Perquimans River Wild and Scenic River Study Act of 2007 - Amends the Wild and Scenic Rivers Act to designate the Perquimans River and its tributaries in Perquimans County, North Carolina, for study for potential addition to the National Wild and Scenic Rivers System.

HOPE VI Improvement and Reauthorization Act of 2007 - Amends the United States Housing Act of 1937 to make promoting housing choice among low- and very low-income families one of the purposes of the HOPE VI grant program for revitalization of severely distressed public housing. Authorizes the Secretary of Housing and Urban Development to waive the matching contribution requirement in cases of extreme distress or emergency. Prohibits the award of demolition-only grants. Repeals authority for grants for assisting affordable housing developed through main street projects in smaller communities. Makes eligible for the use of HOPE VI grants: (1) necessary costs of ensuring the effective temporary and permanent relocation of residents displaced as a result of project revitalization; and (2) certain activities undertaken to comply with requirements for green developments and replacement housing for hard-to-house families. Revises criteria for selection of proposals for grants, divided into mandatory core components and mandatory graded components. Specifies requirements for mandatory core components of revitalization plans, including among others: (1) involvement of public housing residents in planning and implementation; (2) a temporary relocation program; (3) a right for resident households to expanded housing opportunities; (4) one-for-one replacement of demolished dwelling units; (5) monitoring of displaced households; and (6) green developments. Extends the HOPE VI program through FY2015.

Health Equity and Accountability Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Provides for health care workforce diversity activities, including the establishment of: (1) a technical clearinghouse on health workforce diversity; and (2) Regional Minority Centers of Excellence Programs. Requires health-related programs of the Department of Health and Human Services (HHS) to collect data on race, ethnicity, and primary language. Directs each federal health agency to implement a strategic plan to eliminate disparities and improve the health and health care of minority populations. Requires the Secretary to establish: (1) an Office of Health Disparities within the Office of Civil Rights; and (2) civil rights compliance offices in each HHS agency that administers health programs. Reestablishes the Indian Health Service as an agency within the Public Health Service of HHS to be administered by an Assistant Secretary of Indian Health. Requires the establishment of an Office of Minority Health within specified agencies. Directs the President to execute, administer, and enforce provisions to address environmental justice in minority and low-income populations. Provides for the establishment of health empowerment zone programs in communities that disproportionately experience disparities in health status and health care. Requires the Secretary to designate centers of excellence at public hospitals and other health systems that demonstrate excellence in providing care to minority populations and reducing health disparities. Makes immigrants from certain U.S. territories and possessions eligible for specified federal programs. Requires the Secretary to expand the Minority HIV/AIDS Initiative. Provides for grants for strategies to eliminate racial and ethnic health and health care disparities. Requires the Secretary to establish the Rural Health Quality Advisory Commission.

Healthy Children and Families Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to provide states with the option to provide evidence-based nurse home visitation services under Medicaid and the SCHIP programs.

Arbitration Fairness Act of 2007 - Declares that no predispute arbitration agreement shall be valid or enforceable if it requires arbitration of: (1) an employment, consumer, or franchise dispute, or (2) a dispute arising under any statute intended to protect civil rights or to regulate contracts or transactions between parties of unequal bargaining power. Declares, further, that the validity or enforceability of an agreement to arbitrate shall be determined by a court, under federal law, rather than an arbitrator, irrespective of whether the party resisting arbitration challenges the arbitration agreement specifically or in conjunction with other terms of the contract containing such agreement. Exempts arbitration provisions in collective bargaining agreements from this Act.

Declares that it is the policy of the United States not to: (1) establish any military installation or base for providing for the permanent stationing of U.S. Armed Forces in Iraq; and (2) exercise U.S. control over Iraqi oil resources. Prohibits any funds made available by any Act of Congress from being obligated or expended to: (1) establish any military installation or base for providing for the permanent stationing of U.S. Armed Forces in Iraq; or (2) exercise U.S. economic control of the oil resources of Iraq.

