End Operation Choke Point Act of 2014 - Amends the Federal Deposit Insurance Act and the Federal Credit Union Act to prohibit the federal banking agencies from prohibiting, restricting, or discouraging an insured depository institution or insured credit union from providing any product or service to an entity that demonstrates that it is: (1) licensed and authorized to offer such product or service, (2) registered as a money transmitting business under federal law or regulations, or (3) has a reasoned legal opinion that demonstrates the legality of the entity's business under applicable law. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA) to repeal the Attorney General's subpoena authority to summon witnesses and require the production of books, papers, correspondence, memoranda, or other records relevant or material to an inquiry. Authorizes the Attorney General instead to request a court order from a court of competent jurisdiction to summon witnesses and require the production of relevant or material records. Permits issuance of such a court order, however, only if the Attorney General offers specific and articulable facts showing that there are reasonable grounds to believe that the information or testimony sought is relevant and material to an ongoing civil proceeding. Repeals the declaration that, in the case of a subpoena for which the return date is less than five days after the date of service, no person shall be found in contempt for failure to comply by the return date if he or she files a petition within those five days. Amends the USA PATRIOT Act, regarding cooperative efforts among financial institutions, regulatory authorities and law enforcement authorities to deter money laundering, to authorize regulations for procedures for information sharing that focuses upon facilitating the identification of accounts and transactions that involve committing financial fraud. Prohibits the use of information received by a financial institution: (1) for any purpose other than identifying and reporting activities that may involve financial fraud (or terrorist acts or money laundering, as under current law); and (2) to require financial institutions to determine or assure compliance of any entity with federal, state, or other licensing requirements. Revises the non-liability of financial institutions for making certain voluntary disclosures to a government agency to extend such protection to any underlying activity that is the subject of a disclosure. Makes it the duty of the Director of the Financial Crimes Enforcement Network (FinCEN) to analyze and disseminate available data to generate feedback and report on the utility of a certain data access service and the information collected by it to improve cooperation among data providers and users while reducing regulatory burden and preserving payment system efficiency. Directs the Secretary of the Treasury to establish operating procedures for the government-wide data access service and FinCEN's financial crimes communications center which provide for: (1) appropriate metrics to monitor, track, assess, and report on access to information contained in the FinCEN data maintenance system for identifying, tracking, and measuring how such information is used and the consequent law enforcement results; and (2) assured accountability by law enforcement agencies for the utility, security, and privacy of such information while reducing unnecessary regulatory burdens.

Charitable Automobile Red-Tape Simplification Act of 2014 or the CARS Act of 2014 - Amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Condemns and disapproves of the Obama administration's failure to comply with the lawful 30-day statutory reporting requirement in releasing the five senior Taliban members from detention at U.S. Naval Station, Guantanamo Bay, Cuba. Expresses concern over: (1) national security implications that may arise from the Taliban members' release; and (2) the repercussions of negotiating with terrorists, and the risk that such negotiations may further encourage hostilities and the abduction of Americans. Stipulates that further violations of appropriate law are unacceptable. Declares misgivings about the prospect of any similar transfers from Guantanamo, even if undertaken pursuant to statutory requirements. States that the Obama administration's release of the five detainees has burdened unnecessarily the trust in the administration's commitment and ability to work with the legislative branch, and therefore works against the best interest of the people of the United States.

Advancing Care for Exceptional Kids Act of 2014 or the ACE Kids Act of 2014 - Amends titles XIX (Medicaid) and XXI (Children's Health Insurance) (CHIP) of the Social Security Act to extend medical assistance to payment for items and services furnished under a Medicaid Children's Care Coordination (MCCC) Program which the state may elect to provide to eligible children with complex medical conditions. Requires an MCCC program, among other things, to coordinate, integrate, and provide for the furnishing of the full range of MCCC program services to enrolled children, as well as designate pediatric care management services and pediatric focused care coordination and health promotion. Requires eligible children to be enrolled prospectively in an MCCC program through initial assignment to a nationally designated children's hospital network.

Medicare DMEPOS Competitive Bidding Improvement Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to require state licensure and a bid and surety bond of at least $50,000 for each area for bidding entities under the Medicare durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) competitive acquisition program.

Speeding Access to Already Approved Pharmaceuticals Act of 2014 - Amends the Federal Food, Drug, and Cosmetic Act to require the Food and Drug Administration (FDA), under procedures for expedited approval of products to treat a serious or life-threatening disease or condition, to facilitate the development and expedite the review of new drugs or devices approved for marketing in the European Union.

