Statutory Pay-As-You-Go Act of 2009 - Requires the Congressional Budget Office (CBO), as soon as practicable after Congress completes action on any Pay-As-You-Go (PAYGO) legislation, to provide an estimate of its budgetary effects to the Office of Management and Budget (OMB). Requires OMB to maintain and make publicly available a document containing a PAYGO ledger and, within seven days (excluding weekends and legal holidays) after the enactment of any PAYGO legislation, record on such ledger its estimate of the legislation's budgetary effects in each fiscal year, applying the look-back and averaging requirements of this Act. Exempts from the requirements of this Act any PAYGO legislation designated as an emergency requirement by the President and enacted by Congress. (Requires OMB to display the budgetary effects of such legislation as an addendum in the document containing the PAYGO ledger but not record the budgetary effects in it.) Requires OMB: (1) to make publicly available an annual PAYGO report and publish a notice of it in the Federal Register, including information on how it can be obtained; and (2) if such report shows a debit on the PAYGO ledger for the budget year, to prepare and the President to issue a sequestration order for submission to Congress. Prescribes requirements for calculating a sequestration for certain nonexempt and Medicare mandatory programs. Sets forth a special temporary rule to address the scoring of legislation affecting current policy for: (1) payments made under title XVIII (Medicare) of the Social Security Act for physician services; (2) the Estate and Gift Tax and the Alternative Minimum Tax (AMT) under the Internal Revenue Code; and (3) provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 or the Jobs and Growth Tax Relief and Reconciliation Act of 2003 that amended the Code extending middle-class tax cuts for individuals (or provisions in later statutes further amending such amendments). Makes such rule effective through December 31, 2010, or, in specified circumstances, until December 31, 2011. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to modify the assumptions used to calculate the baseline. Requires: (1) temporary mandatory funding and tax provisions related to major natural or man-made disasters to be assumed to expire on schedule, and discretionary funding for them to not be projected; and (2) the baseline to include a disaster allowance that is not designated as mandatory or discretionary and is not allocated to any congressional committee. Amends the Gramm-Rudman-Hollings Act to specify additional Social Security, veterans, Tier I Railroad Retirement benefits and other programs and activities exempt from a sequestration order as well as certain economic recovery programs.

High School Athletics Accountability Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to direct coeducational elementary and secondary schools that participate in any ESEA program to annually: (1) report certain information on equality in their school athletic programs to the Commissioner for Educational Statistics; and (2) make such information available, upon request, to their students, potential students, and the public. Directs the Commissioner to ensure that such data are posted on the Department of Education's Web site within a reasonable period of time.

Supports the designation of Home Safety Month. Recognizes the contributions of: (1) home safety related nonprofit organizations; and (2) the Home Safety Council for introducing www.MySafeHome.org to help adults identify the dangers present in and around the home, and for promoting the Hands on Home Safety Campaign. Encourages adults, parents, and caregivers to take greater actions to reduce unintentional injuries and educate themselves on the importance of home safety. Encourages: (1) manufacturers to develop innovative safety products and features to help lessen the number of home injuries and accidents; and (2) local and national government leaders to support funding for critical home safety education programs.

Homeowners' Defense Act of 2009 - Establishes the National Catastrophe Risk Consortium as a nonprofit, nonfederal entity to: (1) maintain an inventory of catastrophe risk obligations held by state reinsurance funds, state residual insurance market entities, and state-sponsored providers of natural catastrophe insurance; (2) issue, on a conduit basis, securities and other financial instruments linked to catastrophe risks insured or reinsured through Consortium members; (3) coordinate reinsurance contracts; (4) act as a centralized repository of state risk information accessible by certain private-market participants; and (5) establish a database to perform research and analysis that encourages standardization of the risk-linked securities market. Authorizes the Secretary of the Treasury to guarantee holders of debt against loss of principal or interest, or both, on any such debt issued by eligible state programs for purposes of promoting the availability of private capital to provide liquidity and capacity to state catastrophe insurance programs and expediting the payment of claims under such programs and better assist the financial recovery from significant natural catastrophes. Provides separate limits on the total principal amount of such obligations for programs that cover earthquake peril and those that cover all other perils. Directs the Secretary to make contracts for reinsurance coverage available for purchase by eligible state programs. Provides pricing guidelines and a limit on aggregate potential federal liability. Establishes a Federal Natural Catastrophe Reinsurance Fund in the Treasury to be funded by amounts received from the sale of reinsurance coverage contracts, amounts appropriated for liability for claims payment, and earnings on investments. Directs the Secretary of Housing and Urban Development (HUD) to establish and carry out a program of grants to eligible entities to develop, enhance, or maintain programs to prevent and mitigate losses from natural catastrophes. Requires a study of the need for and impact of expanding the programs established by this Act to apply to insured losses of eligible state programs for losses arising from commercial insurance policies that provide coverage for properties composed predominantly of residential rental units.

