Big Oil Bailout Prevention Act of 2010 - Amends the Oil Pollution Act of 1990 to: (1) increase the liability of the party responsible for an offshore facility, except a deepwater port, from which oil is discharged into or upon navigable waters or adjoining shorelines to the total of all discharge removal costs plus $10 billion (currently, $75 million) for each incident; and (2) direct the President to promulgate regulations to allow advance payments from the Oil Spill Liability Trust Fund to states and localities to prepare for and mitigate substantial threats from the discharge of oil. Amends the Internal Revenue Code to eliminate: (1) the $1 billion per incident limitation on expenditures from the Oil Spill Liability Trust Fund for cleanup of oil spills: and (2) restrictions on the borrowing authority of such Trust Fund. Makes this Act effective on April 15, 2010.

Great Teachers for Great Schools Act of 2010 - Amends title II of the Elementary and Secondary Education Act of 1965 (ESEA) to create a new part E (Building School Capacity for Effective Teaching). Directs the Secretary of Education to allot funds to states for subgrants to local educational agencies (LEAs) to implement professional development systems that represent comprehensive, sustained, and intensive approaches to improving teachers' and principals' effectiveness that: (1) foster collective responsibility for improved student performance; (2) constitute professional learning that primarily occurs several times each week among established teams of teachers, principals, and other instructional staff; and (3) may be supported by activities such as courses, workshops, institutes, networks, and conferences. Requires states to first award subgrants to LEAs: (1) that demonstrate the greatest need for such funds; (2) in which the average graduation rates are less than 65%, if applicable; and (3) in which children who are eligible for free and reduced price meals under the school lunch program constitute at least 40% of the population of children aged 5 to 17 they serve. Allows LEA subgrantees to use school improvement funds received under title I of the ESEA to supplement professional development activities under this Act, which are to be integrated and aligned with their state's school improvement efforts under title I. Requires the professional development programs to include a system of formal evaluations conducted by states, LEAs, institutions of higher education, or external agencies experienced in conducting qualitative research.

Smuggled Tobacco Prevention Act of 2010 or the STOP Act - Amends the Internal Revenue Code to restrict the sale, lease, importation, or delivery of tobacco production machines to persons lawfully engaged in: (1) the sale, lease, or delivery of such machines; (2) the manufacture or processing of tobacco products, including for personal use; or (3) the application of unique identification markings onto tobacco product packages. Defines "tobacco production machine" as a machine used to manufacture, process, or package tobacco products or to apply unique identification markings to packages of tobacco products. Requires any person leasing, importing, exporting, or delivering a tobacco production machine to keep records relating to any transfers or deliveries of such machines. Requires manufacturers and importers of tobacco products to affix a unique identification marking to each package of tobacco products prior to sale or distribution of such products. Directs the Secretary of the Treasury to design a system of unique identification markings that does not interfere with state and local tax stamps and markings. Requires wholesalers of tobacco products to obtain permits for selling or exporting tobacco products. Establishes new criminal offenses relating to the distribution of tobacco products. Increases the civil penalty for tobacco-related infractions from $1,000 to $10,000. Establishes in the Treasury the Anti-Contraband Tobacco Trafficking Fund to finance the enforcement provisions of this Act and other laws relating to contraband or illegal tobacco products using the increased civil and criminal fines provided by this Act. Amends the Tariff Act of 1930 to impose a civil penalty for the importation of tobacco products and cigarette papers and tubes by fraudulent means.

Haiti Economic Lift Program Act of 2010 - Amends the Caribbean Basin Economic Recovery Act (CBERA) (as amended by the United States-Caribbean Basin Trade Partnership Act, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006 [HOPE Act], and the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008 [HOPE II]) to extend, in each succeeding one-year period through FY2020 (transition period), the duty-free treatment of certain imported knit apparel articles made in one or more Caribbean Basin Trade Partnership Act (CBTPA) beneficiary countries from yarns wholly formed in the United States. Extends, in each applicable one-year period through FY2020, the duty-free treatment of imported apparel articles made in Haiti or the Dominican Republic. Prescribes duty-free treatment also, without regard to the source of the fabric, fabric components, components knit-to-shape, or yarns from which the article is made, for specified apparel articles or made-up textile articles: (1) wholly assembled, or knit-to-shape, in Haiti from any combination of fabrics, fabric components, components knit-to-shape, or yarns; and (2) imported directly from Haiti or the Dominican Republic. Sets forth a special rule for certain woven articles and certain knit articles entered during FY2010 and succeeding one-year periods. Requires the Commissioner responsible for U.S. Customs and Border Protection to verify that such apparel articles imported into the United States are not being unlawfully transshipped into the United States. Revises requirements for one particular credit under the earned import allowance certificate program to reduce from three to two the number of square meter equivalents of qualifying woven fabric or qualifying knit fabric that the producer or entity controlling production can demonstrate that it purchased for the manufacture in Haiti of articles like or similar to any article eligible for preferential treatment. Extends the value-added rule for apparel articles and the special rule for certain wire harness automotive components. Directs the Commissioner to seek to send a rapid response team, as well as a support team, to Haiti to: (1) assess the short-term and long-term technical, capacity-building, and training needs of the authorities of the government of Haiti responsible for customs services; and (2) provide immediate assistance, particularly with respect to reestablishing full capacity for commercial port operations at the seaport at Port-au-Prince, facilitating trade between the United States and Haiti under CBERA, preventing unlawful transshipment of goods through Haiti to the United States, and otherwise strengthening cooperation between U.S., Haitian, and Dominican customs authorities. Declares the sense of Congress regarding regional cooperation and transshipment.

