Returning Government to the American People Act - Declares that: (1) the Bush Administration should not rush into effect major new controversial regulations in its closing days; (2) the incoming Administration, working with the Congress, should review and, if appropriate, revise or reject such regulations; and (3) Congress should enact and the President should sign legislation necessary to ensure the new Administration has that opportunity.

Restoring America's Power Act of 2009 - Expresses the sense of Congress that Congress should enact, and the President should sign, legislation to restore and enhance U.S. national security by: (1) strengthening America's military capabilities and recognizing the service of our troops and the commitment of their families; (2) addressing the threat posed by al Qaeda and other terrorist groups and refocusing on Afghanistan and Pakistan as the United States transitions in Iraq; (3) defeating extremist ideology; and (4) reducing the threat posed by unsecured nuclear materials and other weapons of mass destruction and addressing the security challenges posed by Iran and North Korea.

Amends the Internal Revenue Code to exempt interest earned on tax-exempt private activity bonds from the alternative minimum tax (AMT) and to exclude such interest as an adjustment to current earnings for purposes of computing alternative minimum taxable income.

Prevention First Act - Title X Family Planning Services Act of 2009 - Authorizes appropriations for family planning services grants and contracts under the Public Health Service Act (PHSA). Equity in Prescription Insurance and Contraceptive Coverage Act of 2007 [sic] - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and PHSA to prohibit a group health plan from excluding or restricting benefits for prescription contraceptive drugs, devices, and outpatient services if the plan provides benefits for other outpatient prescription drugs, devices, or outpatient services. Applies such prohibitions to coverage offered in the individual market. Emergency Contraception Education Act of 2009 - Directs the Secretary of Health and Human Services to develop and disseminate information on emergency contraception to the public and to health care providers. Compassionate Assistance for Rape Emergencies Act of 2009 - Requires hospitals, as a condition of receiving federal funds, to offer and to provide, upon request, emergency contraception to victims of sexual assault. At-Risk Communities Teen Pregnancy Prevention Act of 2009 - Authorizes the Secretary to award grants for teenage pregnancy prevention programs. Requires the Secretary to award grants for teenage pregnancy prevention research. Truth in Contraception Act of 2009 - Requires that any information concerning the use of a contraceptive provided through specified federally funded education programs be medically accurate and include health benefits and failure rates. Unintended Pregnancy Reduction Act of 2009 - Amends title XIX (Medicaid) of the Social Security Act to expand Medicaid's coverage of family planning services. Responsible Education About Life Act of 2009 - Requires the Secretary to make grants to states for family life education, including education on abstinence and contraception, to prevent teenage pregnancy and sexually transmitted diseases. Prevention Through Affordable Access Act - Expands Medicaid rebates to manufacturers for the sale of covered outpatient drugs at nominal prices to include sales to student health care facilities and entities offering family planning services.

Fiscal Responsibility Act of 2009 - Expresses the sense of Congress that Congress and the President should restore fiscal discipline and begin to address the long-term fiscal challenges facing the United States through certain measures. Specifies among such measures: (1) strong pay-as-you-go rules, to help block the approval of measures that would increase the deficit; and (2) recognition of warnings by both the Government Accountability Office (GAO) and the Congressional Budget Office (CBO) that the federal budget is on an unsustainable path of rising deficits and debt. Urges establishment of a process to: (1) analyze the current and long-term federal actuarial financial condition and the gap between the federal projected revenues and expenditures; (2) identify factors that affect the federal long-term fiscal balance; (3) analyze potential courses of action to address them; and (4) seek a bipartisan agreement, or set of agreements, that will significantly improve the nation's long-term fiscal imbalances and the gap between projected revenues and expenditures, ensure U.S. economic security, and expand future prosperity and growth for all Americans. Urges as well reviews of: (1) all federal spending and tax expenditures by the Director of the Office of Management and Budget (OMB) to identify items that are outdated, inefficient, poorly run, unnecessary, or otherwise undeserving of scarce federal resources or in need of reform; and (2) the current federal taxation system to ensure that burdens are borne fairly and equitably.

