Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

United States Commitment to Global Child Survival Act of 2007 - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to improve the health of newborns, children, and mothers in developing countries. Directs the President to develop a comprehensive U.S. government strategy to reduce mortality and improve the health of newborns, children, and mothers in developing countries. Establishes the Interagency Task Force on Child Survival and Maternal Health in Developing Countries.

Hardrock Mining and Reclamation Act of 2007 - Applies this Act to any mining claim, millsite claim, or tunnel site claim located under the general mining laws. Conditions federal issuance of a patent for any mining claim located under the general mining laws upon specified determinations made by the Secretary of the Interior. Subjects production of locatable minerals from a mining claim to a royalty of 8 % of the net smelter return. Sets forth requirements governing: (1) lands open to location; (2) environmental protection standards, including reclamation, in connection with mineral activities on mining claims, millsite claims, or tunnel site claims; and (3) state or local law that meets or exceeds requirements of this Act. Establishes the Abandoned Locatable Minerals Mine Reclamation Fund and the Locatable Minerals Community Impact Assistance Fund. Authorizes the Secretary of the Interior and the Secretary of Agriculture (Secretaries) to establish user fees to reimburse federal expenditures in administering this Act. Requires the Secretaries to inspect and monitor mineral activities to ensure compliance with the environmental protection requirements of this Act. Amends the Energy Policy Act of 1992 to subject oil shale claims to the reclamation requirements of this Act. Declares the Multiple Minerals Development Act, and specified federal law regarding unpatented mining claims, applicable to all mining claims located under the general mining laws and maintained in compliance with this Act. Subjects deposits of specified mineral materials to disposal only under the Materials Act of 1947.

Early Access to Vocational Rehabilitation and Employment Benefits Act - Entitles to veterans vocational rehabilitation benefits any member of the Armed Forces hospitalized or receiving outpatient medical care, services, or treatment who is: (1) determined to have a permanent total disability incurred or aggravated in the line of duty; and (2) likely to be discharged or released from active service for such disability.

Veterans Suicide Prevention Hotline Act of 2007 - Directs the Secretary of Veterans Affairs to award a grant of not more than three years in duration to an eligible entity to establish, publicize, and operate a national toll-free telephone number to serve as a suicide prevention hotline targeted to and staffed predominately by veterans.

Traumatic Brain Injury Health Enhancement and Long-Term Support Act of 2007 - Directs the Secretary of Veterans Affairs to: (1) establish a program to screen veterans eligible for Department of Veterans Affairs (VA) hospital, medical, and nursing home care for symptoms of traumatic brain injury (TBI); (2) develop and carry out a program of long-term care for post-acute TBI rehabilitation; (3) establish a TBI transition office at each VA polytrauma network site to coordinate the provision of health care and services to veterans who suffer from moderate to severe TBI and are in need of health care and services not immediately offered by the VA; (4) establish and maintain the Traumatic Brain Injury Veterans' Health Registry; (5) establish and operate centers for TBI research, education, and clinical activities; (6) establish the Committee on Care of Veterans with Traumatic Brain Injury; (7) carry out a pilot program to provide veterans' readjustment counseling and related mental health services through mobile Vet Centers; and (8) establish the Advisory Committee on Rural Veterans.

Diabetes Prevention Access and Care Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to: (1) conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes in minority populations; and (2) conduct and support programs to treat diabetes in minority populations. Requires the Director of NIH, through the National Center on Minority Health and Health Disparities, to provide for: (1) health care professionals' mentoring; and (2) minority health professionals' participation in diabetes-focused research programs. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop and implement a federal plan to address diabetes mellitus within communities of color. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) conduct and support research and other activities with respect to diabetes in minority populations; (2) direct the Division of Diabetes Translation to conduct and support programs to educate the public on diabetes in minority populations; and (3) carry out diabetes health promotion and prevention programs for minority populations. Directs the Secretary to carry out: (1) education and awareness programs designed to increase participation of minority populations in clinical trials; and (2) mentorship programs for minority researchers who are conducting research on diabetes in minority populations. Provides for studies on the shortage of adult and pediatric endocrinologists specializing in diabetes and on outcomes of minority children with diabetes compared to non-minority children.

