Stem the Tide of Overdose Prevalence from Opiate Drugs Act of 2017 or as the STOP OD Act of 2017 This bill permits the Centers for Disease Control and Prevention (CDC) to award grants: (1) to expand educational efforts to prevent abuse of opioids, which are drugs with effects similar to opium, such as heroin; (2) to promote treatment of persons who abuse opioids; and (3) to promote understanding of addiction. The Department of Health and Human Services (HHS) may award grants to: (1) support first responders carrying and administering naloxone, which is a prescription drug used to rapidly reverse an opioid overdose; (2) establish processes for referral to treatment for opioid abuse; and (3) reimburse for testing for fentanyl in opioid overdoses and reporting the results to the CDC. This bill amends the Controlled Substances Act to impose a fee on persons convicted of drug offenses. Collected amounts are made available for the HHS grants in this bill. Specified agencies must submit to the Office of E-Government and Information Technology of the Office of Management and Budget an inventory of agency data centers and a strategy to consolidate and optimize the data centers. The bill revises reporting requirements for the Department of Defense (DOD) regarding data centers. DOD and the Director of National Intelligence may waive this bill's data center requirements for any national security system. The bill sets forth requirements for the Office of E-Government and Information Technology, including that the office must publish a goal for cost savings and optimization. The bill's provisions regarding data centers are repealed at the start of FY2021.

The amendment prohibits the United States or any state from denying or abridging equal rights under the law on account of sex.

Constitutional Amendment This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by appropriate legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections. This joint resolution declares that nothing in this amendment shall be construed to grant Congress or the states the power to abridge the freedom of the press.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers.

Global Health, Empowerment, and Rights Act or the HER Act This bill states that foreign nongovernmental organizations shall not be ineligible for U.S. international development assistance under the Foreign Assistance Act of 1961 solely on the basis of health or medical services provided by such organizations with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States. Such organizations also shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance under such Act.

Restricting First Use of Nuclear Weapons Act of 2017 This bill prohibits the President from using the Armed Forces to conduct a first-use nuclear strike unless such strike is conducted pursuant to a congressional declaration of war expressly authorizing such strike. "First-use nuclear strike" means a nuclear weapons attack against an enemy that is conducted without the President determining that the enemy has first launched a nuclear strike against the United States or a U.S. ally.

Health Insurance Industry Fair Competition Act This bill amends the McCarran-Ferguson Act to declare that nothing in that Act modifies, impairs, or supersedes the operation of antitrust laws with respect to the business of health insurance. This declaration does not apply to a contract, combination, or conspiracy to: (1) collect, compile, or disseminate historical loss data; (2) determine a loss development factor for historical loss data; or (3) perform actuarial services if the collaboration does not involve a restraint of trade. Prohibitions against unfair methods of competition apply to the business of health insurance without regard to whether the business is for profit.

Government By the People Act of 2017 This bill amends the Internal Revenue Code and the Federal Election Campaign Act of 1971 (FECA) to establish a program for small individual donations to campaigns for public office and make other changes to campaign finance law. The bill amends the Internal Revenue Code to allow: (1) individual taxpayers a refundable tax credit of 50% of qualified congressional House campaign contributions (i.e., cash contributions by an individual to a candidate for the House of Representatives or a political committee established and maintained by a national political party, to be known as "My Voice Federal" contributions); and (2) individual taxpayers to designate a portion of any overpayment of tax as a contribution to the Freedom From Influence Fund. The Government by the People Oversight Commission, established by this bill, shall establish a voucher pilot program to provide voters with a $50 "My Voice Voucher" for making campaign contributions. The bill amends the FECA to establish a 6-1 matching program for small dollar contributions (up to $150) to a candidate for public office and sets forth eligibility, certification, and expenditure requirements for candidates. The bill permits unlimited coordinated party expenditures from small donor sources on behalf of publicly financed House candidates. The bill requires disclosure by all bundlers of bundled contributions (i.e., the practice of combining several small campaign contributions into one large contribution to avoid exceeding the limit on contributions), not just registered lobbyists. The bill amends the Communications Act of 1934 to expand the access of candidates for public office to broadcasting.