Housing Fairness Act of 2007 - Instructs the Secretary of Housing and Urban Development to conduct, and report to Congress on, a nationwide testing program to: (1) detect and document differences in the treatment of persons seeking to rent or purchase housing or obtain or refinance a home mortgage loan; (2) measure patterns of adverse treatment because of the race, color, religion, sex, familial status, disability status, or national origin of a renter, home buyer, or borrower; and (3) measure the prevalence of such discriminatory practices across housing and mortgage lending markets. Amends the Housing and Community Development Act of 1987 to reauthorize the fair housing initiatives program. Expresses the sense of Congress that the Secretary should: (1) fully comply with such Act's requirements to establish, design, and maintain a national education and outreach program for the development and dissemination of the fair housing rights of individuals who seek to rent, purchase, sell, or facilitate the sale of a home; (2) use all amounts appropriated for such program; and (3) promulgate regulations on the fair housing obligations of each recipient of federal housing funds to affirmatively further fair housing. Directs the Secretary to implement a competitive matching grant program to assist private nonprofit organizations in: (1) conducting comprehensive studies of specified aspects of the causes and effects of housing discrimination and segregation; and (2) implementing pilot projects that test solutions to help prevent or alleviate housing discrimination and segregation.

Keep Teachers Teaching Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to make competitive grants to local educational agencies (LEAs), states, and partnerships of LEAs, nonprofit organizations, and institutions of higher education for the development and implementation of innovative teacher retention programs that include: (1) professional development; (2) teacher mentoring; (3) advanced certification or credentialing; (4) research, travel, or fellowship opportunities; and (5) pairing of teachers with research or industry professionals. Requires the Secretary to identify, and inform states and LEAs of, the most promising teacher retention strategies.

Star-Spangled Banner and War of 1812 Bicentennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue $1 coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner and the War of 1812. Requires a coin design emblematic of the War of 1812, particularly the Battle for Fort McHenry that formed the basis for the Star-Spangled Banner . Authorizes the Secretary to issue the coins only during the calendar year beginning on January 1, 2012. Requires specified surcharges in sales of the coin, which shall be paid to the Star-Spangled Banner and War of 1812 Bicentennial Commission for: (1) the purpose of supporting bicentennial activities; and (2) preservation and improvement activities relating to the sites and structures relating to the War of 1812.

National Affordable Housing Trust Fund Act of 2007 - Amends the Cranston-Gonzalez National Affordable Housing Act to establish in the Treasury a National Affordable Housing Trust Fund available to the Secretary of Housing and Urban Development to provide assistance to states, Indian tribes, insular areas, and participating local jurisdictions to increase the supply of decent quality affordable housing, especially for low-income, extremely low-income, and very poor families.

Amends the federal judicial code to allow an alien detained by the United States as an enemy combatant to apply for a writ of habeas corpus, including an application challenging transfer, or bring an action solely for prospective injunctive relief against transfer, except for an alien in a zone of active combat involving U.S. Armed Forces. Limits the review of prosecutions, trials, or judgments of a military commission to that provided by the Code of Military Justice or by a habeas corpus proceeding.

Ledbetter Fair Pay Act of 2007 - Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when a discriminatory compensation decision or other practice is adopted when an individual becomes subject to the decision or practice, or when an individual is affected by application of the decision or practice, including each time compensation is paid. Allows a person filing an action to challenge similar or related instances of compensation discrimination after an aggrieved person filed a charge without filing another charge. Accrues liability, and an aggrieved person may obtain relief including recovery of back pay for up to two years preceding the filing of the charge, where the unlawful employment practices that have occurred during the charge filing period are similar or related to practices that occurred outside the time for filing a charge. Applies the amendments of this paragraph to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time compensation is paid. Allows a person filing an action to challenge similar or related instances of compensation discrimination after an aggrieved person filed a charge without filing another charge with the Secretary.

Directs the Secretary of Veterans Affairs to designate, establish, and operate at least six Department of Veterans Affairs (VA) health-care facilities as locations for epilepsy centers of excellence. Requires the Under Secretary for Health of the Veterans Health Administration (VHA) to establish a peer review panel to assess the scientific and clinical merit of proposals for the designation of such centers. Requires a VHA national coordinator for epilepsy programs to: (1) supervise the operation of the centers; (2) coordinate and support throughout the VA health-care system better access to diagnosis, research, care, and education for epilepsy and traumatic brain injury; and (3) conduct regular evaluations of the centers.