Clean Water Protection Act - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to define "fill material" to mean any pollutant that replaces portions of waters of the United States with dry land or that changes the bottom elevation of a water body for any purpose and to exclude any pollutant discharged into the water primarily to dispose of waste.

Universal Default Prohibition Act of 2007 - Amends the Truth in Lending Act to prohibit a creditor from: (1) using any adverse information concerning any consumer, including any in a consumer report or any change in the consumer's credit score, as the basis for increasing any annual percentage rate of interest for a credit card account of the consumer's under an open end consumer credit plan; or (2) removing or increasing any introductory annual percentage rate of interest for that account, for reasons other than actions or omissions of the consumer directly related to the account. Requires such limitation on the use of adverse information to be clearly and conspicuously described to the consumer by the credit card issuer.

Farm, Nutrition, and Community Investment Act of 2007 - Establishes the farm and ranch profitability grant program. Extends the market access program. Revises (and extends certain of) the following conservation programs: (1) the environmental quality incentives program; (2) the conservation innovation grant program; (3) the cost share and incentive payment program; (4) state performance incentives; (5) the wildlife habitat incentive program; (6) the conservation reserve program; and (7) the wetlands reserve program. Establishes: (1) the cooperative conservation partnership initiative; (2) the comprehensive conservation planning pilot program; (3) the farmland protection program; (4) the debt for agricultural easements program; (5) the conservation risk management pilot program; (6) the (Delmarva) conservation corridor demonstration program; (7) biomass and biorefinery research and development programs; (8) the climate carbon cycle, renewable energy, and climate change research program; (9) the farm and ranch energy efficiency rebate program; (10) the alternative use for biofuel byproducts research program; and (11) the farmers' market pilot program for the disabled. Authorizes a conservation loan guarantee program. Revises farmland protection policy provisions. Requires an electric utility to provide net metering service to a requesting electric consumer. Extends the: (1) fresh fruit and vegetable program; (2) Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) farmers' market nutrition program; (3) senior farmers' market nutrition program; and (4) farmers' market promotion program. Provides for Department of Agriculture and Department of Defense (DOD) procurement of locally produced agricultural products. Revises healthy forests reserve program provisions. Establishes the community forest and open space conservation program. Amends the Food Stamp Act of 1977 with respect to: (1) standard deduction increases; (2) combat pay and retirement account exclusions; (3) minimum benefits; (4) countable resource increases; (5) work requirements; (6) program reauthorization; (7) program administration; (8) cash payment pilot projects; (9) block grants for Puerto Rico and American Samoa; (10) legal immigrant eligibility; (11) the emergency food assistance program; (12) the commodity supplemental food program; and (13) community food project competitive grants. Revises (and extends certain of) the following programs under the Federal Crop Insurance Act: (1) the agricultural management assistance program; (2) the adjusted gross revenue insurance pilot program; (3) crop insurance incentives for beginning farmers; and (4) organic crop provisions. Extends the: (1) national dairy market loss payment program; (2) dairy export incentive program; (3) dairy indemnity program; and (4) dairy research program. Sets the FY2008 minimum price for Class 1 milk under a federal marketing order at $15.58 per hundredweight. Revises: (1) federal milk marketing order provisions; and (2) dairy reporting provisions. Establishes a federal dairy education loan forgiveness program. Establishes the: (1) national organic agriculture conversion and stewardship incentives program; and (2) national organic certification cost share program. Amends the Internal Revenue Code to exclude gains on the sale of development rights or conservation easements on agricultural land for conservation purposes to qualifying entities. Establishes: (1) a research program to improve specialty crop and livestock survivability; (2) a national clean plant network; and (3) an early pest detection and surveillance improvement program.

Safe Nursing and Patient Care Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to place limitations on mandatory overtime for nurses, prohibit retaliation against them in any manner with respect to any aspect of employment, and establish civil money penalties for violations of this Act. Directs the Secretary of Health and Human Services to study and report to Congress on standards to establish for the maximum number of hours that a nurse may work without compromising the safety of patients. Requires the Director of the Office of Management and Budget to study and report to Congress on the extent to which federally operated medical facilities have in effect practices and policies for overtime requirements for nurses that are inconsistent with the requirements added by this Act.

