Carolinas Revolutionary Road National Heritage Area Act - Establishes the Carolinas Revolutionary Road National Heritage Area in North Carolina and South Carolina. Designates the Cultural and Heritage Museums of York County, South Carolina, as the local coordinating entity for the Heritage Area. Requires the Cultural and Heritage Museums to submit a management plan for the Heritage Area.

Supports the goals and ideals of National Domestic Violence Awareness Month. Recognizes Health Cares About Domestic Violence Day (HCADV Day) as an awareness-raising day to reach members of the health care community and educate them about the critical importance of assessing for domestic violence, as well as the long-term health implications of domestic violence and lifetime exposure to violence. Expresses the sense of the House of Representatives that Congress should: (1) continue to raise awareness of domestic violence in the United States and its devastating effects on families and communities; and (2) support programs designed to end domestic violence.

World War II Merchant Mariner Service Act - Directs the Secretary of Defense (DOD) to consider certain methods for verifying that an individual performed honorable service as a member of the merchant marine during the period beginning on December 7, 1941, and ending on December 31, 1946, for purposes of eligibility for veterans' benefits under the GI Bill Improvement Act of 1977. Requires such methods to include Social Security Administration (SSA) records and validated testimony in the case of the absence of Coast Guard shipping or discharge forms, ship logbooks, or other official employment records. Requires the Secretary to recognize masters of seagoing vessels or other command officers who were authorized to document an individual for purposes of hiring for the merchant marine or discharge therefrom, when determining whether to recognize service allegedly performed during such period.

Remembers and honors the servicemembers today who are actively fighting for freedom and to protect the American way of life in ongoing combat operations, including Operations Enduring Freedom and Iraqi Freedom.

Increases the allocation for new discretionary budget authority to the Committee on Appropriations, in addition to amounts allocated under S.Con.Res 13 (FY2010 congressional budget resolution), for program integrity initiatives listed in such resolution. Specifies for FY2011 new discretionary budget authority, discretionary outlays, new mandatory budget authority, and mandatory outlays. Requires the discretionary spending enforcement provisions of S.Con.Res. 13 to remain in force and effect in the House of Representatives, except that the references to the point of order against advance appropriations to FY2010-FY2011 shall be references to FY2011-FY2012. Authorizes the chairman of the Committee on the Budget to exclude the effect of any current policy adjustment under the Statutory Pay-As-You-Go (PAYGO) Act of 2010 from a determination of the budgetary effects of any provision in legislation. Expresses the sense of the House on deficit reduction. Declares that, upon enactment of legislation containing recommendations in the final report of the National Commission on Fiscal Responsibility and Reform that decreases the deficit for either time period provided in Rule XXI, the chairman of the Committee on the Budget shall, for the purposes of the PAYGO Act, exclude any net deficit reduction from his determination of the budgetary effects of such legislation in order to ensure that the deficit reduction achieved by that legislation is used only for deficit reduction and is not available as an offset for any subsequent legislation. Declares that nothing in this resolution shall be construed to engage Rule XXVIII (Statutory Limit on Public Debt).

Expresses the sense of the House on deficit reduction. Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Quality Cancer Care for Life Act of 2010 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to improve the quality of cancer care and the quality of life for cancer patients and survivors by expanding CDC cancer control programs, including the National Comprehensive Cancer Control Program and the National Program of Cancer Registries. Requires the Director of CDC to award grants to: (1) develop, implement, and evaluate cancer case management and coordination programs to enhance the quality of cancer care and the quality of life for patients and survivors and to improve cancer outcomes; and (2) train individuals to undertake the quality of life needs of cancer patients, survivors, and family caregivers. Requires the Secretary to establish a Quality of Life Advisory Committee to advise, coordinate, and assist the CDC in creating and conducting the cancer quality of life and survivorship activities, program enhancements, and training initiatives under this Act. Requires the Director of the National Institutes of Health (NIH) to undertake additional cancer quality of life and survivorship research that addresses pain, symptom management, side effects and late effects, and psychosocial factors to improve cancer clinical communication and care planning, treatment and post-treatment, and follow-up care across the life course.

