Office of the Homeowner Advocate Act of 2010 - Establishes in the Department of the Treasury the Office of the Homeowner Advocate to assist homeowners, housing counselors, and housing lawyers in resolving problems with the Home Affordable Modification Program of the Making Home Affordable initiative of the Secretary of the Treasury, authorized under the Emergency Economic Stabilization Act of 2008.

Stop Iran's Nuclear Weapons Program Act of 2010 - Subjects a parent entity, with specified exceptions, to penalties for violations of certain sanctions regarding Iran committed by a subsidiary outside of the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Prohibits with respect to Iran: (1) issuance of specified licenses to export or reexport civil aviation goods, services, or technology; and (2) such goods, services, or technology from being exported or reexported. Increases temporarily consular service fees for processing machine readable nonimmigrant visas and machine readable combined border crossing identification cards and nonimmigrant visas. Amends the Internal Revenue Code to eliminate amortization of geological and geophysical expenditure tax incentives if certain sanctions regarding the development of Iranian petroleum resources are imposed on any member of an expanded affiliated group whose common parent is a foreign corporation. Amends the Iran Sanctions Act of 1996 to impose sanctions on a person that knowingly: (1) enters into an agreement with Iran to purchase or provide payment for future delivery of Iranian petroleum resources; or (2) purchases, subscribes to, or facilitates the issuance of Iranian sovereign debt. Directs the President to: (1) publish in the Federal Register the name of each foreign person or foreign entity for which there is credible information indicating that the person or entity is an agent, front, instrumentality, official, or affiliate of the Iran Revolutionary Guard Corps (IRGC); and (2) apply specified property sanctions to such person or entity. Directs the President to: (1) publish in the Federal Register the name of each foreign person or foreign entity for which there is credible information indicating that the person or entity is as an agent, front, instrumentality, official, or affiliate of the IRGC and has committed or assisted, or poses a significant risk of committing, acts of violence threatening the peace or stability of Iraq or the government of Iraq; and (2) apply specified property sanctions to such person or entity. Excludes an alien so identified from U.S. entry. Sets forth mandatory and discretionary measures to be taken against a foreign person or entity that provides material support to the IRGC. Requires additional measures (including foreign assistance, arms, import, and export restrictions) to be taken against a foreign government so identified. Amends the Iran, North Korea, and Syria Nonproliferation Act to include in the President's proliferation report to Congress identification of every foreign person who, on or after January 1, 2009, transferred to Iran, Syria, or North Korea goods, services, or technology that could assist efforts to extract or mill uranium ore within the territory or control of Iran, North Korea, or Syria. Amends the Internal Revenue Code to promote the divestment of investments in Iran or the Sudan by permitting the deferral of tax on gain from the sale of securities in any business that is engaged in certain discouraged activities in Iran or the Sudan if the holder of such securities purchases replacement securities from a business not engaged in such discouraged activities. Includes as discouraged activities in Iran: (1) investment of $20 million or more in Iran's energy sector or in a person who provides Iran with oil or liquefied natural gas tankers or pipelines; (2) an extension of credit of $20 million or more to a person who invests in Iran's energy sector; (3) investment that enhances Iran's ability to develop petroleum resources; (4) the sale of goods, services, technology, information, or support to Iran that allows it to maintain or expand its petroleum industry; or (5) providing Iran with refined petroleum resources. Includes as an Iran or Sudan discouraged activity business transactions with or charitable donations to any Iranian or Sudanese person designated as a terrorist or to any foreign terrorist organization. Directs the head of an executive agency to ensure that each contract with a company for the procurement of goods or services, agreement for the use of federal funds, or the provision of technical assistance requires the company to certify that it does not conduct specified business operations in Iran. Authorizes contract termination and federal contract suspension or debarment for submission of a false certification. Authorizes a state or local government to adopt and enforce measures to prohibit the state or local government from entering into or renewing a procurement contract with persons that conduct specified business operations in Iran. Directs the President to seek to terminate International Bank for Reconstruction and Development (Bank) loan disbursements to Iran. Directs the President, if the Bank approves a Country Assistance Strategy for Iran or approves a loan to Iran, to: (1) terminate any U.S. contribution to the Bank, the International Finance Corporation, and the Multilateral Investment Guarantee Corporation for the fiscal year in which the Country Assistance Strategy or loan is approved, or if loan disbursements have been made, for the following fiscal year; (2) prohibit the sale of Bank debt instruments in the United States; and (3) prohibit the purchase of any such debt instrument by a U.S. person or state or municipal governmental entity. Terminates such Bank-related restrictions 30 days after the date on which the President certifies to Congress that: (1) the government of Iran has ceased providing support for acts of international terrorism and no longer satisfies the requirements for designation as a state-sponsor of terrorism; and (2) Iran has ceased the pursuit, acquisition, and development of ballistic missiles and nuclear, biological, and chemical weapons.

