Clarifications to the Fair Debt Collection Practices Act - Amends the Fair Debt Collection Practices Act to state that formal pleadings in a civil action shall not be considered the kind of communication (initial or otherwise) required for a validation of debt notice. Prescribes an alternative version of the initial communication debt collectors are required to give consumers, incorporating the three statements currently specified. States that collection activities and communications may continue during the 30 days following a debt collector's initial notice to the debtor. States that, if the consumer's attorney at law fails to respond to a communication from a debt collector within 30 days (currently, a reasonable period of time) after receiving a communication from the collector, such collector may communicate directly with the consumer. Limits to one the number of additional communications a debt collector may make to a consumer after the consumer has notified the collector in writing that the consumer refuses to pay the debt or wishes the collector to cease further communication. Limits the content of any such additional communication to one of the three purposes already specified by the Act. Revises notice of debt guidelines to require one of the debt collector's mandatory statements to specify that a consumer's dispute of the validity of a debt be submitted in writing in order to preclude an assumption by the collector that the debt is valid.

Department of Justice Appropriations Authorization Act, Fiscal Years 2004 through 2006 - Authorizes appropriations for FY 2004 through 2006 to carry out the activities of the Department of Justice. Amends the Omnibus Crime Control and Safe Streets Act of 1968 (Safe Streets Act) to merge the Byrne grant program and the local law enforcement block grant program into an Edward Byrne Memorial Justice Assistance Grant Program. Authorizes the presentation, on behalf of Congress, of: (1) a bronze medal to the public safety officers in New York, Virginia, and Pennsylvania who lost their lives as a result of responding to the September 11, 2001, terrorist attacks; and (2) a plaque commemorating the service of such officers to their public agencies. Amends the USA PATRIOT Act to: (1) provide for the establishment and maintenance of a secure telecommunications system for regional information sharing between Federal, State, and local law enforcement agencies; and (2) authorize grants for nonprofit neighborhood and community-based victim service organizations and coalitions to improve outreach and services to crime victims. Amends the Safe Streets Act to establish within the Office of Justice Programs: (1) an Office of Weed and Seed Strategies to implement strategies to prevent, control, and reduce violent crime, criminal drug-related activity, and gang activity in designated communities; (2) an Office of Audit, Assessment, and Management to carry out and coordinate performance audits of, ensure compliance with, and manage information with respect to, specified Department of Justice grant programs; (3) a Community Capacity Development Office to provide training to participants in such grant programs; and (4) an Office of Applied Law Enforcement Technology to provide leadership and focus to Department grants made for using or improving law enforcement computer systems. Requires the Attorney General to designate a senior Department official to assume primary responsibility for privacy policy.

Exempts from the requirement to pay subsistence charges while hospitalized in a military facility an officer or former officer, or an enlisted member or former enlisted member not entitled to retired or retainer pay or equivalent pay, who is hospitalized in a military facility because of an injury incurred: (1) as a direct result of armed conflict; (2) while engaged in hazardous service; (3) in the performance of duty under conditions simulating war; or (4) through an instrumentality of war.

Continuity in Representation Act of 2003 - Requires States to hold special elections to fill vacancies in the House of Representatives within 21 days after a vacancy is announced by the Speaker of the House in the extraordinary circumstance that vacancies in representation from the States exceed 100. Waives the 21-day requirement if a regularly scheduled general election for the office involved is to be held at any time within 51 days after the vacancy announcement.

Amends the Public Health Service Act to remove language requiring, subject to certain provisions, health insurance issuers that offer health insurance coverage in the small group market in a State to accept every small employer that applies for such coverage.

John Marshall Commemorative Coin Act - Directs the Secretary of the Treasury: (1) to mint and issue not more than 400,000 silver one dollar coins emblematic of Chief Justice John Marshall and his contributions to the United States in commemoration of the 250th anniversary of his birth; and (2) in cooperation with the Legacy Fund of the Library of Congress, to develop and implement a marketing program to promote and sell the coins. Directs that all sales of coins minted under this Act include a ten dollar per coin surcharge, to be paid by the Secretary to the Supreme Court Historical Society for purposes of: (1) supporting historical research about the Supreme Court, the Constitution, and related topics; (2) supporting fellowship programs, internships, and docents at the Supreme Court; and (3) collecting and preserving related antiques, artifacts, and other historical items.

