Directs the Secretary of Defense to provide transportation on Department of Defense aircraft, on a space-available basis, for veterans with service-connected disabilities rated at 50 percent or more, and for their dependents, on the same basis that such transportation is provided to former military personnel entitled to retired or retainer pay.

Genetic Nondiscrimination in Health Insurance and Employment Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act , the Internal Revenue Code, and Medicare supplemental policy provisions to prohibit health plans and insurers, with respect to protected genetic information, from discriminating in enrollment, eligibility, contribution rates, and premium rates based on such information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate because of protected genetic information.

Diabetes Prevention Access and Care Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to expand, intensify, conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes, particularly type 2, in minority populations. Directs that the activities shall include research on the causes and effects of health care access disparities and racial discrimination. Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) expand the National Diabetes Education Program; and (2) through the Indian Health Service, conduct research on attention by health care professionals to the American Indian population with regard to diabetes. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop a Federal plan to address diabetes mellitus within communities of color. Requires the Secretary to conduct and support programs to treat diabetes in minority populations, including, through the National Institute of Mental Health, to provide for comprehensive mental health services and treatment to certain individuals. Directs the Secretary, acting through the National Center on Minority Health and Health Disparities, to make grants to expand Minority Access to Research Careers (MARC) program internships and mentoring opportunities for recruitment of minorities in diabetes-focused health fields. Provides for Federal and State loan repayment programs for health profession students of color. Requires the Secretary, acting through the CDC, to: (1) expand the Diabetes Control Program; and (2) fund education and community outreach on diabetes.

Breast Cancer Patient Protection Act of 2003 - Amends the Public Health Service Act and Employee Retirement Income Security Act of 1974 to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Flight Attendant Certification Act - Amends Federal taransportation law to require the Administrator of the Federal Aviation Administration to prescribe standards for cabin crew training and certification for individuals working in an aircraft cabin on board a transport category aircraft with twenty or more seats. Requires all new and existing cabin crew members to be certified by the Administrator after successful completion of an air carrier's training program consisting of: (1) initial, indoctrination, and emergency training; (2) air carrier specific training related to aircraft types and operator's certificate; and (3) submission by the air carrier to the Administrator confirming such completion. Declares that the Administrator shall be prohibited from granting an air carrier a waiver of cabin crew training requirements or an exemption from any part of such requirements. Requires a cabin crew member, to qualify for a cabin crew certificate, to successfully: (1) complete the training requirements established by the Administrator, including all initial, indoctrination, emergency, transition, differences, recurrent, and requalification training; (2) complete the cabin security and self-defense training requirements established by the Transportation Security Administrator; and (3) perform the assigned duties of a cabin crew member and complete the approved proficiency check, under the supervision of a certified instructor or supervisor, for not less than five hours of initial operating experience. Requires air carrier training programs to receive the Administrator's approval.

Expresses the sense of Congress that: (1) greater attention should be paid to the negative impact on economic development of the denial of inheritance rights to women, particularly in Africa; (2) programs that focus on ensuring secure inheritance rights to widows and orphans of HIV/AIDS should be considered; (3) secure inheritance rights for women should be included in strategies addressing violence against women; (4) the rights of widows and other female heads of households to inherit land and property should be included in the priorities of reconstruction; (5) the Secretary of State should examine the issue of women's inheritance rights in Africa in the State Department's annual human rights report; (6) the U.S. Agency for International Development should consider conducting a study of African countries to document the effect of the denial of women's inheritance rights on economic development; and (7) the Annual Day of Acton on Women's Inheritance Rights should be acknowledged and supported.