Healthy Kids Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to extend the SCHIP program for FY2008 and each subsequent fiscal year at increased levels. Limits to one year starting FY2008 (currently three years) the initial availability of SCHIP allotments. Revises requirements for redistribution of unused allotments to address state funding shortfalls. Provides for bonus payments for states that implement administrative policies to streamline enrollment procedures under Medicaid and SCHIP. Gives states the option to provide for "express lane" and simplified determinations of a child's financial eligibility for Medicaid or SCHIP. Provides for enhanced federal funding for improvements related to implementation of certain model outreach and enrollment practices. Provides for: (1) optional coverage of targeted low-income pregnant women under SCHIP; (2) optional coverage of legal immigrants under Medicaid and SCHIP; (3) adjustment of SCHIP allotment due to increased outreach; (4) grants to promote innovative outreach and enrollment under Medicaid and SCHIP; (5) authority for qualifying states to use a portion of their SCHIP allotment for any fiscal year for certain Medicaid expenditures; and (6) application of Medicaid outreach procedures to all pregnant women and children. Prohibits limitations on enrollment under SCHIP. Amends the Internal Revenue Code to provide for: (1) a tax credit for qualified health insurance for qualifying children; and (2) advanced payment of such credit. Requires that, if a broker is otherwise required to make a return with respect to any applicable security, the broker shall include in it the customer's adjusted basis for each such security.

Recognizes National Physical Education and Sports Week and the central role of physical activity and sports in creating a healthy lifestyle for all children and youth. Urges communities to work with schools and key stakeholders of the community to craft and implement a local wellness plan, as required by the Child Nutrition and WIC Reauthorization Act of 2004, that includes goals for physical activity, nutrition education, and other school-based activities to promote physical education, as well as nutrition guidelines for foods sold in schools, implementation plans, and measures to determine effectiveness. Encourages schools to offer physical education classes to students and work with community partners to provide opportunities and safe spaces for physical activities before and after school and during the summer for all children and youth.

Pension Benefit Guaranty Corporation Pilots Equitable Treatment Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA), with regard to both single-employer and multiemployer plan guaranteed benefits, to require the Pension Benefit Guaranty Corporation, in the case of commercial airline pilots required by Federal Aviation Administration regulation to retire before age 65, to compute the actuarial value of monthly benefits in the form of a life annuity commencing at the required retirement age.

Food Allergy and Anaphylaxis Management Act of 2007 - Requires the Secretary of Health and Human Services to develop and make available to local educational agencies a policy to manage the risk of food allergy and anaphylaxis in schools to be implemented on a voluntary basis only. Directs that such policy address: (1) the documentation of student allergies and the development of an individual health care plan for each such student; (2) communication with emergency medical services, school staff, parents, and students; (3) reduction of exposure to causative agents of food allergies; (4) food allergy management training; and (5) administration of epinephrine. Allows the Secretary to award grants to assist local educational agencies in implementing such food allergy management guidelines.

Protecting America's Workers Act - Amends the Occupational Safety and Health Act of 1970 (OSHA) to expand its coverage to federal, state, and local government employees. Authorizes the Secretary of Labor, under specified conditions, to cede OSHA jurisdiction to another federal agency with respect to certain occupational standards or regulations for such agency's employees. Declares OSHA inapplicable to working conditions covered by the Federal Mine Safety and Heath Act of 1977. Sets forth increased protections for whistleblowers under OSHA. Increases civil and criminal penalties for certain OSHA violators. Sets forth provisions relating to: (1) victims' rights; (2) posting of employee rights; (3) investigations of fatalities and serious injuries; (4) prohibition of unclassified citations; (5) right to contest citations and penalties; and (6) objections to modifications of citations. Directs the Secretary to revise regulations and promulgate OSHA standards to require employers to provide personal protective equipment for employees at no cost to employees.

