Expresses the sense of the Congress that the President should: (1) seek to reconvene the Seventeenth Meeting of Consultation of Ministers of Foreign Affairs of the Organization of American States in order to obtain a renewed commitment to the immediate replacement of the Nicaraguan regime, installation of a democratic government in Nicaragua, guarantee of human rights to all Nicaraguans, and the holding of free elections; (2) make unmistakable the U.S. commitment to help the Nicaraguan people achieve their democratic aspirations; and (3) recognize the Nicaraguan resistance as a legitimate force for the democratization of Nicaragua.

Public Safety Officers' Death Benefits Amendments of 1987 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to increase from $50,000 to $100,000 the benefits paid to survivors of public safety officers (law enforcement officers and fire fighters) who died as a result of injury sustained in the line of duty. Directs the Bureau of Justice Assistance to adjust public safety officer death benefits to reflect the annual change in the Consumer Price Index. Makes the date of death the determining date with respect to the amount payable to beneficiaries.

Amends the Legislative Reorganization Act of 1946 to specify that pay adjustments for Members of Congress shall become effective at the beginning of the Congress following the Congress during which such adjustment is approved. Declares the period which begins on the Tuesday following the first Monday of November of even-numbered years and which ends on the following January 3 as occurring during the first session of the following Congress.

Congressional Salary Act of 1987 - Amends the Federal Salary Act of 1967 to make the recommendations of the President relating to congressional salaries of an advisory nature. Amends the Legislative Reorganization Act of 1946 to declare the rate of pay for Members of Congress to be that which is payable for such positions on the date of enactment of this Act. Requires increases in such rate of pay to take effect at the beginning of the following Congress. Declares the period which begins on the Tuesday following the first Monday of November of even-numbered years and which ends on the following January 3 as occurring during the first session of the following Congress.

Amends the Federal Aviation Act of 1958 to require the operator of each airport regularly serving an air carrier to use dogs in screening passengers and cargo for the purpose of detecting plastic explosives and other materials which may be used in aircraft piracy and which cannot be detected by metal detectors.

Ground Water Protection Act of 1987 - Directs the Administrator of the Environmental Protection Agency to establish criteria for groundwater quality, including an analysis of the contaminants and the risks they pose to human and environmental health. Sets a timetable for the establishment of such criteria. Requires the Administrator to appoint an advisory panel. Requires each State to establish numerical standards for contaminants found in the ambient groundwater. Permits separate standards for special systems. Requires each State to use Federal criteria in establishing such standards. Requires each State to assess the groundwater resources and to develop a management strategy and monitoring program for such resources. Requires the Director of the U.S. Geological Survey to make grants to States for such assessments. Directs the Administrator to make grants to assist States in meeting the other requirements of this Act. Authorizes appropriations.

