Patients' Bill of Rights Act of 2001 - Sets forth provisions concerning group health plans and health insurers and the provision of certain advice and care, including: (1) emergency care; (2) obstetric and gynecological care; (3) specialists care; (4) prescription drugs; (5) participation in approved clinical trials; and (6) health plan information. Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act, and the Internal Revenue Code to, among other things: (1) provide for review and appeal of health plan decisions; (2) provide penalties for health plans failing to provide benefits; (3) provide for patient protection standards; (4) repeal the limitation on the number of Archer Medical Savings Accounts and increase the deduction for contributions to such accounts; and (5) set forth rules governing association health plans.

Department of the Interior and Related Agencies Appropriations Act, 2002- Makes appropriations for the Department of the Interior and related agencies for FY 2002. Title I: Department of the Interior - Makes appropriations for FY 2002 to the Bureau of Land Management (BLM) for: (1) land and resource management; (2) wildland fire management; (3) remedial action of hazardous waste substances; (4) construction; (5) payments in lieu of taxes to local governments; (6) land acquisition; (7) Oregon and California grant lands; (8) range improvements; (9) service charges, deposits, and forfeitures with respect to public lands; and (10) miscellaneous trust funds. Appropriates funds to the U.S. Fish and Wildlife Service for: (1) resource management; (2) construction; (3) land acquisition; (4) the establishment of a Landowner Incentive Program that provides assistance to private landowners for private conservation efforts; (5) the establishment of a Private Stewardship Grants Program; (5) expenses related to carrying out the Endangered Species Act of 1973; (6) the National Wildlife Refuge Fund; (7) expenses related to carrying out the North American Wetlands Conservation Act; (8) financial assistance for projects to promote the conservation of neotropical migratory birds; (9) expenses related to carrying out the African Elephant Conservation Act, the Asian Elephant Conservation Act of 1997, and the Rhinoceros and Tiger Conservation Act of 1994; and (10) wildlife conservation grants to States, the District of Columbia, U.S. territories, and Indian tribes. Makes appropriations for FY 2002 to the National Park Service (NPS) for: (1) the National Park System; (2) the U.S. Park Police; (3) reimbursement to the District of Columbia for benefit payments by the District to U.S. Park Police annuitants; (4) national recreation and preservation activities; (5) expenses related to carrying out the Urban Park and Recreation Recovery Act of 1978; (6) expenses related to carrying out the Historic Preservation Act of 1966 and the Omnibus Parks and Public Lands Management Act of 1996; (7) construction; and (8) land acquisition and State assistance from the Land and Water Conservation Fund. Rescinds specified contract authority to obligate funds from the Land and Water Conservation Fund for FY 2002. Makes appropriations for FY 2002 to: (1) the U.S. Geological Survey for surveys, investigations, and research; (2) the Minerals Management Service for royalty and offshore minerals management and oil spill research; (3) the Office of Surface Mining Reclamation and Enforcement for regulation and technology and the Abandoned Mine Reclamation Fund; (4) the Bureau of Indian Affairs (BIA) for operation of Indian programs, construction, Indian land and water claim settlements and miscellaneous payments to Indians, and Indian guaranteed loans; (5) assistance to U.S. territories and for carrying out the Compacts of Free Association with respect to Micronesia, the Marshall Islands, and Palau; (6) departmental management and the Offices of the Solicitor and of the Inspector General; (7) trust programs for Indians; (8) a program for consolidation of fractional interests in Indian lands by direct expenditure or cooperative agreement; and (9) natural resource damage assessment. Sets forth authorized and prohibited uses of specified funds. (Sec. 107) Prohibits the use of funds provided in this title for specified offshore leasing and related activities in the areas of or including California, the North Atlantic, Washington and Oregon, the eastern Gulf of Mexico, the North Aleutian Basin planning area, and the Mid-Atlantic and South Atlantic planning areas. (Sec. 112) Bars the NPS from developing a reduced entrance fee program to accommodate non-local travel through a unit. Authorizes the Secretary of the Interior (Secretary) to provide for and regulate local non-recreational passage through National Park System units, allowing each unit to develop guidelines and permits for activity appropriate to such unit. (Sec. 115) Provides that, for purposes of reducing the backlog of Indian probate cases in the Department of the Interior, certain hearing requirements with respect to descent and distribution of Indian lands are deemed satisfied by a proceeding conducted by an Indian probate judge appointed by the Secretary without regard to requirements