Universal Service Support Act - Amends the Communications Act of 1934 to terminate current caps and limitations on universal service support mechanisms. Prohibits the Federal Communications Commission (FCC) from enforcing or reimposing such caps or limitations for rural telephone companies or exchanges they acquire based on fund size or other considerations unrelated to the sufficiency of support to achieve desired purposes. Requires the FCC to calculate: (1) high-cost (in excess of 115 percent of the nationwide average) loop (connection) support portions; and (2) the nationwide average unseparated loop cost.

Innocence Protection Act of 2001 - Amends the Federal judicial code to authorize a person convicted of a Federal crime to apply to the appropriate Federal court for DNA testing to support a claim that the person did not commit: (1) the Federal crime of which the person was convicted; or (2) any other offense that a sentencing authority may have relied upon when it sentenced the person with respect to such crime. Sets forth: (1) guidelines for the court to use in ordering DNA testing; (2) post-testing procedures; (3) provisions regarding preservation of evidence; (4) criminal penalties for destroying or altering DNA evidence; and (5) provisions regarding post-conviction DNA testing in State criminal justice systems. Prohibits a State from denying an application for DNA testing made by a prisoner in State custody who is under sentence of death if specified conditions apply. Provides grants to prosecutors for DNA testing programs. Establishes the National Commission on Capital Representation. Withholds funds from States not complying with standards for capital representation. Provides for capital defense incentive grants and resource grants. Increases compensation in Federal cases, and sets forth provisions regarding compensation in State cases, where an individual is unjustly sentenced to death. Adds a certification requirement in Federal death penalty prosecutions. Expresses the sense of Congress regarding the execution of juvenile offenders and the mentally retarded.

Child Protection/Alcohol and Drug Partnership Act of 2001 - Amends part B (Child Welfare Services) of title IV of the Social Security Act to authorize the Secretary of Health and Human Services to award grants to eligible State and Indian tribe applicants to promote joint activities among Federal, State, and local public child welfare and alcohol and drug abuse prevention and treatment agencies that focus on families with alcohol or drug abuse problems. Requires such activities to: (1) increase the capacity of both the child welfare system and the alcohol and drug abuse prevention and treatment system to address the needs of such families to improve child safety, family stability, and permanence; and (2) promote recovery from alcohol and drug abuse problems.

Engineering, Science, Technology, and Mathematics Education Enhancement Act - ESTM Act - National Science Education Enhancement Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA), with respect to teacher professional development activities, to include support for mentoring activities for engineering, science, and technology, and mathematics (ESTM) teachers. Includes information on model ESTM teacher mentoring programs among the information which the Eisenhower National Clearinghouse for Mathematics and Science Education (Clearinghouse) is required to disseminate. Includes such mentoring programs under teacher professional development program requirements for State plans, accountability reports, and local activities. Revises ESEA provisions for the allocation and use of funds for the Clearinghouse. Requires such funds to be used to: (1) solicit and gather qualitative and evaluative materials and programs, review their evaluation, rank their effectiveness, and distribute results of reviews, as well as excerpts of materials and links to Internet sites and information on-line communities of users to teachers; and (2) establish an Internet site offering a search mechanism to assist site visitors in identifying information on ESTM education instructional materials and programs. Authorizes the Secretary of Education to make grants for summer professional development institutes for teachers. Includes providing technology training software and instructional materials to teachers among local uses of ESEA school technology resource grants. Requires a portion of each ESEA 21st Century Community Learning Centers program grant to be used to provide after-school day care services that focus on science activities. Requires the Director of the National Science Foundation (NSF) to: (1) make grants to State or local educational agencies (SEAs or LEAs), elementary or middle schools, or consortia to hire master teachers; (2) disseminate information on required courses of study for careers in ESTM education; (3) establish a program under which grants may be made to SEAs or LEAs, elementary or middle schools, or consortia for instruction of teachers for kindergarten through the 12th grade on the use of information technology in the classroom; (4) convene an annual ESTM business education conference; and (5) establish a committee for interagency coordination of science education programs. Authorizes the Director to make competitive awards to develop partnerships for distance learning of ESTM education to SEAs or LEAs or to elementary, middle, or secondary schools, under any NSF grant program for activities in which distance learning is integrated into the education process in kindergarten through the 12th grade. Directs the President, acting through the NSF, to provide scholarships to teachers at public schools in kindergarten through the 12th grade to participate in Federal, State, or private research programs, in order to provide opportunities for teachers to expand their knowledge of ESTM and research techniques. Amends the Higher Education Act of 1965 to treat technology training (tutoring teachers in the uses of classroom technology) as community service by college students under the work-study program. Directs the Secretary of Commerce to study and report to Congress on specified aspects of a comprehensive approach to providing technologically competent teachers for U.S. schools.

