Water Investment Act of 2002 - Amends the Federal Water Pollution Control Act (FWPCA) to increase the limit on amounts authorized for grants for development of waste management plans and sewage treatment works to serve Indians. Revises State water pollution control revolving fund provisions concerning: (1) project eligibility; (2) loan payments and subsidization; (3) community development conditions; (4) priorities; (5) strategies for technical, managerial, operations, maintenance, and capital investments and sustaining compliance with applicable laws; (6) project restructuring conditions; (7) technical assistance for small treatment works; (8) competitive bidding; (9) funding; and (10) intended use plans and progress reports. Amends the Safe Drinking Water Act (SDWA) to revise State revolving loan fund provisions concerning: (1) project restructuring conditions; (2) intended use plans; (3) uses of assistance; (4) community development conditions; (5) additional authorized activities; (6) loan subsidization for disadvantaged users; (7) capital improvement needs surveys; (8) competitive bidding; and (9) funding. Includes technology assessment among the responsibilities of small public water system technology assistance centers and imposes review requirements. Extends funding for university-based environmental finance centers. Amends FWPCA and SDWA to allow a Governor to reserve and transfer a specified percentage of capitalization grants made under each Act between the water pollution control and drinking water treatment revolving funds. Directs the Administrator of the Environmental Protection Agency to establish a demonstration program to promote technological innovations and alternative approaches to water quality management or water supply and to reduce municipalities' FWPCA and SDWA compliance costs. Directs the National Academy of Sciences to study public water system and treatment works rate structures of selected communities. Directs the Secretary of the Interior, acting through the Director of the United States Geological Survey, to: (1) assess the state of the Nation's water resources; and (2) coordinate a process to develop and publish a list of water resource research priorities focusing on monitoring and improving the quality of information available to water resource managers and a process to develop an effective system to communicate water resource information.

Revises the boundaries of the George Washington Birthplace National Monument to include additional lands. Authorizes the Secretary of the Interior to acquire lands within such boundaries from willing owners.

Federal Law Enforcement Pension Adjustment Equity Act of 2002 - Amends the Law Enforcement Pay Equity Act of 2000 to repeal a provision that prohibited the conversion of members of the United States Park Police and the Secret Service Uniformed Division to a new salary schedule and the associated initial adjustments in basic pay rates from being treated as salary increases for purpose of provisions providing for increased pension benefits for annuitants of such members.

Terrorist Victims' Courtroom Access Act - Directs the trial court, in order to permit victims of crimes associated with the September 11, 2001, terrorist acts to watch proceedings in the criminal case against Zacarias Moussaoui, to order closed circuit televising of the proceedings to convenient locations, including Northern Virginia, Los Angeles, New York City, Boston, Newark, San Francisco, for viewing by victims who have a compelling viewing interest but are unable to travel to the location of the trial. Applies relevant provisions of the Antiterrorism and Effective Death Penalty Act of 1996 to the televising of court proceedings under this Act.

Makes eligible for burial in Arlington National Cemetery a member of the reserves (and dependents): (1) who at the time of death was under 60 years of age and who, but for such age, would have been eligible for military retired pay, on the same basis as a member of the armed forces who dies entitled to retired pay; or (2) who dies in the line of duty while on active duty for training or inactive duty training, on the same basis as a member of the armed forces who dies while on active duty.

Homeland Security Federal Workforce Act - Requires the Director of the Office of Personnel Management to establish a pilot program under which specified Federal agencies may agree to repay the student loans of their employees employed in national security positions. Requires the Director to coordinate such program with such agencies to recruit employees to serve in such positions. Requires the Director to establish a program for awarding National Security Fellowships to eligible graduate students who agree to employment with the Federal Government in national security positions. Establishes a National Security Service Board to: (1) develop criteria for awarding such Fellowships; (2) provide for the wide dissemination of information regarding the activities assisted under the program; (3) work with the Director in hiring and placing fellows in national security positions; and (4) develop and provide to Congress a strategic plan that identifies the skills needed by the Federal national security workforce. Provides that 20 percent of such Fellowships be set-aside for Federal employees who are working in such positions to enhance their education and training in areas important to national security. Creates a National Security Service Corps, under the direction of the Board, to provide rotational opportunities for mid-level employees in national security positions within and between specified agencies. Requires agencies' annual strategic and performance plans and program performance reports to evaluate the role of specific skills in accomplishing or failing to accomplish such agencies' goals.