Internet Radio Equality Act - Declares to be ineffective: (1) the March 2, 2007, Determination of Rates and Terms of the U.S. Copyright Royalty Judges regarding rates and terms for the digital performance of sound recordings and ephemeral recordings; (2) the April 17, 2007, modification of that determination by an order denying motions for rehearing; and (3) any subsequent modification by the Copyright Royalty Judges published in the Federal Register. Replaces standards for determining reasonable rates and terms of royalty payments for public performances of sound recordings by means of eligible nonsubscription transmission services and new subscription services with a requirement that such rates and terms be established in accordance with stated objectives of the Copyright Royalty Judges. (Currently, rates and terms are required to distinguish among different types of eligible nonsubscription transmission services and include a minimum fee for each type.) Allows a minimum annual royalty for each provider subject to such rates and terms. Provides a transition rule for payment of royalties by providers of digital audio transmissions that would have been subject to the rates and terms nullified by this Act. Revises royalty payment provisions concerning the use of certain works in noncommercial broadcasting to include: (1) sound recordings; and (2) performance or display by nonprofit organizations and public broadcasting entities. Provides a transition rule for the payment by a public broadcasting entity to owners of copyrights in sound recordings. Requires a report to the Copyright Royalty Judges by the Assistant Secretary of Commerce for Communications and Information on the competitiveness of the Internet radio marketplace and the effect on Internet radio providers of proposed rate determinations in proceedings concerning: (1) public performances of sound recordings by means of the services described above; or (2) the use of certain works in noncommercial broadcasting. Requires the Federal Communications Commission (FCC), upon publication of the commencement of proceedings of the Copyright Royalty Judges to determine rates and terms under the statutory license described in this Act, to report on the effect of such proposals on localism, diversity, and competition in the Internet radio marketplace (including in rural areas). Requires a report to Congress and the Copyright Royalty Judges by the Corporation for Public Broadcasting (CPB) on the effect of such proposals upon public broadcasting licensees and permittees.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Consumer Price Index for Elderly Consumers Act of 2007 - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years of age or older. Authorizes appropriations. Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVIII (Medicare) to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security and Medicare benefits under such programs.

Expresses support for: (1) the goals and ideals of Mental Health Month; and (2) President Bush's Commission on Mental Health, including funding of it's 2003 findings that the failure to prioritize mental health is a national tragedy. Recognizes that mental well-being is equally as important as physical well-being and must be treated with parity to other illnesses. Applauds the new coalescing of national and community organizations and their work in promoting public awareness to reduce the stigma of mental health treatment and in providing critical information to support the people and families of those dealing with mental illness. Urges all organizations and health practitioners to promote information to reduce and eliminate stigma and to focus on mental well-being awareness, ensure access to appropriate services, and support overall quality of life for those living with mental illness.

Employment Non-Discrimination Act of 2007 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations; and (2) the relationship between the United States and members of the armed forces. States that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Provides for the construction of this Act with regard to: (1) enforcement by employers of rules and policies; (2) sexual harassment; (3) certain shared facilities such as showers or dressing facilities; (4) dress and grooming standards; and (5) certain matters relating to marriage. Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress, the Attorney General, and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings against state governments and, subject to limitation, the federal government.

Right Start Child Care and Education Act of 2007 - Amends the Internal Revenue Code to: (1) increase the rates and maximum allowable amount of the tax credit for employer-provided child care; (2) increase the dollar limit on the child care tax credit; and (3) allow a $2,000 tax credit for child care providers who hold a bachelor's degree in early childhood education, child care, or a related degree and who provide at least 1,200 hours of child care services in a taxable year.

Rural Veterans Health Care Improvement Act of 2007 - Authorizes the Secretary of Veterans Affairs to pay travel expenses for veterans receiving treatment at Department of Veterans Affairs (VA) facilities at the rate provided to federal employees in connection with the performance of official duties. Directs the Secretary to: (1) establish and operate at least one and up to five centers of excellence for rural health research, education, and clinical activities; (2) establish a grant program to provide innovative transportation options to veterans in remote rural areas; (3) carry out demonstration projects to examine alternatives for expanding care for veterans in rural areas; and (4) report annually to Congress on matters related to VA care for veterans residing in rural areas.

