Amends the Internal Revenue Code to provide that health care coverage provided by the TRICARE program and the Nonappropriated Fund Health Benefits Program of the Department of Defense (DOD) shall constitute minimal essential health care coverage as required by the Patient Protection and Affordable Care Act.

Requires the total budget resources for expenditures from the Harbor Maintenance Trust Fund for harbor maintenance programs to equal the level of receipts plus interest credited to such Fund for that fiscal year. Limits the use of such resources to such programs only. Declares that it shall be out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report that would cause total budget resources for the Fund in a fiscal year for harbor maintenance programs to be less than the level of receipts plus interest credited to the Fund for that fiscal year.

Asthma Management Plans in School Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to schools that are receiving school improvement funds under part A of title I of the Elementary and Secondary Education Act of 1965 and are located in areas that have a high prevalence of asthma so they can: (1) develop and implement an asthma management plan; and (2) purchase the asthma inhalers, spacers, and other supplies necessary for the relief and treatment of affected students. Authorizes the Secretary to award grants to local health or education departments to carry out such activities if they are the entities that would routinely carry out such activities in an area. Requires grantees to: (1) find innovative ways to encourage rapid bidirectional communication between schools and students' physicians and students' adherence to asthma treatment; and (2) ensure that they have on staff a nurse or individual who is trained to administer emergency asthma care.

Local Jobs for America Act - Directs the Secretary of Labor, acting through the Employment and Training Administration (ETA) of the Department of Labor, to provide for the allotment of funds to states, local government units, and community-based organizations to save and create local jobs through the retention, restoration, or expansion of services needed by local communities. Makes appropriations for this program. Prohibits the hiring of an individual for a position funded under this Act if: (1) it results in the layoff or partial displacement of an existing employee of a unit or organization, or (2) such individual will perform the same or substantially similar work that was performed by the previous employee of the unit or organization. Makes appropriations to: (1) the Department of Education for an Education Jobs Fund, (2) the Department of Justice for community oriented policing services, (3) the Department of Homeland Security (DHS) for the Federal Emergency Management Agency (FEMA) for firefighter assistance grants, and (4) the Department of Labor for ETA for on-the-job training and employment services.

Aviation Jobs Outsourcing Prevention Act - Requires a domestic or a foreign air carrier to file with the Secretary of Transportation any agreement, a request to discuss cooperative arrangements, or a modification or cancellation of an agreement between the domestic or foreign air carrier and another air carrier, a foreign carrier, or another carrier. Requires the Secretary to disapprove or, after periodic review, end approval of, an agreement, a request to discuss cooperative arrangements, or a modification that provides for or permits the sharing or pooling of revenue or profits between participating carriers earned in covered operations, unless the Secretary finds that each participating air carrier's share of the pooled revenue or pooled profits (whichever is greater) contributed by covered operations in any consecutive 12-month period does not exceed 130% of the participating carrier's share of pooled available seat miles (ASMs) in covered operations during the period.

