Volunteer Protection Act of 1993 - Prescribes circumstances under which volunteers working for nonprofit organizations or government entities shall be immune from personal financial liability for acts on behalf of the organization or entity. Sets forth exceptions and conditions that a State may impose on the granting of such immunity. Requires the Secretary of Health and Human Services to increase by one percent the fiscal year allotment which would otherwise be made to a State to carry out the Social Services Block Grant Program under title XX of the Social Security Act if such State has, within two years, certified to the Secretary that it has enacted a State law which provides such immunity. Provides for the continuation of such increase based on an annual recertification.

Regulatory Flexibility Amendments Act of 1993 - Amends Federal law to eliminate provisions respecting judicial review of Federal agency compliance with regulatory flexibility analysis requirements. Requires an agency to consider the direct and indirect effects of a rule in determining whether or not it is likely to have a significant impact on a substantial number of small entities. Sets forth guidelines governing agency transmittal of proposed rules to the Chief Counsel for Advocacy of the Small Business Administration. Authorizes such official to transmit to the agency a statement of opposition to the proposed rule. Requires publication of such statement and the agency's response in the Federal Register. Expresses the sense of the Congress that such official should be permitted to appear as amicus curiae in any action or case brought in a U.S. court for the purpose of reviewing a rule.

Amends the Internal Revenue Code with respect to the corporate income tax exclusion of contributions to the capital of the taxpayer. Includes as a qualifying contribution any amount of money or property received by a regulated public utility which provides water or sewage disposal services that: (1) is a contribution in aid of construction; (2) meets certain expenditure requirements; and (3) is not included in the taxpayer's rate base. Excludes amounts paid as service charges for starting or stopping services. Determines the depreciation deduction for such property by using the straight line method and provides for a 25-year recovery period.

Government Performance and Results Act of 1993 - Amends Federal law to require the head of each agency to submit to the Director of the Office of Management and Budget (OMB) a strategic plan for performance goals of program activities. Requires the inclusion of performance plans in the President's budget. Directs the Director to require each agency to prepare annual performance plans covering each program activity set forth in the agency's budget. Requires the head of each agency to submit to the President and the Congress a report on program performance for the previous fiscal year. Authorizes the Director to exempt any agency with annual outlays of $20,000,000 or less from strategic and performance plan reporting requirements. Allows performance plans to include proposals to waive administrative procedural requirements and controls in return for specific individual or organization accountability to achieve a performance goal. Outlines proposal requirements. Requires the Director to designate: (1) not less than ten agencies (representing a range of Government functions) as pilot projects in performance measurement; (2) not less than five agencies (selected from agencies in performance measurement pilot projects) as pilot projects in managerial accountability and flexibility; and (3) not less than five agencies (selected from agencies in performance measurement pilot projects) as pilot projects in performance budgeting. Requires the Director, as an alternative budget presentation in the budget for FY 1999, to include the performance budgets of the designated agencies for this fiscal year. Directs the Office of Personnel Management to develop a strategic planning and performance measurement training component for its management training program and otherwise provide managers with an orientation on the development and use of strategic planning and program performance measurement.

National Stalker Reduction Act of 1993 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) authorize the Director of the Bureau of Justice Assistance to make grants to States which include programs that increase awareness, reporting, and prevention of stalking; and (2) provide for a reduction of formula grants for noncompliance by States with specified requirements. Directs each State which receives drug control and system improvement formula grants under the Act in a fiscal year to allocate not less than five percent of such funds for the development of records regarding stalking and other forms of domestic violence, including: (1) the development or expansion of maintaining records regarding the dispositions of all complaints and arrests for stalking and other forms of domestic violence; (2) the full automation of such records; and (3) the frequency and quality of reports sent to the Bureau of Justice Statistics. Authorizes the Director to waive compliance with such allocation requirement by a State, or to authorize a State to reduce the minimum amount such State is required to allocate, if the Director finds that the quality of the States' records regarding stalking and domestic violence complaints and arrests does not warrant expending the amount allocated. Requires the Bureau of Justice Statistics to: (1) define terms that relate to stalking and make such definitions available to individuals and groups that request such information; and (2) compile a national database regarding stalking and other forms of domestic violence. Requires the Director to submit annual reports to the Congress, evaluating the effectiveness of State anti-stalking efforts and legislation.