Power Efficiency and Resiliency Act or the POWER Act - Amends the Internal Revenue Code to: (1) allow a 30% energy tax credit for combined heat and power system property and increase the capacity limitations for such property, (2) extend until December 31, 2018, the placed-in-service deadline for such property, and (3) allow a 30% energy tax credit for waste heat to power property (property comprising a system generating electricity through the recovery of a qualified waste heat resource) placed in service before January 1, 2019.

Coordinated Recovery Initiative for Babies Act of 2014 or the CRIB Act of 2014 - Directs the Secretary of Health and Human Services (HHS) to study the treatment and surveillance of, and available information concerning, neonatal abstinence syndrome (a group of problems occurring in a newborn who was exposed to addictive drugs while in the mother's womb). Requires the Secretary to establish an advisory panel to identify and compile best practices and to disseminate the practices, including through the public HHS website. Requires a review of the best practices at least every two years.

TRIA Reform Act of 2014 - Amends the Terrorism Risk Insurance Act of 2002 (TRIA) to extend the Terrorism Insurance Program through December 31, 2019, and to revise provisions governing the Program. Provides consultation requirements for determinations of whether an act should be certified by the Secretary of the Treasury as an act of terrorism and a timetable for preliminary and final certifications. Repeals a prohibition against the Secretary certifying an act as an act of terrorism if property and casualty insurance losses resulting from the act do not exceed $5 million. Requires each certification of an act of terrorism, beginning January 1, 2016, to include a determination of whether such act involves nuclear, biological, chemical, or radiological (NBCR) terrorism. Requires, beginning on such date, the federal share of payments for: (1) non-NBCR acts of terrorism to be reduced annually to 80% of insured losses by 2019, and (2) NBCR acts of terrorism to be 85% of insured losses. Increases the Program trigger for the payment of compensation for non-NBCR acts of terrorism each year from 2016 to 2019. Prohibits the Secretary, in determining such aggregate losses resulting from certified acts of terrorism, from considering any act resulting, in the aggregate, in less than $50 million in insured losses. Requires the Secretary to promulgate regulations to allow small insurers to voluntarily opt-out of TRIA's mandatory availability requirement if the state's insurance regulatory authority determines that such insurer meets requirements for financial hardship or financial infeasibility for providing coverage for insured losses. Increases, beginning January 1, 2016: (1) the amount that the Secretary is required to collect through terrorism loss risk-spreading premiums, and (2) the insurance marketplace aggregate retention amount. Requires the Secretary, beginning on January 1, 2016, when establishing terrorism loss risk-spreading premiums, to begin collecting such premiums within 18 months after the occurrence of the certified act for which they are imposed. Requires the Secretary to establish an Advisory Committee to encourage the creation and development of risk-sharing mechanisms by insurers to voluntarily reinsure among themselves terrorism losses that are not subject to reimbursement under the Program. Directs the Secretary, beginning on January 1, 2016, to require insurers participating in the Program to submit such information regarding insurance coverage for terrorism losses of such insurers as the Secretary considers appropriate to analyze Program effectiveness. Requires insurers to disclose to the policyholder the premium charged for covered insured losses and the federal share of compensation for insured losses at the time of offer and renewal (currently, also at the time of purchase) of the policy. Requires: (1) the Secretary to conduct an annual study of small insurers participating in the Program to identify competitive challenges in the terrorism risk insurance marketplace; (2) the Directors of the Congressional Budget Office (CBO) and the Office of Management and Budget (OMB) to study the feasibility of applying accrual accounting concepts to budgeting for the costs of this and other federal insurance programs; and (3) the Comptroller General (GAO) to study the viability of federal assessment and collection of upfront premiums from insurers that participate in the Program, creating a capital reserve fund under the Program, and requiring participating insurers to dedicate capital specifically for terrorism losses before such losses are incurred.

Establishes a six-month moratorium during which the Financial Stability Oversight Council is prohibited from making a determination under the Financial Stability Act of 2010 that a U.S. nonbank financial company shall be supervised by the Board of Governors of the Federal Reserve System and be subject to prudential standards, if the Council determines that material financial distress at the company (or its nature, scope, size, scale, concentration, interconnectedness, or mix of activities) could pose a threat to the financial stability of the United States.