for competitive service appointments. (Sec. 116) Allows the Secretary to redistribute any Tribal Priority Allocation funds to alleviate tribal funding inequities by transferring funds to address identified, unmet needs, dual enrollment, overlapping service areas, or inaccurate distribution methodologies. Prohibits any reduction in such funds of more than ten percent in FY 2002 for any tribe. (Sec. 117) Prohibits the use of funds in this Act to establish a new National Wildlife Refuge in the Kankakee River basin that is inconsistent with Army Corps of Engineers efforts to control flooding and siltation in that area. (Sec. 119) Requires the Secretary to ensure that the lands composing the Huron Cemetery in Kansas are used only for religious and cultural purposes compatible with their use as a cemetery and a burial ground. (Sec. 120) Bars the use of funds appropriated for the Department of the Interior by any Act to study or implement any plan to drain Lake Powell or to reduce its water level below the range required for the operation of the Glen Canyon Dam. (Sec. 122) Amends the National Parks Omnibus Management Act of 1998 to extend through FY 2002 the Secretary's authority to obligate expenditure of fees, before they are received, under a transportation services contract at Zion National Park. (Sec. 123) Allows the NPS to authorize, through a cooperative agreement, the Golden Gate National Parks Association to provide fee-based education, interpretive, and visitor service functions within the Crissy Field and Fort Point Areas of the Presidio. (Sec. 125) Directs the Secretary to carry out a demonstration program to provide grants to Indian tribes for half the costs of constructing tribally controlled schools. (Sec. 126) Directs the Administrator of General Services to sell specified improvements and equipment situated on the White River Oil Shale Mine in Uintah County, Utah. Title II: Related Agencies - Makes FY 2002 appropriations for the Forest Service (Department of Agriculture) for: (1) forest and rangeland research; (2) State and private forestry; (3) National Forest System; (4) wildland fire management; (5) land acquisitions, including specified National Forest areas in Utah, Nevada, and California; (6) Federal land management in Alaska; and (7) specified administrative activities. Makes appropriations for the Department of Energy for the following areas: (1) fossil energy research and development that includes acquisition of real property, plants or facilities, technological investigations and research targeting mineral substances and a Clean Coal Power Initiative; (2) engineering studies regarding development of Shannon Formation at Naval Petroleum Reserve Number3; (3) installment payments pertaining to the Elk Hills School Lands Fund; (4) implementation of energy conservation activities; (5) implementation of activities of the Office of Hearings and Appeals, and of the Energy Information Administration; (6) Strategic Petroleum Reserve; (7) Northeast Home Heating Oil Reserve; and (8) specified administrative items pertaining to the General Services Administration. States that, unless specifically provided for in an appropriations Act, funds made available to the Department of Energy under this Act may not be used to: (1) finance or implement authorized price support or loan guarantee programs; or (2) issue or process procurement documents for various enterprises. Makes appropriations for FY 2002 to the Department of Health and Human Services for the Indian Health Service (IHS) and Indian health facilities. Makes appropriations for FY 2002 to: (1) the Office of Navajo and Hopi Indian Relocation; and (2) the Institute of American Indian and Alaska Native Culture and Arts Development. Sets forth requirements for uses of, and limitations on, funds appropriated under this title. Makes appropriations in specified amounts for various purposes to: (1) the Smithsonian Institution (earmarking certain funds for the National Museum of the American Indian, the Council of American Overseas Research Centers, the National Zoological Park, and other specified programs); (2) the National Gallery of Art; (3) the John F. Kennedy Center for the Performing Arts; (4) the Woodrow Wilson International Center for Scholars; (5) the National Foundation on the Arts and the Humanities, including the National Endowment for the Arts (NEA) and the National Endowment for the Humanities; (6) the Institute of Museum and Library Services, for Office of Museum Services grants and administration; (7) the Challenge America Arts Fund, for Challenge America Grants for arts education and public outreach activities to be administered by the NEA; (8) the Commission of Fine Arts, including expenses for National Capital Arts and Cultural Affairs; (9) the Advisory Council on Historic Preservation; (10) the National Capital Planning Commission; (11) the United States Holocaust Memorial Council, for the Holocaust Memorial Museum; and (12) the Presidio Trust Fund. Title III: General Provisions - Sets forth limitations on the use of funds under this Act. (Sec. 306) Prohibits the use of funds under this Act for: (1) planning or offering timber from giant