), or (2) the management or control of the new entity occurs primarily within the United States and the new entity has significant domestic business activities. Authorizes additional appropriations to the Highway Account and Mass Transit Account in the Highway Trust Fund.

Charitable Automobile Red-Tape Simplification Act of 2014 or the CARS Act of 2014 - Amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Protecting American Jobs and Exports Act - Amends the Export-Import Bank Act of 1945 to reauthorize the Export-Import Bank of the United States through FY2021. Extends through FY2021 and gradually increases (with a specified exception) the Bank's aggregate outstanding loan, guarantee, and insurance authority. Extends through FY2021 Bank authority to provide financing for the export of nonlethal defense articles or services whose primary end use will be for civilian purposes.

Vulnerable Immigrant Voice Act - Amends the Immigration and Nationality Act to require that counsel at the government's expense in a removal or related appeal proceeding shall be provided only for an alien who is: (1) an unaccompanied child, or (2) incompetent to represent himself or herself due to a serious mental disability.

Advancing Care for Exceptional Kids Act of 2014 or the ACE Kids Act of 2014 - Amends titles XIX (Medicaid) and XXI (Children's Health Insurance) (CHIP) of the Social Security Act to extend medical assistance to payment for items and services furnished under a Medicaid Children's Care Coordination (MCCC) Program which the state may elect to provide to eligible children with complex medical conditions. Requires an MCCC program, among other things, to coordinate, integrate, and provide for the furnishing of the full range of MCCC program services to enrolled children, as well as designate pediatric care management services and pediatric focused care coordination and health promotion. Requires eligible children to be enrolled prospectively in an MCCC program through initial assignment to a nationally designated children's hospital network.

Achievement Through Technology and Innovation Reauthorization Act of 2014 - Amends title II of the Elementary and Secondary Education Act of 1965 to rename part D (Achievement through Technology and Innovation) as the Achievement Through Technology and Innovation Act of 2014 or the ATTAIN Act and to reauthorize it through FY2020. Requires states to use a portion of their allotted funds under subpart 1 (State and Local Grants) of part D to develop challenging academic content and achievement standards to ensure that students are technologically literate before the end of grade eight. Specifies that such standards are only for tracking technological literacy and not for assessing adequate yearly progress (AYP) under title I. Permits technological literacy testing to be embedded in other state tests or performance-based assessments portfolios, or made through other valid and reliable means. Requires states to use the bulk of their allotment for two new subgrant programs for local educational agencies (LEAs), devoting: (1) 60% for formula subgrants to improve teaching and learning through technology, and (2) 40% for competitive subgrants for systemic school redesign through technology integration. Requires LEAs to: (1) include a new or updated local long-range strategic educational technology plan in their applications, (2) use a specified percentage of each subgrant for teacher training, and (3) use each subgrant to acquire and apply technology to identify individual student learning needs and support personalized learning. Allows LEAs that receive funds for both programs to use all the funds for systemic school redesign through technology integration program activities. Creates a new subpart 2 (State Competitive Grants) program to which all funding is to be directed if part D appropriations fall below a specified amount, otherwise all funding is to be made available for subpart 1 programs. Directs the Secretary to award competitive grants under subpart 2 to states and consortia of states to support LEAs' enhanced use of technology, including online and blended learning for systemic education transformation, curricula redesign, and new instructional strategies to personalize learning.

Global Respect Act - Directs the President to submit to Congress a list of each foreign person that the President determines is responsible, or acted as an agent, for extrajudicial killings, torture, or other gross violations of internationally recognized human rights committed against an individual in a foreign country based on actual or perceived sexual orientation or gender identity. Makes a listed foreign person ineligible to enter or be admitted to the United States. Requires revocation of any visa issued for such person. Authorizes the Secretary of State and the Secretary of Homeland Security (DHS) to waive such prohibition if in U.S. national security interests or if necessary for compliance with the Agreement between the United Nations (U.N.) and the United States regarding the U.N. Headquarters. Requires congressional notification prior to any such waiver. Directs the Assistant Secretary for Democracy, Human Rights and Labor to designate a senior officer or officers to track violence, criminalization, and restrictions on fundamental freedoms in foreign countries based on actual or perceived sexual orientation or gender identity. Amends the Foreign Assistance Act of 1961 to include information on sexual orientation or gender identity violence or restrictions in the annual country reports on human rights practices.

Reducing Barriers for Veterans Education Act of 2014 - Makes an individual who is eligible for educational assistance under the Post-9/11 Educational Assistance program eligible for assistance with the fees for applying to institutions of higher education (IHEs). Sets the amount of such assistance payable to an individual at the lesser of: (1) the total application fees charged to the individual by the IHEs, or (2) $750.