Better Efficiency and Administrative Simplification Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to allow individuals the option to receive the Medicare Summary Notice (explanation of benefits) electronically. Requires the Secretary of Health and Human Services (HHS) to: (1) apply a similar option to other Medicare statements and notifications, and (2) provide such Medicare Summary Notice and any other such statements and notifications on a more frequent basis than is otherwise required under Medicare. Extends from at least once every 5 years to at least once every 10 years the application of competitive procedures when the contract of a Medicare administrative contractor comes up for renewal.

Moving to Work Expansion Act of 2014 - Increases the number of public housing agencies (PHAs) authorized to participate in the Moving-to-Work demonstration program by 10 over the number of PHAs currently authorized. Authorizes the selection of a PHA for participation in the demonstration program only if it administers, in the aggregate, 10,000 or more public housing dwelling units and housing choice vouchers under Section 8 (rental assistance voucher program) of the United States Housing Act of 1937. Prohibits selected PHAs from being provided any funding from low-income housing assistance, the Capital Fund, or the Operating Fund under the Act in addition to the funding they would otherwise receive without such participation.

Chronic Kidney Disease Improvement in Research and Treatment Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to revise Medicare payments for dialysis services provided to individuals with end stage renal disease (ESRD) and acute kidney injury. Extends the time period when a private health insurer, in determining benefits, cannot consider a group health insurance enrollee's ESRD or entitlement to Medicare coverage due to ESRD. Makes individuals with ESRD eligible for Medicare Advantage. Allows dialysis facilities to provide kidney disease education services and allows physician assistants, nurse practitioners, or clinical nurse specialists to refer individuals to those services. Requires the Secretary of Health and Human Services (HHS) to establish an ESRD Care Coordination program to provide higher Medicare payments to nephrologists, dialysis facilities, and other providers that reduce spending on ESRD by being part of a coordinated care organization. Amends the Public Health Service Act to include dialysis as a service provided by the National Health Service Corps in health professional shortage areas. Makes nephrologists and non-physician practitioners who provide dialysis eligible for the National Health Service Corps Scholarship Program and Loan Repayment Program. Requires the Comptroller General (GAO) to submit a report identifying gaps in chronic kidney disease research and comparing research funding to expenditures on disease treatment. Requires HHS to study the causes of kidney disease and efforts to treat kidney disease in disproportionately affected minority populations.

Protection and Accountability Regulatory Act of 2014 - Nullifies the following proposed rules of the Environmental Protection Agency (EPA): (1) Emission Guidelines for Existing Stationary Sources: Electric Utility Generating Units, (2) Standards of Performance for Greenhouse Gas Emissions from New Stationary Sources: Electric Utility Generating Units, and (3) Carbon Pollution Standards for Modified and Reconstructed Stationary Sources: Electric Utility Generating Units. Prohibits the Administrator of the EPA from issuing or implementing for five years any rule that is substantially similar to the proposed rules unless a federal law is enacted specifically authorizing such a rule.

Bureau Guidance Transparency Act - Amends the Consumer Financial Protection Act of 2010 to direct the Consumer Financial Protection Bureau (CFPB), when issuing guidance, to: (1) provide for a public notice and comment period before issuing the guidance in final form, (2) make publicly available all information relied on by the CFPB, and (3) redact any information that is exempt from disclosure under specified provisions of the Freedom of Information Act. Declares without force or effect CFPB Bulletin 2013-02 (Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act), published March 21, 2013.

Veteran Access to Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to enter into contracts with such non-VA facilities as may be necessary to furnish hospital care and medical services to veterans who: have waited longer than the wait-time goals of the Veterans Health Administration (VHA) (as of June 1, 2014) for an appointment for hospital care or medical services in a VA facility; have been notified by a VA facility that an appointment for hospital care or medical services is not available within such wait-time goals; or reside more than 40 miles from the VA medical facility, including a community-based outpatient clinic, that is closest to their residence. Allows eligible veterans who opt for hospital care or medical services in a non-VA facility to receive such care or services through the completion of the episode of care, but for no longer than 60 days. Directs the Secretary, to the extent that appropriations are available to the VHA for medical services, to reimburse non-VA facilities with which the VA does not have such a contract for providing hospital care and medical services to such veterans, if such care and services cannot be provided within the VHA's wait-time goals in a facility with which the VA has a contract. Sets the reimbursement rate for such care or services at the greatest of the VA, Medicare, or TRICARE (a Department of Defense [DOD] managed care program) payment rate for such care or services. Terminates the Secretary's authority to contract with or reimburse non-VA facilities for the provision of such care and services two years after this Act's enactment. Directs the Secretary to enter into a contract or contracts with a private entity or entities with experience in VHA and private delivery systems and in health care management to conduct an independent assessment of the hospital care and medical services furnished in VA facilities. Prohibits the Secretary from paying awards and bonuses to VA employees for FY2014-FY2016.

