Human Trafficking Prioritization Act - Expresses the sense of Congress that the Office to Monitor and Combat Trafficking of the Department of State will be more effective in carrying out duties mandated by Congress in the Trafficking Victims Protection Act of 2000, and can do so without an increase in either personnel or budget, if: (1) the Office status is changed to that of a Bureau within the Department; and (2) the Office is headed by an Assistant Secretary with direct access to the Secretary of State, rather than an Ambassador-at-Large. Amends the Trafficking Victims Protection Act of 2000 to change the status of the Office to Monitor and Combat Trafficking to that of the Bureau to Combat Trafficking in Persons, which shall be headed by an Assistant Secretary of State.

Empowering Patients First Act of 2013 - Repeals the Patient Protection and Affordable Care Act and the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of their enactment. Restores or revives provisions amended or repealed by such Act or such health care provisions. Amends the Internal Revenue Code to allow a refundable tax credit for the cost of qualified health insurance costs for low-income taxpayers and a tax deduction for such costs for other taxpayers. Amends the Public Health Service Act to provide for the establishment and governance of individual and small employer membership associations (IMAs) to make health benefits coverage available to IMA members and their dependents. Small Business Health Fairness Act of 2013 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans, which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations and which meet certain ERISA certification requirements. Directs that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with conditions of this Act. Amends title XXI (Children's Health Insurance) (CHIP) of the Social Security Act (SSA) to: (1) require a state CHIP plan to specify how it will achieve coverage for 90% of targeted low-income children; and (2) prohibit CHIP payments for children with family income above 300% of the applicable poverty line. Directs the Secretary of Health and Human Services (HHS) to issue best practice guidelines for the treatment of medical conditions. Sets forth how such guidelines may be used in a health care lawsuit. Permits a group health plan to vary premiums and cost-sharing by up to 50% of the benefits based on participation (or lack of participation) in a wellness program. Requires a health insurance issuer to provide claims information, on request, to a plan, plan sponsor, or plan administrator. Prohibits the Secretary from using comparative effectiveness research or patient-centered outcomes research to deny coverage of an item or service under a federal health care program. Authorizes a state to establish a Health Plan and Provider Portal website to standardize information on health insurance plans available in the state. Amends title XVIII (Medicare) of SSA to permit Medicare beneficiaries to contract with a physician or practitioner for health care items or services. Prohibits states from imposing limits on the amount of charges for health care services furnished by an eligible professional. Sets forth provisions regarding students loans and loan repayment for health care professionals. Exempts health care professionals from federal and state antitrust laws in connection with negotiations with a health plan regarding contract terms under which the professionals provide health care items or services for which plan benefits are provided. Establishes discretionary spending limits for FY2022-FY2023 for new budget authority in the nondefense category and revises sequestration discretionary spending limits for FY2014-FY2021.

Commuter Parity Act of 2013 - Amends the Internal Revenue Code to modify the exclusion from gross income, for income tax purposes, of certain transportation benefits provided by an employer to an employee, to allow a monthly exclusion amount of: (1) $220 for transportation in a commuter highway vehicle from home to work and any transit pass, (2) $220 for qualified parking, and (3) $35 for qualified bicycle commuting reimbursement. Allows an annual cost-of-living adjustment to such exclusion amounts after 2014.

More Energy More Jobs Act - Instructs the Secretary of the Interior to issue a new oil and gas leasing program under the Outer Continental Shelf Lands Act (OCSLA) for a five-year period in lieu of the existing Five-Year OCS Oil and Gas Leasing Program. Terminates the existing Five-Year OCS Oil and Gas Leasing Program for 2012-2017. Prescribes requirements for development of proposed new leasing programs. Requires the Secretary to: (1) allow the governor of a coastal state to nominate for leasing any OCS areas adjacent to state waters, (2) include each nominated area in the draft leasing program, and (3) consider the leasing of such areas as an alternative federal action. Requires the Secretary to include each state-nominated area in the final program unless the impacts of oil and gas development in a particular area cannot be effectively mitigated and the development is not in the national economic interest.

Offshore Energy and Jobs Act - Amends the Outer Continental Shelf Lands Act (OCSLA) to direct the Secretary of the Interior to implement a leasing program that includes at least 50% of the available unleased acreage within each outer Continental Shelf (OCS) planning area considered to have the largest undiscovered, technically recoverable oil and gas resources, with an emphasis on offering the most geologically prospective parts of the planning area. Instructs the Secretary, in developing a five-year oil and gas leasing program, to determine a specified domestic strategic production goal for the development of oil and natural gas as a result of that program. Requires the Secretary to: (1) develop and submit a new five-year oil and gas leasing program, (2) conduct offshore oil and gas Lease Sale 220 within one year after enactment of this Act, and (3) make replacement lease blocks available in the Virginia lease sale planning area that are acceptable for oil and gas exploration and production if the Secretary of Defense proposes deferral from a lease offering due to defense-related activities irreconcilable with mineral exploration and development. Instructs the Secretary to conduct a lease sale within two years after enactment of this Act for areas off the coast of South Carolina that have the most geologically promising hydrocarbon resources and constituting at least 25% of the leasable area within the South Carolina offshore administrative boundaries. Directs the Secretary to: (1) offer for sale by December 31, 2014, leases of tracts in the Santa Maria and Santa Barbara/Ventura Basins of the Southern California OCS Planning Area; and (2) prepare a multisale environmental impact statement pursuant to the National Environmental Policy Act of 1969 for all lease sales required under this Act. Allocates 37.5% of the amount of new federal leasing revenues to coastal states that are: (1) impacted by the leases under which those revenues are received by the United States, and (2) within 200 miles of the leased tract. Establishes in the Department of the Interior: (1) an Under Secretary for Energy, Lands, and Minerals; (2) an Assistant Secretary of Ocean Energy and Safety; (3) an Assistant Secretary of Land and Minerals Management; (4) a Bureau of Ocean Energy; (5) an Ocean Energy Safety Service; and (6) an Office of Natural Resources Revenue. Instructs the Secretary to establish: (1) a National Offshore Energy Safety Academy, and (2) an Outer Continental Shelf Energy Safety Advisory Board. Requires the Secretary to: (1) certify annually that all Interior Department personnel having regular, direct official contact with government contractors, or conducting investigations, issuing permits, or overseeing energy programs, comply fully with federal employee ethics laws and regulations; and (3) conduct a random drug testing program of such personnel. Abolishes the Minerals Management Service. Directs the Secretary to collect non-refundable fees from the operators of facilities subject to inspection. Establishes in the Treasury the Ocean Energy Enforcement Fund as depository for such fees. Redefines the outer Continental Shelf to include all submerged lands lying within the U.S. exclusive economic zone and the Continental Shelf adjacent to any U.S. territory.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal to Jack Nicklaus in recognition of his service to the nation in promoting excellence and good sportsmanship. Directs the Secretary of the Treasury to strike such gold medal and to strike and sell duplicate bronze medals at a price sufficient to cover the costs of the gold and bronze medals.

