Directs the Secretary of Transportation to make a grant to an eligible energy-related research organization to establish and operate an ethanol anti-idling power unit research program. Sets forth program goals, including to develop an ethanol-powered solid oxide fuel cell power system and to facilitate commercial uses of ethanol fuel cell power systems in vehicles.

Comprehensive Coverdell Modernization Act of 2007 - Amends the Internal Revenue Code to: (1) increase from $2,000 to $4,000 the annual contribution limit to Coverdell education savings accounts; and (2) adjust such contribution limit for inflation after 2008. Makes permanent provisions enacted by the Economic Growth and Tax Relief Reconciliation Act of 2001 relating to Coverdell education savings accounts and qualified tuition programs.

Help Efficient, Accessible, Low Cost, Timely Healthcare (HEALTH) Act of 2007 - Sets conditions for lawsuits arising from health care liability claims regarding health care goods or services or any medical product affecting interstate commerce. Sets a statute of limitations of three years after the date of manifestation of injury or one year after the claimant discovers the injury, with certain exceptions. Provides that nothing in this Act limits recovery of the full amount of available economic damages. Limits noneconomic damages to $250,000. Makes each party liable only for the amount of damages directly proportional to such party's percentage of responsibility. Allows the court to restrict the payment of attorney contingency fees. Limits the fees to a decreasing percentage based on the increasing value of the amount awarded. Allows the introduction of collateral source benefits and the amount paid to secure such benefits as evidence. Prohibits a provider of such benefits from recovering any amount from an award in a health care lawsuit involving injury or wrongful death. Authorizes the award of punitive damages only where: (1) it is proven by clear and convincing evidence that a person acted with malicious intent to injure the claimant or deliberately failed to avoid unnecessary injury the claimant was substantially certain to suffer; and (2) compensatory damages are awarded. Limits punitive damages to the greater of two times the amount of economic damages or $250,000. Denies punitive damages in the case of products approved, cleared, or licensed by the Food and Drug Administration (FDA), or otherwise considered in compliance with FDA standards. Provides for periodic payments of future damages.

Bring Our Children Home Act - Amends the Missing Children's Assistance Act to expand the definition of "missing child." Requires the Attorney General to provide state and local law enforcement agencies with information for locating a child from a foreign country who has been abducted and is believed to be in the United States. Amends the Crime Control Act of 1990 to require state missing children reports to include a statement specifying whether a missing child is believed to have been taken outside of the United States. Amends the International Child Abduction Remedies Act to provide funding for legal and technical assistance and training relating to international child abduction. Amends the Foreign Assistance Act of 1961 to require the Secretary of State to report to Congress on the efforts of foreign countries to prohibit international child abduction. Requires the Secretary of Transportation to study and report to Congress on the cooperation of domestic and foreign airlines with the investigation of international child abduction cases. Authorizes additional funds for the investigation and prosecution of international parental kidnapping and for the extradition of individuals from foreign countries to the United States for violations of child abduction laws. Establishes a grant program to reimburse travel costs related to the return of abducted children to the United States.

Boutique Fuel Reduction Act of 2007 - Amends the Clean Air Act to add as "extreme and unusual circumstances that prevent the distribution of an adequate supply of fuel or fuel additives to consumers" under which the Administrator of the Environmental Protection Agency (EPA) may temporarily waive a control or prohibition on the use of a fuel or fuel additive circumstances that are the result of unexpected problems with equipment necessary for transportation and delivery of fuel or fuel additives. States that EPA shall have no authority, when considering a state implementation plan (SIP) or SIP revision, to approve any fuel included in such plan or revision if the effect of such approval increases the total number of fuels set forth on the published list of approved fuels (currently EPA does not have the authority to approve a fuel if it increases the total number of fuels approved as of September 1, 2004, in all SIPs). Requires notice and opportunity for comment before the Administrator removes a fuel from the list. Requires EPA to remove a fuel from the list if such fuel has ceased to be included in an SIP or is identical to a federal fuel control or prohibition. Repeals provisions prohibiting EPA from reducing the total number of authorized fuels. Requires EPA to publish a revised list reflecting the reduction in the number of fuels. Deletes as a condition under which the Administrator's authority to approve a control or prohibition respecting any new fuel is limited that such new fuel will increase the total number of fuels on the list.