Chemical Security Act of 2003 - Directs the Administrator of the Environmental Protection Agency to promulgate regulations to: (1) designate certain combinations of chemical sources and substances of concern as high priority categories based on the severity of the threat posed by an unauthorized release from the chemical sources; and (2) require each owner and operator of a high priority category chemical source to conduct an assessment of the vulnerability of the source to a terrorist attack or other unauthorized release, identify hazards that may result from an unauthorized release, and prepare a prevention, preparedness, and response plan. Directs: (1) the Secretary of Homeland Security to provide owners and operators of chemical sources with relevant threat information; (2) each such owner and operator to certify that it has conducted such assessments, completed such plan, and reviewed the adequacy of the assessment or plan; and (3) the Administrator to develop protocols necessary to protect copies of such assessments and plans from unauthorized disclosure. Directs the Administrator: (1) to establish a publicly available clearinghouse to compile and disseminate information on the use and availability of inherently safer technologies; (2) and the Secretary of Energy to establish and administer a Technology Transition Fund to provide grants to assist chemical facilities that demonstrate financial hardship in implementing inherently safer technologies; and (3) to make grants to provide for training of first responders and of employees at chemical sources in identifying opportunities to reduce the chemical source's vulnerability to a release of a substance of concern through the use of safer technologies or in emergency response procedures. Sets forth provisions regarding Administrator: (1) certifications of source compliance with assessment and plan requirements; (2) provision of compliance assistance; (3) authorization to order compliance; and (4) actions to secure relief necessary to abate a terrorist threat. Sets forth civil and criminal penalties for source violations.

Torture Victims Relief Reauthorization Act of 2003 - Amends the Torture Victims Relief Act of 1998 to authorize appropriations for FY 2004 through 2006 to: (1) the Department of Health and Human Services to provide grants to programs in the United States to cover the costs of services provided by domestic treatment centers in the rehabilitation of victims of torture (including treatment of the physical and psychological effects of torture); (2) the President for grants to treatment centers and programs in foreign countries that carry out projects and activities specifically designed to treat victims of torture for the physical and psychological effects of torture (including research and training for health care providers outside such treatment centers or programs in order to enable them to provide such services); and (3) the U.S. voluntary contribution to the United Nations Voluntary Fund for Victims of Torture.

Poison Control Center Enhancement and Awareness Act Amendments of 2003 - Amends the Poison Control Enhancement and Awareness Act to authorize appropriations for: (1) the maintenance of a national toll-free number to access regional poison control centers; and (2) the nationwide media campaign to promote poison control center utilization. Amends provisions pertaining to the poison control center grant program, including to provide funds for: (1) developing standardized poison prevention and poison control centers; and (2) improving national toxic exposure surveillance. Modifies provisions pertaining to the renewal of a waiver of the certification requirements for receiving poison control center grants. Directs the Secretary of Health and Human Services to assist in the implementation and maintenance of continuos national toxicosurveillance of poison control center data to detect new hazards from various sources, including household products.

Emergency Contraception Education Act - Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop and disseminate to the public information on emergency contraception. Requires that the Secretary, acting through the Administrator of the Health Resources and Services Administration, to develop and disseminate to health care providers information on emergency contraception. Requires that the information disseminated to health care providers include at a minimum: (1) information describing the use, safety, efficacy, and availability of emergency contraception; (2) a recommendation regarding its use in appropriate cases; and (3) information explaining how to obtain copies of information from the CDC.

Family Opportunity Act of 2003 or Dylan Lee James Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for them; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary of Health and Human Services for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain Supplemental Security Income (SSA title XVI) beneficiaries under age 21.

Job Protection Act of 2003 - Amends the Internal Revenue Code to repeal the foreign sales corporation/extraterritorial income (FSC/ETI) exclusion, with an exemption for certain binding contracts in effect before the date of enactment of this Act. Permits a foreign corporation that elected to be treated as a domestic corporation to revoke such election and be treated as a domestic corporation transferring its property to a foreign corporation with no gain recognized on such transfer. Provides: (1) a transitional 2004 through 2008 sliding-scale deduction for an FSC/ETI beneficiary based on the corporation's 2001 FSC/ETI benefit; and (2) special rules for 2003 and for fiscal year taxpayers. Defines "FSC/ETI benefit." Allows a deduction for income attributable to U.S. production activities equal to ten percent of qualified production activities. Provides a 2006 through 2009 phase-in period. Defines "qualified production activities" as: (1) the portion of the modified taxable income attributable to domestic activities; and (2) the domestic/foreign fraction. Sets forth related provisions with respect to: (1) determination of income attributable to domestic production activities; (2) domestic production gross receipts; (3) qualifying production property; (4) domestic/foreign fraction; and (5) special rules.

America's Red Rock Wilderness Act of 2003 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin; (2) Zion and Mojave Desert; (3) the Grand Staircase and the Escalante Canyons; (4) Moab-La Sal Canyons; (5) Henry Mountains; (6) Glen Canyon; (7) San Juan-Anasazi; (8) Canyonlands Basin; (9) San Rafael Swell; and (10) Book Cliffs and Uinta Basin. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of State-owned lands within such areas; (3) Federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.