Supplying Knowledge-based Immigrants and Lifting Levels of STEM Visas Act or SKILLS Visa Act - Amends the Immigration and Nationality Act to set worldwide employment-based immigration levels at: (1) 140,000 through FY2013, and (2) 235,000 beginning in FY 2014 reduced by the number of returned visas resulting from the elimination of the diversity immigrant program. Makes up to 55,000 (EB-6) visas, reduced by the number of returned visas resulting from the elimination of the diversity immigrant lottery, available in FY2014 and subsequent fiscal years to qualified immigrants who: (1) have a doctorate degree in a field of science, technology, engineering, or mathematics (STEM degree) from a U.S. doctoral institution of higher education, or have completed a dental, medical, or veterinary residency program, have received a medical degree, a dentistry degree, a veterinary degree, or an osteopathic medicine/osteopathy degree; and (2) have taken all required courses, including courses taken by correspondence or by distance education, while physically present in the United States. Makes unused EB-1 (priority worker) and EB-6 visas available to (EB-7 visa) aliens who: (1) hold a master's degree in a STEM field from a U.S. doctoral institution of higher education that was either part of a master's program that required at least two years of enrollment or part of a five-year combined baccalaureate-master's degree program in such field; (2) have taken all master's degree courses in a STEM field, including all courses taken by correspondence or by distance education, while physically present in the United States; and (3) hold a baccalaureate degree in a STEM field. Prohibits the Secretary of Homeland Security (DHS) (Secretary) from approving an employer petition for an EB-6 or EB-7 alien unless the Secretary receives a Department of Labor determination that there are not sufficient American workers available for the job. Establishes: (1) an EB-8-1 immigrant visa for qualifying venture capital-backed start-up entrepreneurs and for self-sponsored start-up entrepreneurs who intend to engage in, or have engaged in, new commercial enterprises in the United States; and (2) an EB-8-2 immigrant visa for treaty trader nonimmigrants who have maintained such status for at least 10 years, have benefitted the U.S. economy, and have created full-time employment for at least 5 U.S. workers for at least 10 years. Grants such alien entrepreneur (and spouse and children) conditional permanent resident status. Requires termination of such status if the Secretary determines: (1) that the qualifying employment was intended as a means to evade U.S. immigration laws, or (2) other specified requirements were not met. Sets forth the conditions for an alien to petition for permanent resident status. Revises worldwide levels of employment- and family-based based immigrants. Makes the the EB-5 regional center program permanent. Eliminates: (1) the diversity immigrant program as of October 1, 2013, (2) the provision requiring the reduction of annual People's Republic of China immigrant visas to offset status adjustments under the Chinese Student Protection Act of 1992, and (3) the per-country limit for employment-based immigrants. Increases, however, the per-country limit for family-based immigrants. Makes the J-1 visa waiver (Conrad state 30/medical services in underserved areas) program permanent. Increases the number of alien physicians that a state may be allocated from 30 to 35 per fiscal year. Provides up to three visa waivers per fiscal year per state for physicians in academic medical centers. Extends dual intent to aliens coming to the United States to receive graduate medical education or training, or to take examinations required for such education or training. Sets forth specified employment protections and contract requirements for alien physicians working in underserved areas. Excludes from numerical immigration limitations alien physicians who have completed national interest waiver requirements by working in a health care shortage area. Increases the H-1B (specialty occupation) nonimmigrant visa limitation to 155,000 per fiscal year beginning in FY2014. Replaces the current higher education degree exemption from H-1B limitations with an exemption for up to 40,000 aliens with a STEM master's or doctorate degree (EB-6 and EB-7 aliens). Directs the Secretary to verify the authenticity of foreign educational degrees. Authorizes a related employer fee. Establishes in the Treasury the H-1B Educational Credential Verification Account. Authorizes the Secretary of Labor to issue subpoenas to employers of H-1B, H-1B1(specialty workers pursuant to agreements with Chile or Singapore), and E-3 (specialty worker pursuant to a treaty of commerce) nonimmigrants. Sets forth wage and working condition requirements for employers of: (1) Mexican or Canadian professionals, and (2) specialized knowledge L-visa aliens (intracompany transferees) who will be employed for more than six months over a three-year period. Provides portability for O-1 visa nonimmigrants (extraordinary ability in the sciences, education, business, athletics, or the arts or films or television). Extends dual intent to foreign students who: (1) are coming to the United States to pursue STEM field degrees at institutions of higher education that have agreed to report the attendance of each nonimmigrant student to DHS, or (2) are engaged in temporary post graduation employment for optional practical training related to such study. Permits specified nonimmigrant aliens granted employment authorization to continue employment with the same employer for up to 240 days while an application for extension of stay is adjudicated. Increases H-1B employer fees. Obligates a part of such fees for STEM education and training. Establishes a fee for employment-based immigrant I-140 visa petitions. Obligates such fees for STEM education and training. Establishes the Promoting American Ingenuity Account to strengthen STEM education. Sets forth assistance allocation and state fund use provisions. Directs the Secretary of Labor to provide employers with a survey to determine the prevailing wage for each occupational classification. Establishes three wage levels commensurate with experience, education, and level of supervision. Directs the Secretary to establish a streamlined pre-certification procedure for employers who file multiple petitions for specified categories of immigrant workers.

