An amendment in the nature of a substitute to limit the number of terms for House Members to 6 two-year terms and Members of the Senate to two six-year terms. The amendment stipulates that no person who has been elected to two full Senate terms shall be eligible for election or appointment to the Senate, and no person who has been elected to the House six times shall be eligible for election. Terms served prior to enactment would not count when determining eligibility for election. The amendment would allow states to establish lower term limits.

An amendment printed in part B of House Report 106-798 to add provisions that have been included in two previous bills (H.R. 3222, the Families Involve Literacy Act and H.R. 4141, the Safe and Drug Free Schools). The first provision clarifies that any eligible entity cannot subject a participant during the grant program to sectarian worship, instruction, or proselytization, but does not affect the private activities of the religious organization that take place outside of the Fatherhood Grant program. The second provision clarifies that eligible recipients are in receipt of federal financial assistance. The third provision closes the loophole contained within welfare reform that allows discrimination against beneficiaries when another standing law (federal, state or local) permits it.

An amendment to restore the mandatory source authority by striking the section of the bill that permits the government contracting agency, during the transition period when FPI's mandatory source authority is phased out, to accept a contract bid from FPI only if certain production and price conditions are met, and instead requires the contracting agency to accept FPI's bid subject only to the percentage caps on total sales outlined in the bill.
