School-Based Health Clinic Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to award grants for the cost of operating school-based health clinics to provide comprehensive primary health services (which include physical and mental health services, and which may include optional services such as nutrition, oral health, health education, and case management services) during school hours to children and adolescents by health professionals. Requires such clinics to: (1) provide services to children and adolescents for whom parental or guardian consent has been obtained; (2) provide on-site access during the academic day when school is in session and 24-hour coverage through an on-call system and backup health providers to ensure access to services on a year-round basis. Allows the Secretary to give preference to applicants who demonstrate an ability to serve: (1) communities with evidence of barriers to primary health care and mental health services for children and adolescents; (2) communities that have consistently scored poorly on child and adolescent standardized health indicator reports; (3) communities with high percentages of children and adolescents who are uninsured, underinsured, or enrolled in public health insurance programs; and (4) populations of children and adolescents that have demonstrated difficulty historically in accessing health and mental health services. Requires the Secretary to: (1) establish a program to provide technical and other assistance to clinics; and (2) implement a plan for evaluating clinics and monitoring the quality of their performance.

Appropriates funds for: (1) the American Battle Monuments Commission; (2) the U.S. Court of Appeals for Veterans Claims; (3) cemeterial expenses, Army; and (4) the Armed Forces Retirement Home. Specifies restrictions and authorities regarding the use of funds appropriated in this Act.

Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) emergency deployment of Border Patrol agents; and (7) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Border Law Enforcement Act - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county within 25 miles of the southern border of the United States. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with the Department of Homeland Security (DHS); and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional district court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Long-term Care Quality and Modernization Act of 2007 - Directs the Secretary of Health and Human Service to conduct a demonstration program requiring a state to establish a process for joint training and education of surveyors and providers for skilled nursing facilities (SNFs) and nursing facilities at least annually. Amends title XVIII (Medicare) and title XIX (Medicaid) of the Social Security Act to allow resumption of nursing aid training programs in SNFs after correction of deficiencies. Authorizes the Secretary to exclude from the Medicare prospective payment system (PPS) for SNFs: (1) certain (high cost and low probability) cancer treatment drugs, including antineoplastic drugs, antiemitics, and supportive medications; (2) all ambulance services, including those furnished to an individual in conjunction with renal dialysis services; and (3) other appropriate items and services. Authorizes a physician, nurse practitioner, or clinical nurse specialist to certify under Medicare that a prescribed series of blood glucose tests are medically required. Provides for: (1) counting of observation days in application of the Medicare post-hospital requirement for coverage of SNF care; (2) extension of the exceptions process for Medicare therapy caps; and (3) expansion of telehealth services to SNFs. Directs the Secretary to study and report to Congress on developing management alternatives to the Medicare payment cap for physical therapy, speech-language pathology, and occupational therapy services. Amends the Public Health Service Act to: (1) authorize the Secretary to make grants to, and contract with, physical therapy programs for projects to recruit and retain faculty and students, develop curriculum, and support the distribution of physical therapy practitioners in underserved areas; and (2) repeal the limitation to nonprofit entities only in the assignment of nurses under the nursing loan repayment program to private entities. Requires the Secretary to establish a national nursing database to predict future nursing shortages. Directs the Secretary to: (1) establish the Long Term Care Quality Advisory Commission; and (2) make grants for five demonstration projects to implement and evaluate methods for improving the quality of health care in long-term care settings. Amends the Internal Revenue Code to set a 15-year recovery period for qualified long-term care improvement property.

