An amendment to remove the requirements that registration functions under the act be in accord with approved rules of the Commission and permit them if the rules have been submitted for approval. Any other provision of the law is not to permit such registration. The amendment also permits the Commission to require Futures Associations to perform any part of the registration functions (other than a contract member) it designates. In this respect, a Futures Associations may refuse to, or conditionally register a person. An appeal process is set out in the amendment. Approvals of registration are not enforced for 15 days in which the Commission may review the registration.

An amendment to require the Commission to approve or institute disapproval proceedings regarding any rule within 180 days of the rules receipt. A longer time may be granted if the Futures Associations agrees. The disapproval proceedings must conclude within one year of the rule unless the Futures Associations agrees to a longer time. If these time limitations are not met the rule is to go into effect and remain in effect until the Commission disapproves it.

A substitute amendment. The substitutes makes revisions in the food stamp provisions. It would: 1) authorize the Agriculture Department to require that applicants are looking for a job at the time they apply for food stamps; 2) establish guidelines for expedited service, including a gross income and liquid assets test, and require that benefits be issued to those eligible for expedited service not later than 5 days after application; and 3) require states failing to reduce their error rates by specific targets for FY '83 - FY '85 to repay by the government the value of benefits exceeding the target error rates.

Cooperative State Forestry Research and Extension Amendments of 1982 - Amends the McIntire-Stennis Act of 1962 and the Renewable Resources Extension Act of 1978 to require that a certain minimum amount of appropriated funds be used for forestry research and extension programs. Sets forth factors for dividing such funds among the States. Requires the Secretary of Agriculture to appoint a forest resources council. Requires such council to report annually to the Secretary on the status of regional and national planning of forestry research by Federal and State agencies, forestry schools, and the forest industries. Authorizes: (1) grants for doctorate forestry programs; and (2) appropriations beginning with FY 1984.

Residential Mortgage Investment Act of 1982 - Permits employee benefit plans, as defined under this Act, to engage in any qualified mortgage transaction involving any qualified residential mortgage loan, provided transactions between all parties are at arm's length. Permits such plans to participate in any mortgage pool, provided such pool conforms to specified requirements with regard to permitted investments. Authorizes the Secretary of the Treasury to prescribe regulations to carry out this Act. Provides that this Act shall supersede any and all contrary provisions of State law, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code. Prohibits the imposition of Federal excise tax on a plan or pool that engages in a transaction described under this Act.