Protecting Our Children Comes First Act of 2007 - Amends the Missing Children's Assistance Act to reauthorize through FY2013, and revise requirements for uses of, the annual grant to the National Center for Missing and Exploited Children by the Administrator of the Office of Juvenile Justice and Deliquency Prevention.

America's Better Classrooms Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for investment in qualified public school modernization bonds, defined to include: (1) bonds for the construction, rehabilitation, or repair of a public school facility or for the acquisition of land for such facility (qualified school construction bonds); and (2) bonds to finance certain academic programs below the postsecondary level in empowerment zones or enterprise communities (qualified zone academy bonds). Establishes a national limitation on the issuance of such bonds and provides for the allocation of bond amounts among the states according to a specified formula. Terminates the authority for issuance of such bonds after 2009. Amends the General Education Provisions Act to apply certain labor standards to public school construction projects financed by this Act. Amends the Workforce Investment Act of 1998 to require states to establish employment and training programs relating to the construction or reconstruction of public school facilities.

The Motorist's Bill of Rights: Increasing Gas Supply, Reducing Demand, and Protecting Consumers from Gouging - Makes it unlawful, with specified exceptions, for a supplier to increase the price for road transportation fuel or domestic heating fuel by an unconscionable amount in an area during a period covered by a presidential proclamation that an abnormal market disruption has occurred. States that a violation of this Act shall be: (1) treated as an unfair or deceptive act or practice as defined under the Federal Trade Commission Act; and (2) subject to civil and criminal penalties. Authorizes the Administrator of the Environmental Protection Agency (EPA), upon the request of a state governor or tribal organization, to provide financial assistance to hire additional personnel to assist a state or Indian tribe with expertise in fields relevant to consideration of federal refinery authorizations. Requires a federal coordinator, upon the request of an applicant seeking a federal refinery authorization, to establish a memorandum of agreement, executed by relevant federal and state agencies, setting forth the most expeditious coordinated schedule possible for completion of all such authorizations. States that such process of authorizations shall apply to a refinery sited or expanded: (1) in a state or on Indian lands where the process of authorization has been requested; or (2) on a closed military installation. Directs the Secretary of Energy to establish a public education campaign for U.S. drivers about immediate measures that can be taken to conserve transportation fuel. Expresses: (1) concern over the emerging national security implications of the relationships between the leaders of Iran and regimes in the Western Hemisphere like Venezuela; and (2) support for the people of Iran and Venezuela as they strive for freedom, respect for human rights and civil liberties. Supports the existing counterterrorism efforts of Latin American countries. Emphasizes the importance of eliminating Hizbollah's financial network in the tri-border region of South America and throughout the Western Hemisphere. Recommends that the President of the United States create more mechanisms for joint counterterrorism operations and intraregional information sharing among supportive countries in the Western Hemisphere, especially in light of Iran's increased involvement in the region.

Instructs the Assistant Secretary of Energy for Energy Efficiency and Renewable Energy to establish an advisory committee to: (1) advise the Department of Energy on energy efficiency and renewable energy finance and investment issues; and (2) assist the energy community in identifying ways of lowering costs and increasing investments in energy efficiency and renewable energy technologies. Requires committee membership to represent: (1) providers of seed capital; (2) venture capitalists; (3) private equity sources; (4) investment banking corporate finance; (5) investment banking mergers and acquisitions; (6) equity capital markets; (7) debt capital markets; (8) research analysts; (9) sales and trading; (10) commercial lenders; and (11) residential lenders.

Expresses the sense of Congress that: (1) the fatal radiation poisoning of Alexander Litvinenko raises significant concerns about the potential involvement of elements of the Russian government in Mr. Litvinenko's death, and about the security and proliferation of radioactive materials; (2) the use of such radioactive materials demonstrates a threat to the safety and security of the people of the Russian Federation, the United Kingdom, the United States, and other countries; and (3) the President of the United States and the Secretary of State should urge Russian President Vladimir Putin and other officials of the Russian government to cooperate fully with the British government in its investigation into Mr. Litvinenko's death and to ensure the security of the production, storage, distribution, and export of polonium-210 as a material that may become dangerous to large numbers of people if utilized by terrorists.