North American Wetlands Conservation Extension Act of 2013 - Amends the North American Wetlands Conservation Act to extend through FY2017 the authorization of appropriations for allocations to carry out approved wetlands conservation projects.

USPSTF Transparency and Accountability Act of 2013 - Amends the Public Health Service Act to expand the scope and responsibilities of the United States Preventive Services Task Force to require it to: (1) publish research plans to guide its systematic review of evidence and new science relating to the effectiveness of preventive services; (2) make available reports on such evidence and recommendations for public comment; (3) establish a system for grading preventive care products and services (Grades A, B, C, and D and a Grade I for insufficient information); and (4) convene a preventive services stakeholders board to advise it on developing, updating, publishing, and disseminating evidence-based recommendations on the use of clinical preventive services. Provides for the disclosure and management of conflicts of interest by members of the Task Force and the preventive services stakeholders board. Directs the Government Accountability Office (GAO) to submit a report that: (1) lists current recommendations of the Task Force; (2) compares Task Force recommendations and recommendations of other federal health agencies, national medical professional societies, and patient and disease advocacy organizations; and (3) analyzes the impact of Task Force recommendations on public and private insurance coverage, access, and outcomes, including the impact of morbidity and mortality. Amends title XVIII (Medicare) of the Social Security Act to eliminate the discretion of the Secretary of Health and Human Services (HHS) to deny payment for a Medicare preventive service that has not received an A, B, C, or I grade by the Task Force.

Thomasina E. Jordan Indian Tribes of Virginia Federal Recognition Act of 2013 - Extends federal recognition to the following Indian tribes of Virginia and establishes their relationship with the federal government as described below: (1) the Chickahominy Tribe, (2) the Chickahominy Indian Tribe--Eastern Division, (3) the Upper Mattaponi Tribe, (4) the Rappahannock Tribe, Inc., (5) the Monacan Indian Nation, and (6) the Nansemond Indian Tribe. Makes the tribes and their members eligible for all services and benefits provided by the federal government to federally recognized Indian tribes. Establishes the service area of each tribe and requirements for each tribe regarding its membership roll, governing documents, and governing body. Requires the Secretary of the Interior, on request of any of the tribes, to take specified lands into trust for the benefit of that tribe, to be considered part of that tribe's reservation. Prohibits the tribes from conducting gaming activities. Prohibits this Act from affecting the hunting, fishing, trapping, gathering, or water rights of the tribes and their members. Prohibits the use of eminent domain to acquire lands in fee or in trust for an Indian tribe recognized under this Act.

Prohibits the United States from carrying out any activities under the United States-Afghanistan Strategic Partnership Agreement, signed on May 2, 2012, or any successor agreement for any fiscal year beginning on or after the date of the enactment of this Act absent prior congressional statutory authorization to carry out such activities for such fiscal year.

Pets on Trains Act of 2013 - Directs the National Railroad Passenger Corporation (Amtrak) to propose a pet policy that allows passengers to transport domesticated cats or dogs on certain Amtrak trains. Requires Amtrak to collect a fee for each cat or dog transported by a ticketed passenger to cover administrative costs. Declares that the proposed policy shall be separate from and in addition to the policy governing Amtrak passengers traveling with service animals.

Revises requirements for the non-rural area wage index floor in the formula for the national adjusted diagnosis-related group (DRG) prospective payment rate used in calculating payments under title XVIII (Medicare) of the Social Security Act for each inpatient hospital discharge in a fiscal year involving inpatient hospital services of a subsection (d) hospital. (Generally, a subsection [d] hospital is an acute care hospital, particularly one that receives payments under Medicare's inpatient prospective payment system [IPPS] when providing covered inpatient services to eligible beneficiaries.) Directs the Secretary of Health and Human Services (HHS), in the case of discharges occurring on or after October 1, 2013, to apply budget neutrality, under the Balanced Budget Act of 1997 and related regulations, on a state-specific rather than national basis in the calculation of the Medicare hospital wage index floor, including a minimum wage index, for each non-rural area, using a specified methodology as if it had been fully implemented for FY2011 using a 100% state-specific adjustment to the area wage index. Declares that nothing in this Act shall be construed as preventing the Secretary, for discharges occurring on or after October 1, 2014, from modifying related regulations in carrying out budget neutrality requirements. Amends the Patient Protection and Affordable Care Act to end the application of budget neutrality on a national basis in the calculation of the Medicare hospital wage index floor as of October 1, 2013.

Silviculture Regulatory Consistency Act of 2013 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to prohibit the Administrator of the Environmental Protection Agency (EPA) from requiring, or from promulgating regulations that direct a state to require, a permit under the national pollutant discharge elimination system for a discharge of stormwater runoff resulting from the conduct of the following silviculture activities: nursery operations, site preparation, reforestation, thinning, prescribed burning, pest and fire control, harvesting operations, surface drainage, and road use, construction, and maintenance. Specifies that nothing in this Act exempts a silvicultural activity resulting in the discharge of dredged of fill material from permit requirements for discharges into navigable waters.

Freedom From Union Violence Act of 2013 - Amends the Hobbs Act to authorize imposition of a fine of up to $100,000, 20 years' imprisonment, or both for: (1) obstructing, delaying, or affecting commerce or the movement of any article or commodity in commerce by robbery or extortion (or attempting or conspiring to do so); and (2) threatening physical violence to any person or property in furtherance of a plan or purpose to interfere with commerce by threats or violence. Makes provisions regarding any such interference inapplicable to conduct that: (1) is incidental to otherwise peaceful picketing during the course of a labor dispute; (2) consists solely of minor bodily injury, or minor damage to property, or threat or fear of such minor injury or damage; and (3) is not part of a pattern of violent conduct or of coordinated violent activity. Subjects such conduct to prosecution only by the appropriate state and local authorities.

