Employee Educational Assistance Act of 2007 - Renders the general terminating date (i.e., December 31, 2010) of the Economic Growth and Tax Relief Reconciliation Act of 2001 inapplicable to provisions of that Act that extended the exclusion of employer-provided educational assistance from the gross income of employees (thus making such tax exclusion permanent).

Positive Behavior for Effective Schools Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to allow states to allocate school improvement funds under title I of the ESEA for coordinated, early intervention services for all students. Includes among such services, schoolwide positive behavior support, defined as a broad range of systemic and individualized strategies for achieving important social and learning outcomes while preventing problem behavior with all students. Requires improvements in schoolwide learning climates, including schoolwide positive behavior supports, to be a target of: (1) technical assistance provided by states to local educational agencies (LEAs) and schools, and by LEAs to schools identified as needing improvement; (2) schoolwide programs that allow LEAs to consolidate educational funds to upgrade the entire educational program of schools that serve a high proportion of low-income families; (3) funding under the Safe and Drug-Free Schools and Communities program; (4) elementary and secondary school counseling programs; and (5) professional development funding. Amends the Department of Education Organization Act to establish, within the Department of Education, an Office of Specialized Instructional Support Services to oversee and implement the provision of specialized instructional support services in schools by school counselors, social workers, psychologists, and other qualified professionals.

Great Lakes Pollution Prevention Act of 2007 - Amends the Federal Water Pollution Control Act to prohibit either the Administrator of the Environmental Protection Agency (EPA) or any Great Lakes state from issuing a permit for the discharge of a pollutant into a body of water that is part of the Great Lakes, or that is within the boundaries of two or more of such states, without the concurrence of all such states. Authorizes a state to concur only after providing notice in the vicinity of the portion of the body of water within its boundaries and an opportunity for public comment.

21st Century Servicemembers Protection Act - Amends the Servicemembers Civil Relief Act to allow individuals called to military service to terminate or suspend a service contract, after the date of entry into service or the date of the military orders, if: (1) the service contract (such as phone, cable, Internet, or utilities) is executed before the individual is called to service for a period of at least 90 days; or (2) the person enters into the contract while in military service and thereafter receives orders for a change of permanent station to a location outside the United States, or to deploy with a military unit for a period of at least 180 days. Provides penalties against anyone who: (1) holds property or funds of a person in military service who lawfully terminates a contract; or (2) violates the 6% limit on interest rates charged to servicemembers during a period of military service.

Providing Resources Early for Kids Act of 2007 or the PRE-K Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award matching grants to states to enhance or improve state-funded preschool programs. Sets forth a grant formula favoring states that: (1) have curricula aligned with state early learning standards; (2) follow nationally-established best practices for class size and teacher-to-student ratios; (3) require each teacher to hold at least an associate degree in early childhood education or a related field; and (4) have a plan for meeting the requirement, within five years of receiving such grant, that teachers hold at least a baccalaureate degree in early childhood education. Directs the Secretary to establish a competitive process for awarding grants to other states that demonstrate that they will meet such requirements within two fiscal years. Prohibits state grantees from reducing their preschool or child care expenditures. Includes among grant uses: (1) increasing the qualifications of, and benefits provided to, teachers, teacher aides, and program directors; (2) decreasing class size and improving teacher-to-student ratios; (3) providing certain comprehensive services that support healthy child development; (4) extending program hours per day and weeks per year; and (5) improving program monitoring and learning environments. Reserves funds for competitive grants to Indians for their preschool programs.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2007 - Amends SSA title II (Old Age, Survivors and Disability Insurance) (OASDI) to: (1) continue entitlement to prescription drugs used in immunosuppressive therapy furnished to an individual who receives a kidney transplant for which payment is made under Medicare; and (2) extend Medicare secondary payer requirements for end stage renal disease (ESRD) beneficiaries. Amends title XVIII (Medicare ) of SSA to apply special rules to kidney transplant recipients receiving additional coverage for immunosuppressive drugs. Deems such individual to be enrolled under Medicare part B. Makes him or her responsible for the full amount of the applicable premiums. Applies deductible and coinsurance requirements to the provision of such drugs. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to set forth requirements for group health plans to provide coverage of immunosuppressive drugs for kidney transplant patients.

