Saving Energy Through Public Transportation Act of 2008

Saving Energy Through Public Transportation Act of 2008 - Authorizes appropriations for each of FY2008-FY2009 for public transportation formula grants for urbanized areas and for other areas. Authorizes the Secretary of Transportation to make such grants for: (1) operating costs of equipment and facilities being used to provide the public transportation that the grant recipient is no longer able to pay as a result of reducing fares; and (2) operating and capital costs of equipment and facilities being used to provide transportation services that the recipient incurs as a result of expanding such services. Requires the federal share of the costs for such grants to be 100%. Requires a grant for FY2008-FY2009 that involves acquiring clean fuel or alternative fuel vehicle-related equipment or facilities for the purposes of complying with the Clean Air Act to be for 100% of the net project cost of the equipment or facilities unless the grant recipient requests a lower percentage. Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users to require: (1) qualified federal agency employees serving in urbanized areas of the United States that are served by fixed route public transportation to be offered transit pass transportation fringe benefits; and (2) the Secretary to issue guidance on nationwide implementation of a transportation fringe benefit program. Requires the Secretary to establish a pilot program to carry out vanpool demonstration projects in not more than three urbanized areas and not more than two other areas. Requires a grant for a capital project during FY2008-FY2009 that involves the acquisition of real property for, or the design, engineering, or construction of, additional parking facilities at an end-of-line fixed guideway station to be for 100% of the net capital cost of the project unless the grant recipient requests a lower percentage.

Passenger Rail Investment and Improvement Act of 2008 - Authorizes appropriations for Amtrak for FY2009-FY2013. Authorizes Amtrak to contract for the operation of an intercity rail service or route not included in the national rail passenger transportation system. Requires Amtrak to: (1) implement a modern financial accounting and reporting system; (2) submit an annual budget and business plan and a five-year financial plan; (3) submit grant requests to the Secretary of Transportation for authorizations of appropriations for specified uses; and (4) develop a single, nationwide standardized methodology for establishing and allocating the operating and capital costs among the states and Amtrak associated with trains operated on state supported routes. Requires the Administrator of the Federal Railroad Administration and Amtrak jointly to develop or improve metrics and minimum standards for measuring the performance and service quality of intercity passenger train operations. Provides for: (1) a Northeast Corridor state-of-good-repair plan; and (2) a restructuring of Amtrak's indebtedness. Replaces the Northeast Corridor Coordination Board with a Northeast Corridor Infrastructure and Operations Advisory Commission. Authorizes: (1) congestion grants to states for the capital costs of facilities and equipment necessary for high priority rail corridor projects; and (2) state preparation of state rail plans. Requires studies of passenger rail service, locomotive biofuel, and the use of biobased lubricants. Requires Amtrak to establish a Next Generation Corridor Equipment Pool Committee. Directs the Secretary to establish a rail cooperative research program, and the Comptroller General to compare the U.S. passenger rail system with the systems in specified other countries. Authorizes a public transportation authority or rail carrier to submit disputes over trackage use and railroad rights-of-way to the Surface Transportation Board for nonbinding mediation. Authorizes the Secretary of Transportation to establish a high-speed rail corridor program, including capital project finance grants. Directs the Secretary to solicit proposals for projects for an initial high-speed rail system between Washington, DC, and New York City (Northeast Corridor), as well as for additional projects on any other corridor. Directs the Secretary to conduct an alternatives analysis of the December 1, 1998, extension of the designation of the Southeast High-Speed Rail Corridor.

International Violence Against Women Act of 2008 - Amends the Foreign Assistance Act of 1961 to establish in the Department of State the Office of Women's Global Initiatives (which shall replace the Office of International Women's Issues) to coordinate U.S. government efforts respecting international women's issues. Establishes within the Department an Advisory Commission on International Violence Against Women. Directs the President to develop a comprehensive strategy to prevent violence against women and girls. Directs the Coordinator of the Women's Global Initiatives to ensure that foreign assistance programs incorporate measures to prevent and respond to violence against women and girls. Provides that U.S. training of foreign military and police forces incorporates training on prevention of violence against women and girls. Directs the Department and the United States Agency for International Development (USAID) to assist programs that prevent and respond to violence against women and girls in all humanitarian relief, conflict, and post-conflict operations. Directs the Secretary of State to: (1) encourage U.N. member states to expand the number of female members of U.N. peacekeeping missions; and (2) take emergency measures to respond to violence against women and girls during conflict or post-conflict operations. Expresses the sense of Congress that the United Nations should strengthen its ability to prevent violence against women and girls by U.N. military and civilian personnel. Provides that Foreign Service training include instruction on prevention of violence against women and girls. Authorizes appropriations to support the United Nations Development Fund for Women Trust Fund in Support of Actions to Eliminate Violence Against Women.