Shareholder Protection Act of 2010 - Amends the Securities Exchange Act of 1934 to require that any solicitation of a proxy, consent, or authorization with respect to any security of an issuer: (1) describe the specific nature and total amount of expenditures proposed for political activities for the forthcoming fiscal year; and (2) provide for a separate shareholder vote to authorize such proposed expenditures. Prohibits an issuer from making an expenditure for political activities in any fiscal year unless: (1) such expenditure is of the nature of those proposed by the issuer according to the requirements of this Act; and (2) authorization for such expenditure has been granted by votes representing a majority of outstanding shares. Deems a violation of this requirement to be a breach of the fiduciary duty of the officers and directors who authorized such expenditure. Subjects officers and directors who authorize the expenditure without prior shareholder authorization to joint and several liability to any shareholder or class of shareholders for the amount of such expenditure. Requires certain institutional investment managers to disclose annually in mandatory reports how they voted (proxies) in certain shareholder votes. Prohibits any person from bringing any civil, criminal, or administrative action against an institutional investment manager, or any of its employees, officers, or directors, based solely upon the investment manager's decision to divest from, or not to invest in, securities of an issuer because of expenditures for political activities made by that issuer. Requires the Securities and Exchange Commission (SEC) to direct the national securities exchanges and national securities associations to prohibit the listing of any equity security of an issuer whose corporate bylaws do not expressly provide for a vote of the issuer's directors on any individual expenditure for political activities in excess of $50,000. Requires an issuer to make public, within 48 hours, the individual votes of the directors regarding any such expenditure. Directs the SEC to: (1) require issuers to disclose expenditures for political activities made during the preceding quarter and the individual votes by board members authorizing such expenditures; and (2) make such reports publicly available through the SEC website. Requires the Comptroller General to make annual studies of: (1) the compliance by public corporations and their management with the requirements of this Act; and (2) the effectiveness of SEC oversight of its reporting and disclosure requirements.

Military Spouses Employment Act - Amends the Internal Revenue Code to include spouses of members of the Armed Forces on extended active duty (more than 90 days or for an indefinite period) as members of a targeted group for purposes of the work opportunity tax credit (thus giving employers a tax incentive for hiring military spouses).

Stand By Every Ad Act of 2010 - Amends the Federal Election Campaign Act of 1971 to require the identification of funding and authorizing sources in communications expressly advocating the election or defeat of a clearly identified candidate (as under current law) or which consist of the functional equivalent of express advocacy. Prescribes special rules for express advocacy radio and television communications which are not authorized by a candidate, an authorized political committee of a candidate, or its agents. Requires individual disclosure statements about the head of the entity paying for the communication and about any other person that disbursed funds to the entity to finance the communication. Requires disclosure of such identifying information within audio and video communications made through the Internet or e-mail. Applies such disclosure requirements to prerecorded telephone calls.

Medicare Prescription Drug Price Negotiation Act of 2010 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to negotiate with pharmaceutical manufacturers the prices that may be charged to Medicare part D prescription drug plan (PDP) sponsors and MedicareAdvantage (MA) organizations for covered part D drugs for part D eligible individuals who are enrolled under a PDP or under an MA-Prescription Drug (MA-PD) plan.

Prevention of Farm Animal Cruelty Act - Declares that it is U.S. policy that the raising of livestock for food production shall be consistent with the basic principles of animal welfare. Prohibits a federal agency from purchasing any food product derived from a pig during pregnancy, a calf raised for veal, or an egg-laying hen used or intended for use in food production (covered animal) unless that animal, during the entire period covered by that definition, was provided adequate space to stand up, lie down, turn around freely, and fully extend all limbs. Exempts a covered animal: (1) during lawful transport; (2) during the slaughter of the animal in compliance with the Humane Methods of Slaughter Act of 1958 and other applicable law and regulations; (3) in lawful rodeo exhibitions, state or county fair exhibitions, or other similar exhibitions; (4) in lawful scientific or agricultural research; (5) while undergoing an examination, test, treatment, or operation for individualized veterinary purposes to improve the animal's well-being; or (6) in the case of a pig during pregnancy, during the seven-day period immediately before the date the pig is expected to give birth. Provides that nothing in this Act shall modify, limit, or repeal any law or preempt any state or local law.

Active Community Transportation Act of 2010 - Directs the Secretary of Transportation to carry out an active transportation investment program to encourage a mode shift to active transportation within selected communities that have development plans that provide safe and convenient opportunities to travel by bicycling and walking. Requires the Secretary to make grants to communities through local or regional governmental organizations, multi-county special districts, or Indian tribes to carry out active transportation (bicycling and walking) infrastructure projects that connect people with public transportation, workplaces, residences, businesses, recreation areas, and other community activity centers.