Middle Class Opportunity Act of 2009 - Declares that Congress should enact, and the President should sign, legislation to improve the lives of middle class families and provide them with greater opportunity to achieve the American dream by: (1) providing middle class tax relief while making the tax laws simpler and more reliable; (2) promoting investments in the new economy and enacting policies that create good, well-paying domestic jobs, and promoting families by improving the access and affordability of child and elder care; (3) enhancing the incentives and protections to help middle class families adequately meet their needs in retirement; (4) improving programs to help families acquire the education and training to be productive participants in the modern economy; (5) restoring fairness, prosperity, and economic security for working families by ensuring workers can exercise their rights to freely choose to form a union without employer interference; and (7) removing barriers to fair pay for all workers.

Expresses opposition to the Environmental Protection Agency (EPA) proposal entitled "Prevention of Significant Deterioration New Source Review: Refinement of Increment Modeling Procedures" and urges that the rule be withdrawn. Finds that EPA has proposed multiple changes to the PSD program that would conflict with Congress's statutory scheme to preserve, protect, and enhance air quality in national parks, wilderness areas, monuments, and seashores, and in other areas of special natural, recreational, scenic, or historic value.

Measuring American Poverty Act of 2008 - Amends the Public Health Service Act to direct the Bureau of the Census, in collaboration with the Bureau of Labor Statistics, to calculate modern poverty thresholds and modern poverty rates for each calendar year. Declares that the modern poverty threshold for a reference family consisting of two adults and their two related children shall be an amount equal to the average of 120% of the 33rd percentile of the distribution of annual expenditures by such families on food, clothing, and shelter during each of the three most recent years for which data is available from the Consumer Expenditure Survey, a superior federal government source of data, or some combination of such sources. Prescribes requirements for determining modern poverty rates. Directs the Bureau of the Census, in collaboration with the Bureau of Labor Statistics (BLS), to contract with the National Academy of Sciences (NAS) to develop and publish methods of: (1) calculating a decent living standard threshold; and (2) measuring the extent to which the income of families in the United States is sufficient to meet it. Directs the Bureau of the Census, in collaboration with BLS, the Agency for Healthcare Research and Quality, and the Centers for Medicare and Medicaid Services to contract with NAS to develop and publish a method of: (1) measuring the extent of medical care risk in the United States; and (2) calculating the number and percentage of individuals in the United States who lack adequate health insurance, leaving them at risk of being unable to afford needed treatment.

Obesity Prevention, Treatment, and Research Act of 2008 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (the Secretary) to convene a United States Council on Overweight-Obesity Prevention with duties to include developing strategies to comprehensively prevent, treat, and reduce overweight and obesity. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish a grant demonstration and pilot program to address overweight and obesity issues, including through promoting increased physical activity and healthier lifestyles. Authorizes the Secretary, acting through the Director of CDC, to award grants to promote health behaviors for women and children in target populations. Provides for the collection and analysis of data on fitness levels, health, and nutrition. Includes community education programs designed to address and prevent overweight, obesity, and eating disorders as activities states may carry out under preventive health services and health services block grants. Requires the Secretary and the Secretary of Agriculture to update and reform federal oversight of food and beverage labeling. Amends the Richard B. Russell National School Lunch Act to provide for additional funding for a program to make free fresh fruits and vegetables available in elementary schools. Amends the Medicare, Medicaid, State Children's Health Insurance Program (SCHIP), and Maternal and Child Health Services Block Grant titles of the Social Security Act to provide for coverage of certain services related to overweight and obesity, including diet and exercise counseling, medical nutrition therapy services, and weight and body mass index (BMI) measurement and monitoring.

