Truth in Employment Act of 2003 - Amends the National Labor Relations Act to provide that nothing in specified prohibitions against unfair labor practices by employers shall be construed as requiring an employer to employ any person who seeks or has sought employment with the employer in furtherance of other employment or agency status.

Small Business Advocacy Improvement Act of 2003 - Requires appointment to the position of Chief Counsel of the Office of Advocacy of the Small Business Administration (SBA) without regard to political affiliation and on the basis of fitness to perform duties. Prohibits appointment of an individual who has served as an SBA officer or employee within the last five years. Requires the Office to: (1) recommend methods for the delivery of financial assistance to small businesses owned and controlled by socially and economically disadvantaged individuals, women, and veterans; (2) make recommendations and submit relevant reports to the President, the chairmen and ranking members of the congressional small business committees, and the SBA Administrator; (3) maintain economic databases and make such information available to the Administrator and Congress; and (4) coordinate functions with the Small Business and Agriculture Regulatory Enforcement Ombudsman. Requires the Chief Counsel to submit annually to the Office of Management and Budget and the congressional small business and appropriations committees the Office's appropriation estimate and request. Requires each budget of the United States submitted by the President to include a separate statement of the amount of appropriations requested for the Office of Advocacy. Authorizes the Chief Counsel to appoint a Principal Deputy Chief Counsel, as well as regional advocates. Requires the Administrator (currently, the Chief Counsel) to conduct an SBA program for the development of rural small businesses engaged in tourism-related activities.

Job Protection Act of 2003 - Amends the Internal Revenue Code to repeal the foreign sales corporation/extraterritorial income (FSC/ETI) exclusion, with an exemption for certain binding contracts in effect before the date of enactment of this Act. Permits a foreign corporation that elected to be treated as a domestic corporation to revoke such election and be treated as a domestic corporation transferring its property to a foreign corporation with no gain recognized on such transfer. Provides: (1) a transitional 2004 through 2008 sliding-scale deduction for an FSC/ETI beneficiary based on the corporation's 2001 FSC/ETI benefit; and (2) special rules for 2003 and for fiscal year taxpayers. Defines "FSC/ETI benefit." Allows a deduction for income attributable to U.S. production activities equal to ten percent of qualified production activities. Provides a 2006 through 2009 phase-in period. Defines "qualified production activities" as: (1) the portion of the modified taxable income attributable to domestic activities; and (2) the domestic/foreign fraction. Sets forth related provisions with respect to: (1) determination of income attributable to domestic production activities; (2) domestic production gross receipts; (3) qualifying production property; (4) domestic/foreign fraction; and (5) special rules.

Liberty Bill Act - Amends Federal law to require that the design of the reverse side of all Federal reserve notes incorporate: (1) the preamble to the Constitution; (2) a list describing the Articles of the Constitution; and (3) a list describing the Articles of Amendment. Prescribes the design format. States that such requirements do not limit the authority of the Secretary of the Treasury to: (1) include other inscriptions or material on the reverse side of such notes; or (2) adopt other design features to deter counterfeiting of currency.

Bulletproof Vest Partnership Grant Act of 2003 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend through FY 2007 the authorization of appropriations for the Bulletproof Vest Partnership Grant Program (a matching grant program which helps State, tribal, and local jurisdictions purchase armor vests for use by law enforcement officers).

Child Custody Protection Act - Amends the Federal criminal code to prohibit transporting a minor across a State line to obtain an abortion and thereby abridging the right of a parent under a law in force in the State where the minor resides requiring parental involvement in a minor's abortion decision. Makes an exception if the abortion was necessary to save the life of the minor. Specifies that neither the minor transported nor her parent may be prosecuted or sued for a violation of this Act. Makes it an affirmative defense to a prosecution for, or to a civil action based on, such a violation that the defendant reasonably believed that before the minor obtained the abortion, the parental consent or notification or judicial authorization that would have been required had the abortion been performed in the State where the minor resides, took place. Authorizes any parent who suffers harm from a violation to obtain appropriate relief in a civil action. Defines "parent" to include a guardian, legal custodian, or person standing in loco parentis who has care and control of the minor, and with whom the minor regularly resides, who is designated by such law as a person to whom notification, or from whom consent, is required.

