This bill requires states and physician licensing boards to promote interstate medical practice and interstate telemedicine, respectively. It does this by adding conditions to certain funding managed by the Health Resources and Services Administration (HRSA). Specifically, to receive funding from HRSA's Bureau of Health Workforce, states must join the Interstate Medical Licensure Compact within three years. This compact expedites multistate licensing of qualified physicians. Additionally, to receive certain grants to address barriers to telemedicine, physician licensing boards must carry out campaigns to encourage interstate telemedicine use by specialists. The bill also reauthorizes these grants from FY2021-FY2025.

Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to support research on and facilitate access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Collaborative for Neurodegenerative Diseases, which shall support the development and regulatory approval of drugs that address ALS and other rare neurodegenerative diseases.

Limiting Section 230 Immunity to Good Samaritans Act This bill requires an edge provider of an interactive computer service (e.g., social media website) to adopt and maintain written terms of service binding itself to a contractual duty of good faith in order to qualify for the statutory protection against being treated as the publisher of information distributed through the service by a third party. An edge provider is a provider of an interactive computer service through which information published by other content providers is distributed and that has more than (1) $1.5 billion in annual global revenue, and (2) 30 million monthly users in the United States or 300 million monthly users worldwide.

Hezbollah Money Laundering Prevention Act of 2020 This bill establishes measures to deter money laundering by Hezbollah in Lebanon and Latin America. Specifically, the Department of the Treasury must prohibit or place conditions on the opening or maintaining of certain correspondent or payable-through accounts by the Central Bank of Syria if Treasury determines that certain jurisdictions in Lebanon or areas in Latin America are jurisdictions of primary money laundering concern. Further, the President must sanction certain senior foreign political figures or foreign persons that the President determines have knowingly provided material support to or engaged in a significant transaction with Hezbollah.

Hong Kong People's Freedom and Choice Act of 2020 This bill provides for temporary protected status (TPS) and refugee status for qualifying Hong Kong residents and contains other immigration-related provisions. Hong Kong shall be treated as a TPS-designated country for 18 months starting from this bill's enactment. (Qualifying nationals of a TPS-designated country may not be removed from the United States and shall have employment authorization while the designation is in effect.) Furthermore, Hong Kong shall be treated as separate from China for the purposes of various numerical limitations on immigrant visas. (Hong Kong is part of China but has a largely separate legal and economic system.) The bill also establishes Priority Hong Kong Resident status for qualified individuals. To obtain such status, an individual must meet certain requirements, such as having resided in Hong Kong for at least ten years and not having citizenship in any jurisdiction other than China, Hong Kong, or Macau. For the purposes of seeking refugee status or asylum, a Priority Hong Kong Resident (and certain family members of such an individual) may establish that the individual has a well-founded fear of persecution if the individual asserts such fear and (1) had a significant role in an organization that supported the 2019 or 2020 protests related to China's encroachment into Hong Kong's autonomy or the Hong Kong National Security Law enacted in 2020; or (2) was arrested, charged, detained, or convicted for participating in the nonviolent exercise of certain rights.

Protecting National Security in Financial Investments Act This bill requires the Securities and Exchange Commission to determine whether issuers of securities must disclose investments in certain persons reasonably believed to be involved, or to pose a significant risk of being or becoming involved, in activities contrary to the national security or foreign policy interests of the United States. The Department of State must annually submit to Congress a list of Chinese entities associated with specified military activities.

Women's Public Health and Safety Act This bill allows a state to exclude from participation in the state's Medicaid program a provider that performs an abortion, unless (1) the pregnancy is the result of rape or incest, or (2) the woman suffers from a physical issue that would place her in danger of death unless an abortion is performed. (Under current law, a state plan for medical assistance must provide that any individual eligible for medical assistance may obtain required services from any provider qualified to perform them.)

Holding Rioters Accountable Act of 2020 This bill permits the Department of Justice (DOJ) to withhold certain funding from an office of a state or local prosecutor, district attorney, or state attorney general if DOJ determines the office abused prosecutorial discretion by failing to prosecute crimes arising from riots or destructive protest activities.