Prevent IRS Overreach Act of 2013 - Prohibits the Internal Revenue Service (IRS) from filling any position, by transfer or any other appointment taking effect on or after the enactment of this Act, if the duties and responsibilities of such position include the enforcement of any provision of, or amendment made by, the Patient Protection and Affordable Care Act or the Health Care and Education Reconciliation Act of 2010.

Oilheat Efficiency, Renewable Fuel Research and Jobs Training Act of 2013 - Amends the National Oilheat Research Alliance Act of 2000 to: (1) require the National Oilheat Research Alliance to provide the Secretary of Energy (DOE) with a list of qualified nominees for Alliance membership, and (2) revise membership criteria. Includes among Alliance functions research to: (1) develop renewable fuels; and (2) examine the compatibility of different renewable fuels with oilheat fuel utilization equipment, with priority given to research on the development and use of advanced biofuels. Changes the Alliance's proposed budget from annual to biennial. Limits the current assessment rate of 2/10 of 1 cent per gallon of oilheat fuel (currently, of No. 1 distillate and No. 2 dyed distillate) to calendar years 2013 and 2014. Requires subsequent annual assessment rates to be sufficient to cover the costs of Alliance plans and programs. Limits those assessments, however, to a change of no more than 1/2 of 1 cent per gallon of oilheat fuel. Prohibits any assessment increase unless: (1) it is approved by 3/4 of Alliance members voting at a regularly scheduled meeting, and (2) the Alliance notifies certain congressional committees of the proposed increase at least 90 days before the meeting. Prohibits such assessments from being passed through to, or otherwise required to be paid by, residential consumers of oilheat fuel. Requires a qualified state association to deposit funds received under this Act in an account separate from its other funds. Directs the Alliance to ensure that specified percentages of assessments collected for each calendar year are used by qualified state associations or the Alliance to: (1) conduct research, development, and demonstration activities relating to oilheat fuel, including development of energy-efficient heating and the transition and facilitation of the entry of energy-efficient heating systems into the marketplace; and (2) develop consumer education materials. Directs the Alliance to require that at least 20% of the demonstration cost or commercial application program be provided by a source other than the Alliance. Directs the Alliance to ensure that heating system conversion assistance is coordinated with administrators of a specified low-income home energy assistance program and with the Weatherization Assistance Program for Low-Income Persons. Repeals: (1) the requirement for an annual analysis of oilheat price changes relative to other energy sources (market survey); as well as (2) the restriction of Association activities to research and development, training, and safety matters if in any year the five-year average price composite index of consumer grade oilheat exceeds a certain amount. Prohibits the use of funds derived from assessments collected by the Alliance for lobbying purposes. Directs the Secretary of Commerce, in the event of noncompliance with this Act by the Alliance, a qualified state association, or any other person or entity, to notify Congress and the Alliance website. Extends the sunset date for the National Oilheat Research Alliance program to 19 years after the date on which it was established.

No Taxpayer Funding for Abortion Act - Prohibits the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law (federal funds) for any abortion. (Currently, federal funds cannot be used for abortion services, except in cases involving rape, incest, or life endangerment.) Prohibits federal funds from being used for any health benefits coverage that includes coverage of abortion. (Thus making permanent existing federal policies.) Prohibits the inclusion of abortion in any health care service furnished by a federal or District of Columbia health care facility or by any physician or other individual employed by the federal government or the District. Excludes an abortion from such prohibitions if: (1) the pregnancy is the result of rape or incest; or (2) the woman suffers from a physical disorder, injury, or illness, including a life-endangering physical condition caused by or arising from the pregnancy itself, that would place her in danger of death unless an abortion is performed, as certified by a physician. Applies such prohibitions to District of Columbia funds. Amends the Internal Revenue Code to disqualify, for purposes of the tax deduction for medical expenses, any amounts paid for an abortion. Excludes from the definition of "qualified health plan" after December 31, 2013, for purposes of the refundable tax credit for premium assistance for such plans, any plan that includes coverage for abortion. Excludes from the definitions of "qualified health plan" and "health insurance coverage," for purposes of the tax credit for small employer health insurance expenses, any health plan or benefit that includes coverage for abortions. Includes any reimbursements or distributions to pay for an abortion in the gross income of participants in flexible spending arrangements under a tax-exempt cafeteria plan, Archer Medical Savings Accounts (MSAs), and health savings accounts (HSAs). Exempts from the application of such tax provisions: (1) abortions for pregnancies resulting from rape or incest or in cases where a woman suffers from a physical disorder, injury, or illness that would, as certified by a physician, endanger her life if an abortion were not performed; and (2) the treatment of any infection, injury, disease, or disorder that was caused by or exacerbated by the performance of an abortion.

Taxpayer Nondiscrimination and Protection Act of 2013 - Amends the federal criminal code to establish penalties for misconduct against a taxpayer by an Internal Revenue Service (IRS) employee during the performance of official duties, specifically including a violation of the protections and guarantees afforded under the First Amendment of the Constitution to political speech and political expression.

DSH Reduction Relief Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to delay from FY2014 to FY2016 commencement of the period during which the Secretary of Health and Human Services (HHS) is required to pay to any "subsection (d) hospital": (1) 25% of the amount of the disproportionate share hospital (DSH) payment that would otherwise be made to it for the fiscal year, plus (2) an additional payment amount according to a specified formula. (Generally, a subsection [d] hospital is an acute care hospital, particularly one that receives payments under Medicare's inpatient prospective payment system [IPPS] when providing covered inpatient services to eligible beneficiaries.) Amends SSA title XIX (Medicaid) to delay from the beginning of FY2014 until the beginning of FY2016 (and so eliminate for FY2014 and FY2015) aggregate reductions in DSH allotments for all states.