Homeowner Equity Protection Act of 2010 - Amends the Real Estate Settlement Procedures Act of 1974 to prohibit any person from demanding or accepting a transfer fee pursuant to a transfer fee covenant recorded in any state if the transfer for which such fee is imposed involves a federally related mortgage loan and the transfer occurs after the expiration of the 90-day period beginning on the date of the enactment of this Act. Prohibits enforcement of a lien purporting to secure the payment of such a fee. Defines a "transfer fee covenant" as a provision in a document relating to the transfer of specified residential real property designed principally for the occupancy of from one to four families, whether recorded or not and however denominated, that: (1) purports to run with the land or bind current owners of, or successors in title to such real property; and (2) obligates a transferee or transferor of all or part of the property to pay a fee or charge to a third person upon transfer of an interest in all or part of the property, or in consideration for permitting any such transfer. Imposes civil and criminal penalties, including liability for treble damages, for violation of this Act. Allows an action pursuant to this Act to be brought in the U.S. district court, or in any other court of competent jurisdiction, for the district in which the property involved is located.

Applauds the nonprofit organizations and agencies that work tirelessly to honor and assist Holocaust survivors in their communities. Urges the Administration and the Department of Health and Human Services (HHS), in conjunction with the Administration on Aging (AoA), to provide Holocaust survivors with needed social services through existing programs. Encourages the AoA to expeditiously develop and implement programs that ensure Holocaust survivors are able to age in place in their communities and avoid institutionalization during their remaining years.

Housing Opportunity and Mortgage Equity Act of 2010 - Directs the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government-sponsored enterprises or GSEs) each to carry out a one-year program providing for the refinancing of qualified single-family housing mortgages it owns through a refinancing mortgage (and for the purchase of and securitization of such refinancing mortgages) in accordance with this Act and the policies and procedures of the Federal Housing Finance Agency. Defines a qualified mortgage as one, regardless of whether the mortgagor is current on payments due or in default, that: (1) is an existing first mortgage for purchase of, or refinancing another first mortgage on, a one- to four-family dwelling, including a condominium or a share in a cooperative ownership housing association, that is occupied by the mortgagor as principal residence; (2) is owned or guaranteed by the particular GSE; and (3) was originated on or before enactment of this Act. Specifies the terms and conditions of a refinancing mortgage, including a 40-year term to maturity and a prohibition on borrower fees. Requires waiver or forgiveness of all fees and penalties related to any default or delinquency on the original mortgage. Requires a GSE to pay a fee of up to $1,000 to the servicer of a qualified mortgage refinance. Prohibits any requirement of a property appraisal.

Expresses the appreciation of the House of Representatives for the efforts of those countries that have restored religious property wrongly confiscated during the Turkish occupation of northern Cyprus. Welcomes the initiatives and commitment of the Republic of Cyprus to work to restore and maintain religious heritage sites. Urges the government of Turkey to: (1) implement immediately the United Nations Security Council Resolutions relevant to Cyprus as well as the judgments of the European Court of Human Rights; (2) work to retrieve and restore all lost artifacts and immediately halt destruction on religious sites, illegal archaeological excavations, and traffic in icons and antiquities; and (3) allow for the proper preservation and reconstruction of destroyed or altered religious sites and immediately cease all restrictions on freedom of religion for the enclaved Cypriots. Calls on the U.S. Commission on International Religious Freedom, the President, the Secretary of State, and the State Department Office of International Religious Freedom to take specified steps to address the concerns and actions called for in this resolution. Urges the Organization for Security and Co-operation in Europe (OSCE) to: (1) ensure that member states do not receive stolen Cypriot art and antiquities; and (2) press the government of Turkey to abide by its international commitments in this matter.