Saving American History Act of 2020 This bill prohibits the use of federal funds by an elementary or secondary school to teach the 1619 Project or by a local educational agency (LEA) to support its teaching in public schools. (The 1619 Project is an initiative that addresses the beginning of slavery in the United States.) Additionally, an elementary or secondary school that teaches this project or an LEA that supports its teaching in public schools is ineligible to receive federal funds for professional development. Further, the Departments of Education, Agriculture, and Health and Human Services must reduce federal funds in a prorated amount to an elementary or secondary school that teaches this project or an LEA that supports its teaching in public schools. However, federal funding shall not be reduced for programs for low-income students (e.g., free or reduced-price lunch) or students with disabilities.

I Am Vanessa Guillen Act of 2020 This bill addresses the response of the Department of Defense to sex-related offenses committed against members of the Armed Forces, including allowing a member to confidentially allege a complaint of sexual harassment to an individual outside the immediate chain of command of that member.

Recognition of Local Interests in NEPA Decision Making This bill sets forth requirements for determining the venue for judicial review of an agency action under the National Environmental Policy Act of 1969 (NEPA). Specifically, the bill requires a proceeding for judicial review of an agency's compliance with NEPA to be brought in the U.S. district court for a district in which the authorized activity is proposed to be carried out or the U.S. District Court for the District of Columbia.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

Support Children Having Open Opportunities for Learning Act of 2020 or the SCHOOL Act of 2020 This bill allows certain federal funds for elementary and secondary education to follow the student to the school that they attend (i.e., public, private, or home school), regardless of whether the student is learning in person or remotely. Such funds may be used for educational and instructional materials, tutoring, tuition for private school, and extracurricular activities.

Chinese Research Funds Accounting Act This bill directs the Government Accountability Office (GAO) to conduct a study on federal funding made available to entities located in China or majority owned or controlled by the Chinese Communist Party for research in the five years prior to enactment of this bill. Not later than 120 days after the enactment of this bill, the GAO shall brief Congress on the data that is available with respect to federal funding made available to such entities for research.

Health Savings Accounts For All Act of 2020 This bill revises provisions relating to health savings accounts (HSAs). Specifically, the bill repeals the annual limitation on tax-deductible contributions to HSAs by plan participants and their employers; eliminates the requirement that an HSA participant must be enrolled in a high deductible health plan as a condition of eligibility; expands qualified medical expenses to include prescription and over-the-counter drugs; allows payments from HSAs for health insurance premiums; allows payment of medical expenses incurred prior to the establishment of an HSA and correction of administrative errors prior to the due date of an applicable tax return; allows a tax-free rollover of amounts in an HSA, upon the death of an account holder, to the account holder's child, parent, or grandparent; and extends bankruptcy protections to HSAs on the same basis as tax-preferred retirement plans.

United Nations Transparency and Accountability Act of 2020 This bill requires various actions related to malign influence operations by other countries in the United Nations (UN), with such operations defined as coordinated actions by a UN member state to foster UN actions or attitudes that further that member state's interests in a manner inconsistent with the UN Charter. The President shall direct the U.S. Permanent Representative to the UN to vote for and promote policies to (1) oppose malign influence operations and UN employees involved in such operations, and (2) support Taiwan's membership or meaningful participation in UN entities. (China considers Taiwan a Chinese province and opposes Taiwan's UN participation.) The Department of State shall designate a senior level official to assist in implementing such policies and fulfill other related responsibilities. The State Department shall also establish an Office of American Citizens within the Bureau of International Organization Affairs to promote the candidacy of U.S. citizens for roles in international organizations, including the UN, and to coordinate support for non-U.S. candidates when appropriate. The State Department shall increase by at least 50% the number of U.S.-sponsored Junior Professional Officer positions in the UN. The President shall periodically review evidence and determine if any countries have engaged in malign influence operations that have threatened U.S. interests. The President must designate any such country as a malign global actor and provide an explanation to Congress for why the designation was made.