National Manufacturing Strategy Act of 2010 - Expresses the sense of Congress that the U.S. government should promote policies related to the nation's manufacturing sector that, among other things: (1) create sustainable economic growth and increased employment; (2) recruit, improve, and educate the workforce; (3) increase productivity, exports, and global competitiveness; and (4) maintain and improve national and homeland security. Directs the President, every four years, to: (1) conduct a comprehensive analysis of the nation's manufacturing sector; and (2) submit to Congress a National Manufacturing Strategy (Strategy). Requires the President, in developing each Strategy, to convene a Manufacturing Strategy Task Force to make recommendations regarding specified matters for incorporation into the Strategy, including short- and long-term goals for the manufacturing sector. Directs that: (1) each final Strategy be published on a public website; and (2) the first Strategy be issued by February 28, 2011. Directs the Comptroller General, three years after publication of a Strategy, to review its recommendations. Requires the President to convene a President's Manufacturing Strategy Board to provide information and recommendations regarding the needs of, and opportunities for, the nation's manufacturing sector. Directs the National Academy of Sciences to: (1) conduct quadrennial studies concerning U.S. manufacturing; and (2) report each study's results to Congress and the President. Provides for additional required and discretionary studies. Requires the President, in preparing each annual budget, to include information regarding that budget's consistency with the goals and recommendations included in the latest Strategy.

Transparency in All Health Care Pricing Act of 2010 - Requires any and all individuals or business entities, including physicians, pharmacies, pharmaceutical manufactures, and insurance entities, that offer or furnish health care related items, products, services, or procedures for sale to the public to publicly disclose, on a continuous basis, all prices for such items, products, services, or procedures. Authorizes the Secretary of Health and Human Services (HHS) to: (1) investigate any individuals or business entities that fail to comply with the requirements of this Act; and (2) impose civil fines, or other civil penalties, as appropriate.

Livable Communities Act of 2010 - Establishes in the Department of Housing and Urban Development (HUD) an Office of Sustainable Housing and Communities (OSHC). Establishes in the executive branch an independent Interagency Council on Sustainable Communities. Requires the OSHC Director to establish a program to make comprehensive planning grants and sustainability challenge grants to eligible entities (partnerships between a consortium of units of general local government and an eligible partner, which may be a metropolitan planning organization, a rural planning organization, a regional council, or a state). Requires the use of a comprehensive planning grant to carry out a project to: (1) coordinate land use, housing, transportation, and infrastructure planning processes across jurisdictions and agencies; (2) identify potential regional partnerships for developing and implementing a comprehensive regional plan; (3) conduct or update housing, infrastructure, transportation, energy, and environmental assessments to determine regional needs and promote sustainable development; (4) develop or update a comprehensive regional plan or goals and strategies to implement an existing comprehensive regional plan; and (5) implement local zoning and other code changes necessary to implement a comprehensive regional plan and promote sustainable development. Requires the use of a sustainability challenge grant to: (1) promote integrated transportation, housing, energy, and economic development activities carried out across policy and governmental jurisdictions; (2) promote sustainable and location-efficient development; and (3) implement projects identified in a comprehensive regional plan. Directs the OSHC Director to study and report to specified congressional committees on incentives for encouraging lenders to make, and homebuyers and homeowners to participate in, energy-efficient mortgages and location-efficient mortgages.

National Alzheimer's Project Act - Establishes in the Office of the Secretary of Health and Human Services (HHS) the Office of the National Alzheimer's Project to: (1) accelerate the development of treatments that would prevent, halt, or reverse the course of Alzheimer's; (2) create and maintain an integrated national plan to overcome Alzheimer's; (3) help to coordinate the health care and treatment of citizens with Alzheimer's; (4) ensure the inclusion of ethnic and racial populations that are at higher risk for Alzheimer's or that are least likely to receive care in clinical, research, and service efforts with the purpose of decreasing health disparities; (5) coordinate with international bodies to integrate and inform the fight against Alzheimer's globally; and (6) provide information and coordination of Alzheimer's research and services across all federal agencies. Sets forth the duties of the Director of the Office, including to use discretionary authority to evaluate all federal programs concerning Alzheimer's. Establishes in the Office an Advisory Council on Alzheimer's Research and Treatment.

