Abortion Insurance Full Disclosure Act of 2013 - Amends the Patient Protection and Affordable Care Act, with respect to abortion coverage in qualified plans offered through a Health Benefit Exchange, to modify the notice rules to require that: in the case of services regarding abortions both for which public funding is prohibited and allowed, the extent of coverage shall be prominently displayed in any marketing or advertising materials, comparison tools, or summary of benefits and coverage explanation made available by the issuer of the plan, by an Exchange, or by the Secretary of Health and Human Services (HHS), including information made available through an Internet portal or Exchange; and in the case of abortions for which public funding is prohibited and where the premium for the plan is disclosed, the surcharge attributable to such services, consisting of an amount equal to the actuarial value of the coverage, shall be disclosed and identified separately.

Promoting Adoption and Legal Guardianship for Children in Foster Care Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) to revise the adoption incentives grant program (renaming it the adoption and legal guardianship incentive program), creating a new formula for determining adoption incentive payments, and extending the program through FY2016. Requires states to use amounts paid to them under the program to supplement, and not supplant, any federal or non-federal funds used to provide any service under SSA title IV parts B (Child and Family Services) or E. Increases from 24 to 36 the number of months during which incentive program payments are available for expenditure. Requires states to: (1) report annually to the Secretary of Health and Human Services (HHS) on the calculation and use of savings resulting from the application of certain requirements to all children, and (2) spend at least 20% of such savings on post-adoption services. Declares that, in the event of the death or incapacity of the relative guardian, the eligibility of a child for a kinship guardianship assistance payment shall not be affected by reason of the replacement of the relative guardian with a successor legal guardian named in the kinship guardianship assistance agreement. Amends SSA title IV part B to extend the family connection grant program through FY2016. Amends SSA title III (Unemployment Insurance) with respect to the requirement that a state have an unemployment compensation law containing certain provisions in order to receive a specified federal grant. Requires a state owed an unemployment compensation debt meeting specified criteria that remains uncollected within two years after it was first incurred to take specified action under the Internal Revenue Code to recover it, including through a tax refund offset.