Expresses the heartfelt condolences of the House of Representatives to the families and friends of the victims of the May 11, 2009, shooting at the combat stress clinic at Camp Liberty, Iraq. Conveys its ongoing deep gratitude to the brave members of the Armed Forces who risk their lives in service of protecting the nation. Recognizes the important work of the medical professionals and staff members, who provide essential mental health services to our servicemen and women, at Combat Stress Control Center in Camp Liberty, Iraq, and other clinics in theater and at home. Commits the House to: (1) focus on the mental, in addition to the physical, well-being of the nation's military servicemen and women, and veterans; and (2) support the policies, resources, and funding necessary to combat successfully the mental and physical healthcare challenges that they may confront.

Veterans Educational Equity Act - Provides that, in the case of an individual entitled to veterans' educational assistance under the Post-9/11 Educational Assistance program and who is enrolled at an institution of higher education in a state in which the public institutions charge only fees in lieu of tuition, the Secretary of Veterans Affairs (VA) shall allow the individual to use all or a portion of the amount payable under the educational assistance program to pay the tuition or fees for that program of education.

Increasing Homeownership Opportunities Act - Amends the Federal Home Loan Mortgage Corporation Act and the Federal National Mortgage Association Charter Act to increase limitations on the maximum original principal obligation of mortgages that may purchased by the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation Association (Freddie Mac). Increases such limitations in areas where 125% (currently, 115%) of the median price of residences of a particular size exceed existing mortgage purchase limitations for such residence size. Gives the Director of the Federal Housing Finance Agency (FHFA) discretion to increase existing mortgage purchase limitations where an increase is warranted by higher median home prices in an area or sub-area and will have a significant impact on the cost or availability of mortgages for such homes. Amends the National Housing Act to raise limitations on the maximum principal obligation of mortgages that may be insured by the Secretary of Housing and Urban Development (HUD). Gives the Secretary discretion to increase mortgage insurance limitations where an increase is warranted by higher median home prices in an area or sub-area and will have a significant impact on the cost or availability of mortgages for such homes.

Truth in Fur Labeling Act of 2009 - Amends the Fur Products Labeling Act to: (1) eliminate the exemption to fur labeling requirements for products containing relatively small amounts of fur; and (2) permit states to enforce more restrictive labeling requirements. Directs the the Federal Trade Commission (FTC), in the Fur Products Name Guide, to replace the term "Raccoon, Asiatic" with "Dog, Raccoon."

Comparative Effectiveness Research Act of 2009 - Amends title XI (General Provisions, Peer Review, and Administrative Simplification) of the Social Security Act to provide for a program of comparative effectiveness research for health care. Defines "comparative effectiveness research" as research evaluating and comparing the implications and outcomes of two or more health care strategies to address a particular medical condition. Establishes the Health Care Comparative Effectiveness Research Institute as a nonprofit, nongovernmental corporation to conduct research on the effectiveness of health care treatments, including pharmaceuticals, medical devices and procedures, and other therapies. Requires the Institute to: (1) identify national priorities for comparative clinical effectiveness research; (2) establish and update a research project agenda and provide for peer review of research; (3) establish a standing methodology committee for developing the science of comparative effectiveness research; and (4) disseminate research findings. Amends the Internal Revenue Code to establish in the Treasury the Comparative Effectiveness Research Trust Fund. Provides revenues for the Trust Fund by: (1) transferring amounts from certain appropriations for comparative effectiveness research, from the General Fund, and from the Medicare Federal Hospital Insurance and Federal Supplementary Medical Insurance Trust Funds; and (2) imposing a fee on certain accident or health insurance policies and self-insured health plans. Requires the Comptroller General to review financial audits of the Institute and assess the adequacy and use of funding. Terminates all funding for the Trust Fund after FY2020.

