Guam World War II Loyalty Recognition Act - Recognizes the suffering and the loyalty of the people of Guam during the Japanese occupation of Guam in World War II. Directs the Secretary of the Treasury to make specified payments to: (1) living Guam residents who were raped, injured, interned, or subjected to forced labor or marches resulting from, or incident to, such occupation and subsequent liberation; and (2) survivors of compensable residents who died in war or survivors of compensable injured residents (such payments to be made after payments have been made to surviving Guam residents). Defines "compensable Guam decedent" and "compensable Guam victim." Directs the Foreign Claims Settlement Commission to specify injuries that would constitute a severe personal injury or a personal injury. Authorizes the Commission to adjudicate claims and determine payment eligibility. Requires: (1) claims to be filed within one year after the Commission publishes public notice of the filing period in the Federal Register; and (2) the Commission to make filing period information available to the public through the media in Guam. Directs the Secretary of the Interior to establish a grant program for research, educational, and media activities that memorialize the events surrounding the occupation of Guam during World War II or honor the loyalty of the people of Guam during such occupation, or both.

Climate Change Rebate Act of 2008 - Requires that 35% of the total value of greenhouse gas emission allowances created by federal legislation limiting such emissions be auctioned each year to finance the purposes of this Act. Amends the Internal Revenue Code to allow certain low-income taxpayers a refundable tax credit for energy cost increases attributable to carbon regulation (climate change tax credit). Requires the Administrator of the Environmental Protection Agency (EPA) to: (1) formulate and administer a Climate Change Rebate Program to provide monthly rebates based on energy cost increases to low-income families and families receiving federal assistance; (2) establish a schedule and standards to implement such Program. Requires receipts from the auction of greenhouse gas emission allowances to be used equally for the Low-Income Home Energy Assistance Program and the Weatherization Assistance Program under the Energy Conservation and Production Act.

Juvenile Justice Reform Act of 2008 - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to: (1) revise the definition of "contact" in such Act to include any sight or sound interaction between a juvenile in custody and an adult inmate; (2) expand eligibility for participation in grant programs under such Act to certain individuals and organizations with an interest in the juvenile justice system ("juvenile justice stakeholders"); (3) require state plans under such Act to provide for increased protections for juveniles in custody, provide for culturally and linguistically appropriate services to juveniles at risk, and establish policies and strategies to identify and reduce racial and ethnic disparities among youths in the juvenile justice system; (4) require the inclusion on state juvenile delinquency prevention advisory boards of individuals with experience and competence in addressing the needs of girls or in implementing gender responsive services; and (5) require the Administrator of the Office of Juvenile Justice and Delinquency Prevention to assess and report on the effectiveness of treating juveniles as adults for purposes of criminal prosecutions. Amends the Incentive Grants for Local Delinquency Prevention Programs Act of 2002 to require the inclusion of gender specific services in the incentive grant program for juvenile delinquency prevention.

Bruce Vento Ban Asbestos and Prevent Mesothelioma Act of 2008 - Amends the Toxic Substances Control Act to require the Administrator of the Environmental Protection Agency (EPA) to establish a plan and initiate a program to: (1) increase awareness of the dangers posed by asbestos-containing products in homes and workplaces and by asbestos-related diseases; (2) provide information to, and encourage participation in research and treatment endeavors by, asbestos-related disease patients and their families and front-line health care providers; and (3) encourage health care providers and researchers to provide to patients and their families information relating to research, diagnostic, and clinical treatments relating to asbestos. Prohibits any person from importing, manufacturing, processing, or distributing asbestos-containing products, subject to limited exemption upon petition and specified exemptions sought by the Department of Defense (DOD) and the National Aeronautics and Space Administration (NASA). Sets forth exceptions for specified levels of asbestos with respect to: (1) chlor-alkali electrolysis installations or caustic soda produced at such installations; (2) aggregate products (extracted from stone, sand, or gravel operations) that are imported, manufactured, processed, or distributed in commerce for use as an integral part of specified cemented materials; (3) calcium carbonate, olivine, talc, vermiculite, and wollastonite; and (4) taconite pellets or iron ore that will be used to produce such pellets (but the prohibition does apply to tailings, waste material, or other byproducts of iron ore extraction). Provides that such prohibitions shall apply to any asbestos-containing calcium carbonate, olivine, talc, vermiculite, and wollastonite imported, manufactured, processed, or distributed in commerce for use in or for processing: (1) food that is intended for human consumption; (2) products used by individuals for personal health or cosmetic reasons; (3) drugs for human use; (4) consumer garden products; (5) cosmetics; (6) products designed or intended primarily for use by children 12 years old or younger; or (7) other products with such asbestos-containing materials that endanger human health or the environment. Requires the disposal of asbestos-containing products within three years after enactment of this Act. Provides for: (1) criminal penalties for violations; and (2) citizen petitions to the Administrator to initiate a proceeding for the issuance, amendment, or repeal of a rule or order under such Act. Declares that nothing in this Act: (1) preempts state or federal law; (2) creates a cause of action or increases or diminishes the liability of persons under other laws; or (3) prohibits the importation, manufacture, processing, or distribution in commerce of drinking water in a manner that complies with the Safe Drinking Water Act. Revises the definition of "asbestos" to include winchite and richterite asbestos and asbestiform amphibole mineral.