Sportsmen's Heritage And Recreational Enhancement Act of 2013 or the SHARE Act of 2013 - Title I: Hunting, Fishing and Recreational Shooting Protection Act - Hunting, Fishing, and Recreational Shooting Protection Act - Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "chemical substance" for purposes of such Act: (1) any component of any pistol, revolver, firearm, shell, or cartridge the sale of which is subject to federal excise tax, including shot, bullets and other projectiles, propellants, and primers; and (2) any sport fishing equipment the sale of which is subject to federal excise tax and sport fishing equipment components. Title II: Target Practice and Marksmanship Training Support Act - Target Practice and Marksmanship Training Support Act - Amends the Pittman-Robertson Wildlife Restoration Act to: (1) authorize a state to pay up to 90% of the costs of acquiring land for, expanding, or constructing a public target range; (2) authorize a state to elect to allocate 10% of a specified amount apportioned to it from the federal aid to wildlife restoration fund for such costs; (3) limit the federal share of such costs under such Act to 90%; and (4) require amounts provided for such costs under such Act to remain available for expenditure and obligation for five fiscal years. Shields the United States from any civil action or claim for money damages for injury to or loss of property, personal injury, or death caused by an activity occurring at a public target range that is funded by the federal government pursuant to such Act or located on federal land, except to the extent provided under the Federal Tort Claims Act with respect to the exercise or performance of a discretionary function. Urges the Chief of the Forest Service and the Director of BLM to cooperate with state and local authorities and other entities to carry out waste removal and other activities on any federal land used as a public target range to encourage its continued use for target practice or marksmanship training. Title III: Public Lands Filming - Requires the Secretary of the Interior and the Secretary of Agriculture (USDA), for any film crew of five persons or fewer, to require a permit and assess an annual fee of $200 for commercial filming activities or similar projects on federal land and waterways administered by the Secretary. Makes such a permit valid for such activities or projects that occur in areas designated for public use during public hours on all federal land and waterways administered by the Secretary for a 12-month period. Title IV: Polar Bear Conservation and Fairness Act - Polar Bear Conservation and Fairness Act of 2013 - Amends the Marine Mammal Protection Act of 1972 to direct the Secretary of the Interior to issue a permit for the importation of any polar bear part (other than an internal organ) from a polar bear taken in a sport hunt in Canada to any person who submits proof that the polar bear was legally harvested before May 15, 2008 (currently by February 18, 1997), when polar bears were listed as a threatened species by the Department of the Interior. Title V: Permanent Electronic Duck Stamp Act - Permanent Electronic Duck Stamp Act of 2013 - Grants the Secretary of the Interior permanent authority to authorize any state to issue electronic duck stamps. Sets forth state electronic duck stamp application requirements. Allows the Secretary to determine the number of new states permitted per year to participate in the electronic duck stamp program. Instructs the Secretary to require electronic stamp revenue and customer information collected by each state to be transmitted in accordance with a written agreement between the Secretary and the state. Title VI: Access to Water Resources Development Projects Act - Recreational Lands Self-Defense Act of 2013 - Prohibits the Secretary of the Army from promulgating or enforcing any regulation that prohibits an individual from possessing a firearm at a water resources development project administered by the Chief of Engineers if: (1) the individual is not otherwise prohibited by law from possessing the firearm, and (2) the possession of the firearm is in compliance with the law of the state in which the project is located. Title VII: Wildlife and Hunting Heritage Conservation Council Advisory Committee - Amends the Fish and Wildlife Coordination Act to establish the Wildlife and Hunting Heritage Conservation Council Advisory Committee to advise the Secretaries of the Interior and Agriculture (USDA) on wildlife and habitat conservation, hunting, and recreational shooting. (Abolishes the Wildlife and Hunting Heritage Conservation Council.) Title VIII: Recreational Fishing and Hunting Heritage and Opportunities Act - Recreational Fishing and Hunting Heritage and Opportunities Act - Declares that recreational fishing and hunting are environmentally acceptable and beneficial activities that occur and can be provided on public lands and waters without adverse effects on other uses or users. Requires a federal public land management official, in cooperation with the respective state and fish and wildlife agency, to exercise the authority of the official under law, including regarding land use planning, to facilitate the use of, and access to, federal public land for fishing, sport hunting, and recreational shooting, except as described in this Act. Requires the heads of federal public land management agencies to exercise their discretion in a manner that supports and facilitates hunting, recreational fishing, and recreational shooting opportunities, to the extent authorized under applicable law. Prohibits actions taken under this Act or