Montgomery GI Bill Improvements Act of 2003 - Amends Federal basic educational assistance provisions (the Montgomery GI Bill) to authorize enhanced educational assistance to a member of the armed forces who, after September 30, 2003: (1) first enters on active duty; (2) reenlists or continues to serve on active duty; (3) serves a continuous period of active duty of four years; or (4) serves and is discharged or released for a service-connected disability, at the convenience of the Government (after serving at least 42 months of such duty), or due to a reduction in force. Limits to 36 months the period for such enhanced assistance. Requires the payment of educational expenses under such program. Provides a monthly stipend for approved programs of education. Increases the rates of basic educational assistance. Repeals, with respect to such assistance: (1) a required monthly reduction in pay for individuals who do not elect to participate in such assistance program; (2) a provision authorizing individuals to elect not to receive such assistance; and (3) the requirement that participants complete the requirements of a high school diploma or equivalency certificate prior to the end of their initial obligated period of service in order to be eligible to receive such assistance. Excludes educational assistance payments from income for purposes of eligibility for Federal educational loans.

Directs the Secretary of the Treasury to make payments to States and local governments to coordinate their budget-related actions with Federal Government efforts to stimulate the economy. Authorizes appropriations for FY 2003 for such payments in an amount equal to the total amount appropriated for for FY 2003 for the Iraq Relief and Reconstruction Fund in the Emergency Wartime Supplemental Appropriations Act, 2003, and subsequent appropriations Acts.Requires not less than one-third of such amount to be made available to local governments. Requires the Secretary to establish a formula for determining the allocation of payments, with priority consideration to the relative unemployment rate, median income, population, and poverty rate. Permits the use of funds received by States and local governments only for: (1) ordinary and necessary maintenance and operating expenses for education; public safety; public health; social services; roads, transportation, and water infrastructure; and housing; and (2) ordinary and necessary capital expenditures authorized by law.

Provides an overtime hourly rate of pay of one and one-half times the hourly rate of basic pay and provides that all such pay is premium pay for an employee of the National Weather Service who occupies a nonmanagerial position in GS-14 or under: (1) the duties of which are critical to the immediate daily operation of the forecast and warning responsibilities of the Service and directly affect public and aviation safety; (2) in which overtime work is usually unscheduled due to the vicissitudes of severe weather; and (3) in which overtime work is therefore unusually taxing. Exempts such an employee from the limitation on aggregate pay, including premium pay, for a pay period.

Bulletproof Vest Partnership Grant Act of 2003 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend through FY 2007 the authorization of appropriations for the Bulletproof Vest Partnership Grant Program (a matching grant program which helps State, tribal, and local jurisdictions purchase armor vests for use by law enforcement officers).

Breast Cancer and Environmental Research Act of 2003 - Amends the Public Health Service Act to direct the Director of the National Institute of Environmental Health Services, based on recommendations from the Breast Cancer and Environmental Research Advisory Panel (established by this Act), to make grants, after a process of peer review and programmatic review, to public or nonprofit private entities for the development and operation of not more than eight centers for the purpose of conducting multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Student Adjustment Act of 2003 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the provision prohibiting an unlawful alien's eligibility for higher education benefits based on State residence unless a U.S. national is similarly eligible without regard to such State residence. Amends the Immigration and Nationality Act to direct the Secretary of Homeland Security to cancel the removal of, and adjust to permanent resident status, certain (inadmissible or deportable) alien middle or secondary students with qualifying years of U.S. residency. Makes such aliens eligible for Federal and State higher education assistance during the pendency of their application for cancellation of removal.

Paycheck Fairness Act - Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for and enforcement of prohibitions against sex discrimination in the payment of wages to: (1) add nonretaliation requirements; (2) increase penalties; and (3) authorize the Secretary of Labor to seek additional compensatory or punitive damages. Requires the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs to train EEOC employees and affected individuals and entities on matters involving wage discrimination. Directs the Secretary to provide for certain studies, information, a national summit, guidelines, awards, and assistance for employer evaluations of job categories based on objective criteria. Establishes the National Award for Pay Equity in the Workplace. Amends the Civil Rights Act of 1964 to require the EEOC to collect certain pay information.