Prevent Excessive Speculation Act - Amends the Commodity Exchange Act to extend its coverage to specified energy commodities, including: (1) crude oil; (2) natural gas; (3) coal; (4) gasoline, heating oil, diesel fuel, and any other source of energy derived from coal, crude oil, or natural gas; (5) electricity; and (6) renewable biomass-derived fuels. Prohibits the Commodity Futures Trading Commission (CFTC) from permitting a foreign board of trade to provide its members or other participants subject to CFTC jurisdiction direct access to its electronic trading and order matching system unless it meets specified requirements. Authorizes the CFTC to: (1) require recordkeeping by any person either located within the United States or entering trades directly into the trade matching system of a foreign board of trade from the United States; and (2) require a person in the United States or subject to CFTC jurisdiction to limit or liquidate any position on a foreign board of trade to reduce the threat of price manipulation. Directs the CFTC to convene a working group of international regulators to develop uniform international reporting and regulatory standards to ensure protection of energy futures markets from nonlegitimate hedge trading, excessive speculation, manipulation, location shopping, and lowest common denominator regulation, each of which poses systemic risks to all energy futures markets, countries, and consumers. Directs the CFTC to establish position limits for energy and agricultural commodities. Authorizes the CFTC to require or permit a contract market, derivatives transaction execution facility, or electronic trading facility with respect to a significant price discovery contract to establish and enforce position accountability. Authorizes the CFTC to exercise oversight over any disturbance in a commodity market that disrupts its liquidity and price discovery function from accurately reflecting a commodity's supply and demand ("major market disturbance"). Sets forth reporting requirements for covered traders. Requires the CFTC to identify each large over-the-counter transaction or class of such transactions in order to detect and prevent potential price manipulation of, or excessive speculation in, any contract listed for trading on a registered entity. Instructs the CFTC to: (1) routinely require detailed reporting from index traders and swap dealers in markets under its jurisdiction; and (2) review the trading practices for index traders in markets under its jurisdiction to ensure that index trading is not adversely impacting the price discovery process. Requires the CFTC to disaggregate and make public monthly: (1) the number of positions and total value of index funds and other passive, long-only positions in energy and agricultural markets; and (2) data on speculative positions relative to bona fide physical hedgers in such markets. Directs the CFTC to appoint additional CFTC enforcement employees. Establishes a Working Group on Energy Markets to: (1) investigate energy commodity speculation's effect on U.S. energy prices and energy security; (2) recommend to the President and Congress laws to prevent such speculation; (3) review energy security considerations posed by developments in international energy markets; and (4) conduct a study of the energy market framework. Amends the Department of Energy Organization Act to require each federal agency to provide information to the Administrator of the Energy Information Administration for identification of each energy-producing company. Establishes within such Administration a Financial Market Analysis Office responsible for financial analysis of energy markets. Directs the Federal Energy Regulatory Commission (FERC) to report to specified congressional committees on the role of financial institutions in natural gas markets. Directs the Comptroller General of the United States to report to specific congressional committees on: (1) the international regime for regulating the trading of energy commodity futures and derivatives; and (2) the effects of noncommercial speculators upon energy futures markets and energy prices.

Urges the President, the U.N. Secretary-General, the African Union, and members of the international community to pursue a comprehensive solution to the crisis in Darfur, Sudan. Condemns: (1) the government of Sudan for its continued obstruction of the deployment of United Nations-African Union peacekeepers; and (2) the ongoing acts of violence in, and obstruction of aid to, Darfur committed by all parties. Calls upon the government of Sudan and armed parties in the region to declare a cessation of hostilities, abide by the U.N. arms embargo, cease attacks upon humanitarian organizations, and participate in international efforts to negotiate a political settlement.

Municipal Bond Market Support Act of 2008 - Amends Internal Revenue Code provisions relating to the small issuer exemption from interest expense allocation rules for financial institutions to: (1) increase from $10 to $30 million the annual limit on small issuers of tax-exempt municipal bonds; (2) allow an inflation adjustment to such increased limit amount after 2009; (3) repeal aggregation rules relating to the determination of small issuer eligibility; (4) allow small issuers an election to treat borrowers separately for purposes of issuance limitations; and (5) allow financial institutions and brokers to hold up to 2% of their assets in tax-exempt securities without affecting their interest expense tax deduction.

Designates October 3, 2008, as National Alternative Fuel Vehicle Day to promote programs and activities that will lead to the greater use of cleaner, more efficient transportation that uses new sources of energy. Urges Americans to: (1) increase the personal and commercial use of, and promote public sector adoption of, cleaner and energy-efficient alternative fuel and advanced technology vehicles; and (2) encourage the enactment of federal policies to reduce U.S. dependence on foreign oil through the advancement and adoption of alternative, advanced, and emerging vehicle and fuel technologies.

