Amends Titles XVIII (Medicare), XIX (Medicaid), and XX (Grants to States for Services) of the Social Security Act to establish the Special Commission on Quality Assurance and Utilization Control in Home Health Care. States that the Commission shall be composed of 20 members appointed by the Secretary of Health, Education, and Welfare. Sets forth the fields of experience and expertise from which Commission members are to be drawn, including five representatives of professional groups with expertise in accreditation and three who are recipients of benefits under Medicare, Medicaid, or under a State plan of services. Requires Senate approval of the member designated chairman of the Commission. States that the function and duty of the Commission shall be: (1) to conduct a full and complete study, investigation, and review of the provision of home health care and services to individuals in the United States, including care and services furnished by agencies which do not qualify as providers of services under the Social Security Act as well as care and services furnished by agencies which do so qualify, with the particular objective of determining: (a) the extent to which additional quality assurance and utilization control in the provision of such care and services is needed; and (b) the manner in which the standards, conditions, and requirements of Title XVIII, Title XIX, or Title XX should be modified in order to provide additional assurance and control; and (2) to develop, on the basis of such study, investigates and review a detailed plan for quality assurance and utilization control in home health care. Directs the submission to the Secretary and the Congress of the required plan within one year of the appointment of the majority of the members of the Commission. Requires the Secretary, within 90 days of the submission of such plan, to issue regulations making such modifications in the Social Security Act as may be necessary to implement the plan and carry out the Commission's accompanying recommendations, and to submit to the Congress any recommendations which would require a change in existing law.

Amends the Presidential Primary Matching Payment Account Act to require any person who ceases to be a candidate for nomination for election to be President of the United States to notify the Federal Election Commission. Provides that any contribution received by an individual after a withdrawal from the primary shall be disregarded in determining any entitlement to matching payments.

Requires recipients of grants made for other than the personal use of such recipient to make available for public inspection any records such recipient is required to keep as a condition of receiving such grant. Exempts from the provisions of this Act specified information including classified information, trade secrets, and personnel and medical files.

Excludes from eligibility for food stamps under the Food Stamp Act of 1964 any household whose principal wage earner is on strike for the duration of such strike. Excepts a household from this exclusion if it was participating in the food stamp program immediately prior to the start of such strike, or if any of its members is subject to an employer's lockout.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act to provide that the remarriage of a widow, widower, or parent shall not terminate his or her entitlement to widow's, widower's or parent's insurance benefits or reduce the amount thereof.

Amends the Emergency Petroleum Allocation Act of 1973 to direct the President to take action to equalize the ceiling price for residual fuel oil throughout all areas of the United States, allowing for reasonable variations in prices to reflect differing transportation costs.

Prohibits travel at Government expense outside the United States by Members of Congress after adjournment sine die of the last session of a Congress if such Member is not a candidate for reelection in the next Congress or a Presidential nominee for some other Office of the United States.

Amends the Internal Revenue Code to exclude from gross income the first $5,000 received by an individual as a civil service or other Federal retirement annuity.

Authorizes a taxpayer, under the Internal Revenue Code, to elect to treat qualified architectural and transportational barrier removal expenses which are paid or incurred during the taxable year as expenses which are not chargeable to capital account. Deems such expenses so treated as allowable tax deductible expenditures.

Prohibits any person holding an elective public office from appearing on the ballot in any general election for Federal elective office if the term of the elective public office extends beyond the beginning of the term of the Federal office.

Amends the Internal Revenue Code to limit the application of the Tax Reform Act's elimination of the sick pay exclusion for persons who have not retired on total disability, to taxable years beginning after December 31, 1976.

Requires that whoever uses or carries a firearm during the commission of a Federal felony, or whoever is convicted by a State court of a crime punishable by a term of imprisonment exceeding one year and used or carried a firearm transported in, or affecting, interstate or foreign commerce during the commission of such crime shall, in addition to the punishment provided for the commission of such crime, be sentenced to a term of imprisonment of not less than five nor more than ten years. Requires in the case of a second or subsequent conviction the imposition of a term of imprisonment of not less than ten years, or to life imprisonment. Stipulates that the execution or imposition of any term of imprisonment under this Act (1) may not be suspended, (2) may not run concurrently; and (3) may not include probation.