Oil Spill Responsibility Act of 2010 - Finds that BP p.l.c. (BP) confessed under oath before Congress to being the responsible party for the discharge of oil in the Gulf of Mexico resulting from the explosion on and sinking of the mobile offshore drilling unit Deepwater Horizon. Requires BP immediately to pay the United States $25 billion as partial compensation for removal costs and damages for which BP is liable. States that a specified limitation on damages under the Oil Pollution Act of 1990 shall not apply with respect to the explosion on and sinking of the mobile offshore drilling unit Deepwater Horizon. Prohibits the construction of this Act as limiting the liability of BP for such amount. Requires amounts paid by BP under this Act to be deposited into a separate account in the Treasury and made available to the Secretary of the Interior to reimburse any person for removal costs and damages incurred as a result of the explosion on and sinking of the mobile offshore drilling unit Deepwater Horizon.

Green Railcar Enhancement Act of 2010 - Amends the Internal Revenue Code to allow, through 2011, a new business-related tax credit for 25% of the cost of acquiring or rebuilding freight railcars which achieve an increase in capacity or fuel efficiency of at least 8%.

Reduce Unnecessary Spending Act of 2010 - Amends the Impoundment Control Act of 1974 (ICA) to require the Office of Management and Budget (OMB) to transmit, within 45 days of a congressional session after the enactment of the funding in question, a message to Congress with specified information requesting any rescission the President proposes under the procedures in this Act. Prescribes requirements for timing and packaging of rescission requests. Authorizes OMB, subject to a specified time limit, to withhold funding from obligation temporarily if the President proposes a rescission. Prohibits the President from invoking such expedited procedures or such authority to withhold funding on more than one occasion for any Act providing funding. Sets forth procedures for expedited congressional consideration of proposed rescissions. States that, if budget authority or funding is rescinded under the ICA, the amount so rescinded shall revert to the fund whence it came (general fund, trust fund, special fund, revolving fund, and so on as applicable), except to the extent legislation specifies otherwise.

Textile Enforcement and Security Act of 2010 - Requires the seizure and forfeiture of an imported textile or apparel article for which a trade preference has been claimed in cases where the importer: (1) has either misdescribed or not verified the article's country of origin; or (2) provides false information as to his or her address or does not meet certain documentation or informational requirements upon entry of an article. Requires the Secretary of Homeland Security (Secretary) or the Secretary of the Treasury to use amounts from fines, penalties, and forfeitures of articles due to violations of the U.S. customs laws to pay for expenses related to the investigation and enforcement of such violations. Authorizes also the use of such amounts to pay for a reward of the lesser of at least 20% of that amount or $20,000 to any person who furnishes information that leads to an arrest, conviction, civil penalty assessment, or forfeiture of articles due to violations enforced by the Secretary. Directs the Commissioner of the U.S. Customs and Border Protection (CBP) to ensure specified staffing of the Textile Operations Branch of the Textile and Apparel Policy and Programs (TAPP) division of the Office of International Trade within CBP and of the Textile/Apparel Policy Branch of TAPP. Requires the Commissioner to allocate, to the 15 largest U.S. ports of entry for textile or apparel articles, a certain number of Import Specialists trained in preventing textile or apparel importer fraud. Amends the Tariff Act of 1930 to require certain documentation or information from an importer upon the entry of textile or apparel articles to include an affidavit with specified information that may be electronically filed with CBP. Prescribes additional bonding requirements for the importation of textile or apparel articles. Specifies producers, manufacturers, suppliers, sellers, importers, exporters subject to certain prohibitions against fraud, gross negligence, or negligence in the documentation of imported merchandise. Requires the Secretary of the Treasury (who is now merely authorized) to publish in the Federal Register: (1) the names of persons located outside of the U.S. customs territories against whom the CBP has issued a penalty claim for violating U.S. customs laws; and (2) a list of high risk countries involved in the transshipment of textile or apparel products. Requires the President, acting through the CBP Commissioner and in coordination with the head of the Office of Textiles and Apparel of the Department of Commerce, to establish an electronic verification system for tracking textile or apparel articles imported or exported under the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR), the North American Free Trade Agreement (NAFTA), or any other free trade agreement to which the United States is a party to ensure compliance with such agreements. Requires the President to establish a nonresident importer declaration program for the import of textile or apparel articles. Directs the Attorney General to establish within the Department of Justice (DOJ) the Office of Textile and Apparel Trade Enforcement.