Fair Playing Field Act of 2010 - Amends the Internal Revenue Code, with respect to the classification of workers for employment tax purposes, to: (1) repeal the prohibition against issuance of regulations and guidance by the Secretary of the Treasury on workers' employment tax status (i.e., as an employee or as an independent contractor) enacted by the Revenue Act of 1978; (2) direct the Secretary to issue regulations and other guidance to clarify the proper employment status of workers for employment tax purposes; (3) prohibit a retroactive assessment of employment tax, except with respect to certain skilled workers, for tax periods after December 31, 1978, and before a specified reclassification date for worker misclassifications, unless the taxpayer had no reasonable basis for not treating a worker as an employee; (4) require taxpayers who hire independent contractors on a regular and ongoing basis to provide such contractors with notice of their federal tax obligations, the labor and employment law protections that do not apply to them, and their right to seek a status determination from the Internal Revenue Service (IRS); and (5) eliminate reduced penalty provisions for failure to withhold income taxes for taxpayers who lack a reasonable basis for treating a worker as other than an employee (i.e., as an independent contractor).

Mourns the loss of life, as well as the physical damage, caused by the flooding in Pakistan and expresses condolences to the flood victims' families. Recognizes that Pakistan is a close U.S. ally and friend. Supports the use of funds authorized by the Enhanced Partnership with Pakistan Act of 2009 to provide long-term recovery and rehabilitation for flood-affected areas and populations and urges a reexamination of priorities for spending such funds with a view toward ensuring that the needs of the Pakistani people are appropriately addressed in the aftermath of the disaster. Commends the relief and recovery actions by the U.S. military, the Department of State, the United States Agency for International Development (USAID), the Pakistani-American and U.S. business communities, and international and nongovernmental organizations.

Protect Law Enforcement Armor Act or the PLEA Act - Amends the federal criminal code to: (1) expand the definition of "armor piercing ammunition" to include a projectile that may be used in a handgun and that is determined by the Attorney General to be capable of penetrating body armor; and (2) require the Attorney General to promulgate standards for the uniform testing of projectiles against Body Armor Exemplar (body armor that the Attorney General determines meets minimum standards for the protection of law enforcement officers), taking into account variations in performance related to the type of handgun used, the length of the barrel, the amount and kind of powder used to propel the projectile, and the projectile's design. Prohibits the manufacture, sale, possession, or transfer of the Fabrique Nationale Herstal Five-seveN Pistol, 5.7 x 28mm SS190, SS192, SS195LF, SS196, or SS197 cartridges, or any other handgun that uses armor piercing ammunition, except: (1) where manufactured and sold exclusively to U.S. military, law enforcement, or intelligence agencies; and (2) by a licensed manufacturer or contractor for the purpose of examining and testing to determine whether such prohibition applies.

Declares that: (1) it is Congress's responsibility to determine the regulatory authority of the Federal Communications Commission (FCC) with respect to broadband Internet services; and (2) the FCC should suspend any further action on its proceeding to extend its traditional communications regulatory authority to include such services until Congress delegates such authority to the FCC.

Clean Ports Act of 2010 - Declares that federal preemption of state and local law relating to a price, route, or service of any motor carrier of property shall not apply to the authority of a state, local government, or the political authority of two or more states to adopt requirements for motor carriers providing services at port facilities that are reasonably related to the reduction of environmental pollution, traffic congestion, the improvement of highway safety, or the efficient utilization of such port facilities, provided such requirements are in accordance with federal law. Declares that nothing in this Act shall limit the authority reserved to any state or political subdivision of such state under the Clean Air Act.

Focusing Resources, Economic Investment, and Guidance to Help Transportation Act of 2010 - Declares U.S. policy with respect to freight transportation. Establishes within the Office of the Secretary of Transportation (DOT) an Office of Freight Planning and Development. Directs the Secretary to develop a long-term National Freight Freight Transportation Strategic Plan to guide planning and investments in the national transportation system to move freight. Directs the Secretary to: (1) develop new or improve existing tools to support an outcome-oriented, performance-based approach to evaluate proposed freight-related and other transportation projects; (2) facilitate the collection of transportation-related data to support a broad range of evaluation methods and techniques to assist in making transportation investment decisions; and (3) consider improvements to the Commodity Flow Survey that reduce identified freight data gaps and deficiencies and help evaluate forecasts of transportation demand. Directs the Secretary to: (1) establish a competitive grant program for capital investment projects that improve the efficiency of the national transportation system to move freight; and (2) give priority to projects with the highest system performance improvement relative to their benefit-cost analysis. Limits the federal share of project net capital costs at 80%. Requires a grant recipient to submit to the Secretary: (1) a project management plan and an annual financial plan for a project with a total cost of $500 million or more; and (2) an annual financial plan for a project with a total cost of $100 million or more. Repeals specified prohibitions against the transfer of amounts from the Highway Trust Fund to the Port Infrastructure Development Fund.