Health Care Savings Account Act of 1987 - Amends the Internal Revenue Code to permit individuals (employees or self-employed individuals) and employers to contribute to health care savings accounts. Limits the amount which may be contributed to a health care savings account each year to no greater than the combined amount of employee and employer hospital insurance (Medicare) payroll tax paid during that year. Provides that the employee or self-employed individual and the employer will each receive a 60 percent tax credit for their respective portion of their hospital insurance payroll tax paid. Provides that a health care savings account shall be exempt from income taxes, except for the tax on certain unrelated business income, and except where such account: (1) engages in prohibited transactions; or (2) is used to pledge as security for a loan. Excludes from gross income of the distributee amounts distributed from a health care savings account provided that these funds are used for eligible medical expenses while the individual is eligible for Medicare. Permits the tax-free rollover of contributions from one health care savings account to another for the benefit of the distributee. Imposes a penalty of ten percent of the amount of any early distributions from a health care savings account. Provides that no amount distributed out of a health care savings account may be taken as a medical expense deduction. Imposes a tax on any excess contributions to such accounts. Imposes a penalty tax on prohibited transactions involving a health care savings account. Imposes a five percent tax on distributions from a health care savings account in the taxable year which reduces the level of all such accounts with respect to the distributee below the total value of health care savings account tax credits for the distributee. Provides exceptions for certain distributions. Imposes a 100 percent tax on such distributions if the distributions are not corrected within the taxable period. Imposes a 50 percent excise tax on the difference between the value of a decedent's health care savings account at the time of death and the amount contributed into the spouse's health care savings account at the time of, and on account of, such death. Establishes certain penalties for failure to file required reports with respect to health care savings accounts. Amends title XVIII (Medicare) of the Social Security Act to provide that in the case of an individual who has established a health care savings account, the total amount of any Medicare benefits which will be paid with respect to the individual will be reduced by a health care savings account-related deductible for the year. Provides that this deductible amount will be equal to 60 percent of the amount of medical-related expenditures that could be reasonably underwritten (by an insurance company) for the average Medicare beneficiary assuming that the annual premium will equal the health care savings account annuity. Provides special rules for individuals who cannot obtain insurance to cover their added deductible at the standard premium rates. Provides that these high cost insurance beneficiaries' added deductible is reduced by a proportion reflecting 80 percent of the excess premium required above the standard rate, except that the deductible may not drop below 120 percent of the individual's health care savings account annuity amount. Provides that the health care savings account-related deductible and the annuity amount shall be recalculated upon the qualification of a younger spouse for Medicare. Establishes catastrophic health care expense protection for certain individuals qualifying for Medicare protection. Requires such individuals to have contributed at least one-third of the maximum amount possible over the course of their careers into a health care savings account and at least $100 (indexed for inflation) or 50 percent of the maximum contribution per year, whichever is greater, in ten individual years. Treats surviving spouses without a separate health care savings account as eligible for the catastrophic coverage if the deceased spouse was formerly eligible for catastrophic coverage and the surviving spouse rolls 100 percent of the health care savings account of the deceased spouse into a health care savings account.

Amends the Internal Revenue Code to allow a five-percent investment tax credit after 1987 for tangible property which: (1) is used as a part of manufacturing, production, or extraction or of furnishing transportation, communications, electrical energy, gas, water, or sewage disposal services; (2) constitutes a research facility used in connection with such activities; or (3) constitutes a facility used in connection with such activities for the bulk storage of fungible commodities.

Federal Employees Fair Tax Act of 1987 - Amends the Tax Reform Act of 1986 to repeal provisions which eliminated the three-year basis recovery rule in computing the amount of an employee's retirement benefits includable in gross income. Provides that the Internal Revenue Code shall be applied and administered as if such provisions had not been enacted. Repeals provisions which require the inclusion in income of certain distributions received before an annuity starting date.

Expresses the sense of the House of Representatives that the President should: (1) continue to express U.S. opposition to the internal exile of Igor Ogurtsov; and (2) urge the Soviet Union to release him before February 9, 1987, accept his application for an exit visa, and allow him to emigrate without forcing him to renounce his views.

Requires that each State establish and maintain an approved workfare program as a condition of its eligibility for Federal payments or other assistance under the: (1) program under part A (Aid to Families with Dependent Children) of title IV of the Social Security Act; (2) food stamp program under the Food Stamp Act of 1977; and (3) public housing and assisted housing programs under the United States Housing Act of 1937. Requires that such State workfare program shall require every State resident applying for or receiving aid under such Federal public assistance programs to perform work in return for, and as a condition for, such aid. Directs the appropriate Federal agencies to promulgate guidelines for approval, supervision, and oversight of such State workfare programs. Exempts from required participation in such programs those who are: (1) under age 18 or over age 65; (2) disabled; (3) regularly employed for at least 40 hours a week; or (4) primarily responsible for the care of a child less than three years old (or for the care of a child more than two but less than six years old if suitable child care is not available at reasonable cost). Requires that each State workfare program must provide that if any individual who is required to participate in such program refuses to accept a bona fide offer of qualified employment or to perform qualified employment, in any month, neither such individual nor any other person in the family or household of which such individual is a member shall be eligible to receive any aid under such Federal public assistance programs for that month. Requires that State workfare programs include provision for job counseling, assistance in obtaining employment outside the program, and job search activities. Provides for: (1) Federal matching funds to cover administrative costs of such State programs; (2) Federal cut-offs of funds to State agencies for failure to comply with this Act; and (3) Federal agency reports to the Congress on such State programs. Authorizes appropriations.