sequoias on BLM or Forest System lands for sale in a manner different than such sales were conducted in FY 2001; (2) entering by the NPS into a concession contract which provides for the removal of the underground lunchroom at Carlsbad Caverns National Park; (3) demolishing the bridge between Jersey City, New Jersey, and Ellis Island, or preventing its use, if safe, by pedestrians; and (4) accepting or processing applications for a patent for mining or mill site claims located under the general mining laws, unless the Secretary takes specified actions. (Sec. 310) Provides that amounts appropriated to or earmarked in committee reports for the BIA and the IHS for payments to tribes and tribal organizations for contract support costs associated with self-determination or self-governance contracts, grants, compacts, or annual funding agreements are the total amounts available for FY 1994 through 2001 for such purposes, except that, for the BIA, such entities may use their tribal priority allocations for unmet indirect costs. (Sec. 311) Authorizes the Secretaries of Agriculture and of the Interior to limit competition for watershed restoration project contracts as part of the Jobs in the Woods Program established in Region 10 of the Forest Service to individuals and entities in timber-dependent areas in Washington, Oregon, northern California, and Alaska that have been affected by reduced timber harvesting on Federal lands. (Sec. 312) Extends the authority to collect fees under the recreational fee demonstration program through FY 2006. Makes funds available in accounts established under such program through FY 2009. (Sec. 314) Bars the use of funds made available in any Act to designate any portion of Canaveral National Seashore in Brevard County, Florida, as a clothing-optional area or area in which public nudity is permitted if such designation would be contrary to county ordinance. (Sec. 315) Requires the Chairperson of the NEA to: (1) award grants to individuals only for literature, National Heritage, or American Jazz Masters fellowships; and (2) establish procedures to ensure that no funding provided through a grant, except one made to a State or local arts agency or regional group, may be used to make a grant to any other individual or organization to conduct activities independent of the grant recipient. Prohibits NEA grants from being used for seasonal support to a group unless the application is specific to the contents of the season. (Sec. 317) Requires the Chairperson of the NEA to: (1) ensure that priority is given to providing services or awarding financial assistance for projects or programs that serve underserved populations; and (2) establish a grant category for programs of national impact or availability or able to tour several States. (Sec. 323) Sets forth requirements for the sale of timber in Region 10 of the Forest Service, including western red cedar timber. (Sec. 324) Requires the Forest Service to review its campground concessions policy to determine if modifications can be made to its campgrounds contracts so that such concessions are exempted from the Service Contract Act. Requires the Forest Service to offer concession prospectuses under the regulatory exemption in FY 2002. (Sec. 326) Authorizes the Secretary of Agriculture to limit competition for fire and fuel treatment and watershed restoration contracts in the Giant Sequoia National Monument and the Sequoia National Forest. Gives employment preference to dislocated and displaced workers in Tulare, Kern, and Fresno Counties, California, for work associated with the establishment of the Giant Sequoia National Monument. (Sec. 327) Directs the Secretary of Agriculture to complete revisions to all land and resource management plans as expeditiously as practicable. (Sec. 328) Provides that, until the end of FY 2003, the authority of the Secretary of Agriculture to enter into a cooperative agreement for the facilitation of the administration of Forest Service programs and activities includes the use of that legal instrument when the principal purpose of the resulting relationship is to the benefit of the Forest Service and the other party or parties to the agreement, including nonprofit entities. (Sec. 329) Provides for a pilot program through FY 2005 under which the Secretary of Agriculture may by sale or exchange make up to ten conveyances of excess buildings and other structures on National Forest System lands. Requires the concurrence of the congressional appropriation committees in advance of each such conveyance. Requires sales proceeds to be retained for maintenance and rehabilitation within the Region in which the building or structure is located. (Sec. 330) Amends the Land Between the Lakes Protection Act of 1998 to extend procurement authority with respect to the Land Between the Lakes National Recreation Area through FY 2004. (Sec. 331) Amends the Department of the Interior and Related Agencies Appropriations Act, 1999 to extend through FY 2005 the authority of the Secretary of Agriculture to use Forest Service funding for entering into cooperative watershed restoration and enhancement agreements with public and private entities.