Freedom of Access to Clinic Entrances Act of 1993 - Amends the Federal criminal code to impose civil or criminal penalties upon persons who intentionally prevent other individuals from entering or exiting a medical facility. Permits aggrieved individuals to obtain appropriate relief through civil actions.

Jefferson Commemorative Coin Act of 1993 - Directs the Secretary of the Treasury to issue one-dollar silver coins emblematic of Thomas Jefferson and his home, Monticello. Mandates that all surcharges received from the sale of such coins be paid to the Jefferson Endowment Fund, and to the Corporation for Jefferson's Poplar Forest. Expresses the sense of the Congress that the coin program shall be self-sustaining and that its administration should result in no net cost to the Numismatic Public Enterprise Fund.

Trident II (D-5) Missile Production Termination Act - Prohibits funds appropriated to the Department of Defense for fiscal years after 1993 from being obligated or expended for production of additional Trident II (D-5) missiles. Allows amounts appropriated to the Department to be expended for such missile only to complete production of those missiles commenced with funds appropriated before FY 1994.

TABLE OF CONTENTS: Title I: Modification of Passive Loss Rules Title II: Provisions Relating to Real Estate Investments By Pension Funds Title III: Discharge of Indebtedness Real Estate Stability and Recovery Amendments Act of 1993 - Title I: Modification of Passive Loss Rules - Amends the Internal Revenue Code to exclude certain rental real estate development activities from treatment as a passive activity for purposes of determining passive activity losses and credits. Title II: Provisions Relating to Real Estate Investments by Pension Funds - Modifies exceptions to the exclusion of real property acquired by a qualified organization from the meaning of acquisition indebtedness. Makes certain exceptions inapplicable to sales out of foreclosure by a financial institution. Applies the meaning of acquisition indebtedness to investments in certain large partnerships where the principal purpose of partnership allocation is not tax avoidance. Repeals the special rule for publicly traded partnerships with respect to the treatment of unrelated business taxable income. Permits a tax-exempt title-holding company to receive unrelated business taxable income of up to ten percent of its gross income, if the income is incidentally derived from the holding of real property. Excludes from unrelated business taxable income: (1) gains from the sale, exchange, or other disposition of real property acquired from financial institutions that are in conservatorship or receivership; (2) amounts received or accrued as consideration for entering into agreements to make loans; and (3) all gains on the lapse or termination of options, written by an organization in connection with its investment activities, to buy or sell real property. Provides for the tax treatment of pension fund investments in real estate investment trusts. Title III: Discharge of Indebtedness - Excludes from gross income, the income from the discharge of qualified real property business indebtedness. Applies the excluded amount to reduce the basis of the depreciable real property. Limits such amount to the amount of outstanding indebtedness over the fair market value of the property, reduced by any other qualified real estate business indebtedness. Excludes qualified farm indebtedness from the definition of "qualified real property business indebtedness."

Mandates that, in the administration of any benefits program established by or under Federal law which requires the use of data obtained in the most recent decennial census, the 1990 adjusted census data be considered the official data for such census.

Watermelon Research and Promotion Improvement Act of 1993 - Amends the Watermelon Research and Promotion Act to extend its provisions to each of the States and the District of Columbia. Authorizes the revocation of the watermelon assessment refund. Revises provisions regarding: (1) handler and producer National Watermelon Promotion Board membership; (2) assessment rates; and (3) referendum procedures.

Local Partnership Act of 1993 - Establishes a revenue sharing program of payments to local governments. Sets forth the framework for the use and timing of payments and for adjustments. Establishes for the Department of Housing and Urban Development a Local Government Fiscal Assistance Fund and authorizes appropriations to finance it. Describes qualifying criteria for and conditions to be met by local governments seeking payments under the program. Requires payments be withheld in cases of noncompliance. Requires the Secretary of the Treasury, in accordance with specified formulae, to determine fund allocations to each State for further allocation to local and territorial governments. Permits State variation of certain local government allocations. Sets forth special rules governing adjustments in local government allocations. Specifies the information to be used in making allocations under the program. Requires: (1) public hearings on proposed uses of program payments in relation to the local government's budget; and (2) public disclosure of information on proposed payment uses and budgets both prior to the hearing and after adoption of the budget. Prohibits discrimination under a local government program or activity on the basis of race, color, national origin, sex, age, disability, or religion, if such program or activity is paid for with funds provided under this Act. Prescribes procedures for violations and judicial review of sanctions. Sets forth provisions for enforcement by the Attorney General of prohibitions, civil actions by persons adversely affected by prohibited practices, audits of local government finances, investigations by the Secretary of violations, and other review, reporting, and compliance requirements.