Bay Area Regional Water Recycling Program Expansion Act of 2009 - Amends the Reclamation Wastewater and Groundwater Study and Facilities Act to authorize the Secretary of the Interior to participate in the design, planning, and construction of: (1) recycled water distribution systems in California in cooperation with the Central Contra Costa Sanitary District and the Ironhouse Sanitary District; and (2) recycled water system facilities in California in cooperation with the Dublin San Ramon Services District, the city of Petaluma, Redwood City, and the city of Palo Alto. Limits the federal share of each project to 25%. Prohibits the Secretary from providing funds for project operation and maintenance. Directs the Secretary to: (1) enter into individual agreements with the San Francisco Bay Area Regional Water Recycling implementing agencies to fund specified projects under such Act through the Bay Area Clean Water Agencies; and (2) include in such agreements a provision for the reimbursement of construction costs. Increases the authorization of appropriations for the design, planning, and construction of: (1) recycled water system facilities in cooperation with the city of Antioch, California; and (2) recycled water treatment facilities in cooperation with the city of San Jose, California, and the Santa Clara Valley Water District.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Recognizes that mental well-being is as important as physical well-being for people, the economy, and the country. Applauds the coalescing of national and community organizations in working to promote public awareness of mental health and in providing critical information and support to the people and families affected by mental illness. Encourages all organizations and health practitioners to use Mental Health Month as an opportunity to promote mental well-being and awareness, ensure access to appropriate services, and support overall quality of life for those living with mental illness.

Water Advanced Technologies for Efficient Resource Use Act of 2009 - Establishes within the Environmental Protection Agency (EPA) a WaterSense program to identify and promote water efficient products, buildings and landscapes, and services to reduce water use, conserve energy, and preserve water resources. Sets forth the duties of the EPA Administrator for promoting, publicizing, and administering the WaterSense program. Requires federal agencies to purchase WaterSense products or services or a Federal Energy Management Program designated product through their procurement process. Establishes a program to provide financial incentives for consumer purchase and installation of residential water efficient products and services.

Making Opportunities Via Efficient and More Effective National Transportation Act of 2009 or the MOVEMENT Act of 2009 - Directs the Secretary of Transportation to carry out a National Goods Movement Improvement Program to provide funding for projects to improve the movement of goods in interstate commerce, to provide security for such goods in transit, and to mitigate environmental damage caused by the movement of goods. Terminates such program after FY2018. Amends the Internal Revenue Code to: (1) establish the National Goods Movement Improvement Fund to finance the projects authorized by this Act; and (2) impose the harbor maintenance excise tax on commercial cargo entering the customs territory of the United States other than by port use following foreign port use.

Soldiers Targeted by Offensive Profiteering Act of 2009 (STOP Act) - Prohibits any person, except with permission, from using the name or image of a protected individual in connection with any merchandise, retail product, impersonation, solicitation, or commercial activity in a manner calculated to connect the protected individual with that individual's service in the Armed Forces. Defines as a "protected individual" any person who: (1) is a member of the Armed Forces; or (2) was a member at any time after April 5, 1917, and, if not living, has a surviving spouse, child, parent, grandparent, or sibling. Authorizes the Attorney General to bring actions to enjoin violations of this Act.

Minority Small Business Enhancement Act of 2009 - Amends the Small Business Act to consider an individual with a net worth of less than $1.5 million as eligible for participation in a Small Business Administration (SBA) program providing grants to small businesses owned and controlled by economically disadvantaged individuals. Allows a small business to receive SBA developmental assistance under the program for the entire period of an SBA-guaranteed loan. Redefines the term "bundled contract" to mean a contract or order entered into to meet procurement requirements that are consolidated in a bundling of contract requirements, without regard to its designation by the procuring agency or whether a study of the effects of the solicitation on civilian or military personnel has been made, subject to exceptions. Expands the definition of "bundling of contract requirements." Makes the revised and expanded definitions inapplicable to contracts for construction services under $65 million or under $5 million for all other types of contracts. Increases from: (1) 23% to 25% the government-wide small business procurement contract goal; and (2) 5% to 10% the government-wide procurement goal for small disadvantaged businesses and women-owned businesses. Limits the number of categories for which a small business may qualify under such goals. Requires a report from the Comptroller General to Congress on disparities in the awarding of federal contracts to small businesses owned and controlled by socially and economically disadvantaged individuals, small businesses, and other businesses.