Amends Federal provisions relating to the military Survivor Benefit Plan (SBP) to change from October 1, 2008, to October 1, 2003, the effective date on or after which no reduction may be made in the retired pay of an SBP participant for any month after the later of: (1) the 360th month for which such pay was so reduced; and (2) the month during which the participant attains 70 years of age.

Quality Cancer Care Preservation Act - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act (SSA) to revise the payment amount for covered drugs and biologicals furnished during a calendar quarter that are not paid on a cost or prospective payment basis. Changes such amount from 95 percent of the average wholesale price to 120 percent of the average sales price of the drug or biological for the second preceding calendar quarter. Requires drug manufacturers to report average sales prices each calendar quarter for covered drugs and biologicals. Directs the Secretary of Health and Human Services to: (1) revise the practice expense relative value units for drug administration services (including chemotherapy administration services) in accordance with this Act to determine the units to be used in determining the fee schedule amounts paid for drug administration services under the Medicare program; (2) recognize and make payments under Medicare for chemotherapy support services furnished incident to physicians' services; (3) recognize and establish a payment amount for the service of cancer therapy management to account for the greater pre-service and post-service work associated with visits and consultations conducted by physicians treating cancer patients compared to typical visits and consultations; and (4) develop a revised methodology for determining the payment amounts for services that are paid under the Medicare fee schedule and that do not have physician work relative value units, including radiation oncology services. Amends SSA title XVIII to provide that if the Secretary requires direct supervision of a service by a physician, that supervision requirement may be fulfilled by one or more physicians other than the physician who ordered the service.

Amends the Internal Revenue Code to exclude from the gross income of members of the Armed Forces any "qualified bonus." Defines the term "qualified bonus" to mean an enlistment, accession, reenlistment, retention, or other bonus paid to a member of the Armed Forces of the United States in exchange for the agreement of the member to accept a commission as an officer, extend an active service commitment as an officer, enlist, reenlist, or extend an enlistment as an enlisted member in an active or reserve component, or enter into a reserve affiliation agreement.

Fuel Tax Equalization Credit for Substantial Power Takeoff Vehicles Act - Amends the Internal Revenue Code to provide a $250 credit for each qualified commercial power takeoff vehicle (certain highway vehicles designed to deliver ready mixed concrete or collect refuse or recyclables) owned by a taxpayer at the end of the year. Stipulates that such credit shall not be available for a vehicle used during the year by a governmental entity or a tax-exempt organization.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to Prime Minister Tony Blair of the United Kingdom in recognition of his outstanding and enduring contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to: (1) strike such gold medal (and authorizes the Secretary to strike and sell duplicate bronze medals); and (2) deposit sums received from the sale of the bronze medals into the U.S. Mint Public Enterprise Fund.

Bankruptcy Judgeship Act of 2003 - Authorizes appointment of additional bankruptcy judgeships for designated States, including additional temporary bankruptcy judgeships for Puerto Rico, New York, Pennsylvania, Maryland, Mississippi, and Georgia. Extends certain existing temporary bankruptcy judgeships in Alabama and. Tennessee. Converts to a bankruptcy judgeship for the middle district of Georgia the bankruptcy judgeship presently shared by the southern district of Georgia and the middle district of Georgia. Converts to a permanent bankruptcy judgeship existing temporary bankruptcy judgeships for the districts of Delaware and Puerto Rico.

Reaffirms the U.S. Government's commitment to the Taiwan Relations Act (Public Law 96-8) as the cornerstone of U.S. relations with Taiwan. Urges the President to direct all appropriate U.S. officials to raise concerns regarding China's military threats to Taiwan with China's officials and to seek from China's leaders an immediate and unequivocal public renunciation of any use of force, or threat to use force, against Taiwan. Urges the President to encourage further dialogue between democratic Taiwan and China. Urges U.S. policy, in conformity with the Taiwan Relations Act, to publicly support a United States-Taiwan Free Trade Agreement.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees. Sets an implementation deadline of the first open enrollment period beginning not less than 90 days following enactment.