Direct Care Workforce Empowerment Act - Amends the Fair Labor Standards Act of 1938 to exempt from minimum wage and maximum hour requirements any employee employed on a casual basis in domestic service employment to provide companionship services for individuals who because of disability (or because of age or infirmity, as under current law) are unable to care for themselves. Directs the Secretary of Health and Human Services (HHS) to establish: (1) a direct care workforce monitoring program; and (2) a National Advisory Council on the Direct Care Workforce. Directs the Secretary to award three-year grants to states and other eligible entities to improve the recruitment, retention, and education of the direct care workforce.

Transportation and Housing Affordability Transparency Act - Requires the Secretary of Housing and Urban Development (HUD) to develop publicly a transportation affordability index that measures the transportation costs associated with the location of a home, both on a neighborhood and regional basis. Requires HUD to make the index publicly available through the Internet, as well as to Multiple Listing Services for real estate, regional and metropolitan planning organizations, local housing and planning agencies, and states, local governments, nonprofit organizations, and transportation management agencies. Requires HUD to: (1) incorporate transportation costs associated with the location of housing into affordability measures and standards for HUD housing programs; (2) provide related information and resources to states to encourage them to incorporate transportation costs into their housing and land use plans; (3) work with regional and local government entities to integrate housing, transportation, and other costs associated with location into long-range transportation, land use, housing and community development, or investment plans; and (4) work with federal agencies to incorporate the transportation affordability index.

Home Health Care Access Protection Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Patient Protection and Affordable Care Act, with respect to the prospective payment system (PPS) for home health services and adjustments to it for case mix changes. Requires for years beginning with 2011 that any evaluation of case mix changes and any such adjustment be made using standards developed consistent with specified processes, taking certain criteria into account. Directs the Secretary to convene a Technical Advisory Group to advise on the development of such standards.

Amends the Patient Protection and Affordable Care Act to require the Secretary of Health and Human Services (HHS) to offer through Exchanges a health benefits plan (public health insurance option) that ensures choice, competition, and stability of affordable, high-quality coverage throughout the United States. Declares that the Secretary's primary responsibility is to create a low-cost plan without compromising quality or access to care. Sets forth provisions related to the establishment and governance of the public health insurance option, including that such plan: (1) may be made available only through Exchanges; (2) must comply with requirements applicable to other health benefits plans offered through such Exchanges, including requirements related to benefits, benefit levels, provider networks, notices, consumer protections, and cost sharing; and (3) must offer bronze, silver, and gold plan levels. Requires the Secretary to: (1) establish an office of the ombudsman for the public health insurance option; (2) collect such data as may be required to establish premiums and payment rates; (3) establish geographically adjusted premiums at a level sufficient to fully finance the costs of the health benefits provided and administrative costs related to the operation of the plan; and (4) establish payment rates and provide for greater payment rates for the first three years. Requires repayment of start-up costs for the public health insurance option. Authorizes the Secretary to utilize innovative payment mechanisms and policies to determine payments for items and services under the public health insurance option.

Condemns: (1) the July 11, 2010, terrorist attacks in Kampala, Uganda; and (2) al Shabaab's destabilizing role in Somalia and the region. Encourages the Administration to help Ugandan and Somali authorities bring those responsible for these attacks to justice. Expresses condolences to the families of Nate "Oteka" Henn and all the victims of these attacks. Recognizes the importance of Uganda's peacekeeping efforts in Somalia. Calls on the Administration to work with the international community to address the security threat emanating from Somalia.

United States Postal Service's CSRS Obligation Modification Act of 2010 - Prescribes the "average pay" and the appropriate percentage thereof to be used in determining annuities for civilian employment with the United States Postal Service (USPS) for purposes of provisions relating to future benefits attributable to such employment in order to calculate the amount of any Postal surplus or supplemental liability under the Civil Service Retirement System. Requires the Office of Personnel Management (OPM): (1) within six months after enactment of this Act, to determine (or, if applicable, redetermine) the amount of such surplus or liability as of the close of the most recently ending fiscal year using the methodology required under this Act; and (2) if the result is a surplus, to transfer the surplus amount to the Postal Service Retiree Health Benefits Fund.