Social Security Account Number Protection Act - Prohibits any financial or related institution covered by this Act (covered entity), unless for a specific use for which no other identifier reasonably can be employed, from soliciting a Social Security number from an individual except: (1) for use in an identification, verification, accuracy, or identity proofing process; (2) for any purpose permitted under the Fair Credit Reporting Act or the Gramm-Leach-Bliley Act; or (3) to comply with the requirements of federal, state, or local law. Specifies further exceptions to this prohibition. Prohibits a covered entity from displaying an individual's Social Security account number (or any derivative) on any card or tag commonly provided to employees (or to their family members), faculty, staff, or students for purposes of identification. Prohibits a state from displaying an individual's Social Security account number on his or her driver's license. Prohibits prisoner access to Social Security numbers. Prohibits the sale, provision, or display of Social Security numbers to the general public, or its acquisition or use to identify or locate a person with intent to injure or harm that person, or to use the person's identity for an illegal purpose. Specifies exceptions to this prohibition. Allows the sale, provision, or display of an individual's Social Security account number to the general public to the extent consistent with the individual's voluntary and affirmative written consent, but only if: (1) the terms of the consent and the right to refuse are presented to the individual in a clear, conspicuous, and understandable manner; (2) the individual is placed under no obligation to provide such consent; and (3) the terms and conditions of the consent authorize the individual to limit the sale, provision, or display to purposes directly associated with the transaction with respect to which the consent is sought. Authorizes the Federal Trade Commission, state attorneys general, and certain other federal regulatory agencies to enforce this Act.

Regional Economic and Infrastructure Development Act of 2007 - Establishes the following regional commissions: (1) Delta Regional Commission; (2) Northern Great Plains Regional Commission; (3) Southeast Crescent Regional Commission; (4) Southwest Border Regional Commission; and (5) Northern Border Regional Commission. Directs each Commission, in its region, to: (1) assess needs and assets; (2) develop comprehensive and coordinated economic infrastructure development strategies to establish and approve grants for economic development; (3) establish priorities in an economic and infrastructure development plan; (4) enhance capacity of and provide support for local development districts; (5) encourage private investment in industrial, commercial, and other economic development projects; (6) assist state governments with the preparation of economic and infrastructure development plans and programs for participating states; and (7) formulate and recommend to the governors and legislatures of participating states forms of interstate cooperation and, where appropriate, international cooperation. Sets forth requirements for: (1) economic and infrastructure development grants; (2) comprehensive economic and infrastructure development plans; (3) approval of applications for assistance for projects; (4) grants to local development districts for assistance in payment of development planning and administrative expenses; and (5) supplemental funding for other federal grant programs (federal grant programs to provide assistance in carrying out economic and community development activities). Declares that this Act does not require a state to engage in or accept a program under this Act without its consent. Requires each Commission to annually designate: (1) distressed, transitional, and attainment counties; and (2) isolated areas of distress in attainment counties that have high rates of poverty, unemployment, or out-migration. Provides for the appointment of Inspector Generals for the Commissions. Sets forth requirements for counties eligible to receive assistance from more than one Commission, including the Appalachian Regional Commission. Requires biannual meetings of all such Regional Commissions.

Psychological Kevlar Act of 2007 - Directs the Secretary of Defense to develop and implement a plan to incorporate preventive and early-intervention measures, practices, or procedures that reduce the likelihood that personnel in combat will develop post-traumatic stress disorder (PTSD) or other stress-related psychopathologies, including substance use conditions. Requires the Secretary to: (1) update the plan periodically; (2) develop and implement a training program to educate and promote awareness among commissioned and noncommissioned officers, front-line medical professionals and primary care providers, and military personnel and their families about the signs and risks of combat stress and stress-related psychopathology; (3) establish a working group to research and develop measures that reduce the likelihood of PTSD or other pathologies in combat veterans; and (4) establish a new Peer-Reviewed Research program for such research and development.

National Commission on Detainee Treatment Act of 2007 - Establishes the National Commission on Detainee Treatment to: (1) conduct a comprehensive review of matters relating to the capture, custody, judicial proceedings, and repatriation of suspected unlawful enemy combatants; and (2) prepare and submit to Congress and the President a final report on Commission recommendations, findings, and conclusions.

