American Energy Independence from Russia Act This bill addresses U.S. energy security, the production of oil and gas, and the importation and exportation of oil and gas. Specifically, the President must submit an energy security plan that (1) evaluates U.S. crude oil, petroleum products, and natural gas imports and exports; (2) assesses the energy security risks of such imports; and (3) includes strategies to encourage increased domestic production of crude oil, petroleum products, and natural gas to offset Russian imports. The bill also approves the TransCanada Keystone Pipeline in Phillips County, Montana for the import of oil from Canada to the United States. In addition, the bill grants the Federal Energy Regulatory Commission the authority to approve or deny applications for facilities to export natural gas from the United States to foreign countries or import natural gas from foreign countries. The President and federal agencies must obtain congressional approval before (1) prohibiting or substantially delaying certain new energy mineral leases or permits on federal lands, or (2) withdrawing certain federal lands from mineral and geothermal leasing activities. The Department of the Interior must resume issuing oil and gas leases on federal lands and offshore submerged lands in the Outer Continental Shelf as specified under the bill. Finally, the bill limits the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy develops a plan to increase the percentage of federal lands leased for oil and gas production.

African-American Burial Grounds Preservation Act This bill directs the Department of the Interior to establish the United States African-American Burial Grounds Preservation Program within the National Park Service (NPS). In carrying out the program, Interior may make grants to other federal agencies; state, local, and tribal governments; other public entities; educational institutions; historic preservation groups; and private nonprofit organizations for the identification of historic African-American burial grounds, the preservation and restoration of African-American burial grounds, the interpretation of African-American burial grounds, and related research and documentation for historic African-American burial grounds.

Never Yielding Europe's Territory (NYET) Act of 2022 This bill addresses Russia's actions against Ukraine and other countries in the region. The bill authorizes and expedites the provision of security assistance, including by (1) prioritizing delivering excess defense articles to Ukraine, (2) authorizing the Department of State to waive certain costs for defense articles leased to Ukraine, and (3) authorizing additional Foreign Military Financing for programs in Europe. The bill also provides funding for (1) Foreign Military Financing assistance to Ukraine, (2) the Global Engagement Center to counter foreign-sponsored propaganda and disinformation, (3) the Countering Russian Influence Fund to support Ukraine and other countries in response to Russia's aggression, and (4) International Military Education and Training assistance for Ukraine. Furthermore, the bill imposes sanctions, including on (1) senior Russian military officials responsible for planning or executing military operations that violated Ukraine's sovereignty or territorial integrity, and (2) foreign individuals or entities that acted on behalf of Russia's government to destabilize Ukraine or disrupt Ukraine's critical infrastructure. The bill also addresses additional matters, including (1) prohibiting the National Aeronautics and Space Administration from sponsoring visas for Russian nationals affiliated with ROSCOSMOS, the entity that implements Russia's space program; (2) authorizing Radio Free Europe/Radio Liberty to explore opening new bureaus to reach audiences on Russia's periphery; and (3) providing for expedited approval of natural gas exports to qualifying nations, including NATO members, whereas currently expedited approval is only available for exports to countries that are in a free trade agreement relating to natural gas with the United States.

Keep America’s Refuges Operational Act of 2022 This bill reauthorizes through FY2026 (1) the volunteer services, community partnerships, and refuge education programs of the National Wildlife Refuge System; and (2) provisions authorizing the Department of the Interior to accept and use gifts, devises, or bequests of real and personal property for the benefit of the U.S. Fish and Wildlife Service in the performance of its activities and services.

TSA Security Threat Assessment Application Modernization Act This bill requires the Transportation Security Administration (TSA) to standardize the enrollment and renewal system for individuals applying for or renewing multiple TSA Security Threat Assessment programs, including the Transportation Worker Identification Credential, Hazardous Materials Endorsement, and TSA PreCheck programs. The standardization shall permit an individual to (1) enroll at a TSA-designated universal enrollment center once and use the application for one of such programs to enroll in two or more of such programs,with specified exceptions for those applying for or renewing enrollment in more than one program at different times; (2) apply successful, valid clearance results from a TSA Security Threat Assessment to satisfy vetting requirements for participation in any related program without additional cost; and (3) undergo a streamlined and expeditious renewal process. Additionally, the TSA must publish on its website information relating to the standardization of the enrollment system.

