Conscience Protection Act of 2019 This bill provides statutory authority for certain restrictions prohibiting discrimination against health care providers that refuse to perform abortions. Specifically, the bill prohibits the federal government, as well as state and local governments that receive federal financial assistance for health-related activities, from penalizing or discriminating against a health care provider based on the provider's refusal to be involved in, or provide coverage for, abortions. Currently, similar provider nondiscrimination requirements apply to certain employment or personnel decisions (the Church Amendments), abortion services training (the Coats-Snowe Amendment), and qualified health plans offered through health insurance exchanges. Annual appropriations bills for the Department of Health and Human Services (HHS) and other federal agencies have also included similar language (the Weldon Amendment). The HHS Office for Civil Rights, in coordination with the Department of Justice (DOJ), must investigate complaints alleging discrimination based on an individual's religious belief, moral conviction, or refusal to be involved in an abortion. DOJ or any entity adversely affected by such discrimination may obtain equitable or legal relief in a civil action. Administrative remedies do not need to be sought or exhausted prior to commencing an action or granting relief. Such an action may be brought against a governmental entity and may include money damages against such entity.

Setting Every Community Up for Retirement Enhancement Act of 2019 This bill modifies the requirements for employer-provided retirement plans, individual retirement accounts (IRAs), and other tax-favored savings accounts. With respect to employer-provided retirement plans, the bill modifies requirements regarding automatic enrollment and nonelective contributions; tax credits for small employers that establish certain plans; loans; lifetime income options; the treatment of custodial accounts upon termination of section 403(b) plans; retirement income accounts for church-controlled organizations; the eligibility rules for certain long-term, part-time employees; required minimum distributions; nondiscrimination rules; and minimum funding standards for community newspaper plans. The bill also includes provisions that treat taxable non-tuition fellowship and stipend payments as compensation for the purpose of an IRA, repeal the maximum age for traditional IRA contributions, treat difficulty of care payments as compensation for determining contribution limits for retirement accounts, allow penalty-free withdrawals from retirement plans if a child is born or adopted, expand the purposes for which qualified tuition programs (commonly known as 529 plans) may be used, reinstate and increase the tax exclusion for certain benefits provided to volunteer firefighters and emergency medical responders, increase penalties for failing to file tax returns, and require the Internal Revenue Service to share tax information with U.S. Customs Border Protection to administer the heavy vehicle use tax.

Taxpayer First Act of 2019 This bill modifies requirements for the Internal Revenue Service (IRS) regarding its organizational structure, customer service, enforcement procedures, management of information technology, and use of electronic systems. The bill includes provisions that establish the IRS Independent Office of Appeals to resolve federal tax controversies without litigation; require the IRS to develop a comprehensive customer service strategy; continue the IRS Free File Program; exempt certain low-income taxpayers from payments required to submit an offer-in-compromise; modify tax enforcement procedures that address issues such as the seizure of property, issuing a summons, joint liability, referral for private debt collection, and contacting third parties; establish requirements for responding to Taxpayer Advocate Directives; permanently authorize the Volunteer Income Tax Assistance Matching Grant Program; modify procedures for whistle-blowers; establish requirements for cybersecurity and identify protection; prohibit the rehiring of certain IRS employees who were removed for misconduct; allow the IRS to require additional taxpayers to file returns electronically; and increase the penalty for failing to file a return. The bill requires the IRS Commissioner to appoint a Chief Information Officer, modifies the requirements for managing information technology, and authorizes streamlined critical pay authority for certain IRS information technology positions. The bill also requires the IRS to implement an Internet platform for Form 1099 filings, a fully automated program for disclosing taxpayer information for third-party income verification using the Internet, and uniform standards and procedures for the acceptance of electronic signatures.

Women's History and Nineteenth Amendment Centennial Quarter Dollar Coin Program Act This bill requires the Department of the Treasury to mint and issue quarter-dollar coins in commemoration of the ratification of the Nineteenth Amendment granting women the right to vote. The design on the reverse of each coin shall be emblematic of the accomplishments and contributions of a prominent woman who was a resident of a state, the District of Columbia, or a U.S. territory. Such coins shall be issued in alphabetical order of the area represented, starting with the state of Alabama. Treasury shall initiate a program to promote collection of the coins and recognition of their subjects, and strike and make available for sale silver bullion coins that are the exact duplicates of the coins.

Palestinian International Terrorism Support Prevention Act of 2019

Palestinian International Terrorism Support Prevention Act of 2019 This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, such a person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar such governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where such groups secure financing and surveillance equipment.