Military Spouse Job Continuity Act of 2010 - Amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. Defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

Foreign Manufacturers Legal Accountability Act of 2010 - Directs the Food and Drug Administration (FDA) (with respect to drugs, devices, cosmetics, and biological products), the Consumer Product Safety Commission (CPSC) (with respect to consumer products), and the Environmental Protection Agency (EPA) (with respect to chemical substances, new chemical substances, and pesticides) to require foreign manufacturers and producers of such products (or components used to manufacture them), in excess of a minimum value or quantity, to establish a registered agent in the United States who is authorized to accept service of process on their behalf for the purpose of all civil and regulatory actions in state and federal courts. Requires the registered agent to be located in a state with a substantial connection to the importation, distribution, or sale of the products. Directs the Secretary of Commerce to establish, maintain, and make available to the public a registry of such agents. Deems a foreign manufacturer or producer of products covered under this Act that registers an agent to consent to the personal jurisdiction of the state or federal courts of the state in which the agent is located for the purpose of any civil or regulatory proceeding. Prohibits importation into the United States of a covered product (or component part that will be used in the United States to manufacture a covered product) if the product (or component part) or any part of the product (or component part) was manufactured or produced outside the United States by a manufacturer or producer who does not have a registered agent whose authority is in effect on the date of the importation. Requires the Secretary of Agriculture and the Commissioner of Food and Drugs to jointly study the feasibility and advisability of requiring foreign producers of food distributed in commerce to establish a registered agent in the United States who is authorized to accept service of process on behalf of such producers for the purpose of all civil and regulatory actions in state and federal courts.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Stop Outsourcing Security Act - Directs the Secretary of State to ensure that only government personnel provide security services at U.S. diplomatic or consular missions in Iraq or Afghanistan. Requires the President to report to Congress, by June 1, 2010, on the status of planning for the use, by January 1, 2011, of government and military personnel instead of private contractors for mission critical or emergency essential functions in all conflict zones where Congress has authorized the use of force. Directs any individual or entity under contract with the federal government to provide mission critical or emergency essential functions after such date to allow Congress to examine their accounting practices. Outlines additional requirements relating to renewals of such contracts. Authorizes specified congressional access to contracts and task orders in excess of $5 million entered into by the Department of Defense (DOD), the Department of State, the Department of the Interior, and the United States Agency for International Development (USAID) during the period beginning October 1, 2001, and ending on the last day of the month during which this Act is enacted for work to be performed in Iraq and Afghanistan. Requires certain reports to Congress regarding contracts for the performance of work in Iraq and Afghanistan.

Health Insurance Industry Fair Competition Act - Amends the McCarran-Ferguson Act to provide that nothing in that Act shall modify, impair, or supersede the operation of any of the antitrust laws with respect to the business of health insurance. Applies prohibitions against using unfair methods of competition to the business of health insurance without regard to whether such business is carried on for profit.

Expresses the sense of the House of Representatives that the Congress should stand with the American people to reject severe changes to Social Security, including any and all attempts to privatize it, and instead should commit to work bipartisanly to make common-sense adjustments to Social Security to strengthen it for future generations while preserving its guarantees of secure income and family protection in the event of a worker's death, retirement, or severe disability.