Congressional Pay Raise Deferral Act - Amends the Federal Salary Act of 1967 and the Legislative Reorganization Act of 1946 to provide that any adjustment in the rate of pay for Members of Congress proposed during any Congress shall not take effect earlier than the beginning of the next Congress. States that any such pay adjustment proposed in an even-numbered year of any Congress after the congressional elections and before the beginning of the following Congress, shall be considered as occurring during the first session of the following Congress for the purposes of this Act.

Amends the Tax Reform Act to provide an unlimited exclusion from gross income of disability payments received by persons who retired on or before October 1, 1976, and either retired on disability, or were entitled to retire on disability.

Amends the Rules of the House of Representatives to remove the 25-member limit to the number of sponsors of any House of Representatives bill. Permits the addition or deletion of any Member's name as the sponsor of any legislation by a request made by a Member to the Speaker on behalf of such Member.

Jobs Creation Act - Amends the Internal Revenue Code to reduce the individual income tax rates. Allows a credit against the income tax up to $1,000, for ten percent of the increase in the total savings deposits and investments since the end of the previous year. Allows a limited income tax deduction by certain domestic corporations for dividends paid. Limits corporate deductions for dividends received from foreign corporations. Repeals corporate deductions for other dividends received. Allows the taxpayer to take a deduction for specified percentages of the acquisition costs of certain types of property, with a corresponding reduction in basis, in lieu of a depreciation deduction. Doubles the corporate surtax exemption to $100,000.

Amends the Internal Revenue Code to provide identical income tax rates for single persons and married couples filing joint returns. Limits the earned income that must be reported by a married individual filing a separate return to the amount actually earned by that individual.

Truth in Government Accounting Act - Requires the Secretary of the Treasury to prepare and make public annual consolidated financial statements for all expenditures of the United States utilizing the accrual method of accounting.

Disapproves the recommendations of the President transmitted to Congress, pursuant to the Federal Salary Act of 1967, recommending rates of pay for: (1) the Vice President, Members of Congress and the Resident Commissioner from Puerto Rico; (2) specified positions in the legislative branch; (3) specified judicial personnel; (4) specified positions under the Executive Schedule; and (5) the Board of Governors of the United States Postal Service.

Amends rule XIV of the Rules of the House of Representatives to require that an accurate account of words actually spoken on the floor of the House, together with permitted supporting data be printed in the Congressional Record. Limits revisions of verbatim remarks in the Record to the correction of grammatical and typographical errors which do not change the meaning, content, or substance of those remarks. Entitles Members to insert in the Record remarks not actually delivered on the floor. Stipulates that such insertions always be clearly distinguishable from words actually spoken on the floor.

Declares it the sense of the House of Representatives that the Government of the United States should maintain its rights and jurisdiction over the Panama Canal and the Panama Canal Zone.

Adds Rule XLV to the Rules of the House of Representatives, allowing continuous television and radio coverage of House floor proceedings. Makes the Speaker responsible for the implementation of this Rule. Establishes a Broadcast Advisory Board to assist the Speaker. Makes it the general responsibility of the Clerk to make provision for such coverage. Stipulates that this Rule shall not apply with respect to joint sessions of the House and Senate. Provides all television and radio broadcasting stations, networks, services and systems in the United States and its territories with access to all of the live coverage of the proceedings of the House. Restricts use of coverage to legitimate news or research purposes. Stipulates that broadcast shall be presented without commercial sponsorship. Prohibits coverage provided under this Rule from use as partisan political campaign material.

