Biodiesel Promotion and Quality Assurance Act of 2007 - Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency (EPA) to promulgate regulations to ensure that diesel fuel sold in the United States contains the volume of biodiesel specified for 2008 through 2012. Requires the Administrator to determine the volume for 2013 and thereafter based on a review of the program. Requires at least 80% of the minimum applicable volume for each of 2008 through 2012 to be biodiesel. Requires the biodiesel fuel standards to contain compliance provisions applicable to refineries, blenders, distributors, and importers. Prohibits such standards from restricting geographic areas in which biodiesel may be used or imposing any per-gallon obligation for the use of biodiesel. Authorizes the Administrator to reduce the quantity of biodiesel required by a specified amount if market circumstances would make the price of biodiesel fuel unreasonable. Declares that nothing in this Act shall be construed to supersede any biodiesel mandate provided in any state or local law enacted as of January 1, 2008. Requires the Administrator to: (1) promulgate regulations to ensure that only high-quality biodiesel that is consistent with appropriate International standards is introduced into commerce; and (2) establish an inspection program to ensure that biodiesel and biodiesel blends entering commerce meet such standards. Prohibits the production of distribution of biodiesel, a biodiesel blend, or any bio-based diesel replacement that does not meet American Society of Testing and Materials standards, regardless of whether the Administrator promulgates such regulations. Requires retail diesel fuel pumps to be labeled to inform consumers of the percent of biodiesel in the biodiesel blend.

Authorizes the Administrator of the Environmental Protection Agency (EPA) to accept, as part of a settlement of any alleged violations of environmental law, diesel emissions reduction Supplemental Environmental Projects if the projects: (1) protect human health or the environment; (2) are related to the underlying alleged violations; (3) do not constitute activities that the defendant would otherwise be legally required to perform; and (4) do not provide funds for EPA's staff or for contractors to carry out EPA's internal operations.

Military Valor Roll of Honor Act of 2007 - Directs the Secretary of Defense to establish the Military Valor Roll of Honor registry which shall: (1) contain the names and citations of all members of the Armed Forces, members of the U.S. merchant marine (including the Army Transport Service and the Naval Transport Service), and civilians affiliated with the Armed Forces who have been awarded the medal of honor or any other medal authorized by Congress for the Armed Forces, the U.S. merchant marine, or affiliated civilians; and (2) be a publicly available database.

Disapproves a specified rule submitted by the Centers for Medicare & Medicaid Services of the Department of Health and Human Services relating to Medicare coverage for the use of erythropoiesis stimulating agents in cancer and related neoplastic conditions. Declares that such rule shall have no force or effect.

Supports: (1) the basic right of every employer in the United States to verify a potential employee's legal status; and (2) the bipartisan Basic Pilot Program as an effective tool giving employers the ability to verify potential employees' legal status. Calls on: (1) the Illinois legislature to repeal Illinois Public Act 095-0138, which violates federal law by denying employers the right to verify potential employees' legal status; and (2) the Governor of Illinois to file an amicus brief in the case of United States v. Illinois supporting the plaintiff's conclusion that Illinois Public Act 095-0138 violates the Supremacy Clause of the United States Constitution.

Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Declares that certain closed critical access hospitals and adjoining skilled nursing facilities (SNFs) that seek to reopen on or after the enactment of this Act shall be deemed to continue to be designated as a critical access hospital, and both the hospital and the SNF shall be deemed to continue to meet the applicable life safety code standards, for purposes of titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act. Confines the application of this Act to a hospital and an adjoining SNF that operated under common management before 1983 and closed during 2005, if before such closure the hospital was designated as a critical access hospital and the hospital and SNF both met the National Fire Protection Agency Life Health Safety Code as a facility existing as of March 16, 1982.

SCHIP Extension Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to: (1) extend SCHIP through FY2008 and the first six months of FY2009; (2) provide additional allotments to states to address SCHIP funding shortfalls for the same period of time; and (3) authorize qualifying states to elect to receive the enhanced portion of the SCHIP matching rate for coverage of certain children under SSA title XIX (Medicaid).