Support for Vulnerable and Displaced Iraqis Act of 2008 - Directs the Secretary of State to develop a comprehensive regional strategy to address the mass displacement of Iraqis inside Iraq and as refugees into neighboring countries. Requires that such strategy: (1) address the challenges facing Iraqi refugees; (2) address the government of Iraq's responsibility to help meet the humanitarian needs of its citizens in Iraq and the region and related U.S. support; (3) assess the needs of vulnerable Iraqis in Iraq, especially internally displaced persons and Iraqi refugees in the region; (4) include the number of refugees from Iraq that the United States plans to resettle in the United States; (5) describe U.S. government steps to engage the international community and the government of Iraq in implementing such strategy; and (6) include plans to assess the strategy's impact.

Social Security Number Protection Act of 2008 - Requires the Secretary of Health and Human Services to establish and begin to implement procedures to eliminate the unnecessary collection, use, and display of Social Security account numbers of Medicare beneficiaries on Medicare identification cards and communications. Prohibits a Social Security card also from storing a Social Security account number electronically. Allows the display of a Social Security number on written or electronic communications only if the Secretary determines that its inclusion on such communications is essential for the operation of the Medicare program.

Bars the promulgation or enforcement of any regulation that prohibits an individual from possessing a firearm, including an assembled or functional firearm, in any unit of the National Park System or the National Wildlife Refuge System if: (1) the individual is not otherwise prohibited by law from possessing the firearm; and (2) the possession of the firearm is in compliance with the law of the state relating to the possession of a firearm in a state park, state wildlife refuge, or similar unit of state land in the state in which the unit or that portion thereof is located.

National Integrated Public Health Surveillance Systems and Reportable Conditions Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) establish the Epidemiology and Laboratory Capacity Grant Program to assist public health agencies in improving surveillance for, and response to, infectious diseases and other conditions of public health importance; and (2) issue guidelines for public health entities relating to information systems to receive, monitor, and report infectious diseases and other such conditions. Authorizes the Secretary, acting through the Director, to: (1) address documented workforce shortages in state and local health departments in applied public health epidemiology and public health laboratory science and informatics; and (2) provide for the expansion of applied epidemiology training programs. Requires the Director, upon request, to assist the Council of State and Territorial Epidemiologists in developing or improving a process for states to conduct surveillance and submit reports to the Director on nationally notifiable diseases and conditions. Requires the Secretary to adopt and use guidelines to develop improved standards and protocols for binational epidemiology, surveillance, laboratory analyses, and control of infectious diseases between the United States and Mexico. Requires the Secretary, acting through the Director, to establish a committee to: (1) evaluate best practices in public health surveillance; and (2) assess systems needed for improving coordination among public health surveillance and monitoring systems.

Recognizes September 11, 2008, as a day of solemn commemoration of the events of September 11, 2001. Offers condolences to the families, friends, and loved ones of the innocent victims of the September 11, 2001, terrorist attacks. Honors the heroic service, actions, and sacrifices of first responders, law enforcement personnel, state and local officials, volunteers, and others who aided the victims and, in doing so, risked and often gave their own lives. Recognizes the service, actions, and sacrifices of U.S. personnel who have given so much to support our freedom and defend our security. Reaffirms that the people of the United States will never forget the challenges our country endured on and since September 11, 2001, and will work to defeat those who attacked us.