Pharmacy and Medically Underserved Areas Enhancement Act This bill amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage and payment with respect to certain pharmacist services that: (1) are furnished by a pharmacist in a health-professional shortage area, and (2) would otherwise be covered under Medicare if furnished by a physician.

Private Corrado Piccoli Purple Heart Preservation Act This bill provides that regulations restricting the purchase, production, sale, or exchange of military medals or decorations may not authorize the sale of a Purple Heart awarded to a member of the Armed Forces.

Safeguard our Elections and Combat Unlawful Interference in Our Democracy Act or the SECURE Our Democracy Act This bill directs the Department of State to submit within 120 days a list of each foreign person that: (1) was at any time since January 1, 2015, involved in actions to unlawfully access, disrupt, misappropriate, influence, or alter information related to U.S. political parties, federal election candidates, or the administration of federal elections; or (2) worked or acted as an agent or instrumentality of, or on behalf of, or that was otherwise associated with, such foreign person. The unclassified portion of such list shall be made available to the public and published in the Federal Register. A listed alien shall be ineligible to receive a U.S. entry visa, and any current visa shall be revoked. Such prohibitions shall also apply to an alien who is an official of, an agent or instrumentality of, or working or acting on behalf of, a listed foreign entity or government if such alien knowingly authorized, conspired to commit, was responsible for, engaged in, or otherwise assisted or facilitated such prohibited actions. The President, through the Department of the Treasury, shall: (1) freeze and prohibit a listed foreign person's transactions in property and property interests that are in the United States or controlled a U.S. person, and (2) require each financial institution that is a U.S. person and has within its possession or control such property or property interests to certify that it has frozen all such assets.

Military Residency Choice Act This bill amends the Servicemembers Civil Relief Act to permit the spouse of a servicemember to elect to use the same residence as the servicemember for purposes of taxation and voting, regardless of the date on which the marriage of the spouse and the servicemember occurred.

Checkpoint Safety Act of 2017 This bill revises minimum requirements for the deployment of armed law enforcement personnel at security screening locations at certain airports. The Transportation Security Administration (TSA), formerly the Under Secretary of Transportation for Security of the Department of Transportation, shall order the deployment of at least one armed law enforcement officer within 300 feet of the security screening location and within the terminal during operating hours of each airport having annual enplanements of 8 million or more or international enplanements of 1 million or more. The TSA shall order the deployment of additional armed law enforcement officers at such airports if deemed necessary to ensure airport security. The bill revises air transportation security program requirements to require that such programs ensure: law enforcement presence at each airport is adequate to ensure the safety of passengers, as under current law, and their property; close cooperation between all relevant parties in ensuring airport security; high training standards for all security and law enforcement personnel; prompt notification of, and law enforcement response to, any security incidents at airports, including detention of persons who attempt to evade transportation security screening; and multiple means for TSA Officers or members of the public to request prompt law enforcement assistance in the airport. The bill repeals TSA authority for allowing deputized state and local law enforcement officers to be stationed other than at airport security screening locations.

National Infrastructure Development Bank Act of 2017 This bill establishes the National Infrastructure Development Bank as a wholly owned government corporation. The bank's board of directors shall be responsible for monitoring and overseeing energy, environmental, telecommunications, and transportation infrastructure projects. The board is authorized to: (1) make loans and loan guarantees to assist in the financing an infrastructure project, (2) issue public benefit bonds and provide financing to infrastructure projects, and (3) pay an interest subsidy to the issuer of American Infrastructure Bonds. The bank shall establish a risk management committee, which shall: (1) create financial, credit, and operational risk management guidelines; (2) set guidelines to ensure diversification of lending activities by geographic region and infrastructure project type; (3) create conforming standards for financial assistance; (4) monitor financial, credit, and operational exposure; (5) provide financial recommendations to the board; and (6) ensure that the aggregate amount of interest subsidies provided for such bonds in a given calendar year does not exceed 28% of interest payable under all such bonds. The board shall approve criteria established by the bank's executive committee for determining project eligibility for financial assistance. The bill sets forth criteria to be considered by the board for each type of infrastructure project. The executive committee shall conduct an analysis that considers the economic, environmental, and social benefits and costs of each project under consideration, prioritizing projects that contribute to economic growth, lead to job creation, and are of regional or national significance. Financial assistance for an infrastructure project: (1) shall be repayable from dedicated revenue sources that also secure the infrastructure project obligations, and (2) shall not exceed 50% of reasonably anticipated project costs. Bank bonds shall be exempt from state or local government taxation. Assisted projects must comply with wage rate, domestic content, and buy American statutes. The board shall establish an American Infrastructure Bond program. The bill establishes the National Infrastructure Development Bank Trust Fund into which an amount equal to the tax receipts attributable to interest payable under such bonds is to be appropriated.

