North Korea Nonproliferation Act of 2006 - Amends the Iran and Syria Nonproliferation Act to extend the provisions of such Act to North Korea. States that in view of North Korea's determination to proliferate missiles, nuclear weapons, and other weapons of mass destruction it should be U.S. policy to impose sanctions on persons who transfer such weapons and related goods and technology to and from North Korea in the same manner as persons who transfer such items to and from Iran and Syria currently are sanctioned under U.S. law. Urges all governments concerned about the threat of North Korean proliferation to impose measures on persons involved in such proliferation that are similar to those imposed by the United States pursuant to the Iran, North Korea, and Syria Nonproliferation Act, as amended by this Act.

Pipeline Inspection, Protection, Enforcement, and Safety Act of 2006

Pipeline Safety Improvement Act of 2006 - Amends federal transportation law to revise certain one-call notification system minimum requirements to subject to certain civil judicial action or assessment of a civil penalty: (1) persons who excavate without using the one-call notification system to establish the location of underground pipelines or disregard location information or markings established by a pipeline operator; and (2) pipeline operators who fail to respond to a location request or fail to take steps, in response to such request, to ensure accurate marking of the pipeline location in order to prevent damage to the pipeline. Authorizes the Secretary of Transportation (Secretary) to make a grant to a state authority to assist in improving the effectiveness of the state's damage prevention program if certain requirements are met. Directs the Secretary to prescribe: (1) minimum standards for integrity management programs for distribution pipelines (including criteria to require operators of natural gas distribution systems to install excess flow valves on single family residential service lines on the basis of feasibility and risk analysis); (2) standards for managing gas and hazardous liquid pipelines to reduce risks associated with human factors, including fatigue; (3) minimum standards for the transportation of hazardous liquids by low-stress pipelines located in proximity to areas unusually sensitive to environmental damage; and (4) standards to implement recommendations in the National Transportation Safety Board's report entitled "Supervisory Control and Data Acquisition (SCADA) in Pipelines" and adopted November 29, 2005.

Government Efficiency Act of 2006 - Authorizes the establishment of Federal Review Commissions with respect to specific aspects of federal programs and agencies. Requires a Commission to review and make recommendations on how to improve the operations, effectiveness, and efficiency of such federal programs and agencies in order to determine whether a reorganization, consolidation, abolishment, expansion, or transfer of existing federal programs and agencies is necessary to carry out any U.S. policy for promoting more effective management of the executive branch. Permits establishment of a Commission only through the issuance of an executive order or the enactment of a joint resolution that: (1) describes the federal programs and agencies to be reviewed; and (2) grants the Commission powers and authorities specified by, and subjects it to the requirements of, this Act. Describes what a Federal Review Commission shall consider in reviewing federal programs and agencies. Requires a Commission to submit to the President: (1) an assessment of the operations, effectiveness, and efficiency of the federal programs and agencies reviewed; and (2) a legislative proposal, if appropriate, to reorganize, consolidate, abolish, expand, or transfer such federal programs and agencies. Provides for expedited congressional consideration of Federal Review Commission recommendations. Directs the President to submit to Congress a schedule for establishment of Federal Review Commissions.

Restoring Emergency Services to Protect Our Nation From Disasters Act of 2006 or the RESPOND Act of 2006 - Reestablishes the Federal Emergency Management Agency (FEMA) as a cabinet-level independent establishment in the executive branch to be headed by a Director appointed by the President. Requires FEMA to: (1) include all functions and authorities prescribed by the Robert T. Stafford Disaster and Emergency Assistance Act; (2) carry out its mission by leading and supporting the nation in a risk-based, comprehensive emergency management system; and (3) be the lead agency for the National Response Plan. Provides for an Office of the Inspector General within FEMA. Requires the Director to develop a human capital strategy. Establishes within FEMA a disaster workforce reserve cadre to meet surge requirements during emergencies. Requires the Director to: (1) establish a program to assist states and local governments representing areas at substantial risk for a catastrophic incident; (2) maintain and operate a national emergency operations center; (3) develop an efficient, transparent, and flexible logistics system for procurement and delivery of goods and services; and (4) establish and maintain an interoperable communications capability. Amends the Stafford Act to require the President, acting through the Director, to establish at least three national response teams, sufficient regional and other response teams, and a national emergency preparedness goal and system. Requires the Director to: (1) carry out a grant program to improve state and local government emergency response capabilities; (2) establish a comprehensive system to assess the nation's overall emergency preparedness; and (3) establish a National Emergency Preparedness Task Force. Establishes a national incident management system.