Notification and Federal Employee Antidiscrimination and Retaliation Act of 2008 or the No FEAR Act of 2008 - Amends the Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002, or No FEAR Act of 2002, to require a federal agency, after receiving a final finding of discrimination, to arrange with the Department of the Treasury for a two-year payment schedule for reimbursing the Judgment Fund for its payment to a federal employee, former federal employee, or applicant for federal employment who has prevailed in an anti-discrimination or whistle blower protection complaint. Requires a federal agency to: (1) give written notification of the rights and protections available to federal employees to any employee of a contractor receiving more than half of its annual gross revenues from federal contracts; and (2) notify its employees annually by email or voice mail of the agency's Internet site. Directs the Government Accountability Office (GAO) to report annually to specified congressional and executive entities on the total costs incurred during the fiscal year associated with processing and litigating cases involving prohibited personnel practices. Requires each federal agency to establish performance goals reflective of its efforts to implement such Act. Specifies the No FEAR Institute as a source of training and counseling for federal employees regarding their rights and remedies under antidiscrimination, retaliation, and harassment, as well as whistleblower protection laws. Prescribes disciplinary action an agency must take against a culpable official in: (1) a case in which the official's discriminatory or retaliatory acts have contributed to a loss of life or limb or any other substantial diminishment of an employee's mental or physical health; or (2) other cases of discrimination. Prescribes monetary penalties for each week an agency failed to take action against employees who falsify evidence in a proceeding under Title VII of the Civil Rights Act of 1964. Requires the Equal Employment Opportunity Commission (EEOC) and any agency that becomes aware of a criminal violation to refer the matter to the Department of Justice for prosecution when agency officials are found liable for intimidating or harassing employees that testify before Congress. Directs the Comptroller General to ensure that a No FEAR Oversight Office is created within GAO. Sets the liability limits for federal workplace discrimination cases under Title VII at $300,000 per each claim or alleged violation.

Requires any VA facility designated as a voter registration agency to: (1) provide information relating to the opportunity to request an absentee ballot; (2) make available absentee ballot applications and absentee ballots upon request, as well as assistance in completing them; and (3) work with local election officials to ensure the proper delivery of such applications and ballots. Directs the Secretary to permit a meaningful opportunity for nonpartisan organizations to provide voter registration information and assistance at VA facilities. Prohibits the Secretary from banning any election administration official, whether state or local, party-affiliated or non-party affiliated, or elected or appointed, from providing nonpartisan voting information to veterans at any VA facility. Directs the Secretary to provide reasonable access to VA facilities to state and local election officials for the purpose of providing nonpartisan voter registration services to individuals.