United States-Israel Cooperation Enhancement and Regional Security Act This bill authorizes various joint research and cooperation programs between the United States and Israel, reauthorizes security assistance to Israel, and establishes reporting requirements regarding various related issues. The bill authorizes the Department of State to work with Israel on research and development to establish directed energy capabilities. It authorizes through FY2024 cooperative projects involving the United States, Israel, and developing countries to identify and address sustainability challenges related to water resources, agriculture, and energy storage. The bill authorizes through FY2022 (1) activities of the U.S.-Israel Energy Center; (2) cooperation with and assistance to Israel related to security, explosives detection, and cybersecurity; (3) activities related to the U.S.-Israel Binational Agricultural Research and Development Fund; and (4) activities to establish a cooperative program with Israel to develop health technologies. The State Department shall establish a grant program to support cybersecurity research and development and commercialization of cybersecurity technology open to joint ventures involving U.S. and Israeli entities. The President shall establish contingency plans to provide Israel with necessary defense articles and services and assess plans to assist and supply Israel with munitions in the event of a sustained armed confrontation with Hezbollah. The bill authorizes the President to (1) waive export control requirements and immediately transfer defense articles to Israel in response to an existing or imminent military threat, and (2) transfer precision guided munitions to Israel as necessary for legitimate self-defense. The bill extends through FY2024 security assistance and loan guarantees for Israel.

VA Billing Accountability Act This bill authorizes the Department of Veterans Affairs (VA) to waive the requirement that a veteran make co-payments for medications, hospital care, nursing home care, and medical services in certain situations. Specifically, a veteran may have such co-payments waived if (1) an error committed by the VA or a non-VA facility delayed co-payment notification to the veteran, and (2) the veteran received such notification later than 180 days (18 months in the case of a non-VA facility) after the date on which the veteran received the care or services. In requiring a veteran to make a co-payment for care or services provided at a VA or a non-VA medical facility, the VA shall notify the veteran not later than 180 days (18 months in the case of a non-VA facility) after the date on which the veteran received the care or services. If the VA does not provide notification by such date, it may not collect the payment, including through a third-party entity, unless the veteran is provided with (1) information about applying for a waiver and establishing a payment plan with the VA, and (2) an opportunity to make a waiver or establish a payment plan. Finally, the bill requires the VA to review and improve its co-payment billing internal controls and notification procedures.

Jobs and Opportunity with Benefits and Services for Success Act This bill renames the Temporary Assistance for Needy Families (TANF) program as the Jobs and Opportunity with Benefits and Services (JOBS) program, reauthorizes the program through FY2024, and makes changes relating to work requirements for beneficiaries. States providing aid under the program shall create an individual opportunity plan for each beneficiary. States shall impose work requirements on all work-eligible beneficiaries, and shall reduce benefits for noncompliance. (Currently, individual plans are optional under TANF, and states have discretion as to whether to reduce benefits for noncompliant individuals.) States providing aid shall meet annual performance targets related to the number of beneficiaries who exit the program and find unsubsidized employment. The Department of Health and Human Services (HHS) shall reduce grants to states that fail to meet such targets. States shall provide data related to beneficiary employment and wages to HHS, which shall be publicly available. The bill modifies various limitations on the use of funds for various purposes, and establishes that at least 25% of funds from various grants shall be spent on core activities. Certain existing laws relating to monitoring and recovering improper benefits payments shall apply to the JOBS program. The bill eliminates programs providing (1) supplemental grants for population increases, (2) bonuses for high performance states, (3) welfare-to-work grants, and (4) contingency funds for state welfare programs.

Move America Act of 201 9 This bill allows tax-exempt Move America bonds and Move America tax credits to be used for certain infrastructure projects. A Move America bond is treated as a tax-exempt private facility bond with certain exceptions. At least 95% of the net proceeds from the issuance of the bond must be used for infrastructure projects, including airports; docks and wharves; mass commuting facilities; facilities for the furnishing of water; sewage facilities; railroads; certain surface transportation projects eligible for federal assistance, projects for an international bridge or tunnel, or facilities for transferring freight from truck to rail or rail to truck; flood diversions; inland waterways; or rural broadband service infrastructure. The bill specifies exceptions and modifications to existing rules for bonds regarding land acquisition, government ownership, rehabilitation expenditures, and the alternative minimum tax. States may exchange all or a portion of the volume cap for Move America tax credits to be allocated to taxpayers. Specifically, the bill requires the creation of a process whereby U.S. entities may request that articles imported from China be excluded from duties imposed under the Trade Act of 1974. Such an exclusion must be based on a determination that the article can easily be excluded by U.S. Customs and Border Protection and that (1) the article is not commercially available outside of China or produced at a cost-competitive price, (2) a duty on the article would increase consumer prices for everyday items consumed by low- or middle-income families in the United States, or (3) the article does not directly benefit from nonmarket-based policies of China. Further, this exclusion applies retroactively to recently imported articles that would have been subject to a lower rate under this bill.

Under current law, states may use TANF funds to support other state programs only if they are related to Child Care and Development Block Grants or Social Services Block Grants. States must negotiate with the Department of Health and Human Services (HHS) to establish a level of performance for each indicator, taking into account certain economic, demographic, and other factors. HHS must periodically revise levels of performance for states to reflect economic and other conditions.