Financial Accountability in Reporting Act or the FAIR Ac t This bill amends the Ethics in Government Act of 1978 to require an individual who filed a financial disclosure report as a candidate for the office of President, Vice President, or Member of Congress to file a financial disclosure report by May 15 of the year in which the individual assumed the position or within 30 days of assuming the position, whichever is later.

Relatives in Government Getting Employment Dishonorably Act or the RIGGED Act This bill amends federal civil service law to revise the restrictions on the employment of relatives to: (1) make such restrictions applicable to the White House Office and the Executive Office of the President; and (2) include as a civilian position whose appointment, employment, promotion, or advancement is prohibited one acting in a professional or official capacity as a consultant or advisor, regardless of whether the position is voluntary, gratuitous, or authorized by law to be compensated. An individual appointed, employed, promoted, or advanced in violation of such restrictions shall be removed immediately. The bill makes provisions concerning prohibited personnel practices applicable to the White House Office.

This bill amends the Land and Water Conservation Fund Act of 1965 to make permanent the authorization for the Land and Water Conservation Fund. No less than 1.5% of the annual authorized funding amount or $10 million, whichever is greater, shall be used for projects that secure recreational public access to existing federal public land for hunting, fishing, and other recreational purposes.

Crimea Annexation Non-recognition Ac t This bill states that is U.S. policy to not recognize the de jure or de facto sovereignty of the Russian Federation over Crimea, its airspace, or its territorial waters. The bill prohibits any federal agency from taking any action or extending any assistance that recognizes or implies recognition of the de jure or de facto sovereignty of the Russian Federation over Crimea, its airspace, or its territorial waters. The President may waive such prohibitions if such a waiver is vital to U.S. national security interests.

Working to Integrate Networks Guaranteeing Member Access Now Act or the WINGMAN Act This bill directs the Department of Veterans Affairs (VA) to provide each veteran who submits a claim for VA benefits with an opportunity to permit a covered congressional employee in the office of the veteran's Member of Congress to have read-only access to all of the veteran's records in the Veterans Benefits Administration databases. A Member may designate up to two such covered congressional employees. A covered congressional employee may not be recognized as an agent or attorney with respect to veterans' benefit claims. Funds under this bill may not be used to design or administer any training for covered congressional employees. The bill makes funds available for FY2018 through FY2021 for such congressional employee access program.

Deter Revolving-door Appointments in our Nation; Stop Washington Appointees from becoming Manipulative Petitioners Act or the DRAIN the SWAMP Act This bill amends the federal criminal code to revise post-employment lobbying restrictions on senior executive branch officials and employees. Specifically, it imposes a five-year ban on communications by a former political appointee with the intent to influence officers or employees at their former executive branch agency or department. The term political appointee includes certain senior political officials compensated on the Executive Schedule; limited term, limited emergency, and noncareer appointees in the Senior Executive Service; and employees in confidential or policy-determining positions in the excepted service. Additionally, the bill amends the Foreign Agents Registration Act of 1938 to impose a lifetime ban on lobbying by a former political appointee on behalf of a foreign government or foreign political party.

Foreign Spill Protection Act of 2017 This bill amends the Oil Pollution Act of 1990 to make foreign facilities that are located offshore and outside the exclusive economic zone (EEZ) liable for removal costs and damages that result from oil spills that reach (or threaten to reach) U.S. navigable waters, adjoining shorelines, or the EEZ. Specifically, the following parties may be held liable: (1) the owners or operators of the foreign facilities, including facilities located in, on, or under any land within foreign countries; and (2) the holders of a right of use and easement granted under applicable foreign law for the area in which the facility is located.