Escrow, Appraisal, and Mortgage Servicing Improvements Act - Amends the Truth in Lending Act to require a creditor, in a consumer credit transaction secured by the consumer's principal dwelling, to establish an escrow or impound account to pay taxes and hazard insurance, and, if applicable, flood insurance, mortgage insurance, ground rents, and any other required periodic payments or premiums. Requires written disclosures by the creditor to the consumer regarding: (1) such escrow or impound account; and (2) consumers who opt out of escrow services. Amends the Real Estate Settlement Procedures Act of 1974 to proscribe specified practices by the servicer of a federally related mortgage, including obtaining force-placed hazard insurance coverage to protect the mortgagee's interest in the property. Prohibits practices related to default, late fees, or foreclosure. Requires prompt: (1) crediting of payments; (2) responses to payoff balances; and (3) refund of escrow accounts upon payoff. Directs the Secretary of Housing and Urban Development to study and report to specified congressional committees on mortgage servicing fraud. Amends the Truth in Lending Act to: (1) require repayment analyses to include escrow payments; (2) include a written property appraisal as a prerequisite to granting a mortgage; (3) prohibit unfair and deceptive practices and acts relating to consumer credit transactions secured by the principal dwelling, especially in property appraisals; and (4) require a mortgage originator to make available to the credit applicant all appraisal valuation reports no later than three days prior to the transaction closing date. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to: (1) include among the functions of the Appraisal Subcommittee protection of the consumer from improper appraisal practices and the predations of unlicensed appraisers; and (2) expand state agency reporting requirements to include transmittal to the Appraisal Subcommittee of reports on claims, disciplinary actions, license and certification revocations, and suspensions. Prohibits certain interested parties in a real estate transaction involving an appraisal from engaging in specified practices to improperly influence a real estate appraisal in connection with a mortgage loan. Requires the Comptroller General to study and report to specified congressional committees on possible improvements in the appraisal process and in state compliance programs.

Newborn Screening Saves Lives Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to award grants to eligible entities to provide education and training in newborn screening and congenital, genetic, and metabolic disorders to health care professionals and newborn screening laboratory personnel. Adds as a condition for eligibility for grants for screening, counseling, or health care services to newborns and children having, or at risk for, heritable disorders that an entity assure that it has or is implementing guidelines and recommendations of the Advisory Committee on Heritable Disorders in Newborns and Children. Requires the Advisory Committee on Heritable Disorders in Newborns and Children to: (1) make recommendations that include the heritable disorders for which all newborns should be screened; and (2) develop a model decision-matrix for newborn screening program expansion. Requires the Secretary, acting through the Administrator, to: (1) establish a central clearinghouse for information on newborn screening; and (2) award grants for newborn screening educational programs and for a system to assess and coordinate treatment relating to congenital, genetic, and metabolic disorders. Requires the Secretary, acting through the Director of Centers for Disease Control and Prevention (CDC), to provide for: (1) quality assurance for screening laboratories; (2) population-based pilot testing for evaluating new screening tools; and (3) a national contingency plan for newborn screening in the event of a public health emergency. Requires the Secretary, acting through an Interagency Group, to: (1) collect, analyze, and make available data on certain heritable disorders; (2) operate regional centers to conduct applied epidemiological research on interventions to prevent poor health outcomes from such disorders; and (3) research and promote the prevention of poor health outcomes. Requires the Secretary to establish the Hunter Kelly Newborn Screening Research Program.

Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Requires such a chapter to recruit and prepare students for federal, state, community, and school public health emergencies under the administration of such an organization and to provide training that is implemented uniformly, coordinated with and integrated into the school's health science curriculum, and provided through certified health science instructors serving as chapter advisors. Defines a "qualified youth serving organization" as a nonprofit organization that prepares youth exclusively for career entry and advancement opportunities in the health professions, offers a national recognition and competitive events program, and operates at least 2,500 chapters in at least 40 states. Requires the Secretary to make a grant each year to such an organization to conduct a national leadership conference that includes representatives of health science programs, emergency preparedness chapters, and the Medical Reserve Corps.