Caribbean Coral Reef Protection Act of 2010 -States that it shall be U.S. policy to: (1) undertake measures to deny the government of Cuba, the Cuban Communist Party, or any of their instrumentalities the financial resources to engage in activities that threaten U.S. security and other interests, threaten Florida's marine environment and the environment of the submerged lands off Cuba's coast, and prolong the dictatorship that oppresses the Cuban people; and (2) deter foreign investments that would enhance the Cuban regime's ability to develop its petroleum resources. Amends the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 to exclude from U.S. entry an alien who: (1) is an officer or principal of an entity, or a shareholder who owns a controlling interest in an entity that on or after January 10, 2005, has made or makes an investment of $1 million or more (or any combination of investments that equals or exceeds $1 million in any 12-month period) that contributes to Cuba's ability to develop petroleum resources off its submerged lands; or (2) is a spouse, minor child, or agent of such person. Exempts on a case-by-case basis entries: (1) for medical reasons or property-related litigation; or (2) where a transition government is in place. Directs the President to impose two or more specified export, procurement, financial institution, loan, or Export-Import Bank sanctions if the President determines that a person has, on or after January 10, 2005, made an investment of $1 million or more (or any combination of investments that in the aggregate equals or exceeds $1 million in any 12-month period) that contributes to the enhancement of Cuba's ability to develop petroleum resources off its submerged lands or has made an investment of any amount of money that contributes to such an enhancement and has trafficked in confiscated U.S. property. Makes it illegal for a U.S. person to facilitate Cuba's ability to develop petroleum resources off its submerged lands. Directs the Secretary of State to report annually respecting the impact of the development of Cuba's petroleum resources on the environment and natural resources of Cuba's submerged lands and Florida's marine environment.

Recognizes the assistance of the international community during the recovery effort in providing relief to the people of Guatemala, Honduras, and El Salvador. Urges the Secretary of State, in coordination with the Administrator of the United States Agency for International Development (USAID), to continue to develop a strategic plan to promote food security and recovery efforts with the goal of mitigating the current and future effects of the recent natural disasters that have devastated Guatemala, Honduras, and El Salvador.

Improving Nutrition for America's Children Act - Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to revise the school lunch and breakfast programs, the summer food service program, the child and adult care food program (CACFP), and the special supplemental nutrition program for women, infants, and children (WIC program). Reauthorizes appropriations for such programs through FY2015. Includes among such revisions: (1) encouraging the direct certification of children who receive other public assistance as eligible for free meals under the school lunch and breakfast programs; (2) establishing new mechanisms by which schools or local educational agencies (LEAs) with very high proportions of low-income children can receive federal reimbursement for free or reduced price meals under such programs without collecting individual paper applications from households; (3) establishing a program awarding competitive grants to states and, through them, competitive subgrants to LEAs to establish or expand the school breakfast program at low-income schools; (4) expanding the access of low-income rural areas to the summer food service program; (5) requiring updates to meal patterns and nutrition standards for the school lunch and breakfast programs based on recommendations made by the Food and Nutrition Board of the National Research Council of the National Academy of Sciences (NAS); (6) requiring the establishment of science-based nutrition standards for all foods sold in schools outside the school lunch and breakfast programs; (7) requiring LEAs participating in the school lunch and breakfast programs to establish local school wellness policies for their schools that include goals for nutrition promotion and education, physical activity and education, and other school-based activities that promote student wellness; (8) requiring reimbursable meals and snacks provided under the CACFP to meet the most recent Dietary Guidelines for Americans and certain authoritative scientific recommendations; (9) encouraging WIC program participants to breastfeed; and (10) requiring WIC electronic benefit transfer (EBT) systems to be implemented nationwide by October 1, 2020.

Calls for an end to the violence, arrests, torture, and ill treatment perpetrated against Iranian citizens as well as the unconditional release of all political prisoners in Iran. Calls upon the U.S. government, the President, and the Secretary of State to condemn human rights violations in Iran and support the Iranian people's endeavors towards democracy. Calls for an end to a selective approach to Iranian opponents who struggle for democracy and human rights and invites the Secretary, in coalition with British and European allies, to remove the People's Mojahedin Organization of Iran from the State Department's list of Foreign Terrorist Organizations. Calls for the adoption of measures by the President to impose sanctions while welcoming the U.S. government's efforts to create an international consensus to deal with Iran's nuclear program. Calls on the President to persuade U.S. allies and other countries to enact appropriate measures aimed at depriving Iranian banks and financial institutions involved in nuclear activities and backing of terrorist groups from access to the international monetary system.
