Post-9/11 Veteran Business Acceleration Act This bill requires the Department of Veterans Affairs to collaborate with the Small Business Administration to implement a pilot program to provide financial assistance (in lieu of educational assistance) to eligible individuals under the Post-9/11 Educational Assistance Program for the purpose of (1) establishing and operating a new qualified business enterprise, or (2) operating an existing qualified business enterprise. Eligible individuals are those who (1) are entitled to 36 months of educational assistance under the Post-9/11 Educational Assistance Program, (2) are not in bankruptcy proceedings at the time of application, and (3) meet credit score requirements.

Taiwan Democracy Defense Lend-Lease Act of 2022 This bill authorizes the President to lend or lease defense articles to Taiwan for protection against potential Chinese military aggression and requires the President to establish expedited procedures for delivering loaned or leased defense articles to Taiwan.

American Confidence in Elections Act or the ACE Act This bill addresses election administration and security, campaign finance, and other related provisions. Among other provisions, the bill reduces certain election assistance payments for states and local jurisdictions that allow noncitizens to vote in state and local elections, establishes certain requirements related to election and political mail, prohibits foreign nationals from making contributions or donations in connection with state or local ballot initiatives or referenda, repeals certain limits on coordinated party expenditures and aggregate contributions by individuals, terminates the Presidential Election Campaign Fund and requires remaining funds to be transferred to the 10-Year Pediatric Research Initiative Fund, and prohibits the use of federal funds to establish a Disinformation Governance Board.

No Oil for CCP Act This bill bans exports of crude oil from the Strategic Petroleum Reserve (SPR) to China, North Korea, Iran, and other specified recipients. Specifically, the bill directs the Department of Energy to require as a condition of any sale of crude oil from the SPR that (1) the oil not be exported to such countries; and (2) the recipient of the oil is not under the ownership, control, or influence of the Chinese Communist Party.

Reduce Exacerbated Inflation Negatively Impacting the Nation Act This bill requires the Office of Management and Budget and the Council of Economic Advisers to provide an inflation estimate for each executive order that is projected to cause an annual gross budgetary effect of at least $1 billion. The estimate must determine whether the executive order will have no significant impact on inflation, a quantifiable inflationary impact on the consumer price index, or a significant impact on inflation that cannot be quantified at the time the estimate is prepared. The requirement does not apply to executive orders that (1) provide for emergency assistance or relief at the request of any state or local government or an official of the government, or (2) are necessary for national security or the ratification or implementation of international treaty obligations.

This resolution supports the designations of National Post-Traumatic Stress Injury Awareness Month and National Post-Traumatic Stress Injury Awareness Day. The resolution supports (1) the education of members of the Armed Forces, veterans, their families, and the public about post-traumatic stress; and (2) efforts by the Department of Veterans Affairs and the Department of Defense to foster cultural change around the issue of post-traumatic stress. Reducing Farm Input Costs and Barriers to Domestic Production Act This bill addresses various provisions related to the regulation of domestic agricultural products, including by requiring the Department of Agriculture to publish criteria for considering requests from meat and poultry establishments to operate at line speeds in excess of the current regulatory limitations. The bill also nullifies the final rule issued by the Council on Environmental Quality on April 20, 2022, that reinstated various National Environmental Policy Act regulatory provisions.

Sanctioning Supporters of Slave Labor Act This bill expands existing sanctions on foreign individuals and entities responsible for human rights abuses (e.g., such as torture or forced labor) against members of Muslim minority groups or other persons in the Xinjiang Uyghur Autonomous Region in China. Specifically, this bill requires sanctions on foreign individuals and entities that knowingly (1) provide material support to the parties subject to the existing sanctions for human rights abuses in Xinjiang, or (2) engage in a significant transaction relating to such human rights abuses.

Secure Every School and Protect Our Nation’s Children Act or the STOP II Act This bill reauthorizes and supports various grants to enhance school safety and security initiatives. It also provides statutory authority for the federal clearinghouse of school safety resources. (The clearinghouse identifies and publishes best practices and recommendations for school safety for use by state and local educational and law enforcement agencies, institutions of higher education, health professionals, and the public.)

Protecting American Sovereignty Act This bill prohibits the federal government from implementing any obligations upon the United States that may be contained in a draft report by a World Health Organization (WHO) working group on strengthening the WHO's preparedness and response to health emergencies. This prohibition shall also apply to any related or successor reports and recommendations regarding pandemics.