Clear Law Enforcement for Criminal Alien Removal Act of 2007 or the Charlie Norwood CLEAR Act of 2007 - States that: (1) state and local law enforcement personnel, in the course of their routine duties, have the inherent authority to investigate, apprehend, or transfer to federal custody aliens in the United States (including interstate transportation of such aliens to detention centers) in order to assist in the enforcement of U.S. immigration laws; and (2) effective two years after enactment of this Act, a state that has in effect a statute, policy, or practice prohibiting such law enforcement assistance shall not receive certain federal incarceration assistance. Provides for the listing of immigration violators in the National Crime Information Center database. Directs states and localities to provide the Secretary of Homeland Security (DHS) with specified information about apprehended aliens who are believed to be in violation of U.S. immigration laws. Provides federal reimbursement for related state and local costs. (States that such provision shall not require state or local enforcement officials to provide DHS with information related to a victim of a crime or witness to a criminal offense.) Directs the Secretary to make grants to states and political subdivisions that enforce immigration laws in the course of their routine law enforcement duties for special equipment and facilities related to arresting, detaining, or transporting illegal aliens. Directs the Secretary to: (1) construct or acquire 20 additional detention facilities for aliens detained pending removal (or a decision on removal); and (2) consider the transfer of military installations under base closure laws for such purposes. Amends the Immigration and Nationality Act with respect to illegal aliens apprehended by state or local authorities to provide for: (1) federal custody upon state or local request; and (2) state or local compensation for related incarceration and transportation costs. States with respect to an alien subject to removal that the Attorney General or Secretary shall ensure such alien's detention in an adequate (as defined by this Act) state or local prison, detention center, or other comparable facility prior to his or her removal examination. Directs the Secretary to establish immigration-related training for state and local personnel. Provides: (1) personal liability immunity to the same extent as corresponding federal immunity for state or local personnel enforcing immigration laws within the scope of their duties under this Act; and (2) civil rights money damage immunity for state or local agencies enforcing immigration laws unless their personnel violated criminal law in such enforcement. Continues the institutional removal program (IRP), which shall be expanded to all states. Authorizes state or local detention of an illegal alien after completion of such alien's prison sentence for: (1) up to 14 days to facilitate federal transfer; or (2) until transfer to the U.S. Immigration and Customs Enforcement. Authorizes appropriations for FY2008 and subsequent fiscal years for the state criminal alien assistance program (SCAAP).

Modifies various requirements applicable to the Tourism Policy Council. Amends the Department of Commerce and Related Agencies Appropriations Act, 2003 to remove provisions establishing the United States Travel and Tourism Promotion Advisory Board.

No More Excuses Energy Act of 2007 - Requires the Secretary of the Treasury to prescribe regulations for the taxpayer election to expense the cost of certain refinery property not later than 60 days after the enactment of this Act. Amends the Internal Revenue Code to: (1) allow the issuance of tax exempt facility bonds for the financing of domestic use oil refinery facilities; (2) extend through 2018 the tax credit for producing electricity from wind facilities; and (3) allow tax credits for the production of electricity from nuclear energy, natural gas production, and carbon dioxide tertiary injectant processes. Requires the President to designate at least 10 sites for oil or natural gas refineries on federal lands and make such sites available to the private sector for construction of refineries. Prohibits the Nuclear Regulatory Commission from denying an application for nuclear waste disposal on the grounds of present or future insufficient capacity. Terminates all existing federal laws prohibiting expenditures to conduct oil and natural gas leasing and preleasing activities in the Outer Continental Shelf. American-Made Energy and Good Jobs Act - Directs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program in the Coastal Plain of Alaska. Repeals the prohibition against producing oil and gas from the Arctic National Wildlife Refuge. Sets forth requirements for the sale of oil and natural gas leases in the Coastal Plain, environmental protection, transportation easements, and royalty payments to Alaska. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund to assist Alaska jurisdictions that are directly impacted by oil and gas exploration and production in the Coastal Plain.

Amends the Housing and Urban Development Act of 1968 (HUDA) to direct the Secretary to establish, coordinate, and monitor HUD administration of homeownership and rental housing counseling procedures provided in connection with any HUD program, including all related requirements, standards, and performance measures. Requires the Secretary to provide for the certification of various computer software programs for consumers to use in evaluating different residential mortgage loan proposals. Directs the Director of Housing Counseling to develop, implement, and conduct national public service multimedia campaigns designed to make persons facing mortgage foreclosure, persons considering a subprime mortgage loan to purchase a home, elderly persons, persons who face language barriers, low-income persons, and other potentially vulnerable consumers aware that: (1) it is advisable, before seeking or maintaining a residential mortgage loan, to obtain homeownership counseling from unbiased and reliable sources; and (2) such homeownership counseling is available. Requires the Secretary to provide: (1) advice and technical assistance to states, local governments, and nonprofit organizations regarding the establishment and operation of related educational programs; as well as (2) financial assistance. Revises the requirement that organizations receiving HUD assistance for counseling activities to provide such counseling only through counselors certified by the Secretary. Directs the Secretary to study and report to Congress on the root causes of the default and foreclosure of home loans. Amends the Real Estate Settlement Procedures Act of 1974 to revise requirements for HUD booklets designed to help consumers applying for federally related mortgage loans to understand the nature and costs of real estate settlement services.

