This bill expands the Department of Veterans Affairs medical education pilot program, which currently provides funding for the medical education of two eligible veterans at each of the nine covered medical schools. The bill adds five schools to the list of covered medical schools, increasing the number of veterans covered from 18 to 28.

Fairness in Medicare Part B Enrollment Act of 2019 This bill exempts an individual from late-enrollment penalties for Medicare medical services if the individual resided in Puerto Rico as of the date of eligibility and the individual enrolls within five years of such date. Currently, the late enrollment penalty is 10% of monthly premiums for each 12-month period during which the individual was not enrolled, and the penalty continues to apply for as long as the individual is enrolled in Medicare medical services.

Puerto Rico Medicaid Act of 2019 This bill excludes Puerto Rico from the specified Medicaid Federal Medical Assistance Percentage (FMAP) of 55% for U.S. territories. Under current law, a state's FMAP is generally based on the state's per capita income and may range from 50% to 83%. The bill also increases Medicaid funding for Puerto Rico beginning in FY2020.

Real Estate Exchange Fairness Act of 201 9 This bill requires Puerto Rico to be treated as part of the United States for the purpose of determining if an exchange of real property qualifies as a like-kind exchange for tax purposes. (Under current law, real property located in the United States and real property located outside of the United States are not property of a like kind.)

Safe Step Act This bill requires a group health plan to establish an exception to medication step-therapy protocol in specified cases. A medication step-therapy protocol establishes a specific sequence in which prescription drugs are covered by a group health plan or a health insurance issuer. A request for such an exception to the protocol must be granted if (1) the treatment is expected to be ineffective, (2) the treatment will cause or is likely to cause an adverse reaction to the individual, (3) the treatment is expected to decrease the individual's ability either to perform daily activities or occupational responsibilities or adhere to the treatment plan, (4) the individual is stable based on the prescription drugs already selected, or (5) there are other medical reasons that warrant withholding the treatment. The bill requires a group health plan to implement and make readily available a clear process for an individual to request an exception to the protocol. Requests must be granted no later than three days after receipt of the request. In certain cases where the life, health, and ability of the individual are jeopardized by the protocol, the request shall be granted no later than 24 hours after receipt of the request.

This bill allows the President, in the event of a major disaster, to make contributions for (1) the repair of infrastructure used to access a private nonprofit facility damaged or destroyed by such disaster; and (2) solid waste management, stormwater management, emergency support transportation, nonemergency medical, first response, and security.

Gold Star Spouses and Spouses of Injured Servicemembers Leasing Relief Expansion Act of 2019 This bill authorizes spouses of military servicemembers to terminate leases of premises and motor vehicles in certain situations. Specifically, the bill allows the spouse of a servicemember lessee to terminate the leases within one year of the date on which the servicemember incurs a catastrophic injury or illness connected with their military service. The bill also allows the spouse of a servicemember lessee who died in military service to terminate a motor vehicle lease within one year of the death of the servicemember.

Territory Health Insurance Tax Relief Act of 2019 This bill lowers the annual fee on health insurers that collect premiums from residents in U.S. territories. The annual fee for a health insurer is currently calculated based on the insurer's share of total premiums from the preceding calendar year. The bill excludes premiums paid by residents of U.S. territories from a health insurer's net premiums but still includes the premiums of such residents in the determination of total premiums from the preceding year, thereby lowering the fee for these insurers. Under current law, the fee is suspended for 2019 (i.e., there is no fee based on premiums from 2018).

Venezuelan Contracting Restriction Act This bill prohibits an executive agency from entering into a contract for the procurement of goods or services with any person that has business operations with an authority of the Venezuelan government that is not recognized as the legitimate government of Venezuela by the U.S. government. (The United States recognizes Juan Guaido as interim President of the legitimate government of Venezuela.)

Digital Coast Act This bill provides statutory authority for and revises the National Oceanic and Atmospheric Administration's (NOAA's) Digital Coast program. (The program currently exists under NOAA to provide data, tools, and training that communities use to manage their coastal resources.) NOAA must focus on filling data needs and gaps for critical coastal management issues and support continued improvement in existing efforts to coordinate the acquisition and integration of key data sets needed for coastal management. NOAA may enter into financial agreements and collect fees to carry out the program.