Encroachment on Military Bases Prevention Act - Amends the Endangered Species Act to prohibit the Secretary of the Interior (Secretary) from designating as critical habitat any lands or areas owned and controlled by the Department of Defense, or designated for its use, that are subject to an integrated natural resources management plan under the Sikes Act if the Secretary determines that such plan addresses special management considerations or protection. Requires the Secretary to consider impact on national security when making critical habitat determinations. Amends the Act commonly known as the National Park System General Authorities Act to require: (1) the Secretary to notify the Secretary of Defense of the exact military lands included in any study of an area for potential inclusion in the National Park System (NPS); and (2) the Secretary of Defense to evaluate the existing environmental protections for such lands and the importance of such lands to military readiness and preparation. Authorizes the Secretary of Defense to require the Secretary to exclude such lands if it is determined that current environmental protections are adequate and that their inclusion in the NPS would adversely affect military readiness and preparation. Amends the National Marine Sanctuary Act to prohibit the Secretary from including as a national marine sanctuary any area that the Secretary of Defense has designated for use for military readiness activities.

Commercial Driver's License Devolution Act of 2003 - Amends Federal transportation law to authorize an individual to operate a commercial motor vehicle solely within the borders of a State (intrastate) if such individual: (1) meets State-prescribed minimum standards for fitness for operating a commercial motor vehicle; and (2) has passed written and driving tests meeting those same standards. Requires States to test the fitness of commercial motor vehicle operators, including with written and driving tests, who operate intrastate.

Active Reservists and National Guard Student Loan Relief Act of 2003 - Amends the Higher Education Act of 1965 to provide for deferments of repayments and for Federal interest subsidy payments on student loans for borrowers who are called to active duty. Provides such deferments and interest payments for up to three years under the Federal Family Education Loan, direct subsidized loan, and Perkins loan programs.

Family Time Flexibility Act - Amends the Fair Labor Standards Act of 1938 to provide for compensatory time for all employees. Allows an employee to receive, in lieu of monetary overtime compensation, compensatory time off at a rate not less than one and one-half hours for each hour of employment for which overtime compensation is required under the Act.

Bankruptcy Judgeship Act of 2003 - Amends the Federal judicial code to: (1) authorize the appointment of additional permanent and temporary bankruptcy judges in various States and Puerto Rico; and (2) extend certain temporary office of bankruptcy judges previously authorized for Alabama and Tennessee.

State Waste Empowerment and Enforcement Provision Act of 2003 - Amends the Solid Waste Disposal Act to authorize a State to limit, place restrictions on, or otherwise regulate out-of-State municipal solid waste received or disposed of annually at each landfill or incinerator in the State, except, until two years after enactment of this Act, to the extent that a host community agreement (between an owner or operator of a landfill or incinerator and an affected local government) specifically authorizes such receipt.

Small Business Tax Fairness Act of 2003 - Amends the Internal Revenue Code to: (1) increase the amount of section 179 property which may be expensed and permit the expensing of computer software; and (2) classify restaurants and franchise operations as 15-year property.

Class Action Fairness Act of 2003 - Establishes a consumer class action bill of rights, including provision for: (1) judicial review and approval of noncash settlements; (2) protection against loss by class members because of payments to class counsel; (3) a prohibition against court approval of a proposed settlement providing for greater payments to class members because they are located in closer geographic proximity to the court; (4) a prohibition against court approval of a proposed settlement providing for payment of a greater share of the award to a class representative serving on behalf of a class; and (5) standardized settlement notification information. Grants the district courts original jurisdiction of any civil action in which the matter in controversy exceeds $2 million, exclusive of interest and costs, and is a class action in which any member of a class of plaintiffs is: (1) a citizen of a State different from any defendant; (2) a foreign state or a citizen or subject of a foreign state and any defendant is a citizen of a State; or (3) a citizen of a State and any defendant is a foreign state or a citizen or subject of a foreign state. Lists exceptions. Sets forth procedures for removal of interstate class actions to U.S. district court and for review of orders remanding class actions to State courts. Grants the courts of appeals jurisdiction of appeals from orders of the U.S. district courts granting or denying class certification under rule 23 of the Federal Rules of Civil Procedure under specified circumstances.

