Home Star Energy Retrofit Act of 2010

Home Star Energy Retrofit Act of 2010 - Requires the Secretary of Energy to establish: (1) the Home Star Retrofit Rebate Program to provide rebates to contractors to be passed through as discounts to homeowners who retrofit their homes to achieve energy savings; (2) a Federal Rebate Processing System to enable rebate aggregators to submit claims for reimbursement; and (3) a national retrofit website and public information campaign that provide information on the Program. Requires the Secretary to: (1) develop a network of rebate aggregators that can facilitate the delivery of rebates to reimburse participating contractors; and (2) develop guidelines for states to allow utilities participating as rebate aggregators to count the energy savings from their participation toward state-level energy saving targets. Sets forth eligibility criteria for rebate aggregators. Establishes: (1) a Silver Star Home Energy Retrofit Program to award rebates during the first year after this Act's enactment for the energy retrofit of a home for the installation of specified energy saving measures, including air-sealing and insulation measures, duct seal or replacement, window or door replacement, heating or cooling system replacement, and water heater replacement; and (2) a Gold Star Home Energy Retrofit Program to award rebates for retrofits that achieve whole home energy savings. Sets forth provisions concerning: (1) the amount of the rebates (up to $3,000 per home for Silver Star rebates or $8,000 per home for Gold Star rebates); and (2) the treatment of rebates for tax purposes (excluded from taxable income). Requires a state that receives funding under this Act to submit to the Secretary a plan to implement a quality assurance program that covers all federally assisted residential efficiency retrofit work administered, supervised, or sponsored by the state. Requires the Secretary to establish a Home Star Energy Efficiency Loan Program to make funds available to states to support financial assistance provided by qualified financing entities for making, to existing homes, energy efficiency improvements that qualify under the Silver Star or Gold Star programs.

Directs the Secretary to make grants to such entities to defray related costs, including costs for equipment and labor. Directs the Secretary to contact with a qualified entity to provide: (1) verification and measurement activities for the Rural Utilities Service, including training; and (2) technical assistance and training for employees of eligible entities. Directs the Secretary to enter into agreements with eligible entities, or groups of eligible entities, that have specified energy efficiency programs for energy efficiency loan demonstration projects.

Military Readiness Enhancement Act of 2010 - Repeals current Department of Defense (DOD) policy concerning homosexuality in the Armed Forces. Prohibits the Secretary of Defense (Secretary), and the Secretary of Homeland Security (DHS) with respect to the Coast Guard when it is not operating as a service in the Navy, from discriminating on the basis of sexual orientation against any member of the Armed Forces or any person seeking to become a member. Authorizes the re-accession into the Armed Forces of otherwise qualified individuals previously separated on the basis of sexual orientation. Directs the Secretary to establish in DOD the Pentagon Working Group to report recommendations regarding the implementation of this Act. Requires such report to be submitted to the congressional defense committees. Requires the Secretary to: (1) revise DOD regulations and issue new regulations as necessary to implement this Act; and (2) direct each military department Secretary to do the same. Directs the Secretary to report on the compliance of institutions of higher education with federal law concerning the denial of access by such institutions to Reserve Officer Training Corps (ROTC) military recruiting on campus, as well as a description of actions taken to effect the denial of certain federal funding to institutions that continue to prevent ROTC access.

National Energy Efficiency Enhancement Act of 2010 - Amends the Energy Policy and Conservation Act to set forth provisions concerning establishing standards for: (1) a minimum level of energy efficiency or a maximum quantity of water use for clothes washers and dishwashers; (2) the seasonal energy efficiency ratio of central air conditioners and central air conditioning heat pumps manufactured on or after January 1, 2015; (3) the annual fuel utilization efficiency of non-weatherized furnaces manufactured on or after May 1, 2013; (4) the energy conservation of heat pump pool heaters; and (5) the energy efficiency of pole-mounted outdoor luminaires and high light output double-ended quartz halogen lamps. Revises provisions concerning prescribing new or amended standards. Sets forth provisions concerning establishing regional energy efficiency standards for such: (1) central air conditioners and their heat pumps; and (2) non-weatherized furnaces. Requires the Secretary of Energy to publish rules that determine whether the Secretary should: (1) establish standards for through-the-wall central air conditioners, through-the-wall central air conditioning heat pumps, and small duct, high velocity systems; and (2) amend standards for weatherized furnaces. Amends the Energy Conservation Program for Consumer Products Other Than Automobiles to: (1) revise exceptions from preemption requirements for certain building code requirements; (2) provide that No-Load Mode energy efficiency standards do not apply to specified external power supplies manufactured before July 1, 2017; and (3) revise labeling rules for "covered products." Prohibits the manufacture of general purpose mercury vapor lamps on or after January 1, 2016. Provides that state energy conservation standards that are adopted by January 1, 2015, pursuant to statutory requirements to adopt efficiency standards for reducing outdoor lighting energy use enacted prior to January 31, 2008, will not be preempted by federal standards. Authorizes the Secretary to incorporate smart grid technologies or capabilities into energy conservation standards. Requires sates to give notice to the Administrator of the Environmental Protection Agency (EPA) about a state or local public comment period with respect to local laws prohibiting, limiting, or restricting the use of alternative refrigerants for specific end uses.