Motor Vehicle Owners' Right to Repair Act of 2003 - Requires a manufacturer of a motor vehicle sold or introduced into commerce in the United States to disclose to the vehicle owner, a repair facility, and the Federal Trade Commission (FTC) the information necessary to diagnose, service, or repair the vehicle. Sets forth protections for trade secrets. States that manufacturer noncompliance with this Act constitutes an unfair method of competition and an unfair or deceptive act or practice affecting commerce within the purview of the Federal Trade Commission Act. Authorizes a vehicle owner or repair facility to bring a civil action in Federal district court for violations of this Act without regard to the amount in controversy or the citizenship of the parties. Instructs the FTC to prescribe a uniform methodology for manufacturer disclosure in writing, and on the Internet. Prohibits the FTC from prescribing rules that interfere with the authority of the Administrator of the Environmental Protection Agency regarding motor vehicle emissions control diagnostics systems.

Great Lakes Restoration Financing Act of 2003 - Establishes the Great Lakes Advisory Board to: (1) develop a biennial comprehensive Great Lakes management plan; (2) coordinate Great Lakes restoration efforts; and (3) implement a public awareness campaign. Establishes a scientific working group to evaluate the scientific integrity of the Great Lakes restoration effort and assist the Board in its decisionmaking. Requires the management plan to be submitted to the President, appropriate congressional committees, the governor of each Great Lakes State, and the Great Lakes mayors. Includes as possible Great Lakes ecosystem goals: (1) the cleanup of toxic hot spots; (2) the elimination of invasive species; (3) pollution decrease; (4) the restoration and conservation of wetlands and critical coastal habitat; (5) the elimination of dead zones caused by hypoxia and harmful algal bloom; (6) the sustainable use and management of Great Lakes water resources; and (7) public participation in Great Lakes restoration. Requires each Great Lakes State to have in effect a State Great Lakes Management Plan, approved by the Administrator of the Environmental Protection Agency and updated every two years, in order to be eligible for assistance apportionments authorized under this Act. Provides apportioned funding to Great Lakes States for restoration activities. Authorizes the Administrator to appoint a special master to direct the remediation of an area of concern.

Human Space Flight Independent Investigation Commission Act of 2003 - Directs the President to establish an independent, nonpartisan commission within the executive branch to investigate and report to the President, Congress, and the public on any accident or deliberate act that results in the loss of: (1) a space shuttle; (2) the International Space Station or its operational viability; (3) any other U.S. space vehicle carrying humans; (4) any space vehicle carrying U.S. citizens; or (5) a crew member or passenger of any such space vehicle. Requires the President to issue an executive order establishing such a commission within seven days after such an incident. Requires the National Transportation Safety Board to: (1) assume responsibility for investigation of such an incident immediately after its occurrence; and (2) transfer investigative responsibility to such a commission as soon as the commission holds its first meeting.

Family Farmer Bankruptcy Relief Act of 2003 - Amends the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999, as amended, to extend until January 1, 2004, the reenactment of chapter 12 of the Federal Bankruptcy Code (Adjustment of Debts of a Family Farmer with Regular Annual Income) (thereby extending family farmer bankruptcy relief). Makes this Act effective as of July 1, 2003 (the previous expiration date).

Death Tax Repeal Permanency Act of 2003 - Declares that the sunset provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 shall not apply to Title V: Estate, Gift, and Generation-skipping Transfer Tax Provisions of such Act. (Makes the repeal of estate and generation-skipping taxes under the Internal Revenue Code, and certain reductions of the gift tax, permanent.)

Health Savings Account Availability Act - Amends the Internal Revenue Code to allow a deduction to individuals (both itemizers and nonitemizers) in high deductible health plans for contributions to health savings accounts. Limits monthly contributions to an account to one-twelfth of the annual deductible. Defines a high deductible plan and a health savings account. States that a plan or other arrangement shall not fail to be treated as a cafeteria plan solely because qualified benefits under such plan include a health flexible spending arrangement under which not more than $500 of unused health benefits may be: (1) carried forward to the succeeding plan year of such health flexible spending arrangement; or (2) contributed on behalf of an employee to a qualified retirement plan, an eligible deferred compensation plan, or a health savings account.

Invest in Space Now Act of 2003 - Amends the Internal Revenue Code to allow a credit for the purchase of space transportation vehicle provider stock (as defined by this Act). Sets forth separate credit limitations for large and small capitalization providers, as well as aggregate annual limitations. Directs the Secretary of Transportation to carry out a United States Commercial Space Transportation Vehicle Industry Authorization Program to provide tax credit eligibility to support qualified commercial space transportation vehicle development startup ventures.