Directs the Secretary of Transportation to establish: (1) a national highway tunnel inspection program, including standards for the proper safety inspection and evaluation of all highway tunnels; (2) a training and certification program for highway tunnel inspectors; and (3) a national inventory of highway tunnels. Includes tunnel construction, rehabilitation, and operational improvements (including safety inspection of such tunnels) as eligible projects under the federal surface transportation program.

Patient Safety and Abuse Prevention Act - Directs the Secretary of Health and Human Services to establish a program to identify efficient, effective, and economical procedures for long-term care facilities or providers to conduct background checks on prospective direct patient access employees on a nationwide basis under similar terms and conditions as the pilot program established under the Medicare Prescription Drug, Improvement, and Modernization Act of 2003. Sets forth requirements for states wishing to participate in the program, including requiring: (1) searches of neglect registries and databases; (2) searches of any proceedings that may contain disqualifying information; (3) searches of federal criminal history records, including a fingerprint check; and (4) methods that reduce duplicative fingerprinting. Sets forth program requirements. Requires the Inspector General of the Department of Health and Human Services (HHS) to evaluate the program under this Act. Amends title XIX (Medicaid) of the Social Security Act to require state claims processing and information retrieval systems to incorporate compatible methodologies of the National Correct Coding Initiative administered by the Secretary. Directs the Secretary to identify and notify states as to which methodologies should be incorporated.

21st Century Energy Technology Deployment Act - Establishes in the Treasury the Clean Energy Investment Fund, consisting of: (1) amounts appropriated for administrative expenses to implement a loan guarantee program that provides incentives for innovative technologies; and (2) amounts deposited in or appropriated for the Fund. Amends the Energy Policy Act of 2005 to revise provisions concerning such program, including by revising the definition of "commercial technology," requiring payments from the borrower to not be a debt obligation that is made or guaranteed by the federal government, and requiring fees collected under such program to be deposited into the Fund (currently, the Treasury). Directs the Secretary of Energy (DOE), after consultation with the Energy Technology Advisory Council of the Clean Energy Deployment Administration (both established by this Act), to develop and publish for review and comment near-, medium-, and long-term goals for the deployment of clean energy technologies through the credit support programs established by this Act to establish or promote specified energy generation, transmission, and use and energy technology manufacturing capacities. Allows the Administration to issue direct loans, letters of credit, loan guarantees, insurance products, or such other credit enhancements or debt instruments (including through participation as a co-lender or a member of a syndication) to deploy clean energy technologies. Requires the Administration to: (1) establish an expected loan loss reserve to account for estimated losses; and (2) develop financial products and arrangements to promote the widespread deployment of, and mobilize private sector support of credit and investment institutions for, clean energy technologies through securitization, indirect credit support, or other similar means of credit enhancement. Authorizes the Administration to lend on the security of, and make commitments to lend on the security of, any debt that it has issued or is authorized to purchase. Describes the Administration's lending and credit authorities. Authorizes the Secretary to delegate to the Administration the provision of financial services and program management for grant, loan, and other credit enhancement programs. Requires biannual reports to Congress on the technologies supported and on Administration performance. Requires the Administration to report annually and quarterly to the Secretary on its financial conditions and operations.