This resolution recognizes the role of Lebanon and its institutions as historic examples of democratic values in the Middle East and expresses support for the continuation of democracy and democratic ideals in Lebanon. Further, the resolution recognizes the Lebanese Armed Forces (LAF) as the sole institution entrusted with the defense of the sovereignty of Lebanon and supports strengthening U.S. partnerships with the LAF. The resolution also expresses support for the rights of the Lebanese people, and it encourages Lebanon to combat corruption in government, execute structural reforms, and work with international financial institutions to stabilize the economy.

Separation of Powers Restoration Act of 2020 This bill modifies the scope of judicial review of agency actions to authorize courts reviewing agency actions to decide de novo (i.e., without giving deference to the agency's interpretation) all relevant questions of law, including the interpretation of (1) constitutional and statutory provisions, and (2) rules made by agencies. No law may exempt a civil action from the standard of review required by this bill except by specific reference to such provision.

Taiwan Invasion Prevention Act This bill authorizes the President to use the Armed Forces to defend Taiwan against a direct attack by China's military, a taking of Taiwan's territory by China, or a threat that endangers the lives of civilians in Taiwan or members of Taiwan's military. The bill also directs the Department of Defense to convene an annual regional security dialogue with Taiwan and other partners to improve U.S. security relationships with countries in the Western Pacific. (Taiwan is self-governing, but China considers it a renegade province.)

NIE on Iranian Proxy Forces Act This bill requires the Office of the Director of National Intelligence (ODNI) to produce an assessment of Iran's support for proxy military forces in the Middle East. It also directs the President to report to Congress a strategy to prevent Iran from expanding its power in Iraq, Syria, and Lebanon. Specifically, the ODNI shall report to Congress a National Intelligence Estimate (a type of intelligence community assessment) about Iran's support for proxy forces and the increased risks that this support poses to Israel and U.S. regional interests. The estimate shall address certain specific issues, including a description of Iran-affiliated forces operating in Iraq, Syria, and Lebanon and an analysis of the missile and rocket production capabilities of such forces.

Stop the Censorship Act of 2020 This bill modifies a social media company's immunity from liability for screening and blocking offensive content on its platform. Under current law, the immunity applies for action taken to restrict content that is obscene, lewd, lascivious, filthy, excessively violent, harassing, or otherwise objectionable. The bill eliminates immunity for restricting content that is otherwise objectionable and applies such immunity when a company restricts content that is unlawful or that promotes violence or terrorism. Under current law, such immunity also applies to actions taken to enable or make available the technical means to restrict access to such content. The bill applies this immunity to actions taken that provide users with the option to restrict access to any material, regardless of whether such material is constitutionally protected.

Boosting Long-term U.S. Engagement in the Pacific Act or BLUE Pacific Act This bill requires the establishment or expansion of various diplomacy and aid programs related to the Pacific Islands, which include the Cook Islands, Fiji, Palau, and Vanuatu. Provisions relating to security and law enforcement in the Pacific Islands include those requiring (1) the Department of State and the Department of Homeland Security to expand cross-border maritime law enforcement operations; (2) the State Department to expand International Law Enforcement Academies coverage (the academies provide training to law enforcement agencies in other countries); and (3) the State Department to implement a strategy to combat transnational crime, such as cybercrime and sex trafficking. The bill also requires the implementation of development-related initiatives in the Pacific Islands, such as by requiring (1) the U.S. Trade Representative to implement a strategy to expand and diversify trade; (2) the U.S. Agency for International Development (USAID) to implement a plan to increase the region's trade capacity; and (3) the USAID to implement programs to improve public health, education outcomes, and climate resilience. The bill also requires the development and implementation of programs related to press freedom in the Pacific Islands, such as a State Department strategy to strengthen the press and promote press freedom and a U.S. Agency for Global Media strategy to provide expanded media content.

Energy Security Cooperation with Allied Partners in Europe Act of 2019 This bill establishes and modifies provisions related to U.S. international energy strategy. Applications to export natural gas to North Atlantic Treaty Organization (NATO) member countries, Japan, and certain other countries shall be granted on an expedited basis without modification or delay. The Department of State shall report to Congress on a strategy to enhance the energy security of NATO member countries and increase U.S. energy exports to such countries.