AMERICA Act of 2007: A Modest Effort to Read and Instill the Constitution Again - Expresses the sense of Congress that since Members of Congress swear to uphold the Constitution of the United States, write laws regarding the powers granted to the government, and propose constitutional amendments, they should be required to read this important document, including its amendments. Directs every Senator and Representative to obtain copies of the Constitution, distribute them to their staff, and require the staff to read it at least once during each session of Congress.

Public and Teaching Hospital Preservation Act - Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend by one year the moratorium on: (1) implementation of a rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act; and (2) finalization of a Medicaid rule regarding the treatment of graduate medical education (GME).

Requires the Secretary of the Treasury to enter into an agreement with the Free File Alliance to provide a forms-based software service for all individual taxpayers to electronically prepare and file their federal income tax returns through the Internal Revenue Service (IRS) website, free of charge, for taxable years beginning after 2007. Requires the Free File Alliance to meet certain standards promulgated by the federal government for business responsibility and commerciality of products or services. Prohibits the Secretary from implementing a return-free tax system for taxable years beginning after 2007, unless authorized to do so by an Act of Congress.

Safeguarding America's Families by Enhancing and Reorganizing New and Efficient Technologies Act of 2007 - Requires the Federal Trade Commission (FTC) to carry out a nationwide program to increase public awareness and education regarding Internet safety. Requires that the program use existing resources and efforts of all levels of government and other appropriate entities. Includes in the program activities relating to best practices, a national outreach and education campaign, and information access and exchange.

911 Modernization and Public Safety Act of 2007 - Amends the IP-Enabled Voice Communications and Public Safety Act of 1999 to impose on IP-enabled voice service providers engaged in interstate communication a requirement to provide 911 service, including E-911 (enhanced 911) service, to its subscribers. Allows a state or tribal fee for 911 or E-911 services to be used only for such services, related enhancements, or other emergency communications services. Amends the National Telecommunications and Information Administration Organization Act to require grants for migration to an IP-enabled emergency network. Requires the E-911 Implementation Coordination Office to develop a national plan for migrating to a national IP-enabled emergency network. Authorizes the FCC to compile a list of PSAP contact information or other information on necessary 911 components to assist providers in complying with this paragraph. Allows the FCC to make any part of that information available to the public to improve public safety. Amends the Wireless Communications and Public Safety Act of 1999 to require, for IP-enabled voice service carriers, IP-enabled voice users of 911 communications, and public safety answering points (facilities designated to receive 911 calls and route them to emergency personnel) (PSAPs), parity in liability protection with local exchange companies, non-wireless 911 service users, and non-wireless PSAPs, respectively. Amends the Communications Act of 1934 to authorize a telecommunications carrier to use, disclose, or permit access to call location information in emergencies. Requires IP-enabled voice service providers to provide subscriber list information to emergency service providers. Prohibits telecommunications carriers and IP-enabled voice service providers that provide emergency communications services from using information in or from automatic location information databases and master street address guides for any purpose other than providing emergency services.

Hire a Hero Act - Expresses the sense of Congress that the federal government should support private sector employment initiatives for military personnel to help ensure that those who serve or have served in the Armed Forces have access to gainful employment. Authorizes the Chief of the National Guard Bureau (Chief) to award grants to nonprofit organizations to assist the following individuals in securing employment in the private sector: (1) a member of the National Guard or reserve; (2) a member of the Armed Forces who is nearing separation, discharge, or release; and (3) a former member of the Armed Forces. Expresses the sense of Congress that the Chief, in awarding such grants, should consider organizations that partner with private entities and associations involved in construction, energy, transportation, aerospace, domestic security, and other areas in which the employment of individuals having past military service would be of particular utility. Requires the Chief to establish fiscal control, accountability, and program performance measures for grantees.