Condemns the mass shooting in Isla Vista, California, on May 23, 2014. Offers condolences to the Isla Vista and University of California, Santa Barbara, communities. Encourages a dialogue on all aspects of this tragedy, including the nation's mental health care system, anger, firearms laws, and harmful attitudes toward women. Honors the dedicated service of the law enforcement and emergency personnel who responded to, and who continue to investigate, the attack. Expresses a commitment to preventing such tragedies from happening again.

Opportunity for Military Academies and Readiness Act - Authorizes an alien who possesses an employment authorization document issued by United States Citizenship and Immigration Services (CIS) under the Deferred Action for Childhood Arrivals policy of the Department of Homeland Security (DHS) and who otherwise satisfies the requirements for admission to a military service academy to be appointed to and to attend such academy and, upon graduation, to be appointed as a commissioned officer in the Armed Forces.

Stop Corporate Inversions Act of 2014 - Amends the Internal Revenue Code to revise rules for the taxation of inverted corporations (i.e., U.S. corporations that acquire foreign companies to reincorporate in a foreign jurisdiction with income tax rates lower than the United States) to provide that a foreign corporation that acquires the properties of a U.S. corporation or partnership after May 8, 2014, shall be treated as an inverted corporation and thus subject to U.S. taxation if, after such acquisition: (1) it holds more than 50% of the stock of the new entity (expanded affiliated group), or (2) the management or control of the new entity occurs primarily within the United States and the new entity has significant domestic business activities.

Kerry Rose Fire Sprinkler Notification Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require institutions of higher education (IHEs) participating in title IV programs to include in their annual fire safety report: (1) the number and percentage of beds at their student housing facilities that are protected by an automatic fire sprinkler system in the bedroom, and (2) the number and percentage that are not so protected. Directs the Secretary of Education to make publicly available statistics on the number and percentage, in the aggregate and by state, of: student housing facilities at IHEs with less than 100% of the beds protected by an automatic fire sprinkler system in the bedroom, student housing facilities at IHEs with less than 50% of the beds so protected, beds at student housing facilities at IHEs that are so protected, and beds at such facilities that are not so protected. Defines "student housing facilities" to include facilities that are campus facilities and facilities that are noncampus buildings or properties. Requires IHEs that maintain student housing facilities to: include in all materials relating to such facilities information on whether they are equipped with a fire safety system that includes an automatic fire sprinkler system in each bedroom, give students who are selecting a student housing facility written notice as to whether or not the facility has such a system, and give students written notice on the date they move into a student housing facility as to whether the facility has such a system and how its fire safety system is described in the IHE's annual fire safety report.

Expresses support for the observance of National Asian American and Pacific Islander HIV/AIDS Awareness Day. Recognizes the importance of: (1) culturally and linguistically competent services as a core element in reducing HIV/AIDS rates in Asian American, Native Hawaiian, and Pacific Islander communities; and (2) addressing the gaps in research and data in order to fully understand the HIV/AIDS epidemic in such communities. Recognizes the people across the United States infected and affected by HIV/AIDS who are commemorating this day and who work to reduce the impact of HIV/AIDS on Asian American, Native Hawaiian, and Pacific Islander communities.

Combating Autism Reauthorization Act of 2014 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish and oversee a National Autism Spectrum Disorder Initiative to implement a strategic plan for the conduct and support of research into the disorder and minimize duplication by HHS programs of other federal research activities. Extends through FY2019: (1) the developmental disabilities surveillance and research program; (2) the autism education, early detection, and intervention program; and (3) the Interagency Autism Coordinating Committee. Adds members appointed by the Speaker and the minority leader of the House of Representatives, and the majority and minority leaders of the Senate, to the Interagency Autism Coordinating Committee. Requires the Comptroller General (GAO) to study the demographics and needs of individuals with an autism spectrum disorder, make policy recommendations, and include a survey of public and private stakeholders on the needs of adults with such a disorder, the services and resources available, and the effectiveness of the services and resources.

Renewable Energy Jobs Act - Requires the Secretary of Labor to carry out a pilot program to train individuals for careers in the renewable energy and energy efficiency industries and award grants under the program to the five states with the highest installed alternative energy power capacity. Defines "renewable energy and energy efficiency industries" as the following industries: the energy-efficient building, construction, or retrofits industry; the renewable electric power industry, including the wind, solar, and geothermal energy industries; and the energy efficiency assessment industry that serves the residential, commercial, or industrial sectors.