American Economic Security and Stimulus Act - Amends the Internal Revenue Code to require employers to provide eligible employees with a simplified application for an earned income eligibility certificate. Extends eligibility for advanced payment of the earned income credit to employees without qualifying children. Makes the 25 percent individual income tax rate effective in calender year 2002 rather than 2006. Temporarily expands penalty-free retirement plan distributions for health insurance premiums for individuals receiving unemployment compensation, as specified. Increases the child tax credit to $1,000. Allows a tax credit of up to $500 for qualified elementary and secondary education expenses (computer technology or equipment). Allows for certain property acquired after September 10, 2001, and before September 11, 2002: (1) an additional first year 10 percent depreciation allowance; and (2) an additional allowance against the alternative minimum tax. Temporary Emergency Unemployment Compensation Act of 2001 - Provides for a program of temporary emergency unemployment compensation. Provides for a temporary reduction in the interest rate applicable to repayments of advances to State unemployment funds. Amends the Workforce Investment Act of 1998 to temporarily expand the National Emergency Grant program to address employment needs resulting from the terrorist attacks of September 11, 2001, including: (1) assistance for employment and training and temporary health care coverage premiums for workers affected by major economic dislocations (2) personal/business income compensation to a dislocated worker/ independently owned business or proprietorship if such worker/business is unable to work/fully function; and (3) COBRA continuation coverage.

White House Commission on National Military Appreciation Month Act - Expresses the sense of Congress that: (1) the President should establish the White House Commission on National Military Appreciation Month to make recommendations to the President on the proclamation of National Military Appreciation Month to be celebrated in May of each year; and (2) any such Commission should be composed of specified members. Expresses the sense of Congress that if such Commission is established, the President should also establish the Spirit of America Alliance to assist the Commission: (1) in the planning, organization, and conduct of an annual White House Conference on National Military Appreciation and other similar events; (2) in the promotion of the observance of such Month and other military commemorative events through appropriate means, subject to any guidelines developed by the Commission; (3) in the establishment of necessary incentives for Federal, State, and local governments and private sector entities to sponsor and participate in programs initiated by the Commission or the Alliance; (4) in the evaluation of the effectiveness of efforts by the Commission and the Alliance in carrying out this Act; and (5) by the performance of any other related duties that are assigned by the Commission.

Authorizes the burial in Arlington National Cemetery, Virginia, of any individual (and establishes eligibility for his or her surviving spouse) who: (1) died as a direct result of the terrorist attacks on September 11, 2001; and (2) would have been eligible for such burial by reason of service in a reserve component but for the fact that the individual was less than 60 years of age at the time of death.

Commends the staffs of Members of Congress, the Capitol Police, the Office of the Attending Physician and his health care staff, and other members of the Capitol Hill community for their courage, professionalism, and dedication to serving the public in the aftermath of the September 11, 2001, attacks and the release of anthrax in Senator Daschle's office. Recognizes congressional leadership, congressional employees, the Capitol Police, and the Office of the Attending Physician and the health care professionals in his office, in particular, who by their quick actions and early intervention prevented actual cases of anthrax within the Capitol Complex. Requests that the President recognize the courage and professionalism of congressional staff, the Capitol Police, and other members of the Capitol Hill community for their public service in continuing to do the public's business in defiance of terrorist attacks.