Time for Innovation Matters in Education Act of 2008 - Authorizes the Secretary of Education to award competitive matching grants to states to enable them to award competitive subgrants to local educational agencies (LEAs) or partnerships between LEAs and other public or nonprofit entities to plan and implement expanded learning time initiatives at high-need schools that they serve. Requires such initiatives to: (1) increase the total number of school hours each year at participant schools by at least 30%, compared to the school hours per year that are standard for comparable schools in their school district; and (2) expand learning time for all students in all grade levels in such schools, except in high schools where expanded learning time must apply to at least one entire grade level. Directs states to give subgrant priority to LEAs that serve a high percentage of students from low-income families and partnerships that include a community-based organization, institution of higher education, community learning center, or entity carrying out an after-school program. Permits the Secretary to: (1) award planning and implementation grants directly to a partnership that serves more than one area in more than one state; and (2) provide technical assistance to grantees and subgrantees in developing and implementing expanded learning time initiatives. Requires: (1) grantees to establish measures for assessing the success of their expanded learning time initiatives; and (2) the Secretary to contract with an independent organization with expertise in school improvement, program evaluation, and measurement to evaluate this Act's program and provide technical assistance to grantees and subgrantees in collecting data and evaluating their programs.

Comparative Effectiveness Research Act of 2008 - Amends title XI (General Provisions, Peer Review, and Administrative Simplification) of the Social Security Act to provide for a program of comparative effectiveness research for health care. Defines "comparative effectiveness research" as research evaluating and comparing the implications and outcomes of two or more health care strategies to address a particular medical condition. Establishes the Health Care Comparative Effectiveness Research Institute as a nonprofit, nongovernmental, corporation to conduct research on the effectiveness of health care treatments, including pharmaceuticals, medical devices and procedures, and other therapies. Requires the Institute to: (1) identify national priorities for comparative clinical effectiveness research; (2) establish and update a research project agenda and provide for peer review of research; (3) collect data on health care treatments; (4) establish a standing methodology committee for developing the science of comparative effectiveness research; and (5) disseminate research findings. Amends the Internal Revenue Code to establish in the Treasury the Comparative Effectiveness Research Trust Fund. Provides revenues for the Trust Fund by transferring amounts from the General Fund and the Medicare Federal Hospital Insurance and Federal Supplementary Medical Insurance Trust Funds and by imposing a fee on certain accident or health insurance policies and self-insured health plans. Requires the Comptroller General to review financial audits of the Institute and assess the adequacy and use of funding. Terminates all funding for the Trust Fund after FY2018. Requires the Comptroller General to report to Congress on the process for making national coverage determinations under the Medicare program.

Medical Device Safety Act of 2008 - Amends the Federal Food, Drug, and Cosmetic Act to provide that provisions preempting state and local requirements for medical devices intended for human use shall not be construed to modify or otherwise affect any action for damages or the liability of any person under state law. Makes this Act effective as if it were included in the Medical Device Amendments of 1976 and applicable to any civil action pending or filed on or after the date of enactment of this Act.

Aamodt Litigation Settlement Act - Authorizes, ratifies, and confirms the Settlement Agreement dated January 19, 2006, among New Mexico, the Pueblos of Nambe, Pojoaque, San Ildefonso, and Tesuque, the United States, the city of Santa Fe, and Santa Fe County and related agreements. Directs the Secretary of the Interior, acting through the Commissioner of Reclamation, to plan, design, and construct a Regional Water System to divert and distribute water to the Pueblos in accordance with the Agreement. Directs the Secretary, for the purpose of providing a reliable supply of water from the System for the Pueblos in accordance with the Agreement, to: (1) acquire rights to specified Nambe reserved water and water acquired by the County; (2) make a specified amount of water available to the Pueblos in accordance with the San Juan-Chama Project Act; and (3) obtain approval to divert such water for the System at points consistent with the Agreement. Establishes in the Treasury the Aamodt Settlement Pueblos Fund. Taos Pueblo Indian Water Rights Settlement Act - Authorizes, ratifies, and confirms the Settlement Agreement of March 31, 2006, between the United States, the Taos Pueblo, New Mexico, the Taos Valley Acequia Association and its 55 member ditches, Taos, the El Prado Water and Sanitation District (EPWSD), and the 12 Taos area Mutual Domestic Water Consumers Associations. Requires water rights to which the Taos Pueblo is entitled under the Partial Final Decree entered in New Mexico v. Abeyta and New Mexico v. Arellano to be held in trust by the United States. Directs the Secretary to provide financial assistance to: (1) the Pueblo to construct, replace, or rehabilitate water infrastructure, to protect the environment associated with the Buffalo Pasture area, and to enhance watershed conditions; and (2) eligible non-Pueblo entities for mutual benefits projects in accordance with the Agreement. Establishes in the Treasury a Taos Pueblo Water Development Fund. Authorizes the Pueblo to market its water rights under the Agreement. Directs the Secretary to enter into three repayment contracts by December 31, 2009, for the delivery of specified amounts of San Juan-Chama Project water to the Pueblo, the town of Taos, and EPWSD.