Halting Academic Liaisons To Our Adversaries Act or the HALT Our Adversaries Act This bill requires the Department of Defense (DOD) to identify academic institutions of China, Russia, and other countries that are known to provide support to China's People's Liberation Army or Russia's armed forces. Further, the bill prohibits an institution of higher education from receiving federal funds if it maintains a contract or other agreement with such an academic institution identified by DOD.

Babies Need More Formula Now Act of 2022 This bill addresses the regulation of infant formula, including by authorizing the Food and Drug Administration (FDA) to waive certain requirements related to importation. The FDA may waive labeling requirements related to the importation (or distribution or sale) of infant formula from a country with requirements that provide a similar assurance of safety as U.S. requirements. The FDA must, when appropriate, enter into arrangements to harmonize U.S. regulatory requirements pertaining to infant formula with the requirements of other nations. The bill imposes time lines for the FDA to respond to submissions for market approval for new infant formula. The FDA must also issue guidance as to what types of changes in the ingredients of infant formula, if any, may not require a new growth study to meet FDA requirements. The bill also authorizes a person to import, without prior notice to the FDA, up to a three-month supply of infant formula for personal use from a country with formula safety standards similar to U.S. standards, such as Canada. Before recommending or requiring a recall of infant formula due exclusively to a labeling deficiency, the FDA must ensure that the recall will not negatively affect the supply of formula in the United States. The bill also requires the FDA to (1) notify Congress no later than 24 hours after initiating a formula recall, and (2) provide certain information to formula manufacturers about restarting production after an inspection of a manufacturing facility impacted by a recall.

Geospatial Support for Atrocity Accountability Act This bill requires the Department of State to ensure that information and intelligence related to war crimes and atrocities are shared within the State Department and with certain other entities. For example, the State Department's Atrocity Warning Task Force must provide unclassified commercial geospatial imagery to domestic and international courts prosecuting persons responsible for crimes against humanity, if such imagery may provide evidence of such crimes.

This resolution condemns the unauthorized leak of a draft Supreme Court opinion concerning abortion and the related violence, property damage, and attempted intimidation of Supreme Court Justices by activists. It also encourages the enforcement of federal criminal laws that prohibit protests and picketing outside of the homes of federal judges, jurors, witnesses, and others involved in the U.S. court system.

This bill requires that the naval combat forces of the Navy include a minimum of 31 operational amphibious battle force ships, which are commissioned United States Ship warships capable of contributing to combat operations or United States Naval Ships that contribute directly to Navy warfighting or support missions. Such a ship that is temporarily unavailable for worldwide deployment due to routine or scheduled maintenance or repair counts towards the requirement.

No Timber From Tyrants Act This bill prohibits the importation of wood and related articles from Russia and Belarus. It also directs the Department of the Interior and the Department of Agriculture (USDA) to replace these prohibited imports with timber production on certain lands. Specifically, the bill directs the President to prohibit the importation of all wood and related articles from Russia and Belarus. The President may terminate this prohibition upon certification to Congress that certain conditions have been met, including that Russia or Belarus (or both, as applicable) reached an agreement to withdraw forces in Ukraine. Additionally, the bill directs Interior and USDA to authorize timber harvest in an amount sufficient to equal the volume, with respect to calendar year 2021, of imports of wood and related articles from Russia and Belarus. Interior may authorize timber harvest only on public lands and USDA may authorize timber harvest only on National Forest System lands. The bill generally prohibits Interior and USDA from approving a plan that reduces the allowable sale quantity of timber.

Spaceport Tiering for Access Resiliency Act or the STAR Act This bill requires the Department of Defense (DOD), in coordination with the Department of Transportation (DOT), to submit to the appropriate congressional committees a report on the resiliency of space access infrastructure to meet national security requirements. DOT shall establish a tiered system for spaceports that categorizes their operation for planning, development, and expenditure of funds. DOT shall develop a plan, to be known as the national plan for spaceports , for developing spaceports in the United States. DOT shall publish such plan every two years. To the extent possible, the DOD shall make domestic military spaceports and spaceport facilities available for civil use. DOT, in coordination with DOD and the Department of Commerce, after providing an opportunity for public comment, shall submit to the appropriate congressional committees a report on the implementation of a spaceport improvement program.