Terrorism Risk Insurance Revision and Extension Act of 2007 - Amends the Terrorism Risk Insurance Act of 2002 to extend the Terrorism Insurance Program through calendar 2017. Revises requirements for: (1) insurer deductible; (2) insured loss shared compensation; (3) industry insured losses that trigger the program; (4) recoupment of the federal share; (5) certification prerequisites regarding an act of terrorism; (6) mandatory availability of program coverage; and (7) rate and form filings for coverage. Provides for coverage of group life insurance, including a policy surcharge for terrorism loss risk-spreading premiums. Revises requirements for: (1) insurer copayment and federal share of compensation; (2) post-event reset for previously impacted areas; and (3) mandatory availability of life insurance that does not preclude future lawful travel. Adds coverage for workers' compensation and property and casualty insurance to the topics of a mandatory analysis of market conditions for terrorism risk insurance by the President's Working Group on Financial Markets. Establishes the Commission on Terrorism Risk Insurance.

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to hours-of-service requirements airline flight crews must meet to qualify for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirements if he or she has been paid for or has worked 60% of the employer's monthly hour or trip guarantee, or the equivalent annualized over the preceding 12-month period.

Post-9/11 Veterans Educational Assistance Act of 2007 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill certain individuals who serve on active duty in the Armed Forces (including the reserves) on or after September 11, 2001. Requires such individuals to complete the requirements of a secondary school diploma (or its equivalent) before applying for such assistance. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Requires such educational assistance to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Jubilee Act for Responsible Lending and Expanded Debt Cancellation of 2007 - Amends the International Financial Institutions Act to direct the Secretary of the Treasury, within the Paris Club of Official Creditors, the International Monetary Fund (IMF), the International Bank for Reconstruction and Development (World Bank), and other international financial institutions, to: (1) provide for debt cancellation of eligible low-income countries (as defined by this Act) to such institutions and to the United States; (2) provide for establishment of frameworks for creditor transparency and responsible lending; and (3) provide that such debt cancellation is not conditioned on harmful economic or environmental conditions. Directs the Government Accountability Office (GAO) to audit the debt portfolios of previous governments in certain countries, including South Africa and the Democratic Republic of Congo.

National Digital Television Consumer Education Act - Amends the Communications Act of 1934 to require retail distributors of television receiving equipment (TVs) to place adjacent to each unit displayed for sale a consumer alert in English and Spanish that the TV has only an analog broadcast tuner and will require a converter box after February 17, 2009, to receive over-the-air broadcasts with an antenna. Imposes similar requirements on sellers that use direct mail, catalog, or electronic means such as the Internet. Requires broadcaster public service announcements about the deadline for termination of analog TV broadcasting and the equipment options for consumers following such termination. Directs the Federal Communications Commission (FCC) to create a DTV Transition Federal Advisory Committee to educate the public about the digital television transition. Requires such education to commence by January 1, 2008. Requires the FCC to use funds available for consumer information activities to obtain advertising in public transportation vehicles and facilities to provide information concerning the digital television transition. Amends the National Telecommunications and Information Administration Organization Act to authorize the Assistant Secretary of Commerce for Communications and Information to establish a temporary grant program to coordinate and lead a nationwide consumer education and outreach campaign regarding America's conversion to digital television.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

HOPE VI Green Building and Technical Assistance Act of 2007 - Amends the United States Housing Act of 1937 to prescribe green communities requirements for grant applicants regarding revitalization programs for severely distressed public housing. Prohibits the Secretary of Housing and Urban Development from making a grant unless the applicant's revitalization plan complies with both the mandatory and some of the nonmandatory green communities affordable housing design, development, and operation criteria as they appear on the national Green Communities program checklist. Adds to such criteria specified requirements for nonresidential structures covered by the plan. Directs the Secretary to establish verification procedures. Repeals current technical assistance and program oversight funding authority, including those for assistance in connection with establishment and operation of computer centers in public housing through the Neighborhoods Networks initiative. Replaces it with mandatory funding for additional grants to assist: (1) potential and actual revitalization grant applicants in developing and planning revitalization programs; or (2) revitalization grant recipients in obtaining technical assistance in carrying out such programs.