Decent Working Conditions and Fair Competition Act - Amends the Tariff Act of 1930 to revise the prohibition on importing convict-made goods into the United States to make it unlawful to: (1) import into, or export from, the United States any sweatshop good; or (2) introduce into commerce, sell, trade, or advertise in commerce, offer to sell, or transport or distribute in U.S. commerce, any sweatshop good. Grants the President, for reasons of national interest, authority to recommend waiver of the applications set forth in this Act in connection with the goods of any country with respect to one or more of the principles and rights defined in this Act as a core labor standard. Sets forth procedures for consideration of such a waiver. Makes it unlawful for persons to introduce into commerce, sell, trade, or advertise in commerce, offer to sell or transport or distribute in commerce any sweatshop good. Requires the Federal Trade Commission (FTC) to enforce this prohibition as if it were an unfair or deceptive act or practice proscribed under the Federal Trade Commission Act. Allows specified persons with standing to bring a civil action in U.S. district courts against sellers of goods, wares, articles, or merchandise on grounds of a violation of such prohibition. Prohibits executive agencies and the Armed Forces from entering into procurement contracts for sweatshop goods. Prohibits anything in this Act from being construed to preempt a state from regulating labor standards required in the mining, production, or manufacture of merchandise purchased by the state.

Northern Rockies Ecosystem Protection Act - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Northern Continental Divide ecosystem; (2) Greater Yellowstone ecosystem; (3) Greater Salmon/Selway ecosystem; (4) Greater Cabinet/Yaak/Selkirk ecosystem; (5) Greater Hells Canyon ecosystem; (6) Islands in the Sky Wilderness; and (7) Blackfeet Wilderness. Designates: (1) specified wild land areas as Biological Connecting Corridors to protect the life flow of the Northern Rockies Bioregion; (2) the inventoried roadless areas identified as part of the Corridors as wilderness and components of the System; and (3) certain biological connecting corridors as special corridor management areas. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. Establishes the National Wildland Restoration and Recovery System and the National Wildland Recovery Corps. Requires the Secretaries of the Interior and Agriculture to assure nonexclusive access to the specified areas and corridors designated by this Act by Native Americans for traditional cultural and religious purposes.

Freedom of Choice Act - Declares that it is the policy of the United States that every woman has the fundamental right to choose to: (1) bear a child; (2) terminate a pregnancy prior to fetal viability; or (3) terminate a pregnancy after fetal viability when necessary to protect her life or her health. Prohibits a federal, state, or local governmental entity from: (1) denying or interfering with a woman's right to exercise such choices; or (2) discriminating against the exercise of those rights in the regulation or provision of benefits, facilities, services, or information. Provides that such prohibition shall apply retroactively. Authorizes an individual aggrieved by a violation of this Act to obtain appropriate relief, including relief against a governmental entity, in a civil action.

America's Red Rock Wilderness Act of 2007 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin; (2) Zion and Mojave Desert; (3) the Grand Staircase-Escalante; (4) Moab-La Sal Canyons; (5) Henry Mountains; (6) Glen Canyon; (7) San Juan-Anasazi; (8) Canyonlands Basin; (9) San Rafael Swell; and (10) Book Cliffs and Uinta Basin. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of state-owned lands within such areas; (3) federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.

Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or would be entitled to such pay except for being under 60 years of age. Prohibits recoupment by the Secretary of Defense of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member. Changes to October 1, 2007 (previously October 1, 2008) the effective date for paid-up coverage provisions under the SBP and the Retired Serviceman's Family Protection Plan.

Family Care Act of 2007 - Amends the Internal Revenue Code to: (1) increase the rate of the tax credit for expenses for household and dependent care services; and (2) allow an inflation adjustment after 2007 to the adjusted gross income limitation applicable to such credit. Makes such increased tax credit permanent.

Call Center Consumer's Right to Know Act - Directs each U.S. corporation or subsidiary that utilizes a call center to initiate telephone calls to, or receive calls from, individuals located in the United States to require each call center employee to disclose the physical location of such employee at the beginning of such call. Requires such corporation or subsidiary to annually certify to the Federal Trade Commission (FTC) their compliance with such requirement. Subjects noncomplying corporations or subsidiaries to such civil penalties as the FTC may prescribe. Directs the FTC to prescribe rules for effective monitoring and compliance with such requirement.