Weapons Acquisition System Reform Through Enhancing Technical Knowledge and Oversight Act of 2009 - Requires, with respect to Department of Defense (DOD) weapon systems acquisition organization: (1) the independent performance of oversight functions by designated officials within the Office of the Secretary of Defense; (2) a designated official to issue policies, procedures, guidance, and cost estimates in connection with DOD acquisition programs and major defense acquisition programs (MDAPs); (3) a designated official to issue policies, procedures, and guidance for DOD use of systems engineering; (4) a designated official to issue policies, procedures, and guidance governing the conduct of performance assessments for DOD acquisition programs; (5) the Director of Defense Research and Engineering to periodically review and assess the technological maturity and integration risk of MDAP critical technologies; and (6) the Joint Requirements Oversight Council to seek and consider input from commanders of combatant commands in identifying joint military requirements. Requires, with respect to DOD weapon systems acquisition policy: (1) the Secretary to ensure that the acquisition strategy for each MDAP includes measures to ensure competition at both the prime contract and subcontract level throughout the MDAP's life cycle; (2) the milestone decision authority for an MDAP waiving certain certification requirements normally necessary before Milestone B or Key Decision Point B approval to annually review that MDAP to determine its satisfaction with certification components; (3) the milestone decision authority, for each MDAP that has not received Milestone C or Key Decision Point C approval, to determine whether or not the program satisfies specified certification components, and provides for an annual review; (4) certain milestone decision authority certifications with respect to MDAPs that have not received Milestone B or Key Decision Point B approval; (5) the Secretary to undertake specified actions in the event of MDAP critical cost growth; (6) the Panel on Contracting Integrity to recommend measures to eliminate or mitigate organizational conflicts of interest in the acquisition of major weapon systems; (7) the Secretary to award DOD military and civilian personnel for performance excellence in the acquisition of DOD products and services; and (8) the Comptroller General to review the DOD use of mechanisms for considering tradeoffs among cost, schedule, and performance in the acquisition of major weapon systems.

International Protecting Girls by Preventing Child Marriage Act of 2009 - Authorizes the President to provide assistance, including through multilateral, nongovernmental, and faith-based organizations, to prevent child marriage in developing countries and to promote the educational, health, economic, social, and legal empowerment of girls and women. Sets forth priority assistance criteria. Directs the President, through the Secretary of State, to establish a multi-year strategy to prevent child marriage in developing countries and to promote the empowerment of girls at risk of child marriage. Sets forth strategy elements. Amends the Foreign Assistance Act of 1961 to require that Department of State country reports on human rights practices include a description of the status of child marriage for countries with specified rates of child marriage. Defines "child marriage" as the marriage of a girl or boy not yet the minimum age for marriage stipulated in law in the country in which the girl or boy is a resident.

Condemns official and unofficial sanctioning of anti-Semitic activity by any government and urges governments to take necessary steps to eradicate anti-Semitism and promote religious tolerance. Reaffirms support for the mandate of the Special Envoy to Monitor and Combat Anti-Semitism. Urges the Secretary of State to: (1) maintain the fight against anti-Semitism as a U.S. foreign policy priority; (2) appoint the Department of State's Special Envoy to Monitor and Combat Anti-Semitism; and (3) ensure that the Department's Annual Country Reports on Human Rights Practices and International Religious Freedom Reports continue to document anti-Semitic incidents.

Star-Spangled Banner Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner . Requires a coin design emblematic of the War of 1812, and in particular of, the Battle for Baltimore that formed the basis for the Star-Spangled Banner. Limits the period for coin issuance to calendar year 2012. Imposes a surcharge of $35 per coin for the $5 coins and $10 per coin for the $1 coins, which shall be distributed to the Maryland War of 1812 Bicentennial Commission for the purpose of supporting bicentennial activities, educational outreach activities, and preservation and improvement activities pertaining to the sites and structures relating to the War of 1812.

