Medicare DMEPOS Market Pricing Program Act of 2012 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to establish a market pricing program for durable medical equipment (DME), prosthetics, orthotics, and supplies (DMEPOS) as a replacement for the competitive acquisition program for DMEPOS, which is hereby terminated. Directs the Secretary to: (1) conduct annual market-priced auctions from among entities supplying market priced items and services in an eligible market area selected in the auction design, (2) establish a lead product for each of specified product categories, and (3) award a contract to any entity in an eligible market area in which an auction is conducted whose bid is below a clearing price equal to the highest cost bid that will meet capacity targets in the market area. Requires the Secretary to contract with an auction expert to assist in, and a market monitor to monitor, the design, development, and functioning of the auction. Adjusts the covered DME item update for 2012 through 2014 and each subsequent year.

Chesapeake Bay Watershed Fairness Act of 2012 - Amends the Food Security Act of 1985 to authorize the Secretary of Agriculture (USDA) to provide technical assistance to a Chesapeake Bay state (Delaware, Maryland, New York, Pennsylvania, Virginia, West Virginia, and the District of Columbia) to assist in developing water quality goals that reduce losses of nitrogen, phosphorus, and sediment from agricultural or nonindustrial private forest land in the Chesapeake Bay watershed. Authorizes the Secretary to provide financial and technical assistance to such a state to assist agricultural producers or owners to promote state water quality goals. Authorizes the Secretary to provide technical assistance to producers and owners in such watershed, either directly or through a technical service provider, an agricultural or silvicultural producer association, a state or local government, an Indian tribe, a farmer cooperative, an institution of higher education, or an organization with an established history of working with producers on agricultural land, to address: (1) local conservation priorities related to agricultural production, wildlife habitat development, and nonindustrial private forest land management; or (2) critical watershed-scale soil erosion, water quality, sediment reduction, or other natural resource concerns. Authorizes such technical assistance to be provided for: (1) conservation services to reduce losses of nitrogen, phosphorus, and sediment from agricultural and nonindustrial private forest land in such watershed; or (2) identifying best management practices and assessing practices required to achieve compliance with state and federal water quality laws. Authorizes funding for each of FY2013-FY2018 for such activities in such watershed.

Global Conservation Act of 2012 - Requires the Government Accountability Office (GAO) to audit, and report to Congress on, existing U.S. international conservation policies and programs to determine the extent to which such programs are: (1) addressing natural resource challenges to ensure healthy and sustainable supplies of water, wildlife, fish, forests, plants, and other critical resources; (2) advancing U.S. foreign policy priorities in areas such as security, democratization, sustainable food production, and clean water; (3) enhancing economic and wildlife conservation benefits derived from properly managed international hunting and angling tourism; (4) addressing poaching, illegal logging, fishing, and wildlife trafficking; and (5) establishing more effective policies and processes for executive branch agencies engaged in international conservation. Directs the President: (1) to establish the Interagency Working Group on Global Conservation; and (2) through such Working Group, to establish the International Conservation Strategy to strengthen the capacity of the United States to collaborate with other countries, international organizations, the private sector, and private voluntary organizations to conserve natural resources and enhance biodiversity. Requires the Strategy to provide a comprehensive plan of action that identifies specific and measurable benchmarks, goals, and time frames. Requires the Working Group to ensure that the Strategy is appropriate to local needs and conditions and incorporates the views of partner countries. Establishes the Global Conservation Public Advisory Board to: (1) advise the Working Group on matters related to U.S. international conservation policies and programs and the implementation of the Strategy; and (2) ensure that the best scientific, policy, economic security, and business expertise are reflected in U.S. international conservation strategies and policies. Prohibits any provision in this Act from being construed as restricting, limiting, or otherwise impairing: (1) properly managed recreational hunting and angling, or (2) the ability of any foreign jurisdiction or authority to authorize regulated programs supporting wildlife for local consumption and commercialization. Urges the President to work with foreign assistance donor countries to: (1) develop a comprehensive international conservation assistance strategy consistent with the United States International Conservation Strategy, (2) identify multilateral mechanisms to coordinate international action, and (3) agree on a timetable for achieving the goals of the United States International Conservation Strategy.