Elder Justice Act - Amends the Social Security Act (SSA) to establish an Elder Justice program under title XX (Block Grants to States for Social Services). Establishes within the Office of the Secretary of Health and Human Services (HHS) an Elder Justice Coordinating Council (EJCC). Establishes the Advisory Board on Elder Abuse, Neglect, and Exploitation. Directs the Secretary to make grants to eligible entities to establish stationary and mobile forensic centers, to develop forensic expertise regarding, and provide services relating to, elder abuse, neglect, and exploitation. Directs the Secretary to provide incentives for individuals to train for, seek, and maintain employment providing direct care in a long-term care (LTC) facility. Directs the Secretary to make grants to LTC facilities to: (1) offer continuing training and varying levels of certification to employees who provide direct care to LTC facility residents; and (2) provide bonuses or other benefits to employees who achieve certification. Authorizes the Secretary to make grants to assist LTC facilities in offsetting the costs for standardized clinical health care informatics systems designed to improve patient safety and reduce adverse events and health care complications resulting from medication errors. Directs the Secretary to ensure that HHS: (1) provides funding to state and local adult protective services services offices that investigate reports of elder abuse, neglect, and exploitation; and (2) collects and disseminates related data in coordination with the Department of Justice. Establishes a program of annual adult protective services grants to states. Directs the Secretary to make grants to eligible entities to: (1) improve the capacity of state LTC ombudsman programs to respond to and resolve abuse and neglect complaints; and (2) conduct pilot programs with state or local LTC ombudsman offices. Directs the Secretary to establish programs to provide and improve ombudsman training for national organizations and state LTC ombudsman programs. Amends part A of SSA title XI to require each individual owner, operator, employee, manager, agent, or contractor of an LTC facility receiving certain federal support to report to the Secretary and local law enforcement entities any reasonable suspicion of crimes occurring in such facility. Requires the owner or operator of such an LTC facility to notify the Secretary and the appropriate state regulatory agency of a facility's impending closure, as well as a plan for the transfer and adequate relocation of facility residents. Directs the Secretary to study and report to the EJCC and appropriate congressional committees on establishing a national nurse aide registry. Directs the Attorney General to: (1) study and report to the EJCC, the Advisory Board, and Congress on state laws and practices relating to elder abuse, neglect, and exploitation; and (2) develop and implement a long-term plan for elder justice programs and related activities. Authorizes the Attorney General to award advocacy grants for study of elder abuse victim needs. Directs the Attorney General to award grants to provide training and other types of support to local and state prosecutors as well as police and other front line law enforcement responders handling elder justice-related cases. Requires increased Department of Justice support for federal cases involving elder justice. Amends the Internal Revenue Code to create a long-term care facility worker employment tax credit.

National Ocean Exploration Program Act - Requires a coordinated national ocean exploration program in the National Oceanic and Atmospheric Administration (NOAA). Requires NOAA to: (1) appoint an Ocean Exploration Advisory Board; and (2) convene an ocean technology and infrastructure task force. NOAA Undersea Research Program Act of 2007 - Requires an undersea research program that shall be conducted through a national headquarters, a network of extramural regional undersea research centers representing all NOAA regions, and a national technology institute. Authorizes NOAA, the National Science Foundation (NSF), the Department of the Navy, and other federal agencies involved in programs under this Act to participate in interagency financing and share, transfer, receive, and spend funds appropriated to any federal participant in the program.

Loan Forgiveness for Head Start Teachers Act of 2007 - Amends the Higher Education Act of 1965 to require the Secretary of Education to assume or cancel loans made under the Federal Family Education Loan or the Direct Loan programs to individuals who have been employed as Head Start teachers for five consecutive complete program years, if they have demonstrated knowledge and teaching skills in reading, writing, early childhood development, and other areas of a preschool curriculum, with a focus on cognitive learning. Limits the benefits of this Act to individuals who earn a baccalaureate or graduate degree on or after the date of this Act's enactment.