actions concerning the National Wildlife Refuge System under the National Wildlife Refuge System Administration Act of 1966 from being considered to be a major federal action significantly affecting the quality of the human environment. Prohibits public land management officials from being required to consider the existence or availability of recreational fishing, hunting, or shooting opportunities on adjacent or nearby lands in the planning for or determination of which public lands are open for these activities or in the setting of levels of use for these activities on public lands, unless the combination or coordination of such opportunities would enhance the opportunities available to the public. Requires that Bureau of Land Management (BLM) and Forest Service land, excluding land on the Outer Continental Shelf, be open to recreational fishing, hunting, or shooting unless the managing agency acts to close lands to such activity. Permits closures or restrictions on such land for purposes including resource conservation, public safety, energy or mineral production, energy generation or transmission infrastructure, water supply facilities, national security, protection of private property rights, or compliance with other law. Requires agencies to: (1) lease or permit use of federal public land for shooting ranges, and (2) designate specific land for recreational shooting activities. Declares that the provision of opportunities for hunting, fishing, recreational shooting, and the conservation of fish and wildlife to provide sustainable use recreational opportunities on designated wilderness areas on federal public lands constitutes the measures necessary to meet the minimum requirements for the administration of such areas. Provides that such declaration does not authorize or facilitate commodity development, use, or extraction, motorized recreational access or use that is not otherwise allowed under the Wilderness Act, or permanent road construction or maintenance within designated wilderness areas. Reaffirms the provisions of the Wilderness Act that stipulate that wilderness purposes are "within and supplemental to" the purposes of the underlying federal land unit. Requires the head of each federal agency, when seeking to carry out fish and wildlife conservation programs and projects or providing fish and wildlife dependent recreation opportunities on designated wilderness areas, to implement these supplemental purposes while not impeding on the underlying conservation purpose. Prohibits such implementation from authorizing or facilitating commodity development, use or extraction, or permanent road construction or use within designated wilderness areas. Requires biennial reports on closures of federal public lands to sport hunting, recreational fishing, or shooting. Sets forth requirements for specified closures or significant restrictions involving 640 or more contiguous acres of federal public land or water to hunting or recreational fishing or related activities. Instructs federal public land agencies to consult with the advisory councils specified in Executive Orders 12962 (relating to recreational fisheries) and 13443 (relating to the facilitation of hunting heritage and wildlife conservation) in carrying out this Act. Title IX: Gulf of Mexico Red Snapper Conservation Act - Gulf of Mexico Red Snapper Conservation Act of 2013 - Directs the Gulf States Marine Fisheries Commission to: (1) prepare and adopt a data collection strategy for the Gulf of Mexico red snapper fishery; and (2) prepare, adopt, and submit to the Secretary of Commerce a fishery management plan providing for the conservation and management of Gulf of Mexico red snapper and describing the standards of compliance for Gulf coastal states (Alabama, Florida, Louisiana, Mississippi, and Texas) to use in developing fishery management measures. Permits an increase in the quota of Gulf of Mexico red snapper apportioned to commercial fishing based on stock assessments. Prohibits such plan, for a three-year period, from reducing such quota, except in the event of a reduction in stock prior to the end of such period in which case the quotas apportioned to all fishing sectors shall be reduced to ensure a sustainable harvest. Directs the Secretary to determine whether the plan: (1) includes fishery management measures compatible with the Magnuson-Stevens Fishery Conservation and Management Act, and (2) ensures the long-term sustainability of Gulf of Mexico red snapper. Requires each Gulf coastal state to submit for the Commission's approval appropriate management measures that ensure compliance with the objectives of the fishery management plan. Directs the Secretary, upon receiving the Commission's certification that the management measures of all such states have been approved, to: (1) revoke federal regulations and portions of the Fishery Management Plan for the Reef Fish Resources of the Gulf of Mexico that conflict with the plan for Gulf of Mexico red snapper, and (2) transfer management of Gulf of Mexico red snapper to such states. Directs the Commission to determine, periodically, whether state enforcement is satisfactory. Requires the Commission to: (1) offer assistance to noncompliant states, and (2) vote on whether to notify the Secretary when a state remains noncompliant. Authorizes the Secretary to close a fishery within federal waters adjacent to a noncompliant state. Directs the Secretary to report biennially to Congress, the governor of each Gulf coastal state, and the Commission regarding the economic impacts for the local, regional, and national economy of the Gulf of Mexico red snapper fishery.