National Infantry Museum and Soldier Center Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

Dog Fighting Prohibition Act - Amends the Animal Welfare Act to make it unlawful to: (1) knowingly sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; and (2) knowingly sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purposes of having the dog, animal, or offspring of the dog or other animal participate in a dog fighting venture. Provides for imprisonment for up to five years for violations.

ADA Restoration Act of 2007 - Amends the Americans with Disabilities Act of 1990 to remove from the definition of "disability" a reference to substantially limiting one or more major life activities. Prohibits, in determining whether an individual has an impairment, considering the impact of any mitigating measures the individual may be using or whether any impairment manifestations are episodic, in remission, or latent. Considers actions taken because of an individual's use of a mitigating measure to be actions taken on the basis of a disability. Defines "record of physical or mental impairment" as having a history of, or having been misclassified as having, a physical or mental impairment. Defines "regarded as having a physical or mental impairment" as being perceived or treated as having a physical or mental impairment whether or not the individual has an impairment. Prohibits employment discrimination on the basis of disability (under current law, against a qualified individual with a disability because of the disability). Allows, as a defense to a charge of discrimination, that the individual alleging discrimination is not a qualified individual with a disability. Requires that the Act's provisions be broadly construed. Empowers: (1) the Attorney General to promulgate regulations and guidance to provide for consistent and effective standards among enforcing agencies; and (2) the Equal Employment Opportunity Commission (EEOC) and Secretary of Transportation to then issue implementing regulations or policy guidance consistent with the Attorney General's requirements. Entitles duly issued federal regulations and guidance to deference by administrative bodies or officers and courts.

Commends and supports the efforts of the U.S. public and advocacy groups to raise awareness about and help end the humanitarian crisis and genocide in Darfur, Sudan, and to promote peace, defend human rights, and improve the lives of those affected in Sudan and Chad. Urges the United States to work with the international community to implement a more robust set of multilateral measures until President El-Bashir accepts a full-scale international peacekeeping force in Darfur.

Prohibits units and members of the regular Armed Forces from being deployed for Operations Iraqi Freedom or Enduring Freedom (including participation in the NATO International Security Assistance Force (Afghanistan)) unless the period between deployments is equal to or longer than the period of the previous deployment. Expresses the sense of Congress that the optimal minimum period between such deployments should be equal to or longer than twice the period of the previous deployment. Prohibits units and members of the reserves from being deployed for such Operations (including such NATO participation) if the unit or member has been deployed within three preceding years. Expresses the sense of Congress that units and members of the reserves should not be mobilized continuously for more than one year, and that the optimal minimum period between such deployments should be five years. Authorizes the: (1) President to waive such limitations after certifying to Congress that the deployment is necessary to meet an operational emergency posing a threat to vital national security interests; or (2) chief of staff of the military department concerned (including the Coast Guard) to waive such limitations with respect to a member who has voluntarily requested mobilization.

Saving Our Community Pharmacies Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to provide for: (1) use of median retail acquisition cost as the basis for Medicaid reimbursement limits on generic drugs; and (2) establishment of an evidence-based prescription drug program. Directs the Comptroller General to study and report to Congress on the costs of community retail pharmacies to dispense prescription drugs.

National Women's Rights History Project Act - Authorizes the Secretary of the Interior to designate a vehicular tour route, to be known as the Votes for Women History Trail Route, to link properties in New York State that are historically and thematically associated with the struggle for women's suffrage in the United States. Requires the National Park Service to administer the Trail through the Women's Rights National Historical Park (established under prior law). Authorizes the Secretary to: (1) enter into cooperative agreements and memorandums of understanding with, and provide technical and financial assistance to, other federal agencies, the State of New York, localities, regional governmental bodies, and private entities; (2) make annual grants to state historic preservation offices for up to five years for assistance in surveying, evaluating, and nominating women's rights history properties to the National Register of Historic Places; and (3) make matching grants and give technical assistance for development of a network of governmental and nongovernmental entities providing interpretive and educational program development of national women's rights history, including historic preservation.

Amends the Biomass Research and Development Act of 2000, with respect to research and development leading to the production of fuels and biobased products, to redefine biobased fuel as any heating or (as currently) any transportation fuel produced from biomass.