International Violence Against Women Act of 2010 - Directs: (1) the Secretary of State to designate an Ambassador-at-Large for Global Women's Issues; and (2) the Administrator of the United States Agency for International Development (USAID) to designate a Women's Development Advisor. Directs the Secretary to: (1) develop a comprehensive strategy to prevent violence against women and girls; (2) prepare a public report on best practices for preventing and addressing violence against women and girls internationally; and (3) determine emergency response measures to identified critical or widespread incidents of violence against women and girls in situations of armed conflict. Authorizes the Secretary and the Administrator to provide assistance to nongovernmental organizations, multilateral institutions, and foreign countries to implement such strategy and related activities. Requires that special efforts be made to award amounts appropriated under this Act to community-based and women's nongovernmental organizations in recipient countries. Directs the Secretary and the Secretary of Defense (DOD) to: (1) incorporate training on prevention and response into the basic training curricula of foreign military forces and judicial officials; and (2) ensure that U.S. assistance to units involved in regional or multilateral peacekeeping operations includes such training. Authorizes the Ambassador to provide guidance to the Administrator and the Assistant Secretary for Population, Refugees, and Migration. Authorizes the Secretary to provide guidance on preventing and responding to violence against women and girls to the Secretary of Defense when U.S. military personnel, military contractors, and military observers are to be deployed in humanitarian relief, conflict, and post-conflict settings. Directs the Secretary to make U.S. financial, material, human, and other resources available to assist U.N. efforts to: (1) implement training programs in prevention and response to violence against women and girls for peacekeeping and humanitarian personnel; (2) enhance the deployment of military and civilian women in peacekeeping missions; and (3) improve protection mechanisms at U.N. managed refugee and internally displaced persons camps.

Coordinates specified benefits with respect to the Compact of Free Association (as defined by this Act). Directs the Secretary of the Interior to use amounts appropriated by this Act to supplement health care in the communities affected by the U.S. nuclear testing program, including outer island primary healthcare facilities of the Republic of the Marshall Islands in: (1) Enewetak Atoll, (2) Kili (until the resettlement of Bikini); (3) Majetto Island in Kwajalein Atoll (until the resettlement of Rongelap Atoll); and (4) Utrik Atoll. Provides for a National Academy of Sciences assessment of the U.S. nuclear testing program's health impacts on the residents of the Republic of the Marshall Islands.

Gas Turbine Efficiency Act of 2009 - Directs the Secretary of Energy to carry out a research, development, and technology demonstration program to improve the efficiency of gas turbines used in power generation systems and to identify the technologies that will lead to gas turbine combined cycle efficiency of 65% or simple cycle efficiency of 50%. Requires the program to: (1) support first-of-a-kind engineering and detailed gas turbine design for megawatt-scale and utility-scale electric power generation; (2) include technology demonstration through component testing, subscale testing, and full scale testing in existing fleets; (3) include field demonstrations of the developed technology elements to demonstrate technical and economic feasibility; and (4) assess overall combined cycle and simple cycle system performance. Delineates as the goals of the program: (1) in phase I, to develop the conceptual design of, and to develop and demonstrate the technology required for, advanced high efficiency gas turbines that can achieve at least 62% combined cycle efficiency or 47% simple cycle efficiency on a lower heating value basis; and (2) in phase II, to develop the conceptual design for advanced high efficiency gas turbines that can achieve at least 65% combined cycle efficiency or 50% simple cycle efficiency on a lower heating value basis. Directs the Secretary, in selecting program proposals, to emphasize the extent to which the proposal will: (1) stimulate the creation or increased retention of jobs in the United States; and (2) promote and enhance U.S. technology leadership.