Travel Trailer Residents' Health Registry Act - Directs the Secretary of Homeland Security (DHS Secretary) to: (1) establish and maintain a health registry for individuals exposed to formaldehyde in temporary housing units provided by the government when displaced by a major disaster that occurred between August 29, 2005, and January 1, 2008; (2) include in the registry information the Secretary of Health and Human Services (HHS Secretary) determines is necessary to ascertain and monitor the health effects of such exposure; (3) develop a public information campaign to inform eligible individuals about the registry; and (4) periodically notify such individuals of significant developments in the study and treatment of conditions associated with exposure. Directs the DHS Secretary to contract with the HHS Secretary to provide health examinations, consultations, and mental health counseling free of charge to each eligible individual. Requires the HHS Secretary to contract with an independent scientific organization to report to Congress on: (1) the effectiveness of actions taken to collect and maintain information on the health consequences of such exposure; (2) recommendations to improve such collection and maintenance; and (3) the most effective and prudent means of addressing medical needs of eligible individuals. Requires: (1) such health consultation and mental health counseling to provide to each eligible individual information on examination results and on developments; and (2) the Secretary to commence an epidemiological study of the immediate and long-term effects of such exposure sufficient to further understand the medical needs of eligible individuals.

Public Housing Asset Management Improvement Act of 2008 - Prohibits the Secretary of Housing and Urban Development from imposing restrictions or limitations on the amount of management and related fees for a public housing project which the public housing agency (PHA) determines reasonable, unless such restriction or limitation: (1) is determined pursuant to a negotiated rulemaking convened by the Secretary no earlier than April 1, 2009, with representatives from interested parties; and (2) is effective only on or after January 1, 2011. Allows any PHA that owns or operates fewer than 500 public housing units under the United States Housing Act of 1937 to elect to be exempt from asset management requirements imposed by the Secretary. Prohibits the Secretary from imposing any requirement, regulation, or guideline relating to asset management that restricts or limits in any way the use by PHAs of amounts for Capital Fund assistance for costs of any PHA central office. Requires the Secretary to ensure that PHAs encourage the reasonable efforts of resident tenant organizations to represent their members and of tenants to organize. Makes illegal immigrants ineligible for financial assistance under this Act. Prohibits the Secretary from accepting as reasonable any management or related fees for enforcing a dwelling lease or other similar agreement that requires the registration of or prohibits the possession of firearms by an individual for personal protection or for sport, if the possession is not prohibited, or the registration is not required, by existing law. Amends the United States Housing Act of 1937 to convert current community service requirements (and related exemptions) for adult residents of public housing projects to make them optional at the discretion of a PHA. Amends the Anti-Drug Abuse Act of 1988 to authorize appropriations for FY2009-FY2011. Expands the scope of eligible activities that may be conducted under public and assisted housing drug elimination programs.