Directs the Secretary of the Interior (the Secretary) to implement the Outer Continental Shelf Leasing Program consistent with the provisions of this Act. Establishes the environmental sciences review panel for certain areas of the Outer Continental Shelf off-shore Florida in order to assess the adequacy of oceanographic, ecological, and socio-economic information available with respect to authorizing leasing and exploration, development, and production activities. Sets limitations with respect to preleasing activities and lease sales within such areas, including specific points in the Eastern Gulf of Mexico Planning Area. Amends the Outer Continental Shelf Lands Act to: (1) include within certain required environmental studies an assessment of the adequacy of available physical oceanographic, ecological, and socioeconomic information; and (2) provide that certain lessee compensation may be a combination of currency and forgiveness of debts due on other leases.

Prohibits the Secretary of the Interior from either conducting any lease sales, or issuing any new leases in any area of the outer continental shelf off the State of Florida, between the seaward lateral boundary between Florida and Alabama and the seaward lateral boundary between Florida and Georgia. Sets forth a moratorium period. Requires the Secretary to: (1) undertake specified environmental or oceanographic studies; (2) initiate cancellation of all leases within a specified area; and (3) report annually to the Congress on the status of such cancellations. Provides that: (1) compensation for such leases shall be paid out of the Treasury; and (2) the State of Florida shall incur no cost or other liability as a consequence of such lease cancellations. Authorizes appropriations.

Repeals the National Endowment for Democracy Act. Prohibits Federal agencies from expending funds for assistance for the National Endowment for Democracy (NED). Directs the Comptroller General to audit funds granted to the NED by the U.S. Government that have not been audited previously. Provides that a specified provision of the National Endowment for Democracy Act requiring compliance by the NED with the Freedom of Information Act shall continue to apply with respect to funds received by the NED on or before this Act's enactment date.

Authorizes the Secretary of Veterans Affairs to reimburse a person for the cost of acquiring a non-Government headstone or grave marker for placement in a cemetery other than a national cemetery in connection with the burial of a veteran.

Repeals the social security offset applicable to certain annuities paid to surviving spouses under the Survivor Benefit Plan (SBP) for retired members of the armed forces, to the extent that such offset is due to social security benefits which are based on the surviving spouse's own earnings or self-employment. Directs the Secretary of the military department concerned to recompute the existing annuities of certain individuals currently under the SBP or who have become eligible for such annuity by the date of enactment of this Act, in order to determine if such recomputation is more favorable due to changes made by this Act.

Health Freedom Act of 1993 - Amends the Federal Food, Drug, and Cosmetic Act to define "dietary supplement" as an article that: (1) includes, and is intended to supplement the diet with, a vitamin, mineral, or herb; or (2) is intended for ingestion. Prohibits considering a dietary supplement a drug solely because: (1) of the potency of a substance in such supplement; or (2) the labeling or advertising for the supplement contains a claim concerning potency or a health claim permitted under this Act. Specifies that a supplement is not a food additive if it is identified in the labeling of the dietary supplement as a substance provided by the product to supplement the diet. Allows a supplement to be described as a dietary supplement in labeling or advertising. Permits labeling or advertising for such a supplement to include a claim characterizing the relationship of the supplement to a disease or health-related condition, if certain conditions are met. Prohibits any requirement that a claim that meets the requirements of this Act be approved or conform to a regulation before the claim may be used. Allows a declaratory judgment on the validity of an assertion that a claim fails to comply with this Act.

Prisoner-of-War Commemorative Coin Act - Directs the Secretary of the Treasury to issue a specified number of one-dollar coins emblematic of the experience of American prisoners of war. Requires that all sales of such coins include a surcharge of $5 per coin. Requires specified proceeds from such surcharges to be paid to the: (1) Secretary of the Interior for construction of the Andersonville Prisoner-of-War Museum in Andersonville, Georgia; (2) endowment fund established by this Act for the maintenance of such Museum; and (3) Secretary of Veterans Affairs to maintain national cemeteries.