Expresses the sense of Congress that: (1) the status quo on Cyprus must end and the island and its people must be reunited in a bi-zonal, bi-communal federal Cyprus, on the basis of United Nations Security Council resolutions; (2) the accession of Cyprus to the European Union (EU) would act as a catalyst for the solution of the Cyprus problem without such solution being a precondition for accession; (3) membership of Cyprus to the EU should be strongly supported; (4) all Cypriots should be urged to support and encourage efforts to bring Cyprus into the EU; and (5) U.S. agencies should pursue initiatives that will help promote and achieve reunification, reconciliation, stability, and prosperity on Cyprus.

Invest in Space Now Act of 2001 - Amends the Internal Revenue Code to allow a credit for the purchase of space transportation vehicle provider stock (as defined by this Act). Sets forth separate credit limitations for large and small capitalization providers, as well as aggregate annual limitations. Directs the Secretary of Transportation to carry out a United States Commercial Space Transportation Vehicle Industry Authorization Program to provide tax credit eligibility to support qualified commercial space transportation vehicle development startup ventures.

Rural Health Care Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) revision in the Medicare disproportionate share hospital (DSH) payment adjustment for rural hospitals equalizing DSH payment amounts; (2) a single, standardized amount under the Medicare inpatient hospital prospective payment system (PPS); (3) treatment of certain physician pathology services; (4) elimination of the 15 percent reduction in payment rates under the Medicare PPS for home health services; (5) a permanent increase in the Medicare payment amount for home health services furnished in a rural area; and (6) exclusion of certain rural health clinic services and federally qualified health center services from the PPS for covered skilled nursing facility services. Amends the Public Health Service Act (PHSA) to establish: (1) a capital infrastructure revolving loan program under which the Secretary of Health and Human Services may make described loans to any rural entity for projects for capital improvements from the loan and loan guarantee fund under PHSA; (2) a high technology acquisition grant and loan program under which the Secretary may award grants and make loans to any eligible entity for any costs incurred by the eligible entity in acquiring eligible equipment and services for improving the quality of health care in rural areas; and (3) a program of grants to eligible entities under which the Secretary shall award such grants to public or nonprofit private entities to establish telehealth resource centers for the health care needs of individuals in rural areas. Amends the Internal Revenue Code to exclude from gross income for income tax purposes any payments received under the National Health Service Corps Loan Repayment Program.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees.

National Monument Fairness Act of 2001 - Revises Federal law with respect to a presidential proclamation that, during one calendar year, either creates a national monument that is more than 50,000 acres or that adds more than 50,000 acres to an existing national monument. Prohibits the issuance of such a proclamation until 30 days after the President has transmitted the proposed proclamation to the Governor of the State or States in which such acreage is located, soliciting written comment. Makes any such proclamation ineffective two years after its issuance unless Congress has approved it by law. Requires the President: (1) to solicit public participation and comment in the development of a monument proclamation; (2) to consult with the Governor and entire congressional delegation of the State or territory in which such lands are located at least 60 days before any national monument proclamation; and (3) before issuing it, to consider any information, including public comments, made available in the development of existing plans and programs for the management of the lands under consideration. Requires any management plan for a national monument developed subsequent to a proclamation made under this Act to comply with the procedural requirements of the National Environmental Policy Act of 1969.

Protection of Lawful Commerce in Arms Act - Amends the Organic Act to direct the Secretary of Commerce to establish and maintain a list of each person that notifies the Secretary that it is a manufacturer or seller that is: (1) licensed to engage in interstate or foreign commerce of a firearm or ammunition product; or (2) is a trade association representing such manufacturers or sellers. Declares that any lawful conduct carried out by a manufacturer or seller in interstate or foreign commerce of a firearm or ammunition product, or lawful conduct carried out by a trade association in the course of representing such manufacturers or sellers, shall not be the basis for imposing a restriction on such commerce (the award of civil damages, equitable relief, or any other specified limitation) as a result of harm caused by the criminal or other unlawful misuse of such firearm or ammunition product by any other person.

Uniformed Services Former Spouses Equity Act of 2001 - Requires payment from the monthly disposable retired pay of a member to his or her former spouse in compliance with court orders (division of property) to terminate upon the remarriage of that spouse, effective as of the last day of the month in which the remarriage occurs. Provides that, in the case of a member to whom a final decree of divorce, dissolution, annulment, or legal separation is issued before the member begins to receive retired pay, the disposable retired pay of such member, for purposes of such monthly payments, shall be computed based on the pay grade and length of service of the member while married. Increases such amount concurrently with retired pay increases. Requires a member's spouse or former spouse to obtain a court order for reapportionment of a member's monthly disposable retired pay by the later of the following dates: (1) two years of the date of the final decree of divorce, dissolution, annulment, or legal separation; or (2) six months after the enactment of this Act. Prohibits the court from treating as part of a member's disposable retired pay amounts which have been waived from such pay in order to receive veterans' disability compensation.

Amends the Internal Revenue Code to, until December 31, 2005: (1) provide for the treatment, as an involuntary conversion, of qualified dispositions of dairy property which is certified by the Secretary of Agriculture as having been the subject of an agreement under the bovine tuberculosis eradication program, as implemented pursuant to the Declaration of Emergency Because of Bovine Tuberculosis; and (2) permit the expensing of qualified dairy property reclamation costs.

Directs the Secretary of the Interior to: (1) determine the extent and value of the nontribal interest ownership of the subsurface rights, including mineral rights, within the boundaries of the Acoma Indian Reservation; (2) negotiate and complete an exchange of such interests of willing sellers for interests in Federal land of approximately the same value in New Mexico that is identified by the Bureau of Land Management as available for disposal; and (3) place acquired interests into trust for the Pueblo of Acoma.