Public School Repair and Renovation Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to establish a School Renovation grants program. (This five-year program is similar to a program currently authorized for one year under the Department of Education Appropriations Act, 2001.) Allots program funds, after certain reservations, to States for distribution through competitive grants to high-poverty LEAs, rural LEAs, and other LEAs. Requires: (1) 75 percent of program funds to be used for the urgent repair and renovation of public elementary and secondary schools in high-need areas, including renovations to comply with specified accessibility requirements of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990; and (2) 25 percent for technology activities related to school renovation or for special education activities authorized under part B of the Individuals with Disabilities Education Act. Amends the Department of Education Appropriations Act, 2001 to revise the authorization of appropriations for a charter school credit enhancement initiative program.

Helping Children Succeed by Fully Funding the Individuals with Disabilities Education Act (IDEA) - Amends the Individuals with Disabilities Education Act (IDEA) to authorize and make appropriations for FY 2002 through 2007 for IDEA part B programs of assistance for education of all children with disabilities.

Considers hepatitis C becoming manifest in a veteran to a degree of ten percent or more to be service-connected, and therefore compensable under veterans' disability provisions, notwithstanding that there is no record of evidence of such illness during the period of such service, as long as it is shown that during such service the veteran experienced: (1) a blood transfusion before December 31, 1992; (2) blood exposure on or through skin or a mucous membrane; (3) hemodialysis; (4) a needle-stick accident or medical event involving a needle, not due to willful misconduct; (5) unexplained liver disease; (6) an unexplained liver dysfunction value or test; or (7) working in a health-care position or specialty.

Appropriates specified funds to the Radiation Exposure Compensation Trust Fund for payments to eligible beneficiaries under the Radiation Exposure Compensation Act. Requires such appropriation to be designated by the President's official budget and by Congress as an emergency requirement for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Entrepreneurial Incubators Development Act of 2001 - Directs the Secretary of Commerce to provide financial assistance, through grants, for the establishment and support of entities that provide business incubator services (services necessary for the initiation and initial sustainment of operations of a newly established business, including legal, intellectual property, and technology services and planning) for small- and medium-sized businesses.

Broadband Expansion Grant Initiative of 2001 - Authorizes the Secretary of Commerce to: (1) make grants to eligible recipients to facilitate the deployment by the private sector of broadband telecommunications networks and capabilities to underserved rural areas; and (2) guarantee loans used for such purpose. Requires particular emphasis to be given to entities that use grant proceeds to: (1) provide underserved rural areas with access to Internet services by local telephone; (2) demonstrate models or technologies to bring broadband services to such areas; and (3) use broadband services to stimulate economic development in such areas. Limits to $100 million the total amount of such grants.

Technology Extension Act of 2001 - Directs the Secretary of Commerce to provide financial assistance, through grants, for the establishment and support of regional centers for the commercial use of advanced technologies by small- and medium-sized businesses. Allows a regional center to use grant proceeds to: (1) assist such businesses in addressing their most critical needs for the application of the latest technology, improvement of infrastructure, and use of best business practices; and (2) transfer technologies to such businesses in the region in order to create jobs and increase production.