USPSTF Transparency and Accountability Act of 2012 - Amends the Public Health Service Act to expand the scope and responsibilities of the United States Preventive Services Task Force to require it to: (1) publish research plans to guide its systematic review of evidence relating to the effectiveness of preventive services; (2) make available reports on such evidence and recommendations for public comment; (3) establish a system for grading preventive care products and services (Grades A, B, C, and D and a Grade I for insufficient information); and (4) convene a preventive services stakeholders board to advise it on developing, updating, publishing, and disseminating evidence-based recommendations on the use of clinical preventive services. Provides for the disclosure and management of conflicts of interest by members of the Task Force and the preventive services stakeholders board. Directs the Government Accountability Office (GAO) to submit a report that: (1) lists current recommendations of the Task Force; (2) compares Task Force recommendations and recommendations of other federal health agencies, national medical professional societies, and patient and disease advocacy organizations; and (3) analyzes the impact of Task Force recommendations on public and private insurance coverage, access, and outcomes, including the impact of morbidity and mortality. Amends title XVIII (Medicare) of the Social Security Act to eliminate the discretion of the Secretary of Health and Human Services (HHS) to deny payment for a Medicare preventive service that has not received an A, B, C, or I grade by the Task Force.

Ensuring Access to Affordable and Quality Companion Care Act - Amends the Fair Labor Standards Act of 1938, with respect to the exemption from minimum wage and maximum hour requirements of domestic service employment to provide companionship services for individuals who because of age or infirmity are unable to care for themselves, to provide detailed definitions of "companionship services" and "domestic service employment." Excludes from companionship services those relating to the care and protection of the aged or infirm which require and are performed by trained medical personnel. Extends the exemption to third-party employment of an employee to provide companionship services to such individuals, including non-medical in-home personal care or household work related to their care. Defines "third-party employment" to mean employees who provide companionship services while employed by an employer or agency other than the family or household using their services, whether or not such an employee is assigned to more than one household or family in the same workweek when providing such services. Exempts from the Act's maximum hour requirements third-party employment in domestic service of an employee who resides in the household in which the services are provided.

Preserving Freedom from Unwarranted Surveillance Act of 2012 - Prohibits a person or entity acting under the authority of the United States from using a drone to gather evidence or other information pertaining to criminal conduct or regulatory violations except to the extent authorized in a warrant issued under the Federal Rules of Criminal Procedure. Defines a "drone" as any powered, aerial vehicle that does not carry a human operator, uses aerodynamic forces to provide vehicle lift, and can fly autonomously or be piloted remotely, be expendable or recoverable, and carry a lethal or nonlethal payload. Exempts from such prohibition the use of drones to: (1) patrol national borders to prevent or deter illegal entry of any immigrants or illegal substances, (2) prevent imminent danger to life or serious damage to property or to forestall the imminent escape of a suspect or destruction of evidence when drones are used by a law enforcement party under exigent circumstances, or (3) counter a high risk of a terrorist attack by a specific individual or organization based on credible intelligence determined by the Secretary of Homeland Security (DHS). Authorizes civil actions by aggrieved parties.

Credible Military Option to Counter Iran Act - States that it shall be the policy of the United States to take all necessary measures, including military action if required, to prevent Iran from threatening the United States, its allies, or Iran's neighbors with a nuclear weapon. Expresses the sense of Congress that: (1) U.S. military exercises in the Persian Gulf emphasize U.S. resolve in support of the above policy; and (2) the President should require the U.S. military to develop a comprehensive plan to augment the presence of the U.S. Fifth Fleet in the Middle East and to conduct military deployments, exercises, or other military readiness activities to underscore such policy. Directs the Secretary of Defense to prepare and submit to the congressional defense committees such a plan. Authorizes appropriations to the Department of Defense (DOD) for FY2012-FY2013 to enhance U.S. military capabilities in the Central Command Area of responsibility (Middle East), including for procurement, research and development, and operation and maintenance. Expresses the sense of Congress in support of specified action to assist in the defense of Israel, including joint missile defense systems, defense articles, intelligence, defense services, and additional weaponry and munitions for the forward-deployed U.S. stockpile in Israel. Directs the President to report to Congress on the status of Israel's qualitative military edge in light of current trends and instability in the region. Directs the Secretary to develop and submit to Congress: (1) a plan to enhance the military capabilities of Persian Gulf allies to bolster their posture in relation to Iran, and (2) a plan to increase the strategic partnership with regional allies to provide U.S. Armed Forces with the broadest set of geographic approaches to militarily access Iran.

Amends provisions of the federal criminal code governing interstate transportation of firearms or ammunition to require that whenever transported by any means other than a motor vehicle: (1) a firearm shall be in a locked container or secured by a secure gun storage or safety device, and (2) ammunition shall be in a locked container. Excludes from permitted transport of a firearm or ammunition any transportation: (1) with the intent to commit a crime punishable by imprisonment for more than one year that involves the use or threatened use of force against another; or (2) with knowledge or reasonable cause to believe that such a crime is to be committed in the course of, or arising from, the transportation. Prohibits the arrest or detention of a person for a violation of any state or local law or regulation related to the possession, transportation, or carrying of firearms unless there is probable cause to believe that the person is doing so in a manner not provided for under federal law. Provides that when a person asserts this as a defense in a criminal proceeding: (1) the prosecution shall bear the burden of proving, beyond a reasonable doubt, that the person's conduct did not satisfy federal conditions; and (2) the court shall award the prevailing defendant a reasonable attorney's fee. Authorizes a private right of action (and attorney fees) for deprivation of any right, privilege or immunity secured by federal firearms provisions under color of any state or local law or regulation.