Directs the Secretary of Housing and Urban Development (HUD) to establish a system for: (1) licensed loan originators; and (2) state-licensed mortgage originators. Amends the Truth in Lending Act to set forth: (1) disclosure requirements for consumer credit plans secured by the consumer's principal dwelling; and (2) consumer counseling requirements governing nontraditional mortgages. Expanding Housing Opportunities Through Education and Counseling Act - Amends the Department of Housing and Urban Development Act to: (1) establish the Office of Housing Counseling; and (2) direct the HUD Secretary to establish and monitor counseling procedures for home ownership counseling and rental housing counseling provided in connection with any HUD program. Amends the Housing and Urban Development Act of 1968 to instruct HUD to makes grants to states, local governmental entities, and nonprofit organizations providing home ownership or rental counseling that is HUD-certified. Directs the HUD Secretary to study and report to Congress on the root causes of default and foreclosure on home loans. Amends the Real Estate Settlement Procedures Act of 1974 to revise requirements for HUD consumer education booklets on the nature and costs of real estate settlement services. Amends the Truth in Lending Act to: (1) require a creditor to establish, in connection with a subprime mortgage transaction, an escrow or impound account for payment of taxes and hazard insurance; (2) require a disclosure notice for consumers who opt out of escrow services; and (3) limit prepayment penalties for certain introductory adjustable rate mortgages (ARMs). Authorizes appropriations to the Attorney General for mortgage fraud prevention, investigation, and prosecution efforts. Sets forth property appraisal requirements governing the sale of subprime mortgages. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to revise requirements for the Appraisal Subcommittee of the Federal Financial Institutions Examination Council, and prescribe requirements regarding appraiser independence and approved appraiser education. Directs the Comptroller General to study and report to specified congressional committees on possible improvements in the appraisal process. Amends the Community Reinvestment Act of 1977 to permit a federal financial supervisory agency, in its examination of a regulated financial institution, to take into account certain counseling and transition programs of the institution for subprime borrowers.

Requires the Secretary of Health and Human Services to establish standards regulating the frequency with which individuals are eligible to be provided this benefit. Prohibits specified actions by health care plans to discourage the use of this benefit. Applies these requirements to coverage offered in the individual market.

Safety Net Enhancement Act - Amends the Federal-State Extended Unemployment Compensation Act of 1970 to revise the federal-state extended unemployment compensation program established under the Social Security Act (SSA) to revise the formula for "on" and "off" indicators on the state level used to determine extended unemployment compensation benefit periods. Amends the SSA to require: (1) an increase in earnings credited to a state account in the Unemployment Trust Fund when a state meets funding goals; and (2) a decrease in such earnings credited to a state account when the state fails to meet funding goals. Excludes any interest premium or penalty from such requirement to the extent that it would result in an increase or decrease of more than $2.5 million in the amount creditable to any state account for any calendar quarter. Amends the SSA to restrict interest-free advances to state accounts in the Fund to states which meet funding goals. Amends the Internal Revenue Code to require: (1) state collection of federal unemployment tax; and (2) state distribution to unemployed individuals of state-specific information packets explaining unemployment insurance eligibility conditions. Repeals the tax on unemployment compensation. Requires the Secretary of Labor to establish a Safety Net Review Commission.

Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from: (1) granting a natural gas lease for any OCS located within 25 miles of a state coastline; or (2) issuing any lease for natural gas exploration or development in any OCS area located within 50 miles of a state coastline unless the state has enacted a law approving such lease. Prohibits the Secretary from issuing a lease for natural gas exploration or development in any OCS area located more than 50 miles and less than 100 miles from the coastline of a state if the state has enacted a law disapproving such lease issuance. Sets forth an allocation schedule (including designated reserve accounts) for revenues derived from bonus bids and royalties under qualified gas leases on submerged lands located within the seaward boundaries of a state. Modifies requirements for deeming state seaward boundaries. Authorizes the Secretary to issue leases for development and production of natural gas and associated condensate. Expresses the intent of Congress that this Act result in a healthy and growing American industrial, manufacturing, transportation, and service sector employing America's workforce to assist in the development of affordable energy from the OCS.

Expresses the sense of the House of Representatives that the Committee on Ways and Means should report legislation on or before December 31, 2008, to simplify the federal income tax system.