Brewers Excise and Economic Relief Act of 2013 - Amends the Internal Revenue Code to: (1) reduce from $18 to $9 (the pre-1991 level) the per-barrel tax on beer; and (2) further reduce the rate of such tax on brewers who produce not more than 2 million barrels of beer during the calendar year.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning on January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of one-half of such surcharges to the St. Jude Children's Research Hospital and one-half to the National Osteoporosis Foundation for the purpose of furthering research.

Oversight of Sensitive Military Operations Act - Directs the Secretary of Defense (DOD) to notify the congressional defense and appropriations committees of any sensitive military operation (a lethal or capture operation conducted by U.S. Armed Forces outside the United States) promptly following such operation. Requires: (1) the Secretary to submit to such committees procedures for complying with such requirement consistent with U.S. national security and the protection of operational integrity, and (2) such committees to ensure that committee procedures designed to protect the unauthorized disclosure of U.S. national security information are sufficient to protect the information submitted. Makes the notification requirement inapplicable to a sensitive military operation executed within Afghanistan pursuant to the Authorization for Use of Military Force. Requires the Secretary to submit to such committees an explanation of the legal and policy considerations and approval processes used in determining whether an individual or group could become the target of a sensitive military operation. Directs the Secretary to provide such committees quarterly briefings on DOD counterterrorism operations and related activities involving special operations forces.

Biennial Budgeting and Enhanced Oversight Act of 2013 - Amends the Congressional Budget Act of 1974 (CBA) to require: (1) biennial (instead of annual) budget resolutions, (2) biennial appropriations Acts, and (3) biennial government strategic and performance plans. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Makes conforming amendments to the Rules of the House of Representatives, the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), and the CBA.

Children of Military Service Members Commemorative Lapel Pin Act - Requires a lapel button, to be known as the children of military service members commemorative lapel button, to be designed, as approved by the Secretary of Defense (DOD), to identify and recognize child dependents of members of the Armed Forces who serve on active duty for more than 30 days. Expresses the sense of Congress that the Secretary should expedite the design and manufacture of the button, as well as mechanisms to facilitate its issuance. Makes such button available retroactively to the child of any member satisfying such eligibility conditions before the enactment of this Act. Requires the Secretary to notify members with qualifying service since September 11, 2001, of the availability of the button.

Amends the Servicemembers Civil Relief Act to provide that if a court renders a temporary order for custodial responsibility for a child based solely on a deployment or anticipated deployment of a parent-servicemember, then the court shall require that upon the return of that servicemember from deployment the custody order that was in effect preceding such deployment shall be reinstated, unless the court finds that reinstatement in not in the child's best interest. Prohibits a servicemember's deployment or possible deployment from being considered as the sole factor in the determination of a child's best interest in a motion seeking a permanent order to modify custody. Provides that under a temporary custody order, if a state law provides a higher standard of protection to the deploying parent-servicemember, then the appropriate court shall apply the higher standard.

Accelerating the End of Breast Cancer Act of 2013 - Directs the President to establish the Commission to Accelerate the End of Breast Cancer to help end breast cancer by January 1, 2020. Directs the Commission to: (1) identify opportunities and ideas within government and the private sector that are key components in achieving the end of breast cancer and which have been overlooked, yet are ripe for collaboration and investment; (2) recommend projects to leverage such opportunities and ideas in the areas of the primary prevention of breast cancer and the causes and prevention of breast cancer metastasis; and (3) ensure that its activities are coordinated with, and do not duplicate the efforts of, programs and laboratories of other government agencies. Directs the President to enter into an agreement with the Institute of Medicine for an evaluation of the Commission's progress. Terminates the Commission on June 1, 2020.

Recreational Fishing and Hunting Heritage and Opportunities Act - Requires federal public land management officials to facilitate the use of, and access to, federal public lands, including National Monuments, Wilderness Areas, Wilderness Study Areas, or lands administratively classified as wilderness eligible or suitable and primitive or semi-primitive areas, for fishing, sport hunting, and recreational shooting, except as limited by: (1) statutory authority that authorizes or withholds action for reasons of national security, public safety, or resource conservation; (2) any other federal statute that specifically precludes recreational fishing, hunting, or shooting on specific federal public lands or waters; and (3) discretionary limitations on recreational fishing, hunting, and shooting determined to be necessary and reasonable. Requires Bureau of Land Management (BLM) and Forest Service lands, excluding lands on the Outer Continental Shelf, to be open to recreational fishing, hunting, and shooting unless the managing agency acts to close such lands to such activity for purposes of resource conservation, public safety, energy production, water supply facilities, or national security. Requires the heads of federal agencies to use their authorities to: (1) lease their lands or permit use of their lands for shooting ranges, and (2) designate specific lands for recreational shooting activities. Sets forth requirements for a permanent or temporary withdrawal, change of classification, or change of management status that effectively closes or significantly restricts 640 or more contiguous acres of federal public lands for fishing or hunting or related activities.

Equitable Access to Care and Health Act or the EACH Act - Amends the Internal Revenue Code, with respect to minimum essential health care coverage requirements added by the Patient Protection and Affordable Care Act, to allow an additional religious exemption from such requirements for individuals whose sincerely held religious beliefs would cause them to object to medical health care provided under such coverage. Defines "medical health care" to mean voluntary health treatment by or supervised by a medical doctor that would be covered under minimum essential coverage that: (1) includes voluntary acute care treatment at hospital emergency rooms, walk-in clinics, or similar facilities; and (2) excludes treatment not administered or supervised by a medical doctor, physical examinations or treatment required by law or third parties, and vaccinations.

