Condemns the senseless attack at Sandy Hook Elementary School in Newtown, Connecticut, on December 14, 2012. Offers condolences to all of the students, teachers, administrators, and faculty of Sandy Hook Elementary School, as well as their families, and recognizes that the healing process will be long and difficult for the entire community. Honors the selfless, dedicated service of: (1) the teachers, school administrators, school support staff, medical professionals, and others in the greater Newtown community; (2) the emergency response teams and law enforcement officials who responded; and (3) the law enforcement officials who continue to investigate the attack. States that the Senate remains committed to working together to help prevent such tragedies from ever happening again.

Commercial Building Modernization Act- Amends the Internal Revenue Code, with respect to the tax deduction for energy-efficient commercial buildings, to: (1) extend such deduction through 2016; (2) include within the definition of "property" for purposes of such deduction a commercial building and a multifamily building (a structure of five or more dwelling units used as residential housing); (3) increase the maximum amount of such deduction; and (4) adopt the updated standard of the American Society of Heating, Refrigerating, and Air Conditioning Engineers and the Illuminating Engineering Society of North America applicable to property eligible for such deduction. Allows through 2016 a new tax deduction for the cost of retrofitting existing commercial and multifamily buildings.

Nuclear Waste Administration Act of 2012 - Establishes as an independent agency in the executive branch: (1) the Nuclear Waste Administration (NWA) to provide for the permanent disposal of nuclear waste, including the siting, construction, and operation of additional repositories, a test and evaluation facility, and additional storage facilities; and (2) the Nuclear Waste Oversight Board. Transfers to the NWA Administrator specified functions of the Secretary of Energy. Prescribes guidelines for nuclear waste facilities and for the identification and suitability of candidate sites. Directs the Environmental Protection Agency (EPA) to adopt generally applicable standards to protect the environment from offsite releases from radioactive material in geological repositories. Directs the Nuclear Regulatory Commission (NRC) to amend its regulations governing the licensing of geological repositories to make them consistent with comparable EPA standards. Prohibits the Administrator, before ratification of a consent agreement with a state, local, or tribal government, from possessing, taking title to, or storing more than 10,000 metric tons of spent nuclear repository fuel at a storage facility licensed under this Act. Requires the Secretary to arrange for the Administrator to dispose of defense wastes in a repository developed under this Act. Confers upon the Administrator responsibility for transporting nuclear waste under this Act. Establishes in the Treasury the Nuclear Waste Administration Working Capital Fund. Amends the Nuclear Waste Policy Act of 1982 to reflect the amendments made by this Act. Authorizes the Administrator to proceed with siting and licensing consolidated storage facilities pursuant to a certain cooperative agreement entered into before the date of enactment of this Act. Terminates those authorities of the Secretary regarding siting, construction, and operation of repositories, storage facilities, or test and evaluation facilities which were not transferred to the Administrator under this Act.

Department of Energy High-End Computing Improvement Act of 2012 - Renames the Department of Energy High-End Computing Revitalization Act of 2004 as the Department of Energy High-End Computing Act of 2012. Defines "exascale computing" as computing through the use of a computing machine that performs near or above 10 to the 18th power floating point operations per second. Directs the Secretary of Energy (DOE) to: (1) conduct a research program to develop exascale computing machines to promote DOE missions; (2) coordinate the development of such machines across all applicable DOE agencies; and (3) implement the program through an integration of application, computer science, and computer hardware architecture using public-private partnerships to ensure that exascale computing machines are capable of solving DOE target applications and scientific problems. Authorizes appropriations for FY2013-FY2015.