Volunteer Pilot Organization Protection Act - Amends the Volunteer Protection Act of 1997 to exempt from liability a nonprofit volunteer pilot organization that flies for public benefit, its staff members, and its volunteers for harm caused by a volunteer while flying, in furtherance of the purpose of the organization, an aircraft for which the volunteer was properly licensed and individually insured.

Lifespan Respite Care Act of 2003 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Maternal and Child Health Bureau of the Health Resources and Services Administration, to award grants or cooperative agreements to develop State-wide lifespan respite care programs. Defines "lifespan respite care" to mean a coordinated system of accessible community-based respite care services for family caregivers regardless of the individual's age, race, ethnicity, or special need. Requires the Secretary to establish a review panel to make recommendations on applicants. Permits the use of funds for respite care services and training programs. Limits grants to five years. Directs the Secretary to provide for the establishment of a National Resource Center on Lifespan Respite Care to maintain a national database and provide training, technical assistance, and information.

NASA Flexibility Act of 2003 - Amends the National Aeronautics and Space Act of 1958 to provide the Administrator of the National Aeronautics and Space Administration the authority to: (1) compensate certain excepted personnel at the basic rate payable for level III of the Executive Schedule; (2) pay recruitment, redesignation, relocation, and retention bonuses in exchange for service agreements; (3) make voluntary separation incentive payments in excess of the dollar limitation that would otherwise apply under the Homeland Security Act; (4) make term appointments and permanent conversions; (5) fix basic rates of pay for critical positions; (6) extend intergovernmental personnel act assignments; and (7) involve in demonstration projects such numbers of individuals as the Administrator determines to be appropriate (current law limits the number to 5,000). Requires the NASA Administrator: (1) before exercising any such authorities, to submit to specified congressional committees and provide to all NASA employees a written workforce plan identifying each critical need and describing how the exercise of those workforce authorities would address each such need; and (2) after six years, to report on the effectiveness of exercising such authorities. Terminates such authorities as of October 1, 2009.

American History and Civics Education Act of 2003 - Directs the Chairperson of the National Endowment for the Humanities (NEH) to award competitive grants to nonprofit educational institutions to establish: (1) Presidential Academies for Teaching of American History and Civics to offer workshops for teachers of American history and civics; and (2) Congressional Academies for Students of American History and Civics to offer workshops for outstanding students of American history and civics. Directs the NEA Chairperson to award a grant to an organization for the creation of a national alliance of elementary school and secondary school teachers of American history and civics.

Pancreatic Islet Cell Transplantation Act of 2003 - Amends the Public Health Service Act to include pancreases procured by an organ procurement organization and used for islet cell transplantation or research to be counted toward organ procurement organization certification. Establishes the Interagency Committee on Islet Cell Transplantation within the Department of Health and Human Services (HHS). Requires the Committee to study related issues, including Federal research funding, the effect of specified policies on transplantation, and data collection. Instructs the Secretary of HHS to request the Institute of Medicine to provide a study of the impact of islet cell transplantation on juvenile diabetes patients, including their health and the treatment's cost-effectiveness. Directs the Secretary, acting through the Administrator of the Centers for Medicare & Medicaid Services, to establish a demonstration project to assess the efficacy of pancreatic cell islet transplantation for individuals who: (1) have Type I (juvenile) diabetes; and (2) have end-stage renal disease; and (3) are Medicare beneficiaries. Establishes reporting requirements.