Unborn Child Pain Awareness Act of 2007 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception to save the life of the mother. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the U.S. Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Federal Dog Protection Act - Amends the Animal Welfare Act to make it unlawful to knowingly: (1) sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; (2) sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purpose of having the dog or other animal, or offspring of the dog or other animal, participate in a dog fighting venture; or (3) use the U.S. mail service or any instrumentality of interstate commerce for commercial speech that promotes or furthers such prohibited actions. Makes costs incurred for the care of animals seized and forfeited recoverable from the owner (currently recoverable costs are limited to those incurred by the United States). Allows animal control agencies, humane societies, or societies for the prevention of cruelty to animals to commence a civil suit to enjoin any private party who is alleged to be in violation of provisions concerning animal fighting. Provides for enforcement.

States that it is the responsibility of the United States to take steps to stop human rights abuses by the government of the People's Republic of China (PRC) against its citizens and to stop the Chinese government from supporting human rights abuses by Sudan, Burma, and North Korea. Expresses the sense of the House of Representatives that the U.S. government should take steps to boycott the 2008 Summer Olympic Games in Beijing unless the Chinese government ends such human rights abuses.

Student and Teacher Safety Act of 2007 - Requires local educational agencies to have in effect policies that deem to be reasonable and permissible a search of any minor student on public school grounds if conducted by a full-time teacher or school official, acting on any reasonable suspicion based on professional experience and judgment, to ensure that the school and students remain free from the threat of all weapons, dangerous materials, or illegal narcotics. Requires search measures to be reasonably related to search objectives, without being excessively intrusive in light of the nature of the offense and the student's age and sex. Denies Safe and Drug Free School funds, provided under the Elementary and Secondary Education Act of 1965, to local educational agencies that fail to comply with this Act.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2007 - Amends SSA title II (Old Age, Survivors and Disability Insurance) (OASDI) to: (1) continue entitlement to prescription drugs used in immunosuppressive therapy furnished to an individual who receives a kidney transplant for which payment is made under Medicare; and (2) extend Medicare secondary payer requirements for end stage renal disease (ESRD) beneficiaries. Amends title XVIII (Medicare ) of SSA to apply special rules to kidney transplant recipients receiving additional coverage for immunosuppressive drugs. Deems such individual to be enrolled under Medicare part B. Makes him or her responsible for the full amount of the applicable premiums. Applies deductible and coinsurance requirements to the provision of such drugs. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to set forth requirements for group health plans to provide coverage of immunosuppressive drugs for kidney transplant patients.

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions in other countries regarding U.S. entry policies, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Amends the International Travel Act of 1961 to replace references to the United States National Tourism Organization with references to the Corporation. Modifies various requirements applicable to the Tourism Policy Council. Amends the Department of Commerce and Related Agencies Appropriations Act, 2003 to remove provisions establishing the United States Travel and Tourism Promotion Advisory Board.

SCHIP Reauthorization and Reform Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to require the state SCHIP plan to specify how it will achieve coverage for 90% of targeted low-income children. Prohibits SCHIP payments for children with family income above 250% of the poverty line. Sets forth special rules for payment for children with family income above 200% of the poverty line. Provides for: (1) standardization of income determinations; (2) the application of citizenship documentation requirements; (3) an increased federal matching rate for citizenship documentation enforcement under Medicaid and SCHIP; and (4) temporary increase in federal matching rate for Medicaid and SCHIP administrative costs. Sets limitations on eligibility based on substantial net assets. Provides for easing administrative barriers to state cooperation with employer-sponsored insurance coverage. Requires the offering of alternative coverage options. Revises requirements for allotments to the 50 states and the District of Columbia. Prohibits redistribution of unused allotments. Reauthorizes SCHIP through FY2012.

Safe Schools Improvement Act of 2007 - Amends the Safe and Drug-Free Schools and Communities Act to require: (1) states to use grants for safe and drug-free schools to collect and report information on the incidence of bullying and harassment; and (2) local educational agencies (LEAs) and schools to use subgrants to prevent and respond to incidents of bullying and harassment. Requires such LEAs or schools to: (1) notify parents and students annually of conduct prohibited in their school discipline policies, that now must include bullying and harassment; and (2) establish grievance procedures for students and parents to register complaints regarding such conduct. Includes bullying and harassment within the the Act's definition of violence.