Pay Our Veterans and Seniors First Act - Prohibits a Member of Congress, the President, the Vice President, and the head of any executive department from receiving: (1) basic pay for any period in which there is more than a 24-hour lapse in appropriations for any executive agency as a result of a failure to enact a regular appropriations bill or continuing resolution, or (2) retroactive pay for such period. Requires the Secretary of the Treasury, during any lapse in FY2014 appropriations when interim or full-year appropriations for the affected accounts have not been enacted, to transfer to the appropriate Secretary from amounts in the general fund of the Treasury not otherwise appropriated such amounts as are necessary to provide the following: pay and allowances to members of the Armed Forces, including reserve component members, who perform active service; benefits under the TRICARE for Life program, Medicare, and title II (Old Age, Survivors and Disability Insurance) of the Social Security Act; and veterans' benefits and programs.

American Health Care Reform Act of 2013

American Health Care Reform Act of 2013 - Repeals the Patient Protection and Affordable Care Act and the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of their enactment. Restores or revives provisions amended or repealed by such Act or such health care provisions. Amends the Internal Revenue Code (IRC) to allow an income tax standard deduction for a specified percentage of an individual's health insurance costs, regardless of whether or not the taxpayer itemizes other deductions. Excludes the amount of such a deduction from employment taxes. Allows a taxpayer, for earned income credit purposes, to exclude from earned income any employer contributions to a qualified accident or health plan. Allows double additional contributions to a health savings account (HSA) if both spouses are age 55 or older and one spouse is not an account beneficiary. Prescribes special rules for HSA coverage eligibility for certain individuals: (1) participating in a Medicare Advantage Medical Savings Account (MSA), (2) receiving periodic hospital care or medical services for a service-connected disability, (3) eligible for Indian Health Service assistance, or (4) eligible for TRICARE coverage. Prescribes requirements for interaction of health flexible spending arrangements (FSAs) and health reimbursement arrangements with HSAs. Prohibits the payment of health insurance premiums from HSAs, with certain exceptions. Prescribes circumstances in which certain medical expenses incurred before establishment of an HSA may still be qualified expenses. Prescribes requirements for protection of any HSA in a bankruptcy proceeding. Amends title XIX (Medicaid) of the Social Security Act (SSA) to authorize additional health opportunity account demonstration programs. Treats membership in a health care sharing ministry as coverage under a high deductible health plan. Renames high deductible health plans as HSA qualified plans. Allows payments from an HSA for: (1) direct primary care service arrangements, (2) certain exercise equipment and physical fitness programs, (3) certain nutritional and dietary supplements, and (4) periodic fees paid to a primary care physician for the right to receive medical services on an as-needed basis. Increases the maximum limit on contributions to an HSA to match deductible and out-of-pocket expenses limitations. Prescribes requirements for establishment of child health savings accounts, for which an income tax deduction shall be allowed a taxpayer equal to the aggregate cash amount paid into the account during the taxable year. Amends the IRC to include in gross income any distributions from an HSA for an abortion. Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act (PHSA), and the IRC to authorize premium and cost-sharing variances in group health plans based on certain financial incentives for participation (or lack of it) in a standards-based wellness program. Amends the PHSA to direct the Secretary to provide a grant of up to $5 million to each state for the costs of creation and initial operation of a qualified high risk pool if it has not created such a pool as of September 1, 2013. Limits participation in such a pool to U.S. citizens and nationals. Declares that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with conditions of this Act. Prohibits a health insurance issuer from offering, selling, or issuing individual health insurance coverage in a secondary state if its insurance commissioner does not use a risk-based capital formula for determining capital and surplus requirements for all health insurance issuers. Amends the McCarran-Ferguson Act to declare that nothing in it shall modify, impair, or supersede the operation of any of the antitrust laws with respect to the business of health insurance (including the business of dental insurance). Amends SSA title XI (General Provisions) to require the Secretary to make available to the public Medicare claims and payment data, including data on payments made to any provider of services or supplier. Authorizes a state to establish a Health Plan and Provider Portal website to standardize information on: (1) health insurance plans available in the state, and (2) price and quality information on health care providers (including physicians, hospitals, and other health care institutions). Declares that nothing in this Act shall be construed to interfere with the doctor-patient relationship or the practice of medicine. Amends the American Recovery and Reinvestment Act of 2009 to eliminate the Federal Coordinating Council for Comparative Effectiveness Research. Amends ERISA to prescribe requirements for establishment and governance of association health plans, which are group health plans meeting certain ERISA certification criteria whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations. Limits the commencement of a health care lawsuit, except in certain cases including fraud or intentional concealment, to three years after the date of manifestation of injury or one year after the claimant discovers, or through the use of reasonable diligence should have discovered, the injury, whichever occurs first. Limits to $250,000 the amount of noneconomic damages in such a lawsuit, but allows a claim for the full amount of any economic damages. Requires the court, in any health care lawsuit, to supervise the arrangements for payment of damages to protect against conflicts of interest that may have the effect of reducing the amount of damages awarded that are actually paid to claimants. Specifies criteria for the award of punitive damages, limited to the greater of $250,000 or double the amount of economic damages. Preempts state law with respect to health care lawsuits. Declares that nothing in this Act shall be construed to: (1) require any health plan to provide coverage of or access to abortion services; or (2) allow the Secretary, the Secretary of the Treasury, the Secretary of Labor, or any other federal or non-federal person or entity in implementing this Act to require coverage of, or access to, abortion services. Prohibits the use of funds authorized or appropriated by this Act to pay for any abortion or to cover any part of the costs of any health plan that includes abortion coverage, except: (1) if the pregnancy is the result of an act of rape or incest; or (2) in the case where a pregnant female suffers from a physical disorder, physical injury, or physical illness that would, as certified by a physician, place the female in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself.