Honors the visionary and extraordinary work of Los Alamos National Laboratory in New Mexico and IBM (International Business Machines Corporation) for: (1) pushing the barriers of science and providing the United States with historic high-performance computing capabilities that will allow some of the most challenging problems in science and engineering to be solved, such as the safety of the nuclear deterrent of the United States, the human genome, and climate change; and (2) achieving the capability to make petaflop calculations (1,000,000,000,000,000 calculations per second) using the Roadrunner supercomputer, which is considered a crucial milestone internationally and a sign of U.S. competitiveness in the critical new area of high-performance computing.

SBIR/STTR Reauthorization Act of 2008 - Amends the Small Business Act with respect to: (1) authorization of the Small Business Innovation Research (SBIR) program and the Small Business Technology Transfer (STTR) program; (2) a Small Business Administration (SBA) Office of Technology; (3) set-asides and award levels; (4) allowance of awards for subsequent phases at another agency and under either program; (5) phase II invitation requirements; (6) allow majority-venture investment in SBIR firms; (7) special acquisition preferences for SBIR and STTR phase III awards; (8) collaboration requirements between SBIR/STTR participants and federal laboratories and research and development centers; (9) the Federal and State Technology Partnership (FAST) and Rural Outreach programs; (10) a workforce development pilot program; (11) technical assistance expenditures for SBIR and STTR awardees; (12) extension of the commercialization pilot program of the Department of Defense (DOD); (13) creation by agencies other than DOD of innovation development transition pilot programs; (14) submission of applications for the support of nanotechnology-related projects; (15) an advisory board to assess SBIR program management and effectiveness; (16) SBIR and STTR oversight and evaluation, including data collection procedures and public and government database information requirements; (17) federal compliance with SBIR and STTR funding allocation requirements; (18) continued National Academy of Sciences evaluation of the SBIR program; (19) report information concerning SBIR and STTR phase III awards; and (20) a Government Accountability Office (GAO) study concerning intellectual property protections under SBIR and STTR programs.

Amends the Public Health Service Act to require the Secretary of Health and Human Services to convene a Task Force on Obesity to: (1) establish a government-wide strategy for preventing and reducing overweight and obesity that includes defining clear roles, responsibilities, and accountability for all federal agencies; (2) coordinate effective interagency coordination and priorities for action among federal agencies, including short-term and long-term goals for childhood and adult obesity rates; and (3) implement, and evaluate the effectiveness of, such strategy.

Tribal Law and Order Act of 2008 - Amends the Indian Law Enforcement Reform Act to direct the Secretary of the Interior to submit to Congress a long-term plan to address incarceration in Indian country. Authorizes each U.S. Attorney serving a district that includes Indian country to appoint Special Assistant U.S. Attorneys to prosecute crimes in Indian country when the crime rate, or the rate at which criminal offenses are declined to be prosecuted, exceeds the national average. Establishes in the Department of Justice's (DOJ) criminal division an Office of Indian Country Crime. Requires the United States to maintain concurrent jurisdiction to prosecute serious crimes in Indian country under specified circumstances. Authorizes the Attorney General to provide assistance to state, tribal, and local governments that enter into cooperative agreements to improve law enforcement effectiveness and reduce crime in and around Indian country. Directs the Attorney General to ensure that tribal law enforcement officials that meet applicable requirements have access to national crime information databases. Establishes: (1) the Indian Law and Order Commission to conduct a comprehensive study of law enforcement and criminal justice in tribal communities and recommend improvements to justice systems at the tribal, federal, and state levels; and (2) within the Substance Abuse and Mental Health Services Administration of the Department of Health and Human Services (HHS), an Office of Indian Alcohol and Substance Abuse. Provides for: (1) the tracking of crimes committed in Indian country and grants to improve tribal data collection systems; (2) training in interviewing victims of domestic and sexual violence and collecting, preserving, and presenting evidence to prosecutors; (3) the development of victim services and victim advocate training programs; and (4) the development of standardized sexual assault policies and protocol.