Bioterrorism Preparedness Act of 2001 - Amends the Public Health Service Act to add provisions granting additional authorities to the Secretary of Health and Human Services concerning bioterrorism preparedness and responding to public health emergencies. Requires the Secretary to develop and implement a plan which includes the development of specific criteria enabling measurements to be made of the progress made at the national, State, and local levels toward achieving the national goal of bioterrorism preparedness. Requires the maintenance of an adequate national pharmaceutical stockpile of vaccines (including a smallpox vaccine), therapies, and medical supplies for use at the Secretary's discretion in the event of a biological threat or attack or other public health emergency. Expands the role of the Centers for Disease Control and Prevention. Directs the Secretary to provide for the establishment of a coordinated network of public health laboratories to assist with the detection of and response to a biological threat or attack. Provides for the appointment of an Assistant Secretary for Emergency Preparedness who shall head the Office for Emergency Preparedness. Provides for a National Disaster Medical System to provide appropriate health and social services to respond to a public health emergency, if the Secretary activates the System. Provides for enhanced regulatory control of biological agents and toxins. Establishes a State Bioterrorism Preparedness and Response Block Grant Program to improve State and local preparedness and response capabilities. Amends the Clayton Act to provide for a limited antitrust exemption with respect to the development of new countermeasures against bioterrorism. Requires, under the Public Health Service Act, the development of a crisis communications and education strategy with respect to bioterrorist threats to the food supply. Expands animal and plant health inspection service activities and authorities. Amends the Federal Food, Drug and Cosmetic Act to expand the authority of the Food and Drug Administration with respect to food presenting a serious threat to humans or animals. Requires the registration of food manufacturing, processing, and handling facilities. Directs the Secretary of Agriculture to utilize existing authorities to expand Agricultural Research Service and Cooperative State Research Education and Extension Service programs to protect the food supply of the United States.

Medicare Appeals, Regulatory, and Contracting Improvement Act of 2001 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) timelines for publication of final regulations and compliance with substantive changes after notice; (2) timeframes for the completion of the record in the appeals process; (3) contracts with Medicare administrative contractors for determining payment amounts, making payments, and providing certain provider services; (4) coordination of funding for education of service providers; and (5) standardization of random prepayment review and recovery of overpayments from Medicare administrative contractors. Grants a one-year delay in the lock-in procedures for Medicare+Choice plans under SSA title XVIII part C. Provides a temporary moratorium on the requirement that home health agencies collect Outcome and Assessment Information Set (OASIS) data from non-Medicare patients.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing the use of the sustainable growth rate as a factor in determining the update for such payments with a factor that more fully accounts for changes in the unit costs of providing physicians' services.

Provides for food manufacturing, processing, and distribution biosecurity, agricultural biosecurity and biosecurity upgrades at the Departments of Agriculture and Health and Human Services. Requires the registration of food manufacturing, processing, and handling facilities. Directs the Secretary of Agriculture to utilize existing authorities to expand Agricultural Research Service and Cooperative State Research Education and Extension Service programs to protect the food supply of the United States.

Military Homeowners Equity Act - Amends the Internal Revenue Code to state that members of the Uniformed or Foreign Services on qualified official extended duty shall be considered to be using already owned and used property as a principal residence for purposes of determining exclusion of gain upon such residence's sale.

Freedom Consolidation Act of 2001 - Reaffirms support for continued enlargement of the North Atlantic Treaty Organization (NATO) Alliance. Designates Slovakia for participation in the Partnership for Peace and eligible to receive certain security assistance under the NATO Participation Act of 1994. Authorizes specified amounts of security assistance for FY 2002 for Estonia, Latvia, Lithuania, Slovakia, Slovenia, Bulgaria, and Romania.

Unity in Service to America Act (USA Act) - Amends the National and Community Service Act of 1990 to require the Points of Light Foundation, after obtaining the guidance of the heads of appropriate Federal agencies, such as the Director of the Office of Homeland Security and the Attorney General, to: (1) make an estimate of the number of victims killed as a result of the terrorist attacks on September 11, 2001; (2) compile a list of the name of each victim, including the State in which the victim resided; and (3) identify approximately the estimated number of community-based national and community service projects that meet certain eligibility requirements, and name each project in honor of a victim after obtaining the permission of the victim's family and the entity carrying out the project. Directs the Foundation to name projects that advance the goals of unity, and improving the quality of life in communities.

Technology Talent Act of 2001 - Authorizes the Director of the National Science Foundation to award competitive grants to institutions of higher education to increase the number of students studying and receiving associate's or bachelor's degrees in established or emerging fields within science, mathematics, engineering, and technology. Provides that an institution receiving such a grant shall be known as a National Science Foundation Science and Engineering Talent Expansion Center.