Condemns the April 2007 murders of the three Christian workers in Turkey. Supports the government of Turkey's efforts to investigate and prosecute those individuals responsible in order to underline the defense of all residents and citizens of Turkey from attacks by Islamic extremists. Urges the government of Turkey to: (1) take further steps to ensure that religious minority groups in Turkey are protected from such acts of terror by Islamic extremists; and (2) promote freedom of speech and peaceful religious expression in Turkey.

Syria Accountability and Liberation Act - States that U.S. sanctions, controls, and regulations relating to Syria shall remain in effect until the President certifies that Syria has ceased support for terrorism, has dismantled biological, chemical, or nuclear weapons programs and has committed to combat their proliferation, respects the boundaries and sovereignty of all neighboring countries, and upholds human rights and civil liberties. Imposes specified trade, assistance, and military sanctions, as appropriate, on persons or countries that transfer goods or technology so as to contribute to Syria's biological, chemical, nuclear, or advanced conventional weapons programs. Imposes specified sanctions aimed at Syria's energy sector. Sets forth diplomatic measures intended to isolate the government of Syria. Directs the President to provide assistance to support a democratic transition in Syria. Authorizes appropriations.

Hearing Aid Assistance Tax Credit Act - Amends the Internal Revenue Code to allow a nonrefundable income tax credit of up to $500 for the purchase of a qualified hearing aid for an individual who is either: (1) age 55 or older; or (2) is claimed as a dependent of the taxpayer.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

United States Commitment to Global Child Survival Act of 2007 - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to improve the health of newborns, children, and mothers in developing countries. Directs the President to develop a comprehensive U.S. government strategy to reduce mortality and improve the health of newborns, children, and mothers in developing countries. Establishes the Interagency Task Force on Child Survival and Maternal Health in Developing Countries.

Teacher Tax Credit Act of 2007 - Amends the Internal Revenue Code to allow an eligible educator an annual $2,000 tax credit. Defines: (1) "eligible educator" as an individual who is a kindergarten through grade 12 teacher, instructor, counselor, principal, or aide in an eligible elementary or secondary school for at least 900 hours during a school year; and (2) "eligible elementary or secondary school" as a school that is eligible for schoolwide assistance under the Elementary and Secondary Education Act of 1965.

Expresses the sense of the House of Representatives that the Soviet Union's decades-long occupation of Estonia was illegal and a violation of Estonia's sovereignty. Expresses support for Estonia as a sovereign state and a member of the North Atlantic Treaty Organization (NATO) and the Organization of Security and Cooperation in Europe (OSCE). Condemns: (1) recent acts of violence and looting in Estonia; (2) attacks and threats against Estonia's embassies and officials in Russia and other countries; and (3) political efforts to exploit the memory of the victims of the Second World War. Urges all activists to express their views peacefully. Honors the sacrifice of all those, including Red Army soldiers, who gave their lives to defeat Nazism. Supports the government of Estonia's efforts to initiate a peaceful dialogue with the government of the Russian Federation. Urges the governments of all countries to: (1) condemn the violence that has occurred in Estonia, Moscow, and elsewhere in 2007, and to urge all parties to express their views peacefully; (2) assist the government of Estonia in its cyber-attacks investigation; and (3) fulfill their obligations under the 1961 Vienna Convention on Diplomatic Relations.

Coal Liquid Fuel Act - Amends the Energy Policy Act of 2005 to authorize the Secretary of Energy to enter into: (1) standby loan agreements with up to six qualifying CTL projects, at least one of which shall be owned by two or more small coal producers; and (2) a profit-sharing agreement with the project at the time the standby loan agreement is executed. Defines "qualifying CTL project" as: (1) a commercial-scale project that converts coal to liquid or gaseous transportation fuels; or (2) not more than one project at a facility that converts petroleum refinery waste products, including petroleum coke, into liquids or gaseous transportation fuels, and demonstrates the capture, sequestration, or disposition of carbon dioxide produced in the conversion process.