National Domestic Violence Hotline Act of 1993 - Amends the Family Violence Prevention and Services Act to direct the Secretary of Health and Human Services to provide a grant to a nonprofit private organization for a national, toll-free telephone hotline to provide information and assistance to victims of domestic violence. Authorizes appropriations.

Vietnam POW/MIA Rescue Act - Directs the Attorney General to grant asylum to certain nationals of Laos, Vietnam, Cambodia, or Burma (Myanmar) who personally deliver into U.S. custody a living Vietnam POW/MIA (or participate in such a delivery).

Makes eligible for the award of the Purple Heart those persons wounded in action on or after December 7, 1941, by weapon fire while engaged in armed conflict, regardless of the origin of the weapon fire.

Amends the Emergency Unemployment Compensation Act of 1991 (Public Law 102-164) to increase the number of weeks for which emergency unemployment compensation is payable. Amends the Internal Revenue Code to reduce a tax deduction for certain expenses for meals and entertainment.

Limits the period for which expenses of a former Speaker of the House of Representatives may be paid to three years after the expiration of the term of office as Representative. (Provides that in the case of a former Speaker who is receiving such expenses on the date of the enactment of this Act, the period shall end three years after such date.)

Expresses the sense of the Congress that: (1) expert testimony concerning the nature and effect of domestic violence should be admissible when offered in a State court by a defendant in a criminal case to assist the trier of fact in understanding the defendant in a domestic relationship in which abuse has occurred; (2) a witness should be qualified and permitted to testify as an expert witness in the form of an opinion; and (3) a domestic relationship about which such expert testimony should be admissible includes relationships between present or former spouses, cohabitants, and partners or between persons who are or have been in a dating courtship or intimate relationship.

Fair Treatment of Former Air Traffic Controllers Act of 1993 - Prohibits air traffic controllers who were terminated for striking on or about August 3, 1981, from being considered, as a class, unsuitable for reinstatement in the Federal Aviation Administration. Requires reinstatement on a case-by-case basis by the Office of Personnel Management. Prohibits claims against the United States or any U.S. employee based on a failure to reinstate, except claims based on racial, religious, sex, or ethnic discrimination.

Requests the Occupational Safety and Health Administration to publish, within one year, proposed amended regulations that specify the components of an adequate operator training program and that provide that only trained employees be authorized to operate powered industrial trucks.

Amends the Internal Revenue Code to provide special rules with respect to the nonrecognition of gain for principal residences compulsorily or involuntarily converted as a result of a presidentially-declared disaster. Requires the nonrecognition of gain of insurance proceeds for the contents of such residences. Allows insurance proceeds from personal property and real property to be lumped together into one common fund. Extends the time to replace a principal residence from two years to four years.

Antiprogestin Testing Act of 1993 - Directs the Secretary of Health and Human Services to conduct and support research, including clinical trials, on antiprogestin drug safety and efficacy for any potential use, including termination of pregnancy, contraception, and therapeutic use for cancer, endocrine disorders, and endometriosis. Makes the research subject to provisions of the Public Health Service Act relating to institutional review boards and peer review.

Medicaid Mammography Coverage Act of 1993 - Amends title XIX (Medicaid) of the Social Security Act to provide Medicaid coverage of screening mammographies for women age 35 and older. Varies the permissible frequency of such covered tests on the basis of a woman's age and her risk of developing breast cancer. Directs the Secretary to periodically review and revise permissible frequencies of such tests.

National Forest Health Act - Authorizes the Secretary of Agriculture or the Secretary of the Interior to declare that a forest health emergency exists on Federal lands under their respective jurisdictions. Requires the appropriate Federal land management agency, upon such declaration, to develop a forest health improvement program. Directs the Secretary of the Interior to establish a special fund to be used for timber sales and salvage and forest rehabilitation and maintenance. Directs the Secretary of Agriculture to prepare an annual forest health report. Amends the Wildfire Disaster Recovery Act of 1989 to extend the deadline for the report of the National Commission on Wildfire Disasters.