FHA Housing Stabilization and Homeownership Retention Act of 2008 - Amends the National Housing Act to create the Refinance Program Oversight Board, charged with establishing program and oversight requirements for the programs established under this Act. Instructs the Secretary of Housing and Urban Development (HUD) to insure any (homeownership retention) mortgage covering a one- to four-family residence made to pay or prepay outstanding obligations under an existing mortgage on the residence. Declares that all penalties for prepayment of the existing mortgage, and all fees and penalties related to default or delinquency on all existing mortgages, shall be waived or forgiven. Sets forth terms for: (1) reduction of indebtedness under an existing senior mortgage; and (2) extinguishment of debt by refinancing. Requires any debt service payments due under a mortgage insured under this Act to be substantially reduced from the debt service payments due under the existing mortgage or mortgages. Requires the mortgage to provide that the HUD Secretary shall retain a lien on the residence which shall: (1) be subordinate to the mortgage insured under this Act but senior to all other existing mortgages on the residence; and (2) secure the repayment. Authorizes the Oversight Board to prohibit borrowers from granting a new second lien on the mortgaged property during the first five years of the term of the mortgage insured under this Act. Requires the mortgagee to document and verify the income of the mortgagor. Requires a mortgage insured under this Act to: (1) bear interest at a single fixed rate for the entire mortgage term; and (2) involve a principal obligation that does not exceed the limitation on the amount that would be allowable for a mortgage insured pursuant to the Economic Stimulus Act of 2008. Requires the Oversight Board to establish specified underwriting standards for mortgages insured under this Act, including a limitation on origination fees. Prohibits the aggregate original principal obligation of all mortgages insured under this Act from exceeding $300 billion. Directs: (1) the Oversight Board and the HUD Secretary to monitor independent quality reviews of designated underwriters and risk; and (2) the Inspector General of HUD to conduct an annual compliance audit of the mortgage insurance program under this Act. Requires the HUD Secretary to ensure that securities based on and backed by a pool or trust composed of mortgages insured under this Act are available to be guaranteed by the Government National Mortgage Association (GNMA) for timely payment of principal and interest. Makes the insurance of each mortgage under this Act the obligation of the Special Risk Insurance Fund. Directs the Board of Governors of the Federal Reserve System to study and report to specified congressional committees on the need for and efficacy of an auction or bulk refinancing mechanism to facilitate refinancing of existing residential mortgages that are at risk for foreclosure into mortgages insured under the National Housing Act.

Neighborhood Stabilization Act of 2008 - Requires the Secretary of Housing and Urban Development (HUD) to make grants and loans to qualified states, in accordance with HUD-approved plans, to carry out eligible housing stimulus activities. Allows such loans to be used by a state, a unit of local government or its entity, or a nonprofit organization. Limits the use of such loans to: (1) purchasing or financing the purchase of qualified foreclosed housing for resale as housing for homeownership to families having incomes of up to 140% of the median income for the area in which the housing is located; (2) rental of such housing only by families whose incomes do not exceed 100% of such median income in the area; and (3) rehabilitation of such property for the purpose of reselling it within three months at a price as close as possible to its acquisition price. Limits the use of grants to: (1) property holding and operating costs; (2) property-related acquisition costs; and (3) state-related administrative and planning costs. Requires the Secretary, by regulation, to prohibit the use of such grants or loans for: (1) political activities; (2) advocacy; (3) lobbying, whether directly or through other parties; (4) counseling services; (5) travel expenses; and (6) preparing or providing advice on tax returns. Requires the use of such grants to provide housing only for families with: (1) very low-income; and (2) extremely low-income. Prohibits a loan or grant recipient from discriminating against a prospective tenant because the individual holds a voucher or certificate of eligibility under section 8 (public housing rental assistance) of the United States Housing Act of 1937. Conditions the use of such loans or grants on a shared appreciation agreement between the federal government and the owner of such housing regarding the federal share of proceeds from its sale or disposition. Directs the Secretary to require a state to reimburse the Treasury for amounts of any misused funds.

Hubbard Act - Amends federal employment, armed forces, military pay, and veterans' benefits law to authorize the provision of the following benefits to a member of the Armed Forces who is discharged at the member's request pursuant to a Department of Defense (DOD) policy permitting the early discharge of a member who is the only surviving child in a family in which the father or mother, or one or more siblings, served in the Armed Forces and, incident to such service, was killed, died as a result of wounds, accident, or disease, is in a captured or missing in action status, or is permanently disabled: (1) continued payment, through the original agreed-upon service period, of any bonus, incentive, or similar benefit to which the member was entitled during service; (2) separation pay, even though the member has completed less than six years of active service before discharge; (3) transitional health care, on the same basis as an active-duty member, for 180 days after discharge; (4) transitional commissary and exchange benefits, on the same basis as an active-duty member, for two years after discharge; (5) veterans' housing loan, employment and training, and basic educational assistance; (6) federal unemployment compensation; and (7) veteran's preference for federal employment purposes. Makes this Act effective with respect to any such discharge granted after September 11, 2001.