Emergency Extended Unemployment Compensation Act of 2001 - Provides for a program of emergency extended unemployment compensation (EEUC). Sets forth EEUC program requirements for Federal-State agreements, formulae for determining amounts in individual EEUC accounts and weekly benefits, payments to States, and financing. Includes among eligibility requirements an individual's not having rights, with respect to a week, to other compensation (including both regular and extended compensation). Reduces an individual EEUC account by the aggregate amount of any extended compensation for the same benefit year. Makes EEUC agreements applicable to weeks of unemployment: (1) beginning on or after the first day of the first week after the date on which such agreement is entered into; and (2) ending before the date that is 18 months after enactment of this Act. Amends the Workforce Investment Act of 1998 to authorize appropriations to expand the National Emergency Grant program, for an 18-month period, to include grants to States to provide certain employment and training assistance and temporary health care coverage premium assistance for workers affected by major economic dislocations, such as plant closures, mass layoffs, or multiple layoffs, caused by the terrorist attacks of September 11, 2001.

National Day of Remembrance Act of 2001 - Designates September 11 as National Day of Remembrance. Calls upon the President to issue each year a proclamation to remember those who lost their lives as a result of the terrorist attacks on the United States on September 11, 2001, and to honor the police, firefighters, and emergency personnel who responded with such valor on that day.

Expresses the sense of the Senate that the United States should make a substantial new investment this year in bioterrorism preparedness and response, including: (1) improving State and local preparedness capabilities, hospital response capabilities, disaster response medical systems, and the National Pharmaceutical Stockpile program; (2) upgrading the capabilities of the Centers for Disease Control and Prevention (CDC); (3) targeting research for therapeutics and vaccines for bioterrorist agents and food safety activities; and (4) increasing international cooperation in securing biological agents, increasing surveillance, and retraining biological warfare specialists.

Social Security Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to Old-Age and Survivors insurance benefit payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

State Bioterrorism Preparedness Act - Requires the Secretary of Health and Human Services to award grants to States to enable them to prepare for and respond to bioterrorism. Sets forth requirements regarding: (1) State plans which shall include a description of the State process to detect and respond to bioterrorism and of State efforts to stockpile medications, vaccines, antibiotics, and medical supplies; (2) annual submissions to the Secretary of an updated State plan; (3) permissible uses of grant funds; and (4) fund allocations. Requires specified Federal agencies to provide to States information, including: (1) a description of the probable agents of a biological or chemical attack; and (2) model or proposed bioterrorism plans with respect to such an attack. Establishes within the Office of Homeland Security an Assistant Director for State Coordination. Directs the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) carry out activities to implement a national communications system; (2) develop a national emergency communication plan; and (3) establish an Internet web-site that contains training, and bioterrorism-related emergency, information. Requires: (1) the Secretary to award grants to each State to carry out table-top and computer-based biological or chemical attack simulations; (2) the CDC Director to provide each State with simulation exercises; (3) each State that receives a grant to complete at least one of the required simulations; and (4) the Secretary to provide for the conduct of a biological or chemical attack simulation in three geographically diverse States that receive a grant.

American Small Business Emergency Relief and Recovery Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to a small business concern that has been directly affected and suffered or is likely to suffer substantial economic injury as the direct result of the terrorist attacks of September 11, 2001, including injury due to closure or suspension of its business for national security purposes by the Federal Government. Authorizes the SBA, during the year after enactment of this Act, to make loans to small business concerns that have suffered or are likely to suffer economic harm to or disruption of operations as a result such attacks. Waives guarantee fees and increases the guarantee percentage on such loans for one year after the enactment of this Act. Amends the Small Business Investment Act of 1958 to: (1) waive development company debenture guarantee loan fees for financings made after enactment of this Act for one year; and (2) authorize small business investment companies to issue leverage to assist small business concerns adversely impacted by the terrorist attacks. Amends the Small Business Act to authorize special, individualized assistance to small business concerns adversely impacted by the terrorist attacks through the following programs; (1) small business development centers; (2) Service Corps of Retired Executives (SCORE); (3) microloan program (women, low-income, veterans, minority); and (4) women's business center program. Directs the Office of Advocacy of the SBA to conduct annual studies on the impact of the events of September 11, 2001, on small business concerns, and the effects of assistance provided under this Act.