Teacher Education for Autistic Children Act of 2003 - TEACH Act of 2003 - Authorizes additional appropriations for: (1) training of special education teachers with expertise in autism spectrum disorders (ASD); and (2) improving results for children with ASD, under the Individuals with Disabilities Education Act (IDEA). Directs the Secretary of Education (the Secretary) to carry out a student loan forgiveness program of assuming the obligation to repay up to specified amounts of certain loans under the Higher Education Act of 1965 for borrowers who are employed as full-time special education teachers of children with ASD for three consecutive complete school years. Provides for additional amounts to be repaid at the end of each of the next two additional consecutive years of such employment, up to a total maximum amount. Amends IDEA to require local educational agencies receiving IDEA assistance to report on autism early intervention activities. Directs the Secretary: (1) acting through the Assistant Secretary for Special Education and Rehabilitative Services to establish and provide administrative support for a task force on ASD; (2) with the Secretary of Labor to study and report to Congress on the effectiveness of Federal vocational training programs in providing appropriate assistance to individuals with ASD; and (3) to make grants to each State that establishes and operates at least one State autism ombudsman office.

Pension Benefits Protection Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code of 1986 (the Code) to protect pension benefits of employees in defined benefit (DB) plans, and to ensure that age discrimination laws are applied to conversions to cash balance plans and other such plans that are hybrids of DB's and defined contribution plans. Requires ERISA, the Code, and the Age Discrimination Act of 1967 to be applied and administered without regard to certain proposed regulations of the Secretary of the Treasury that relate to reductions of accruals and allocations because of the attainment of any age, and to application of nondiscrimination cross-testing rules to cash balance plans. Amends ERISA and the Code to protect certain DB plan participants from forced conversions to hybrid DB plans by plan amendments which change the way the accrued benefit to participants or beneficiaries are expressed and which reduce the rate of future benefit accrual of one or more participants. Requires employers, at the time such amendment takes effect, to provide employees who have attained 40 years of age or 10 years of service with certain notices and an election upon retirement to receive benefits as determined either under the plan in effect at time of retirement or under the plan in effect immediately before the plan amendment. Sets forth a formula to determine when a plan amendment adopted by a large (100 or more participants) DB plan shall be treated as wearing away accrued benefits.

Homeland Protection and Tax Hike Prevention Act of 2003 - Requires the Secretary of Homeland Security to award grants to eligible States and metropolitan cities, with different specified allocations based on population and on risk, including proximity to chemical security, nuclear security, port security, international borders, and disaster medical assistance teams. Specifies optional uses of such funds. Requires the Secretary of the Treasury to make budget crisis relief grants to States and local governments, with allocations based on population and on unemployment. Provides for specified adjustments of Medicaid Federal Medical Assistance Percentage (FMAP) under title XIX (Medicaid) of the Social Security Act, and increases the cap on Medicaid payments to territories for further fiscal relief.

College Fire Prevention Act - Directs the Secretary of Education to make competitive demonstration grants to private or public colleges or universities, fraternities, or sororities for up to half the cost of installing fire sprinkler systems, or other fire suppression or prevention technologies, in student housing and dormitories owned or controlled by such entities. Requires grant priority to be given eligible entities that demonstrate the greatest financial need. Reserves the following portions of grant funds made available for each fiscal year: (1) at least ten percent for eligible entities that are historically Black colleges and universities, Hispanic-serving institutions, and Tribally Controlled Colleges and Universities; and (2) at least ten percent for eligible entities that are social fraternities and sororities. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity (except a proceeding to enforce an agreement entered into between the Secretary and an eligible entity under this Act).

Recognizes the unique obstacles that women face in ensuring retirement security and survivor and disability stability and the essential role that Social Security plays in guaranteeing inflation-protected financial stability for women throughout their entire old age. Expresses the sense of the House of Representatives that the Congress and the President should take these factors into account when considering proposals to reform the Social Security system.