Frank Melville Supportive Housing Investment Act of 2008 - Amends the Cranston-Gonzalez National Affordable Housing Act (the Act) to revise requirements for supportive housing for persons with disabilities. (Retains authority to provide such assistance to private nonprofit organizations to expand the supply of such housing.) Repeals the authority of the Secretary of Housing and Urban Development to provide tenant-based rental assistance directly to eligible persons with disabilities. Authorizes appropriations for such assistance under section 8 (rental voucher program) of the United States Housing Act of 1937 for persons with disabilities in FY2009. Modifies project rental assistance contract requirements, including renewal of, and increases in, annual contract amounts. Requires initial contracts with the sponsor of a project assisted with any low-income housing tax credit or with any tax-exempt housing bonds to have an initial term of up to 360 months and to provide funding for 60 months. Revises the requirement that all units in housing assisted by capital advances and project rental assistance contracts be made available for occupancy by very low-income persons with disabilities for at least 40 years. Requires the Secretary, within 30 days of issuing certain capital advances for multifamily projects (except group homes or independent living facilities), to delegate review and processing of such projects to a state or local housing agency meeting specified criteria. Revises tenant selection procedures. Requires a lease between a tenant and a housing owner to be for at least one year. Revises the application of cost limitations developed by the Secretary to supportive housing. Authorizes the Secretary to waive such limitations. Requires the Secretary to: (1) establish a minimum percentage of capital advances per fiscal year for multifamily projects; and (2) carry out a project rental assistance competitive demonstration program to expand the supply of supportive housing for non-elderly adults with disabilities and with extremely low-incomes or for extremely low-income households that include at least one disabled person.

Post-9/11 Veterans Educational Assistance Act of 2008 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Housing Assistance Tax Act of 2008 - Amends the Internal Revenue Code relating to the low-income housing tax credit, tax-exempt housing bonds, real estate investment trusts (REITs) and to provide assistance to first-time home buyers and home owners. Increases in 2008 and 2009 the state allocation limits on low-income housing tax credits. Modifies certain rules relating to the low-income housing tax credit, tax-exempt housing bonds, and the rehabilitation of government-leased buildings. Allows: (1) first-time home buyers a refundable tax credit for 10% of the purchase price of a principal residence, up to $7,500; and (2) individual taxpayers who claim the standard deduction an additional deduction from gross income for state and local real property taxes. Authorizes: (1) an additional $10 billion in the volume cap for issuing tax-qualified bonds for certain residential rental projects; and (2) use of mortgage bond proceeds to refinance certain subprime residential mortgage loans. Exempts from the alternative minimum tax (AMT) tax-exempt interest on certain housing bonds. Allows low-income housing and rehabilitation tax credit amounts to offset AMT liability. Allows certain municipal bonds that are guaranteed by federal home loan banks to qualify as tax-exempt bonds. Modifies rules relating to REITs to: (1) treat passive foreign exchange gains attributable to overseas real estate investment as qualifying REIT income; (2) increase from 20 to 25% the the maximum value of an REIT's total assets that may be represented by securities of one or more taxable REIT subsidiaries; (3) revise safe harbor rules for the excise tax penalty on certain REIT sales activities; and (4) treat rental payments made by a health care facility to an REIT as qualifying REIT income. Requires brokers who sell publicly-traded securities to report the customer's adjusted basis in such securities. Delays until after 2009 the taxpayer election to allocate interest expense between U.S. and foreign sources for purposes of the foreign tax credit limitation.

Amends the Internal Revenue Code to allow a business tax credit for a portion of compensation received for providing dental services under SSA titles XIX (Medicaid) or XXI (State Children's Health Insurance Program) (SCHIP) or from an uninsured individual. Requires the Secretary, acting through the the Director of the Centers for Disease Control and Prevention (CDC), to conduct a public education and awareness campaign on preventing, controlling, and ultimately eliminating early childhood caries. Amends SSA titles XIX and XXI to expand reporting requirements with respect to children's dental services. Requires the Comptroller General to study payment rates for dental services provided to individuals under Medicaid or SCHIP. Requires the Secretary to ensure the inclusion of dental health prevention and promotion activities within existing prenatal and maternal child health programs.