Practicality in Education Act - Amends the Elementary and Secondary Education Act of 1965 to allow states to exclude the results of limited English proficient students, during their first two school years in this country, from adequate yearly progress (AYP) assessments, when such students are assessed in reading or mathematics in a language other than their native tongue. Allows state determinations of AYP pursuant to state academic achievement standards to employ a growth model, measuring the achievement of the same students and subgroups from year to year. Requires that 4% of disabled students taking modified assessments be counted in measuring student proficiency pursuant to such standards. Gives schools which are identified as needing improvement, due to having failed for two consecutive years to make AYP pursuant to such standards, a full new school year to meet the standards before its students must be given the option to transfer to another public school. (Currently, such transfers must be allowed at the beginning of the school year following such identification.) Provides that, in determining AYP, a student in more than one group subject to measurable annual objectives shall be counted only toward one such group. Allows states to consider new middle and secondary school special education and rural teachers to be highly qualified even if they do not pass a rigorous state academic subject test in every subject they teach, provided they pass such a test for one subject they teach and, with respect to each other subject they teach, work in close consultation with another teacher who is highly qualified in such other subject.

Investment in America Act of 2007 - Amends the Internal Revenue Code to: (1) increase from 12 to 20% the rate of the alternative simplified tax credit for research expenses; (2) make permanent the tax credit for increasing research activities; and (3) repeal the alternative incremental tax credit for research expenses.

Biogas Production Incentive Act of 2007 - Amends the Internal Revenue Code to allow a business tax credit for the production and sale of biogas. Defines "biogas" as a gas that is derived by processing qualified energy feedstock (i.e., manure of agricultural livestock and other waste material) in an anaerobic digester and which contains at least 60% methane and carbon dioxide and trace gases. Amends the Farm Security and Rural Investment Act of 2002 to direct the Secretary of Agriculture to: (1) use Commodity Credit Corporation funds for making countercyclical payments to qualified biogas producers for biogas production facilities placed in service before December 31, 2013; and (2) make loans, loan guarantees, and grants to providers of qualified energy feedstock for collecting and transporting such feedstock to a biogas facility or for the purchase or construction of equipment of facilities for such collection and transportation activities.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Amends Internal Revenue Code provisions allowing a tax credit for holders of clean renewable energy bonds (CREBs) to: (1) extend the period for reimbursement of costs paid by CREB borrowers; (2) require ratable amortization of CREB principal; (3) revise the maximum term for maturity of such bonds; and (4) extend through 2009 the authority for issuing CREBs.

Colon Cancer Screen for Life Act of 2007- Expresses the sense of the Congress with respect to the use of and reimbursement for colorectal cancer screening tests covered under the Medicare program under title XVIII of the Social Security Act (SSA). Amends SSA title XVIII to: (1) increase Medicare part B (Supplementary Medical Insurance) reimbursement for colorectal cancer screening and diagnostic tests; and (2) cover an outpatient office visit or consultation for the purpose of beneficiary education before a colorectal cancer screening test consisting of a colonoscopy, or in conjunction with the beneficiary's decision to obtain such a screening, regardless of whether the screening is medically indicated with respect to the beneficiary.