Amends the Radiation Exposure Compensation Act (Act) to: (1) revise specified geographic and illness eligibility criteria with respect to claims relating to atmospheric testing and uranium mining; and (2) make funding for the Radiation Exposure Compensation Trust Fund permanent. Requires periodic claims and budget reporting by the General Accounting Office with respect to Department of Justice administration of the Act. Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 to: (1) provide a $50,000 payment plus medical benefits for a covered individual (or survivor) who has received an atmospheric testing or uranium mining payment under the Act; and (2) extend coverage to all covered individuals (currently covered uranium employees).

Requires the American Battle Monuments Commission to proceed expeditiously with the construction of the National World War II Memorial at the dedicated Rainbow Pool site in the District of Columbia. Declares that: (1) the requirements of the National Environmental Policy Act of 1969, the Commemorative Works Act, and any other law pertaining to the siting and design of the Memorial have been met; and (2) the decision to construct the Memorial at such site, decisions implementing this Act, and decisions about design are final, conclusive, and not subject to administrative or judicial review.

Eliminate Colorectal Cancer Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require coverage of colorectal cancer screening according to certain guidelines by a group health plan, a health insurance issuer offering group health insurance coverage, and a health insurance issuer in the individual market. Directs the Secretaries of Labor and of Health and Human Services to ensure coordination in the implementation and enforcement of this Act.

Medical Savings Account Availability Act of 2001 - Amends the Internal Revenue Code with respect to medical savings accounts to: (1) repeal restrictions on the number of accounts which may be established; and (2) expand the availability of such accounts to individuals other than the self-employed and employees of small employers.

Citizen Legislature and Political Freedom Act - Amends the Federal Election Campaign Act of 1971(FECA) to terminate limitations on Federal election campaign contributions after 2002. Amends the Internal Revenue Code to terminate after December 31, 2001, the designation of income tax payments to the Presidential Election Campaign Fund. Terminates the Fund itself and the Presidential Primary Matching Payment Account after December 31, 2002, and transfers any amounts remaining in the Fund to the general fund of the Treasury. Amends FECA, in the case of a political committee of a national political party, to require reports of all funds transferred to any political committee of a State or local political party, without regard to whether or not the funds are otherwise treated as contributions or expenditures under such Act (soft money). Requires any political committee of a State or local political party to file with the Federal Election Commission (FEC) a copy of any report on disbursements it is required under a State or local law, rule, or regulation to submit to the State or local government. Revises current deadlines for notification of contributions by a campaign committee. Declares that the "best efforts" exception to noncompliance with FECA shall not apply with respect to information regarding the identification of any contributor of more than $200 in the aggregate during a calendar year (thus requiring strict observance of reporting deadlines for all such contributions). Provides that, except with the separate, prior, written, voluntary authorization of each individual involved, it shall be unlawful for described labor organizations to collect from or to assess its members or nonmembers any dues, initiation fee, or other payment if any part of it will be used for political activity in which the labor organization is engaged. Changes the name of the FEC to the Federal Campaign Regulation Commission.

Native American Breast and Cervical Cancer Treatment Technical Amendment Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act and Federal law commonly known as the Benefits Improvement and Protection Act to ensure that Indian women with breast or cervical cancer, who are eligible for health services provided under a medical care program of the Indian Health Service or of a tribal organization, are included in the optional Medicaid eligibility category of breast or cervical cancer patients added by the Breast and Cervical Cancer Prevention and Treatment Act of 2000.

Military Overseas Voter Empowerment Act of 2001 - Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to provide that, for purposes of voting for a Federal or State office, a person who is absent from a State in compliance with military or naval orders shall not, solely by reason of that absence be deemed to have: (1) lost a residence or domicile in that State, without regard to whether or not the person intends to return to that State; (2) acquired a residence or domicile in any other State; or (3) become a resident in or a resident of any other State. Amends the Uniformed and Overseas Citizens Absentee Voting Act to provide for: (1) extension of registration and balloting rights for absent uniformed services voters to State and local elections; (2) treatment of applications and absentee ballots submitted by absent uniformed services voters; and (3) coverage of recently separated uniformed services voters as absent uniformed services voters. Directs the Secretary of Defense to carry out a demonstration project under which absent uniformed services voters are permitted to cast ballots in the regularly scheduled general election for Federal office for November 2002 through an electronic voting system.