Flood Insurance Reform Priorities Act of 2010

Flood Insurance Reform Priorities Act of 2010 - Amends the National Flood Insurance Act of 1968 (NFIA) to extend through FY2015 the National Flood Insurance Program and the Pilot Program for Mitigation of Severe Repetitive Loss Properties. Increases maximum coverage limits. Provides a phase-in of actuarial rates for nonresidential properties and non-primary residences. Amends the Flood Disaster Protection Act of 1973 (FDPA) to delay the effective date for the mandatory purchase of flood insurance for certain areas not previously designated as having special flood hazards. Amends NFIA to set forth a five-year phase-in of flood insurance rates for newly mapped areas not previously designated as having special flood hazards. Increases the annual limitation on premium increases. Considers any community that has made adequate progess on reconstruction or improvement of a flood protection system eligible for flood insurance premium rates not exceeding those which would be applicable if the flood protection system had been completed. States that, upon completion of certain flood protection projects, a covered area: (1) shall not be considered as having special flood hazards; and (2) shall be eligible for flood insurance. Amends the FDPA to require the Administrator of the Federal Emergency Management Agency (FEMA) to notify tenants: (1) whether property is located in an area having special flood hazards; and (2) that flood insurance for dwelling contents is available, including the maximum amount of such coverage. Authorizes such Administrator to make grants to local governmental agencies in communities that participate in the national flood insurance program to implement outreach activities to encourage the purchase of flood insurance protection. Authorizes the FEMA Administrator to employ additional staff. Directs the Secretary of Housing and Urban Development (HUD) and the FEMA Administrator to develop and implement jointly a plan to verify that persons receiving funds under the Homeowner Grant Assistance Program of the state of Mississippi or the Road Home Program of the state of Louisiana from specified allocations are maintaining flood insurance on the property for which they receive such funds. Establishes the Office of the Flood Insurance Advocate. Directs the Comptroller General to study and report to Congress on: (1) the impact, effectiveness, feasibility, and constitutional basis for extending mandatory flood insurance coverage purchase requirements to property which is located in any area having special flood hazards and which secures certain loan repayments; and (2) potential methods, practices, and incentives that would increase the extent to which low-income families owning residential properties located within special flood hazards areas would purchase flood insurance coverage under the national program. Requires the Administrator to study and report to Congress on including widely used and nationally recognized building codes as part of floodplain management criteria.

Authorizes the Secretary of the Interior, in consultation with the Groundwork USA national office, to award grants to eligible nonprofit organizations to: (1) provide training, research, and technical assistance to individuals and organizations to facilitate the inventory of brownfield sites, site assessments, remediation of brownfield sites, community involvement, or site preparation; (2) reclaim vacant and derelict lands for conservation, recreation, and economic development; (3) clean up and care for neglected areas; (4) return brownfields to economically productive use; (5) integrate environmental education, food security, health and fitness, resource management, and job training; (6) encourage businesses, local governments, nonprofits, and communities to work together for sustainable environmental care and enhancement; (7) support businesses, local governments, nonprofits, and communities in efforts to improve their local environment; (8) acquire real property and buildings to rehabilitate and improve upon for the local community and perform maintenance on such property and buildings; and (9) develop programs that encourage regional and national partnering with other environmental organizations. Limits the maximum amount for a grant award under the program to $400,000 for any fiscal year. Requires annual reporting by grant recipients.

Education for All Act of 2010 - Amends the Foreign Assistance Act of 1961 to state that it is U.S. policy to work with foreign countries and international and civil society organizations to achieve universal basic education by: (1) assisting developing countries and nongovernmental and multilateral organizations to provide all children with a quality basic education; and (2) promoting education as the foundation for communities' development. Directs the President to develop a comprehensive U.S. strategy to promote universal basic education by 2015. Authorizes the President to provide funds and other assistance to qualifying foreign countries to create the policies, processes, and infrastructure to develop national basic education plans. Amends the State Department Basic Authorities Act of 1956 to establish within the Department of State a Coordinator of United States Government Activities to Provide Basic Education Assistance who shall shall have primary responsibility for the oversight and coordination of all U.S. government resources and international activities to promote universal basic education.