No Subsidies Without Verification Act of 2014 - Disallows the health plan premium assistance tax credit or cost-sharing reduction under the Patient Protection and Affordable Care Act before the first date of the first coverage month beginning on or after the date on which the process to verify an individual's household income and coverage requirements of such individual for purposes of determining eligibility for, and the accurate amount of, the credit or reduction, respectively, has been completed. Requires for such verification: (1) completion of a manual or electronic review of the information required of an applicant for enrollment in a plan, and (2) resolution of any inconsistency of such information with records of the Departments of the Treasury or Homeland Security (DHS) or the Social Security Administration. Exempts individuals from the penalty for not maintaining minimum essential coverage for any month with respect to which a premium tax credit is being claimed and that begins before the date on which the verification process has been completed. Suspends, until the coverage month beginning after eligibility verification has been completed, the premium tax credit and reduced cost-sharing in the case of individuals for whom the subsidy was allowed before enactment of this Act. Provides a special enrollment period for an individual who terminated enrollment in a qualified plan during the period of suspension.

Medicare Access to Rural Anesthesiology Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to provide payment under Medicare part A (Hospital Insurance) on a reasonable cost basis for anesthesia services furnished by a physician who is an anesthesiologist in certain rural hospitals in the same manner as payment is made for anesthesia services furnished by a certified registered nurse anesthetist in such hospitals.

Condemns the charge of apostasy and adultery of Meriam Yahia Ibrahim Ishag in Sudan and her sentence of 100 lashes and the death penalty. Calls for the release from prison of Ibrahim, her 20-month-old son, and newborn daughter. Urges the Department of State and the Department of Homeland Security (DHS) to prioritize granting Ibrahim asylum or refugee status. Encourages U.S. efforts to support religious freedom within Sudan, including by requiring before normalizing relations or lifting certain sanctions that Sudan abide by international standards of freedom of religion or belief. Recognizes that every individual should have the opportunity to practice his or her religion without fear of discrimination. Reaffirms the commitment of the United State to end religious discrimination and to pursue policies that guarantee the basic human rights of all individuals. Encourages the Department of State and the U.S. Agency for International Development (USAID) to continue their support for religious freedom initiatives.

Fighting Hunger Incentive Act of 2014 - Amends the Internal Revenue Code to: (1) make permanent the tax deduction for charitable contributions of food inventory, (2) increase from 10% to 15% of taxpayer aggregate net income the amount of deductible food inventory contributions which a taxpayer may make in any taxable year (15% of the taxable income of C corporations), and (3) set forth rules for determining the basis of contributed food for taxpayers other than C corporations and the fair market value of such food.

Amends the Internal Revenue Code to: (1) make permanent the additional 50% depreciation allowance (bonus depreciation) for qualified property (i.e., property which has a recovery period of 20 years or less and is computer software, water utility property, or qualified leasehold or retail improvement property); (2) make permanent the election to increase the alternative minimum tax (AMT) credit limitation in lieu of bonus depreciation; and (3) allow an additional depreciation allowance for a tree or vine bearing fruits or nuts, in the taxable year in which the tree or vine is planted, or grafted to a plant, in the ordinary course of the taxpayer's farming business.

Veterans TRICARE Choice Act - Allows an individual who is eligible to participate in the TRICARE program (a Department of Defense [DOD] managed health care program) to: (1) elect to be ineligible to enroll in such program, (2) make tax deductible contributions to a health savings account during the period such individual elects to be ineligible for TRICARE coverage, and (3) enroll in the TRICARE program at a later date during a special enrollment period.

Federal Financial Statement Transparency Act of 2014 - Establishes in the executive branch an independent Federal Accounting Standards Advisory Board (FASAB) to develop federal financial accounting concepts or standards, giving consideration to the budgetary information needs of executive agencies and the needs of users of federal financial information. Directs the Secretary of the Treasury to establish a FASAB operations fund to enable the FASAB to carry out its duties. Requires the Secretary to assess a fee on each sale of a security for deposit into the fund.