Strengthening Communities Through Education and Integration Act of 2008 - Amends the Adult Education and Family Literacy Act (the Act) to allow state leadership activities grants to be used to: (1) provide technical assistance to faith and community-based organizations desiring grants under the Act; and (2) study the effectiveness of distance learning or self-study programs for English language learners. Directs the National Institute for Literacy to disseminate information regarding integrated English literacy and civics education programs. Makes such programs eligible for assistance under the Secretary of Education's national leadership activities program. Requires the Secretary to award grants to states for integrated English literacy and civics education programs, with each state's grant amount tied to the size and growth of their recent immigrant population. Amends the Elementary and Secondary Education Act of 1965 (ESEA) to reauthorize appropriations for the Even Start Family Literacy program. Requires the Director of the National Institute for Literacy to conduct a longitudinal evaluation of the Even Start program and research into the components of successful family literacy services. Directs the Secretary to award matching grants to states and, through them, matching, competitive subgrants to local educational agencies for high quality expanded learning time programs that provide additional language and civics education to middle and secondary school students who are English language learners. Amends the Act and ESEA to replace references to individuals of limited English proficiency with references to English language learners. Amends the Internal Revenue Code to provide: (1) tax credits to teachers of English language learners; (2) tax deductions for the expenses of becoming certified as such teachers; and (3) tax credits for employers' expenses in making adult education and literacy services available to their employees. Requires the Commissioner for Education Research of the National Center for Education Research to establish a national research and development center for adult education and literacy, or include adult education if a center for adult literacy has already been established. Renames the Office of Citizenship within U.S. Immigration and Customs Enforcement of the Department of Homeland Security the Office of Citizenship and Immigrant Integration (the Office). Includes among its functions, furthering the integration of immigrants into their communities. Authorizes the Chief of the Office to provide grants to states to: (1) form State New American Councils to develop and implement comprehensive immigrant integration plans; and (2) award subgrants, through such Councils, to local governments to assist them in integrating immigrants into communities pursuant to such plans.

Amends the Internal Revenue Code to: (1) allow a telework tax credit of up to $400 per year; (2) include a qualified bicycle commuting reimbursement as a qualified transportation fringe benefit, excludable from gross income; (3) equalize and increase to $200, with a modified cost-of-living adjustment, the tax exclusion for both transportation and parking fringe benefits; (4) make self-employed individuals eligible for transit pass fringe benefits; (5) include employer-established parking cash-out programs as qualified transportation fringe benefits; and (6) allow a vanpool (general business) tax credit. Requires the Secretary of Housing and Urban Development (HUD) to: (1) incorporate transportation costs associated with location of housing into affordability standards for allocating low-income housing tax credits related to rental assistance vouchers or other affordable housing programs; and (2) develop a model transportation cost field for Multiple Listing Services to measure transportation costs associated with the location of a home. Amends the Federal National Mortgage Association (Fannie Mae) Charter Act and the Federal Home Loan Mortgage Corporation (Freddie Mac) Act to include the use of location-efficient mortgages among their purposes. Amends the Housing and Community Development Act of 1992 to require the Director of the Federal Housing Finance Agency to establish graduated annual goals for the purchase by Fannie Mae and Freddie Mac of location-efficient mortgages for single-family, owner-occupied homes. Requires the Secretary of HUD to make grants to states to construct or acquire affordable housing that is location-efficient. Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) to include high schools in the safe routes to school program.

Requires the Secretary to issue regulations relating to the accreditation of: (1) establishments engaged in the manufacture of human cells, tissues, and cellular and tissue-based products; and (2) personnel who participate in related activities. Requires the Secretary to conduct studies related to: (1) a national registry of artificial joint replacements in Medicare beneficiaries; (2) severe trauma to extremities resulting from motor vehicle crashes; (3) workplace-related musculoskeletal injuries and conditions; (4) funding available for graduate medical education in orthopedics; (5) methods for measuring bone mass in Medicare beneficiaries; and (6) aging in the United States. Requires the Secretary to: (1) conduct a national public awareness program on musculoskeletal health; and (2) award grants for certain health and aging activities for seniors. Prevent Unfair Manipulation of Prices Act of 2008 - Amends the Commodity Exchange Act (CEA) to extend the regulatory authority of the Commodity Futures Trading Commission (CFTC) to certain transactions in derivatives involving specified energy commodities ("included energy transactions"), including those on foreign boards of trade. Defines "included energy transaction" as a contract, agreement, or transaction in an energy commodity for future delivery that: (1) provides for a delivery point in the United States; or (2) is transacted on a computer terminal located in the United States. Prohibits the CFTC from exempting from regulation any "included energy transaction" unless certain notice to Congress and public comment requirements are met. Declares null and void any CFTC "no-action letter" exemptions from CEA requirements for "included energy transactions." Requires the CFTC to establish uniform limits on the aggregate number of positions with respect to "included energy transactions" which may be held by any person for the prompt month, for each month, and for all months in all markets subject to CFTC jurisdiction. Excludes swaps involving "included energy transactions" from any CEA exemption for bona fide hedging transactions. Defines "bilateral included energy transaction" as an included energy transaction executed or traded other than on or through a trading facility. Exempts such transactions from the requirement that transactions be made on or through a designated contract market. Applies to "bilateral included energy transactions" certain reporting and recordkeeping requirements. Instructs the CFTC to publish monthly on its website: (1) the aggregate number and value of long and short positions held by a person in any portfolio constructed to match or track the components of an index of all commodities; and (2) the portion of the positions that are net long positions in "included energy transactions." Amends the Natural Gas Act and the Federal Power Act to set forth enforcement powers of the Federal Energy Regulatory Commission (FERC), including cease-and-desist proceedings, temporary orders, and general implementation authority.