Bank on Students Emergency Loan Refinancing Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Secretary of Education to establish a program to refinance the unpaid principal, accrued unpaid interest, and late charges on: (1) the William D. Ford Federal Direct Loans (DLs) of qualified borrowers if the DLs were first disbursed or (in the case of Direct Consolidation Loans) applied for before July 1, 2013, and (2) the Federal Family Education Loans (FFEL) of qualified borrowers as DLs. (FFELs were not disbursed after June 30, 2010.) Refinances the FFELs as Federal Direct Stafford, Unsubsidized Stafford, PLUS, or Consolidated Loans depending on the categorization of the FFEL as a Stafford, Unsubsidized Stafford, PLUS, or Consolidated Loan. Sets the interest rate on the refinanced loans, other than the Federal Direct Consolidation Loans, at the rate for the 12 months beginning on July 1, 2013, applicable to the DL's categorization and, in the case of Stafford Loans, applicable to a loan issued to an undergraduate student or a loan issued to a graduate student. Sets the interest on refinanced Consolidation Loans at the rate on Federal Direct PLUS Loans for the 12-month period beginning on July 1, 2013. Fixes the interest rate on such loans for the period of such loans. Directs the Secretary to establish eligibility requirements based on a borrower's income or debt-to-income ratio that take into consideration providing access to refinancing for borrowers with the greatest financial need. Imposes an administrative fee on the borrowers of such reissued loans that is based on the unpaid principal, and accrued unpaid interest and late charges, of their original loan. Requires the Secretary to establish a program to refinance the unpaid principal, accrued unpaid interest, and late charges on private education loans as Federal Direct Refinanced Private Loans if the private education loans were first disbursed to qualified borrowers before July 1, 2013, and were for their own postsecondary educational expenses. Sets the interest rate on Federal Direct Refinanced Private Loans at the rate applicable for the 12 months beginning on July 1, 2013, to: (1) Direct Stafford and Unsubsidized Stafford Loans issued to undergraduates if the private education loan was issued for undergraduate expenses, (2) Direct Unsubsidized Stafford Loans issued to graduate or professional students if the private education loan was issued for graduate or professional studies, or (3) Direct PLUS Loans if the private education loan was issued for undergraduate and graduate or professional studies. Fixes the interest rate on such loans for the period of such loans. Directs the Secretary to establish eligibility requirements based on a borrower's income or debt-to-income ratio that take into consideration providing access to refinancing for borrowers with the greatest financial need. Requires qualified borrowers of such loans to undergo loan counseling before their private education loan is refinanced. Imposes an origination fee on the borrowers of Federal Direct Refinanced Private Loans. Amends the Internal Revenue Code to require an individual taxpayer whose adjusted gross income exceeds $1 million to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (tentative fair share tax). Establishes the amount of such tax as the excess (if any) of the tentative fair share tax over the excess of: (1) the sum of the taxpayer's regular tax liability, the alternative minimum tax (AMT) amount, and the payroll tax for the taxable year; over (2) certain tax credits. Provides for a phase-in of such tax. Requires an inflation adjustment to the $1 million income threshold for taxable years beginning after 2015. Requires the Secretary to terminate this Act's refinancing programs when the net cost of carrying out the programs is equal to the Secretary's estimate of the amount of additional revenue generated during the 10-year period beginning on the date of this Act's enactment due to the fair share tax.

Travel Promotion, Enhancement, and Modernization Act of 2014 - Amends the Travel Promotion Act of 2009 (TPA) to revise qualifications requirements for members of the Board of Directors of the Corporation for Travel Promotion. Revises requirements for the Corporation's annual report to the Secretary of Commerce (Secretary) to require a description of and rationales for: (1) the Corporation's efforts to focus on specific countries and populations, and (2) its combination of media channels employed in meeting the promotional objectives of its marketing campaign. Directs the Corporation and the Secretary (or their designees) to meet biannually to review procedures to determine the fair market value of goods and services received by the Corporation from non-federal sources. Reduces from 80% to 75% the percentage of the fair market value of those goods and services the Corporation may receive from non-federal sources each fiscal year, increasing from 20% to 25% the federal matching rate. Includes U.S. territories among the states and the District of Columbia whose benefit the Corporation's international travel promotion plan must ensure. Extends the TPA and the Corporation through FY2020. Amends the Immigration and Nationality Act to extend through FY2020 also the authority of the Secretary of Homeland Security (DHS) to charge a fee for use of the electronic travel authorization system to determine, in advance, an alien's eligibility to travel to the United States. Amends the TPA to require the Corporation to establish performance metrics to: (1) measure the impact of its marketing efforts, and (2) demonstrate any cost or benefit to the U.S. economy. Requires the Corporation to report to Congress actions it has taken in response to any recommendations the Government Accountability Office (GAO) might make to it. Requires the Corporation to: (1) establish a competitive procurement process, and (2) certify in its annual report to Congress that any contracts it has entered into were in compliance with that process.