Medicare Fraud Enforcement and Prevention Act of 2010 - Amends title XI of the Social Security Act (SSA) to increase criminal penalties for both felony and misdemeanor fraud under SSA titles XVIII (Medicare) and XIX (Medicaid). Adds a new offense of distribution of two or more Medicare or Medicaid beneficiary identification numbers or billing privileges with the intent to defraud. Applies civil monetary penalties to: (1) conspiracy to make false statements or commit other specified offenses with respect to Medicare or Medicaid claims; and (2) knowing creation or use of false records or statements with respect to the transmission of money or property to a federal health care program. Extends the statute of limitations from six to 10 years after presentation of a claim. Amends SSA title XVIII (Medicare), as amended by the Patient Protection and Affordable Care Act (PPACA), to revise screening requirements. Amends SSA title XI, as amended by PPACA, to require the access to claims and payment data granted to Inspector General of the Department of Health and Human Services (HHS) and the Attorney General to include access to real time claims and payment data. Requires the HHS Inspector General to implement mechanisms for the sharing of information about suspected fraud relating to the federal health care programs under Medicare, Medicaid, and SSA title XXI (Children's Health Insurance Program) (CHIP) with other appropriate law enforcement officials. Directs the HHS Secretary to carry out a five-year pilot program that implements biometric technology to ensure that individuals entitled to benefits under Medicare part A or enrolled under Medicare part B are physically present at the time and place of receipt of certain items and services for which payment may be made. Requires the Comptroller General to study and report to Congress on Medicare administrative contractors, including Recovery Audit Contractors.

Communities of Color Teenage Pregnancy Prevention Act of 2010 - Requires the Secretary of Health and Human Services (HHS) to award competitive grants to eligible entities for new and existing program interventions to provide youth in racial or ethnic minority or immigrant communities the information and skills needed to reduce teenage pregnancies and develop healthy relationships. Directs the Secretary to award competitive grants to carry out multimedia campaigns to provide public education and increase public awareness regarding teenage pregnancy and related social and emotional issues. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants for research on teenage pregnancy that includes: (1) investigating the incidence and prevalence of teenage pregnancy and births in racial and ethnic minority or immigrant communities; and (2) examining factors that lead to teenage pregnancy among youth in foster care or juvenile justice systems.

Greening Food Deserts Act - Amends the Department of Agriculture Reorganization Act of 1994 to direct the Secretary of Agriculture to establish the Office of Urban Agriculture which shall coordinate Department of Agriculture (USDA) activities related to urban agriculture and nutrition. Amends the Food Security Act of 1985 to direct the Secretary to provide technical assistance in support of backyard conservation and community gardening programs involving small-scale subsistence and personal-use agriculture. Amends the Cooperative Forestry Assistance Act of 1978 regarding urban and community forestry assistance to give a priority to the production and procurement in urban areas of plant materials that are resistant to invasive species. Amends the Farm Security and Rural Investment Act of 2002 to authorize appropriations for the seniors farmers' market nutrition program. Directs the Secretary to make loans, provide loan guarantees, and make grants to public agencies and nonprofit organizations for farmers' market construction and renovation. Amends the Census of Agriculture Act of 1997 to include an evaluation of state farmers' markets in each agriculture census. Renames the Rural Energy for America Program as the Renewable Energy for America Program. Authorizes the Secretary to make a microloan or grant available to support outreach activities for: (1) developing food production in communities not traditionally associated with agricultural production; and (2) supporting local food production and distribution. Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to increase reimbursement rates for school lunch, breakfast, and summer food service meals consisting in whole or part of foods produced through agricultural education programs that use enrolled students to produce food and provide the food to in-house feeding programs. Amends The Food and Nutrition Act of 2008 to direct the Secretary to make eight grants each fiscal year to regional food banks or consortiums of community feeding programs for a demonstration project to produce fresh fruits and vegetables at these facilities while teaching eligible households how to engage in small-scale food production residentially or at community gardens.