National Park Service Study Act of 2012 - Directs the Secretary of the Interior to conduct special resource studies of: (1) the Kau coast, on the island of Hawaii; (2) on request, the island of Rota in the Commonwealth of the Northern Mariana Islands; (3) sites in Alaska associated with the forced abandonment of the Aleut villages of Makushin, Kashega, and Biorka around Unalaska Island and Attu on Attu Island during World War II; (4) the five relocation sites in Alaska at Funter Bay, Burnett Inlet, Killisnoo, Ward Lake and the Wrangell Institute; (5) specified World War II Japanese American Relocation Center sites; (6) American Latino sites in the San Luis Valley and Central Sangre de Cristo Mountains in Colorado and New Mexico; (7) the town of Goldfield and outlying mining sites in Nevada; (8) the Hudson River Valley in New York; (9) the Norman Studios in Jacksonville, Florida, at which African-American casts and crews were used in the production of silent films; (10) the Mobile-Tensaw River Delta in Alabama; and (11) Galveston Bay in Texas. Requires updates of: (1) the study authorized by the National Park Service Studies Act of 1999 relating to World War II sites, Republic of Palau; and (2) the 1979 study entitled "Vermejo Ranch, New Mexico/Colorado: Study of Management Options." Directs the Secretary to: (1) study alternatives for commemorating and interpreting the role of the Buffalo Soldiers in the early years of the National Parks, (2) conduct a national historic landmark theme study to identify sites and resources in the southern United States that are significant to the Reconstruction era, and (3) study the feasibility of including 45 miles of the Chattahoochee River and land along the river corridor within the boundary of the Chattahoochee River National Recreation Area located in Georgia.

National Park Service Critical Authorities Act of 2012 - Revises provisions regarding the removal of snow and ice around federal buildings in the District of Columbia. Permits the Federal Highway Administration (FHA) and the National Park Service (NPS) to exchange lands in Virginia along the George Washington Memorial Parkway affecting access to the Claude Moore Historical Farm and security at the FHA's Turner-Fairbank Highway Research Center and the Central Intelligence Agency (CIA) complex adjacent to the farm. Revises specified current penalty provisions applicable to the National Park System to provide for the uniform application throughout the System of specified penalty provisions of the National Park Service Organic Act and the federal criminal code.

Amends the Electronic Fund Transfer Act with respect to mandatory fee disclosures on automated teller machines (ATMs) operated by a person other than a financial institution holding a consumer's account. Repeals the requirement that such a fee disclosure appear in a prominent and conspicuous location on or at the ATM. Limits such requirement to appearance of a fee disclosureon the ATM screen. Amends the Federal Deposit Insurance Act to make the Consumer Financial Protection Bureau (CFPB) a "covered agency" that may share information with another covered agency or any other federal agency without waiving any privilege applicable to the information. Prohibits information submitted to the CFPB in the course of its supervisory or regulatory process from being construed as waiving, destroying, or affecting any privilege that may be claimed with respect to such information under federal or state law as to any person or entity other than the CFPB, another federal banking agency, a state bank supervisor, or a foreign banking authority.

Authorized Rural Water Projects Completion Act - Establishes in the Treasury a Reclamation Rural Water Construction Fund, into which the Secretary of the Treasury shall deposit for each of FY2013-FY2029 a specified amount of revenues that would otherwise be deposited in the reclamation fund established by the Reclamation Act of 1902. Authorizes the Secretary to use amounts from the Fund to complete construction of rural water projects: (1) that were authorized to be carried out on or before this Act's enactment, or (2) for which the Secretary completed a feasibility report by September 30, 2012, that recommends construction and for which an Act of Congress enacted after this Act's enactment has authorized construction. Prohibits the Secretary from using amounts from the Fund to pay for project operation and maintenance costs. Prohibits the Secretary from expending amounts from the Fund until the date on which the Secretary develops: (1) programmatic goals that would enable the completion of construction of the authorized rural water projects as expeditiously as possible and that reflect the goals and priorities identified in the laws authorizing the projects and the goals of the Reclamation Rural Water Supply Act; and (2) funding prioritization criteria that takes into account specified information, including an evaluation of the need for potable water supplies in the affected rural and tribal communities, the completion status of a project, and the financial needs of the affected communities. Terminates the Fund on September 30, 2034.

Albuquerque, New Mexico, Federal Land Conveyance Act of 2012 - Directs the Administrator of General Services (GSA) to offer to convey to the Amy Biehl High School Foundation certain federal lands located in Albuquerque, New Mexico. Requires such conveyance to be in accordance with a fair market value appraisal that is acceptable to the Administrator. Makes the Foundation responsible for the costs related to such conveyance. Requires the conveyance to occur within three years of this Act's enactment.