Renewable Energy Tax Incentives Extension Act - Amends the American Recovery and Reinvestment Tax Act of 2009 to: (1) extend the grant program for investment in renewable energy property, including renewable resources used to produce electricity and fuel cell, solar, wind, geothermal, and microturbine property, in lieu of tax credits, by extending the placed-in-service deadline for such property through 2012; and (2) expand eligibility for such grants to public power utilities.

Appalachian Veterans Outreach Improvement Act - Directs the Secretary of Veterans Affairs (VA) and the Appalachian Regional Commission to carry out a program of outreach to veterans who reside in the Appalachian region in order to increase their awareness, access, and use of federal, state, and local programs providing compensation and other benefits available as a result of service in the Armed Forces.

Eunice Kennedy Shriver Act - Reauthorizes the Special Olympics Sport and Empowerment Act of 2004 for FY2011-FY2015. Directs the Secretary of State to act through the Assistant Secretary of State for Educational and Cultural Affairs in awarding grants or entering agreements with Special Olympics for activities outside the United States. Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with nondisabled people; (2) education programs that dispel negative stereotypes about people with intellectual disabilities; and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

Haiti Economic Lift Program Act of 2010 - Amends the Caribbean Basin Economic Recovery Act (CBERA) (as amended by the United States-Caribbean Basin Trade Partnership Act, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006 [HOPE Act], and the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008 [HOPE II]) to extend, in each succeeding one-year period through FY2020 (transition period), the duty-free treatment of certain imported knit apparel articles made in one or more Caribbean Basin Trade Partnership Act (CBTPA) beneficiary countries from yarns wholly formed in the United States. Extends, in each applicable one-year period through FY2020, the duty-free treatment of imported apparel articles made in Haiti or the Dominican Republic. Prescribes duty-free treatment also, without regard to the source of the fabric, fabric components, components knit-to-shape, or yarns from which the article is made, for specified apparel articles or made-up textile articles: (1) wholly assembled, or knit-to-shape, in Haiti from any combination of fabrics, fabric components, components knit-to-shape, or yarns; and (2) imported directly from Haiti or the Dominican Republic. Sets forth a special rule for certain woven articles and certain knit articles entered during FY2010 and succeeding one-year periods. Requires the Commissioner responsible for U.S. Customs and Border Protection to verify that such apparel articles imported into the United States are not being unlawfully transshipped into the United States. Revises requirements for one particular credit under the earned import allowance certificate program to reduce from three to two the number of square meter equivalents of qualifying woven fabric or qualifying knit fabric that the producer or entity controlling production can demonstrate that it purchased for the manufacture in Haiti of articles like or similar to any article eligible for preferential treatment. Extends the value-added rule for apparel articles and the special rule for certain wire harness automotive components. Directs the Commissioner to seek to send a rapid response team, as well as a support team, to Haiti to: (1) assess the short-term and long-term technical, capacity-building, and training needs of the authorities of the government of Haiti responsible for customs services; and (2) provide immediate assistance, particularly with respect to reestablishing full capacity for commercial port operations at the seaport at Port-au-Prince, facilitating trade between the United States and Haiti under CBERA, preventing unlawful transshipment of goods through Haiti to the United States, and otherwise strengthening cooperation between U.S., Haitian, and Dominican customs authorities. Declares the sense of Congress regarding regional cooperation and transshipment.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

National Heroes Credit Protection Act - Amends the Servicemembers Civil Relief Act to authorize a servicemember, after having served on active duty for more than 180 days, to request that a consumer reporting agency (CRA) include in that servicemember's file a military service deployment alert. Requires the CRA to: (1) provide the alert to each person who requests the credit score or consumer report of such servicemember; and (2) develop and maintain procedures for referral of such alert to other CRAs. Requires: (1) a reseller of credit reporting information to include in any report on a servicemember any alert placed in such servicemember's file by another CRA; and (2) any user of a consumer credit report containing such alert to acknowledge to the servicemember the receipt of the alert.

TRICARE Dependent Coverage Extension Act - Deems the following individuals as dependents, for purposes of dependent coverage under TRICARE (a Department of Defense [DOD] managed health care program): (1) a child who has not yet attained age 26 and is not eligible to enroll in any employer-sponsored plan; or (2) a person who is in the legal custody of the covered member, has not attained age 26, is not eligible to enroll in any employer-sponsored plan, resides with the member, is not otherwise a dependent under TRICARE, and is not the child of another covered beneficiary. Requires a premium payment for such coverage.