Modernizing Our Drug & Diagnostics Evaluation and Regulatory Network Cures Act of 2013 or MODDERN Cures Act of 2013 - Requires the Secretary of Health and Human Services (HHS) to: (1) establish the Advanced Diagnostics Education Council to recommend standard terms and definitions related to innovative diagnostics for use by patients, physicians, health care providers, payers, and policy makers; and (2) publish a guide regarding such terms and definitions. Sets forth additional factors for the Secretary to consider in determining the payment amount for new clinical diagnostic laboratory tests under gap filling procedures which are used when no comparable existing test is available. Extends the exclusivity period for a medicine if the diagnostic test related to such drug has been determined by the Secretary to have been developed by, or with the participation of, the manufacturer or sponsor of the medicine, and use of the diagnostic tests provides for or improves: (1) the identification of a patient population for the medicine; or (2) the determination of the most appropriate treatment option for a patient population with the medicine. Establishes a dormant therapy designation for medicine that addresses unmet medical needs. Gives such medicine 15 years of data exclusivity under which no drug can be approved by relying on the approval or licensure of the dormant therapy. Directs the Secretary to arrange with the Institute of Medicine (or, if it declines, another appropriate entity) to study intellectual property laws and their impact on therapy and diagnostic development in order to formulate recommendations on how to facilitate the clinical evaluation and development of therapies currently available on the market for new potential indications.

Honoring the Fort Hood Heroes Act - Directs: (1) the Secretary of the military department concerned to award the Purple Heart to members of the Armed Forces (members) who were killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009; and (2) the Secretary of Defense (DOD) to award the Secretary of Defense Medal for the Defense of Freedom to civilian employees and contractors of DOD who were killed or wounded in such attack. Deems, for purposes of all applicable federal benefit laws, regulations, and policies: (1) such members to have been killed or wounded in a combat zone as the result of an enemy act; and (2) such employees to have been killed or wounded by hostile action while serving with the Armed Forces in a contingency operation and to have been killed or wounded in a terrorist attack. Excludes any member whose death or wound was the result of willful misconduct. Applies such provisions to post-traumatic stress disorder (PTSD) or other psychological injuries that were a a result of such attack.

Intelligence Oversight and Accountability Act of 2013 - Amends the Foreign Intelligence Surveillance Act of 1978 (FISA) to revise congressional reporting requirements with respect to FISA court decisions. Requires the Attorney General (DOJ), within 45 days after the Foreign Intelligence Surveillance Court or the Foreign Intelligence Surveillance Court of Review issues a decision, order, or opinion that includes a denial or modification of a request for an order, or that results in a change of application or a new application of FISA, to submit to Congress a copy of such decision and any associated pleadings, applications, or memoranda of law. (Currently, the Attorney General submits such materials only with respect to decisions that the Attorney General determines are a significant construction or interpretation of FISA.) Directs the Attorney General to include with such court documents a brief statement (a summary) of the relevant background factual information, questions of law, legal analysis, and decision rendered.

Compounding Clarity Act of 2013

Compounding Clarity Act of 2013 - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to revise requirements for the regulation of compounding drugs. Revises the exemption of compounded drugs from certain new drug, labeling, and biological product requirements. Adds an exemption for drug products compounded by a licensed pharmacist or a licensed physician, pursuant to a non-patient-specific purchase order, which: (1) will be administered by a health care practitioner within a physician's office, a hospital, or another health care setting; and (2) meet other specified criteria. Revises requirements for exempted bulk drug substances. Prohibits the sale of a drug product by an entity other than the pharmacy or physician that compounded it. Directs the Secretary of Health and Human Services (HHS) to develop a system for receiving and reviewing submissions from state boards of pharmacy: (1) describing actions taken against compounding pharmacies, or (2) expressing concerns that a compounding pharmacy may be acting in violation of one or more requirements of this section. Requires the Secretary to review such submissions and determine whether the pharmacy involved may be in violation of one or more compounding requirements. Authorizes the Secretary to inspect a pharmacy's records to determine whether the pharmacy is in violation of one or more FFDCA requirements. Exempts from certain new drug, labeling, and biological product requirements a drug product compounded for human use by a licensed pharmacist in a registered outsourcing facility if specified conditions, including labeling requirements, are met. Establishes annual registration requirements for any outsourcing facility. Requires a facility to report to the Secretary biannually on what drugs are compounded in it and to submit adverse event reports. Subjects such facilities to a risk-based inspection schedule. Requires the Secretary to: (1) publish a list of drugs presenting demonstrable difficulties for compounding that are reasonably likely to lead to an adverse effect on the safety or effectiveness of the drug, taking into account the risk and benefits to patients; and (2) convene an advisory committee on compounding before creating the list. Requires the Secretary to assess an annual establishment fee on each outsourcing facility and a reinspection fee, as necessary. Prohibits the intentional falsification of a required prescription, a purchase order, or patient name for a compounded drug. Prohibits the intentional failure of an outsourcing facility to register.