Reduction in Distribution of Spam Act of 2003 - Prohibits a person from initiating in interstate commerce the transmission of any unsolicited commercial electronic (UCE) mail message unless the message contains: (1) identification as an advertisement or solicitation; (2) notice of an opt-out opportunity, along with a mechanism for doing so; and (3) a valid physical street address of the vendor. Prohibits the transmission of UCE mail: (1) after valid objection; (2) with fraudulent header information; and (3) from illegally harvested email addresses. Provides a right of enforcement action for: (1) providers of Internet access service; (2) States on behalf of any of their residents; and (3) the Federal Trade Commission (FTC). Amends the Federal Criminal code to provide criminal penalties for: (1) falsifying the identify of an UCE mail sender; (2) failing to place warning labels on UCE mail containing sexually oriented material; (3) bulk email violations and repeat offenses; and (4) illegal harvesting of email addresses. Provides for enforcement of such penalties through actions by Internet service providers, the Attorney General, and State attorneys general. Requires the FTC to issue regulations to implement this Act. Requires the FTC and the Federal Communications Commission to report to Congress: (1) regarding the need to protect the rights of users of email to avoid receiving unwanted commercial email; and (2) a detailed analysis of the effectiveness and enforcement of the provisions of this Act.

Fairness to Contact Lens Consumers Act - Requires a "prescriber" (a person permitted under State law to issue prescriptions for contact lenses) to provide to the patient a copy of the patient's contact lens prescription free of charge. Declares that a contact lens prescription shall expire: (1) on the date specified by the law of the State involved, if that date is one year or more after the issue date of the prescription; or (2) not less than one year after the issue date of the prescription, if such State law specifies no date or a date that is less than one year after the date of the prescription. Permits an exception in either instance for a patient's ocular health. Prohibits advertising that lenses for which a prescription is required may be obtained without a prescription. Prohibits a prescriber from issuing certain waivers. States that any violation of this Act shall be treated as a violation of the Federal Trade Commission Act regarding unfair or deceptive acts or practices.

Farming Flexibility Act of 2003 - Amends the Farm Security and Rural Investment Act of 2002 with respect to oilseed base acres to: (1) deem the planting, prevented planting, or production of fruits or vegetables to be the same as the planting, prevented planting, or production of oilseeds for purposes of oilseed base acre calculations; and (2) permit fruit or vegetable production on oilseed base acres, except that direct payments and counter-cyclical payments for oilseeds shall be reduced by an acre for each acre planted to a fruit or vegetable.

Cosmetology Tax Fairness and Compliance Act of 2003 - Amends the Internal Revenue Code to extend the tax credit for social security taxes paid for employee cash tips to employers of cosmetologists. Requires employers of cosmetologists to report income and tips of their cosmetologist employees and to provide income and tip information to self-employed cosmetologists to whom they pay more than $600 in the taxable year. Imposes similar reporting requirements upon individuals who rent chairs to cosmetologists. Requires such employers to provide their cosmetologist employees and self-employed cosmetologists with information on the tax and tip reporting obligations of employees and self-employed individuals.

Long-Term Care and Retirement Security Act of 2003 - Amends the Internal Revenue Code to allow: (1) a deduction (increasing percentages with full deductibility as of 2008) for eligible long-term care insurance premiums for a taxpayer, spouse, and dependents and (2) long-term care insurance to be offered under cafeteria plans and flexible spending arrangements. Allows an income-adjusted (limited) credit for eligible individuals with long-term care needs. Sets forth specified requirements for qualifying long-term care insurance contracts. Treats an exchange of qualified long-term care insurance contracts as a disposition of property for which no gain or loss is recognized.