Declares that the House of Representatives strongly believes that the decision to abandon the 23-year bipartisan project establishing Yucca Mountain as the nation's primary permanent nuclear waste storage site: (1) breaks a commitment made to certain states nearly three decades ago; and (2) goes against the will and intent of Congress by extending the length of time states will be forced to store nuclear waste at significant additional cost to the taxpayers. Calls upon the Administration to comply with the bipartisan commitment passed by Congress, and to cease and desist: (1) withdrawing the Yucca Mountain license application from the Nuclear Regulatory Commission (NRC) with or without prejudice; and (2) any action to move forward with terminating activities required to complete the Yucca Mountain license application, including the termination of employees supporting the project and termination of any leases housing employees. Calls upon the Administration to: (1) halt reprogramming of FY2010 funds appropriated by Congress for the Yucca Mountain license application; and (2) preserve all scientific and site-specific files and data related to Yucca Mountain in accordance with NRC document controls and quality assurance procedures.

Rural Energy Savings Program Act - Amends the Farm Security and Rural Investment Act of 2002 to authorize the Secretary of Agriculture (USDA), through the Rural Utilities Service, to make interest-free loans to eligible entities for loans to qualified consumers to implement energy efficiency measures. Directs the Secretary to make grants to such entities to defray related costs, including costs for equipment and labor. Directs the Secretary to contact with a qualified entity to provide: (1) verification and measurement activities for the Rural Utilities Service, including training; and (2) technical assistance and training for employees of eligible entities. Directs the Secretary to enter into agreements with eligible entities, or groups of eligible entities, that have specified energy efficiency programs for energy efficiency loan demonstration projects.

Aviation Jobs Outsourcing Prevention Act - Requires a domestic or a foreign air carrier to file with the Secretary of Transportation any agreement, a request to discuss cooperative arrangements, or a modification or cancellation of an agreement between the domestic or foreign air carrier and another air carrier, a foreign carrier, or another carrier. Requires the Secretary to disapprove or, after periodic review, end approval of, an agreement, a request to discuss cooperative arrangements, or a modification that provides for or permits the sharing or pooling of revenue or profits between participating carriers earned in covered operations, unless the Secretary finds that each participating air carrier's share of the pooled revenue or pooled profits (whichever is greater) contributed by covered operations in any consecutive 12-month period does not exceed 130% of the participating carrier's share of pooled available seat miles (ASMs) in covered operations during the period.

Stationary Source Regulations Delay Act - Prohibits the Administrator of the Environmental Protection Agency (EPA), during the two-year period beginning after this Act's enactment, from taking any action under the Clean Air Act (CAA) with respect to any stationary source permitting requirement or requirement concerning standards of performance for new stationary sources relating to carbon dioxide or methane. Exempts from such prohibition: (1) any action under the CAA relating to the vehicle emissions standards contained in Docket No. EPA-HQ-OAR-2009-0171 or Docket No. EPA-HQ-OAR-2009-0472; (2) any action relating to the preparation of a report or the enforcement of a reporting requirement; or (3) any action relating to the provision of technical support at a state's request. Provides that no action taken by the Administrator before the end of such period shall be considered to make carbon dioxide or methane a pollutant subject to regulation under the CAA for any source other than a new motor vehicle or new motor vehicle engine.

National Alzheimer's Project Act - Establishes in the Office of the Secretary of Health and Human Services (HHS) the Office of the National Alzheimer's Project to: (1) accelerate the development of treatments that would prevent, halt, or reverse the course of Alzheimer's; (2) create and maintain an integrated national plan to overcome Alzheimer's; (3) help to coordinate the health care and treatment of citizens with Alzheimer's; (4) ensure the inclusion of ethnic and racial populations that are at higher risk for Alzheimer's or that are least likely to receive care in clinical, research, and service efforts with the purpose of decreasing health disparities; (5) coordinate with international bodies to integrate and inform the fight against Alzheimer's globally; and (6) provide information and coordination of Alzheimer's research and services across all federal agencies. Sets forth the duties of the Director of the Office, including to use discretionary authority to evaluate all federal programs concerning Alzheimer's. Establishes in the Office an Advisory Council on Alzheimer's Research and Treatment.