Calls on the government of Sri Lanka to implement the recommendations of the Lessons Learnt and Reconciliation Commission (LLRC). Recognizes that the LLRC report has not adequately addressed accountability for possible war crimes and crimes against humanity that may have been committed by the government of Sri Lanka and the terrorist Liberation Tigers of Tamil Eelam (LTTE). Commends the U.S. representatives on their leadership on United Nations Human Rights Council Resolution (UNHRC) A/HRC/25/L.1.Rev.1 establishing an Office of the High Commissioner for Human Rights investigation into allegations of war crimes, crimes against humanity, and other human rights violations committed in Sri Lanka. Recommends that the Department of State restrict U.S. entry for anyone responsible for war crimes and crimes against humanity. Calls for the government of Sri Lanka to: (1) allow greater media and religious freedoms, and (2) prioritize the process of demilitarization. Urges the government of Sri Lanka to allow humanitarian organizations and human rights groups greater access to war-affected individuals. Calls on members of the Tamil National Alliance to acknowledge past relationships with the LTTE and make a commitment to reconciliation and a long-term political solution. Acknowledges the importance for all parties to reach a lasting political settlement on the devolution of power consistent with LLRC recommendations and acceptable to all sides.

Affirms that all children deserve a safe, loving, and permanent family. Recognizes the importance of ensuring that international adoptions of all children are conducted in an ethical and transparent manner. Expresses concern over the impact on children and families caused by the suspension of exit permit issuance within the Democratic Republic of Congo. Requests that the Congolese government resume processing adoption cases and issuing exit permits, prioritize the processing of intercountry adoptions which were initiated before the suspension, and expedite the adoption processing of medically fragile children. Encourages continued cooperation between the Department of State and the Democratic Republic of the Congo's Ministry of Foreign Affairs to improve the intercountry adoption process and ensure the welfare of all children adopted from the Democratic Republic of Congo.

Combating Autism Reauthorization Act of 2014 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish and oversee a National Autism Spectrum Disorder Initiative to implement a strategic plan for the conduct and support of research into the disorder and minimize duplication by HHS programs of other federal research activities. Extends through FY2019: (1) the developmental disabilities surveillance and research program; (2) the autism education, early detection, and intervention program; and (3) the Interagency Autism Coordinating Committee. Adds members appointed by the Speaker and the minority leader of the House of Representatives, and the majority and minority leaders of the Senate, to the Interagency Autism Coordinating Committee. Requires the Comptroller General (GAO) to study the demographics and needs of individuals with an autism spectrum disorder, make policy recommendations, and include a survey of public and private stakeholders on the needs of adults with such a disorder, the services and resources available, and the effectiveness of the services and resources.

Strengthening the Child Welfare Response to Trafficking Act of 2014 - Amends the Child Abuse Prevention and Treatment Act to require that the state plan under the Act certifies that the state has in effect and is enforcing a state law, or is operating a statewide program, relating to child abuse and neglect that includes provisions and procedures requiring: (1) identification and assessment of reports involving child trafficking, and (2) training child protective services workers about identifying and providing services for such children.

Afghan Allies Protection Extension Act - Amends the Afghan Allies Protection Act of 2009 to extend: (1) the Afghan special immigrant visa program through FY2015, and (2) unused visa carryover authority through December 31, 2016. Expands the scope of a principal alien's qualifying employment to include employment by or on behalf of: (1) an organization associated with the U.S. mission in Afghanistan that has received U.S. funding through an official and documented contract, grant, or cooperative agreement; or (2) a media or nongovernmental organization headquartered in the United States. Revises family member requirements.

Authorizes the President to use all necessary force against those nations, organizations, or persons that planned, authorized, committed, or aided the September 11, 2012, terrorist attacks in Benghazi, Libya, or harbored such organizations or persons, in order to prevent any future acts of international terrorism against the United States by them.

Directs the Securities and Exchange Commission (SEC) to revise regulations to require an issuer to furnish investors with additional specified disclosures regarding compensatory benefit plans if the aggregate sales price or amount of securities sold during any consecutive 12-month period exceeds $20 million (currently $5 million). Directs the SEC to index that aggregate sales price or amount for inflation every 5 years.

Ensuring Seniors Access to Local Pharmacies Act of 2014 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct any prescription drug plan that has in its network one or more pharmacies located in a health professional shortage area, in a medically underserved area, or among a medically underserved population, and that provides a reduction in coinsurance or copayments for covered part D drugs, to extend to any pharmacy located in that area, or among that population, the option to be an in-network pharmacy under terms and conditions comparable to those the plan has agreed upon with other in-network pharmacies located in the area or among that population.