Cancer Drug Coverage Parity Act of 2013 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group or individual health plan providing benefits with respect to anticancer medications administered by a health care provider to provide no less favorable coverage for prescribed, patient-administered anticancer medications used to kill, slow, or prevent the growth of cancerous cells and that have been approved by the Food and Drug Administration (FDA). Applies such requirement to medication that is prescribed based on a finding by the treating physician that the medication is: (1) medically necessary for the purpose of killing, slowing, or preventing the growth of cancerous cells in accordance with nationally accepted standards of medical practice; and (2) clinically appropriate in terms of type, frequency, extent site, and duration. Permits such coverage to be subject to the same cost-sharing applicable to anticancer medications administered by a health care provider under the plan. Prohibits a health plan from imposing an increase in out-of-pocket costs, reclassifying benefits with respect to anticancer medications, or applying more restrictive limitations on prescribed orally- or intravenously-administered or injected anticancer medications. Requires a plan to provide notice to each participant and beneficiary regarding the coverage required under this Act. Prohibits a health plan from taking specified actions to avoid the requirements of this Act. Requires the Medicare Payment Advisory Commission to assess how closing the Medicare part D donut hole affects Medicare coverage for orally-administered anticancer medications, with a particular focus on cost and accessibility.

Troop Talent Act of 2013 - Directs the Secretaries of the military departments, to the maximum extent practicable, to make information on civilian credentialing opportunities available to members of the Armed Forces (members) beginning with, and at every stage of, their training for military occupational specialities, in order to permit such members to: (1) evaluate the extent to which such training correlates with skills and training required for various civilian certifications and licenses, and (2) assess the suitability of such training for obtaining and pursuing such certifications and licenses. Requires the information made available to: (1) be consistent with the Transition Goals Plans Success program, and (2) include information on the civilian occupational equivalents of military occupational specialties. Requires such Secretaries to make available to civilian credentialing agencies specified information on the content of military training provided to members. Allows members or veterans to use educational assistance provided through the Department of Defense (DOD) or the Department of Veterans Affairs (VA) in pursuit of a civilian certification or license only if the successful completion of a curriculum fully qualifies such student to take the appropriate examination and be certified or licensed to meet any other academic conditions required for entry into that occupation or profession. Requires the military occupational specialties designated for a military skills to civilian credentialing pilot program under the National Defense Authorization Act for Fiscal Year 2012 to include those specialties relating to the military information technology workforce. Directs the VA Secretary to reestablish the Professional Certification and Licensure Advisory Committee (under current law, terminated on December 31, 2006). Provides additional Committee duties, including the development of: (1) guidance for audits of licensure and certification programs in order to ensure high-quality education to members and veterans, and (2) a plan to improve outreach to members and veterans on the importance of licensing and certification and the availability of educational benefits.

District of Columbia Pain-Capable Unborn Child Protection Act - Amends the federal criminal code to prohibit any person from performing or attempting to perform an abortion within the District of Columbia except in conformity with this Act's requirements. Requires the physician to first make a determination of the probable post-fertilization age of the unborn child, or reasonably rely upon such a determination made by another physician, by making inquiries of the pregnant woman and performing such medical examinations and tests as a reasonably prudent physician would consider necessary. Prohibits the abortion from being performed if the probable post-fertilization age of the unborn child is 20 weeks or greater. Makes an exception where necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury, excluding psychological or emotional conditions. Permits a physician to terminate a pregnancy under such exception only in the manner which provides the best opportunity for the unborn child to survive, unless termination of the pregnancy in that manner would pose a greater risk of the death or substantial and irreversible physical impairment of a major bodily function, not including psychological or emotional conditions, of the pregnant woman than would other available methods. Prescribes penalties for violations. Bars prosecution of a woman upon whom an abortion is performed in violation of this Act, but authorizes such a woman or the father or maternal grandparent of the unborn child to obtain appropriate relief through a civil action. Provides for injunctive relief to prevent violations. Sets forth specified privacy protections in court proceedings for the woman upon whom an abortion has been performed. Requires any physician who performs an abortion within the District to report it to the Department of Health of the District of Columbia, which shall issue annual public reports.

Social Security Fairness Act of 2013 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal the government pension offset requirement applicable to and reducing husband's and wife's insurance benefits, widow's and widower's insurance benefits, and divorced mother's and divorced father's insurance benefits with respect to federal, state, or local government employees who receive a government pension and did not pay Social Security taxes during their years of government service, and so did not earn entitlement to Social Security benefits for those years. Repeals also the windfall elimination requirement with respect to computation of an individual's primary insurance amount under which OASDI retirement or disability benefits are reduced if the individual receives a federal, state, or local government pension, did not pay Social Security taxes during the years of government service, and so did not earn entitlement to Social Security benefits for those years.

Virginia Jobs and Energy Act - Directs the Secretary of the Interior (Secretary) to: (1) conduct lease sale 220 within one year after enactment of this Act, and (2) include at least one lease sale in the Virginia lease sale planning area in each five-year oil and gas leasing program that applies after the current leasing program. Prohibits any oil or natural gas exploration, development, or production off the Virginia coast that would conflict with an military operation. Directs the Secretary and the Secretary of Defense (DOD) periodically to review and revise a specified Memorandum of Agreement concerning such operations to account for new offshore energy production technologies, including those using wind energy. Allocates 37.5% of new leasing revenues received by the United States each fiscal year under any lease issued under this Act for payment to Delaware, North Carolina, Maryland, and Virginia (Mid-Atlantic states) affected with respect to the leases under which those revenues are received by the United States. Sets forth a payments allocation schedule for Mid-Atlantic States within 200 miles of the leased tract. Exempts from environmental impact statement requirements under the National Environmental Policy Act of 1969 (NEPA) any project determined by the Secretary to be an offshore meteorological site testing and monitoring project. Defines such a project as one administered by the Department of the Interior and carried out on or in the waters of the Outer Continental Shelf to test or monitor weather (including wind, tidal, current, and solar energy) using towers, buoys, or other temporary ocean infrastructure and that: (1) causes less than one acre of surface or seafloor disruption at the location of each meteorological tower or other device and no more than five acres of surface or seafloor disruption within the proposed area affected by the project (including hazards to navigation), (2) is decommissioned within five years of its commencement, and (3) provides meteorological information to the Secretary. Directs the Secretary to: (1) require that any applicant seeking to conduct such a project obtain a permit and right of way; (2) determine, within 30 days after receiving an application, whether to issue such a permit and right of way; (3) provide an opportunity for public comment; (4) consult with DOD, the Commandant of the Coast Guard, and the heads of other federal, state, and local agencies affected by issuance of the permit and right of way; and (5) provide an applicant the opportunity to remedy deficiencies in an application that was denied.