Military Service Integrity Act of 2012 - Revises provisions prohibiting the unauthorized purchase, sale, or use of military medals or decorations. Repeals a prohibition against knowingly wearing such a medal when not authorized to do so. Adds the requirement that a person act with the intent of securing a tangible benefit or personal gain to the prohibition against knowingly, falsely, and materially representing oneself as having served in the U.S. Armed Forces or having been awarded any decoration, medal, ribbon, or other device authorized by Congress or pursuant to federal law for the Armed Forces. Defines "tangible benefit or personal gain" to include: (1) a benefit relating to military service provided by the federal government or a state or local government, (2) employment or professional advancement, (3) financial remuneration, (4) an effect on the outcome of a criminal or civil court proceeding, and (5) an impact on one's personal credibility in a political campaign. Repeals provisions providing for enhanced penalties for offenses involving a Congressional Medal of Honor, a distinguished-service cross, a Navy cross, an Air Force cross, a silver star, or a Purple Heart.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2012 or DISCLOSE Act of 2012 - Amends the Federal Election Campaign Act of 1971 (FECA) to redefine the term "independent expenditure" as an expenditure by a person that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy because it can be interpreted by a reasonable person only as advocating the election or defeat of a candidate, taking into account whether the communication involved mentions a candidacy, a political party, or a challenger to a candidate, or takes a position on a candidate's character, qualifications, or fitness for office. Expands the period during which certain communications are treated as electioneering communications. Prescribes disclosure requirements for corporations, labor organizations, and certain other entities, including a political committee with an account established for the purpose of accepting donations or contributions that do not comply with the contribution limits or source prohibitions under FECA (but only with respect to such accounts). Repeals the prohibition against political contributions by individuals age 17 or younger.

San Juan County Federal Land Conveyance Act - Directs the Secretary of the Interior, on request of the plaintiffs in the case Blancett v. United States Department of the Interior, et al. , in the U.S. District Court for the District of New Mexico, to convey to them by sale all right, title, and interest of the United States in and to any portion of approximately 19 acres of certain federal land in San Juan County, New Mexico (including any improvements or appurtenances). Requires deposit of the proceeds of any such conveyance in a special account, to be available for the acquisition of land from willing sellers in the state for resource protection that is consistent with the purposes for which the Bald Eagle Area of Critical Environmental Concern was established.

Taxpayer Bill of Rights Act of 2012 - Amends the Internal Revenue Code to require the Secretary of the Treasury, in consultation with the National Taxpayer Advocate, to publish a summary statement of taxpayer rights and obligations. Authorizes the Secretary to make grants to develop, expand, or continue volunteer income tax assistance programs to assist low-income taxpayers. Allows tax preparation program grant recipients to use grant funds to provide services related to financial literacy, asset development, and the establishment of savings accounts. Increases the grant funding for low-income taxpayer clinics. Requires the Secretary to: (1) prescribe regulations for the regulation of tax return preparers not otherwise regulated and to regulate the conduct of enrolled agents in their practice before the Internal Revenue Service (IRS); (2) require the annual registration of refund delivery product facilitators; and (3) furnish to the public the identity of any person who is an enrolled agent, attorney, or certified public accountant on file with the IRS, who is a tax return preparer, or who is registered as a refund delivery product facilitator. Applies the penalty for understatements of taxpayer liability by tax return preparers to tax submissions other than tax returns or claims for refunds. Prohibits the Secretary from filing a notice of lien with respect to any taxpayer unless: (1) the lien attaches to distrainable property, (2) the Secretary determines that the benefit to the government of filing outweighs the harm to the taxpayer and that the filing will not jeopardize the taxpayer's ability to comply with the internal revenue laws and to continue to secure funding to maintain business operations, (3) the Secretary notifies the taxpayer that the Secretary has determined to file such notice, and (4) the taxpayer is afforded an opportunity to appeal that determination. Requires the Secretary to consider specified factors in making such determination, including the amount due, the value of the taxpayer's equity in or rights to property, the taxpayer's compliance history, and the effect of the lien filing on the taxpayer's ability to obtain financing, generate future income, and pay current and future tax liabilities. Prohibits persons licensed to practice before the Department of the Treasury from directly or indirectly offering or providing audit insurance. Authorizes the National Taxpayer Advocate to issue Taxpayer Advocate directives for granting relief to taxpayers. Expresses the sense of Congress that the IRS should take specified steps within two years to improve service to taxpayers. Authorizes the Secretary to: (1) award demonstration project grants to provide accounts in federally insured depository institutions to taxpayers who do not currently have an account with a financial institution; (2) study the feasibility of, and establish a pilot program on, delivering tax refunds on debit cards or other electronic means for taxpayers who do not have access to financial accounts or institutions; (3) identify legislative and administrative changes that would enable the IRS to receive and process information reporting documents before it processes tax returns; and (4) assess the effectiveness of collection alternatives, especially offers in compromise, on long-term tax compliance. Requires de novo review in U.S. Tax Court of any determination by the IRS with respect to a claim for equitable innocent spouse relief.