Rediscover America Act of 2001 - Establishes in the Department of Commerce a United States Travel and Tourism Promotion Bureau to: (1) work to help restore consumer confidence in travel in the two years following the September 11, 2001, terrorist attacks on the United States; and (2) work with private industry and industry employee representatives to design and implement public service announcements and advertising to promote U.S. tourism. Establishes a United States Travel and Tourism Promotion Bureau Advisory Committee to recommend activities to the Bureau.

Expresses the sense of Congress that: (1) the President should award and present a Public Safety Officer Medal of Valor to every public safety officer who was killed or seriously injured, and to deserving public safety officers who participated in search, rescue, and recovery efforts, in the aftermath of the terrorist attacks against the United States on September 11, 2001; and (2) such assistance and compensation should be provided to the public safety officers who were injured or whose health was adversely affected as a result of their participation in the search, rescue, and recovery efforts undertaken with respect to such attacks.

Declares that, in the quest to identify, locate, and bring to justice the perpetrators and sponsors of the September 11, 2001, terrorist attacks on the United States, the civil rights and liberties of all Americans, including Sikh-Americans, should be protected. Condemns bigotry and acts of violence or discrimination against any Americans, including Sikh-Americans. Calls upon local and Federal law enforcement authorities to: (1) work to prevent hate crimes against all Americans; and (2) prosecute to the fullest extent of the law all those who commit hate crimes.

Authorizes the President to provide assistance (through the export of defense articles or defense services, export of dual-use items, or extension of international financial assistance) to Pakistan and India if the President determines that it is in the national interest of the United States and important to U.S. efforts to respond to, deter, or prevent acts of international terrorism.

Critical Infrastructure Information Security Act of 2001 - Prohibits critical infrastructure information that is voluntarily submitted to specified Federal agencies for analysis, warning, interdependency study, recovery, reconstitution, or other informational purpose, when accompanied by the express statement specified under this Act, from: (1) being made available under the Freedom of Information Act; (2) being used directly by the agency, any other Federal, State, or local authority, or third party in a civil action, without the written consent of the person or entity submitting such information, unless such information is submitted in bad faith; and (3) being used for a purpose other than this Act's purpose or disclosed by a officer or U.S. employee, without such written consent, except pursuant to official duties under this Act. Requires the establishment of uniform procedures for the receipt, care, and storage of such information by Federal agencies. Sets forth provisions for the notification about and dissemination and analysis of significant and credible information about the security of protected systems or critical infrastructure received by specified Federal agencies from private persons and entities. Directs the President to designate an element in the executive branch to conduct and report to information sharing and analysis organizations on strategic analyses of potential threats to critical infrastructure. Exempts from the antitrust laws, with an exception, conduct of such organizations, including making agreements solely for: (1) gathering and analyzing critical infrastructure information to better understand security problems related to critical infrastructure and protected systems; (2) communicating or disclosing such information to prevent, detect, mitigate, or recover from problems related to such infrastructure or systems; or (3) voluntarily disseminating such information to entity members, other such organizations, the Government, or any entities that may be of assistance in carrying out the purposes specified above.

Displaced Workers Assistance Act - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

Terrorist Response Tax Exemption Act - Amends the Internal Revenue Code to exclude from gross income compensation received by a civilian uniformed employee for any month during any part of which such employee provides security, safety, fire management, or medical services in a terrorist attack zone.

Expresses sorrow for the deaths and injuries suffered by first responders who participated in evacuating and rescuing the innocent people after the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001, and sympathy to their families and loved ones. Honors and commends such first responders. Encourages: (1) the President to issue a proclamation calling upon the people of the United States to pay respect to the first responder community for their service in the aftermath of the terrorist attacks and their continuing efforts to save lives; and (2) all levels of government to continue to work together to effectively coordinate emergency preparedness by providing the infrastructure, funding, and interagency communication and cooperation necessary to ensure that if an attack occurs, first responders will be as prepared as possible to respond effectively.

Salutes the young Americans who take part in Wash America events to help raise funds for the American Red Cross relief efforts in the wake of the terrorist attacks on the United States on September 11, 2001, and thanks them for doing their part to "Help Wash Away the Hurt" across the Nation.