This bill reserves a certain number of EB-5 visas (immigrant investors) for immigrants who invest in a new commercial enterprise that will create employment in an area where the President has declared a major disaster. For a period of three fiscal years starting from the fiscal year in which a disaster has been declared, 100 such visas must be reserved for each fiscal year.

This bill requires the Department of Defense to ensure that TRICARE beneficiaries whose health benefits are provided under contract, other than certain Medicare-eligible beneficiaries, may enroll in the TRICARE Prime managed care option in the Commonwealth of Puerto Rico, beginning not later than January 1, 2021.

Revitalizing Underdeveloped Rural Areas and Lands Act of 2019 or the RURAL Act of 2019 This bill modifies the definition of income used to determine the tax-exempt status of a mutual or cooperative telephone or electric company to exclude certain government grants, contributions, and assistance. Specifically, the bill excludes from income (1) grants, contributions, and assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act or by local, state, or regional governmental entities for disasters or emergencies; and (2) certain grants or contributions provided by a government entity for electric, communications, broadband, internet, or other utility facilities or services.

Strengthening the Tenth Amendment Through Entrusting States Act or the STATES Act This bill eliminates regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act for certain marijuana-related activities that comply with state or tribal law. The bill also requires the Government Accountability Office to study and report on the effects of marijuana legalization on traffic safety.

Taiwan Assurance Act of 2019 This bill directs the Department of State to review its guidance governing U.S.-Taiwan relations and to reissue such guidance to the relevant executive branch departments and agencies. It also directs the State Department to report to Congress on the results of the review and on the implementation of the Taiwan Travel Act, which states that it is U.S. policy to allow and encourage engagement between U.S. and Taiwanese officials. The bill states that Taiwan is an important part of U.S. strategy in the region and urges the United States to conduct regular transfers of defense articles to enhance Taiwan's self-defense capabilities.

This resolution affirms that the Taiwan Relations Act and the Six Assurances will remain cornerstones of the U.S.-Taiwan relationship. It encourages increasing engagement between the United States and Taiwan and states that the President should conduct regular transfers of defense articles to Taiwan. (The United States made the Six Assurances to Taiwan in 1982, stating that it will not pressure Taiwan to negotiate with China and that it has not agreed to consult with China prior to any arms sales to Taiwan.)

Smithsonian Women's History Museum Act This bill establishes in the Smithsonian Institution a comprehensive women's history museum. Such museum shall be named by the Board of Regents of the Smithsonian Institution. The bill establishes a council, that, among other things, shall make recommendations to the board on the planning, design, and construction of the museum. The board shall designate a site for the museum, with priority given to a site that is on or near the National Mall.

Cybersecurity Advisory Committee Authorization Act of 2019 This bill requires the Department of Homeland Security to establish a cybersecurity advisory committee within the Cybersecurity and Infrastructure Security Agency (CISA) to consult on the development, refinement, and implementation of policies, programs, and security directives pertinent to the mission of CISA.

Disclosing Aid Spent to Ensure Relief Act or the DISASTER Act This bill requires the Office of Management and Budget to submit an annual report to Congress on all disaster-related assistance provided by the federal government. The report must include all federal obligations related to disaster response, recovery, mitigation efforts, and administrative costs associated with these activities for specified agencies and programs.

Lymphedema Treatment Act of 2019 This bill includes certain lymphedema compression treatment items as covered durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Shirley Chisholm Congressional Gold Medal Act This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, election as the first African American woman in Congress, and campaign to be the first African American to gain the nomination of a major political party for President of the United States. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Puerto Rico Admission Act This bill establishes a process to enable the U.S. territory of Puerto Rico to be admitted into the Union as a state. Not later than 90 days after enactment of this bill, the President shall issue a proclamation announcing that Puerto Rico is admitted into the Union on equal footing with other states. All of the territory laws in force in Puerto Rico on the enactment date shall (1) continue in force and effect in the state, except as modified by this bill; and (2) be subject to repeal or amendment by the legislature and the governor of Puerto Rico.