Stop Arduous Vaccine Enforcement Act of 2022 or the SAVE Act of 2022 This bill prohibits transplant centers from discriminating against an individual on the basis of COVID-19 vaccination status for purposes of determining eligibility or assigning priority for organ transplants.

National Security Moratorium on Foreign Purchases of U.S. Land This bill requires the President to take actions necessary to bar foreign persons (individuals or entities) from purchasing public or private real estate in the United States for the five-year period beginning from this bill's enactment. The Government Accountability Office must report to Congress (1) certain information on the purchase and ownership of U.S. real estate by foreign persons; and (2) recommendations to make it easier for U.S. citizens and harder for foreign persons to purchase U.S. real estate, including farmland.

Guaranteeing Ukrainian Autonomy by Reinforcing its Defense (GUARD) Act of 2022 This bill provides support for Ukraine and imposes sanctions related to Nord Stream 2, the pipeline constructed to increase exports of natural gas from Russia. The Department of State must periodically report to Congress a determination as to whether Russia's government meets the criteria to be designated a state sponsor of terrorism. The bill authorizes the State Department to provide Foreign Military Financing assistance to Ukraine in FY2022. The bill also authorizes providing Ukraine with lethal assistance, such as anti-armor weapon systems and anti-aircraft weapons systems. From FY2022-FY2026, Ukraine shall have priority access to excess defense articles. During the same time period, the bill also authorizes providing Ukraine with assistance, including (1) International Military Education and Training assistance; (2) assistance to strengthen cybersecurity and intellectual property enforcement; (3) support and training for banking reform, subsidy reform, corporate governance, and the privatization of state-owned enterprises; and (4) assistance to combat corruption and improve the rule of law. Within 15 days of this bill's enactment, the President must impose sanctions on any entity responsible for planning, constructing, or operating Nord Stream 2, as well as any corporate officer of such an entity. The bill also subjects the President's authority to waive certain sanctions to congressional review. The U.S. Agency for Global Media may expand broadcasting in countries of the former Soviet Union to combat Russian disinformation. The bill requires reports to Congress on various topics, including a strategy on using U.S. diplomacy to support Ukraine.

Alabama Underwater Forest National Marine Sanctuary and Protection Act This bill designates an ancient cypress forest in the Gulf of Mexico as the Alabama Underwater Forest National Marine Sanctuary under the Marine Protection, Research, and Sanctuaries Act of 1972. In the sanctuary, the following activities are prohibited: cutting, removing, or any kind of subsurface salvage of the cypress trees; lowering certain devices (e.g., dredging) below the surface of the water; detonating explosives below the surface of the water; drilling or coring the seabed; and lowering, laying, positioning, or raising any type of seabed cable or cable-laying device. However, the prohibitions do not apply to fishing, diving, mooring, or similar recreational or commercial activities; necessary operations of public vessels; construction or placement of artificial reef structures for the purpose of enhancing fishery resources, fishing opportunities, or recreational diving opportunities; exploration, development, or production of oil or gas projects authorized before this bill's enactment; and certain other activities authorized by the Office of National Marine Sanctuaries. The National Oceanic and Atmospheric Administration (NOAA) must develop a comprehensive management plan for the sanctuary. NOAA must also establish an advisory council for the sanctuary.

Parents Bill of Rights Act This bill outlines various rights of parents and guardians regarding the elementary or secondary school education of their children. Among other requirements, the bill (1) directs local educational agencies to publicly post the curriculum for each elementary and secondary school grade level; and (2) requires schools to notify parents and guardians of their rights, including the right to review the school's curriculum and budget.

Housing Promotes Livelihood and Ultimate Success Act of 2021 or the Housing PLUS Act of 2021 This bill modifies the requirements under which the Department of Housing and Urban Development (HUD) must award grants under the Continuum of Care Program, which provides funding for nonprofit providers and state and local governments to quickly rehouse homeless individuals and families. Specifically, the bill bars HUD from prohibiting, limiting, or restricting Continuum of Care grants to recipients that (1) require program participants to receive supportive services, (2) require program participants to be sober or drug-free, or (3) are faith-based organizations. The bill also requires that 30% of Continuum of Care grant funds be set aside for eligible grant recipients that provide or offer access to wraparound services.