Prohibits funds from being obligated or expended for military operations or activities within or above Iran's territory or within Iran's territorial waters except pursuant to a specific congressional authorization enacted after the date of the enactment of this Act. Exempts from such prohibition military operations or activities: (1) to directly repel an attack launched from within Iran's territory; (2) to directly thwart an imminent attack to be launched from within Iran's territory; (3) in hot pursuit of forces engaged outside the territory of Iran who thereafter enter into Iran; and (4) connected with U.S. government intelligence or intelligence-related activities. Requires the President within 24 hours after determining to use funds for such a military purpose to report to the Senate Committees on Armed Services and Foreign Relations and the Select Committee on Intelligence, and the House Committees on Armed Services and Foreign Affairs and the Permanent Select Committee on Intelligence.

Renewable Energy Tax Parity Act of 2007 - Amends the Internal Revenue Code to include a 30% credit for qualified biomass fuel property expenditures as part of the tax credit for residential energy efficient property. Defines "qualified biomass fuel property expenditure" as an expenditure for property which uses the burning of biomass fuel (i.e., any renewable plant-derived fuel) to heat a residence and which has a thermal efficiency rating of at least 75%.

Foreign Seafood Safety Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to prohibit the importation into the United States of any seafood or seafood product capable of use as human food from any foreign country unless: (1) the country applies for, and the Secretary of Health and Human Services issues, a certification finding that the country maintains seafood safety and inspection programs that use reliable analytical methods and that are at least as protective of human health as U.S. programs; and (2) such certification remains in effect. Directs the Secretary to: (1) periodically review such certifications; (2) revoke such certifications if the country involved is not maintaining seafood safety programs that meet the standards described in this Act; and (3) inspect individual establishments to ensure that the seafood safety programs of the foreign country involved meet such standards.

Presidential Signing Statements Act of 2007 - Prohibits any state or federal court from relying on or deferring to a presidential signing statement as a source of authority when determining the meaning of any Act of Congress. Requires any federal or state court, in any action, suit, or proceeding regarding the construction or constitutionality, or both, of any Act of Congress in which a presidential signing statement was issued, to permit the Senate, through the Office of Senate Legal Counsel, or the House, through the Office of General Counsel for the House, or both, to participate as an amicus curiae, and to present an oral argument on the question of the Act's construction or constitutionality, or both. Authorizes the full Congress, in any such suit, to pass a concurrent resolution declaring its view of the proper interpretation of the Act of Congress at issue, clarifying Congress's intent or its findings of fact, or both. Requires the federal or state court in question to permit Congress, through the Office of Senate Legal Counsel, to submit any such passed resolution into the record of the case as a matter of right. Makes it the duty of each federal or state court, including the U.S. Supreme Court, to advance on the docket and to expedite to the greatest possible extent the disposition of any matter brought under this Act.

No Child Left Inside Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 to authorize states to use federal funds for the development of kindergarten through grade 12 (K-12) plans for environmental education and teacher training to ensure that high school graduates are environmentally literate. Authorizes the Secretary to award competitive grants to partnerships that include a local educational agency (LEA), and may include institutions of higher education (IHE) and other educational or business entities, for activities that include the development of teacher training programs and more rigorous environmental education curricula. Authorizes the Secretary to award competitive matching grants to nonprofit organizations, states, LEAs, or IHEs for activities to improve and support environmental education that include: (1) advancing content and achievement standards; (2) developing or disseminating innovations or model programs; (3) research; and (4) creating new funding sources. Requires the Secretary to give priority in providing magnet school assistance to LEAs creating or enhancing environmental magnet school programs. Includes environmental education in the current program providing grants to states and LEAs for teacher training. Amends the Department of Education Organization Act to create an Office of Environmental Literary to advance K-12 environmental education and administer the new grant programs. Amends the National Assessment of Educational Progress Authorization Act to authorize the Commissioner for Education Statistics to include environmental education in any additional national assessment of student achievement.