Global Democracy Promotion Act of 2001 - Declares that, in eligibility determinations for certain assistance under the Foreign Assistance Act of 1961, foreign nongovernmental organizations shall not be: (1) ineligible for such assistance solely on the basis of health or medical services (including counseling and referral services) provided by them with non-U.S. Government funds if such services do not violate the laws of the country in which they are being provided, and would not violate U.S. Federal law if provided in the United States; and (2) subject to requirements relating to the use of non-U.S. Government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance.

Energy Emergency Response Act of 2001 - Amends the following Acts to provide increased funding through FY 2005 for energy programs: (1) the Low-Income Home Energy Assistance Act of 1981(for home energy grants); (2) the Energy Conservation and Production Act (for weatherization assistance); and (3) the Energy Policy and Conservation Act (for State energy conservation grants). Amends the Low-Income Home Energy Assistance Act of 1981 to authorize, during FY 2001 only, State payments to households with incomes up to and including 200 percent of the poverty level for such State. Amends the National Energy Conservation Policy Act (NECPA) to: (1) mandate that each Federal agency undertake a comprehensive review of practicable measures for increasing energy and water conservation, and for using renewable energy sources; (2) allow as an approved benefit ancillary to an energy savings or performance contract those savings resulting from reduced operation and maintenance costs at replacement facilities; and (3) repeal the termination dates governing the authority to enter into energy savings performance contracts (thus extending such authority indefinitely).

Brownfields Revitalization and Environmental Restoration Act of 2001 - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to provide for grant programs for inventorying, characterizing, assessing, remediating, and conducting planning related to brownfield sites. Defines a "brownfield site," with exceptions, as real property, the expansion, redevelopment, or reuse of which is complicated by the presence or potential presence of a hazardous substance or pollutant. Exempts from liability under CERCLA certain owners of real property contiguous to property on which there has been a hazardous substance release or threatened release and bona fide prospective purchasers. Provides for grants to States or Indian tribes for establishing or enhancing response programs. Restricts authority to take enforcement actions under CERCLA in cases of hazardous substance releases addressed by a State response plan.

Provides that the certification of cooperation of Mexico with U.S. counterdrug efforts shall not be required in FY 2001 in order that certain limitations on bilateral and multilateral development assistance under the Foreign Assistance Act of 1961 shall not apply to Mexico in FY 2001.

Tribal College or University Teacher Loan Forgiveness Act - Amends the Higher Education Act of 1965 to provide for the cancellation of a specified percentage of the total amount of any Federal Perkins loan, Federal Family Education loan, or direct student loan for each year of employment (up to five) as a full-time teacher at a tribal college or university if the borrower is not in default on such loan. Prohibits a borrower from receiving, for the same service, such a benefit and a national service educational award. Provides that the amount of any loan forgiven under this Act shall not be treated as gross income for Federal tax purposes.

Rural Law Enforcement Assistance Act of 2001- Directs the Attorney General, through the Office of Justice Programs, Bureau of Justice Affairs, to make a grant annually to the National Center for Rural Law Enforcement (if the Center's Executive Director makes certain certifications) to be used to develop an education and training program for criminal justice or law enforcement agencies in rural areas. Includes among program purposes: (1) the development and delivery of management, forensic, and computer education and training for employees of such agencies; and (2) the delivery of assistance (in a consulting capacity) to criminal justice agencies in the development and coordination of programs, training, and research relating to crime in rural areas. Permits the Center to use grant funds to enhance the program, including: (1) by providing educational opportunities for rural law enforcement agencies; and (2) through coordination with institutions of higher education to encourage and deliver programs of study with those institutions for employees of such agencies. Directs the Center to establish eight regional centers comprised of specified States. Requires that all funds for such regional centers be distributed by, and each regional center submit a budget request to, the Center.

Improving Literacy Through School Libraries Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to establish a program of assistance to school libraries to improve literacy through: (1) mandatory allotments to States for library media resources; and (2) discretionary grants for school library access during non-school hours.