Global HEALTH Act of 2010

Global Health Expansion, Access to Labor, Transparency, and Harmonization Act of 2010 or the Global HEALTH Act of 2010 - Directs the President to: (1) transmit to Congress and make publicly available a comprehensive five-year United States Global Health Strategy to coordinate all health-related U.S. foreign assistance and to harmonize such assistance with the work of relevant U.S. executive branch agencies, governments of other countries, and international organizations; and (2) designate a Strategy Coordinator. Provides for an evaluation of the Global Health Strategy by the Institute of Medicine of the National Academics or another appropriate entity. Authorizes the President to provide assistance to developing countries to improve health services delivery. Authorizes the President to establish a Global Health Workforce Initiative to provide technical and direct financial assistance to support the recruitment, training, and equitable distribution of skilled health workers in at least 12 developing countries. Directs the President to transmit to Congress and make publicly available a five-year strategy for implementing the Initiative. Expresses the sense of Congress that the President should: (1) address the urgent shortage of U.S. health professionals without exacerbating the health professional shortage in developing countries; and (2) pursue trade and investment policies that support United States Global Health Strategy goals. Directs the Secretary of the Treasury to instruct: (1) the U.S. Executive Director at each international financial institution to oppose any loan, grant, or policy that would result in the imposition of user fees or service charges on poor individuals in connection with such institution's financing programs for primary education or primary health care; and (2) the U.S. Executive Director at the International Monetary Fund (IMF) to oppose any loan or program that would not exempt government spending on health care, health infrastructure, and education from national budget caps and restraints, hiring and wage ceilings, and other IMF-imposed limits.

Employing Youth for the American Dream Act of 2010

Employing Youth for the American Dream Act of 2010 - Amends the Workforce Investment Act of 1998 to expand to age 24 the age eligibility requirements under the youth opportunity grants program for youth activities. Directs the Secretary of Labor (Secretary) to make certain allotments to states for summer jobs programs for disconnected youth (youth age 16 to 24 who are not regularly employed or attending school). Requires the Secretary to award grants to states to carry out employment programs for the partial reimbursement of wages paid by employers of small or medium-sized business concerns for new hires or rehires of former employees. Requires states to give priority for payments to eligible employers who hire or rehire a disconnected youth. Requires the Secretary to make allotments and grants to states to carry out eligible on-the-job training programs for disconnected youth. Directs the President to establish a public service employment program to employ individuals to carry out works of a public nature in connection with parks, roads, schools, and after-school programs. Requires priority for such jobs to be given to individuals who are long-term unemployed, low-income, and disconnected youth. Amends the Internal Revenue Code to: (1) extend the work opportunity tax credit through calendar 2015; (2) include as a member of a targeted group for purposes of such credit a qualified Title 1-B youth services recipient and rename a "qualified ex-felon" as a "qualified ex-offender" for purposes of the credit; (3) double the amount of allowable wages that may be considered in calculating such credit; (4) revive and extend the designation period for tax-preferred empowerment zones and revive certain zone designations that terminated on December 31, 2009; and (5) allow an employer tax credit through 2012 for the employment of disconnected youth. Requires the Secretary of the Interior to give preference to the hiring of individuals age 16 to 24 for federal park and forestry jobs. Authorizes contracting officers of executive agencies to give preference in the award of federal contracts for the procurement of goods and services to employers: (1) that employ, in a youth apprenticeship and in the performance of the contract, disconnected youth who reside in high unemployment areas; and (2) whose contracts are funded for FY2011 under a law enacted to create infrastructure, transportation, or green energy jobs.

Amends the Magnuson-Stevens Fishery Conservation and Management Act to require the Secretary of Commerce to enter into contracts with, or provide grants to, states for the purpose of establishing and implementing a registry program to meet the requirements for the exemption from registration of a regional standardized fishing vessel registration and information management system program for state licensed recreational fishermen and charter fishing vessels when the Secretary determines that information from the state program is suitable for the Secretary's use in completing marine recreational fisheries statistical surveys or evaluating the effects of proposed conservation and management measures for marine recreational fisheries.

Healthy School Meals Act of 2010

Healthy School Meals Act of 2010 - Directs the Secretary of Agriculture to select school food authorities to participate in a pilot program evaluating the use of plant-based alternate protein products and fluid milk substitutes under the school lunch and breakfast programs. Directs the Secretary to: (1) deliver plant-based alternate protein products and fluid milk substitutes to such food authorities at no cost for the preparation of meals under the school lunch and breakfast programs; and (2) assess which of such foods would be best for more general use in the school lunch and breakfast programs, and deliver them for general use under such programs, within two years of this Acts' enactment. Requires the Secretary, within two years of this Act's enactment, to promulgate regulations that: (1) reflect specific recommendations for increased consumption of plant-based foods; and (2) provide for the distribution of supplemental commodity assistance or cash in lieu thereof to states and certain school food authorities that offer a plant-based entree on their daily lunch menus, for the purchase of entirely plant-based commodity food products or fluid milk substitutes. Requires schools participating in the school lunch program to serve a nondairy beverage that is nutritionally equivalent to fluid milk and meets certain nutritional standards to students who cannot consume fluid milk because of a disability or medical or other special dietary need. (Eliminates the requirement that students who cannot consume fluid milk due to a disability provide schools with a statement from a physician that identifies such disability and specifies the fluid milk substitute.)