21st Century High-Performing Public School Facilities Act - Requires the Secretary of Education to make grants in each fiscal year to local educational agencies (LEAs) in each state for the construction, modernization, or repair of kindergarten, elementary, or secondary schools to make them safe, healthy, high-performing, and technologically up-to-date. Gives priority to LEAs serving a high number or percentage of disadvantaged children and those whose public schools are in relatively poor condition. Requires LEAs to contribute funds toward the costs of the program, but uses a sliding scale that factors in the relative poverty of an LEA's service area. Requires the Secretary to make low-interest loans to LEAs in each fiscal year for the same purposes and with the same priorities given in the distribution of the grants. Establishes the School Construction, Modernization, and Repair Revolving Fund consisting of amounts derived from the low-interest loans and appropriations made to the Fund by this Act. Amends part D of title II of the Elementary and Secondary Education Act of 1965 to authorize and make appropriations for educational technology.

Arbitration Fairness Act of 2007 - Declares that no predispute arbitration agreement shall be valid or enforceable if it requires arbitration of: (1) an employment, consumer, or franchise dispute, or (2) a dispute arising under any statute intended to protect civil rights or to regulate contracts or transactions between parties of unequal bargaining power. Declares, further, that the validity or enforceability of an agreement to arbitrate shall be determined by a court, under federal law, rather than an arbitrator, irrespective of whether the party resisting arbitration challenges the arbitration agreement specifically or in conjunction with other terms of the contract containing such agreement. Exempts arbitration provisions in collective bargaining agreements from this Act.

Directs the Secretary of Veterans Affairs to pay to each individual entitled to basic educational assistance under the Montgomery GI Bill and pursuing a program of education with a focus on science, technology, engineering, or math a lump-sum payment of $2,000 per academic year, or fraction thereof for enrollment lasting less than a year. Makes such amount in addition to any other educational assistance to which the individual is entitled.

National Pain Care Policy Act of 2007 - Requires the Secretary of Health and Human Services to enter an agreement with the Institute of Medicine to convene a Conference on Pain to: (1) increase the recognition of pain as a significant public health problem; (2) evaluate the adequacy of assessment, diagnosis, treatment, and management of acute and chronic pain; (3) identify barriers to appropriate pain care; and (4) establish an agenda for action that will reduce such barriers and improve pain care research, education, and clinical care. Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to establish the Pain Consortium to: (1) establish a national agenda for research on the causes and effective treatments for pain; and (2) convene an annual conference of experts in pain research, treatment, and management to assess and make recommendations on NIH pain research activities and programs. Requires the Director of NIH to establish the National Pain Care Research Advisory Committee. Requires the Director of the Agency for Healthcare Research and Quality to: (1) collect protocols and evidence-based practices regarding pain care at all stages of life; and (2) disseminate such information to regulatory and enforcement agencies, health care programs, payor and providers, health professions schools, hospices, and the general public. Allows the Secretary to provide for the development and implementation of programs to educate and train health care professionals in pain care. Requires the Secretary to establish a national pain care education outreach and awareness campaign.

Plug-in Hybrid Opportunity Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for 35% of the cost of a qualified plug-in battery module (or $4,000, whichever is less) used to convert a hybrid motor vehicle to a plug-in hybrid motor vehicle. Terminates such tax credit after 2010.

Responsible Redeployment from Iraq Act - Expresses the sense of Congress that: (1) the Authorization for Use of Military Force Against Iraq Resolution of 2002 authorized the President to use the Armed Forces as appropriate to defend U.S. national security against the continuing threat posed by the government of Iraq at the time; (2) the government of Iraq which was in power at that time has been removed; (3) the current Iraqi government does not pose a threat to the United States; and (4) after more than four years of efforts by members of the Armed Forces and U.S. civilians, the government of Iraq must now be responsible for Iraq's future course. Directs the Secretary of Defense to commence the reduction of the number of Armed Forces in Iraq beginning no later than 120 days after the enactment of this Act and complete the reduction and transition to a limited presence in Iraq by no later than April 1, 2008 Directs the President, by January 1, 2008, to transmit to the congressional defense, appropriations, and foreign relations committees a comprehensive U.S. strategy for Iraq. Requires the President to update such strategy no later than July 1, 2008, and every 90 days thereafter, including a description of the number of Armed Forces deployed to Iraq and the missions for which they are so deployed.