Fairness for Federal Contractors Act of 2021 This bill prohibits executive agencies from requiring contractors to receive a COVID-19 vaccination. The bill also requires the Government Accountability Office to study the degree to which Executive Order 14042 (Ensuring Adequate COVID Safety Protocols for Federal Contractors) caused disruptions to federal contracts, supply chains, and transportation systems.

This joint resolution nullifies a Department of Labor emergency temporary standard for preventing the transmission of COVID-19 in employment settings. Under the standard issued on November 5, 2021, employers with 100 or more employees must require their onsite employees to either be fully vaccinated against COVID-19 or undergo weekly COVID-19 testing.

Veterans' Preference Parity Act This bill modifies the eligibility criteria for certain veterans to qualify for a preference in the federal hiring process. Specifically, an individual who is honorably discharged from active duty service is eligible for a veterans' preference, if the active duty service was performed for more than 180 total days (currently, consecutive days). Additionally, a retired member of the Armed Forces is eligible for a veterans' preference, even if the retiree (1) is not a disabled veteran and (2) retired at or above the rank of major or its equivalent.

Illegal Immigrant Payoff Prohibition Act This bill prohibits the payment of a settlement to an alien for a civil action brought against the United States in connection with the alien's inadmissibility to, or unlawful presence in, the United States.

Equal Treatment of Public Servants Act of 2021 This bill phases in a new funding formula for determining benefit amounts under the windfall elimination provision (WEP). The WEP reduces Social Security retirement and disability benefits for those who receive pensions for certain non-covered employment. The new formula adjusts an individual's total lifetime earnings based on the proportion of those earnings subject to Social Security payroll taxes. It applies to individuals who (1) become eligible for Social Security benefits after 2061, and (2) have earnings from non-covered service performed in a year after 1977. Beneficiaries who become eligible for benefits between 2023 and 2061 receive the higher of their benefit calculated under the existing WEP or the new formula. In addition, certain beneficiaries currently impacted by the WEP receive an additional payment. The Social Security Administration must include non-covered earnings in Social Security account statements and must study the feasibility of partnering with certain pension systems to address data sharing issues related to non-covered pensions.

Patient Advocate Tracker Act This bill requires the Office of Patient Advocacy within the Veterans Health Administration to establish an information technology system that allows veterans or their representatives to electronically file a complaint with a patient advocate and review the status of a filed complaint.

Comforting Our Military Families through On-base or Remote Treatment Act or the COMFORT Act This bill authorizes the Office of Military Family Readiness Policy within the Department of Defense (DOD) to coordinate programs and activities for the provision of nonmedical counseling services to military families through the DOD Military and Family Life Counseling Program. Under the bill, nonmedical counseling services means mental health care services that are nonclinical, short-term, and solution-focused to address topics related to personal growth, development, and positive functioning. The bill authorizes mental health professionals to provide non-medical counseling services regardless of where the provider or recipient is located so long as the provision of service is within the scope of the authorized duties of the provider. For purposes of the bill, mental health professionals include licensed or certified mental health professionals or members of the uniformed services, civilian DOD employees, or DOD contractors.

State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act This bill allows states, tribes, territories, and localities to use certain COVID-19 relief funds for new categories of spending, including for natural disasters and infrastructure projects. It also makes changes to expenditure deadlines and other aspects of this funding. Specifically, recipients may use funds for emergency relief from natural disasters and associated negative economic impacts of natural disasters. In addition, recipients may use a portion of their COVID-19 relief funds for designated infrastructure projects, such as nationally significant freight and highway projects. Furthermore, the bill allows recipients to expend COVID-19 relief funds on these types of infrastructure projects until September 30, 2026. Under current law, recipients must expend the funds by December 31, 2024. Other changes in the bill include (1) modifying eligibility and allocation requirements for funding set aside for counties and Indian tribes that are near public lands, (2) allowing Indian tribes an additional year to expend their COVID-19 relief funds, and (3) establishing a process for government entities to decline COVID-19 relief funds and requiring any declined funds to be used to reduce the federal deficit.

This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

This resolution recognizes the ultimate sacrifice of the unknown soldiers interred at Arlington National Cemetery and expresses gratitude and appreciation of all the members of the Armed Forces who have served during wars and peacetime. Additionally, the resolution commends all members of the 3d Infantry Regiment, specifically those who guard the Tomb of the Unknown Solider.