Amends rule XXVII of the Rules of the House of Representatives to direct that it shall not be in order to entertain a motion to suspend the rules to consider any measure or matter unless the committee having jurisdiction over the measure or matter, by roll call vote, a majority being actually present, authorizes consideration of the measure or matter under a suspension of the rules, or if a written request has been filed with the Speaker by the chairman and ranking minority member of the committee having jurisdiction over the measure or matter, asking for its consideration under a suspension of the rules.

Amends rule XI of the Rules of the House to require that all committee meetings, including meetings for the mark-up of legislation, shall be open to the public, except when the committee determines in open session by roll call vote that the disclosure of the matter to be considered would endanger national security or violate any law or rule of the House of Representatives.

Amends the Rules of the House of Representatives to permit the House, by appropriate resolution, to direct the Committee on Standards of Official Conduct to undertake an investigation of alleged misconduct on the part of any Member, officer, or employee of the House. Requires the committee to file a written report on its findings and recommendations whenever it has undertaken an investigation.

Food Supplement Amendment - Defines the term "food supplement" for purposes of the Federal Food, Drug, and Cosmetics Act to mean food for special dietary uses, and defines the meaning of "special dietary uses" as particular uses of food for man which meets specified requirements. Provides that in administering such Act the Secretary of Health, Education, and Welfare: (1) shall not limit the potency, number, combination, amount, or variety of any synthetic or natural vitamin, mineral, substance, or ingredient of any food supplement unless such article is intrinsically injurious to health in the recommended dosage; and (2) shall not require a warning label on any food supplement unless such article is intrinsically injurious to health in the recommended dosage.

Amends Titles XVIII (Medicare) and II (Old-Age, Survivors' and Disability Insurance) of the Social Security Act, to provide that eligible drugs, requiring a physician's prescription or certification, shall be included among the items and services covered under the hospital insurance program for the aged at a specified amount of payment. States that the reasonable allowance for eligible drugs furnished an individual pursuant to any one prescription and purchased by such individual at any one time shall be reduced by an amount equal to the applicable prescription copayment obligation which shall be $1. Establishes, within the Department of Health, Education, and Welfare, a Medicare Formulary Committee to compile and publish a Formulary listing the drugs deemed qualified for benefits under this Act, together with maximum allowable costs and additional information concerning such drugs. Makes provisions for selecting drugs for the Formulary.

Makes it unlawful for a person to knowingly (1) attach any flag of the United States to his body or clothing in a manner degrading to such flag as an emblem, (2) alter the shape, design, or traditional methods of display of any flag of the United States for personal, political, or monetary gain, or (3) cast contempt upon any flag of the United States by using it for the purpose of causing an individual to commit a Federal crime.

Provides that recipients of veterans' pension and compensation will not have the amount of such pension or compensation reduced, or entitlement thereto discontinued, because of increases in monthly social security benefits. Directs the Administrator of Veterans' Affairs to (1) restore the entitlement of any person who lost their entitlement by reason of certain past increases in monthly social security benefits; and (2) pay in a lump sum to any such person any such compensation or pension that would have been payable to him but to such loss of entitlement.

Makes it unlawful for any individual or entity to solicit to enroll or enroll any member of the armed forces in any labor organization, or for any member of the armed forces to join, or encourage other members to join, any labor union. Prescribes a penalty of not more than five years imprisonment for any individual violating this Act, and a fine of not less than $25,000 nor more than $50,000 for any labor organization in violation of this Act. (Adds 10 U.S.C. 975)

Directs the Secretary of the Army to establish one or more national cemeteries in the central west coast area of Florida, and to acquire such land as may be necessary for such establishment. Directs the Administrator of the General Services Administration, upon request, to transfer to the Department of the Army without reimbursement or transfer of funds any Government-owned land in the central west coast of Florida which the Secretary may determine suitable for a national cemetery. Authorizes the Secretary to use for these purposes any Government-owned land in the area under his own jurisdiction which is no longer needed for military purposes. Authorizes such appropriations as may be necessary to carry into effect the purposes of this Act.