Emergency Unemployment Compensation Extension Act of 2014 - Amends the Supplemental Appropriations Act, 2008 (SAA, 2008) to extend emergency unemployment compensation (EUC) payments for eligible individuals to weeks of employment ending on or before June 1, 2014. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until May 31, 2014, requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and November 30, 2014, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA of 1970) against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the FSEUCA of 1970 to postpone similarly from December 31, 2013, to May 31, 2014, termination of the period during which a state may determine its "on" and "off" indicators according to specified temporary substitutions in its formula. Amends the SAA, 2008 to appropriate funds out of the employment security administration account through the first five months of FY2015 to assist states in providing reemployment and eligibility assessment activities. Requires the provision of such activities to an individual, at a minimum, within a time period after he or she begins to receive Tier-1 EUC benefits, and if applicable, again within a time period after he or she begins to receive Tier-3 EUC benefits. Requires the Secretary of Labor to determine appropriate time periods. Specifies the purposes of the activities, namely to: better link the unemployed with the overall workforce system by bringing individuals receiving unemployment insurance benefits in for personalized assessments and referrals to reemployment services; and provide them with early access to specific strategies that can help get them back into the workforce faster, including through: (1) the development of a reemployment plan, (2) provision of access to relevant labor market information, (3) provision of access to information about industry-recognized credentials that are regionally relevant or nationally portable, (4) provision of referrals to reemployment services and training, and (5) an assessment of the individual's on-going eligibility for unemployment insurance benefits. Amends the Railroad Unemployment Insurance Act to extend through May 31, 2014, the temporary increase in extended unemployment benefits. Makes a change in application of a certain requirement (nonreduction rule) to a state that has entered a federal-state EUC agreement, under which the federal government would reimburse the state's unemployment compensation agency making EUC payments to individuals who have exhausted all rights to regular unemployment compensation under state or federal law and meet specified other criteria. (Under the nonreduction rule such an agreement does not apply with respect to a state whose method for computing regular unemployment compensation under state law has been modified to make the average weekly unemployment compensation benefit paid on or after June 2, 2010, less than what would have been paid before June 2, 2010.) Declares that the nonreduction rule shall not apply to a state which has enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. Allows a state whose agreement was terminated, however, to enter into a subsequent federal-state EUC agreement on or after enactment of this Act if, taking into account this inapplicability of the nonreduction rule, it would otherwise meet the requirements for an EUC agreement. (Thus allows such a subsequent EUC agreement to permit payment of less than the average weekly unemployment compensation benefit paid on or after June 2, 2010.) Prohibits the use of federal funds to: (1) make payments of unemployment compensation to any individual whose adjusted gross income in the preceding year was at least $1 million, or (2) determine whether or not this prohibition applies to an individual. Requires the Comptroller General (GAO) to: study the use of work suitability requirements to strengthen them to ensure that unemployment insurance benefits are being provided to individuals who are actively looking for work and truly want to return to the labor force; and brief Congress on the ongoing study, including preliminary recommendations for appropriate legislation and administrative action. Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to revise the applicable percentages for determining minimum funding standards for single-employer defined benefit pension plans (funding stabilization). Exempts plans providing accelerated benefit distributions from the application of such standards. Amends ERISA, with respect to pension insurance premiums paid by a designated payor (i.e., the contributing sponsor or plan administrator for a single employer pension plan and the plan administrator for the multiemployer plan) to the Pension Benefit Guaranty Corporation (PBGC). Allows a designated payor to elect to prepay, during any plan year, the applicable PBGC flat dollar insurance premium due for up to five consecutive subsequent plan years specified in the election. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend through FY2024 the authority of the Secretary of the Treasury to collect customs user fees for the processing of certain merchandise. Amends the Internal Revenue Code to provide that a bona fide volunteer providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or tax-exempt organization shall not be counted in determining the number of full-time employees of an employer for purposes of the employer mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act. Excludes services rendered as a bona fide volunteer to any governmental entity and any tax-exempt organization (specified employer) from the determination of the number of full-time employees of an employer for purposes of such mandate. Defines "bona fide volunteer" as an employee whose only compensation from a specified employer is in the form of: (1) reimbursement for (or reasonable allowance for) reasonable expenses incurred in the performances of volunteer services; or (2) reasonable benefits and nominal fees, customarily paid in connection with the performance of volunteer services.