National Nurse Act of 2010 - Amends the Public Health Service Act to establish within the Public Health Service an Office of the National Nurse, headed by a registered nurse appointed by the Secretary of Health and Human Services (HHS). Directs the Secretary to: (1) initially appoint the individual serving as the Chief Nurse Officer of the Public Health Service as of this Act's enactment as the first National Nurse; and (2) thereafter appoint the National Nurse in accordance with Commissioned Corps Instruction CC23.4.6 (relating to Chief Professional Officer Nominations), as in effect on February 13, 2008. Grants the National Nurse the same rank and grade as the Deputy Surgeon General. Lists duties of the National Nurse, including to provide leadership and coordination of Public Health Service nursing professional affairs for the Office of the Surgeon General and other agencies of the Service, to conduct media campaigns, and to provide guidance and leadership for activities that will increase public safety and emergency preparedness. Requires the National Nurse to: (1) identify annual health priorities; (2) encourage volunteerism and strengthen the relationship between government agencies and health-related national organizations; and (3) encourage community-based, nonprofit organizations to seek grants for the purpose of education and interventions to address the annual priorities (including evaluating the activities encouraged by the National Nurse and conducted by such organizations, and disseminating information to governmental agencies, schools, and organizations interested in health promotion and improving public health through community action).

International Violence Against Women Act of 2010 - Directs the Secretary of State to establish the Office for Global Women's Issues, to be headed by the Ambassador-at-Large for Global Women's Issues, to coordinate efforts regarding gender integration and empowerment of women in U.S. foreign policy. Establishes an Office for Women's Global Development (intended to replace the Office of Women in Development) in the United States Agency for International Development (USAID), to be headed by the Director of Women's Global Development, to coordinate USAID efforts to integrate gender in U.S. foreign assistance programs and policies. Directs the Secretary and the Administrator of USAID to develop a comprehensive five-year strategy for programs to prevent and respond to violence against women and girls in countries with severe levels of such violence. Directs the Ambassador-at-Large and the Director to seek to coordinate efforts to prevent and respond to violence against women and girls internationally into existing foreign assistance programs. Authorizes funds to be awarded to community-based women's nongovernmental organizations and community-based organizations in recipient countries to carry out such efforts. Authorizes the Secretary to provide guidance to the Secretary of Defense (DOD) to: (1) incorporate training on prevention and response into the basic training curricula of foreign military and police forces and judicial officials; and (2) ensure that U.S. assistance to units involved in regional or multilateral peacekeeping operations includes such training. Authorizes the Ambassador-at-Large to provide guidance to the Administrator and the Assistant Secretary for Population, Refugees, and Migration on preventing and responding to violence against women and girls in humanitarian relief, conflict, and post-conflict settings. Authorizes the Secretary to provide guidance on preventing and responding to violence against women and girls to the Secretary of DOD when U.S. military personnel, military contractors, and military observers are to be deployed in humanitarian relief, conflict, and post-conflict settings. Authorizes the Secretary and the Secretary of DOD to: (1) provide training in prevention and response to violence against women and girls internationally to U.S. military forces; (2) establish mechanisms for reporting incidences of violence against civilian women and girls committed by U.S. military forces; and (3) establish related public outreach efforts. Urges the Secretary to make U.S. financial, material, human, and other resources available to assist U.N. efforts to: (1) implement training programs in prevention and response to violence against women and girls for peacekeeping and humanitarian personnel; (2) enhance the deployment of military and civilian women in peacekeeping missions; and (3) improve protection mechanisms at U.N. managed refugee and internally displaced persons camps. Urges the Secretary to identify and take emergency measures to respond to critical outbreaks of violence against women and girls in situations of armed conflict.

Keeping Faith With the Greatest Generation Military Retirees Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act to waive the monthly part B premium (Supplementary Medical Insurance Benefits for the Aged and Disabled) with respect to: (1) an individual who is entitled to military retired or retainer pay based upon service that began before December 7, 1956; and (2) the spouse, widow, or widower of such individuals.

Emergency Jobs Program and Assistance for Families Extension Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to extend for one year the Emergency Contingency Fund for State Temporary Assistance for Needy Families Programs. Directs the Secretary of Health and Human Services (HHS) to make a grant from the Fund for each calendar quarter in FY2010 or FY2011 to each requesting state whose total expenditures for work support services in the quarter, whether under the state program funded under TANF or as qualified state expenditures, exceeds the state's total such expenditures in the corresponding quarter in its emergency fund base year. Requires a grant to equal 80% of such excess.