Flood Insurance Market Parity and Modernization Act of 2014 - Amends the Flood Disaster Protection Act of 1973 to redefine "private flood insurance" to include a policy issued by an insurance company that is eligible as a nonadmitted insurer to provide insurance in the state or jurisdiction where the property to be insured is located.

Community Institution Mortgage Relief Act of 2014 - Amends the Truth in Lending Act (TILA) to require the Board of Governors of the Federal Reserve System to exempt from certain escrow or impound requirements a loan secured by a first lien on a consumer's principal dwelling if the loan is held by a creditor with assets of $10 billion or less. Amends the Real Estate Settlement Procedures Act of 1974 to direct the Consumer Financial Protection Bureau (CFPB) to provide either exemptions or adjustments from the mortgage loan servicing and escrow account administration requirements of the Act for servicers that annually service 20,000 or fewer mortgage loans.

Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank) to authorize the Financial Stability Oversight Council to determine that a bank holding company shall be subject to enhanced supervision and prudential standards by the Board of Governors of the Federal Reserve System, if the Council makes a final determination that material financial distress at the bank holding company, or the nature, scope, size, scale, concentration, interconnectedness, or mix of its activities could threaten the financial stability of the United States. Subjects bank holding companies with total consolidated assets of $250 billion or more to such enhanced supervision and prudential standards. Directs the Council to: (1) review each bank holding company with total consolidated assets of between $50 billion and $250 billion in order to determine whether to subject such company to such enhanced Board supervision and prudential standards; and (2) re-review within 36 months any company not subjected to enhanced Board supervision and prudential standards, or sooner if its activities have significantly changed and it might pose a threat to U.S. financial stability. Expresses the sense of Congress that: (1) consolidated asset size is only one of many factors to be considered in determining systemic risk; and (2) specified processes identified in Dodd-Frank (as modified by this Act) represent a more accurate indicator of systemic risk.

Insurance Capital Standards Clarification Act of 2014 - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act concerning establishment of minimum leverage and minimum risk-based capital requirements on a consolidated basis for a depository institution holding company or a nonbank financial company supervised by the Board of Governors of the Federal Reserve System (Board). States that federal banking agencies shall not be required to subject any person to such minimum capital requirements, to the extent that such person either: (1) acts in its capacity as a regulated insurance entity regulated by a state insurance regulator, or (2) is a regulated foreign subsidiary engaged in the business of insurance (including a regulated foreign affiliate of such subsidiary). Exempts from any requirement to prepare holding company financial statements in accordance with Generally Accepted Accounting Principles any Board-supervised depository institution holding company or nonbank financial company that is also a person regulated by a state insurance regulator or a regulated foreign subsidiary (or a regulated foreign affiliate) that files its holding company financial statements using only Statutory Accounting Principles in accordance with state law.

Travel Promotion, Enhancement, and Modernization Act of 2014 - Amends the Travel Promotion Act of 2009 (TPA) to revise qualifications requirements for members of the Board of Directors of the Corporation for Travel Promotion. Revises requirements for the Corporation's annual report to the Secretary of Commerce (Secretary) to require a description of and rationales for: (1) the Corporation's efforts to focus on specific countries and populations, and (2) its combination of media channels employed in meeting the promotional objectives of its marketing campaign. Directs the Corporation and the Secretary (or their designees) to meet biannually to review procedures to determine the fair market value of goods and services received by the Corporation from non-federal sources. Reduces from 80% to 75% the percentage of the fair market value of those goods and services the Corporation may receive from non-federal sources each fiscal year, increasing from 20% to 25% the federal matching rate. Includes U.S. territories among the states and the District of Columbia whose benefit the Corporation's international travel promotion plan must ensure. Extends the TPA and the Corporation through FY2020. Amends the Immigration and Nationality Act to extend through FY2020 also the authority of the Secretary of Homeland Security (DHS) to charge a fee for use of the electronic travel authorization system to determine, in advance, an alien's eligibility to travel to the United States. Amends the TPA to require the Corporation to establish performance metrics to: (1) measure the impact of its marketing efforts, and (2) demonstrate any cost or benefit to the U.S. economy. Requires the Corporation to report to Congress actions it has taken in response to any recommendations the Government Accountability Office (GAO) might make to it. Requires the Corporation to: (1) establish a competitive procurement process, and (2) certify in its annual report to Congress that any contracts it has entered into were in compliance with that process.