Be Ready to Assist Veterans in Extremis Act or the BRAVE Act This bill requires the Department of Veterans Affairs (VA) to establish a patient outreach system under which it must ensure that veterans who are enrolled in the VA health care system and have experienced a traumatic or highly stressful event may elect to receive information and resources relating to mental health and available mental health care services. The VA must coordinate the system with the Transition Assistance Program of the Department of Defense.

Prevent All Soring Tactics Act of 2021 or the PAST Act of 2021 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.

Health Freedom for All Act This bill prohibits the Department of Labor from issuing an emergency temporary occupational safety or health standard requiring employers to ensure that their employees receive a COVID-19 vaccine or undergo COVID-19 testing.

Chinese Military and Surveillance Company Sanctions Act of 2021 This bill requires the President to impose property-blocking sanctions on Communist Chinese military companies upon certain findings. Specifically, if the President determines that imposing sanctions on a foreign person would address certain threats related to the financing of Chinese Communist military companies, the President must impose sanctions on that person provided that the person is identified (1) as a Communist Chinese military company in a specified report to Congress or in a November 17, 2020, executive order, or (2) by the Department of the Treasury as having engaged in transactions in the publicly traded securities (or derivatives) of a Communist Chinese military company.

Re-using Equipment for Environmental Fortification Act or the REEF Act This bill requires the Department of the Navy to notify Congress of the pending retirement of vessels that are viable candidates for artificial reefing (intentionally sinking a vessel to promote marine life). Specifically, the Navy must provide such notice not later than 90 days before the viable candidate's retirement from the Naval Vessel Register.

EMBRACE Stormwater Management Act or the Enhancing Military Base Resilience And Conserving Ecosystems through Stormwater Management Act This bill authorizes the Department of Defense and each military department to implement stormwater management projects on or related to military installations. Specifically, such projects are authorized for the purpose of (1) protecting nearby waterways and stormwater-stressed ecosystems, and (2) improving military installation resilience or the resilience of a defense access road or other essential civilian infrastructure supporting the installation.

Working Dog Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the service that working dogs provide to society. The designs of the coins minted under this bill shall be emblematic of the contributions of working dogs to society, including in detection, military service, therapy and assistance. Treasury may issue coins only during the one-year period beginning on January 1, 2023. All sales of coins shall include a surcharge, which shall be paid to America's VetDogs for general expenses associated with the fulfillment of its mission.

National Commission on United States Involvement in Afghanistan Act of 2021 This bill establishes the independent National Commission on United States Involvement in Afghanistan. The commission shall assess and report on issues related to U.S. involvement in Afghanistan since 2001, specifically (1) U.S. strategic goals and interests and whether such goals were achieved, (2) U.S. assessments of the situation and whether those assessments were accurately communicated to policymakers and the public, (3) efforts by the United States and its allies to withdraw from Afghanistan, (4) U.S. efforts to evacuate U.S. citizens and Afghan allies, and (5) recommendations for corrective measures for future foreign policy endeavors. The commission terminates 60 days after submitting its final report to Congress.

Teleabortion Prevention Act of 2021 This bill restricts the use of telehealth for chemical abortions (also known as medication abortions). Specifically, it requires a provider who dispenses or prescribes medication for a chemical abortion to physically examine the patient, be physically present at the location of the chemical abortion, and schedule a follow-up visit. The bill provides an exception for a chemical abortion that is necessary to save the life of a mother whose life is endangered by a physical disorder, illness, injury, or condition. The bill establishes criminal penalties—a fine, a prison term of up to two years, or both—for a provider who does not comply with the requirements. A patient who undergoes a chemical abortion may not be prosecuted.

This bill prohibits the Department of Defense (DOD) from procuring any covered item from the Democratic People's Republic of North Korea, the People's Republic of China, the Russian Federation, or the Islamic Republic of Iran. Under the bill, covered items include sanitizing and disinfecting wipes, testing swabs, gauze, bandages, and personal protective equipment for use in preventing the spread of disease and the materials and components thereof. The bill provides for an exception to the prohibition in circumstances where (1) DOD determines that covered materials of satisfactory quality and quantity cannot be procured from other nations at a specified time and reasonable price, (2) the procurement of covered items is for use outside of the United States, or (3) the purchase is for amounts not greater than $150,000. However, a proposed purchase or contract for an amount greater than $150,000 may not be divided into multiple purchases or contracts for lesser amounts to qualify for an exception.