Expanding Industrial Energy and Water Efficiency Incentives Act of 2012 - Amends the Internal Revenue Code to: (1) increase megawatt and horsepower capacity limitations for the combined heat and power system property energy tax credit; (2) allow new tax credits to improve advanced motor system energy efficiency, to replace chlorofluorocarbon (CFC) refrigerant chillers, and for investment in any qualifying efficient industrial process water use project; and (3) allow an energy tax credit for investment in biomass heating property.

Mental Health First Aid Higher Education Act of 2012 - Authorizes the Secretary of Health and Human Services (HHS), acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to carry out a demonstration program awarding grants to 10 institutions of higher education (IHEs) to implement a mental health first aid training program. Directs that training toward: (1) on-campus counseling center personnel; (2) dormitory resident advisers; (3) members of threat assessment and disciplinary committees; (4) faculty members; (5) coaches and other athletic department employees; (6) members of threat assessment teams; and (7) other administrators and personnel of the IHE, as determined appropriate by the Secretary. Requires that the program be designed to train those individuals to: (1) safely ameliorate crisis situations, (2) recognize the signs and symptoms of mental illness, and (3) refer students to mental health services in the early stages of developing mental disorders so they can avoid more costly behavioral health care down the road and stay enrolled in school.

Amends the National Flood Insurance Act of 1968 to exempt from the statutory 30-day waiting period for a new contract for flood insurance coverage the initial purchase of flood insurance coverage for private property if: (1) the Administrator of the Federal Emergency Management Agency (FEMA) determines that the property is subject to elevated risk of flood due to wildfire on federal land, and (2) such coverage was purchased within 60 days after the fire containment date relating to the wildfire that caused the post-wildfire conditions.

Equal Employment Opportunity Restoration Act of 2012 - Amends the federal judicial code to permit one or more members of a group seeking relief for discriminatory employment practices under specified provisions of the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Rehabilitation Act of 1973, equal rights laws under the Revised Statutes, or the Genetic Information Nondiscrimination Act of 2008 to sue on behalf of all members of the group if the representative party shows, by a reasonable inference, that: (1) members of the group are so numerous that their joinder is impracticable; (2) claims of the representative party are typical of the claims of the group the representative party seeks to represent and the representative party and the representative party's counsel will fairly and adequately protect the interests of the group; and (3) members of the group are, or have been, subject to an employment practice that has adversely affected or is adversely affecting a significant portion of the group's members. (Thus establishing a new standard for employees bringing group actions for certain employment discrimination, notwithstanding the Supreme Court decision in Wal-Mart Stores, Inc. v. Dukes , which required "convincing proof of a companywide discriminatory pay and promotion policy" as a prerequisite to class certification.) Permits a representative party to challenge a subjective employment practice covered by any of the above-referenced employment statutes in a group action filed under this Act to the same extent as the party may challenge any other employment practice covered by such a statute in such an action. Defines a "subjective employment practice" as: (1) an employer's policy of leaving personnel decisions to the unguided discretion of supervisors, managers, and other employees with authority to make such personnel decisions; or (2) an employment practice combining such a subjective employment practice with other types of personnel decisions. Prohibits the fact that individual supervisors, managers, or other employees with authority to make personnel decisions may exercise discretion in different ways in applying a subjective employment practice under such a statute from precluding a representative party from filing a corresponding group action. Allows a representative party to elect to proceed in a group action under this Act or in a class action under the Federal Rules of Civil Procedure.

Affirms the importance of the land-grant institutions which are the product of the commitment to U.S. higher education that the First Morrill Act represents. Manhattan Project National Historical Park Act - Establishes the Manhattan Project National Historical Park as a unit of the National Park System, which may be composed of specified facilities, lands, or interests in one or more eligible areas or parts of such areas in Oak Ridge, Tennessee; Los Alamos, New Mexico; and Hanford, Washington. Directs the Secretary of the Interior (the Secretary) and the Secretary of Energy (DOE) to enter into an agreement to govern their respective roles in administering the facilities, lands, or interests in land under the DOE's jurisdiction to be included in the Park. Adds to the Park lands, interests in land, or facilities within the eligible areas which are acquired by the Secretary or are included in an amendment to the agreement. Requires the Secretary to develop a general management plan for the Park. Authorizes the Secretary to: (1) provide interpretive tours of historically significant Manhattan Project sites and resources in Tennessee, New Mexico, and Washington state that are located outside the boundary of the Park; and (2) enter into one or more agreements with the head of a federal agency to provide public access to, and management, interpretation, and historic preservation of, historically significant Project resources under the agency's control.