Energy Assistance for American Families Act - Amends the Low-Income Home Energy Assistance Act of 1981 to authorize appropriations for FY2011-FY2014. Permits a state to use any allotment from such appropriations to assist households whose income does not exceed 75% of the state median income.

Janey Ensminger Act - Makes any veteran who was stationed at Camp Lejeune, North Carolina, during a period in which the water there was contaminated by volatile organic compounds, including known and probable human carcinogens, eligible for hospital care, medical services, and nursing home care through the Department of Veterans Affairs (VA) for any illness, notwithstanding insufficient medical evidence to conclude that the illness is attributable to such contamination.

Veterans Pensions Protection Act of 2010 - Excludes from annual income, for purposes of eligibility for pensions for veterans and their surviving spouses and children, reimbursements resulting from: (1) any accident; (2) any theft or loss; (3) any casualty loss; (4) medical expenses resulting from any such accident, theft, or loss; and (5) pain and suffering (including insurance settlement payments and general damages awarded by a court) related to such accident, theft, or loss.

Keep Our Promise to America's Military Retirees Act - Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management (OPM) to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member of the Armed Forces entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member. Directs the Secretary to reimburse such eligible persons for pharmacy benefits received from a pharmacy that is not a TRICARE (Department of Defense [DOD] managed health care plan) network pharmacy in the same manner as the Secretary would reimburse such person for such benefits received from a TRICARE network pharmacy. Requires such persons, in order to receive such reimbursement, to submit a certification from their physician stating that the person does not have access to a TRICARE network pharmacy due to physical or medical constraints.

Elizabeth A. Connelly Act - Amends the Higher Education Act of 1965, the Elementary and Secondary Education Act of 1965, the Rehabilitation Act of 1973, the Public Health Service Act, the Health Professions Education Partnership Act of 1968, the National Sickle Cell Anemia Act, Cooley's Anemia, Tay-Sachs, and Genetic Diseases Act, the Genetic Information Nondiscrimination Act, the Developmental Disabilities Assistance and Bill of Rights Act of 2000, and other federal enactments and regulations to change references to mental retardation to references to an intellectual disability.

Technology Bill of Rights for the Blind Act of 2010 - Directs the Secretary of Commerce to study and report to Congress on methods by which blind consumers can gain nonvisual access to consumer electronic devices, electronic kiosks, home appliances, or office technology devices. Requires the Secretary to promulgate a minimum nonvisual access standard for each type of covered device that will ensure nonvisual access to such device by blind consumers. Applies a minimum nonvisual access standard to a covered device that is manufactured after the date that is two years after the date on which such standard is promulgated. Directs the Secretary to establish an Office of Nonvisual Access Compliance to assist the Secretary, educate manufacturers, and conduct investigations. Imposes civil penalties in certain circumstances. Allows civil suits by blind consumers against manufacturers for monetary damages and equitable relief. Allows punitive damages for willful or repeated violations. Prohibits construing this Act to limit the rights of blind or low-vision individuals.

Prohibiting Foreign Influence in American Elections Act - Amends the Federal Election Campaign Act of 1971 to apply the ban on contributions and expenditures by foreign nations in connection with a federal, state, or local election to domestic corporations with respect to which: (1) one or more foreign principals serves on the board of directors; (2) one or more foreign principals directly or indirectly has an ownership interest; or (3) one or more foreign principals directly or indirectly holds debt or other obligations. Applies the ban to domestic corporations that are subsidiaries of foreign corporations.

Amends the Internal Revenue Code to treat securities and nonqualified preferred stock paid to a parent corporation by a subsidiary in a corporate reorganization as cash payments, thus subjecting the gain attributable to such payments to tax.