States that it shall be U.S. policy to: (1) undertake measures to deny the Cuban regime the financial resources to engage in activities that threaten U.S. national security and other interests, threaten the environment and natural resources of northern Cuba and Florida, and prolong the dictatorship that oppresses the Cuban people; and (2) deter foreign investments that would enhance the Cuban regime's ability to develop its petroleum resources. Amends the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 to exclude from U.S. entry an alien who: (1) is an officer or principal of an entity, or a shareholder who owns a controlling interest in an entity that makes an investment (as defined by this Act) of $1 million or more (or any combination of investments that equals or exceeds $1 million in any 12-month period), that significantly contributes to Cuba's ability to develop petroleum and natural gas resources off its north coast; or (2) is a spouse, minor child, or agent of such person. Exempts on a case-by-case basis entries: (1) for medical reasons or property-related litigation; or (2) where a transition government is in place. Defines "investment" for purposes of this Act. Directs the President to impose two or more specified export, procurement, financial institution, loan, or Export-Import Bank sanctions if the President determines that a person has made an investment of $1 million or more (or any combination of investments that in the aggregate equals or exceeds $1 million in any 12-month period) that contributes to the enhancement of Cuba's ability to develop petroleum resources of the submerged lands of Cuba's northern coast.

Senior Independence Act of 2006 - Reauthorizes the Older Americans Act of 1965. Authorizes appropriations for FY2007-FY2011 for the Administration on Aging, the National Eldercare Locator Service, pension counseling and information programs, specified services under such Act, and older American community service employment-based training. Revises the definition of "information and assistance service" for purposes of such Act to include such a service to older individuals at risk for institutional placement. Adds as duties and functions of the Administration on Aging: (1) assisting service providers to inform certain older individuals of the eligibility requirements for specified benefits; and (2) assisting states to support the provision of disease prevention and health promotion services. Repeals the authorization for the Assistant Secretary for Aging to provide staff and assistance to the Federal Council on Aging. Requires the Assistant Secretary to assist entities that serve older individuals in integrated health promotion and disease prevention programs. Includes among state eligibility requirements for grants for programs on aging: (1) assuring that preference will be given to providing services to older individuals, including low-income minority individuals, individuals with limited English proficiency, and individuals living in rural areas; and (2) promoting the development of a comprehensive, coordinated system for providing long-term care in home and community-based settings. Requires area plans to: (1) provide that the area agency on aging shall facilitate the development and implementation of such system; and (2) determine the extent of need for services and senior centers by considering low-income minority older individuals, older individuals with limited English proficiency, older individuals residing in rural areas, and older individuals at risk for institutional placement. Authorizes area agencies to: (1) include in such plan an assessment of how prepared the area is for change in the number of older individuals; and (2) make recommendations to government officials on actions that build the area's capacity to meet needs of older individuals. States as the purpose of the nutrition projects grant program to promote socialization and the health and well-being of older individuals by assisting such individuals to gain access to disease prevention and health promotion services to delay the onset of health conditions resulting from poor nutritional health or sedentary behavior. Requires states to provide nutrition education, counseling, and services to recipients of meals delivered by state nutrition projects. Requires area agencies to encourage using trained volunteers for services and to coordinate with specified volunteer programs. Authorizes the Assistant Secretary to make grants to assess the aging population and facilitate planning and coordination between state and local agencies. Rewrites provisions concerning the older American community service employment program as the Older American Community Service Employment-Based Training Act. Repeals requirements for review and public comment on training projects. Requires the Secretary of Labor to use funds for demonstration, pilot, and evaluation projects for the purpose of developing approaches and demonstrating the effectiveness of methods in addressing older workers' employment and training needs. Requires a state's chief executive officer to submit a plan that outlines a strategy for the statewide provision of training and related activities (currently, the governor submits the plan). Includes among uses of state allotments for the prevention of elder abuse, neglect, and exploitation promotion of financial literacy to prevent identity theft and financial exploitation of older individuals.