Amends the Military Selective Service Act to include, as part of the Selective Service System still maintained under the all-volunteer forces program, a program for the registration and classification in the System of persons qualified in a health-care occupation essential to the maintenance of the armed forces.

Volunteer Protection Act of 1987 - Prescribes circumstances under which volunteers working for nonprofit organizations or government entities shall be immune from personal civil liability. Requires each State to certify to the Secretary of Health and Human Services before the beginning of each fiscal year (commencing with FY 1989) that it has enacted or has in effect a State law which provides such immunity. Requires the Secretary to reduce by one percent the fiscal year allotment which would otherwise be made to such State to carry out the Social Services Block Grant Program under title XX of the Social Security Act if such law is not in effect.

Family Education Assistance Act of 1987 - Amends the Internal Revenue Code to allow an individual taxpayer an income tax deduction for contributions to a savings account established to pay the education expenses (tuition, supplies, meals, and lodging) at an institution of higher education or a vocational school of a child of the taxpayer, of a child of a brother, sister, stepbrother, or stepsister of the taxpayer, of an individual for whom the taxpayer has been appointed as guardian, or of a descendant of a child of the taxpayer. Limits the amount of such deduction to $1,500 (adjusted for inflation) for each account per calendar year. Provides that no account may have more than one beneficiary and that no individual may be a beneficiary of more than one account. Disallows any deduction for contributions to an education savings account for any beneficiary who has attained the age of 19. Requires any balance in an education savings account to be distributed after the individual for whose benefit the account is established attains age 30. Includes the distributions from an education savings account in the gross income of the payee or distributee except for those amounts distributed or used to pay educational expenses incurred by the individual for whose benefit the account is established. Provides that an education savings account is exempt from taxation except for the tax on unrelated business income. Revokes the tax exemption of the account where the individual for whose benefit the account is established engages in certain prohibited transactions with the account. Imposes a ten percent penalty tax on distributions which are not used for educational expenses. Requires the trustee of an education savings account to file reports with the Secretary of the Treasury on the maintenance of the account. Imposes a penalty for failure to file any required report. Extends the deduction for contributions to an education savings account to taxpayers who do not otherwise itemize deductions. Imposes: (1) a six percent excise tax on excess contributions to an education savings account; and (2) a five percent excise tax on amounts connected with any prohibited transaction with respect to such an account. Excludes from the gross income of an individual distributions from an education savings account used exclusively for that individual's educational expenses. Provides that distributions from an education savings account shall not be taken into account in determining support to the extent such distribution is excluded from gross income of the individual for whose benefit the account has been established.

Declares that the Congress: (1) protests continued Soviet violations of international human rights, especially its restrictive emigration regulations; (2) states that such human rights abuses seriously affect negotiations between the United States and the Soviet Union; (3) calls upon the Soviet authorities to release all "Prisoners of Conscience" and permit all "refuseniks" and other specified people to emigrate; and (4) dedicates itself to support, as a priority during the 100th Congress, the restoration of internationally recognized human rights to all Soviet citizens, especially restoration of the right to emigrate to Soviet Jews and others who have requested exit visas.

Amends the Tax Reform Act of 1986 to delay until December 31, 1988 (currently, December 31, 1986) the exception for certain technical personnel from certain rules for determining whether an individual is an employee or independent contractor for employment tax purposes.

Disapproves the proposed rescission (R87-70) of budget authority for Veterans Administration medical care. Requires the amount of such budget authority proposed for rescission to instead be made available for obligation no later than the date of enactment of this joint resolution.