Department of State Crisis Response Act of 2007 - Amends the State Department Basic Authorities Act of 1956 to extend Department of State authority to employ civil service or Foreign Service annuitants through October 1, 2010. Eliminates the requirement that such authority be used to facilitate assignment to Afghanistan or Iraq or to fill positions vacated because of assignments to such countries.

Benefit Rating Acceleration for Veteran Entitlements Act of 2007 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to treat as a disability for OASDI and SSI disability payment purposes any service-connected total disability, as rated and certified by the Secretary of Veterans Affairs. Applies the same treatment to related child's insurance and widow's and widower's insurance benefits.

Veterans Education Tuition Support Act of 2007 or VETS Act of 2007 - Amends the Servicemembers Civil Relief Act to require an institution of higher education, whenever a servicemember is called, activated, or ordered to military service and therefore withdraws or takes a leave of absence from such institution, to: (1) refund to the servicemember tuition and other fees paid for the portion of the program of education for which the servicemember did not receive academic credit after such withdrawal or leave; and (2) provide the servicemember an opportunity to reenroll at the institution with the same educational and academic status that the servicemember had when ordered to military service. Requires a provider of a student loan with respect to such a servicemember: (1) if the servicemember reenrolls in the program of education (or a comparable program) within 13 months following the period of military service, to disregard the entire period that the education was discontinued in determining the date on which student loan repayment is to begin; or (2) if the servicemember does not reenroll, to not require loan repayment to begin before the later of the last day of such 13-month period or the date the repayment was otherwise required to begin. Prohibits a court from granting a creditor relief from the 6% limit on interest charged against the indebtedness of a servicemember during a period of military service in the case of an obligation or liability incurred by a servicemember who is a student at an institution of higher education at the time of the call to service.

Star-Spangled Banner and War of 1812 Bicentennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue $1 coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner and the War of 1812. Requires a coin design emblematic of the War of 1812, particularly the Battle for Fort McHenry that formed the basis for the Star-Spangled Banner . Authorizes the Secretary to issue the coins only during the calendar year beginning on January 1, 2012. Requires specified surcharges in sales of the coin, which shall be paid to the Star-Spangled Banner and War of 1812 Bicentennial Commission for: (1) the purpose of supporting bicentennial activities; and (2) preservation and improvement activities relating to the sites and structures relating to the War of 1812.

National Affordable Housing Trust Fund Act of 2007 - Amends the Cranston-Gonzalez National Affordable Housing Act to establish in the Treasury a National Affordable Housing Trust Fund available to the Secretary of Housing and Urban Development to provide assistance to states, Indian tribes, insular areas, and participating local jurisdictions to increase the supply of decent quality affordable housing, especially for low-income, extremely low-income, and very poor families.

Victims of Crime Act Preservation Fund Act of 2007 - Excludes receipts and disbursements of the Crime Victims Fund from executive and congressional budgets. Prohibits the consideration of any legislation in the House of Representatives or the Senate that would authorize the use of amounts in the Crime Victims Fund for a purpose not authorized by the Victims of Crime Act of 1984. Allows the Senate to waive or suspend such prohibition by a three-fifths vote.

Nuclear Terrorism Prevention Act of 2007 - Expresses the sense of Congress: (1) that the President should make the prevention of a nuclear terrorist attack on the United States of the highest priority; and (2) regarding appropriate steps to prevent nuclear terrorism. Directs the President to designate an individual to serve in the Executive Office of the President as the Senior Advisor to the President for the Prevention of Nuclear Terrorism. States as U.S. policy that all possible steps be taken to ensure that all nuclear weapons and formula quantities of strategic special nuclear materials are secure and accounted for, and that all formula quantities of strategic special nuclear material are eliminated or secure and accounted for to a level sufficient to defeat terrorist and criminal threats. Directs the President to seek an international agreement on a global implementing standard for such policy. Requires an annual report from the President to Congress on the security of formula quantities of strategic special nuclear material. Authorizes appropriations for: (1) removal of highly enriched uranium; (2) technical nuclear forensics research and development; (3) conversion of highly enriched uranium; and (4) the International Atomic Energy Agency's (IAEA) Office of Nuclear Security.