Pacific Salmon Stronghold Conservation Act of 2009 - Establishes the Salmon Stronghold Partnership as a cooperative, incentive-based, public-private partnership working across political boundaries and land ownerships to identify and conserve salmon strongholds. Requires that its board include representatives of Alaska, California, Idaho, Oregon, and Washington state, as well as representatives from specified entities. Requires the Assistant Administrator for the National Marine Fisheries Service of the National Oceanic and Atmospheric Administration (NOAA) to carry out specific information and assessment functions associated with salmon strongholds. Establishes a salmon stronghold watershed grants and technical assistance program. Authorizes the sharing of status and trends data, innovative conservation strategies, conservation planning methodologies, and other information with North Pacific countries, including Canada, Japan, Russia, and South Korea, and appropriate international entities to promote salmon conservation and habitat. Prohibits acquiring private property without the owner's consent.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single gold medal in honor of the Women Airforce Service Pilots (WASP) collectively, in honor of their pioneering military service and exemplary record, which forged revolutionary reform in the U.S. Armed Forces. Commends the crew of the Maersk Alabama and Captain Richard Phillips, who selflessly placed himself in harm's way to protect his crew. Recognizes the U.S. Navy, the crews of the USS Bainbridge, Boxer, Halyburton, and Patrol Squadron (VP) 8 for their role in the rescue. Congratulates the Navy SEALs on the scene for their decisive action that resulted in the rescue of Captain Phillips. Sets forth Congress's commitment to include within legislation authorizing national health care reform provisions that facilitate state innovation and that: (1) promote the unique role of states as innovators in health care reform; (2) feature flexibility for states in implementing national goals and objectives for health care reform; (3) facilitate state efforts to improve upon and expand the goals and objectives of national health reform; and (4) incorporate the principles of state innovation espoused in the Health Partnership Act and Health Partnership Through Creative Federalism Act.

America's Red Rock Wilderness Act of 2009 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin; (2) Zion and Mojave Desert; (3) the Grand Staircase-Escalante; (4) Moab-La Sal Canyons; (5) Henry Mountains; (6) Glen Canyon; (7) San Juan-Anasazi; (8) Canyonlands Basin; (9) San Rafael Swell; and (10) Book Cliffs and Uinta Basin. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of state-owned lands within such areas; (3) federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.

Amends the Immigration and Nationality Act to allow a surviving spouse of a U.S. citizen who was married for less than two years at the time of the citizen's death who proves by a preponderance of the evidence that the marriage was entered into in good faith and not for the purpose of obtaining an immigration benefit to self-petition (within the required two years) for continued immediate relative status. (Applies such provision to applications and petitions pending on or after the date of enactment of this Act.) Extends the petition filing deadline for two years after the date of the enactment of this Act if: (1) the alien's U.S. citizen spouse died before the date of the enactment of this Act; (2) the alien and the citizen spouse were married for less than two years at the time of the citizen spouse's death; and (3) the alien has not remarried.

Recognizes the 144-year anniversary of the explosion of the steamboat ship SS Sultana on the Mississippi River on April 27, 1865. Honors the memory of the Union soldiers and other passengers who lost their lives in the disaster. Regrets the lack of military and civilian oversight that led to the explosion and tremendous loss of life. Rededicates the honoring of all of our veterans and military families with the highest level of support in quality resources, equipment, and services.

Expresses the sense of the House of Representatives that: (1) National Drowning Prevention and Water Safety Month is an opportunity to educate people on the prevention of drowning and near drowning; (2) people should be encouraged to be aware of the hazards associated with children near swimming and water recreational facilities, use appropriate prevention strategies, and be prepared with the skills to save a child's life; (3) it is important to incorporate layers of protection, including adult supervision and the use of drain entrapment prevention and enclosures; and (4) awareness of, and volunteer involvement in, National Drowning Prevention and Water Safety Month should be promoted.

Flexibility Incentive Grant Act of 2009 - Directs the Secretary of Transportation to establish a flexibility incentive grant pilot program to encourage states to establish new sources of revenue for public transportation projects and services and to reward states for creating more flexibility in the use of their existing transportation funds. Requires the Secretary to make a grant for FY2010-FY2013 to: (1) each state whose increase in expenditures for public transportation projects and services over the preceding fiscal year was 10% or more and aggregate expenditures for such projects and services was $1 billion or less; (2) each large state whose increase in expenditures for such projects and services over the preceding fiscal year was 1% or more and aggregate expenditures for such projects and services was more than $1 billion; (3) each state that established in the first preceding fiscal year a dedicated source of revenue (i.e., state motor fuels tax, sales tax, or other specified sources of revenue) for carrying out public transportation projects and services that was not in effect in the second preceding fiscal year and which will result in a 10% increase of state funds expended for such projects and services within two years after such implementation; and (4) each state that in the preceding fiscal year amended state law or the state constitution to allow restricted highway funds to also be used for public transportation projects and services. Sets forth certain grant eligibility requirements. Directs the Secretary to conduct, and report to Congress on, a study to evaluate the pilot program.