Reaffirms the sense of the Congress that the one-percent loan origination fee charged by the Veterans Administration (VA) to veterans obtaining a home loan guaranteed by the VA should not be increased. Requests the President to request additional appropriations if he finds that additional funding for the VA home loan guarantee program is required.

Preborn Children's Civil Rights Act of 1987 - Prohibits the use of Federal funds to perform, promote, or do research on any procedure to take the life of a preborn child (except for medical procedures required to prevent the death of either the pregnant women or her preborn child). Prohibits the Federal Government from entering into any contract for insurance which provides for payment or reimbursement for abortion services. States that no institution receiving Federal financial assistance shall: (1) discriminate against any employee, applicant, or student on the basis of that person's opposition to abortion; or (2) require any employee or student to participate, directly or indirectly, in abortion procedures, counseling, or an insurance program which includes abortion coverage. States that attorney's fees shall not be allowed in any civil action involving a law prohibiting or restricting abortions. Provides for Supreme Court review of lower court decisions which declare State and local anti-abortion statutes unconstitutional.

Tax Exemption Equity Act of 1987 - Amends the Internal Revenue Code to deny status as a tax-exempt organization to organizations which directly or indirectly perform or finance abortions. Denies the income, estate, and gift tax charitable contribution deductions for amounts contributed to such organizations.

Constitutional Amendment - Declares that the right to life is the paramount and most fundamental right of a person. Defines "person" to include the unborn for the purpose of the right to life guarantee. States that nothing in this article shall prohibit a law allowing medical procedures required to prevent the death of either the pregnant woman or the unborn offspring.

Expresses the sense of the Congress that: (1) no Medicare (title XVIII of the Social Security Act) physician payment methodology should be implemented which is based on hospital discharge classifications or requires mandatory assignment; and (2) no drastic change in the Medicare physician payment methodology should be undertaken without the receipt of reports required by legislation enacted in the 99th Congress and a detailed analysis of the long-range impact of such change on the provision of health care.

Medicare and Medicaid Patient and Program Protection Act of 1985 - Amends part A (General Provisions) of title XI of the Social Security Act to direct the Secretary of Health and Human Services to exclude from participation in programs under title XVIII (Medicare) of the Social Security Act any individual or entity: (1) convicted of a criminal offense related to the delivery of an item or service under title XVIII or under titles XIX (Medicaid), V (Maternal and Child Health Block Grant), or XX (Block Grants to States for Social Services) of such Act; or (2) convicted of a criminal offense related to neglect or abuse of patients in connection with the delivery of a health care item or service. Authorizes the Secretary to exclude from Medicare participation any individual or entity: (1) convicted of fraud with respect to any Federal, State, or locally financed health care program; (2) convicted of interfering with the investigation of health care fraud; (3) convicted of manufacturing, distributing, or dispensing a controlled substance; (4) whose health care license has been suspended or revoked; (5) suspended or excluded from participation in a Federal health care program; (6) claiming excessive charges or providing unnecessary services; (7) committing certain acts prohibited under title XI; (8) owned or controlled by an individual convicted of health care related crimes, fined for health care abuses, or excluded from Medicare or a State health care program; and (9) failing to supply certain information. Authorizes the Secretary to exclude any hospital failing to comply with corrective action required under title XVIII. Sets forth provisions relating to notice requirements, judicial review, and period of exclusion. Directs the Secretary to promptly notify each appropriate State agency administering or supervising the administration of a State health care program of each exclusion and the period of exclusion. Permits an excluded individual or entity to apply, following a period of exclusion, to the Secretary for reinstatement. Sets forth provisions providing for civil and criminal penalties for acts involving Medicare or State health care programs abuse, including penalties for physician misrepresentations. Requires a State, as a condition of Medicaid plan approval, to provide for the following: (1) a system of reporting any type of adverse action concluded against any health care practitioner or entity by the State or a local licensing authority; and (2) such access to documents as may be necessary by the Secretary. Requires the Secretary to provide suitable safeguards for the confidentiality of such information. Requires any health care provider providing health care services for which payment may be made under the Act to assure that services or items furnished: (1) will be provided economically and only when, and to the extent, medically necessary; (2) will be quality services which meet professionally recognized standards of health care; and (3) will be supported by evidence of medical necessity and quality in such form and fashion and at such time as may reasonably be required by a reviewing peer review organization in the exercise of its duties and responsibilities. Permits a State to exclude from Medicaid participation any individual or entity excluded under Medicare pursuant to the patient and program protection provisions. Requires a State in order to receive Federal payments with respect to a health maintenance organization (HMO) to exclude any HMO that: (1) could be excluded because of the conviction of the owners or managers of certain crimes; or (2) contracts with any individual or entity convicted of such crimes. Prohibits Federal payments with respect to any amount expended for items or services furnished with respect to any individual or entity excluded from Medicaid participation because of the patient and program protection provisions. Prohibits a State under title V from making payments to any individual or entity excluded from participation pursuant to the patient and program protection provisions. Prohibits Federal payments with respect to any amount expended for items or services furnished with respect to any individual or entity excluded from Medicare because of the patient and program protection provisions of part A of title XI. Prohibits using a grant under title XX for payment for any item or service furnished by a person excluded from title XX participation because of the patient and program protection provisions of title XI. Revises disclosure requirements under part A of title XI. Revises Medicare provisions concerning agreements with providers. Modifies the Medicaid moratorium provisions of the Deficit Reduction Act of 1984 to consider a State's Medicaid plan to include any plan change submitted to the Secretary either before or after the enactment of that Act and whether or not approved or disapproved by the Secretary.