Amends the Elementary and Secondary Education Act of 1965 to establish programs for: (1) scholarships for inviting new scholars to participate in renewing education; and (2) mentor teachers. Inviting New Scholars to Participate in Renewing Education Act - Authorizes the Secretary of Education to make formula grants to States to award scholarships to outstanding students who are in their final year of secondary school, attending an institution of higher education, or graduates of such an institution, and who demonstrate an interest in teaching children and youth, in order to enable them to pursue teaching careers in education at the preschool, elementary, or secondary level. Requires scholarship recipients to agree to teach in a private nonprofit or public preschool, or a public elementary school or secondary school, in a high-need school district, for a period of not less than one year for each $5,000 of the assistance received. Authorizes the Secretary to make competitive grants to local educational agencies to develop and implement mentor teacher programs to enable experienced teachers to train, support, and mentor novice teachers.

Home Health Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to eliminate a specified 15 percent reduction in cost and per beneficiary limits with respect to payment rates for home health services under the Medicare prospective payment system (PPS). Directs the Secretary of Health and Human Services to increase payment by ten percent for home health services furnished in a rural area on or after April 1, 2001; but prohibits the Secretary from reducing the standard PPS amount (or amounts) applicable to such services furnished during a period to offset the payment increase resulting from such requirement.

Building Health Promotion and Disease Prevention into the National Agenda Resolution of 2001 - Calls on the Federal Government to: (1) increase resources to enhance the science base required to further develop the field of health promotion and disease prevention; and (2) explore strategies to integrate life-style improvement programs into national policy, health care, schools, workplaces, families, and communities in order to promote health and prevent disease.

Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Genetic Nondiscrimination in Health Insurance and Employment Act - Amends the Employee Retirement Income Security Act of 1974 (regarding a group health plan, and a health insurance issuer offering group insurance through a group plan) the Public Health Service Act (regarding such a plan or issuer, and with regard to an issuer offering health insurance in the individual market), the Internal Revenue Code (regarding a group health plan), and title XVIII (Medicare) of the Social Security Act (regarding Medicare supplemental policies) to prohibit, with respect to genetic information: (1) discriminating in individual enrollment; (2) discriminating in group eligibility or group premium or contribution rates; (3) requesting or requiring test performance; and (4) requesting, requiring, collecting, purchasing, or disclosing information, unless authorized by the individual. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate because of protected genetic information, including making it unlawful to request, require, collect, or purchase such information. Allows an employer to request, require, collect, or purchase such information: (1) where used for genetic monitoring of biological effects of workplace toxic substances; or (2) with consent of the employee, if results are received only by the employee.

Conservation Reserve Program Tax Fairness Act of 2001 - Amends the Internal Revenue Code to treat conservation reserve program payments as real estate rentals and thus excluded from consideration in self-employment net earnings.

Small Business Energy Emergency Relief Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to assist small businesses that have suffered or are likely to suffer substantial economic injury as the result of a sharp and significant increase in the price of heating fuel. Prohibits any such loan from being made if the total amount outstanding and committed to the borrower would exceed $1.5 million, unless the applicant is a major source of employment in its surrounding area. Requires, for such assistance: (1) a declaration of a disaster by the President or the SBA Administrator; or (2) a certification from the governor of the State that its small businesses have suffered such economic injury and are in need of assistance which is not otherwise available.

Collegiate Learning and Student Savings Act - Amends the Internal Revenue Code to: (1) permit private higher educational institutions, in addition to currently permitted State institutions, to establish qualified tuition programs; and (2) exclude from gross income such program distributions used for qualified higher education expenses. Amends the Investment Company Act of 1940 to exempt qualified tuition programs from the definition of an investment company.

Vietnam Veterans Memorial Education Act - Authorizes the Vietnam Veterans Memorial Fund, Inc., to construct a temporary education center for educating people about the Memorial. Requires the center to remain for ten years, after which Congress may reevaluate the continuing need for the center. Sets forth conditions for the use of excess coin funds under the United States Veterans Commemorative Coin Act of 1993 in the construction of such center, including that the Fund provide detailed information with respect to the use of such funds.