Contaminated Drywall Safety Act of 2012 - Expresses the sense of Congress that the Secretary of State should insist that: (1) China, which has ownership interests in the companies that manufactured and exported contaminated drywall to the United States, have the companies meet with U.S. government representatives about remedying affected homeowners; and (2) such companies comply with any related U.S. court decisions. Treats such contaminated drywall as a banned hazardous substance under the Federal Hazardous Substances Act and as an imminent hazard under the Consumer Product Safety Act. Directs the Consumer Product Safety Commission to promulgate rules for: (1) the exemption of certain drywall determined to be non-hazardous, and (2) the identification and disposal of contaminated drywall. Subjects a person who fails to comply with the requirements of this Act to specified penalties under the Federal Hazardous Substances Act.

Servicemember Family Protection Act - Amends the Servicemembers Civil Relief Act to provide that if a court renders a temporary order for custodial responsibility for a child based solely on a deployment or anticipated deployment of a parent-servicemember, then the court shall require that upon the return of that servicemember from deployment the custody order that was in effect preceding such deployment shall be reinstated, unless the court finds that reinstatement in not in the child's best interest. Prohibits a servicemember's deployment or possible deployment from being considered in the determination of a child's best interest in a motion seeking a permanent order to modify custody. Provides that under a temporary custody order, if a state law provides a higher standard of protection to the deploying parent-servicemember, then the appropriate court shall apply the higher standard.

Bars the imposition of any additional restrictions on pedestrian or motorized vehicular access to any part of the Recreation Area for species protection beyond those in the Interim Management Strategy, other than as specifically authorized pursuant to this Act. Allows the Secretary if, based on peer-reviewed science and after public comment, it is determined that additional restrictions on access to a part of the Recreation Area are necessary to protect endangered species, to only restrict pedestrian and vehicular access for recreational activities for the shortest possible time and on the smallest possible portions of such area. Prohibits the final rule titled "Special Regulations, Areas of the National Park System, Cape Hatteras National Seashore--Off-Road Vehicle Management" from having any force or effect. Invalidates the April 30, 2008, consent decree filed in the United States District Court for the Eastern District of North Carolina regarding off-road vehicle use at the Seashore.

Sportsmen's Heritage Act of 2012 - Recreational Fishing and Hunting Heritage and Opportunities Act - Requires federal public land management officials to facilitate the use of, and access to, federal public lands and waters for fishing, sport hunting, and recreational shooting, except as restricted by specified limitations, including statutory authority that authorizes or withholds action for reasons of national security, public safety, or resource conservation. Requires that Bureau of Land Management (BLM) and Forest Service lands, excluding lands on the Outer Continental Shelf, be open to recreational fishing, hunting, and shooting unless the managing agency acts to close lands to such activity for specified purposes, including resource conservation, public safety, energy production, water supply facilities, or national security. Allows federal agencies to: (1) lease their lands for shooting ranges, and (2) designate specific lands for recreational shooting activities. Sets forth requirements for a withdrawal, change of classification, or change of management status that effectively closes or significantly restricts 640 or more contiguous acres of federal public lands or waters for fishing or hunting or related activities. Recreational Shooting Protection Act - Requires National Monument land under BLM's jurisdiction to be open to access and use for recreational shooting, except as limited by the Director of BLM for reasons of national security and public safety and to comply with an applicable federal statute. Prohibits the issuance of closures or restrictions on such land that are substantially similar to those that were previously issued and not approved by federal law. Polar Bear Conservation and Fairness Act of 2012 - Amends the Marine Mammal Protection Act of 1972 to direct the Secretary of the Interior to issue a permit for the importation of any polar bear part (other than an internal organ) from a polar bear taken in a sport hunt in Canada to any person: (1) who submits proof that the polar bear was legally harvested before February 18, 1997; or (2) who has submitted, in support of an application submitted before May 15, 2008, proof that the bear was legally harvested before such date from a polar bear population from which a sport-hunted trophy could be imported before such date. Hunting, Fishing, and Recreational Shooting Protection Act - Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "chemical substance" for purposes of such Act: (1) any component of any pistol, revolver, firearm, shell, or cartridge the sale of which is subject to federal excise tax, including shot, bullets and other projectiles, propellants, and primers; and (2) any sport fishing equipment the sale of which is subject to federal excise tax and sport fishing equipment components.