Military Spouse Job Continuity Act of 201 7 This bill amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. The bill defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

Synthetic Drug Awareness Act of 2017 This bill requires the Surgeon General to report to Congress on the public health effects of the increased use since January 2010 by individuals who are 12 to 18 years old of drugs developed and manufactured to avoid control under the Controlled Substances Act (e.g., synthetic marijuana, also known as "spice," and synthetic amphetamines, also known as "bath salts").

VA Appeals Modernization Act of 2017 This bill amends the Department of Veterans Affairs (VA) benefits appeals process to permit a claimant to request: a review of the Agency of Original Jurisdiction's decision by a higher-level adjudicator within the agency under which no additional evidence may be submitted; or a Board of Veterans Appeals (BVA) review under which no BVA hearing is requested and no additional evidence may be submitted or under which a BVA hearing is requested and the appellant requests an opportunity to submit additional evidence at, and within 90 days of, the hearing. ("Agency of Original Jurisdiction" means the activity which entered the original determination with regard to a claim for veterans benefits.) The BVA shall maintain two such separate dockets. A finding favorable to a claimant is binding on all subsequent VA adjudicators unless clear and convincing evidence is shown to the contrary. The BVA may remand a claim to the agency to obtain a corrective advisory medical opinion. The bill revises effective dates of awards provisions. The VA's duty to assist a claimant shall not apply: (1) once the claimant is provided notice of the agency's initial decision, and (2) to higher-level agency or BVA review. The VA is not required to send notice for a supplemental claim or to readjudicate a claim that has been disallowed except when new and relevant evidence is presented or secured (currently such provisions applies to reopening such claim). A claimants's notice of disagreement must set out specific allegations of error of fact or law. The BVA is authorized to dismiss an appeal which fails to do so.

Seniors Fraud Prevention Act of 2017 This bill directs the Federal Trade Commission (FTC) to establish an office within the Bureau of Consumer Protection to advise the FTC on the prevention of fraud targeting seniors and to assist the FTC in monitoring the market for mail, television, Internet, telemarketing, and recorded message telephone call (robocall) fraud targeting seniors. The office must: (1) disseminate to seniors and their families and caregivers information on the most common fraud schemes, including methods of reporting complaints either to the FTC's national toll-free telephone number or to the FTC's Consumer Sentinel Network, where complaints become immediately available to the Federal Bureau of Investigation, state attorneys general, and other appropriate law enforcement agencies; (2) provide, in response to a specific request about a particular entity or individual, publicly available information regarding the FTC's enforcement action; and (3) maintain a website as a resource for information on fraud targeting seniors. The FTC must establish procedures through such office to: (1) log and acknowledge the receipt of complaints by individuals who believe they have been a victim of such fraud in the Consumer Sentinel Network and to make such complaints immediately available to federal, state, and local law enforcement authorities; and (2) provide individuals with information on such fraud as well as the most common schemes.

Water Conservation Rebate Tax Parity Act This bill amends the Internal Revenue Code to expand the tax exclusion for energy conservation subsidies provided by public utilities to exclude from gross income subsidies provided (directly or indirectly): (1) by a public utility to a customer, or by a state or local government to a resident of such state or locality, for the purchase or installation of any water conservation or efficiency measure; and (2) by a storm water management provider to a customer, or by a state or local government to a resident of such state or locality, for the purchase or installation of any storm water management measure.

Stolen Identity Refund Fraud Prevention Act of 201 7 This bill amends the Internal Revenue Code to require the Department of the Treasury and the Internal Revenue Service (IRS) to take several actions to prevent and respond to tax-related identity theft and tax fraud. Treasury or the IRS must: establish a centralized point of contact for identify theft victims; provide notifications, instructions, and forms to suspected victims of identity theft; provide various reports to Congress regarding identity theft, tax refund fraud, and related prevention programs; use information available from the Do Not Pay Initiative established by the Improper Payments Elimination and Recovery Improvement Act of 2012 to help prevent identity theft tax refund fraud; establish an information sharing and analysis center to centralize, standardize, and enhance data compilation and analysis to facilitate sharing actionable data and information with respect to identity theft; establish within the IRS Criminal Investigation Division the position of Local Law Enforcement Liaison to interact with state and local law enforcement authorities with respect to tax-related identity theft; and provide specified identity theft prevention information to taxpayers who are on hold during a taxpayer service telephone call. The Inspector General for Tax Administration must report to Congress regarding identity theft phone scams under which individuals attempt to obtain personal information over the phone from taxpayers by falsely claiming to be calling from or on behalf of the IRS. No additional funds are authorized to carry out this bill.