Federal Firefighters Retirement Age Fairness Act - Amends Federal civil service law relating to the Civil Service Retirement System and the Federal Employees' Retirement System to provide that the mandatory separation age for Federal firefighters (currently, 55) be made the same as the age that applies with respect to Federal law enforcement officers (currently, 57).

Bipartisan Patient Protection Act of 2001 - - Part II - Amends the Internal Revenue Code to: (1) with respect to Archer Medical Savings Accounts, increase the number of permitted account participants, increase the permitted size of a "small employer" from 50 to 100 or fewer employees, and extend, by two years, the cut-off year; (2) allow an eligible small employer a limited health insurance expenses credit; and (3) consider a "qualified health benefit purchasing coalition" (a non-profit corporation selling health insurance for small employers through licensed insurers) distribution as a distribution for a charitable purpose. Directs the Secretary of Health and Human Services to establish a program to award demonstration grants to States to allow States to demonstrate the effectiveness of innovative ways to increase access to health insurance through market reforms and other innovative means. Authorizes appropriations.

Fair Minimum Wage Act of 2001 - Amends the Fair Labor Standards Act of 1938 to increase the Federal minimum wage to: (1) $5.75 an hour beginning 30 days after enactment of this Act; (2) $6.25 an hour during the year beginning on January 1, 2002; and (3) $6.65 an hour beginning January 1, 2003. Makes Federal minimum wage requirements applicable to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage there shall be gradually increased to equal the Federal minimum wage.

Bipartisan Patient Protection Act of 2001 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code with respect to health care coverage. Requires group health plans, and health insurance issuers providing health insurance coverage, to conduct utilization review activities in connection with the provision of benefits under such plans or coverage only in accordance with an approved utilization review program. Requires health plans and insurers to offer consumers: (1) more care options; and (2) greater access to patient information. Restricts interference by health plans and insurers with the doctor-patient relationship. Prohibits health plans and insurers from discriminating against a licensed health care professional with respect to participation or indemnification. Requires health plans and insurers to comply with patient protection requirements of this Act.

Keep Our Promise to America's Military Retirees Act - Includes as an employee, for purposes of Federal provisions authorizing enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Consumer Right-to-Know Act of 2001 - Amends the Agricultural Marketing Act of 1946 to require country of origin information to be provided: (1) by retailers of beef, pork, lamb, and perishable agricultural commodities to consumers at the final point of sale; and (2) to such retailers by suppliers. Exempts food service establishments from such requirement.

Rural Hospital and Health Network Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act with respect to the prospective payment system (PPS) for hospital outpatient department (OPD) services to provide a transitional adjustment for certain sole community hospitals in order to limit any decline in payment under the OPD PPS. Makes this Act effective as if included in the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999.

National Laboratories Partnership Improvement Act of 2001- Instructs the Secretary of Energy to: (1) establish a Technology Infrastructure Program to improve the ability of the National Laboratories to support department missions; (2) provide specified maximum funding among up to ten National Laboratories selected to conduct Technology Infrastructure Program Pilot Programs; (3) require the Director of each National Laboratory to establish a small business advocacy and assistance program; and (4) establish a Technology Transfer Coordinator within the Office of Policy, for oversight and policy development of DOE technology transfer activities. Amends the Department of Energy Organization Act to authorize the Secretary to enter into transactions with public and private entities for research, development, or demonstration projects. Directs the Secretary to determine whether it is reasonable to ensure whether each contractor operating a National Laboratory or facility has policies and procedures that do not create disincentives to the transfer of scientific, technical, and business personnel among the contractor-operated National Laboratory or facilities.