Mid-Atlantic Energy and Jobs Act of 2012 - Directs the Secretary of the Interior (Secretary) to include: (1) Lease Sale 220 off the coast of Virginia in the proposed Outer Continental Shelf (OCS) oil and gas leasing program for the 2012-2017 period, and (2) the OCS off the coast of Virginia in the leasing program for each 5-year period after the 2012-2017 period. Directs the Secretary to implement within one year after enactment of this Act: (1) Lease Sale 220; and (2) lease sales for any other OCS areas in the Mid-Atlantic planning area as a result of the map revision specified in this Act. Prohibits oil or natural gas exploration, development, or production off the coast of Virginia that would conflict with any military operation. Prescribes revenue sharing procedures that require the Secretary of the Treasury to deposit 50% of qualified revenues in: (1) the general fund of the Treasury, and (2) 50% of qualified revenues in a special Treasury account. Requires disbursement of: (1) 75% of such qualified revenues to the Mid-Atlantic state from the administrative planning area that generated the qualified revenues; and (2) 25% at the discretion of the governor of such state for environmental cleanup, restoration, and enhanced public access to public lands. Instructs the Secretary, acting through the Bureau of Ocean Energy Management, to revise a specified map to make the best effort to ensure that the northern and southern boundaries of the OCS administrative planning area of each Mid-Atlantic state extends from the coastal shoreline at the northern and southern borders, respectively, of the state to the outer boundary of the Exclusive Economic Zone. Directs the Secretary to: (1) require that any applicant seeking to conduct an offshore meteorological site testing and monitoring project on the OCS obtain a permit and right-of-way; (2) determine whether to issue such a permit and right-of-way within 30 days after receiving an application; (3) provide an opportunity for submission of comments by the public; (4) consult with the Secretary of Defense (DOD), the Commandant of the Coast Guard, and the heads of other federal, state, and local agencies affected by issuance of the permit; and (5) provide an applicant the opportunity to remedy deficiencies in a permit application that was denied. Exempts projects determined by the Secretary to be an offshore meteorological site testing and monitoring project from environmental impact statement requirements under the National Environmental Policy Act of 1969 (NEPA). Defines an "offshore meteorological site testing and monitoring project" as a project administered by the Department of the Interior and carried out on or in the waters of the OCS to test or monitor weather (including wind, tidal, current, and solar energy) using towers, buoys, or other temporary ocean infrastructure and that: (1) causes less than one acre of surface or seafloor disruption at the location of each meteorological tower or other device and no more than five acres of surface or seafloor disruption within the proposed area affected by for the project (including hazards to navigation); (2) is decommissioned within five years of its commencement; and (3) provides meteorological information to the Secretary.

Prohibits a military chaplain from being directed, ordered, or required to perform any duty, rite, ritual, ceremony, service, or function (ceremony) that is contrary to the conscience, moral principles, or religious beliefs (beliefs) of the chaplain or the chaplain's faith group. Prohibits the refusal of a chaplain to perform a ceremony that is contrary to such beliefs from being the basis of any adverse actions. Requires the Secretary of Defense to issue regulations setting forth guidance to implement such requirements and prohibitions. Prohibits a military installation or other property owned, rented, or otherwise under the jurisdiction or control of the Department of Defense (DOD) from being used to officiate, solemnize, or perform a marriage or marriage-like ceremony involving anything other than the union of one man with one woman.

District of Columbia Pain-Capable Unborn Child Protection Act - Amends the federal criminal code to prohibit any person from performing or attempting to perform an abortion within the District of Columbia except in conformity with this Act's requirements. Requires the physician to first make a determination of the probable post-fertilization age of the unborn child, or reasonably rely upon such a determination made by another physician, by making inquiries of the pregnant woman and performing such medical examinations and tests as a reasonably prudent physician would consider necessary. Prohibits the abortion from being performed if the probable post-fertilization age of the unborn child is 20 weeks or greater. Makes an exception where necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury, excluding psychological or emotional conditions or any claim or diagnosis that the woman will engage in conduct intended to result in her death. Permits a physician to terminate a pregnancy under such exception only in the manner which provides the best opportunity for the unborn child to survive, unless termination of the pregnancy in that manner would pose a greater risk of the death or substantial and irreversible physical impairment of a major bodily function, not including psychological or emotional conditions, of the pregnant woman than would other available methods. Prescribes penalties for violations. Bars prosecution of a woman upon whom an abortion is performed in violation of this Act, but authorizes such a woman or the father or maternal grandparent of the unborn child to obtain appropriate relief through a civil action. Provides for injunctive relief to prevent violations. Sets forth specified privacy protections in court proceedings for the woman upon whom an abortion has been performed. Requires any physician who performs an abortion within the District to report it to the Department of Health of the District of Columbia, which shall issue annual public reports.