Voluntary Protection Program Act This bill provides statutory authority for the voluntary protection program within the Occupational Safety and Health Administration (OSHA). Under the program, management, labor, and OSHA must establish cooperative relationships at workplaces that have implemented a comprehensive safety and health management system.

Women's History and Nineteenth Amendment Centennial Quarter Dollar Coin Program Act This bill requires the Department of the Treasury to mint and issue quarter-dollar coins in commemoration of the ratification of the Nineteenth Amendment granting women the right to vote. The design on the reverse of each coin shall be emblematic of the accomplishments and contributions of a prominent woman who was a resident of a state, the District of Columbia, or a U.S. territory. Such coins shall be issued in alphabetical order of the area represented, starting with the state of Alabama. Treasury shall initiate a program to promote collection of the coins and recognition of their subjects, and strike and make available for sale silver bullion coins that are the exact duplicates of the coins.

Ocean Acidification Innovation Act of 2019 This bill reauthorizes through FY2024 and revises the Federal Ocean Acidification Research and Monitoring Act of 2009. The bill authorizes a federal agency with a representative serving on the Interagency Working Group on Ocean Acidification to carry out a program that awards prizes competitively for innovative efforts to research or respond to ocean acidification. Priority must be given to establishing programs that address communities, environments, or industries that are in distress due to the impacts of ocean acidification.

Younger Onset Alzheimer's Act This bill makes individuals with younger-onset Alzheimer's disease (i.e., individuals who experienced onset of the disease before age 60) eligible for certain federal grants and programs that support older adults. Under current law, these grants and programs serve only individuals 60 and older.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in the District of Columbia and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Federal Insurance Office Abolishment Act of 2019 This bill eliminates the Federal Insurance Office (FIO) within the Department of the Treasury. The bill also removes the FIO director as a nonvoting member of the Financial Stability Oversight Council.

United States-Israel Cooperation Enhancement and Regional Security Act This bill authorizes various joint research and cooperation programs between the United States and Israel, reauthorizes security assistance to Israel, and establishes reporting requirements regarding various related issues. The bill authorizes the Department of State to work with Israel on research and development to establish directed energy capabilities. It authorizes through FY2024 cooperative projects involving the United States, Israel, and developing countries to identify and address sustainability challenges related to water resources, agriculture, and energy storage. The bill authorizes through FY2022 (1) activities of the U.S.-Israel Energy Center; (2) cooperation with and assistance to Israel related to security, explosives detection, and cybersecurity; (3) activities related to the U.S.-Israel Binational Agricultural Research and Development Fund; and (4) activities to establish a cooperative program with Israel to develop health technologies. The State Department shall establish a grant program to support cybersecurity research and development and commercialization of cybersecurity technology open to joint ventures involving U.S. and Israeli entities. The President shall establish contingency plans to provide Israel with necessary defense articles and services and assess plans to assist and supply Israel with munitions in the event of a sustained armed confrontation with Hezbollah. The bill authorizes the President to (1) waive export control requirements and immediately transfer defense articles to Israel in response to an existing or imminent military threat, and (2) transfer precision guided munitions to Israel as necessary for legitimate self-defense. The bill extends through FY2024 security assistance and loan guarantees for Israel.

This resolution opposes the Global Boycott, Divestment, and Sanctions Movement (BDS) and other efforts targeting Israel, and states that BDS undermines the possibility for a negotiated solution to the Israeli-Palestinian conflict. The resolution urges both sides to return to direct negotiations and expresses support for a solution resulting in the state of Israel existing alongside a democratic Palestinian state.

National Purple Heart Hall of Honor Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2021. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to support the mission of such organization, including capital improvements to the National Purple Heart Hall of Honor facilities.

Defending Our National Marine Sanctuaries from Damaging Chemicals Act of 2019 This bill prohibits the use of sunscreen containing oxybenzone or octinoxate in a National Marine Sanctuary that contains coral.

Resident Physician Shortage Reduction Act of 2019 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, with an aggregate increase of 3,000 positions per fiscal year for five years. Of these positions, at least one-third must be for hospitals that are already operating above applicable resident limits, subject to specified distribution rules.