Motor Vehicle Franchise Contract Arbitration Fairness Act of 2001 - Provides that whenever a motor vehicle franchise contract provides for the use of arbitration to resolve a controversy arising out of or relating to the contract, arbitration may be used to settle the controversy only if both parties consent in writing after such controversy arises. Requires the arbitrator to provide the parties with a written explanation of the factual and legal basis for the award.

Deposit Insurance Stabilization Act - Amends the Deposit Insurance Funds Act of 1996 to make the effective date for the merger of the Bank Insurance Fund with the Savings Association Insurance Fund 60 days after the date of enactment of this Act. Amends the Federal Deposit Insurance Act to authorize the Board of Directors of the Federal Deposit Insurance Corporation to impose a fee upon an uninsured depository institution that experiences a net increase in new insured deposits in excess of a percentage the Corporation determines appropriate. Repeals the minimum assessment requirements for semiannual assessments under the risk-based assessment system for any depository insurance fund.

Public Expression of Religion Act of 2001 - Amends provisions regarding civil actions for deprivation of rights to specify that where the deprivation consists of a violation of a prohibition in the Constitution against the establishment of religion, the remedy shall be limited to injunctive relief. Prohibits the award of attorney's fees with respect to such claims.

Justice for United States Prisoners of War Act of 2001 - Requires any Federal court in which an action is brought against a Japanese national by a member of the U.S. armed forces seeking compensation for mistreatment or failure to pay wages in connection with labor performed in Japan for such national as a prisoner of war during World War II to: (1) apply the applicable statute of limitations of the State in which the action is pending; and (2) not construe a specified provision of the Treaty of Peace With Japan as a waiver by the United States of such claims. States that it is U.S. policy to ensure that any war claims settlement terms between Japan and any other country that are more beneficial than terms extended to the United States under the above Treaty are extended to the United States with respect to claims under this Act. Authorizes the Secretary of Veterans Affairs to secure information relating to chemical or biological tests conducted by Japan on members of the U.S. armed forces held as prisoners of war during World War II.

Amends the Elementary and Secondary Education Act of 1965 to reauthorize and revise provisions for the National Writing Project (NWP). Increases the maximum amount for any one contractor under limits on the Federal share of NWP teacher training programs. Repeals the classroom teacher grants program under NWP. Increases and extends through FY 2006 the authorization of appropriations for NWP.

Universal Service Support Act - Amends the Communications Act of 1934 to terminate current caps and limitations on universal service support mechanisms. Prohibits the Federal Communications Commission (FCC) from enforcing or reimposing such caps or limitations for rural telephone companies or exchanges they acquire based on fund size or other considerations unrelated to the sufficiency of support to achieve desired purposes. Requires the FCC to calculate: (1) high-cost (in excess of 115 percent of the nationwide average) loop (connection) support portions; and (2) the nationwide average unseparated loop cost.

Family Farm Protection Act - Amends the Internal Revenue Code to exclude from gross income any gain on the sale of a qualified family farm interest to a family member of the taxpayer. Requires the taxpayer (or a member of the taxpayer's family) to have participated materially in the farming business operation during the five years preceding the sale, and requires the family member purchasing the interest to participate materially during the five years following the sale. Provides for recapture of tax foregone because of the exclusion if during the five years following the sale: (1) the interest ceases to be used in a farming business; or (2) the purchasing family member fails to participate materially in the farming business.

Constitutional Amendment - Requires that any bill, resolution, or other legislative measure changing the internal revenue laws shall require for final adoption in each House the concurrence of two-thirds of the Members of that House voting and present, unless the bill is determined at the time of adoption, in a reasonable manner prescribed by law, not to increase the internal revenue by more than a de minimis amount. States that for purposes of determining any increase, there shall be excluded any increase resulting from the lowering of an effective rate of any tax. Requires journal entry of any vote. Permits the waiver of such requirement, for up to two years, if there is a declaration of war or if the United States is engaged in a military conflict which causes an imminent and serious threat to national security and is so declared by a joint resolution which becomes law.

Railroad Retirement and Survivors' Improvement Act of 2001 - Amends the Railroad Retirement Act of 1974 to increase benefits to railroad employees and their beneficiaries and to revise financing of the pension part (tier II) of the railroad retirement system. Establishes a Railroad Retirement Trust Fund and a Railroad Retirement Investment Trust to manage and invest Fund assets. Abolishes the Railroad Retirement Supplemental Annuity Account and provides for transfer of its funds to the Fund. Provides for transfer to the Fund of certain portions of the Railroad Retirement Account and of Social Security Equivalent Benefit account funds. Transfers to the disbursing agent from the Dual Benefits Payments Account the amount necessary to make dual benefit payments. Requires the Railroad Retirement Board (RRB) to calculate the ratio of assets to benefits to determine annual tier II tax rates for employers, employee representatives, and employees. Amends the Internal Revenue Code to exempt the Fund from taxation. Repeals a supplemental annuity tax that railroad employers pay to finance a benefit for long-time rail employees. Provides for adjustments to railroad employers, employee representatives, and employee tier II tax rates.