Chronic Wasting Disease Support for States Act of 2003 - Defines "chronic wasting disease" as a transmissible disease of the nervous system afflicting deer and elk. Directs the Secretary of the Interior to establish and maintain the official national database for surveillance and monitoring data regarding chronic wasting disease. Makes the database available to Federal and State agencies, Indian tribes, foreign governments, institutions of higher education, and international wildlife authorities. Directs the Secretary of the Interior (through the U.S. Geological Survey) and the Secretary of Agriculture (through the Animal and Plant Health Inspection Service) to develop surveillance and monitoring programs to identify: (1) the rate of infection; (2) the cause and extent of the spread of the disease; and (3) areas promoting spread of the disease. Directs the Secretary of the Interior to allocate funds to State and tribal agencies for developing and implementing disease management strategies based upon: (1) the relative scope of incidence of the disease; (2) expenditures on disease management; (3) comprehensive and integrated programs for disease management between wildlife and agricultural agencies; and (4) rapid response to outbreaks. Directs the Secretary of the Interior (through the U.S. Geological Survey) to expand and accelerate research on the disease. Directs the Secretary of Agriculture: (1) to provide for the upgrading of Federal laboratories approved to process samples from the surveillance and monitoring programs; and (2) expand and accelerate research on the disease through the Agricultural Research Service and Cooperative State Research grant programs.

Weapons of Mass Destruction Civil Support Team Implementation Act of 2003 - Directs the Secretary of Defense to fully implement, by September 30, 2004, requirements under the Bob Stump National Defense Authorization Act for Fiscal Year 2003 that the Secretary: (1) establish 23 additional Weapons of Mass Destruction Civil Support Teams, for a total of 55; and (2) ensure that at least one such team is established in each State and territory. Increases the authorized end strengths for full-time Army and Air National Guard personnel as of September 30, 2004, in order to meet such requirements. Provides funding through the National Defense Authorization Act for Fiscal Year 2004.

Armed Forces Naturalization Act of 2003 - Amends the Immigration and Nationality Act respecting naturalization through service in the armed forces to: (1) reduce the required service from three years to one year; and (2) prohibit the imposition of a naturalization fee. Provides for overseas naturalization proceedings for members of the armed forces. Amends the Act to retain, with specified filing deadlines, immediate relative status for the alien spouse, child, or parent of a person granted posthumous U.S. citizenship through death from injury or disease incurred while serving honorably on active military service during a period of hostilities. Permits self-petitions for immigrant status. Waives public charge grounds of inadmissibility. Prohibits the imposition of related fees. Treats the alien spouse, child, or parent of a U.S. citizen who died from injury or disease incurred while serving honorably on active military service during a period of hostilities as a valid petitioner for immediate family status. Permits surviving child or parent self-petitions for immigrant status. Waives public charge grounds of inadmissibility. Replaces specified references to the "Attorney General" with the "Secretary of Homeland Security." Makes the provisions of this Act, except fee-related provisions, effective as if enacted on September 11, 2001.

Teacher Voluntary Early Retirement Incentive Act of 2003 - Amends the Age Discrimination in Employment Act of 1967 to provide that, subject to specified conditions, such Act is not violated if: (1) voluntary early retirement incentive plans (VERIPs), for employees of local educational agencies (LEAs) or institutions of higher education, reduce or eliminate supplemental benefits on the basis of the employee's age at retirement under certain conditions; or (2) retiree medical benefits of an employee benefit plan (including an LEA VERIP) are coordinated with Medicare or State employee benefit plans.

Federal Prison Industries Competition in Contracting Act of 2003 - Amends the Federal criminal code to replace provisions regarding the purchase of prison-made products by Federal departments with provisions establishing a Government-wide procurement policy relating to purchases from Federal Prison Industries (FPI), which shall generally require the use of competitive procedures. Requires that an analysis of the probable impact of a proposed expansion of sales within the Federal market by FPI on private sector firms and their non-inmate workers be made whenever FPI proposes to authorize the sale of a new specific product or service or to expand production of a current product or service. Authorizes FPI to enter into a contract with a Federal contractor to produce products as a subcontractor or supplier in the performance of a Federal procurement contract. Establishes within the Bureau of Prisons: (1) the Enhanced In-Prison Educational and Vocational Assessment and Training Program; and (2) the Cognitive Abilities Assessment Demonstration Program. Directs: (1) the Chief Operating Officer of FPI to develop proposals to have FPI donate products and services to eligible entities that provide goods or services to low-income individuals who would likely otherwise have difficulty purchasing such products or services; (2) the Director of the Bureau to afford to inmates opportunities to participate in programs and activities designed to help prepare such inmates to obtain employment upon release; (3) the Attorney General to establish the Federal Reentry Center Demonstration Project; and (4) the Comptroller General to undertake to have an independent study conducted on the effects of eliminating FPI's mandatory source authority.