Amends the Federal criminal code to impose mandatory minimum sentences for committing violent felonies against individuals aged 65 or over. Prohibits suspended, probationary, and concurrent sentences. Prohibits parole and any plea bargaining agreements that would result in the defendant's serving less than the minimum sentence.

Amends titles II (Old Age, Survivors and Disability Insurance) and XVIII (Medicare) of the Social Security Act to prohibit the expenditure of amounts from the Federal Old-Age and Survivors Insurance Trust Fund, Federal Disability Insurance Trust Fund, Federal Hospital Insurance Trust Fund, or Federal Supplementary Medical Insurance Trust Fund for purposes other than those specified in titles II or XVIII of the Act.

Repeals the provisions of the Internal Revenue Code which include one-half of social security and tier 1 railroad retirement benefits in the gross income of the taxpayer. Provides that one-half of social security benefits paid to nonresident aliens is includible in the gross income of the nonresident alien.

Social Security Budget Integrity Act of 1987 - Amends title VII (Administration) of the Social Security Act to exclude from Federal budget totals and limitations: (1) the receipts and disbursements of the Federal Old-Age and Survivors Insurance Trust Fund; and (2) employment related social security taxes. Repeals a superseded provision of the Social Security Amendments of 1983 relating to budgetary treatment of social security trust operations as it relates to the Federal Old-Age and Survivors Insurance Trust Fund.

Long-Term Care Savings Account Act of 1987 - Amends the Internal Revenue Code to allow an income tax deduction for contributions made to a savings account established to pay the long-term care expenses of an individual. Defines "long-term care expenses" as expenses incurred for any item or service medically necessary or prudent for the care of the beneficiary of such an account. Limits such deduction to $2,000 (adjusted for inflation) annually. Provides that only the beneficiary, the spouse of the beneficiary, and the parents of the beneficiary may contribute to such an account. Provides that no account may have more than one beneficiary and that no individual may be the beneficiary of more than one account. Permits a tax exclusion for income accumulated in such savings accounts as long as such amounts are used exclusively for long-term care expenses. Sets forth penalties for the use of account funds for other than long-term care purposes. Extends the deduction for contributions to a long-term care savings account to taxpayers who do not otherwise itemize deductions.