Dignified Interment of Our Veterans Act of 2014 - Requires the Secretary of Veterans Affairs (VA) to conduct a study on matters relating to the identification, claiming, and interring of unclaimed remains of veterans, including: (1) estimating the number of unclaimed remains; (2) assessing the effectiveness of VA procedures for claiming and interring unclaimed remains of veterans; (3) assessing state and local laws that affect the ability of the Secretary to identify, claim, and inter such remains; and (4) recommending appropriate legislative or administrative action. .

Housing Financial Literacy Act of 2014 - Amends the National Housing Act to revise the single insurance premium payment for a mortgage (secured by a one- to four-family dwelling that is an obligation of the Mutual Mortgage Insurance Fund) of a first-time homebuyer who completes a program of counseling on the responsibilities and financial management involved in homeownership that is approved by the Secretary of Housing and Urban Development (HUD). Repeals the current maximum premium payment of 2.75% of the amount of the mortgage's original insured principal obligation. Sets the single mortgage insurance premium payment at 25 basis points lower than the premium payment amount otherwise established.

Africa Counter Terrorism Initiative Act - Directs the Secretary of Defense (DOD) to develop, submit to Congress, and implement within one year after enactment of this Act a plan to transfer the headquarters of AFRICOM from Stuttgart, Germany, to a location in the continental United States. Requires the plan to provide for: (1) the 65th Air Base Wing to be an AFRICOM asset; (2) AFRICOM permanent assets to be located at Lajes Field, Azores, Portugal; (3) the transfer of U.S. assets at Lajes Field from United States European Command to AFRICOM for purposes of being the forward operating location, logistical hub, and location of AFRICOM assets; and (4) the relocation of the Special-Purpose Marine Air-Ground Task Force Crisis Response (SP-MAGTF CR) from Moron Air Base, Spain, to Lajes Field. Directs the Secretary to conduct a review of the Agreement on Cooperation and Defense Between the United States and Portugal, signed at Lisbon on June 1, 1995, to ensure that such Agreement accurately reflects and accounts for such plan. Requires Lajes Field to continue operating 24 hours a day, at or above its 2012 levels of readiness, effective until at least the date of completion of the 2018 quadrennial defense review.

Forging Peace Through Strength in Ukraine and the Transatlantic Alliance Act - Expresses the sense of Congress that: (1) the continuing practice by the Russian Federation of physical, diplomatic, and economic aggression toward neighboring countries is clearly intended to undermine regional security and stability; (2) the Russian military build-up and aggressive posture on the eastern border of Ukraine represents an intent to intimidate Ukraine and its citizens to submit to Russian control; (3) the Russian Federation should immediately cease all improper and illegal activities in Ukraine and President Putin should direct an immediate return of Russian forces; (4) the United States reaffirms its commitment to explicitly secure the independence, sovereignty, and territorial integrity and borders of Ukraine; (5) the United States supports the expansion of security cooperation with states in Central and Eastern Europe, including NATO member states, NATO aspirants, and appropriate Eastern Partnership countries; (6) the United States reaffirms support of NATO efforts to resolve the conflict peacefully and diplomatically; and (7) the United States should take immediate steps to enhance its military presence and readiness posture in Europe to deter aggression and assure its allies and partners through forward presence and engagement. Directs the Secretary of Defense (DOD) (Secretary) to develop and report on a strategic framework for U.S. security force assistance and cooperation in the European and Eurasian regions. Directs the President to submit a plan to: (1) increase U.S. intelligence, surveillance, and reconnaissance capabilities devoted to monitoring the situation in Ukraine; (2) increase U.S. intelligence information sharing and situational awareness to the maximum extent practicable with Ukraine utilizing appropriate bilateral channels and the NATO-Ukraine Commission; (3) provide military advice and technical assistance to the Ukrainian military to enhance their defensive preparations and posture; (4) convene NATO member states and Ukraine to review options and implement prudent steps to increase the defense of U.S., NATO, and Ukraine cyber networks; and (5) work with NATO member states and the Ukrainian military to counter Russian propaganda. Expresses the sense of Congress in support of the immediate augmentation of U.S. Armed Forces in the area of responsibility of the U.S. European Command in order to meet operational plan requirements for response in support of a NATO ally. Directs the Secretary to provide notification of such augmentation, as well as related information. Calls for the President to immediately correct deficiencies in the readiness of U.S. Armed Forces in such area and to provide appropriate additional resources to NATO as needed. Requires the Secretary to ensure the operational availability of the Aegis Ashore system site in Poland. Authorizes the Secretary to relocate the necessary assets of the Aegis weapon system between and within the DDG-51 Class Destroyer program and the Aegis Ashore program to meet mission requirements. States that it is the policy of the United States that available short-range air and missile defense systems and terminal missile defense systems of the United States with operational missiles be rotationally deployed to central and eastern European allies to strengthen their air and missile defense capabilities. Requires the Secretary: (1) by December 31, 2014, and pursuant to an agreement between the United States and Poland, to deploy to Poland a system providing a short-range air and missile defense capability and/or terminal missile defense capability and the personnel required to operate and maintain such system; (2) to stop plans for the relocation and consolidation of U.S. dual-capable aircraft that are based in Europe and develop plans to temporarily base such aircraft in NATO member states that request to host such aircraft; (3) to conduct siting studies for the construction of weapon storage and security systems and protective aircraft shelters in NATO member states that notify the Secretary of an interest in hosting such systems and shelters and to provide for reasonable burden sharing of associated costs; and (4) to coordinate with NATO member states on the policy considerations of a decision to alter the posture of forward deployed nuclear weapons and related capabilities of the United States. Prohibits FY2015 DOD funds from being used for any bilateral military-to-military contact or cooperation between the United States and the Russian Federation until the Secretary makes certain certifications with respect to Russian recognition of the sovereignty of all Ukrainian territory and related matters. Allows a waiver in the U.S. national security interest. Prohibits FY2015 Department of Energy (DOE) National Nuclear Security Administration funds from being used for any contract, cooperation, or transfer of technology between the United States and the Russian Federation until the Secretary of Energy makes certain certifications with respect to Russia's respect of Ukrainian territory and compliance with the Treaty Between the United States of America and the Union of Soviet Socialist Republics on the Elimination of Their Intermediate-Range and Shorter-Range Missiles and the Treaty on Conventional Armed Forces in Europe. Allows a waiver in the national security interest. Directs the Secretary to report annually on the current and future military power of the Russian Federation.