America's Better Classrooms Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for investment in qualified public school modernization bonds, defined to include: (1) bonds for the construction, rehabilitation, or repair of a public school facility or for the acquisition of land for such facility (qualified school construction bonds); and (2) bonds to finance certain academic programs below the postsecondary level in empowerment zones or enterprise communities (qualified zone academy bonds). Establishes a national limitation on the issuance of such bonds and provides for the allocation of bond amounts among the states according to a specified formula. Terminates the authority for issuance of such bonds after 2009. Amends the General Education Provisions Act to apply certain labor standards to public school construction projects financed by this Act. Amends the Workforce Investment Act of 1998 to require states to establish employment and training programs relating to the construction or reconstruction of public school facilities.

Clean Water Restoration Act of 2007 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to replace the term "navigable waters," throughout the Act, with the term "waters of the United States," defined to mean all waters subject to the ebb and flow of the tide, the territorial seas, and all interstate and intrastate waters and their tributaries, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, natural ponds, and all impoundments of the foregoing, to the fullest extent that these waters, or activities affecting them, are subject to the legislative power of Congress under the Constitution. Declares that nothing in such Act shall be construed as affecting the authority of the Secretary of the Army or the Administrator of the Environmental Protection Agency (EPA) under the provisions of the Federal Water Pollution Control Act related to discharges: (1) composed entirely of agricultural return flows; (2) of stormwater runoff from oil, gas, and mining operations; or (3) of dredged or fill materials resulting from normal farming, silviculture, and ranching activities or from activities with respect to which a state has an approved program, or for the purposes of maintenance of currently serviceable structures or drainage ditches, construction or maintenance of farm or stock ponds, irrigation ditches, or farm, forest, or temporary roads for moving mining equipment, or construction of temporary sedimentation basins on construction sites.

Calls upon the government of the People's Republic of China (PRC) to condemn the atrocities taking place in Darfur, Sudan, and end military and economic assistance to the government of Sudan until Sudan stops civilian attacks and engages in peace negotiations. Recognizes the close relationship between the PRC and Sudan and urges the PRC to use its political, international, and economic influence to stop the violence in Darfur, Sudan. Recognizes that the spirit of the Olympics, which is to bring together nations and people from all over the world in peace, is incompatible with actions supporting acts of genocide.

Student Bill of Rights - Directs the Secretary of Education to make annual determinations as to whether each state's public school system provides all its students with educational resources to succeed academically and in life. Requires such education to enable students to: (1) acquire knowledge and skills necessary for responsible citizenship; (2) meet challenging academic achievement standards; and (3) compete and succeed in a global economy. Requires each system to do so through: (1) providing specified fundamentals of educational opportunity to students at each public elementary and secondary school; (2) providing educational services in school districts that receive funds for disadvantaged students that are, taken as a whole, at least comparable to educational services provided in school districts not receiving such funds; and (3) complying with any final federal or state court order in any matter concerning the adequacy or equitableness of the system. Requires withholding of specified portions of its federal funding for administrative expenses if a system: (1) fails to meet a yearly interim goal; (2) does not remedy, after two school years, a failure to provide comparable educational services to schools that receive funds for disadvantaged children; or (3) does not comply with a court order. Allows students or parents aggrieved by violations of this Act to bring civil actions for enforcement in federal district courts. Directs the Commissioner of Education Statistics to study the effects of educational disparities on economic growth and on national defense.