Abusive Tax Shelter Shutdown and Taxpayer Accountability Act of 2003 - Amends the Internal Revenue Code (Code) concerning tax shelters to, among other things: (1) define economic substance; (2) impose a penalty for the failure to include in a return information concerning a reportable transaction, a reportable transaction understatement (including imposing the penalty for certain understatements which were based on unreasonable legal or factual assumptions), a noneconomic substance transaction understatement, and interests in foreign financial accounts; (3) modify rules concerning the failure to furnish information regarding reportable transactions and the penalty for such failure, the failure to maintain lists of investors in potentially abusive tax shelters and the penalty for such failure, the authority to seek an injunction to enjoin promoters of abusive tax shelters; and (4) deny a deduction of interest on underpayments attributable to nondisclosed reportable transactions and noneconomic substance transactions. Amends other Code provisions to, among other things: (1) place a limit on the transfer or importation by a corporation of built-in losses; (2) provide for the partnership treatment of certain contributed property with a built-in loss; (3) repeal part V (Financial Asset Securitization Investment Trusts) of subchapter M (Regulated Investment Companies and Real Estate Investment Trusts); and (4) modify rules concerning the disallowance of a deduction on certain debt instruments of corporations, passive foreign investment companies, and the reduction in a corporate shareholder's basis in stock by the nontaxed portion of extraordinary dividends.

Animal Fighting Prohibition Enforcement Act - Amends the Animal Welfare Act to increase the imprisonment penalty for animal fighting violations from one year to two years. Makes it unlawful to sell, buy, transport, or deliver in interstate or foreign commerce a knife, gaff, or other sharp instrument used in a bird-fighting venture. Revises enforcement provisions. Permits euthanasia for an animal in extreme pain. Includes the Internet or any technology as interstate instrumentality.

Democracy Day Act of 2003 - Requires the Tuesday next after the first Monday in November in 2004 and in each even-number year thereafter (Election Day) to be treated in the same manner as November 11 (Veterans Day) for purposes of any laws relating to Federal employment. Urges private employers to give their employees that day off to enable them to vote. Directs the Comptroller General to conduct a study of the impact of such requirement on voter participation.

Depleted Uranium Munitions Study Act of 2003 - Requires the Director of the Agency for Toxic Substances and Disease Registry and the Director of the Center for Disease Control and Prevention to conduct jointly and report to Congress on: (1) a comprehensive study of the health effects of exposure to depleted uranium munitions upon uranium-exposed veterans and upon their children born after such exposure; and (2) a public health assessment of persons who are thought to have an epidemiological link to any U.S. military installation or production facility at which depleted uranium munitions have either been, or currently are being used or produced. Directs the Administrator of the Environmental Protection Agency to conduct and report to certain congressional committees on a comprehensive environmental evaluation of possible contamination of the soil, air, water, and vegetation by depleted uranium at sites listed by the Secretary of Defense where depleted uranium munitions have been used or produced. Requires the Secretary of Defense to: (1) develop and implement a plan for the mitigation and cleanup of depleted uranium at the pertinent sites; and (2) submit annual progress reports to the Administrator and such congressional committees.

Mobilized Reserve Family Health Care Act of 2003 - Amends the Internal Revenue Code to allow a tax credit to cover the cost of insurance coverage under TRICARE for a member (and family) of the National Guard or a reserve component of a U.S. Armed Force who has been called or ordered to active duty for a period in excess of 30 days, or for an indefinite period, during such period of duty. Permits a deduction (for both itemizers and nonitemizers), applicable to such period of duty, for insurance costs in addition to the TRICARE costs.

International Rule of Law and Antiterrorism Act of 2003 - Requires the President to direct: (1) the U.S. Permanent Representative to the United Nations (UN) to use the U.S. vote to establish negotiations with the UN to establish a professional UN civilian police corps (UNCPC); (2) the Secretary of State (Secretary) to request that the UN Secretariat prepare a report concerning the UNCPC's establishment; and (3) the Secretary to work with the UN Secretariat and other UN member states to establish standards and training programs for international civilian police. Expresses the sense of Congress that the UNCPC should: (1) be composed of enforcement professionals who are appropriately trained and equipped for civilian policing functions in UN international peace operations and available for rapid deployment to such operations as needed; (2) be able to deploy not later than 15 days after deployment is authorized pursuant to a UN Security Council resolution; (3) be managed by the UN Civilian Police Division (established in October 2000 and mandated to plan and support the work of the UN civilian police officers in UN peacekeeping operations); and (4) be given the appropriate resources to properly do its job. Requires the President to report annually to specified congressional committees on the progress to establish a UNCPC.