Healthy Fisheries through Better Science Act

Healthy Fisheries through Better Science Act - Amends the Magnuson-Stevens Fishery Conservation and Management Act to require the Secretary of Commerce to develop and publish at least triennially in the Federal Register (on the same schedule as the fisheries research strategic plan) a plan to conduct stock assessments for all stocks of fish for which a fishery management plan is in effect. Defines "stock assessment" as an evaluation of the past, present, and future status of a stock of fish, including: (1) a range of life history characteristics, including the stock's geographical boundaries, age, growth, natural mortality, sexual maturity and reproduction, feeding habits, and habitat preferences; and (2) fishing for the stock. Requires the plan to: (1) establish schedules for conducting initial stock assessments and updating previously conducted assessments; and (2) identify data and analysis, especially concerning recreational fishing, that would reduce uncertainty in and improve the accuracy of future stock assessments, including whether such data and analysis could be provided by nongovernmental sources, such as fishermen, fishing communities, universities, and research institutions. Provides for waivers of stock assessment requirements when the Secretary determines that the assessment is not necessary and justifies such determination in the Federal Register notice. Directs the Secretary to develop and publish in the Federal Register guidelines to incorporate data, analysis, and stock assessments from nongovernmental sources into fisheries management decisions and to establish a registry of information providers. Requires the Secretary and Regional Fishery Management Councils to use such information as the best scientific information available in fisheries management decisions, unless otherwise determined by the science and statistical committee of such Councils. Directs the Secretary to report to Congress regarding each fishery governed by a fishery management plan to: (1) identify the goals and methods of the applicable programs governing monitoring and enforcement of fishing subject to such plan; (2) certify which methods are most cost-effective; and (3) explain why such most-cost-effective methods are not required, if applicable. Prohibits the Secretary from collecting certain fishing permit fees and North Pacific Council fisheries research plan implementation fees before identifying the costs that will be recovered by such fee.

Prohibits the Secretary, for persons holding such a permit, from assessing any additional fee for commercial filming activities and similar projects that occur in those areas during those hours. Bars the Secretary from prohibiting, as a motorized vehicle or under any other purposes, the use of cameras or related equipment used for commercial filming activities or similar projects in accordance with this Act on federal lands and waterways administered by the Secretary. Requires the Secretary to recover (under current law, collect) costs incurred as a result of filming activities or similar projects, including but not limited to, administrative and personnel costs.

Shields the United States from any civil action or claim for money damages for injury to or loss of property, personal injury, or death caused by an activity occurring at a public target range that is funded by the federal government pursuant to such Act or located on federal land, except to the extent provided under the Federal Tort Claims Act with respect to the exercise or performance of a discretionary function. Urges the Chief of the Forest Service and the Director of the Bureau of Land Management (BLM) to cooperate with state and local authorities and other entities to carry out waste removal and other activities on any federal land used as a public target range to encourage its continued use for target practice or marksmanship training.

Requires the Secretary, acting through the Office of the Assistant Secretary for Planning and Evaluation, to contract three auction experts, a health economist, and an econometrician to work collectively as an auction expert team, led by the auction experts, to independently review and assess all aspects of round 1 re-bid and round 2 of the DMEPOS competitive bidding program, including its design, development, implementation, adequacy of support for Medicare beneficiaries with chronic illness or disabilities, market fairness, sustainability, and functioning.

Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the date of enactment of this Act. Amends the federal judicial code to grant jurisdiction to federal district courts to grant injunctive and other appropriate relief to prevent, restrain, or terminate any acts in violation of this Act. Requires the Comptroller General (GAO) to conduct a study of the impact of state and local taxes on mobile services, providers, or property on the costs consumers pay for mobile services.