Medicare Durable Medical Equipment Access Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to prohibit the Secretary of Health and Human Services from awarding any contracts under the competitive durable medical equipment items and services acquisition program unless: (1) the quality standards have been implemented; and (2) the Secretary has received advice from the program oversight committee. Requires the Secretary (who currently is authorized), in carrying out competitive acquisition programs, to exempt: (1) rural areas and areas with low population density within urban areas that are not competitive, unless there is a significant national market through mail order for a particular item or service; and (2) items and services for which the application of competitive acquisition is not likely to result in significant savings. Exempts smaller metropolitan statistical areas as well. Modifies requirements for the protection of small suppliers in bidding and contracting. Requires the Secretary to permit all suppliers to continue to participate as suppliers at the selected award price so long as they submit bids at less than the fee schedule amount otherwise applicable and otherwise comply with program requirements. Provides for appeal rights (currently denied). Requires the Secretary to exempt from competitive acquisition requirements items and services for which the application of competitive acquisition is not likely to result in significant savings of at least 10%. Prohibits the Secretary from implementing a program with respect to an item or service unless inclusion of the item or service will make significant savings of at least 10% probable, compared to the fee schedule in effect on January 1, 2007. Prohibits the Secretary from implementing certain payment rate basis requirements for covered items furnished after January 1, 2009, with respect to an area that is not a competitive acquisition area, unless a comparability analysis has been completed and published. Directs the Secretary, after fully implementing the initial 10 competitive acquisition areas, to analyze and report to Congress on the impact of competitive bidding in those areas. Prohibits expanding the coverage of competitive acquisition programs, or applying bid rates to non-bid areas, beyond the 10 competitive acquisition areas, unless specifically authorized by Congress.

Children's Dental Health Improvement Act of 2007 - Amends title V (Maternal and Child Health Services) of the Social Security Act to: (1) direct the Secretary of Health and Human Services to award grants to states to improve dental services to children enrolled in Medicaid or the State Children's Health Insurance Program (SCHIP); (2) include dental services as a basic service under SCHIP; and (3) allow states to provide wrap-around coverage under SCHIP for dental services to privately-insured children. Amends title XVIII (Medicare) of the Social Security Act to revise Graduate Medical Education (GME) payments for dental residency programs. Amends the Public Health Service Act to require the Secretary, acting through the Health Resources and Services Administration (HRSA), to establish a grant program to expand the availability of primary dental care services in dental health professional shortage areas or medically underserved areas. Authorizes retention bonuses for eligible dental officers of the Indian Health Service. Requires the Secretary, acting through the Administrator of HRSA and the Director of the Indian Health Service, to establish demonstration projects to increase access to dental services for children in underserved areas. Directs the Secretary to establish: (1) an oral health initiative to reduce disparities in oral health; and (2) Chief Dental Officers for Medicaid and SCHIP, HRSA, and the Centers for Disease Control and Prevention (CDC). Requires the Director of the CDC to collect data on dental, craniofacial, and oral health. Requires the Secretary to identify populations at high risk for early childhood caries (tooth decay) and to develop prevention programs. Revises the eligibility requirements for the school-based dental sealant program to include Indian tribes. Directs the Secretary, acting through the Director of the CDC, to award grants to states and Indian tribes to improve their basic capacity to improve the oral health of children and their families.

National Park Centennial Act - Establishes the National Park Centennial Fund in the Treasury. Amends the Internal Revenue Code to allow individual taxpayers to designate overpayments and contributions for the benefit of the National Park System. Allocates such amounts to the Fund (along with necessary amounts from the General Fund to the extent that such amounts are inadequate in any fiscal year) for expenditure by the Secretary of the Interior. Authorizes appropriations for a public awareness campaign about the Fund and the ability of taxpayers to make tax-related contributions. Requires a specified percentage of Fund deposits to be used: (1) for the elimination of the backlog of unmet needs in the national parks as identified in the Facility Condition Index of the National Park Service (NPS); (2) to protect natural resources within the parks; and (3) to protect cultural resources within the parks. Requires a majority of such percentages to be distributed to those national parks that have completed comprehensive business plans under the Business Plan Initiative of the NPS. Directs the Government Accountability Office (GAO) annually to submit a report on the National Park System. Authorizes the Secretary of Education to provide grants to elementary and secondary schools for cooperative agreements with the NPS providing distance learning and onsite education programs. Requires the Secretary of the Interior to submit specified reports assessing the national parks.