Weapon Systems Acquisition Reform Act of 2009 - Requires, with respect to Department of Defense (DOD) weapon systems acquisition organization: (1) a report on systems engineering capabilities; (2) the establishment of a Director of Developmental Test and Evaluation; (3) an assessment of the technological maturity of critical technologies of major defense acquisition programs (MDAPS); (4) the establishment of a Director of Independent Cost Assessment; and (5) the Joint Requirements Oversight Council to seek and consider input from commanders of combatant commands in identifying joint military requirements. Requires, with respect to DOD weapon systems acquisition policy: (1) the Secretary of Defense to develop and implement mechanisms to ensure the consideration of tradeoffs between system cost, schedule, and performance; (2) the milestone decision authority for an MDAP to have received a preliminary design review and conducted a formal post-preliminary design review assessment before an MDAP may receive Milestone B or Key Decision Point B approval; (3) the Secretary to ensure that each MDAP acquisition plan includes measures to maximize competition at both the prime contract and subcontract level throughout the MDAP's life cycle; (4) the Secretary to undertake specified actions in the event of MDAP critical cost growth; (5) addressing organizational conflicts of interest by contractors in the acquisition of major weapon systems; (6) the establishment of an Organizational Conflict of Interest Review Board; and (7) the Secretary to award DOD military and civilian personnel for performance excellence in the acquisition of DOD products and services.

Breast Cancer Education and Awareness Requires Learning Young Act of 2009 or EARLY Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct a national evidence-based education campaign: (1) to increase public awareness regarding the threats posed by breast cancer to young women, including the particular risks faced by certain ethnic and cultural groups; and (2) focusing on awareness of risk factors and achieving early detection through community-centered informational forums, public service advertisements, and media campaigns. Directs the Secretary to award grants to entities to establish national multimedia campaigns that: (1) will encourage young women to be aware of their personal risk factors, strategies for increasing early detection and self awareness, evidence based preventative lifestyle changes, and other appropriate breast cancer early detection and risk reduction strategies; (2) will encourage young women of specific higher-risk populations to talk to their medical practitioners about those risks and methods for appropriate screening and surveillance; and (3) may include advertising through specified media. Requires the Secretary, acting through the Director, to: (1) establish an advisory committee to assist in creating and conducting the public education campaign; (2) conduct an education campaign to increase awareness among health care professionals; and (3) conduct prevention research. Directs the Secretary to award grants to organizations and institutions to provide to young women diagnosed with breast cancer substantive assistance and health information from credible sources on: (1) education and counseling regarding fertility preservation; (2) social, emotional, psychosocial, financial, lifestyle, and caregiver support; (3) familial risk factors; and (4) risk reduction strategies to reduce recurrence or metastasis.

Requires the Secretary of Energy to establish a program to deploy and integrate plug-in electric drive vehicles in multiple regions. Lists as program goals: (1) to demonstrate the viability of a vehicle-based transportation system that is not overly dependent on petroleum as a fuel and contributes to lower carbon emissions than a system based on conventional vehicles; (2) to facilitate the integration of advanced vehicle technologies into electricity distribution areas to improve system performance and reliability; (3) to demonstrate the potential benefits of coordinated investments in vehicle electrification on personal mobility and a regional grid; (4) to demonstrate protocols and standards that facilitate vehicle integration into the grid; and (5) to investigate differences in each region and regulatory environment regarding best practices in implementing vehicle electrification. Authorizes the Secretary to provide financial assistance for: (1) assisting persons in the purchase of new plug-in electric drive vehicles by offsetting the incremental cost of such vehicles above the cost of comparable conventionally fueled vehicles; (2) supporting electrical charging stations for plug-in electric drive vehicles and smart grid equipment and infrastructure to facilitate the charging and integration of such vehicles; and (3) other projects to support the large-scale deployment of such vehicles in regional deployment areas. Directs the Secretary to collect and make available to the public information regarding the cost, performance, and other technical data regarding the deployment and integration of plug-in electric drive vehicles.