Recognizes: (1) the importance of the federal government's continued support of Diamond-Blackfan Anemia (DBA) research; and (2) that federal support of comprehensive centers for rare disease patients enhances the ability for experienced doctors to provide the most complete care for each patient. Commends: (1) Schneider Children's Hospital for providing the first DBA Comprehensive Clinical Care Center and developing the DBA Patient Registry; and (2) the Daniella Maria Arturi Foundation and the Diamon-Blackfan Anemia Foundation for their efforts to facilitate collaboration among the National Institutes of Health (NIH) and the Centers for Disease Control and Prevention (CDC) to achieve a successful multidisciplinary approach aimed at shortening the life cycle of success realized between the laboratory and applied patient care. Expresses the sense of the House of Representatives that the government has a responsibility to encourage further efforts to clarify the natural history of DBA, continue efforts to raise awareness and ease access to information about DBA, encourage research efforts that will advance treatment options and seek a cure, encourage NIH to develop a cross-institutional research initiative to study ribosomal protein deficiencies in rare inherited disease, and encourage continued federal support of the DBA Comprehensive Clinical Care Centers.

Generations Invigorating Volunteerism and Education Act or the GIVE Act - Amends the National and Community Service Act of 1990 (NSCA) and the Domestic Volunteer Service Act of 1973 (DVSA) to revise the programs under such Acts and reauthorize appropriations for such programs through FY2012. Revises under NSCA: (1) the School-Based and Community-Based Service-Learning programs and Higher Education Innovative Programs for Community Service, also known as Learn and Serve programs; (2) National Service Trust programs, also known as AmeriCorps; (3) the National Civilian Community Corps (NCCC); and (4) the Investment for Quality and Innovation program. Authorizes new Summer of Service programs, within School-Based Learn and Serve programs, that provide certain elementary and secondary school students with summer community service-learning projects for which they earn educational awards. Eliminates the current Community-Based Learn and Serve programs. Gives special consideration to minority institutions of higher education (IHEs) in funding Higher Education Innovative Programs for Community Service. Establishes a new Learn and Serve program, Innovative Service-Learning Programs and Research, providing matching fixed-term grants to states, nonprofit organizations, and IHEs to: (1) provide community service-learning opportunities to elementary and secondary, college, and graduate students; and (2) research and evaluate service-learning. Includes among eligible AmeriCorps programs: (1) an E-corp program increasing community access to technology; (2) a program engaging citizens in public safety, health, and emergency preparedness services; (3) a youth mentoring program; and (4) the Education Awards Only program. Increases National Service educational awards for AmeriCorps, NCCC, and Volunteers in Service to America (VISTA) participants. Includes among needs to be met under the NCCC program, disaster relief, infrastructure improvement, environmental and energy conservation, and urban and rural development. Establishes a National Office of Outreach and Recruitment in the Corporation for National and Community Service. Establishes matching fixed grant Innovative and Model Program Support programs within the Investment for Quality and Innovation program that include service programs for disadvantaged youth. Eliminates federal funding for the Points of Light Foundation. Revises under DVSA: (1) the VISTA program; and (2) the National Senior Service Corps (Senior Corps), including the Retired and Senior Volunteer program (RSVP), the Foster Grandparent program, and the Senior Companion program. Gives priority in VISTA participant selection to disadvantaged youth and retired adults of any profession. Authorizes new VISTA programs, providing grants for programs of national significance that provide poor and rural communities with: (1) financial literacy and planning; (2) before-school and after-school services; (3) community economic development initiatives; (4) assistance to veterans and their families; and (5) health and wellness services. Eliminates the VISTA Literacy Corps, University Year for VISTA, and Literacy Challenge Grant programs. Raises the minimum and maximum stipend provided to VISTA participants. Prioritizes RSVP projects in education, health and wellness, youth crime prevention, public safety, emergency management and relief, and access to technology. Makes anyone 55 years of age or older eligible as Senior Corps volunteers. Authorizes stipends to Foster Grandparent and Senior Companion program volunteers whose income does not exceed 200% of the poverty level. Includes among the programs eligible for Senior Corps funding those addressing energy conservation, the environment, and homeland security. Expresses the sense of the Congress that the number of AmeriCorps, VISTA, and NCCC participants should reach 100,000 by 2012.