Saving Rural Hospitals from Closure Act This bill modifies requirements for the Medicare Accelerated and Advance Payment Program during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). The program provides Medicare payments in advance to eligible providers experiencing claims or cash flow disruptions, such as during national emergencies; the program was specifically expanded in response to COVID-19 to encompass more types of providers, subject to certain recoupment and repayment provisions. The bill allows the Centers for Medicare & Medicaid Services to forgive repayment, extend the recoupment timeline, and lower applicable interest rates for hospitals experiencing significant financial hardship (e.g., impending bankruptcy).

Defend COVID Research from Hackers Act This bill authorizes the President to impose visa-blocking, property-blocking, or economic sanctions on a foreign person that is involved in activities that are reasonably likely to result in a significant threat to U.S. national security, foreign policy, public health, economic health, or financial stability. The Department of State must submit a report detailing the extent of known or attempted cyber-enabled activities by foreign persons related to COVID-19 (i.e., coronavirus disease 2019) and assessing whether those activities qualify for the imposition of sanctions. Further, the bill provides penalties for a person who knowingly traffics in access to a protected computer if the trafficker knows the protected computer has been damaged in a prohibited manner. The bill also authorizes an injunction against a person who causes damage through accessing a protected computer or transmitting a program, information, code, or command to a protected computer.

This bill provides statutory authority for a June 26, 2020, executive order directing various agencies to take actions related to protecting monuments, memorials, and statues from vandalism, such as ordering the Department of Justice to prioritize the investigation and prosecution of cases involving vandalism of a monument, government property, or religious property.

Protecting Access to Post-COVID–19 Telehealth Act of 2020 This bill modifies requirements relating to coverage of telehealth services under Medicare. Specifically, the bill (1) authorizes the Centers for Medicare & Medicaid Services (CMS) to generally waive coverage restrictions during national emergencies, (2) allows rural health clinics and federally qualified health centers to serve as the distant site (i.e., the location of the health care practitioner), (3) removes restrictions that require the originating site (i.e., the location of the beneficiary) to be in a rural area, and (3) allows the home of a beneficiary to serve as the originating site for all services (rather than for only certain services). Additionally, the CMS must report on the utilization of telehealth services specifically during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019).

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

GI Internship Program Act This bill requires the Department of Veterans Affairs (VA) to establish a program to match veterans who are entitled to educational assistance with internships to provide such veterans with work experience and marketable skills. The VA shall establish criteria that employers must meet to participate in the program. The following employers are excluded from participating in the program: (1) government agencies, (2) employers who cannot provide the VA with certain assurances, and (3) employers who have previously participated in the program and failed to abide by its requirements. The VA shall pay individuals who are full-time participants in such an internship the amount of educational assistance payable to those participating in a full-time apprenticeship or other on-job training programs. Interns shall be considered as employees of the VA, not the program employer, for purposes of the Patient Protection and Affordable Care Act. Additionally, each intern and employer shall provide the VA with a monthly certification that the intern worked at least 35 hours each week performing functions that provided the individual with valuable experience. The VA and the Department of Labor shall create and publicize a website to serve as a portal for the program. The VA shall (1) minimize the administrative burdens incurred by employers due to their participation in the program, and (2) ensure that employer participation is at no cost to the employer.

Limit on the Expansion of the Authorization for Use of Military Force Act This bill establishes that the joint resolution authorizing the use of military force after the September 11, 2001, terrorist attacks shall not authorize the use of force in any country in which the Armed Forces are not engaged in hostilities under that authorization on the date this bill is passed.

This bill modifies budget treatment for equity investments made by the U.S. International Development Finance Corporation. Under current law, such equity investments are treated like grants for federal budgetary scoring, which requires the government to provide through appropriations the full amount that may be invested (i.e., dollar-for-dollar funding). The bill instead deems such equity investments a federal credit program. As a result, such investments are scored based on an estimated repayment rate, and appropriation of the full investment amount is not required.