National Guard and Reserve Higher Education Fairness Act - Allows educational assistance to continue to be provided to a member of the Selected Reserve of the Ready Reserve who incurs a break in service from the Selected Reserve of any period of time (current law prohibits such break from being more than 90 days) if the member continues to serve in the Ready Reserve during and after such break in service.

Condemns the United Nations Human Rights Council for ignoring severe human rights abuses in other countries while choosing to unfairly target Israel. Urges the Council to: (1) remove Israel from its permanent agenda; and (2) hold special sessions to address other countries where human rights abuses are being committed and adopt real reform as was intended when the Council replaced the United Nations Commission on Human Rights. Urges the United States to: (1) make every effort in the U.N. General Assembly to ensure that the Council lives up to its mission to protect human rights around the world; and (2) work with the General Assembly to ensure that only countries who have a well-established commitment to protecting human rights serve on the Council.

No More Excuses Energy Act of 2007 - Requires the Secretary of the Treasury to prescribe regulations for the taxpayer election to expense the cost of certain refinery property not later than 60 days after the enactment of this Act. Amends the Internal Revenue Code to: (1) allow the issuance of tax exempt facility bonds for the financing of domestic use oil refinery facilities; (2) extend through 2018 the tax credit for producing electricity from wind facilities; and (3) allow tax credits for the production of electricity from nuclear energy, natural gas production, and carbon dioxide tertiary injectant processes. Requires the President to designate at least 10 sites for oil or natural gas refineries on federal lands and make such sites available to the private sector for construction of refineries. Prohibits the Nuclear Regulatory Commission from denying an application for nuclear waste disposal on the grounds of present or future insufficient capacity. Terminates all existing federal laws prohibiting expenditures to conduct oil and natural gas leasing and preleasing activities in the Outer Continental Shelf. American-Made Energy and Good Jobs Act - Directs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program in the Coastal Plain of Alaska. Repeals the prohibition against producing oil and gas from the Arctic National Wildlife Refuge. Sets forth requirements for the sale of oil and natural gas leases in the Coastal Plain, environmental protection, transportation easements, and royalty payments to Alaska. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund to assist Alaska jurisdictions that are directly impacted by oil and gas exploration and production in the Coastal Plain.

Revises corporate average fuel economy standards (CAFE standards) provisions for non-passenger and passenger automobiles to: (1) provide for increased average fuel economy standards for non-passenger and passenger automobiles; (2) permit separate average fuel economy standards for non-passenger and passenger automobiles based on vehicle attributes related to fuel economy; and (3) establish a corporate average fuel economy credit transferring program within a manufacturer's fleet. Provides for the establishment of a public education campaign to provide information to U.S. drivers about immediate measures that may be taken to conserve transportation fuel.

Rural Aviation Improvement Act - Repeals the Essential Air Service Local Participation Program. Prohibits the Secretary of Transportation from compensating an air carrier for providing essential air service to an eligible community in the 48 contiguous states if such community: (1) is located fewer than 70 miles from the nearest large or medium hub airport; or (2) is fewer than 210 miles from the nearest large or medium hub airport and requires a per passenger subsidy for such service in excess of $200 for calendar year 2008, including any increase for each ensuing calendar year. Authorizes a state or local government to submit a proposal to the Secretary to: (1) compensate an air carrier for essential air service to an eligible community above the $200 per passenger subsidy cap; (2) compensate a preferred air carrier for providing such service (i.e., an air carrier preferred by the affected community although it is not the lowest bidder); and (3) restore the eligibility of a community to receive subsidized essential air service. Requires the Secretary, in determining compensation (or eligibility for it) for essential air service based on highway mileage, to use the highway mileage of the most commonly used route between the eligible community and the nearest medium hub airport or large hub airport. Establishes within the Office of the Secretary the Office of Rural Aviation. Extends through FY2011 the Secretary's authority under the essential air service program to make agreements to provide assistance to underserved airports. Requires adjustment of compensation to air carriers for providing essential air service in order to take into account significant increases in fuel costs. Directs the Secretary to treat passenger boardings on aircraft operated by charter air carriers at airports receiving essential air service as passenger boardings for purposes of making apportionments of airport improvement grant funds.