Declares that when the Senate adjourns on May 24, 2012, it stand adjourned as a further mark of respect to the memory of the former Member of Congress.

Paycheck Fairness Act - Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for, enforcement of, and exceptions to prohibitions against sex discrimination in the payment of wages. Revises the exception to the prohibition for a wage rate differential based on any other factor other than sex. Limits such factors to bona fide factors, such as education, training, or experience. States that the bona fide factor defense shall apply only if the employer demonstrates that such factor: (1) is not based upon or derived from a sex-based differential in compensation, (2) is job-related with respect to the position in question, and (3) is consistent with business necessity. Makes such defense inapplicable where the employee demonstrates that: (1) an alternative employment practice exists that would serve the same business purpose without producing such differential, and (2) the employer has refused to adopt such alternative practice. Revises the prohibition against employer retaliation for employee complaints. Prohibits retaliation for inquiring about, discussing, or disclosing the wages of the employee or another employee in response to a complaint or charge, or in furtherance of a sex discrimination investigation, proceeding, hearing, or action, or an investigation conducted by the employer. Makes employers who violate sex discrimination prohibitions liable in a civil action for either compensatory or (except for the federal government) punitive damages. States that any action brought to enforce the prohibition against sex discrimination may be maintained as a class action in which individuals may be joined as party plaintiffs without their written consent. Authorizes the Secretary of Labor (Secretary) to seek additional compensatory or punitive damages in a sex discrimination action. Requires the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs to train EEOC employees and affected individuals and entities on matters involving wage discrimination. Authorizes the Secretary to make grants to eligible entities for negotiation skills training programs for girls and women. Directs the Secretary and the Secretary of Education to issue regulations or policy guidance to integrate such training into certain programs under their Departments. Directs the Secretary to conduct studies and provide information to employers, labor organizations, and the general public regarding the means available to eliminate pay disparities between men and women. Establishes the Secretary of Labor's National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. Amends the Civil Rights Act of 1964 to require the EEOC to collect from employers pay information data regarding the sex, race, and national origin of employees for use in the enforcement of federal laws prohibiting pay discrimination. Directs: (1) the Commissioner of Labor Statistics to continue to collect data on women workers in the Current Employment Statistics survey, (2) the Office of Federal Contract Compliance Programs to use specified types of methods in investigating compensation discrimination and in enforcing pay equity, and (3) the Secretary to make accurate information on compensation discrimination readily available to the public. Directs the Secretary and the Commissioner [ sic ] of the EEOC jointly to develop technical assistance material to assist small businesses to comply with the requirements of this Act.

Rural Hospital Access Act of 2012 - Amends title XVIII (Medicare) of the Social Security Act to extend through FY2013: (1) the Medicare-dependent hospital (MDH) program; and (2) increased payments under the Medicare low-volume hospital program.

Columbine-Hondo Wilderness Act - Designates specified land in Carson National Forest in New Mexico, which shall be known as the Columbine-Hondo Wilderness, as a component of the National Wilderness Preservation System. Releases any federal land within the Columbine-Hondo Wilderness Study Area administered by the Forest Service that is not designated as wilderness by this Act from further review for designation as wilderness. Modifies the boundary of the Wheeler Peak Wilderness in New Mexico as specified on the map entitled "Columbine-Hondo, Wheeler Peak Wilderness." Directs the Secretary of Agriculture (USDA) to convey to the town of Red River in New Mexico, one or more parcels of federal land in Taos County, New Mexico, identified as Parcels, 1, 2, 3, and 4 on the map entitled "Town of Red River Town Site Act Proposal" (the Red River Conveyance Map). Directs the Secretary to convey to the village of Taos Ski Valley in New Mexico the National Forest System land identified as parcel 1 on the map entitled "Village of Taos Ski Valley Town Site Act Proposal." Authorizes the conveyance of certain National Forest System land in New Mexico involving Parcels 5 and 6 as identified on the Red River Conveyance Map.