Public Health Emergency Response Act of 2008 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services to activate the coverage of short-term emergency health care services if the Secretary determines that there is a public health emergency. Sets forth factors for the Secretary to consider, including the degree to which the emergency is likely to overwhelm health care providers in the region. Requires the Secretary to establish a medical monitoring program for monitoring and reporting on the health care needs of the affected population over time. Limits eligibility for coverage of emergency health care services to: (1) uninsured or underinsured emergency victims who need health care services due to injuries or disease resulting from the public health emergency; or (2) uninsured individuals residing in the affected area whose ability to access care or medicine is disrupted as a result of the emergency. Directs the Secretary to: (1) establish a streamlined process for determining eligibility for emergency health care services; (2) report to Congress on the number and adequacy of volunteers enrolled in the Emergency System for Advance Registration of Volunteer Health Professionals (ESAR-VHP) who will be available to each state in the event of a public health emergency; and (3) conduct an outreach and public education campaign to inform health care providers and the general public about the availability of emergency health care coverage during the period of the emergency.

Honors and commemorates the selfless acts of heroism displayed by the late Private First Class Jacob Joseph Chestnut and Detective John Michael Gibson of the U.S. Capitol Police on July 24, 1998. Expresses: (1) the condolences of the Senate to the wives, children, and other family members of Private First Class Chestnut and Detective Gibson on the 10-year anniversary of their passing; (2) gratitude and appreciation for the professional manner in which the U.S. Capitol Police carry out their diverse missions; and (3) appreciation for the dedication U.S. Capitol Police officers have for protecting the Capitol Complex. Commends the U.S. Capitol Police for their continued courage and professionalism in protecting the Capitol Complex and its employees and visitors.

Border Law Enforcement Relief Act of 2008 - Authorizes the Attorney General to award grants on a competitive basis to eligible law enforcement agencies to assist such agencies in addressing border-related criminal activity within their jurisdictions. Defines "eligible law enforcement agency" as a tribal, state, or local law enforcement agency located or performing duties in a county that is within 100 miles of the Mexican or Canadian border or a county that has been certified by the Attorney General as a high impact area.

Dr. Joseph Medicine Crow Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make appropriate arrangements for the presentation of a congressional gold medal in commemoration of Dr. Joseph Medicine Crow to recognize his especially meritorious role as a warrior of the Crow Tribe, Army Soldier in World War II, tribal historian, and author.

Disapproves the rule submitted by the Secretary of Health and Human Services relating to requirements set forth in the State Health Official Letter 07-001, dated August 17, 2007, issued by the Director of the Center for Medicaid and State Operations in the Centers for Medicare & Medicaid Services and the State Health Official Letter 08-003, dated May 7, 2008, from such Center, requiring states that expand the income eligibility level for children under the State Children's Health Insurance Program (SCHIP) above 250% of the federal poverty level to adopt the five crowd-out strategies described in the August 17, 2007, letter and to provide certain assurances described in such letter.

Children's Budget Act - Requires the President's annual budget to Congress to include a detailed, separate analysis for the prior fiscal year, the current fiscal year, the fiscal year for which the budget is submitted, and the ensuing fiscal year identifying the amounts of gross and net appropriations or obligational authority and outlays directed to children and children's programs within the United States and territories.

21st Century Energy Technology Deployment Act - Directs the Secretary of Energy, after consultation with the Energy Technology Advisory Council of the 21st Century Energy Deployment Corporation (both established by this Act), to develop and publish near-, medium-, and long-term goals for the deployment of clean energy technologies through the Corporation to establish or promote specified energy generation, transmission, and use and energy technology manufacturing capacities. Requires the Advisory Council to publish 5- and 10-year performance targets and to establish initial targets until those are published. Allows the Corporation to purchase, and make commitments to purchase, debt instruments associated with the deployment of clean energy technologies. Describes lending authorities of the Corporation. Allows the Corporation to issue securities for purchase by the Secretary of the Treasury. Requires annual reports to Congress on the technologies supported and on Corporation performance. Requires the Secretary to oversee Corporation operations and finances. Allows the Corporation to prepare a strategic plan to issue common stock to enable expansion of its operations and requires the plan to include consideration of Board restructuring alternatives.