This bill repeals the limitation on the amount of distilled spirits excise taxes covered over (paid) to the treasuries of the Virgin Islands and Puerto Rico. The bill also requires the Department of the Treasury to transfer a portion of the amount required to be covered over to Puerto Rico to the Puerto Rico Conservation Trust Fund.

College Transparency Act This bill requires the National Center for Education Statistics to establish a secure and privacy-protected data system that contains information about postsecondary students. Specifically, the data system must evaluate student enrollment patterns, progression, completion, and postcollegiate outcomes, and higher education costs and financial aid; provide complete and customizable information for students and families making decisions about postsecondary education; reduce the requirements for reporting by institutions of higher education; and periodically match with other federal systems of data. The bill also establishes a postsecondary student data system advisory committee.

National Fish Habitat Conservation Through Partnerships Act This bill establishes the National Fish Habitat Board to (1) encourage partnerships among public agencies and other interested parties to promote fish conservation, (2) establish national goals and priorities for fish habitat conservation, (3) recommend to Congress entities for designation as a Fish Habitat Partnership, and (4) review and make recommendations regarding fish habitat conservation projects. The U.S. Fish and Wildlife Service, the National Oceanic and Atmospheric Administration, the Environmental Protection Agency, and the U.S. Geological Survey may provide technical and scientific assistance to the partnerships, participants in the fish habitat conservation projects, and the board.

Coastal Communities Ocean Acidification Act of 2019 This bill requires the National Oceanic and Atmospheric Administration (NOAA) to conduct and update at least once every seven years an ocean acidification coastal community vulnerability assessment with a corresponding public report. The assessment must identify (1) U.S. coastal communities that are most dependent on coastal and ocean resources that may be impacted by ocean acidification, (2) the nature of those communities' vulnerabilities, and (3) key knowledge gaps where research could be devoted to better understand the possible ocean acidification impacts and possible adaptation strategies for the communities. In carrying out the assessment, NOAA must collaborate with state and local government entities that are conducting or have completed vulnerability assessments, strategic research planning, or other similar activities related to ocean acidification to determine whether those activities may serve as a model for others and to identify opportunities to support those activities.

Violence Against Women Extension Act of 2019 This bill extends through March 31, 2020, 19 grant programs authorized by the Violence Against Women Act of 1994 and subsequent legislation and administered by the Office on Violence Against Women within the Department of Justice.

Lonnie Kilpatrick Central Pacific Relief Act This bill provides a presumption of service-connection for diseases associated with exposure to certain herbicide agents to veterans who served on (1) Guam or American Samoa, or in the territorial waters thereof between January 9, 1962, and July 31, 1980; or (2) Johnston Atoll or a ship that went to Johnston Atoll between January 1, 1972, and September 30, 1977. Under a presumption of service-connection, specific diseases diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Additionally, the bill expands eligibility for hospital care, medical services, and nursing home care to veterans with a disability associated with exposure to certain herbicides during specified times of military service on Guam, American Samoa, or Johnston Atoll.

Equality Act This bill prohibits discrimination based on sex, sexual orientation, and gender identity in areas including public accommodations and facilities, education, federal funding, employment, housing, credit, and the jury system. Specifically, the bill defines and includes sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation. The bill expands the definition of public accommodations to include places or establishments that provide (1) exhibitions, recreation, exercise, amusement, gatherings, or displays; (2) goods, services, or programs; and (3) transportation services. The bill allows the Department of Justice to intervene in equal protection actions in federal court on account of sexual orientation or gender identity. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity.

No Stolen Trademarks Honored in America Act This bill modifies the bar against U.S. courts enforcing or validating trademarks that were confiscated by the Cuban government. The bill prohibits U.S. courts from enforcing or validating such confiscated trademarks if the mark had been used in connection with a confiscated business or asset. Currently, the prohibition applies only if the confiscated trademark is being asserted in the United States by a Cuban national. Under the bill, the prohibition shall not apply if the original trademark owner, or a successor, has expressly consented to the enforcement action. The prohibition shall apply only if the entity asserting the trademark rights knew or should have known, when it acquired the rights, that the mark was the same or substantially similar to one connected to a confiscated business or asset.