Commends and expresses the gratitude of the Nation to: (1) all members of the U.S. Armed Forces (whether on active duty, in the National Guard, or in the Reserves) who are fighting the Global War on Terrorism; (2) the employers who in the spirit of patriotism maintain the job security of their mobilized National Guard and Reserve employees; and (3) the families of those service members who have borne the burden of separation from their loved ones and who have staunchly supported them during the conduct of the Global War on Terrorism. Expresses the condolences of Congress to the families of the brave American service members who have lost their lives defending the Nation in the Global War on Terrorism. Reaffirms that the Congress stands united with the President in the ongoing effort to defeat global terrorism.

English Language Unity Act of 2003 - Amends specified Federal law to declare English to be the official language of the United States. Gives representatives of the Federal Government an affirmative obligation to preserve and enhance the role of English as the official language of the Federal Government, including encouraging greater opportunities for individuals to learn the English language. Requires the official functions of the United States (meaning, in this case, the States and the District of Columbia) to be conducted in English. Sets forth exceptions to and rules of construction for such requirements. Requires a uniform English language rule for U.S. naturalization, and all naturalization ceremonies to be conducted in English. Amends specified Federal law to declare, as a general rule of construction, that English language requirements and workplace policies, whether in the public or private sector, shall be presumptively consistent with the Laws of the United States. Requires the Department of Justice to issue for public notice and comment a proposed rule for uniform testing of English language ability of candidates for naturalization, based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the Laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

Secure Access to Firearms Enhancement (SAFE) Act of 2003 - Amends the Federal criminal code to provide for reciprocity for the carrying of certain concealed firearms in different States by persons who are not prohibited by Federal law from possessing, transporting, shipping, or receiving a firearm and who are: (1) carrying a valid State license or permit for carrying a concealed firearm; or (2) otherwise entitled to carry a concealed firearm in their State of residence.

Protection of Lawful Commerce in Arms Act - Prohibits any qualified civil liability action from being brought in any State or Federal court and requires pending actions to be dismissed. Defines such an action to: (1) include an action brought against a manufacturer or seller of a firearm, ammunition, or a component of a firearm that has been shipped or transported in interstate or foreign commerce, or against a trade association of such manufacturers or sellers, for damages resulting from the criminal or unlawful misuse of a firearm; and (2) exclude an action brought against persons who transfer a firearm knowing that it will be used to commit a crime of violence or a drug trafficking crime; an action brought against a seller for negligent entrustment or negligence per se; an action in which a manufacturer or seller of a firearm willfully violated a State or Federal statute applicable to the sale or marketing of the firearm and the violation was a proximate cause of the harm for which relief is sought; an action for breach of contract or warranty in connection with the purchase of the firearm; or an action for physical injuries or property damage resulting directly from a defect in design or manufacture of the firearm when used as intended.

Training for Realtime Writers Act of 2003 - Directs the Secretary of Education to make competitive grants to eligible entities to promote training and placement of individuals, including individuals who have completed a court reporting training program, as realtime writers to meet requirements for closed captioning in video programming. Sets forth priorities to be given in the award of such grants. Limits grants to a two-year period and a maximum amount of $1.5 million.

Bankruptcy Abuse Prevention and Consumer Protection Act of 2003 - Amends Federal bankruptcy law governing: (1) conversion of bankruptcy petitions; (2) abusive creditor practices; (3) domestic support obligations; (4) consumer protections, including protection of personally identifiable information; (5) measures to discourage bankruptcy abuse, including reduction of the homestead exemption for fraud; (6) guidelines for general and small business bankruptcies, including appointment of a committee of retired employees; (7) bankruptcy data dissemination and bankruptcy tax provisions; (8) ancillary and other cross-border cases to incorporate the Model Law on Cross-Border Insolvency; and (9) financial contracts and transfers entered into with an insolvent insured depository institution before its conservatorship or receivership. Reenacts Chapter 12, Adjustment of Debts of a Family Farmer with Regular Annual Income. Brings family fishermen within the purview of Federal bankruptcy protection. Prescribes guidelines for insolvent health care businesses and related patients' rights. Bankruptcy Judgeship Act of 2003 - Amends the Federal Judicial Code to mandate appointments for additional temporary bankruptcy judgeships in designated States. Prescribes additional consumer credit disclosures, including open end credit plans and introductory rates.