Security of the Economy, Climate, and other U.S. interests with Recent and Existing Food alternatives Act or the SECURE Food Act This bill requires the Office of the Director of National Intelligence to report to Congress on the effects of increased production and consumption of alternative proteins (e.g., proteins produced from plants or fungi) on the long-term national security interests of the United States.

Supply Chain Disruptions Relief Act This bill modifies the treatment of liquidations of new motor vehicle inventory as qualified LIFO (last in first out accounting method) inventory. It allows new motor vehicle dealers to elect to wait until the end of 2025 to replace their inventory for purposes of determining income attributable to the sale of such inventory during 2020 and 2021.

Unleashing American Energy Act This bill requires a minimum amount of oil and gas lease sales a year on certain submerged lands of the Outer Continental Shelf (OCS) and limits delays on federal oil and gas leases on such lands. Specifically, this bill requires the Department of the Interior to annually conduct a minimum of two region-wide oil and gas lease sales in each of the following regions of the OCS: (1) the Gulf of Mexico region in the Central Gulf of Mexico Planning Area and the Western Gulf of Mexico Planning Area, and (2) the Alaska region. In addition, the bill requires the President to obtain congressional approval before delaying federal oil and gas leases on the OCS.

Restore Onshore Energy Production Act This bill requires the Department of the Interior to immediately resume sales of oil and gas leases in accordance with applicable onshore mineral leasing laws and specifies a minimum number of sales that Interior must conduct in each state where there is land available for oil and gas leasing. The bill also prohibits the President from taking actions to cancel, delay, or otherwise impede federal processes related to energy mineral leasing without congressional approval.

Promoting Energy Independence and Transparency Act This bill requires the Department of the Interior to take certain actions related to parcels of land that have been nominated for future sales of onshore oil and gas leases and related drilling permits. Specifically, Interior must (1) report to Congress about the status of the parcels, (2) publish on its website information concerning expressions of interest in nominated parcels and drilling permits, and (3) issue certain pending applications for drilling permits within 30 days.

This resolution rejects and opposes engaging Russia as a main intermediary for reviving any nuclear agreement with Iran. The resolution rejects and opposes giving Russia any sanctions exemption or waiver as a condition to any nuclear agreement with Iran. The resolution rejects and opposes any agreement that lifts sanctions on Iran and legitimizes the regime's illicit nuclear program amidst an International Atomic Energy Agency investigation into undeclared sites, facilities, and material in Iran. The resolution also reaffirms that any nuclear deal with Iran reached by the Biden administration without congressional approval or Senate ratification as a treaty is illegitimate; to take every legislative opportunity to overturn such an agreement; to restore every single sanction, restrictive measure, designation, waiver, or general license the Biden administration removes; and to limit the Biden administration's or any future administration's ability to issue waivers and licenses for Iran sanctions, designations, or restrictive measures.

Protect Lifesaving Anesthesia Care for Veterans Act of 2022 This bill prohibits the Department of Veterans Affairs (VA) from modifying its policy relating to anesthesia care in a manner that would provide any medical professional other than a physician anesthesiologist with full practice authority for the furnishment of anesthesia care to veterans under VA health care laws. The VA is also prohibited from finalizing, implementing, or enforcing the provisions relating to anesthesia care of the proposed rule titled Advanced Practice Registered Nurses (81 Fed. Reg. 33155), or any substantially similar rule.

Access to Prescription Digital Therapeutics Act of 2022 This bill provides for Medicare and Medicaid coverage of prescription digital therapeutics (i.e., software applications that are used to prevent, manage, or treat medical conditions). The Centers for Medicare & Medicaid Services must establish a Medicare payment methodology for payments to manufacturers that takes into account certain factors (e.g., ongoing use); manufacturers must report specified information about private payors, subject to civil penalties.

Firearm Industry Non-Discrimination Act or the FIND Act This bill prohibits the federal government from entering into contracts with an entity that discriminates against firearm trade associations or businesses that deal in firearms, ammunition, or related products. Specifically, the bill requires a federal agency to include in each contract for the procurement of goods or services awarded by the agency a clause requiring the prime contractor to certify that it (1) has no policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association; and (2) will not adopt a policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association during the term of the contract. The bill establishes (1) a similar requirement with respect to subcontracts, and (2) penalties for violations. The bill makes such prohibition inapplicable to a contract for the procurement of goods or services that is a sole-source contract.