Small Business Job Creation and Access to Capital Act of 2009 - Amends the Small Business Act to increase maximum amounts of loans under the following Small Business Administration (SBA) loan programs: (1) the section 7(a) (general small business loans) guaranteed loan program; (2) the section 504 (state and local development company) program; and (3) the Microloan (small-scale loans to start-up, newly-established, and growing small businesses) program. Amends the American Recovery and Reinvestment Act of 2009 to extend through 2010 SBA authority to reduce or eliminate loan fees on section 7(a) and 504 loans. Amends the Small Business Investment Act of 1958 to apply single-business investment limits to SBA-recognized new markets venture capital companies. Directs the SBA Administrator to establish for prospective borrowers an alternative small business size standard that uses maximum tangible net worth and average net income as an alternative to the use of industry standards. Expresses the sense of Congress that the Administrator should establish a website that: (1) lists SBA lenders and provides loan rate information; and (2) allows prospective borrowers to compare rates on SBA-guaranteed loans. Amends provisions of the Small Business Investment Act of 1958 relating to the local development business loan program to allow a small business borrower under such program to refinance a previous business debt: (1) that was incurred no less than two years before application for the SBA loan; (2) that is a commercial loan; (3) that is not guaranteed by a federal agency; (4) the proceeds of which were used to acquire a fixed asset for the benefit of the small business; (5) that is collateralized by fixed assets; and (6) for which the borrower has been current on all payments for at least one year. Allows the Administrator to provide financing under such program for a borrower that meets certain job creation or retention goals. Provides an alternate job retention goal for which a borrower may qualify.

("Uncertified states and Indian tribes" are those which have not certified to the Secretary of the Interior completion of their abandoned coal mine reclamation work.)

Lifetime Income Disclosure Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to require the quarterly pension benefit statement furnished to a participant or beneficiary with the right to direct the investment of assets in his or her account under an individual account plan to include a lifetime income disclosure at least once every calendar year. Requires such a lifetime income disclosure to set forth the annuity equivalent of the participant's or beneficiary's total benefits accrued. Defines an annuity equivalent of the total benefits accrued as the monthly annuity payment the participant or beneficiary would receive at the plan's normal retirement age if those total accrued benefits were used on the date of the lifetime income disclosure to purchase certain qualified joint and survivor life annuities whose annuity payments would commence at the plan's normal retirement age. Directs the Secretary of Labor to: (1) issue a model lifetime income disclosure, written in a manner which can be understood by the average plan participant; and (2) prescribe assumptions that plan administrators may use in converting total accrued benefits into annuity equivalents. Declares that no plan fiduciary, plan sponsor, or other person shall have any liability under ERISA solely by reason of the provision of annuity equivalents derived in accordance with such assumptions and related rules and including explanations contained in the model lifetime income disclosure.

Requires the Secretary to select proposals for such cooperative agreements through the use of competitive procedures and an impartial review of their scientific and technical merit.

Natural Resources Climate Adaptation Act - Declares as the purposes of this Act to: (1) integrate federal agency activities to respond to ongoing and expected impacts of climate change by protecting, restoring, and conserving the natural resources and associated ecosystem services of the United States; and (2) provide financial support and incentives for authorized programs, strategies, and activities to protect, restore, and conserve natural resources and associated ecosystem services in response to threats and effects of climate change. Requires the Secretaries of the Interior and Commerce (Secretaries) to: (1) establish procedures for coordinating among federal agencies the development and dissemination of science and information necessary to address the impacts of climate change on natural resources; and (2) issue, with the Secretary of Agriculture, a climate change impact survey that identifies natural resources likely to be adversely affected by climate change. Requires the Secretary of the Interior to establish the National Fish and Wildlife Habitat and Corridors Information Program to develop a national database regarding fish and wildlife habitat and corridors. Requires the Secretaries and the Secretary of Agriculture to establish a Natural Resources Adaptation Science Advisory Board to advise federal agencies on the impacts of climate change and natural resources adaptation. Requires the Secretary of the Interior to establish the National Climate Change and Wildlife Center within the United States Geological Survey (USGS). Requires the President to establish a Natural Resources Climate Change Adaptation Panel to develop a Natural Resources Climate Change Adaptation Strategy. Requires each federal agency on the Panel to complete a natural resources adaptation plan. Requires each state seeking funds under this Act to prepare a state natural resources adaptation plan to address the ongoing and expected impacts of climate change on natural resources within the state. Establishes in the Treasury the Natural Resources Climate Change Adaptation Fund to provide funding to states to carry out natural resources adaptation activities.