Helium Stewardship Act of 2012 - Amends the Helium Act to name all U.S.-owned helium reserves the Federal Helium Reserve, including: (1) the Cliffside Field helium storage reservoir; (2) the federally owned helium pipeline system; and (3) all associated infrastructure owned, leased, or managed under contract by the Secretary of the Interior for helium storage, transportation, withdrawal, purification, or management. Revises the authority of the Secretary of the Interior (Secretary) to offer crude helium for sale for federal, medical, scientific, and commercial uses, dividing such sales into three phases the second of which is to maximize total recovery of helium from the Reserve. Authorizes extramural holders of federal research grants, as well as federal agencies, to purchase refined helium for federal uses, including medical and scientific uses, from persons who have entered into enforceable contracts to purchase an equivalent quantity of crude helium from the Secretary. Replaces the current formula for determining the price of helium with guidelines referring to current market crude helium prices. Directs the Secretary, acting through the Director of the U.S. Geological Survey, to undertake a national helium gas assessment. Directs the Secretary of Energy (DOE) to support research, development, commercial application, and conservation programs to: (1) expand domestic production of low-Btu gas and helium resources, (2) separate and capture helium from natural gas streams at the wellhead, and (3) reduce venting helium and helium-bearing low-Btu gas during natural gas operations. Instructs the Secretary of Energy to support or carry out directly research programs to develop: (1) advanced membrane technology, (2) helium separation technology, and (3) low-cost technologies and technology systems for recycling, reprocessing, and reusing helium (industrial helium program). Directs the Secretary of the Interior to cooperate with the Secretary of Energy on any assessment or research regarding extraction and refinement of the isotope helium-3 from crude helium at the Reserve or along the helium pipeline system. Amends the Soda Ash Royalty Reduction Act of 2006 to extend from 5 to 7 years the reduced royalty rate on soda ash produced from federal land.

Stop the Student Loan Interest Rate Hike Act of 2012 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to make the 3.4% interest rate on Direct Stafford loans first disbursed to undergraduate students between July 1, 2011, and July 1, 2012, applicable to Direct Stafford loans first disbursed to undergraduate students between July 1, 2011, and July 1, 2013. Amends the Internal Revenue Code and title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require certain shareholders of a subchapter S corporation engaged as a partner in a professional service business to include income or loss attributable to such business in their net earnings from self-employment for employment tax purposes. Restricts such tax treatment to shareholders whose modified adjusted gross income exceeds a specified amount that varies based on their tax filing status. Defines a "professional service business" as any trade or business providing services in the fields of health, law, lobbying, engineering, architecture, accounting, actuarial science, performing arts, consulting, athletics, investment advice or management, or brokerage services.

Supports the ideals of World Malaria Day, including the target of ending malaria deaths by 2015. Recognizes the importance of reducing malaria to improve child and maternal health, especially in sub-Saharan Africa. Commends the progress made toward reducing global malaria prevalence and deaths, particularly through the efforts of the President's Malaria Initiative and the Global Fund to Fight AIDS, Tuberculosis, and Malaria. Recognizes the goals to combat malaria in the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008. Supports: (1) public-private partnerships to develop more effective and affordable tools for malaria diagnosis, treatment, and vaccination; and (2) continued U.S. leadership and investment in efforts to combat malaria as a critical part of the President's Global Health Initiative. Encourages members of the international community to sustain and scale up their support for efforts to combat malaria.

Patient Safety and Generic Labeling Improvement Act - Amends the Federal Food, Drug, and Cosmetic Act to allow the holder of an approved abbreviated new drug application (generic drug approval) to change the labeling of a drug so approved in the same manner authorized by regulation for the holder of an approved new drug application. Allows conforming changes to be ordered to the labeling of the equivalent listed drug and each drug approved under the abbreviated new drug application process that corresponds to such listed drug.

Authorizes the President to annually issue a proclamation: (1) designating March 29 as Welcome Home Vietnam Veterans Day, (2) honoring and recognizing the contributions of veterans who served in Vietnam during war and peace, (3) encouraging state and local governments to establish a Welcome Home Vietnam Veterans Day, and (4) encouraging the people of the United States to observe such Day with appropriate ceremonies and activities.