Expanding American Homeownership Act of 2006 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal loan obligation; (2) extend the mortgage term; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Authorizes the Secretary of Housing and Urban Development (Secretary) to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term as long as the basis for determining the variable rate is established before the execution of the mortgage. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain blanket mortgage insured by the Secretary. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Sets limitations upon the Secretary's authority to enter into commitments for loan guarantees. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the General Insurance Fund). Eliminates the limitation placed upon the aggregate number of home equity conversion mortgages insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage when its primary purpose is to enable an elderly mortgagor to purchase a 1-to 4 family dwelling in which the mortgagor will occupy one of the units. Authorizes the Secretary to enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area.

American Dream Act - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the denial of an unlawful alien's eligibility for higher education benefits based on state residence unless a U.S. national is similarly eligible without regard to such state residence. Authorizes the Secretary of Homeland Security to cancel the removal of, and adjust to conditional permanent resident status, an alien who: (1) entered the United States prior to his or her sixteenth birthday, and has been present in the United States for at least five years immediately preceding enactment of this Act; (2) is a person of good moral character; (3) is not inadmissible or deportable under specified grounds of the Immigration and Nationality Act; and (4) at the time of application, has been admitted to an institution of higher education, or has earned a high school or equivalent diploma. Sets forth the conditions for conditional permanent resident status. Authorizes an alien who has satisfied the appropriate requirements prior to enactment of this Act to petition the Secretary for conditional permanent resident status. Sets forth requirements respecting: (1) exclusive jurisdiction; (2) confidentiality; (3) fee prohibitions; (4) higher education assistance; and (5) a Government Accountability Office (GAO) report respecting the number of aliens adjusted under this Act.

Establishes as additional coral reef conservation project approval criteria that a project will: (1) minimize vessel impacts on coral reefs; and (2) promote and assist entities to work with local communities, and appropriate governmental and nongovernmental organizations, to support community-based planning and management initiatives for the protection of coral reef systems. Authorizes the Administrator to undertake emergency response actions to prevent or minimize the destruction or loss of, or injury to, coral reefs or coral ecosystems from vessel impacts, derelict fishing gear, vessel anchors and anchor chains, or damage from unforeseen or disaster-related circumstances. Authorizes, under the national program to conserve coral reefs and coral ecosystems, activities designed to minimize the likelihood of vessel impacts or other physical damage to coral reefs, including activities to identify certain at-risk coral reefs. Authorizes the Administrator to make community-based planning grants to certain entities to work with local communities and appropriate federal and state entities to implement plans for increased protection of high priority coral reefs. Authorizes the Administrator to: (1) maintain an inventory of all vessel grounding accidents involving coral reef resources; and (2) identify certain at-risk coral reefs that have a high incidence of vessel impacts, including appropriate measures to reduce such impacts. Reauthorizes the Coral Reef Conservation Act of 2000 and authorizes appropriations through FY2012 for: (1) the coral reef conservation program; and (2) community-based planning grants.

Expands the definition of "bets and wagers" to include all forms of gambling activity. Modifies existing prohibitions against interstate gambling to prohibit anyone engaged in a gambling business from using a communication facility to transmit: (1) bets or wagers; (2) a communication which entitles the recipient to receive money or credit as a result of bets or wagers; or (3) information assisting in the placing of bets or wagers. Imposes a five-year prison term for violations. Prohibits anyone engaged in a gambling business from accepting in connection with the transmission of bets or wagers or information assisting in the placing of bets or wagers: (1) credit, or the proceeds of credit; (2) electronic funds transfers; (3) checks, drafts, or similar instruments; or (4) the proceeds of any other form of financial transaction as prescribed by Treasury regulations. Exempts certain instrastate gambling activities. Requires any common carrier who is notified in writing that a user of one of its communication facilities is violating prohibitions against interstate gambling to discontinue service to such user. Authorizes federal, state, tribal, or local law enforcement agencies to obtain injunctive or declaratory relief to restrain persons from violating prohibitions against interstate gambling.