Amends the Endangered Species Act of 1973 to exempt from provisions requiring consultation and conferencing with the Secretary of the Interior any agency action that consists of: (1) reconstruction or repair of a Federal or non-Federal levee to address a critical, imminent threat to public health or safety or to address a catastrophic natural event; or (2) maintaining the structural integrity of such a levee. Provides that any activity by a Federal or non-Federal person that consists of such an action is not a taking of a species for purposes of the Act.

Marriage Tax Elimination Act of 2001 - Amends the Internal Revenue Code (IRC) to provide that the basic standard deduction on a joint return shall be equal to 200 percent of the dollar amount of an individual who is not married. Provides a schedule for making, by 2005, the maximum taxable income in the lowest married bracket equal to double the maximum taxable income in the lowest single filer bracket. Increases the earned income credit phaseout amount on a joint return by $2,000. Revises IRC provisions relating to limitation based on tax liability and the definition of such liability to provide that the aggregate amount of credits allowed as nonrefundable personal credits shall not exceed the sum of: (1) the taxpayer's regular tax liability for the taxable year reduced by the foreign tax credit; and (2) the tax imposed by the alternative minimum tax.

Voting Equipment Modernization Act of 2001 - Amends the Internal Revenue Code to permit, for a two year period, taxpayers to check-off one dollar to be paid into the Election Administration Improvement Fund (established by this Act) which shall provide funding to States for carrying out activities to improve the administration of elections for Federal office, including the purchase and maintenance of improved voting equipment and technology.

Comprehensive Retirement Security and Pension Reform Act of 2001 - Amends the Internal Revenue Code (the Code) with respect to pensions. (All the following are amendments to the Code, except where the Employee Retirement Income Security Act of 1974, ERISA, is mentioned.) Increases: (1) annual dollar Individual Retirement Account (IRA) contribution limits; and (2) benefit and contribution limits, with indexes for inflation. Revises requirements relating to: (1) plan loans for subchapter S owners, partners, and sole proprietors; and (2) specified top-heavy rules. Provides that elective deferrals shall not be taken into account for purposes of limits on certain plan contributions. Repeals specified coordination requirements for deferred compensation plans of State and local governments and tax-exempt organizations. Revises certain deduction limits for stock bonus and profit sharing trusts and for defined contribution plans. Provides for optional treatment of elective deferrals as after-tax contributions. Allows individuals age 50 or older to make additional contributions to an applicable employer plan (section 401(k) or similar plan). Sets forth requirements relating to equitable treatment for contributions of employees to defined contribution plans. Provides for faster vesting of certain employer matching contributions under the Code and ERISA. Revises: (1) minimum distribution rules; (2) requirements relating to tax treatment of division of section 457 plan benefits upon divorce; and (3) provisions for safe harbor relief for hardship withdrawals from 401(k) plans. Permits, under certain conditions, rollovers: (1) from and to various types of plans; (2) of IRAs into workplace retirement plans; and (3) of after-tax contributions in an exempt trust. Sets forth a hardship exception to the 60-day rule. Sets forth requirements for treatment of forms of distribution available under transferor and transferee plans under the Code and ERISA. Revises restrictions on distributions, including the same desk exception. Allows trustee-to-trustee transfers to purchase permissive service credit with respect to governmental defined benefit plans. Allows employers to disregard rollovers for purposes of cash-out amounts, under retirement plan provisions of the Code. Revises minimum distribution and inclusion requirements for section 457 plans. Repeals, for plan years beginning in 2004 and following years, the current liability full funding limit under the Code and ERISA. Revises maximum contribution deduction rules, and applies them to all defined benefit plans. Allows an employer, in determining the amount of nondeductible contributions for any taxable year, to elect not to take into account any contributions to a defined benefit plan except to the extent they exceed the full-funding limitation. Establishes an excise tax for the failure of a defined benefit plan or an individual account plan (except governmental, church, and other specified plans) subject to minimum funding standards to meet specified notice requirements, under the Code and ERISA, for plan amendments which significantly reduce benefit accruals. Makes certain compensation limitations for defined benefit plans inapplicable to governmental and multiemployer plans. Prohibits combining or aggregating a multiemployer plan with any other plan maintained by the employer for the purpose of applying such limitations. Amends the Taxpayer Relief Act of 1997 to protect the investment of employee contributions to 401(k) plans by providing that specified requirements apply to elective deferrals for plan years beginning after December 31, 1998. Requires that pension benefit statements be furnished annually (once every three years for defined benefit plans) or on request. Establishes an excise tax for certain prohibited allocations of stock in an S corporation ESOP. Revises Code and ERISA requirements relating to timing of plan valuations. Allows applicable dividends of ESOPs to be reinvested without loss of dividend deduction. Repeals a transition rule relating to certain highly compensated employees under the Tax Reform Act of 1986. Directs the Secretary to modify specified regulations with respect to certain plan participation by employees of tax-exempt entities. Treats the provision of certain retirement planning services by an employer for an employee as a de minimis fringe benefit to the extent it is not treated as a working condition fringe. Directs the Secretary of the Treasury to provide simplified annual filing requirements for retirement plans with assets below a specified amount, if they cover: (1) one participant (an owner and spouse); or (2) fewer than 25 employees. Directs the Secretary to continue to update and improve the Employee Plans Compliance Resolution System, or any successor program. Repeals a multiple use test. Allows certain alternative ways of satisfying nondiscrimination, coverage, and line of business rules. Exempts plans maintained by any governmental entity from certain nondiscrimination rules. Directs the Secretary to modify specified regulations relating to the notice and consent period regarding distributions. Revises ERISA provisions relating to: (1) annual report dissemination; (2) the National Summit on Retirement Savings; (3) missing participants; (4) Pension Benefit Guaranty Corporation (PBGC) reduction of premiums for new plans of small employers and of additional premiums for new and small plans; (5) PBGC authority to pay interest on premium overpayment refunds; (6) substantial owner benefits in terminated plans; (7) civil penalties for breach of fiduciary responsibility; and (8) benefit suspension notices. Prescribes time requirements for plan amendments or annuity contract amendments.