Medicare Academic Anesthesiology and CRNA Payment Improvement Act of 2007- Amends title XVIII (Medicare) part B (Supplementary Medical Insurance Benefits for the Aged and Disabled) of the Social Security Act to set forth a special payment rule for teaching anesthesiologists (TAs) and teaching certified registered nurse anesthetists (CRNAs). Requires payment of 100% of the fee schedule amount otherwise applicable for anesthesia services personally performed by the TA alone when the TA is training physician residents or student nurse anesthetists in a single anesthesia case or two concurrent anesthesia cases, if: (1) the TA is present during all critical or key portions of the anesthesia service or case involved; and (2) either the TA or an anesthesiologist or a CRNA with whom the TA has made special arrangements is immediately available to furnish anesthesia services during the entire case. States that this special payment rule shall not apply in the case of physician services furnished by an anesthesiologist who medically directs a CRNA involved in the training of student nurse anesthetists in a single anesthesia case or two concurrent anesthesia cases. Applies to a CRNA medically directed or medically supervised by a physician in the performance of anesthesia services the current fee schedule amount of one-half of the amount for a physician's medical direction of the performance of such services, regardless of whether or not the CRNA is involved in the training of student nurse anesthetists in a single case or two concurrent cases. Requires payment, however, of 100% of the fee schedule amount otherwise applicable for anesthesia services personally performed by a teaching CRNA alone when the teaching CRNA is not medically directed but is involved in the training of student nurse anesthetists in a single anesthesia case or two concurrent anesthesia cases, if: (1) the teaching CRNA is present during all critical or key portions of the anesthesia service or case involved; and (2) the teaching CRNA (or other CRNA or anesthesiologist with whom the CRNA has made special arrangements) is immediately available to furnish anesthesia services during the entire case.

Librarian Incentive to Boost Recruitment and Retention in Areas of Need Act of 2007 or the LIBRARIAN Act - Amends the Higher Education Act of 1965 to permit the cancellation of Federal Perkins Loans for students who perform public service as full-time librarians, if the librarian has a master's degree in library science and is employed in: (1) an elementary school or secondary school that is eligible for assistance under title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965; or (2) a public library that serves a geographic area that contains one or more schools eligible for assistance under title I of such Act.

National Health Service Corps Improvement Act of 2007 - Amends the Public Health Service Act to revise the definition of "primary health services" for purposes of the National Health Service Corps to include optometry health services. Includes optometrists within: (1) the fellowship program for the delivery of primary health services in health professional shortage areas; (2) the National Health Service Corps Scholarship Program; and (3) the National Health Service Corps Loan Repayment Program.

National Amniotic and Placental Stem Cell Bank Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish and maintain the National Amniotic and Placental Stem Cell Bank to obtain, store, and make available for research and treatment human stem cells derived from amniotic fluid or placenta. Requires the Bank to maintain not fewer than 100,000 samples of human stem cells. Allows the Bank to obtain a stem cell only if the woman providing the amniotic fluid or placenta makes a written statement of informed consent.

Managing Arson Through Criminal History (MATCH) Act of 2007 - Requires jurisdictions (i.e., states, the District of Columbia, U.S. territories and possessions, and federally recognized Indian tribes) to establish and maintain jurisdiction-wide arsonist registries and make such registries available on the Internet. Requires a criminal arsonist to register in each jurisdiction in which such arsonist resides, is an employee, or is a student. Sets forth other registration requirements and the information required to be provided in a registry by the criminal arsonist and jurisdictions. Allows jurisdictions to exempt from disclosure certain information about an arsonist, including the arsonist's employer and enrollment at an educational institution. Requires the Attorney General to maintain a national database at the Federal Bureau of Investigation (FBI) (to be known as the National Arsonist Registry) and a national arsonist Internet site containing information on each criminal arsonist registered in a jurisdiction's registry or listed on a jurisdiction's Internet site, respectively. Directs the Attorney General to establish a Criminal Arsonist Management Assistance program for awarding grants to jurisdictions to offset the costs of implementing this Act.

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe consumer protection guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) prohibitions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Declares that an action for civil liability may be brought against a merchant's assignee only if the violation is apparent on the face of a rental-purchase agreement to which it relates, including, but not limited to, a disclosure that can be determined to be incomplete or inaccurate from the face of the agreement. Authorizes the Board of Governors of the Federal Reserve System to promulgate implementing regulations. Grants enforcement powers to the Federal Trade Commission and to state attorneys general. Subjects to criminal penalties any willful and knowing violation of the information disclosure requirements of this Act.

Expresses the sense of Congress that: (1) a commemorative postage stamp honoring Rosa Louise McCauley Parks should be issued; (2) the provision requiring that an honoree must have died at least 10 years before this honor should be waived; and (3) the Citizens' Stamp Advisory Committee should recommend that such a stamp be issued.