School Safety Enhancements Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to: (1) allow the placement and use of surveillance equipment in schools under the matching grant program for public elementary and secondary school security; (2) allow the use of grant funds to establish hotlines or tiplines for reporting potentially dangerous students and situations and for making capital improvements to make school facilities more secure; (3) set the federal matching share of program costs at 80%; and (4) revise application requirements for school security grants. Requires the Director of the Bureau of Justice Assistance and the Secretary of Education to establish an interagency task force to develop and promulgate advisory school safety guidelines. Amends the Higher Education Act of 1965 to require each institution of higher education participating in any program under title IV (Student Assistance) of that Act to: (1) conduct an annual campus safety assessment in consultation with local law enforcement officials; and (2) develop and implement a campus emergency response plan that addresses a comprehensive set of emergency situations, including natural disasters, active shooter situations, and terrorism.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Diabetes Prevention Access and Care Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to: (1) conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes in minority populations; and (2) conduct and support programs to treat diabetes in minority populations. Requires the Director of NIH, through the National Center on Minority Health and Health Disparities, to provide for: (1) health care professionals' mentoring; and (2) minority health professionals' participation in diabetes-focused research programs. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop and implement a federal plan to address diabetes mellitus within communities of color. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) conduct and support research and other activities with respect to diabetes in minority populations; (2) direct the Division of Diabetes Translation to conduct and support programs to educate the public on diabetes in minority populations; and (3) carry out diabetes health promotion and prevention programs for minority populations. Directs the Secretary to carry out: (1) education and awareness programs designed to increase participation of minority populations in clinical trials; and (2) mentorship programs for minority researchers who are conducting research on diabetes in minority populations. Provides for studies on the shortage of adult and pediatric endocrinologists specializing in diabetes and on outcomes of minority children with diabetes compared to non-minority children.

Clean Water Protection Act - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to define "fill material" to mean any pollutant that replaces portions of waters of the United States with dry land or that changes the bottom elevation of a water body for any purpose and to exclude any pollutant discharged into the water primarily to dispose of waste.

Internet Gambling Study Act - Requires the National Research Council of the National Academy of Sciences to conduct a comprehensive study of Internet gambling, including the existing legal framework that governs such activities and transactions and the impact of the Unlawful Internet Gambling Enforcement Act on Internet gambling in the United States.

Financial Services Diversity Initiative - Expresses the sense of Congress that: (1) active measures should be taken by employers and educational institutions to increase the demographic diversity of the financial services industry; and (2) diversity within the financial services industry is vitally important not only to promoting innovation and creativity in the industry but to developing a more inclusive workforce for a fair and just economy.

Federal Railroad Safety Improvement Act of 2007 - Establishes the Federal Railroad Safety Administration within the Department of Transportation (effectively replacing the Federal Railroad Administration). Directs the Secretary of Transportation to develop a long-term strategy for improving railroad safety. Redefines "signal employee" to eliminate the requirement that such individual be employed by a railroad carrier. Revises hours of service requirements for a signal employee and a train employee to prohibit, except in an emergency, a railroad carrier from requiring or allowing such employee to remain or go on duty: (1) unless the employee has had at least 10 consecutive hours off duty during the prior 24 hours; (2) for a period in excess of 12 consecutive hours; or (3) unless the employee has had at least one period of at least 24 consecutive hours off duty in the past seven consecutive days. Requires each railroad carrier to submit to the Secretary a fatigue management plan to reduce accidents and injuries caused by fatigue. Sets forth additional whistleblower protections for those who provide notification of a work-related injury or illness, who cooperate with a safety investigation, who furnish rail accident information, who accurately report hours of duty, or who refuse to authorize the use of safety equipment, track, or structures that are in a hazardous condition. Entitles a prevailing employee who alleges discrimination to damages. Sets forth criminal penalties for violations of such requirements. Revises emergency notification of grade crossing problems provisions to require each railroad carrier to establish a toll-free telephone service for the public to report malfunctions of signals and disabled vehicles blocking railroad tracks at grade crossings. Increases penalties for violations of rail safety regulations prescribed or orders issued by the Secretary, including violations related to rail accident reporting and hours of service. Makes it unlawful for a person to knowingly interfere with a rail accident investigation. Sets forth rail safety requirements concerning: (1) positive train control systems; (2) warnings in nonsignaled areas; (3) track management; (4) conductor certification; (5) employee training; (6) treatment of employee injuries; (7) emergency breathing apparatus; and (8) the locomotive cab environment. Rail Passenger Disaster Family Assistance Act of 2007 - Directs the National Transportation Safety Board (NTSB) to provide certain assistance to families of passengers involved in a rail passenger accident that results in a major loss of life. Requires each rail passenger carrier to submit to the Secretary and the NTSB a plan for addressing the needs of such families.