Multidistrict Litigation Restoration Act of 2003 - Amends the Federal judicial code to allow a civil action transferred for coordinated or consolidated pretrial proceedings (multidistrict litigation) to be transferred to the transferee or other district for trial purposes in the interest of justice and for the convenience of the parties and witnesses. Directs that any such action transferred for trial purposes be remanded to the district court from which it was transferred for the determination of compensatory damages unless the court determines the same justification applies to retaining the action for damages determination. Provides that, in actions transferred when jurisdiction is or could have been based on the Multiparty, Multiforum Trial Jurisdiction Act of 2002 (granting district courts original jurisdiction of any civil action involving minimal diversity between adverse parties that arises from a single accident, where at least 75 natural persons have died in the accident at a discrete location), the transferee court may retain actions so transferred for the determination of liability and punitive damages. Directs that an action retained for the determination of liability be remanded to the district court from which the action was transferred, or to the State court from which the action was removed, for the determination of damages other than punitive damages, unless the court finds, for the convenience of parties and witnesses and in the interest of justice, that the action should be retained for the determination of damages. Modifies the definition of "accident" under that Act to mean specified events resulting in death incurred at a discrete location by at least 25 (currently, 75) natural persons.

Job Protection Act of 2003 - Amends the Internal Revenue Code to repeal the foreign sales corporation/extraterritorial income (FSC/ETI) exclusion, with an exemption for certain binding contracts in effect before the date of enactment of this Act. Permits a foreign corporation that elected to be treated as a domestic corporation to revoke such election and be treated as a domestic corporation transferring its property to a foreign corporation with no gain recognized on such transfer. Provides: (1) a transitional 2004 through 2008 sliding-scale deduction for an FSC/ETI beneficiary based on the corporation's 2001 FSC/ETI benefit; and (2) special rules for 2003 and for fiscal year taxpayers. Defines "FSC/ETI benefit." Allows a deduction for income attributable to U.S. production activities equal to ten percent of qualified production activities. Provides a 2006 through 2009 phase-in period. Defines "qualified production activities" as: (1) the portion of the modified taxable income attributable to domestic activities; and (2) the domestic/foreign fraction. Sets forth related provisions with respect to: (1) determination of income attributable to domestic production activities; (2) domestic production gross receipts; (3) qualifying production property; (4) domestic/foreign fraction; and (5) special rules.

Health Care Parity for Legal Transportation and Recreational Activities Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act, and the Internal Revenue Code to prohibit a group health plan or health insurance issuer from denying benefits otherwise provided for the treatment of an injury solely because such injury resulted from the participation of the participant or beneficiary in a legal transportation and recreational activity such as motorcycling or skiing.

Amends the Internal Revenue Code with respect to the additional requirements for qualified veterans mortgage bonds to: (1) revise the definition of a qualified veteran to mean any veteran who served on active duty (removes the limitation of service before January 1, 1977) and who applied for financing before 30 years after leaving service (removes the additional proviso of, or before January 31, 1985); (2) revise the State veterans limit; and (3) permit a State to elect to carry forward any of such unused limitation.

Breast Cancer and Environmental Research Act of 2003 - Amends the Public Health Service Act to direct the Director of the National Institute of Environmental Health Services, based on recommendations from the Breast Cancer and Environmental Research Advisory Panel (established by this Act), to make grants, after a process of peer review and programmatic review, to public or nonprofit private entities for the development and operation of not more than eight centers for the purpose of conducting multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Teacher Education for Autistic Children Act of 2003 - TEACH Act of 2003 - Authorizes additional appropriations for: (1) training of special education teachers with expertise in autism spectrum disorders (ASD); and (2) improving results for children with ASD, under the Individuals with Disabilities Education Act (IDEA). Directs the Secretary of Education (the Secretary) to carry out a student loan forgiveness program of assuming the obligation to repay up to specified amounts of certain loans under the Higher Education Act of 1965 for borrowers who are employed as full-time special education teachers of children with ASD for three consecutive complete school years. Provides for additional amounts to be repaid at the end of each of the next two additional consecutive years of such employment, up to a total maximum amount. Amends IDEA to require local educational agencies receiving IDEA assistance to report on autism early intervention activities. Directs the Secretary: (1) acting through the Assistant Secretary for Special Education and Rehabilitative Services to establish and provide administrative support for a task force on ASD; (2) with the Secretary of Labor to study and report to Congress on the effectiveness of Federal vocational training programs in providing appropriate assistance to individuals with ASD; and (3) to make grants to each State that establishes and operates at least one State autism ombudsman office.