Family and Medical Leave Inclusion Act - Amends the Family and Medical Leave Act of 1993 to provide for employee leave to care for a domestic partner, parent-in-law, adult child, sibling, or grandparent if such person has a serious health condition. Amends Federal civil service law to apply the same leave allowance to Federal employees.

Homeland Emergency Response Operations Act or HERO Act - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC) from granting any extension beyond December 31, 2006, for the reassignment of the frequencies assigned for public safety services. Directs the FCC to complete assignment of the electromagnetic spectrum between 764 and 776 megahertz and between 794 and 806 megahertz for public safety services and to permit operations by public safety services on those frequencies no later than January 1, 2007.

Prescription Drug Fairness for Seniors Act of 2003 - Requires each participating manufacturer of a covered outpatient drug to make it available for purchase by each pharmacy: (1) in an amount equal to the aggregate amount sold or distributed by the pharmacy to Medicare beneficiaries; and (2) at a price no greater than the manufacturer's average foreign price. Sets forth special provisions with respect to hospice programs.

Living Organ Donor Job Security Act of 2003 - Amends the Family and Medical Leave Act of 1993 to allow leave for living organ donation. Includes among authorized leave time spent for: (1) tests for medical suitability of the eligible employee; (2) physical, psychological, and social evaluations of the donor; (3) pre-transplant outpatient services; (4) post-operative inpatient and outpatient transplantation services; (5) travel in connection with such tests, evaluations, and services; and (6) recuperation.

Medicare Mental Health Modernization Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) elimination of the lifetime limit on inpatient mental health services; (2) parity in treatment for outpatient mental health services; (3) coverage of intensive residential services under Medicare part A (Hospital Insurance) and of intensive outpatient services under Medicare part B (Supplementary Medical Insurance); (4) exclusion of clinical social worker services from coverage under the Medicare skilled nursing facility prospective payment system; and (5) coverage of marriage and family therapist services and mental health counselor services under Medicare.

Emergency Retiree Health Benefits Protection Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide emergency protections for retiree health benefits. Prohibits group health plans from making post-retirement reductions of retiree health benefits. Requires group health plans to adopt provisions barring post-retirement reductions in retiree health benefits. Requires group health plans to restore benefits reduced after retirement. Authorizes the Secretary of Labor to waive or vary such requirements, if a plan sponsor applies for such exemption, upon finding that compliance would: (1) be adverse to the interests of plan participants in the aggregate; (2) not be administratively feasible; and (3) cause substantial business hardship to the sponsor. Establishes the Emergency Retiree Health Loan Guarantee Program and its Board. Authorizes the Program, through its Board, to guarantee loans provided by private banking and investment institutions to eligible plan sponsors to assist them in meeting obligations under this Act to restore benefits reduced after retirement. Authorizes the Secretary to assess civil penalties for violations of this Act.

Directs Congress to enact legislation by October 2005 to guarantee that every person in the United States, regardless of income, age, or employment or health status, has access to health care that: (1) is affordable and that removes financial barriers to needed care; (2) is as cost efficient as possible; (3) provides comprehensive benefits; (4) promotes prevention and early intervention; (5) includes parity for mental health and other services; (6) eliminates disparities in access to quality health care; (7) addresses the needs of people with special health care needs and underserved populations in rural and urban areas; (8) promotes quality and better health outcomes; (9) addresses the need to have adequate numbers of qualified health care practitioners; (10) provides adequate and timely payments; (11) fosters a strong network of health care facilities; (12) ensures continuity of coverage and continuity of care; (13) maximizes consumer choice of health care providers and practitioners; and (14) is easy for patients, providers, and practitioners to use and reduces paperwork.

Medicare Ambulance Payment Reform Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for ambulance services to revise requirements for the establishment of a fee schedule. Directs the Secretary of Health and Human Services to establish a system for the coding of claims for ambulance services, including a code set specifying the medical condition of the individual transported by an ambulance and the appropriate level of transportation service.

Latin America Military Training Review Act of 2003 - Directs the Secretary of the Army to close the Western Hemisphere Institute for Security Cooperation (Institute). Repeals statutory authority for the Institute. Prohibits any training or education facility from being established in the Department of Defense (DOD) for Latin American military personnel for ten months. Establishes a joint congressional task force to assess appropriate education and training for DOD to provide to military personnel of Latin American nations.