Omnibus Public Land Management Act of 2008 - Authorizes specified programs and activities in the Department of the Interior and the Department of Agriculture concerning, among other things, national wilderness preservation, boundary adjustments, national rivers, the national landscape conservation system, national conservation areas, land conveyances and exchanges, watershed management, watershed restoration and enhancement, wildland firefighter safety, forest landscape restoration, national trails, paleontological resources preservation, national parks, studies, national heritage areas, national heritage corridors, and water projects. Makes amendments to various public laws, including the Oregon Wilderness Act of 1984, the Wild and Scenic Rivers Act, the Omnibus Parks and Public Lands Management Act of 1996, the National Trails System Act, the Alaska National Interest Lands Conservation Act, the National Parks and Recreation Act of 1978, the American Battlefield Protection Act of 1996, the Quinebaug and Shetucket Rivers Valley National Heritage Corridor Act of 1994, the Delaware and Lehigh National Heritage Corridor Act of 1988, the Erie Canalway National Heritage Corridor Act, the Reclamation Wastewater and Groundwater Study and Facilities Act, the Colorado River Storage Project Act, the National Geologic Mapping Act of 1992, the Fisheries Restoration and Irrigation Mitigation Act of 2000, and the Alaska Natural Gas Pipeline Act.

Endangered Fish Recovery Programs Improvement Act of 2008 - Amends federal law providing funding to continue endangered fish recovery implementation programs for the Upper Colorado and San Juan River Basins by modifying the definition of: (1) "capital projects" to include rehabilitation and repair of facilities; and (2) "facilities" to include those for protection of critical habitat and for preventing entrainment of fish in water diversions. Increases funding and extends the authorization period to fund recovery programs. Authorizes the provision of base funding through loans from the Colorado Water Conservation Board Construction Fund if the Administrator of the Western Area Power Administration and the Commissioner of Reclamation jointly determine that funds in the Upper Colorado River Basin Fund may be insufficient to meet obligations. Authorizes the Administrator, subject to an agreement entered into with the Colorado Water Conservation Board and the Commissioner, to repay any such loan from power revenues collected after September 30, 2019. Requires: (1) the agreement and each loan contract to include provisions designed to minimize impacts on electrical power rates and to ensure that loan repayment to the Board is treated as nonreimbursable; and (2) repayment of any such loan by September 30, 2057. Directs the Administrator and the Commissioner, if the Administrator is unable to obtain a loan from the Board, to report to Congress describing the projected base funding shortfall.

Lovelace Respiratory Research Institute Land Conveyance Act - Directs the Secretary of Energy to convey specified land identified as Parcel A (including any improvements) to the Lovelace Respiratory Research Institute in New Mexico only for research, scientific, or educational use. Requires the Secretaries of the Interior and Air Force to complete any real property actions, including the revocation of any federal withdrawals of Parcels A and B, that are necessary to allow the Secretary to convey Parcel A or to transfer administrative jurisdiction over Parcel B to the Secretary of the Air Force. Authorizes the Secretary of the Air Force to retain ownership and control of: (1) portions of the utility system and infrastructure on Parcel A; and (2) rights of access determined to be necessary to operate and maintain the utilities on such parcel. Requires the Institute to pay or reimburse costs incurred in the conveyance of Parcel A, including related survey costs. Instructs the Institute to take fee title to Parcel A and any improvements, as contaminated. Makes the Institute responsible for completing all environmental remediation required with respect to such parcel for all environmental conditions related to or arising from contamination. Directs the Secretary of the Air Force to provide the Institute with: (1) access for employees and invitees of the Institute across Kirtland Air Force Base to Parcel A; and (2) access to utility services for such parcel. Requires the Secretary of Energy to arrange and pay for the removal of any improvements made to Parcel B.