Fairness for High-Skilled Immigrants Act of 2017 This bill amends the Immigration and Nationality Act to: (1) eliminate the per-country numerical limitation for employment-based immigrants, and (2) increase the per-country numerical limitation for family-based immigrants from 7% to 15% of the total number of family-sponsored visas. The Chinese Student Protection Act of 1992 is amended to eliminate the provision requiring the reduction of annual Chinese immigrant visas to offset status adjustments under such Act. The bill establishes a transition period during which a percentage of employment-based second and third preference (EB-2 and EB-3) immigrant visas are reserved as follows: for FY2017, 15% of such visas are allotted to natives of countries other than the two countries with the largest aggregate numbers of natives obtaining such visas in FY2011; for FY2018, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2012; and for FY2019, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2015. During the transition period, not more than 25% of the total number of the reserved EB-2 and EB-3 visas shall be allotted to natives of a single country. For FY2015-FY2017, not more than 85% of the unreserved EB-2 and EB-3 visas shall be allotted to natives of a single country. Amendments made by this bill shall apply beginning in FY2017.

Honoring our Heroes Act This bill permits, where there is no living immediate next of kin of a deceased member of the Armed Forces, a covered relative to request the one-time free replacement of certain military decorations of such deceased member. "Covered relative" means a relative of a deceased recipient of a military decoration who is: (1) not the immediate next of kin; and (2) related within the fourth degree of consanguinity to the deceased recipient, or a more distant relative if determined appropriate.

Help Extract Animals from Red Tape Act of 2017 or the HEART Act of 2017 This bill amends the federal criminal code to modify the notice period in civil forfeiture proceedings that involve the seizure of an animal involved in animal fighting. It requires the government to send notice of the seizure to interested parties within 30 days (currently, 60 days). The notice period may be extended only if a delay is warranted after considering certain factors, including the cost to the government of providing shelter for the animal, the health of the animal and the effect of a delay on its rehabilitation, and any increased risk that a delay could necessitate the euthanasia of the animal. The bill amends the federal judicial code to authorize the Department of Justice to use amounts from the Department of Justice Assets Forfeiture Fund to pay for costs associated with a seized animal, including transportation, shelter, care, veterinary services, and humane euthanasia.

Veteran Suicide Prevention Act This bill directs the Department of Veterans Affairs (VA) to complete a publicly available review of the deaths of all covered veterans who died by suicide during the preceding five-year period. Such review shall include: the total number of veterans who died by suicide during the five-year period; a summary that includes age, gender, and race; a list of the medications prescribed to, and found in the systems of, such veterans at the time of their deaths, and a summary of medical diagnoses by VA physicians which led to the prescribing of such medications; the number of instances in which the veteran was concurrently on multiple medications prescribed by VA physicians; the percentage of veterans who were not taking any medication prescribed by a VA physician; the percentage of veterans with combat experience or trauma; Veterans Health Administration facilities with markedly high prescription and patient suicide rates; a description of VA policies governing the prescribing of medications; and recommendations to improve the safety and well-being of veterans. "Covered veteran" means any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death.

Veterans Health Equity Act of 2017 This bill requires the Department of Veterans Affairs to ensure that veterans eligible for hospital care and medical services through the VA have access to: (1) at least one full-service VA hospital in each of the 48 contiguous states, or (2) hospital care and medical services comparable to that provided in full-service VA hospitals through contract with other health providers in such states. Directs the VA to report on compliance with such requirement, including its effect on improving the quality and standards of veterans' care.