Saracini Aviation Safety Act of 2013 - Directs the Administrator of the Federal Aviation Administration (FAA) to issue an order to require: (1) the installation of secondary barriers, other than the cockpit door, to prevent access to the flight deck of each commercial aircraft; (2) such barriers on an aircraft with a cockpit door to remain locked while the aircraft is in flight and the cockpit door separating the flight deck and the passenger area is open; and (3) such barriers on an aircraft without a cockpit door to remain locked as determined by the pilot in command.

Ammunition Management for More Obtainability Act of 2013 - Prohibits a federal agency, other than the Department of Defense (DOD), during the six-month period beginning on the enactment of this Act, from purchasing during any month or possessing at any one time more rounds of ammunition than the monthly average of rounds of ammunition purchased by the agency between January 1, 2001, and December 31, 2009. Directs the Comptroller General (GAO) to report to Congress on federal agency purchasing of ammunition.

Good Samaritan Health Professionals Act of 2013 - Amends the Public Health Service Act to shield a health care professional from liability under federal or state law for harm caused by any act or omission if: (1) the professional is serving as a volunteer in response to a disaster; and (2) the act or omission occurs during the period of the disaster, in the professional's capacity as such a volunteer, and in a good faith belief that the individual being treated is in need of health care services. Makes exceptions where: (1) the harm was caused by an act or omission constituting willful or criminal misconduct, gross negligence, reckless misconduct, or a conscious flagrant indifference to the rights or safety of the individual harmed; or (2) the professional rendered the health care services under the influence of intoxicating alcohol or an intoxicating drug.

Helping Ensure Life- and Limb-Saving Access to Podiatric Physicians Act or HELLPP Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to include podiatrists as physicians in order to cover their services under the Medicaid program. Amends SSA title XVIII (Medicare) to revise requirements for coverage of therapeutic shoes for individuals with diabetes regarding the processes of: (1) documentation by a physician of, and certification of a comprehensive plan of care related to, the diabetic condition; (2) prescription by a podiatrist or other qualified physician upon a finding of the medical necessity for the therapeutic shoes, including findings communicated to a certifying doctor of medicine or osteopathy of certain related foot conditions; and (3) fitting and supplying the shoes. Amends the Internal Revenue Code to subject to the continuing levy upon property and property rights, for collection of unpaid taxes, any payments made to a Medicaid provider or supplier.

Community Lending Enhancement and Regulatory Relief Act of 2013 or CLEAR Relief Act of 2013 - Directs the Board of Governors of the Federal Reserve System (Board) to publish in the Federal Register proposed revisions to the Small Bank Holding Company Policy Statement on the Assessment of Financial and Managerial Factors that: (1) apply the policy to bank holding companies having pro forma consolidated assets of less than $5 billion (adjusted annually), no engagement in nonbanking activities involving significant leverage, and no significant amount of outstanding debt; and (2) increase from 1.1 to 3.1 the debt-to-equity ratio allowable for a small bank holding company in order to retain its eligibility both to pay a corporate dividend and to implement expedited processing procedures under Regulation Y of the Board. Amends the Truth in Lending Act (TILA) to require the Board to exempt from certain escrow or impound requirements a loan secured by a first lien on a consumer's principal dwelling if the loan is held by a creditor with assets of $10 billion or less. Amends the Gramm-Leach-Bliley Act to exempt from its annual privacy policy notice requirement any financial institution which: (1) provides nonpublic personal information only in accordance with specified requirements, and (2) has not changed its policies and practices regarding disclosures of nonpublic personal information from those disclosed in the most recent disclosure sent to consumers. Amends the Securities Act of 1933 to direct the Securities and Exchange Commission (SEC) to conduct cost-benefit analyses of certain new or amended generally accepted accounting principles. Requires the SEC to determine, as a prerequisite to recognition of such new or amended principles, whether the benefits to investors significantly outweigh the costs. Amends the Sarbanes-Oxley Act of 2002 to exempt community banks having total assets on a consolidated basis of $10 billion or less from mandatory annual management assessment of internal controls. Amends TILA to: (1) add to the definition of a qualified residential mortgage loan that it is originated and retained in a portfolio for at least three years by a creditor having less than $10 billion total assets, and (2) redefine a balloon loan that is a "qualified mortgage" to specify a balloon loan extended by a creditor that originates and retains balloon loans in a portfolio for at least three years, and, together with all affiliates, has total assets of $10 billion or less. Amends the Real Estate Settlement Procedures Act of 1974 to direct the Consumer Financial Protection Bureau (CFPB) to provide either exemptions or adjustments from the mortgage loan servicing and escrow account administration requirements of the Act for servicers of 20,000 or fewer mortgage loans. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to require federal financial institutions regulatory agencies to establish a $250,000 threshold level at or below which a certified or licensed appraiser is not required to perform appraisals in connection with federally related transactions. Declares that, if an order to request for the transfer of funds (entry) is received via an automate clearing house, a receiving depository financial institution shall not be required to verify that the entry is not a prohibited transaction if the originating depository financial institution has warranted its compliance with the sanctions programs administered by the Office of Foreign Assets Control in connection with the entry.