Hezbollah International Financing Prevention Act of 2014 - States that it shall be U.S. policy to: (1) prevent Hezbollah's global logistics and financial network from operating in order to curtail funding of its domestic and international activities; and (2) utilize diplomatic, legislative, and executive avenues to combat Hezbollah's criminal activities in order to block that organization's ability to fund its global terrorist activities. Directs the President to report to Congress: (1) a list of satellite, broadcast, or other providers that knowingly transmit the content of al-Manar TV; and (2) the identity of those providers that have or have not been sanctioned pursuant to Executive Order 13224. Directs the Secretary of the Treasury to prohibit or impose strict conditions on the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly: (1) facilitates the activities of Hezbollah or its agents, instrumentalities, affiliates, or successors; (2) facilitates the activities of a person acting on behalf of or owned or controlled by an agent, instrumentality, affiliate, or successor; (3) engages in money laundering to carry out such an activity; (4) facilitates a significant transaction or provides significant financial services to carry out such an activity, including services that involve a transaction of gold, silver, platinum, or other precious metals; or (5) facilitates any of these activities, conspires to facilitate or participate in such an activity, or is owned or controlled by a foreign financial institution that knowingly engages in such an activity. Directs the Secretary of the Treasury to prescribe reporting, information sharing, and due diligence requirements for domestic financial institutions that maintain a correspondent account or payable-through account in the United States for a foreign financial institution. Authorizes the Secretary to waive such requirements if in the U.S. national security interests, and with congressional notification. Directs the Secretary of the Treasury to identify to Congress every 180 days each foreign central bank that carries out an activity prohibited under this Act. Sets forth penalty requirements for specified violations under this Act. Directs the President to designate Hezbollah as: (1) a significant foreign narcotics trafficker if Hezbollah meets meets the criteria set forth under the Foreign Narcotics Kingpin Designation Act, and (2) a significant transnational criminal organization if Hezbollah meets the criteria set forth under specified executive orders and statutes. Requires the President to report to Congress which of these criteria the President determines that Hezbollah has not met, if it does not. Directs the Secretary of State to report to Congress regarding Hezbollah's involvement in the trade in rough diamonds outside of the Kimberly Process Certification Scheme. Declares that nothing in this Act shall apply to authorized U.S. intelligence activities. States that any requirement of this Act shall cease to be in effect 30 days after the President certifies to Congress that Hezbollah: (1) is no longer designated as a foreign terrorist organization; (2) is no longer listed in the Annex to Executive Order 13224 (blocking property and prohibiting transactions with persons who commit or support terrorism); and (3) poses no significant threat to U.S. national security, interests, or allies.
