Pay Our Troops Act

Pay Our Troops Act This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2025 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2025 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian employees and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard when the Coast Guard is not operating as a service in the Department of the Navy) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2026.

IVF for Families Act

IVF for Families Act This bill establishes a nonrefundable tax credit of up to $15,000 for qualified fertility treatment expenses paid or incurred during the tax year. Expenses that qualify for the tax credit include any amounts paid or incurred for procedures intended to facilitate pregnancy, including those that involve the handling of human egg, sperm, or embryo outside of the body (e.g., in vitro fertilization), and those that do not involve the handling of human egg, sperm, or embryo outside of the body (e.g., ovulation induction). The tax credit may not be claimed for any fertility treatment expenses that were reimbursed by insurance or that are used to claim another tax credit or deduction. Taxpayers who are married at the end of the tax year must file a joint return to claim the tax credit. The requirement to file a joint return does not apply to individuals legally separated, divorced, and some married individuals living apart.

Establishing the Task Force on the Attempted Assassination of Donald J. Trump.

This resolution establishes in the House of Representatives the Task Force on the Attempted Assassination of Donald J. Trump.   With regards to the attempted assassination on July 13, 2024, in Butler, Pennsylvania, the task force shall investigate and fully examine all actions by any (1) federal agency, department, officer, or employee; (2) state or local government, including state and local law enforcement; and (3) private entities or individuals.  The task force shall consist of not more than 11 Members of the House appointed by the Speaker, not more than 5 of whom shall be appointed after consultation with the minority leader.   The resolution gives the task force specified powers, including the authority to take depositions and issue subpoenas. It also requires House committees to transfer relevant records to the task force within seven days of the resolution's adoption. The task force must issue a final report on its findings no later than December 13, 2024, including any recommendations for legislative changes needed to prevent future security lapses.

Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act This bill addresses various programs, benefits, and services provided by the Department of Veterans Affairs (VA), including those related to health care, educational assistance, home loans, homelessness, and disability and memorial affairs. Among other elements, the bill modifies the administration of the Veterans Community Care Program, including by providing protections for care agreements between veterans and clinicians; increases the expenditure cap for non-institutional care alternatives to nursing home care; provides certain support to family caregivers under the Program of Comprehensive Assistance for Family Caregivers; modifies the administration of certain educational assistance programs and benefits, including by removing the expiration on a surviving spouse’s entitlement under the Marine Gunnery Sergeant John David Fry Scholarship; expands the Native American Direct Loan program by allowing Native American veterans to refinance other existing mortgage loans on the same property if certain conditions are met; requires the VA to provide a burial and funeral allowance for certain veterans who die prior to October 1, 2026, in a home or other setting at which the veteran was receiving VA hospice care (if such care was directly preceded by VA hospital or nursing home care); temporarily increases the maximum rate of per diem payments provided by the VA to entities that furnish services and transitional housing to homeless veterans; authorizes a program to modernize the electronic health record and other relevant health information technology systems of the VA; and addresses various oversight and reporting matters.

Israel Security Assistance Support Act

Israel Security Assistance Support Act This bill specifies that no federal funds may be used to withhold, halt, reverse, or cancel the delivery of defense articles or defense services to Israel. Also, no funds may be used to pay the salary of any Department of Defense (DOD) or Department of State employee who acts to limit defense deliveries to Israel. Additionally, DOD and the State Department shall ensure prompt delivery of all defense articles and services expected to be delivered to Israel in FY2024 and FY2025. Unobligated funds for operation and maintenance for the Office of the Secretary of Defense, diplomatic programs for the Office of the Secretary of State, and the National Security Council may not be spent until each office certifies to Congress that any withheld defense articles or services are delivered to Israel. DOD and the State Department must obligate any remaining funds for assistance to Israel. DOD and the State Department must periodically report to Congress on defense articles and services provided to Israel.

SAVE Act

Safeguard American Voter Eligibility Act or the SAVE Act This bill requires individuals to provide documentary proof of U.S. citizenship in order to register to vote in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process under which an applicant may submit other evidence to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by specified sources. Additionally, the bill requires states to remove noncitizens from their official lists of eligible voters. The bill allows for a private right of action against an election official who registers an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The bill also establishes criminal penalties for registering an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship. The Election Assistance Commission must, within 10 days, adopt and transmit guidance for implementing the bill's requirements to chief state election officials.