Medicare DMEPOS Market Pricing Program Act of 2013 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act (SSA) to establish a market pricing program for durable medical equipment (DME), prosthetics, orthotics, and supplies (DMEPOS) as a replacement for the competitive acquisition program, which is terminated as of December 31, 2013. Terminates contracts awarded before enactment of this Act on July 1, 2013. Prescribes requirements for transitional payments for items and services, including payments for diabetic supplies and off-the-shelf orthotics, in areas designated for rounds 1 and 2 of the erstwhile phase-in of the competitive acquistion program, as well as during the initial two-year period of the market pricing program. Directs the Secretary to: (1) conduct market-priced auctions in eligible auction areas throughout the United States for the furnishing of market priced items and services, (2) establish an auction design through a specified process and meeting certain requirements, and (3) ensure that the first auction will be conducted for all eligible auction areas not later than 14 months after contracting with an auction expert. Directs the Secretary to: (1) select a combination of two categories of items and services for each auction, (2) establish a lead product for each product category, (3) establish for each market priced item and service a clearing price equal to the highest cost bid that will meet capacity targets in the market area, (4) award a contract to any entity in an auction's eligible market area whose bid is at or below the clearing price, and (5) monitor the performance of suppliers that are awarded a contract to ensure their compliance with certain requirements. Requires the Secretary, through the Office of the Assistant Secretary for Planning and Evaluation, to contract with an auction expert and a market monitor to assist in the design, development, implementation, and functioning of the auction. Requires the market monitor, on an ongoing basis, also to monitor suppliers and the effects of the market pricing program. Rescinds unobligated balances of all discretionary appropriations for each fiscal year (except those for accounts, programs, projects and activities operated by the Department of Defense [DOD] or the Department of Veterans Affairs [VA]) in an amount necessary to make this Act budget neutral for such fiscal year.

Sudan Peace, Security, and Accountability Act of 2013 - Directs the President to develop and transmit to Congress a comprehensive strategy to end serious human rights violations in Sudan and to promote comprehensive peace and democratic reform. Requires the strategy to include an interagency plan along with a description of the resources and additional personnel required for the diplomatic, economic, intelligence, and military activities to be undertaken to address and end human rights violations, strengthen democratic institutions, and expand democratic participation and governance, including capacity building of Sudanese civil society, political parties, and nongovernmental organizations seeking peaceful democratic change. Requires a description of: (1) the options for expanding U.S. diplomatic engagement with countries with close political or economic relations with Sudan, including China, Russia, Qatar, Egypt, and other traditional allies and multilateral organizations; and (2) the manner in which sanctions against Sudan or Sudanese individuals will be more effectively enforced, including by providing adequate resources and personnel to the Office of Foreign Assets Control (OFAC) within the Department of the Treasury, prioritizing the enforcement of Sudan sanctions within OFAC, and mandating increased collection of intelligence information on Sudanese targets of sanctions. Directs the President to impose specified visa, development assistance, security assistance, property, credit, financial assistance, export, cultural, or scientific sanctions on any person or government that: (1) supported or assisted Sudan in the commission of serious human rights violations in Sudan, including by selling, leasing, or otherwise transferring military equipment to Sudan or providing property, goods, technology, services, or other support in the amount of $500,000 or more that directly and significantly contributes to Sudan committing or assisting in the commission of serious human rights violations; (2) is interfering or has interfered with the delivery of humanitarian aid to Sudan; (3) is impeding the peace process or threatening the stability of any part of Sudan or the region; or (4) failed to execute an International Criminal Court arrest warrant against any Sudanese official if such person or government had the jurisdictional authority to execute the warrant and failed to make the arrest without reasonable justification. Prohibits the imposition of sanctions or other prohibitions on any government or person that is: (1) acting on behalf of the government of South Sudan in connection with the shipment or payment for oil from South Sudan or the advancement of peace between Sudan and South Sudan, or (2) providing humanitarian aid to Sudan. Amends: (1) the Comprehensive Peace in Sudan Act of 2004 to make its asset and visa sanctions applicable to Sudan, and (2) the Darfur Peace and Accountability Act of 2006 to impose such sanctions on Janjaweed commanders and coordinators threatening peace and stability in Sudan. Terminates sanctions upon certification by the President that specified conditions have been met.

Medical FSA Improvement Act of 2013 - Amends the Internal Revenue Code to allow amounts in a flexible spending arrangement (FSA) that are not spent for medical care to be distributed to the FSA participant as taxable income after the close of a plan year (currently, such unspent amounts are forfeited). Includes such FSAs in the definition of tax-exempt cafeteria plans.

Military Spouse Job Continuity Act of 2013 - Amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. Defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

Veteran's I.D. Card Act - Directs the Secretary of Veterans Affairs (VA) to issue a veteran's identification card to any veteran who requests such card and is neither entitled to military retired pay nor enrolled in the VA system of patient enrollment. Requires such card, among other things, to: (1) display their name and photograph, and (2) serve as proof that the veteran honorably served in the Armed Forces and has a DD-214 form or other official document in their personnel file that describes their military service. Directs the Secretary to charge a card fee. States that such card shall not serve as proof of entitlement to any benefits.

Charles August Long Undiagnosed Diseases Research and Collaboration Network Act of 2013 or CAL Undiagnosed Diseases Research and Collaboration Network Act of 2013 - Requires the Director of the National Institutes of Health (NIH) to establish and maintain an undiagnosed diseases patient network. Includes among the purposes of the CAL Network to: (1) provide physicians who are handling cases of undiagnosed diseases with a means to search for similar cases and to network and collaborate with physicians handling similar cases, (2) better enable and examine cross-disease research, (3) better describe the types and prevalence of cases of undiagnosed diseases in the United States, and (4) provide such data necessary to better understand the length of time for a diagnosis to be rendered and to identify barriers to diagnoses and reasons for misdiagnosis of diseases. Authorizes the Secretary of Health and Human Services (HHS) to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for: (1) the collection, analysis, and reporting of data on cases of undiagnosed diseases and other disorders that can often go undiagnosed or be misdiagnosed as other diseases or disorders; and (2) the establishment of separate undiagnosed disease programs.