1st Lt. Hugh Conor McDowell Safety in Armed Forces Equipment Act of 2021 This bill requires the Department of the Army and the Department of the Navy to jointly implement a five-year pilot program to evaluate the feasibility of using data recorders to monitor, assess, and improve the readiness and safety of the operation of military tactical vehicles (e.g., Army Strykers). The program must be carried out at not fewer than one military station in the United States that (1) contains the necessary force structure, equipment, and maneuver training ranges to collect necessary driver and vehicle data; and (2) represents at least one of the five training ranges that did not track unit location during training, as identified by the Government Accountability Office.

Just In Case Act This bill allows the Department of Defense (DOD) to reimburse contractors for paid leave provided to employees or subcontractors who are prevented from working due to an emergency or disaster. The bill also allows DOD to reimburse small business contractors for other costs related to the emergency or disaster if necessary to ensure the continuation of contractor performance.

Surface Warfare Officer Leadership Enhancement Act or the SWOLE Act This bill addresses Naval operations, including the duties of surface warfare officers. Specifically, the bill requires that any person originally commissioned as a surface warfare officer in the Navy on or after January 1, 2023, be assigned to the ship engineering systems career path or the ship operations and combat systems path. The Department of Defense (DOD) must seek to enter into an agreement with a nonprofit entity or federally funded research and development center independent of DOD to research and analyze the gender gap in retention of surface warfare officers in the Navy. The Navy must not expend more than 75% of the funds authorized to be appropriated in FY2022 for Ship Operations, Operations and Maintenance, Navy, until the Navy certifies to Congress that it has established certain standards and procedures by which a member of the Navy can receive a merchant mariner credential with a national officer endorsement, a national rating endorsement, or a Standards of Training, Certification, and Watchkeeping endorsement.

For example, the bill requires the Department of Homeland Security (DHS) to resume all activities to construct a border barrier system along the U.S.-Mexico border that were underway or planned prior to January 20, 2021; requires DHS to deploy, in addition to physical barriers, tactical infrastructure and technology to achieve situational awareness and operational control of the southwest border; authorizes U.S. Customs and Border Protection (CBP) to carry out a program to acquire innovative commercial items through a competitive selection of proposals; imposes certain requirements for DHS border security technology acquisition programs that have a total expenditure of at least $300 million; requires CBP to implement certain technologies, including a program to establish a biometric exit data system at ports of entry; requires CBP to increase or maintain certain staffing levels for agents, officers, processing coordinators, and other positions; requires CBP to implement a workload staffing model for the U.S. Border Patrol and for CBP's Air and Marine Operations; and provides statutory authority through FY2026 for Operation Stonegarden, a Federal Emergency Management Agency program that provides grants to states and territories involved in certain active CBP border security operations.

Counting Overlooked Base Impact Aid Act or the COBIA Act This bill requires the commanders of each military installation to annually submit written certification to their respective military departments verifying whether they have confirmed the information contained in all Impact Aid source check forms received from local educational agencies (LEAs) as of the date of such certification. Such forms are submitted by LEAs to confirm the number and identity of children eligible to be counted for purposes of the federal Impact Aid program.

Refuge System Protection Act This bill authorizes the Department of Justice (DOJ), at the request of the Department of the Interior, to bring in a district court a civil action against any individual or entity that destroys, causes the loss of, causes Interior to make risk mitigation efforts with respect to, or injures any resource that is within the boundaries any land or water that is managed by the U.S. Fish and Wildlife Service. The bill also authorizes DOJ, at the request of Interior, to bring in a district court an in rem action against any instrumentality (e.g., a vessel, vehicle, or aircraft) that destroys, causes the loss of, causes Interior to make risk mitigation efforts with respect to, or injures any such system resource. Among others, it shall be an affirmative defense in either type of action that the destruction of, loss of, risk mitigation regarding, or injury to a system resource was caused by an otherwise legal act or omission that occurred outside the boundaries of the resource. In either type of action, the court may award response costs and damages.