No Congressional Consent for President Donald J. Trump To Accept Foreign Emoluments of Any Kind Whatsoever This joint resolution declares that: the President, as holder of a federal office, is subject to the strict scrutiny of the Emoluments Clause of the Constitution; as a holder of office of profit or trust, the President shall not accept any present, emolument, office, or title of any kind whatever from any king, prince, or foreign state, without the consent of Congress; historic meaning and precedent provides that what qualifies as an emolument is given broad construction, further broadened by the inclusion "of any kind whatever," leaving Congress with the power to consent or deny consent to a full spectrum of transactions; and emoluments reach not only foreign states, but also their agents and instrumentalities, and precedent has determined that corporations owned or controlled by a foreign government are presumptively foreign states. The joint resolution: (1) declares that the Emoluments Clause denies congressional consent to allow President Trump to accept any present, emolument, office, or title of any kind whatever from any king, prince, or foreign state; and (2) requires President Trump to report to Congress on matters relevant to this resolution, including a detailed account of actions taken to ensure compliance with the Emoluments Clause.

Promote Startups Act of 201 7 This bill amends the Internal Revenue Code to increase the maximum tax deduction for business start-up expenditures from $5,000 to $15,000 and to increase the deduction for the organizational expenditures of corporations from $5,000 to $10,000. The bill also increases the ceilings for such expenditures over which the amount of the tax deduction is reduced.

Fair Access to Credit Scores Act of 2017 This bill amends the Fair Credit Reporting Act to require certain consumer reporting agencies to disclose, upon request, as part of a consumer's free annual disclosure: (1) the consumer's current credit score, (2) any other information in the consumer's file regarding risk scores or predictors, and (3) any other consumer information the Consumer Financial Protection Bureau considers appropriate with respect to consumer financial education. Consumer reporting agencies shall maintain such scores or predictors in a consumer's file for at least one year after the data is generated.

Stop Subsidizing Multimillion Dollar Corporate Bonuses Act This bill amends the Internal Revenue Code, with respect to the $1 million limitation on the deductibility of employee compensation, to: (1) extend such limitation to any individual who is a current or former officer, director, or employee of a publicly-held corporation; (2) eliminate the exemption from such limitation for compensation payable on a commission basis or upon the attainment of a performance goal; and (3) make such limitation applicable to all publicly-held corporations that are required by the Securities and Exchange Commission to register securities and provide periodic reports to their investors.

Email Privacy Act This bill amends the federal criminal code to revise provisions that limit an electronic communication service (ECS) or remote communication service (RCS) provider from disclosing the contents of a wire or electronic communication that is in electronic storage. Additionally, it revises the standards for the government to compel an ECS or RCS provider to disclose contents of a wire or electronic communication or noncontent records or information pertaining to a subscriber or customer. An ECS or RCS provider may notify a subscriber or customer of the receipt of a warrant, court order, subpoena, or request, unless the government obtains an order for delayed notification. The bill revises the process for obtaining a delayed notification order and lengthens the maximum duration of a delayed notification order.

Presidential Conflicts of Interest Act of 2017 This bill requires the President and Vice President to submit to Congress and the Office of Government Ethics a disclosure of financial interests. Among the contents of such disclosure, the President and Vice President shall: (1) include a detailed description of each financial interest of the President and Vice President, the spouse of the President and Vice President, or a minor child of the President and Vice President; and (2) include the tax returns filed by or on behalf of the President and Vice President for the three most recent taxable years. The President, the Vice President, the spouse of the President or Vice President, and any minor child of the President or Vice President must divest any financial interest posing a potential conflict of interest by transferring such interest to a qualified blind trust. Within a reasonable period of time after such financial interest is transferred to a qualified blind trust, the trustee of such trust shall: (1) sell the financial interest; and (2) use the proceeds from the sale of the financial interest to purchase conflict-free holdings. The Office of Government Ethics shall submit to Congress, the President, and the Vice President an annual report regarding the financial interests of such officials, their spouses, and any of their minor children. The Attorney General, the attorney general of any state, or any person aggrieved by a violation of divestiture requirements posing a potential conflict of interest may seek declaratory or injunctive relief if: (1) the Office of Government Ethics is unable to issue a report indicating whether the President or Vice President is in substantial compliance with such divestiture requirements; or (2) there is probable cause to believe the President or the Vice President has not complied with such requirements. The bill amends the federal criminal code to require the recusal of presidential appointees from decisions affecting the financial holdings of a President or the spouse of a President. Prohibitions pertaining to contracts entered into by Members of Congress are extended to contracts by the President or Vice President. The bill amends the Ethics in Government Act of 1978 to require the disclosure of tax returns by the incumbent President and presidential nominees of a major political party for the three most recent taxable years. The bill declares the sense of Congress that a violation of the divestiture requirements of this bill or the Ethics in Government in Government Act of 1978 by the President or the Vice President would constitute a high crime or misdemeanor.