Prescribes guidelines for: (1) lease administration; (2) lease grants; (3) lease receipts ; and (4) allocations to states and coastal municipal political subdivisions. Modifies review guidelines for OCS exploration plans and drilling permits. Directs the Secretary of the Interior to include in each five-year program lease sales that offer at least 75% of the available unleased acreage within each OCS Planning Area for oil and gas or natural gas leasing. Revises requirements for review of OCS development and production plans. Establishes the Federal Energy Natural Resources Enhancement Fund. Declares without force or effect all provisions of existing federal law that prohibit spending appropriated funds for OCS oil and natural gas leasing and preleasing. Prohibits a federal agency from permitting certain activities on federal OCS or in state waters that are incompatible with either oil or natural gas leasing, or with exploration and production of tracts that are geologically prospective for oil or natural gas. Amends the Mineral Leasing Act to revise regulation of surface-disturbing activities. Redesignates the Minerals Management Service as the National Ocean Resources and Royalty Service. Rigs to Reefs Act of 2005 - Amends the OCSLA to prescribe requirements for the use of decommissioned offshore oil and gas platforms for mariculture, artificial reef, and scientific research. Amends the Energy Policy Act of 2005 to repeal the requirement for: (1) a comprehensive inventory of OCS oil and natural gas resources; and (2) payments for oil shale and tar sands leases. Establishes the Federal Energy And Mineral Resources Professional Development Fund. National Geologic Data and Mapping Fund Act of 2006 - Establishes the National Geologic Data and Mapping Fund. Prescribes implementation guidelines for leasing areas located within 100 miles of California or Florida. Amends the OCSLA to repeal the coastal impact assistance program.

Amends the Communications Act of 1934 to direct the Federal Communications Commission (FCC) to require each telecommunications carrier to notify a customer when proprietary network information relating to such customer is disclosed in violation of such prohibitions. Treats a violation as an unfair or deceptive act or practice in violation of the Federal Trade Commission Act. Gives all of the functions and powers of the Federal Trade Commission (FTC) under that Act to the FCC to enforce compliance. Prescribes penalties, which double for violations that are part of a pattern of illegal activity.

Amends the Farm Security and Rural Investment Act of 2002 to: (1) authorize appropriations for FY2007-FY2015 to the Department of Agriculture bioenergy program; and (2) direct the Secretary of Agriculture to give priority to production of both cellulosic ethanol, and hydrogen using ethanol technology. Amends the Internal Revenue Code to make ethanol and biodiesel refining property eligible for 7-year depreciation. Creates a new flexible fuel hybrid motor vehicle income tax credit. Extends: (1) the alternative technology vehicle credit through calendar 2014; (2) the alternative fuel vehicle refueling property credit through calendar 2024; (3) the volumetric excise tax credit for alternative fuels and the alternative fuel mixture credit through FY2014; and (6) the biodiesel producer credit and the small ethanol producer credit through calendar 2024.

Coast Guard Hurricane Relief Act of 2005 - Commends and thanks the Coast Guard (CG) for its outstanding efforts in response to Hurricane Katrina. Expresses the sense of Congress that the CG should play a major role in any future national emergency or disaster caused by a natural event in a U.S. coastal or offshore area. Authorizes the Secretary of the department in which the Coast Guard is operating (Secretary) to temporarily extend the duration of merchant mariners' licenses or documents or vessel certificates of registry issued to an individual until not later than February 28, 2006, if such individual is a resident of: (1) Alabama, Mississippi, or Louisiana; or (2) any other state, and the individual's records are located in a CG facility in New Orleans that was damaged by Hurricane Katrina, or were damaged or lost as a result of it. Authorizes the Secretary to extend the duration or the validity of a certificate of inspection or a certificate of compliance issued for up to three months for a vessel inspected by a CG Marine Safety Office located in Alabama, Mississippi, or Louisiana. Authorizes CG members assigned to duty in support of units in the Eighth CG District area to mitigate the consequences of, or assist in the recovery from, Hurricane Katrina during the period from August 28, 2005, to January 1, 2006, and who would lose accumulated leave in excess of 60 days as a result of such assignment, to retain an accumulated total of up to 90 days of leave.