Kids Deserve Freedom from Tobacco Act of 2001 or the KIDS Act - Amends the Federal Food, Drug, and Cosmetic Act to authorize the Secretary of Health and Human Services to regulate any tobacco product (excluding tobacco growers, cooperatives, and warehouses) as a drug, device, or both. States that a prohibited act shall include the manufacture, labeling, distribution, advertising, and sale of any misbranded or adulterated tobacco product in violation of such Act or the KIDS Act. Directs the Secretary, respecting tobacco products, to: (1) establish a scientific advisory committee to review nicotine-related matters; (2) review, and restrict as necessary, mail order sales to persons under 18 years old; (3) provide for additional marketing, advertising, and access restrictions; and (4) establish good manufacturing practice standards. Requires tobacco product manufacturers to provide the Secretary with: (1) lists of tobacco and nontobacco ingredients and constituents; and (2) new ingredient safety assessments. Prohibits manufacturers from making reduced risk statements without the Secretary's prior approval.

Providing Annual Pap Tests to Save Women's Lives Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to extend coverage of screening pap smears and screening pelvic exams to annual examinations regardless of whether a woman is of childbearing age or at high-risk.

Pregnancy Discrimination Act Amendments of 2001 - Amends the Civil Rights Act of 1964 to include breast-feeding (including expression of milk by a lactating woman) within the definitions of "because of sex" or "on the basis of sex" for purposes of the discrimination prohibitions of such Act.

Department of Energy University Nuclear Science and Engineering Act - Instructs the Secretary of Energy, acting through the Office of Nuclear Energy Science and Technology, to support a program to maintain the nation's human resource investment and infrastructure in nuclear sciences and engineering. Directs the Secretary to: (1) promote interactions between university and Department of Energy (DOE) laboratories; and (2) provide student fellowships at DOE nuclear science laboratories. Authorizes appropriations through FY2006 that target: (1) graduate and undergraduate fellowships; (2) junior faculty research initiation grant programs; (3) nuclear engineering and education research programs; (4) communication and outreach related to nuclear science and engineering; (5) refueling research reactors and instrumentation upgrades; (6) re-licensing assistance; (7) reactor research and training award program; and (8) university-DOE laboratory interactions.

Indian School Construction Act - Directs the Secretary of the Interior to establish a pilot program under which eligible Indian tribes have the authority to issue tribal school modernization bonds to provide funding for the construction, rehabilitation, or repair of tribal schools, including advance planning and design. Permits a tribe to use amounts received through the issuance of a bond to enter into and make payments under contracts: (1) for the design and engineering of the school; and (2) with financial advisors, underwriters, attorneys, trustees, and other professionals who would be able to provide assistance to the tribe in issuing bonds. Makes any tribal school modernization bond issued by a tribe subject to a trust agreement. Authorizes the Secretary to deposit not more than $30 million each fiscal year into a tribal school modernization escrow account beginning in FY 2002 from amounts made available for school replacement under the construction account of the Bureau of Indian Affairs. Requires the Secretary to use any amounts deposited to make payments to trustees or for advance planning and design. Declares that no bond shall be an obligation of, nor shall payment of the principal be guaranteed by, the United States, the tribes, or their schools. Provides that any amounts earned through the investment of funds under the control of a trustee shall not be subject to Federal income tax. Amends the Internal Revenue Code to allow a tax credit to individuals who hold such bonds. Permits a separation (including at issuance) of the ownership of such a bond and the entitlement to the credit with respect to such bond.

Establishes within the Department of Health and Human Services (HHS) the Office of the Assistant Secretary for Indian Health to facilitate advocacy for the development of appropriate Indian health policy, and to promote consultation on matters related to Indian health, in a manner consistent with the government-to-government relationship between the United States and Indian tribes. Elevates the position of Director of the Indian Health Service to such Assistant Secretary position. Prescribes duties.

WISEWOMAN Expansion Act of 2001 - Amends the Public Health Service Act (PHSA) to permit the Secretary of Health and Human Services, through a competitive review process, to award grants to States to provide additional specified preventive health services, screenings, education, and referrals under PHSA provisions concerning preventive health measures with respect to breast and cervical cancers.