Protecting Our Democracy Act This bill establishes in the legislative branch the National Commission on Foreign Interference in the 2016 Election to examine any attempts or activities by the Russian government or other governments, persons or entities associated with such governments, or persons or entities within Russia to use electronic means to influence, interfere with, or sow distrust in elections for public office held in the United States in 2016.

Overseas Outsourcing Accountability Act This bill requires the President to develop a comprehensive national strategy to prevent U.S. employers from overseas outsourcing and offshoring practices that impact the U.S. workforce. The strategy shall: delineate quantifiable short-term and long-term goals for preventing such practices; describe specific actions and means to achieve such goals; and identify necessary new authorities or changes in existing authorities.

Blue Water Navy Vietnam Veterans Act of 2017 This bill includes as part of the Republic of Vietnam its territorial seas for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam.

Presidential Tax Transparency Act This bill amends the Ethics in Government Act of 1978 to require the President and certain candidates for President to disclose federal income tax returns for the three most recent taxable years in reports filed with either the Office of Government Ethics (OGE) or the Federal Election Commission (FEC), in the case of a candidate. The OGE or the FEC must make the disclosed tax returns publicly available after making appropriate redactions. If the income tax returns are not disclosed as required by this bill, the OGE or the FEC must request the returns from the Internal Revenue Service (IRS). The bill amends the Internal Revenue Code to require the IRS, upon receiving a written request from the FEC or the OGE, to provide any income tax return that is required to be disclosed under this bill. The bill also establishes civil and criminal penalties for failing to file or falsifying income tax returns that are required to be disclosed pursuant to this bill.

Disabled Veterans Tax Termination Act This bill amends federal military retired pay provisions to: (1) permit veterans with a service-connected disability of less than 50% to concurrently receive both retired pay and disability compensation; (2) eliminate provisions requiring a phase-in between January 1, 2004, and December 31, 2013, of concurrent receipt of retired pay and disability compensation; (3) eliminate a phase-in of concurrent receipt of retired pay and disability compensation for disabled veterans determined to be individually unemployable; and (4) require a limited reduction in retired pay for qualified disability retirees with less than 20 years of retirement-creditable service.

Retired Pay Restoration Act This bill: (1) allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (currently, only for a disability rated at 50% or more), and (2) repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Individuals who were retired or separated from military service due to a service-connected disability shall be eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay.

Peace Corps Stamp Act This bill directs the U.S. Postal Service to issue a Peace Corps Semipostal Stamp for 10 years to afford the public with a convenient way to help fund the Peace Corps' Global Fund.

This bill amends the Internal Revenue Code to allow a new tax credit for a taxpayer's employment-related expenses necessary to care for a dependent who has attained age 50. Employment-related expenses include: (1) expenses for household services; and (2) expenses for the care of the dependent, including respite care and hospice care. The expenses must be incurred to enable the taxpayer to be gainfully employed for any period for which there are one or more dependents that qualify for the credit. The bill limits the amount of such credit to $3,000 for the care of one dependent and $6,000 for the care of two or more dependents of the taxpayer in a taxable year.

Incentives for our Nation's Veterans in Energy Sustainability Technologies or the INVEST Act This bill amends the Internal Revenue Code to allow the work opportunity tax credit for the hiring of a specified veteran who works in a field of renewable energy. A "specified veteran" means any veteran who is certified as: (1) having received a credential or certification from the Department of Defense of a military occupational specialty or skill in a field of renewable energy or with respect to advanced manufacturing, machinist or welding, or engineering; (2) having completed a vocational degree in a field of renewable energy; or (3) having completed a LEED (Leadership in Energy & Environmental Design) certification with the United States Green Building Council. The Department of the Treasury shall pay: (1) each U.S. possession (i.e., American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands) with a mirror code tax system amounts equal to the loss to such possession due to this Act; and (2) each U.S. possession without such a tax system an amount estimated to equal the loss to such possession that would have occurred due to this Act if such a tax system had been in effect.