Promotion of Democracy in Ethiopia Act of 1987 - Declares U.S. policy: (1) regarding human rights and opportunities; (2) condemning the resettlement program and human rights abuses in Ethiopia; (3) calling for human and civil rights and for free elections in Ethiopia; and (4) supporting democratic resistance forces in Ethiopia. Requires such sanctions imposed by this Act against Ethiopia to terminate if the President certifies to the Congress that Ethiopia: (1) respects the human rights of its people; (2) has granted basic civil rights to its people; (3) has terminated and dismantled its resettlement program; (4) has freed all political prisoners; (5) has established a legal system that assures the participation of all its people; and (6) has held or scheduled free and fair elections. Directs the President to report to the Congress every six months on the progress Ethiopia has made in meeting such conditions. Prohibits coffee imports from Ethiopia. Prohibits any U.S. national: (1) from making a loan or extending credit to Ethiopia or to any organization owned or controlled by Ethiopia; and (2) from making any new investment in Ethiopia. Exempts from such prohibitions loans and investments made before enactment of this Act. Prohibits Ethiopia from receiving nondiscriminatory (most-favored-nation) trade treatment. Directs the Secretary of the Treasury to instruct the U.S. Executive Director to each of the relevant international financial institutions to oppose furnishing aid to Ethiopia. Provides for enforcement of this Act. Imposes penalties for violations of this Act.

Amends the Internal Revenue Code to allow the use of distributions from individual retirement accounts and individual retirement annuities for the purchase, construction, or reconstruction of a principal residence by a first-time homebuyer. Reduces the basis of the dwelling by the amount of the distribution if the distribution is not includible in gross income.

Amends the Internal Revenue Code to allow an income tax deduction for interest paid or incurred on a qualified educational loan. Defines "qualified educational loan" as any indebtedness incurred to pay the educational expenses of the taxpayer or the taxpayer's spouse or dependent. (Present law requires that such a loan be secured by an interest in real property.)

Driftnet Impact Monitoring, Assessment, and Control Act of 1987 - Amends the Magnuson Fishery Conservation and Management Act to revise provisions concerning the presence of a U.S. observer aboard foreign fishing vessels fishing in a U.S. fishery conservation zone. Provides for the waiver of such requirement for specified vessels harvesting anadromous species. Provides that the Secretary of Commerce (the Secretary) shall not approve a foreign vessel's fishing permit application where the facilities aboard such vessels are so inadequate that the health, safety, and welfare of an observer on such vessel cannot be assured. Requires the Secretary, through the Secretary of State, to immediately negotiate with foreign governments conducting driftnet fishing operations off the U.S. coast an arrangement for the reliable monitoring and assessment of the number of fish, seabirds, and other marine creatures killed, discarded, or lost by such government's driftnet fishing vessels in waters beyond the jurisdiction of the United States. Prohibits the Secretary from issuing a permit to any foreign vessel whose government does not enter into such a monitoring arrangement within one year after the enactment of this Act. Directs the Secretary, within one year after the enactment of this Act, to report to the Congress on the implementation of such arrangements. Directs the Secretary, within one year after the enactment of this Act and annually thereafter, to report to the Congress on the impact upon living marine resources of all driftnet fishing off the coasts of the United States. Requires enforcement costs to be taken into consideration when determining fishing permit fees to be charged. Directs the Secretary to implement a net bounty system to pay persons recovering and turning over to the Secretary lost, abandoned, or discarded driftnet or other plastic fishing net material. Requires such payments to be made from the Fishery Vessel and Gear Damage Compensation Fund. Directs the Secretary to develop recommendations to establish a driftnet marking, registry, and identification system to determine the vessel origin of lost, discarded, or abandoned driftnets or driftnet fragments. Directs the Secretary, no later than six months after the enactment of this Act, to report to the Congress concerning such recommendations and their implementation. Establishes a seabird protection zone surrounding the Aleutian Islands off Alaska within which no driftnet fishing is permitted. Directs the Secretary, in cooperation with the Secretary of the department in which the Coast Guard is operating, to enforce such driftnet fishing prohibition.