Fostering Connections to Success Act - Amends Part E (Federal Payments for Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) to give state plans the option of providing for the state to enter into agreements to provide kinship guardianship assistance payments to grandparents and other relatives who have assumed legal guardianship of children for whom they have cared as foster parents and for whom they have committed to care on a permanent basis. Amends SSA title IV part B (Child and Family Services) to authorize the Secretary of Health and Human Services to make matching grants to state, local, or tribal child welfare agencies, and experienced private nonprofit organizations to help children in, or at risk of entering, foster care to reconnect with family members. Requires the applicable state agency, within 30 days after placing a child in foster care, to attempt to: (1) locate and notify any of the child's adult family members of the child's removal from parental custody; and (2) explain the options for participating in the child's care and placement. Gives states the option of covering under part E certain children in foster care, and certain children in an adoptive or guardianship placement, after attaining age 18. Provides for short-term training for child welfare agencies and prospective relative guardians. Allows an Indian tribe to receive direct federal SSA title IV part E funds if specified requirements are met. Requires each state child welfare services plan to provide that the state will develop a plan for the ongoing oversight and coordination of health care services for any child in a foster care placement. Requires case plans under SSA title B or E to include a plan for ensuring the educational stability of a child while in foster care. Provides for joint placement of siblings in the same foster care, kinship guardianship, or adoptive placement unless it would be contrary to the safety or well being of any of the siblings. Revises and extends the adoption incentives payment program. Requires the state plan for foster care and adoption assistance to provide that the state will inform any individual who is adopting, or considering adopting, a child in foster care of the individual's potential eligibility for a federal tax credit. Amends the Internal Revenue Code to provide for the collection of unemployment compensation debts resulting from fraud. Authorizes the Secretary of the Treasury to invest U.S. operating cash in repurchase agreements with acceptable parties.

Requires that equipment providing IP-enabled voice communication services via a built-in speaker provide an internal means for hearing aid use. Redefines "telecommunications relay services." Requires interconnected VoIP (Voice over Internet Protocol) providers and providers of voice communications using an IP-enabled service to contribute to the Telecommunications Relay Services Fund. Requires, unless it would be an undue burden (significant difficulty or expense), that equipment and services for IP-enabled communication be usable by individuals with disabilities. Requires, if such requirements are an undue burden, that the equipment or service be compatible with existing commonly used devices or specialized customer equipment, unless that requirement would be an undue burden. Establishes an accessible products and services clearinghouse. Declares that the transmission and receipt of text messages are telecommunications services for purposes of access by persons with disabilities. Adds telecommunications and IP-enabled communication services needed by individuals with disabilities to the services supported by Lifeline and Link Up programs and other federal universal service support mechanisms. Makes eligible for universal service support certified programs for the distribution of equipment to make telecommunications and IP-enabled communication service accessible by deaf-blind individuals. Requires seamless text communication among interconnected VoIP services, IP-enabled communication services, and telecommunications services. Requires a Federal Communications Commission (FCC) inquiry and report concerning: (1) closed captioning decoder and video description capability; (2) user interfaces; and (3) video programming guides and menus. Revises provisions concerning any apparatus designed to receive television pictures broadcast simultaneously with sound to require that any apparatus that receives or displays video programming transmitted simultaneously with sound be capable of decoding closed captioning, delivering video description, and conveying emergency information, including Emergency Alert System messages, accessibly to blind or visually-impaired individuals. Requires the FCC video description regulations contained in the Implementation of Video Description of Video Programming, Report and Order to be considered to be in full force and effect and applicable to video programming published after enactment of this Act. Requires identification of methods to convey emergency information accessibly to blind or visually-impaired individuals. Requires that apparatus to receive or display video, including using IP-enabled communication services, allow control by individuals with disabilities and that on-screen menus be accompanied by audio output to enable control by blind or visually impaired individuals. Requires each provider or owner of video programming and each multichannel programming distributor to ensure that video programming information and selection provided by means of a navigational device, guide, or menu is accessible in real-time by individuals with disabilities who are unable to read the visual display.