Anti-Hoax Terrorism Act of 2003 - Amends the Federal criminal code to set penalties for engaging in conduct with intent to convey false or misleading information that may reasonably be believed and that concerns an activity which would violate prohibitions regarding biological weapons, chemical weapons, nuclear materials, or weapons of mass destruction. Makes any persons who engage in such conduct jointly and severally liable to any party incurring expenses incident to any emergency or investigative response to that conduct. Directs the court to order a defendant who has been convicted of such an offense to reimburse any party incurring such expenses. Specifies that an order of reimbursement shall, for the purposes of enforcement, be treated as a civil judgment.

Apprenticeship Enhancement Act of 2003 - Amends the National Apprenticeship Act to direct the Secretary of Labor to ensure that applications relating to apprenticeship programs are processed in a fair and timely manner. Allows aggrieved applicants to file petitions for judicial review of final determinations by the Secretary or applicable designee.

Help and Opportunities for Parents of Exceptional Children Act of 2003 - Amends the Internal Revenue Code to allow an annual tax credit of up to $3,000 (with adjustments for inflation) per year for the qualified elementary or secondary education expenses of a dependent child with a disability. Includes private, parochial, religious, or home schools among qualified educational institutions.

Involuntary Bankruptcy Improvement Act of 2003 - Amends Federal bankruptcy law to direct the court, upon motion of an individual debtor, to: (1) dismiss an involuntary bankruptcy petition that contains a materially false, fictitious, or fraudulent statement; and (2) expunge from court records all records and references pertaining to such petition. Authorizes the court, following such dismissal, to enter an order prohibiting all consumer reporting agencies from making any consumer report containing information regarding either the petition itself, or the case commenced by the filing of such petition.

Civil Rights and Employee Investigation Clarification Act - Amends the Fair Credit Reporting Act to exclude from its disclosure requirements certain communications: (1) made in connection with an employer's investigation of employee workplace misconduct, or of compliance with Federal, State, or local laws and regulations, the rules of a self-regulatory organization, or any pre-existing written policies of the employer; (2) not made for the purpose of investigating a consumer's credit worthiness, credit standing, or credit capacity; and (3) not provided to any person except the employer (or employer's agent), any Federal, State, or local officer, agency, or department, any self-regulatory organization with regulatory authority over the employer's or employee's activities, or as otherwise required by law.

Condemns the attacks on U.S. citizens by Palestinian terrorists and demands that the Palestinian Authority work with Israel to protect all innocent individuals, regardless of citizenship, from terrorist atrocities. Offers condolences to the families and loved ones of U.S. citizens who were killed by such attacks.

Broad-Based Stock Option Plan Transparency Act of 2003 - Directs the Securities and Exchange Commission (SEC) to require companies to include within certain mandatory reports details regarding stock option plans, stock purchase plans, and other arrangements involving employee acquisition of an equity interest in the company, including: (1) a discussion of the dilutive effect of stock option plans (written in accordance with the Plain English Handbook published by the Office of Investor Education and Assistance of the Commission); (2) expanded disclosure of the dilutive effect of employee stock options on the company's earnings per share number; (3) prominent placement and increased comparability of all stock option related information; and (4) a summary of stock options granted to the five most highly compensated executive officers, including outstanding stock options of those officers. Directs the SEC to examine and report to specified congressional committees on the effectiveness of the enhanced disclosures required by this Act in increasing transparency to current and potential investors. Prohibits the Commission, between enactment of this Act and submission of such report, from recognizing as generally accepted accounting principles any new accounting standards regarding the treatment of stock options. Directs the Secretary of Commerce to analyze and report to specified congressional committees on broad-based employee stock option plans, particularly in the high technology and any other high growth industries.

E-Rate Termination Act - Amends the Communications Act of 1934 to repeal provisions requiring: (1) telecommunications carriers to provide universal telecommunications and information services to elementary and secondary schools and libraries at rates less than those charged for similar services to other parties; and (2) the Federal Communications Commission to enhance the access of such schools and libraries to advanced telecommunications and information services.

Former Insurance Agents Tax Equity Act of 2003 - Amends the Internal Revenue Code and the Social Security Act with respect to the exemption from the self-employment tax for certain termination payments received by former insurance agents. Repeals the requirement that the amount of such a payment not depend to any extent on length of service or overall earnings from services performed for the former insurance company.