Death Tax Elimination Act - Repeals the estate tax, gift tax, and the tax on generation-skipping transfers, effective January 1, 2011. Provides for annual reductions of the tax until such date. Increases the unified estate and gift tax credit to $1.3 million. Repeals the estate and gift tax provisions applicable to family-owned businesses. Amends provisions concerning the special rules for allocation of the generation-skipping tax (GST) exemption to provide, as a general rule, that: (1) if any individual makes an indirect skip during such individual's lifetime, any unused portion of such individual's GST exemption shall be allocated to the property transferred to the extent necessary to make the inclusion ratio for such property zero; and (2) if the amount of the indirect skip exceeds such unused portion, the entire unused portion shall be allocated to the property transferred. Declares that, if a trust is severed in a qualified severance, the trusts resulting from such severance shall be treated as separate trusts thereafter. Revises valuation rules for gifts for which a gift tax return was filed or deemed allocation made. Provides that, if an allocation of the GST exemption to any transfers of property is deemed to have been made at the close of an estate tax inclusion period, the value of the property shall be its value at such time. Directs the Secretary of the Treasury to prescribe circumstances and procedures under which extensions of time will be granted to make an allocation of GST exemption or an election not to apply specified allocation requirements to certain lifetime direct skips, indirect skips, or transfers to a particular trust. Increases the permissible number of partners or shareholders in a closely held business for purposes of eligibility for an extension of estate tax payments.

Budget Responsibility and Efficiency Act of 2001 - Amends the Congressional Budget Act of 1974 to revise the Federal and congressional budget processes by establishing a two-year budgeting and appropriations cycle and timetable. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Conforms provisions of the Rules of the House of Representatives, provisions governing the President's budget, and requirements for certain strategic and performance plans and reports to the biennial framework. Provides a point of order against any measure that contains a specific authorization of appropriations unless such authorization is for each fiscal year in a biennium. Requires the President's budget submission for FY 2004 to identify budget accounts for which an appropriation should be made for each fiscal year of the FY 2004-2005 biennium. Directs congressional committees, during the 108th Congress, to work with the Comptroller General to develop plans to transition program authorizations to a multi-year schedule. Sets forth additional transition requirements. Makes this Act applicable to budget resolutions and appropriations for the biennium beginning with FY 2006.

Consumer Assurance of Radiologic Excellence Act - Amends title XIX (Medicaid) of the Social Security Act to prohibit certain payments to States for expenditures for medical imaging procedures or radiation therapy procedures, unless the State meets specified requirements for State medical radiation licenses, including minimum licensing standards the Secretary of Health and Human Services shall establish.

Appropriates specified funds to the Radiation Exposure Compensation Trust Fund for payments to eligible beneficiaries under the Radiation Exposure Compensation Act. Requires such appropriation to be designated by the President's official budget and by Congress as an emergency requirement for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).