State and Local Education Flexibility Act of 2007 - Amends part A of title I of the Elementary and Secondary Education Act of 1965 (ESEA) to revise requirements for determining whether states, local educational agencies (LEAs), and schools are making adequate yearly progress (AYP) toward state academic performance standards. Provides for state and local flexibility, under specified conditions, to: (1) exclude from AYP and academic assessments the performance of certain limited English proficient students; (2) include in favorable AYP graduation rates certain students who require extra time to graduate due to exceptional circumstances or disability; (3) modify academic content and achievement standards in the individual education plans of students with disabilities; (4) develop assessments locally and use multiple assessments; and (5) have alternative qualification requirements for special education teachers and rural teachers. Subjects social studies teachers to ESEA competence requirements. Treats teacher competence in general science or social sciences as competence in those subjects' subdisciplines. Directs the Comptroller General to study the adequacy of ESEA school improvement funds. Allows states, which meet certain requirements, to measure AYP using individual growth models measuring individual student progress from grade to grade. Requires that each school be given a grade based on the percentage of AYP factors it has attained. Gives grade A schools greater flexibility in the use of school improvement funds and states and LEAs greater flexibility in choosing the ESEA intervention they consider appropriate for lower-graded schools that fail to make AYP for two years. Requires schools to provide parents with student progress report cards showing the school's AYP grade. Requires states to include their performance on the National Assessment of Educational Progress on schoolwide and statewide progress report cards.

Broadcaster Freedom Act of 2007 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC), notwithstanding any other provision of any Act, from having the authority to require broadcasters to present opposing viewpoints on controversial issues of public importance, commonly referred to as the Fairness Doctrine.

Revises corporate average fuel economy standards (CAFE standards) provisions for non-passenger and passenger automobiles to: (1) provide for increased average fuel economy standards for non-passenger and passenger automobiles; (2) permit separate average fuel economy standards for non-passenger and passenger automobiles based on vehicle attributes related to fuel economy; (3) establish a a corporate average fuel economy credit transferring program within a manufacturer's fleet; (4) establish an account to fund domestic commercialization and production of advanced technology vehicles and vehicle components; and (5) extend for 10 years provisions providing manufacturing incentives for alternative fuel automobiles. Establishes a national tire fuel efficiency consumer information program. Provides for the establishment of a public education campaign to provide information to U.S. drivers about immediate measures that may be taken to conserve transportation fuel.

National Environment and Energy Development Act - Declares without force or effect all federal prohibitions against the expenditure of appropriated funds to conduct natural gas leasing and preleasing activities for any area of the Outer Continental Shelf (OCS). Revokes all withdrawals of federal submerged lands from leasing for natural gas exploration and production. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from: (1) granting a natural gas lease for any OCS located within 25 miles of a state coastline; or (2) issuing any lease for natural gas exploration or development in any OCS area located within 50 miles of a state coastline unless the state has enacted a law approving such lease. Prohibits the Secretary from issuing a lease for natural gas exploration or development in any OCS area located more than 50 miles and less than 100 miles from the coastline of a state if the state has enacted a law disapproving such lease issuance. Sets forth an allocation schedule (including designated reserve accounts) for revenues derived from bonus bids and royalties under qualified gas leases on submerged lands located within the seaward boundaries of a state. Modifies requirements for deeming state seaward boundaries. Authorizes the Secretary to issue leases for development and production of natural gas and associated condensate. Expresses the intent of Congress that this Act result in a healthy and growing American industrial, manufacturing, transportation, and service sector employing America's workforce to assist in the development of affordable energy from the OCS.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.
