FIFA World Cup 2026 Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the FIFA World Cup 2026 to be held in the United States, Mexico, and Canada. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to FWC2026 US, Inc. (the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

This bill allows individual taxpayers a tax deduction from gross income (above-the-line deduction) through 2029 for their qualified newborn expenses, up to $5,000. The deduction is not available for taxpayers whose modified adjusted gross income exceeds $100,000 ($200,000 in the case of a joint return). The bill defines qualified newborn expenses to include amounts paid for infant formula, baby bottles, diapers, infant car seats, baby strollers, and cribs. Taxpayers must include their social security number on their tax returns to qualify for the deduction.

Securing Chain of Command Continuity Act This bill requires certain notifications whenever a head of an executive branch agency who is a member of the National Security Council (for example, the Secretary of State or the Secretary of Defense) becomes medically incapacitated. In the event that such an agency head becomes medically incapacitated, the person serving in an acting capacity as the agency head (or, if no person is acting, the first assistant to the office of the agency head) must notify within 24 hours the Executive Office of the President, the Comptroller General, the Majority and Minority Leaders of the Senate, and the Speaker and Minority Leader of the House of Representatives. In the event that such notifications are not made, the bill requires a report containing certain information related to the medical incapacitation, the individual who served in an acting capacity, and an explanation of why the required notifications were not made.

American Investment Accountability Act

American Investment Accountability Act This bill requires periodic reporting on U.S. business and investment activity in countries of concern (i.e., China, Russia, Iran, North Korea, Cuba, and Venezuela) and with covered entities. Under the bill, a covered entity (1) is an entity headquartered in, is subject to the jurisdiction of, or is owned or controlled by a country of concern; (2) is partially or wholly owned by a sanctioned entity; (3) has a subsidiary or parent organization headquartered in, or is subject to the jurisdiction of, a country of concern; or (4) has a specified interest in a sanctioned entity. The Department of Commerce must report on the value of direct investments by U.S. persons in countries of concern and in covered entities, disaggregated by sector and state of origin, and accounting for investment occurring offshore. Commerce must also report on the number of large direct investments by U.S. persons in countries of concern. The Department of the Treasury must report on the value of portfolio investments by U.S. persons in countries of concern and in covered entities, disaggregated by sector and state of origin, and accounting for investment occurring offshore. Treasury must also report on the number of large portfolio investments by U.S. persons in countries of concern and the value of U.S. portfolio investments in IPOs of covered entities. The Securities and Exchange Commission must report on relationships (e.g. joint ventures, mergers, acquisitions, or investments) U.S. businesses have with countries of concern and covered entities.

Wings for Veterans Act This bill directs the Department of Transportation (DOT) to establish a pilot program to award grants to up to 10 flight schools to provide flight training for eligible veterans. Under the bill, an  eligible veteran  includes an individual who served in the active military, naval, air, or space service and who was honorably discharged, meets the requirements to obtain at least a second class medical certificate, and certifies an intent to pursue a career as a commercial pilot. Flight schools may use grants for (1) the provision of guidance and pilot training services (including tuition and flight training fees); (2) the provision of related books, training materials, and equipment; and (3) program administrative costs. DOT must submit a report to Congress on the program and related issues.