Expedited CARD Reform for Consumers Act of 2009 - Amends the Credit Card Accountability Responsibility and Disclosure Act of 2009 (Credit CARD Act of 2009) to move up the effective date of the Act from February 20, 2010, to December 1, 2009. Amends the Truth in Lending Act to move up also to December 1, 2009: (1) the deadline by which the Board of Governors of the Federal Reserve System must issue final implementing rules for required creditor reviews of changes in factors considered in past consumer annual percentage interest rate (APR) increases when determining whether to reduce the APR; and (2) the effective date of the creditor review requirement. Moves up to the same date: (1) the effective date of the requirement that any penalty fee or charge that a credit card issuer may impose, including a late payment fee, over-the-limit fee, or any other penalty fee or charge, be reasonable and proportional to the omission or violation to which it relates; and (2) the deadline for the Board to issue final implementing rules establishing standards for assessing whether any such penalty fee or charge is reasonable and proportional. Amends the Electronic Fund Transfer Act to move up to December 1, 2009, as well the effective dates of the Act's: (1) prohibition against the imposition of a dormancy fee, an inactivity charge or fee, or a service fee with respect to general use prepaid cards, certificates, and store gift cards; and (2) the deadline by which the Board must issue final implementing regulations.

Udall Foundation Act; (2) the Morris K Udall Scholarship and Excellence in National Environmental Policy Trust Fund, the Morris K Udall and Stewart L. Udall Trust Fund; (3) the Morris K. Udall Scholarship and Excellence in National Environmental Policy Foundation, the Morris K. Udall and Stewart L. Udall Foundation; and (4) Morris K. Udall Scholars, Udall Scholars. Requires the Executive Director of the Foundation to be paid at a senior executive rate. Directs the Foundation to award grants to the Udall Center for Studies in Public Policy, at the University of Arizona, to conduct training, research, and other activities with regard to the involvement of Native American and Alaska Native professionals in health care and public policy. Allows the use of reasonable amounts of the Trust Fund for official reception and representation expenses, not to exceed $5,000 for a fiscal year. Sets forth administrative provisions that allow the Foundation to: (1) appoint personnel without regard to federal law provisions governing appointments in the competitive service; (2) pay up to four employees, in addition to the Executive Director, at senior executive pay rates; and (3) rent office space in the District of Columbia or its environs.

Russell National School Lunch Act and the Child Nutrition Act of 1966 to expand eligibility for free meals under the school lunch and breakfast programs to children whose family income falls at or below 185% of the federal poverty guidelines. Phases-in this eligibility expansion by increasing the income eligibility level in annual increments until it reaches 185% of the federal poverty guidelines for the school year beginning on July 1, 2013. (This will make all children who are eligible for reduced price meals eligible for free meals on such date.)

Roadless Area Conservation Act of 2009

Roadless Area Conservation Act of 2009 - Prohibits road construction and road reconstruction in inventoried roadless areas of the National Forest System. Specifies exceptions, including because: (1) there is threat of a catastrophic event; (2) a natural resource restoration action is necessary; or (3) a federal-aid highway project is in the public interest or is consistent with the purposes for which the land was reserved or acquired. Prohibits timber from being cut, sold, or removed in an inventoried roadless area. Permits various exceptions, including for specified environmental reasons, if the responsible official determines that the cutting, sale, or removal of timber is expected to be infrequent. Authorizes the Secretary of Agriculture, acting through the Chief of the Forest Service, to make modifications to roadless area maps to improve their accuracy or inclusiveness. Instructs the Secretary, in order to evaluate the effect of a modification to a roadless area map, to prepare an environmental impact statement or similar analysis required under the National Environmental Policy Act of 1969. Declares that this Act does not: (1) revoke, suspend, or modify legal instruments and decisions concerning the use of NFS land made before January 12, 2001; (2) compel the amendment or revision of any land and resource management plan; or (3) apply to specified activities in the Tongass National Forest. States that the prohibitions and restrictions of this Act cannot be reconsidered, modified, or terminated under the Forest and Rangeland Renewable Resources Planning Act of 1974.
